What to know about the 'Opportunity Card,' a residence permit to go to Germany to look for a job

If you're looking for a sign to start a career in another country, here's your chance as Germany just introduced a new residence permit to go to the country to look for a job.

On its Facebook page, the German Embassy in Manila announced the launch of "Chancenkarte" or the "Opportunity Card," which is a visa that allows you to look for work in Germany for up to twelve months.

This is narrowed down into either "skilled workers recognized in Germany or educated job seekers who fulfill a points system."

As detailed on their website , recognized skilled workers need proof of full recognition of their foreign qualification in Germany.

Job seekers with a university degree or a training qualification of at least two years need German language skills at A1 or English language skills at B2 level if they are only partially recognized in Germany or not yet recognized.

Proof of their partial recognition or confirmation of their foreign qualification is also required, as well as achieving six points in the points system below:

  • Partial recognition of the qualification in Germany: 4 points
  • German language skills B2: 3 points, or
  • German language skills B1: 2 points, or
  • German language skills A2: 1 point, or
  • English language skills C1: 1 point.
  • of five years in the last seven years: 3 points, or
  • of three years in the last five years: 2 points
  • Professional qualification in a shortage occupation, e.g. as a natural scientist, mathematician, engineer, doctor,   ICT   specialist, a complete list of occupations can be found   here : 1 point
  • Under 35 years of age: 2 points,
  • Between 35 and 40 years of age: 1 point
  • Previous stay in Germany in the last five years of six months uninterrupted: 1 point
  • Spouse applies for the opportunity card together and has achieved at least 6 points themselves: 1 point

With the Opportunity Card, you're also qualified to take on part-time employment of up to 20 hours per calendar week and trial employment for a maximum of two working weeks each.

Once you have found an employer and a full-time job in Germany, you can directly apply for your residence permit and work permit at the locally competent foreigner’s authority in the country. 

How do you apply for the card?

If you're keen on getting your hands on the Opportunity Card, you must first fill out, sign, and print out the application form .

You must also prepare a valid passport, two biometrical passport photos (one of which must be glued to the application forms), a visa fee of 75 euros (P4,766) that is payable in Philippine currency, your d iploma, a c urriculum vitae in tabular form, a motivation letter, proof of finance, planned accommodation in Germany, and health insurance coverage.

Depending on the kind of worker you are, other requirements are as follows:

  • For recognized skilled workers: Proof of the equivalence of your degree with a German degree, e.g. the KMK ZAB recognition letter with confirmation of the equivalence of the university degree or the two Anabin extracts for university (H+) and degree (equivalent to the German university degree) or the recognition notice from the IHK FOSA for vocational training degrees or the notice from the relevant state authority for regulated professions
  • the KMK ZAB (for academic professions in Germany), or
  • the FOSA (for vocational professions in Germany), or
  • the relevant state authority (for all regulated professions in Germany)
  • For applicants without German recognition of their degree: confirmation from the competent German body (KMK ZAB) that the qualification requirements are met
  • For applicants with partial recognition or without recognition of their degree: German language certificate A1 or higher from an ALTE-certified language school (Goethe Institute, ÖSD, telc, TestDaF, ECL) or English language certificate B2 or higher from an ALTE-certified language school (alternatively TOEFL with over 87 points). The certificate should not be older than one year.
  • For applicants with partial recognition or without recognition of their degree: proof of professional experience (employment references), if available
  • For applicants with partial recognition or without recognition of their degree: proof of previous stay in Germany (employment contracts, rental contracts, old passports with visas, proof of studies, etc.), if available.

Floods Break Dams and Submerge Highways in Southern Germany

After a weekend of heavy rains, severe floods in regions of southern Germany led several towns to declare states of emergency and to evacuate their citizens from heavily affected areas. Water submerged streets and highways, broke dams and derailed a high-speed train. Even as rain let up on Monday, emergency crews rushed to fortify dams along rivers in anticipation of further flooding.

On Monday morning, a 43-year-old woman was found dead in her basement in the Neuburg-Schrobenhausen district in Bavaria, according to the local authorities. She had been missing since Saturday night.

Several hours later, responders who were pumping water out of a basement in Schorndorf in Baden-Württemberg found the bodies of a man and a woman, according to the police. On Saturday, a firefighter died trying to save people, according to the district he served; another firefighter has been missing since Saturday.

Tens of thousands of emergency workers, both local and from other regions, are responding to the disaster, which affected Germany’s two southern states, Bavaria and Baden-Württemberg. The responders, who include 800 soldiers, have rescued people stranded in their houses and cars, built emergency dams and set up crisis accommodations.

The German chancellor, Olaf Scholz, visited the small market town of Reichertshofen, roughly 35 miles north of Munich, on Monday and said that the flooding represented a new reality as the effects of climate change are being felt in Central Europe.

“What is also important to me is that we are very clear that this is not just an event that has been happening for centuries,” he told reporters, noting that he had visited four active flooding sites this year alone.

“We must not neglect the task of halting man-made climate change,” he told reporters on Monday. “This, too, is a lesson that we must learn from this event and this disaster.”

Between Friday at noon and Monday at noon, 120 to 160 liters of rain, or about 30 to 40 gallons, fell per square meter (about 11 square feet), which is more than usually falls in a month, according to Sebastian Altnau, a meteorologist with the German Weather Office.

The firefighter who became the first victim of the floods had set out with three colleagues on a boat late on Saturday to save a family stranded inside a building. Before they reached the house, the boat flipped. While three of the firefighters were able to save themselves, the body of the fourth was found early Sunday, a spokeswoman for the district confirmed.

In the small southwestern town of Ebersbach in Baden-Württemberg, the water pushed through a highway wall on Sunday night. A video published on the city’s Facebook feed shows how the water turned the road into an impassable river in seconds.

About 15 miles to the northeast, near Schwäbisch Gmünd, a sudden mudslide pushed a high-speed train off the rails and buried a car on Saturday night, according to the national rail service. Rescue workers were able to evacuate the train of its 185 passengers, and no one was hurt. After signaling with a flashlight, the driver, too, was picked up by rescue workers, he told the German newspaper Bild .

In both Bavaria and Baden-Württemberg over the weekend, several dams broke, in some cases leading to flooding of entire neighborhoods. On Saturday in Reichertshofen, where the chancellor visited Monday, two dams broke despite being fortified with sandbags, allowing the Baar River to flood neighborhoods. Around 5,000 emergency workers helped with rescue and evacuation operations.

Responders spent much of Monday safeguarding against flooding from bigger rivers, which have swelled since the downpour. In the medieval city of Regensburg in Bavaria, in the southeast, emergency workers built a dam on Monday along the Danube River as it continued to rise. On Monday afternoon, the Danube’s level measured at over six meters, or nearly 20 feet — twice as high as it was on Friday morning.

The flooding has brought up memories of the disastrous Ahr Valley floods in 2021, which killed 189 people. The heavy rains, which scientists said were driven by climate change , led the Ahr River to rise sharply, sweeping up buildings, bridges and roads. At the time, the authorities were criticized for not warning the local populations properly.

Nancy Faeser, who, as Germany’s interior minister, is responsible for disaster response, traveled with Mr. Scholz on Monday. She told local reporters that she could see “lessons had been learned” in the Ahr catastrophe. “Coordination and organization work much better,” she said.

About the Contributors

Amber Hoye  (M.E.T), is the Director of the  World Languages Resource Center at Boise State University where she supports faculty implementing educational technology and other innovative practice including OER, supervises an interdisciplinary team of student employees, and teaches a required course for language majors to prepare for attending graduate school or entering the workforce. Her current projects include supervising the creation of ancillary teaching materials in collaboration with university faculty, staff, students, and K-12 teachers, and managing the Pathways Project OER repository.

Kelly Arispe  (Ph.D. UC Davis), is an Associate Professor at Boise State University where she teaches upper-division Spanish Linguistics courses and Teacher Education courses in methods, literacy and assessment for pre-service language teachers. She is Program Coordinator for Language Secondary Education Majors and Director of the Graduate Certificate in  Computer Assisted Language Learning . Her primary research focuses on L2 pedagogy and CALL/MALL and intermediate and advanced language learners. Her current projects include using video tagging software to impact best practices in language teaching and the Pathways Project.

Travelling by train and public transport will be the most convenient and sustainable option to get around. Luckily, EURO 2024 ticket holders will have access to discounted national and international train tickets, as well as a 36 Hour Travel Pass for public transport!

To make use of your travel benefits, you will need your Fan Pass . The Fan Pass is brand new for EURO 2024 and provides access to exclusive perks which will enhance your experience on-site. Your Fan Pass is free and now available for all ticket holders on the UEFA EURO 2024 app .

Plan your journey on the DB Website or DB Navigator App to see what services you’ll be travelling on.

• Purchase a DB Ticket EURO 2024 for single journeys between host cities that involve long-distance services such as IC (InterCity), ICE (InterCity Express), or EC (EuroCity) trains.

• Purchase a Interrail Pass EURO 2024 for international arrival to Germany and during your stay in Germany for journeys that involve long-distance services such as IC, ICE, or EC trains.

• Use your free 36 Hour Travel Pass on matchday and the day after to travel within the city and on slower services within the region ( see map below ). If you’re travelling between Cologne, Düsseldorf, Dortmund and Gelsenkirchen, you can simply use your 36 Hour Travel Pass, as long as your journey doesn’t include ICE, IC or EC services.

  • Your Interrail Pass EURO 2024 is only valid in combination with your EURO 2024 Fan Pass . All ticket holders will have access to a Fan Pass for free. You will need to show your Fan Pass when travelling on the train – just like a railcard.
  • For some trains, it is mandatory to book seat reservations . Be sure to make them early, as trains fill up quickly. Please check the reservation policy of each train you plan to take.
  • Trains will be busy, so it’s strongly recommended to book a seat reservation even if it's not mandatory. Otherwise, you may need to stand.

Your Interrail Pass EURO 2024 can only be used to travel between 9 June and 21 July.

Depending on which option you choose, it is either valid for a month within this period (4, 5 and 7-day passes) or the full period (10 or 15-day passes).

The end of the travel period is 21 July for all passes , even if you activate your pass less than a month before this date. For example, if you choose to activate your pass on 13 July to travel to the final in Berlin, your Interrail Pass EURO 2024 will become invalid after 21 July.
