Ukraine-Russia war latest: Vladimir Putin repeats warning he could send weapons to adversaries of the West

Speaking at the St Petersburg International Economic Forum, Vladimir Putin also says he does not see the conditions for the use of nuclear weapons as set out in Russia's nuclear doctrine - but adds he could not rule out a change to it.

Thank you for reading.

We will be back soon with more updates from the war in Ukraine.

Vladimir Putin has said he does not see the conditions for the use of nuclear weapons as set out in Russia's nuclear doctrine - but added he could not rule out a change to the doctrine.

"We have a nuclear doctrine which states that the use of nuclear arms is possible in an exceptional case, when the sovereignty and territorial integrity of our country is threatened," he told the St Petersburg International Economic Forum.

"But the doctrine can be changed.

"The same applies to nuclear tests. We will carry out tests if needed, but so far there is no such need."

Russia could send weapons to adversaries of the West, Vladimir Putin has warned for a second time.

The Russian president repeated the warning from earlier this week during the St Petersburg Economic Forum.

He did not say what countries or entities he was referring to, and he stressed that Moscow is not doing it currently.

"If they supply (weapons) to the combat zone and call for using these weapons against our territory, why don't we have the right to do the same?" he told the crowds.

"But I'm not ready to say that we will be doing it tomorrow, either."

On Wednesday, Putin told international journalists that Russia could provide long-range weapons to others to strike Western targets in response to NATO allies allowing Ukraine to use their arms to attack Russian territory.

He also reaffirmed Moscow's readiness to use nuclear weapons if it sees a threat to its sovereignty.

Joe Biden has apologised to Volodymyr Zelenskyy for the recent delay in approving new US aid for Ukraine.

Last month, following months of political disagreements, the Senate passed $95bn (£76.2bn) in war aid to Ukraine, Israel and Taiwan .

"I apologise for those weeks of not knowing," the US president said.

"Some of our very conservative members [of Congress] were holding it up.

"But we got it done, finally. We're still in - completely, totally."

The Ukrainian president thanked his counterpart for American assistance.

"It's very important that you stay with us," he said.

"It's very important that in this unity, the United States of America, all American people stay with Ukraine, like it was during World War Two - how the United States helped to save human lives, to save Europe."

The two men were speaking in Paris, the day after D-Day commemorations in Normandy.

Russia needs to boost its use of non-Western currencies, Vladimir Putin said as he addressed the St Petersburg International Economic Forum.

He also said his country needs to reduce imports while calling for a major expansion of its domestic financial markets.

Trade with Asia is soaring, he told delegates, adding that almost two fifths of Russian external trade is now in roubles.

The share conducted in US dollars, euros and other Western currencies has declined.

Russia will try to boost the share of settlements conducted in the currencies of BRICS countries - which include Brazil, Russia, India, China and South Africa, Mr Putin said.

"Last year, the share of payments for Russian exports in the so–called 'toxic' currencies of unfriendly states halved, while the share of the rouble in export and import transactions is growing - it is approaching 40% today," the president said.

Russia has referred to nations that imposed sanctions on it as "unfriendly".

The session begins with an address by the Russian president.

Vladimir Putin says there is a race among world powers to establish sovereignty.

He speaks of the need for countries to both establish partnerships and also to look internally to tackle challenges presented by the current global economic landscape.

Despite all the "obstacles and illegitimate sanctions", Russia remains one of the world's economic leaders, he says.

He adds that "friendly countries" - those that have not joined sanctions against Moscow - account for three quarters of Russia's mutual trade turnover, and praises them for that.

Countries including India and China have strengthened economic ties since Mr Putin launched his war in Ukraine.

Vladimir Putin has taken to the stage in St Petersburg to address the International Economic Forum there.

He's joined by Zimbabwean President Emmerson Mnangagwais and Bolivian President Luis Alberto Arce Catacora.

Chairing the session is Sergey Karaganov - a Russian political scientist.

We'll bring you any key lines here in this live blog.

A T-shirt is on sale at the St Petersburg International Economic Forum printed with a phrase attributed to Vladimir Putin, Sky News has discovered.

"If a fight is inevitable, throw the first punch," it says.

The Russian president reportedly said it in 2015.

He apparently explained that it was something he had learned while growing up on the streets of Leningrad - a former name of St Petersburg.

The Russian defence ministry has accused Ukraine of injuring 20 people, including children, in a missile attack on the Russian-controlled eastern Ukrainian city of Luhansk, using US-supplied ATACMS missiles.

Four of five missiles were shot down by air defence systems, the ministry said in a statement.

However, one of the missiles damaged two residential apartment blocks, it added, claiming it was deliberate.

Sky News is unable to verify the allegations.

There has been no immediate comment from Ukraine.

The European Commission supports starting EU accession talks with Ukraine, the country's prime minister has said.

Denys Shmyhal said the commission had confirmed in a report that Kyiv had fulfilled the remaining steps required to start negotiations.

"Now we expect our European partners to take the next step - to start negotiations on European Union membership this month," Mr Shmyhal said on Telegram.

Earlier (7.43am post) we reported that the commission was reportedly ready to recommend that accession talks get underway.

It is part of an attempt to signal support for Kyiv before Hungary takes over the rotating presidency of the EU next month, the Financial Times reported.

The EU announced earlier this year that it was sending an additional £42bn in aid to Ukraine - but only after  weeks of resistance from Hungary , which reportedly has concerns about minority rights in Ukraine.

Unite refuses to endorse Labour manifesto

Unite refused to give its backing to the final version of the policy document, which was signed off on at the party’s secretive Clause V meeting.

trip unit e

One of the UK’s largest trade unions has declined to endorse the Labour election manifesto after accusing the party of weakening its package of workers’ rights.

Unite refused to give its backing to the final version of the policy document, which was signed off on at the party’s closed-doors Clause V meeting on Friday.

Sources told the PA news agency that Labour’s stance on practices like fire-and-rehire meant the affiliated union could not support its policy platform, raising questions about whether it will fund the party as the election looms.

Party figures had described the meeting as “positive” after shadow ministers, union representatives, MPs and members gathered to set the seal on the final version of the manifesto.

A Labour spokesperson said: “Today’s meeting has endorsed Labour’s manifesto. On July 4, the British people will have the chance to vote for change – to stop the chaos, turn the page and start to rebuild our country.”

However, Unite general secretary Sharon Graham, who has previously called for the party to offer strengthened employment rights like an outright ban on fire-and-rehire, cancelled planned talks with reporters after the gathering.

The union, which donated £3 million to Labour’s campaign in 2019, warned last year that there were “no blank cheques” for the party as it urged the leadership to offer “bolder” policies.

Left-wing group Momentum also said it was “deeply disappointed” the party had not committed to free school meals or scrapping the two-child benefit cap.

“We need to kick out not just the Tories, but Tory policies too,” a spokesperson said.

Shadow foreign secretary David Lammy said he was “surprised to hear” that Unite had declined to back the policy document because there had been no votes against the proposals at the meeting.

Sir Keir Starmer standing in front of a red party bus with 'change' written on it

“I’m surprised to hear that, because genuinely, hand on heart, I’d say that wasn’t the mood of the room,” he told Times Radio.

The SNP, which is fighting to hold on to seats targeted by Labour north of the border, said the fallout was “damning” after Unite sources cited Labour’s stance on oil and gas as another reason for the union’s opposition.

Depute leader Keith Brown said: “It’s damning that a major trade union has refused to endorse the Labour Party manifesto because of the threat to thousands of jobs in Scotland’s energy sector – and the watering down of workers’ rights proposals.

“It’s clear that only the SNP can be trusted to stand up for Scotland. A vote for the SNP on July 4 is a vote to protect Scottish jobs and put Scotland’s interests first.”

The finer points of Labour’s manifesto have been kept tightly under wraps after 2017’s draft version was leaked, with attendees of the party’s Clause V meeting only told its central London location this morning.

The gathering takes its name from the fifth clause of the party rulebook, which seeks to ensure members, affiliated organisations and elected representatives are all able to take part in policy formulation.

The manifesto will be based on the party’s five missions for government announced last year on the economy, the NHS, energy, education and planning reform.

Labour has watered down some of its previous commitments, such as a pledge to spend £28 billion a year on green energy projects, as it seeks to reassure voters that it would manage the economy responsibly in government.

Party policies now include the creation of GB Energy, a publicly owned sustainable power company, 40,000 more NHS appointments a week and the recruitment of 6,500 new teachers to plug gaps in the workforce.

Earlier on Friday, Sir Keir also confirmed that recognition of Palestinian statehood as part of any Middle East peace process would be included in the document.

The Labour leader suggested that such a move should not be blocked by a neighbouring country, saying it was an “inalienable right” of Palestinians and not in “the gift of Israel”.

It comes after the party faced setbacks in the local elections in some previously safe areas, particularly those with large Muslim populations, where candidates may have suffered as a result of Sir Keir’s stance on the Gaza war.

Meanwhile, the BBC reported Sir Keir’s party will commit to measures cracking down on companies that refuse to comply with its plans for training British workers.

The government would be able to block individual firms from sponsoring work visas if it believed the employer was not doing enough to carry out domestic training in key sectors such as care and construction under the reported plans.

The manifesto is expected to be officially launched on June 13 ahead of the General Election on July 4.

History, Culture, & Southern Charm: 5 Reasons Why This Surprising U.S. City Is Trending Right Now

Post may contain affiliate links; we may receive compensation if you click links to those products. This has no impact on how offers are presented. Our site does not include all offers available. Content on page accurate as of posting date.

If you're looking for history, culture, and Southern charm, this surprising and underrated U.S. destination is perfect for your next trip.

Birmingham, Alabama is often overlooked in favor of larger Southern cities like Atlanta and Nashville. However, this surprising city is growing in popularity, with a 10% increase in visitors since 2019.

Nearly 4 million visited Birmingham, nicknamed the Magic City, in 2023.

Wanna go somewhere unique and underrated for your next trip? This is why you should consider visiting Birmingham.

1. Civil Rights History

One of the things I find the most interesting about Birmingham is its civil rights history. The city is deeply intertwined with the civil rights movement of the 1960s and today there are numerous historical sites, monuments, and museums dedicated to the work of civil rights activists.

The Birmingham Civil Rights Institute is a good place to start if you want to learn more about the city's history with the civil rights movement.

I think Birmingham pairs well with a visit to Atlanta, which is less than 2.5 hours away by car (and you'll probably want to fly into Atlanta first to visit Birmingham since it has the biggest airport in the country.)

In Atlanta, you can also visit many historic sites related to civil rights and check out the world-class National Center for Civil and Human Rights, which is one of my favorite museums.

2. A City For Arts And Culture

Aside from its historical significance related to the civil rights movement, Birmingham is also a thriving hub for arts and culture.

One of my top recommendations? Definitely pay a visit to the Birmingham Museum of Art, which offers free admission and an impressive collection of art from around the world.

Historic venues like the Alabama Theatre and the Lyric Theatre are also cool spots to check out for concerts, dance performances, and other live entertainment.

3. Delicious Food

Like any Southern city, Birmingham is an amazing foodie destination.

Obviously, classic Southern comfort food is a must here. Some favorite spots to try include Eugene's Hot Chicken and Saw's Soul Kitchen. (My mouth is watering just thinking about it!)

But you can also enjoy creative twists on Southern cooking at restaurants like Bottega, which combines Southern flair with traditional Italian cuisine, and Hot and Hot Fish Club, which takes influence from Southern, French, and Californian cuisine.

Birmingham is also quickly becoming known for its craft breweries. You can easily spend a whole weekend just eating and drinking your way through the city.

4. Unexpected Southern Charm

What comes to mind when you think of Southern charm? Spanish moss-draped live oak trees and stately squares in Savannah, or the pastel-colored houses and palm trees of Charleston?

Well… Birmingham doesn't have all of that. It's actually a city with an industrial history.

But somehow, this city which is even called the Pittsburgh of the South because of its history of iron and steel production still manages to have an unexpected charm to it.

Some of the prettiest parts of the city to visit include the Birmingham Botanical Gardens and the Vulcan Park and Museum, which is dedicated to the city's steel-making history - it also offers one of the best views in the city overlooking all of Birmingham.

5. An Affordable Destination

Let's face it, traveling has become so expensive recently. But Birmingham is actually one of the cheapest cities you can go to right now.

Alabama as a whole is one of the least expensive destinations in the United States (and Gulf Shores, Alabama is one of the best-kept secrets in the country if you're looking for a cheap beach vacation!)

Birmingham, too, is surprisingly affordable, especially when you compare it to more popular destinations in the United States like Florida, California, and New York.

How cheap are we talking?

You can expect to pay about $125 per night for a nice hotel in Birmingham, which is a pretty good deal in my book. Other expenses like a rental car, attractions, and food are all pretty inexpensive.

History, Culture, & Southern Charm: 5 Reasons Why This Surprising U.S. City Is Trending Right Now

As D-Day commemorations conclude in France, Biden turns his gaze to Ukraine and Gaza wars

POINTE DU HOC, France – President Joe Biden on Friday held up the bravery of Army Rangers who scaled 100-foot cliffs during World War II as a shining example for Americans whom he said must do whatever it takes to protect freedom from tyranny.

“They’re summoning us,” Biden said. “They’re asking us what we will do. They’re not asking us to scale these cliffs. They’re asking us to stay true to what American stands for.”

Standing on the soaring landscape in northwestern France, Biden is facing a steep climb of his own as he turns his attention from this week’s commemorations of D-Day to the two global conflicts that have consumed much of his presidency: the wars in Ukraine and the Gaza Strip.

Biden met with Ukrainian President Volodymyr Zelenskyy in Paris on Friday — a full day before he was scheduled to confer with French President Emmanuel Macron . He'll hold bilateral talks with Macron on Saturday, before he is feted by the French leader at a formal state dinner. Biden with see both allies again next week when he returns to Europe for the annual Group of Seven leaders' summit.

Tough conversations are ahead for Biden and the European nations that − along with Canada, the U.S., the UK and Japan − make up the G7, about how to bring about an end to the war between Israel and Hamas and how Gaza will be governed after the conflict. Two more European Union members and Norway recognized Palestine as a state at the end of May.

G7 nations have not followed suit. They have, however, endorsed a three-phase peace proposal Biden laid out last week, which he said would pave the way for Palestinians to return to their homes.

More: As Joe Biden marks D-Day anniversary, he faces a world again embroiled in conflict

Biden looks to G7 for help with Ukraine and Gaza

Biden is also trying to urgently persuade G7 allies to unite around a plan to support Ukraine’s military operations and the reconstruction of the war-torn country’s critical infrastructure. The proposal involves leveraging the interest from an estimated $300 billion in frozen Russian assets to provide Ukraine with a loan that could be used to pay for military aid and reconstruction aid. The loan could generate as much as $50 billion in additional revenue.

That money would supplement the $60 billion in aid the U.S. approved in late April, roughly half of which is allocated to military equipment and nearly $8 billion of which was set aside to pay for essential government services. The E.U. also approved roughly $54 billion in financial assistance for Ukraine earlier this year.

U.S. Special Representative for Ukraine’s Economic Recovery Penny Pritzker told USA TODAY in an interview prior to Biden's trip to France that the assistance packages plus the prospective loan would “show people that there's enough capital there that Ukraine will win this war…and that there's also capital to begin the rebuilding."

"You're seeing the US flooding the zone with more weapons and equipment, given our supplemental, but you're also seeing the rest of the democratic world stepping up," said Pritzker, who recently visited Ukraine.

Congress gave the Biden administration the authority it needs to carry out the plan in the Ukraine aid legislation. But the White House has countered that it can't pull it off without G7 nations' help, because most of the money is held outside the U.S.

The topic will be at the top of Biden's agenda on Saturday when he meets with Macron. "The clock is ticking down to the G7, and we’re going to make a big push to see if we can get clarity on a path forward over the course of the next several days," White House national security advisor Jake Sullivan said this week. "This is a priority for the United States. We believe it’s a priority for the entire G7.  We want to see every country come on board with a method by which we can mobilize resources for Ukraine at scale so that they are able to have what they need to be able to succeed in this war," Sullivan said.

Ukraine Caucus co-chair Marcy Kaptur said lawmakers are hopeful G7 nations can find a way to move forward together. She described the Biden administration's interest plan as a "down payment" on the reconstruction of the eastern European nation.

More: Biden on D-Day anniversary and Normandy landings: 'Let us be worthy of their sacrifice'

"Let's work with our allies and find a way to do it. But I think that nations that choose not to — if they were to choose not to participate — that tells us a lot about those countries," Kaptur, D-Ohio, told USA TODAY. "And so I think it'll be a test of mettle."

Biden is hoping to have a deal in place by the time he sees his counterpart next week in Italy at the G7 summit.

At their meeting in France, he apologized to Zelenskky for the slow pace of Ukraine aid after a months-long battle with Republicans in Congress to get it approved. But he did not show up the meeting empty-handed: Biden said the U.S. would be sending $225 million for munitions − including air defenses that will aid in the protection of Ukraine's electric grid, which Russian forces have been heavily targeting.

"You continue to fight in a way that is just remarkable, just remarkable. We’re not going to walk away from you," Biden said. "I apologize for the weeks of not knowing what’s going to pass in terms of funding because we had trouble getting the bill that we had to pass that had the money in it."

Vice President Kamala Harris is expected to see Zelenskyy next weekend at a Ukraine-backed peace summit in Switzerland.

Biden sees parallel with WWII

In his remarks later on Friday in Normandy, Biden said the Rangers who scaled the cliffs above the English Channel on June 6, 1944, didn’t know they would change the world. But they did. “They did their duty,” he said. “They were a part of something greater than themselves.”

Drawing parallels to current threats to democracy at home and abroad, he said it’s not enough just to honor the Rangers. Americans should follow their example.

When Americans talk about democracy, they often speak in big ideas like life, liberty and the pursuit of happiness but seldom talk about how hard it is, Biden said.

“American democracy asks the hardest of things: to believe that we’re a part of something bigger than ourselves,” he said. “So democracy begins with each of us.”

His remarks came on the third day of a five-day trip to France and just hours after he attended ceremonies marking the 80th anniversary of D-Day, when from the United States and its allies landed on the beaches of Normandy to liberate France from the grip of Nazi Germany.

Pointe du Hoc, eight miles west of the American Normandy Cemetery, where more than 9,000 American soldiers killed in the war are buried, was the scene of a legendary feat of bravery during the D-Day landings.

More: 'The Americans are landing': A grandmother's 80-year-old diary documents opening of D-Day

During the 1944 invasion, Army Rangers using ladders made out of rope scaled the 100-foot cliffs and seized German artillery pieces that could have fired on troops landing at Omaha and Utah beaches. T

The Rangers, under the command of Lt. Col. James E. Rudder of the 2nd Ranger Battalion, endured German machine gunfire and hand grenades that rained down on them as they climbed. The Rangers suffered heavy casualties, with 77 killed and 152 wounded.

His warnings about current dangers to democracy have come amid signs that Americans have grow weary of wars in Europe and the Middle East. Ukraine is fighting for survival after its unprovoked invasion by Russia two years ago. Hamas has been at war with Israel in Gaza following the militant group’s surprise cross-border attack that killed 1,200 Israelis.

Both have been costly to Biden. He has had to battle Republicans in Congress to provide war assistance to Ukraine. His unyielding support for Israel has hurt him politically among members of the Democratic Party’s left wing, who have been angered by his refusal to demand an immediate cease fire and by the humanitarian toll that the war has wreaked on Gaza.

In the lead-up to the G7 summit, Secretary of State Antony Blinken , who accompanied Biden to France, will also make a just-announced trip to the Middle East, including a stop in Israel. Blinken will push for Hamas to accept the ceasefire agreement that is on the table and for the release of all hostages, the State Department said.

The U.S. is still waiting for an official response from Hamas to the proposal, White House national security spokesman John Kirby told reporters Friday.

Biden’s focus while in France has so far has been D-Day, but with the commemorations concluded, he will meet with Macron to discuss the wars in Ukraine and Israel and priorities such as the Indo-Pacific region, climate change and U.S.-French cooperation on security for the upcoming summer Olympics in Paris.

Later on Saturday, Macron will host Biden and first lady Jill Biden for a state dinner. Macron was the first leader the Biden's threw a lavish bash for at the White House and the only European leader who Biden has honored with a state dinner during his term.

OAKLAND, Calif. (AP) — Construction on the outfield bullpen finished just in time as pitchers from the Oakland Ballers began arriving to work at Raimondi Park for the new minor league team’s home opener.

The batting cage came together last minute, too. And everybody with the “B’s” embraced the chaos as the expansion club in the independent Pioneer League hosted its first game only eight miles from where the big league Oakland Athletics opened a series against the Seattle Mariners with an announced attendance of 5,624.

“The batting cage was just being put together when we got here. They just got it together today and we went out on the field,” said former major leaguer J.T. Snow, first base and bench coach for the Ballers. “A lot of players came over yesterday to check it out because we had an off day. It was right down to the wire.”

Their clubhouse is across the street in a giant warehouse, and some players waved while making their way back to the field as one man yelled, “Let’s go, Ballers, whoooo! Yeah, love you!”

The Ballers announced more than 4,200 tickets purchased for a sellout at Raimondi Park, where they lost 9-3 to the Yolo High Wheelers. The club stopped selling tickets a week beforehand but some walk-ups became available because of people not choosing to use a ticket in their purchased package, the team said.

Chants of “Let’s go Oakland!” began shortly before game time as drums pounded.

Starting catcher Tyler Lozano grew up in Stockton and attended A’s games. He loves the vibe already.

“Being part of a new and upcoming organization like the Ballers, it is awesome,” Lozano said. “To start here and start from the ground up and to help this community, help the city of Oakland grow and be better, it’s awesome. Me coming from Stockton growing up there as a young kid coming to A’s games, seeing the fans, the fan base, the drums, everyone is invested and Oakland is ready for a new team and ready for the Ballers.”

Even on an unseasonably hot day for early June, fans began arriving in the parking lot some four hours ahead of first pitch for a moment the Ballers are counting on to carry on Oakland’s storied baseball legacy for decades to come. The A’s are playing their final season in Oakland. The next three years are scheduled to be played in Sacramento as they hope to build a new ballpark in Las Vegas and move ahead of the 2028 campaign.

Several players on the Ballers roster have ties to the Bay Area and Northern California and understand the importance of being part of something special from Day 1. But so did outfielder Austin Davis of Orlando, Florida.

“I think the Ballers are going to be huge meaning to Oakland, like a beacon of hope kind of like the Batman symbol,” Davis said. “They’re going to bring the community back together, that’s our goal. We’ve heard Oakland has the best fan base. The 510 is what they call it. We’re just excited that we can be here for Oakland and unite everybody.”

Right-hander Eric Waldichuk is the younger brother of A’s pitcher Ken Waldichuk. When Eric Waldichuk was released by Ogden after spring training he reached out to the Ballers assistant general manager Tyler Peterson and the timing was perfect.

The Waldichuks’ father, Anthony, grew up in nearby Orinda.

“It’s awesome,” the younger Waldichuk said. “The fact we both grew up in San Diego and found our way back here it’s been really fun.”

The Ballers had pitcher Tyler Davis purchased by the Chicago White Sox earlier Tuesday.

That’s just part of it, and Snow is thrilled to help develop these players to prolong their careers as long as possible. They love hearing his stories, like of playing with home run king Barry Bonds.

Volunteers frantically worked in recent days on ballpark preparations in West Oakland, where Raimondi will be a work-in-progress for a while, and that’s just fine with everybody. The field has come so far in a matter of months — it was an unplayable Little League field in late March.

“It’s been pretty hectic today,” Snow said. “Anytime you start a baseball team there’s a lot of things that go into it, but they’re doing a great job. This place two months ago was just a city park.

“It’s coming together. It’s chaotic but it’s been fun. There’s a lot of energy, it’s kind of exciting.”

Peterson recalled walking the field in January when there were five rows of minimal seating and not much more. Even three weeks ago — before the team’s 12-game, 15-day road trip to begin the season — the main bleacher chairs weren’t even installed behind home plate.

“I didn’t even know what I was going to show up to,” Peterson, the assistant GM, said, “it’s pretty incredible.”

Opinion Sunak and Starmer debated in Farage’s Trumpian shadow

Why the U.K.’s Conservative Party, seeming destined to lose to Labour, may have another blow coming.

Martin Ivens, former editor of the Sunday Times, is the editor of the Times Literary Supplement.

With his Conservative Party trailing by more than 20 points in opinion polls, British Prime Minister Rishi Sunak had the Janis Joplin freedom of nothing left to lose at the first general election leaders’ debate on Tuesday night. As the underdog against Labour’s Keir Starmer, Sunak rarely held back from attack mode: He yapped, he nipped, he carped at his opponent’s reassurances — but rarely did he draw blood.

The debates ahead of the July 4 election are a reminder that the 2024 race has turned into two electoral competitions at once: The Tories need to head off a huge Labour surge to their left, while at the same time facing a formidable disruption via Nigel Farage’s Reform Party to their right.

On Tuesday night, Sunak highlighted the risk of a switch to center-left government. Starmer would need to raise taxes (according to one disputed calculation) by an average of 2,000 pounds ($2,550) per family and drag pensioners into paying tax for the first time in British history. By no coincidence, the over-65s are the only demographic in which the Tories have a slender lead over their opponents.

Starmer was slow to counter his opponent’s tendentious arithmetic, highlighting instead the promise of Labour’s steady leadership in place of Tory “chaos.” Having greater familiarity with the punishing TV format, Sunak narrowly won the wrangle, according to an instant opinion poll , although such an irritable contest is unlikely to change many minds.

Voters appear simply to want the Tories out, and Labour is the instrument at hand for achieving that, but debate viewers were left none the wiser about what Starmer would do in No. 10 Downing Street. Sunak’s best line was, “You don’t have anything to say about the future, and all you can do is talk about the past” (wisely, on Starmer’s part, given the erratic nature of the Conservative government in recent memory).

The U.K.’s straitened finances rule out plans to build the proverbial British “New Jerusalem” at any speed. Without the cushion of the dollar as a reserve currency, Labour cannot borrow to fund an ambitious green investment program on the scale of what was included in President Biden’s Inflation Reduction Act.

One man whom Sunak will likely not be debating is Donald Trump’s best British buddy, Farage, who has returned to U.K. politics this week, assuming formal leadership of the populist Reform Party, which flows from his historic role in prompting Brexit . He is also standing as a candidate for the House of Commons. Farage is one of the most consequential politicians of recent decades and a media star, loved by fans, by turns amusing and caustic — and deemed a dangerous blowhard by others. A strong performance by his party, currently polling around 12 percent, could turn a Tory rout into a massacre.

In the 2015 general election , Farage’s last electoral vehicle, the U.K. Independence Party, drew nearly 4 million votes, 12.6 percent of the total, and placed second in 120 seats. That strong showing persuaded Tory Prime Minister David Cameron to make good on a promise to call a referendum on the U.K.’s continued membership in the European Union. Farage’s raucous appeal to immigration-averse voters in that campaign helped get Brexit across the line. Five years ago, he helped Boris Johnson win an 80-seat Tory majority by standing down his candidates in 317 seats.

The latest YouGov poll shows that Labour is already on course to win 422 seats, against 140 for the Conservative party, a bigger majority than that achieved by Tony Blair in 1997. Twelve cabinet ministers, including the chancellor of the exchequer, Jeremy Hunt, are forecast to lose their seats. However the result works out in numbers and casualties, Conservatives know that Farage’s intervention could cause them a body blow — not just in this election, but in the sour aftermath of defeat.

That is crucial for Farage’s aim: a realignment of the British right. “I certainly don’t have any trust for them or any love for them,” he recently said of Conservatives. “I want to reshape the center-right, whatever that means.”

This is an explicit threat to weaken the Tories sufficiently to make them pliable after the election. The Reform Party’s ambition, therefore, is not only to win seats but also to help the Tories lose theirs; Farage’s inspiration is the wipeout of Canada’s Conservatives in 1993, also due to the intervention of an insurgent party called “Reform.” In that election, Kim Campbell’s Progressive Conservative Party was left with just two MPs and later forced to unite with another right-wing group on the long road back to electability.

Now Sunak pleads with wavering Conservative voters: A vote for Farage is a vote for Starmer. The prime minister’s target is Eurosceptic voters who adore Reform but fret that if Starmer wins a landslide victory, he could start reintegrating the U.K. into the European Union. How these calculations could play out is variable enough to divide pollsters.

It could turn out like the many “trad” British elections, in which a power bloc on the center-right loses heavily to the center-left and lives to fight another day, after a time in the wilderness. But the election might well result in a far more dramatic outcome: one that gives a Trump-influenced disrupter with a strong personal following the opportunity to smash up the defeated rump of British Conservatism and remake it in a different likeness. There’s a playbook for that — a slightly politer MAGA, with a British accent.
