Colorado Springs —­­­­ The Colorado Department of Transportation will have a right lane closure on southbound Interstate 25 between South Academy Boulevard and Mesa Ridge Parkway (Mile Point 133 to 134), to repair damaged guardrail from 9 a.m. to 2 p.m., Monday, July 1.

To help minimize potential traffic delays, CDOT is suspending work from midday Wednesday until Monday, July 8. The only exception is for emergency operations.

El Paso County – MAMSIP – South Academy Boulevard Widening Project

Colorado Springs — A shift of northbound South Academy Boulevard between I-25 and Fountain Creek towards the center is ongoing to allow crews to work on the outside lanes, install drainage pipes, and prepare to construct a noise barrier. This new alignment will be in place approximately until Spring 2025.

Motorists are also advised that the shift of the northbound I-25 off-ramp to northbound South Academy Boulevard to a new alignment is ongoing and will have a short acceleration lane.

Bradley Road under the South Academy Boulevard bridge will be reduced to one alternating lane of traffic controlled by flaggers on Monday, July 1 through Wednesday, July 3, 8 a.m. to 4 p.m. to allow crews to perform work on the bridge.

Motorists are advised to use caution at all entrance ramps as merge lengths have been shortened . In particular, motorists should be prepared to stop on the US 85/87 on-ramp to eastbound South Academy and the Bradley Road on-ramp to eastbound South Academy since merge area is greatly reduced.

All lanes of Bradley Road under South Academy Boulevard are shifted to the center of the roadway ongoing to allow crews to perform work on new bridge piers.

These closures are weather dependent and subject to change.

Project Overview

Interstate-25 – Safety and Efficiency Improvements

The improvements to I-25 addressed in this project are located along an approximately 7.5-mile segment of south I-25 beginning at South Academy Boulevard and extending to the Santa Fe Avenue (U.S. 85/87) exit at Fountain (MP 128), which exits to Gate 19 of Fort Carson. The project includes:

  • Replacement of two bridges crossing over South Academy Boulevard
  • Widening of both inside and outside shoulders and installing safety improvements
  • Concrete surface treatment overlay to provide an improved riding surface
  • Installation of median barrier
  • Rehab and widening work on four bridges
  • Installation of an I-25 southbound deceleration lane at the interchange with CO 16

The improvements to South Academy Boulevard in this project are located on South Academy Boulevard at the southern mile and a half of this arterial road from the I-25 interchange, crossing U.S. Highway 85/87, and continuing to the road’s approach to Milton Proby Parkway (which connects to Powers Boulevard/CO 21). Construction focuses on widening an approximately 1.5-mile section of South Academy Boulevard from two lanes to three in each direction to alleviate recurring congestion. The project includes improved drainage facilities, lighting, striping, and expanded shoulders, modified merge lanes, sound walls and bridgework. The project is expected to be complete by early 2026. This project is managed by El Paso County.

Safety Benefits

CDOT conducted a safety assessment for the corridor to evaluate the magnitude and nature of safety problems and analyze the causes of crashes. These transportation improvements are mitigation measures to reduce crashes, improve infrastructure, and address physical deficiencies that contribute to crashes in the corridor. Over the next 20 years, the project is estimated to result in fewer deaths, injuries and crashes on the four MAMSIP corridors.

About the Military Access, Mobility & Safety Improvement Program Build Grant

Colorado Department of Transportation (CDOT) has initiated a program to deliver more efficient and safer mobility along I-25, Colorado Highway 94, South Academy Boulevard, and Charter Oak Ranch Road, enabling economic stability and development. The Military Access, Mobility & Safety Improvement Program is partially funded through an $18 million BUILD grant award from the US Department of Transportation. The delivery of these improvements will strengthen and enhance the redundancy of strategic movement between the nationally significant El Paso County military installations of Fort Carson, Peterson Space Force Base, Cheyenne Mountain Space Force Station, and Schriever Space Force Base.

CBP officers apprehend trusted traveler with methamphetamine

CALEXICO, Calif., — CBP officers at the Calexico West Port of Entry seized 99.91 pounds of methamphetamine from a trusted traveler on Tuesday.

At approximately 4:33 p.m., officers encountered a 34-year-old woman driving a 2019 sedan seeking entry into the United States from Mexico through the SENTRI Trusted Traveler Program vehicle lanes. After initial inspection, CBP officers referred the driver and vehicle for further examination.

In the secondary inspection area, a non-intrusive vehicle scan was performed using a port imaging system. CBP officers detected irregularities in the door panels and dashboard. A CBP K-9 team responded and alerted to the presence of narcotics.

Officers discovered and extracted a total of 91 packages hidden within the vehicle's doors and dashboard. The contents of the packages were tested and identified as methamphetamine with a total weight of 99.91 pounds.

"Narcotics traffickers try to find easy ways to get narcotics across the border and may target members from the Trusted Traveler Program," said Port Director Roque Caza for the Area Port of Calexico. "We want to remind the traveling public that when you cross the border, you are responsible for yourself, your passengers, your vehicle, and its contents."

The narcotics and vehicle were seized by CBP officers, and the driver was turned over to Homeland Security Investigations for further investigation.

This seizure is the result of Operation Apollo , a holistic counter-fentanyl effort that began on October 26, 2023, in southern California, and expanded to Arizona on April 10, 2024. Operation Apollo focuses on intelligence collection and partnerships, and utilizes local CBP field assets augmented by federal, state, local, tribal, and territorial partners to boost resources, increase collaboration, and target the smuggling of fentanyl into the United States.

Palm Beach County commissioners have approved a contract to lease three coach buses to provide weekday commuter service. The pilot program is funded through a grant from the Florida Department of Transportation.

Palm Tran developed a survey to determine the demand for such a service; 905 people participated, with 63% reporting they were likely to use the service and another 27% said they might use it. Many of commuters are expected to be county employees.

The 12-month lease with Nations Bus Corp. of St. Augustine is for $396,000, with Palm Tran administering the program and providing drivers. The lease is expected to be extended for two additional years. FDOT will assume those additional costs as well. After that, Palm Beach and St. Lucie counties would have to determine if they want to continue the program.

Where will the St. Lucie Express buses arrive and depart from in West Palm Beach?

The buses will travel north and south via Interstate 95, providing two morning and two evening trips between Gatlin Park in Port St. Lucie and the lntermodal Transfer Center on Tamarind Avenue in West Palm Beach. Once commuters arrive in West Palm Beach, they would be in walking distance of Brightline and Tri-Rail trains and Palm Tran buses.

A one-way trip is expected to take 50 minutes and cost $3. Palm Beach County residents who work in St. Lucie County are also expected to take bus. There are no plans to offer the service on weekends.

The move comes during a surge in housing prices across Palm Beach County that has led some people who work here to move north to the Treasure Coast in search of less expensive places to live.

The grant will pay for the lease of the three 50-passenger coach-style buses. Two will be in service at all times and a third will be a spare for use if a bus breaks down. Each bus will be equipped with Wi-Fi and Americans with Disabilities Act ramps.

The already built park-and-ride facility in Port St. Lucie has 162 parking spaces with six electric-car chargers, six bus berths and parking for bicycles and motorcycles. The lot is at the southeast corner of I-95 and Gatlin Boulevard near the Bass Pro Shops building.

The first trip departing from West Palm is at 5 a.m.

Commissioner Gregg Weiss questioned the wisdom of beginning the first trip from West Palm Beach at 5 a.m. He suggested the route begin in Port St. Lucie, wondering how many people would be commuting at 5 a.m. from West Palm Beach.

County Administrator Verdenia Baker said there could be insurance issues if the buses were not housed in Palm Beach County facilities but she agreed to consider whether the trips could begin from Port St. Lucie.

ABERDEEN, S.D. – An increase in annual grant money for Northern State University’s TRIO Student Support Services program will mean more student scholarships and expanded cultural enrichment programs.

TRIO Student Support Services, one of two federal TRIO programs at NSU, is funded through a grant that can be reapplied for every five years. While the budget amount is typically $281,000 for each of the five years, this year the program will receive a 2.5 percent increase.

The extra funding is a welcome surprise, said NSU TRIO Student Support Services Director Laci Hettick.

“We have additional funds to go directly to our students,” Hettick said.

TRIO Student Support Services serves 165 NSU students. This fall, 22 of those students received scholarships. Now that number will increase thanks to the additional funding. The TRIO SSS program plans to conduct a TRIO Retreat for students again this year – last year they spent a day at Joy Ranch near Watertown. Another cultural activity planned this fall will be to attend the Moscow Ballet’s performance of “The Nutcracker” on the NSU campus.

The additional funding will also mean continued community service and leadership opportunities for students. Other resources offered by TRIO SSS include academic advising, career advice, tutoring, academic workshops, financial literacy training, peer mentoring and social events.

NSU’s other federal TRIO program is Upward Bound, which helps first-generation and low-income high school students prepare for, enroll in and graduate from college. NSU’s Upward Bound program serves 68 students from nine high schools in northeast South Dakota.

Upward Bound received grant funding to serve an additional two students at its annual Summer Program, said Director Peni Mounga. This program offers students a six-week college experience on the NSU campus.
