Crime, civil unrest and terrorism are common risk factors for countries that end up on the State Department's "Do Not Travel" advisory list.
In 2024, tourism across the globe is “well on track” to return to pre-pandemic levels, according to projections by UN Tourism.
Global conflicts and natural disasters , ranging from a series of coups across Africa to catastrophic earthquakes in the Middle East affected international travel patterns throughout 2023. Still, international tourist arrivals reached 87% of pre-pandemic levels in 2023, according to estimates by UN Tourism .
In January 2024 alone, about 4.6 million U.S. citizens left the country for international destinations, 17% higher than the same month in 2019, according to the International Trade Administration . But some destinations warrant more caution than others.
On Oct. 19, 2023, following the outbreak of war between Israel and Gaza and flaring tensions in the region, the U.S. State Department issued a worldwide caution advisory due to “increased tensions in various locations around the world, the potential for terrorist attacks, demonstrations or violent actions against U.S. citizens and interests.” Prior to this update, the most recent worldwide caution advisory was issued in 2022 after a U.S. strike killed Ayman al-Zawahiri, Osama bin Laden’s successor as leader of Al Qaeda, causing “a higher potential for anti-American violence.” The worldwide caution advisory remains in effect.
The U.S. State Department also issues individual travel advisory levels for more than 200 countries globally, continually updating them based on a variety of risk indicators such as health, terrorism and civil unrest. Travel advisory levels range from Level 1, which means exercise normal precautions, to Level 4, which means do not travel there.
About 10% of countries – 19 total – have a Level 4: “Do Not Travel” advisory as of Mar. 4. In Level 4 countries, the U.S. government may have “very limited ability” to step in should travelers’ safety or security be at risk, according to the State Department. Crime, civil unrest, kidnapping and terrorism are common risk factors associated with Level 4 countries.
So far in 2024, the State Department made changes to the existing Level 4 advisories for Myanmar, Iran and Gaza, and moved Niger and Lebanon off of the Level 4 list.
Places With a Level 4 Travel Advisory
These are the primary areas the U.S. government says not to travel to right now, in alphabetical order:

Afghanistan: The Central Asian country is wrestling with “terrorism, risk of wrongful detention, kidnapping and crime,” according to the State Department. U.S. citizens are specifically at risk for wrongful detention and kidnapping. In 2022, the government reinstituted public floggings and executions, and women’s rights are disappearing under Taliban control. The U.S. Embassy in Kabul halted operations in August 2021. Since the Taliban took control , many forms of international aid have been halted . Meanwhile, in 2023, some of the year’s deadliest earthquakes killed more than 2,400 in Afghanistan while the country continues to face a years-long extreme drought.
Belarus: Belarus, which shares a western border with Russia and a southern border with Ukraine, has been flagged for “Belarusian authorities’ continued facilitation of Russia’s war against Ukraine, the buildup of Russian military forces in Belarus, the arbitrary enforcement of local laws, the potential of civil unrest, the risk of detention, and the Embassy’s limited ability to assist U.S. citizens residing in or traveling to Belarus.” The U.S. Embassy in Minsk halted operations in February 2022.
Burkina Faso: Terrorism, crime and kidnapping are plaguing this West African nation. Terrorist attacks may target hotels, restaurants and schools with little to no warning, and the East and Sahel regions of the country are under a state of emergency. In late November 2023, hundreds died in clashes between state security forces and rebels near the country’s border with Mali. In June, more than 2 million people in Burkina Faso were displaced due to “violence linked to al-Qaida and the Islamic State group.”
Central African Republic: While there have not been specific incidents of U.S. citizens targeted with violence or crime, violent crime and sudden closure of roads and borders is common. The advisory states that “Embassy Bangui’s limited capacity to provide support to U.S. citizens, crime, civil unrest, and kidnapping” is a factor in its assessment. Recent data from UNICEF suggests the country has the worst drinking water accessibility of all countries in 2022.
Myanmar (Formerly Burma): Armed conflict and civil unrest are the primary reasons to not travel to this Southeast Asian country, which experienced a military coup in early 2021. Limited health care resources, wrongful detentions and “areas with land mines and unexploded ordnance” are also listed as risk factors. After Ukraine and Israel, Myanmar had the highest conflict-related death toll in 2023.
Gaza : Hamas, a foreign terrorist organization as designated by the State Department, controls much of the Gaza Strip, which shares borders with both Israel and Egypt. On Oct. 7, 2023, Hamas fighters broke across the border into Israel, killing hundreds of civilians and soldiers in a brazen attack that stunned Israelis. On Oct. 10, Israel hit the Gaza Strip with “the fiercest air strikes in its 75-year conflict” according to Reuters . The conflict has since escalated into war between Israel and Hamas, with regular Israeli airstrikes leading to extensive civilian casualties in Gaza. As of mid-December, nearly 85% of Gaza’s population were displaced from their homes, according to UN estimates . The region continues to face shortages of food , water, electricity and medical supplies , with conditions deemed “far beyond a humanitarian crisis.” The State Department warns of terrorism and armed conflict within Gaza’s borders.
Haiti: In July 2023, the Department of State ordered all non-emergency U.S. government personnel and family members to leave the U.S. Embassy in Port-au-Prince in response to the increased risk of kidnapping and violent crime in the country , as well as armed conflict between gangs and police. The travel advisory states that cases of kidnapping “often involve ransom negotiations and U.S. citizen victims have been physically harmed during kidnappings.” The travel advisory also states that “U.S. citizens in Haiti should depart Haiti as soon as possible” given “the current security situation and infrastructure challenges.” A series of gang attacks in late September 2023 caused thousands to flee their homes, and many aid groups have been forced to cut or suspend operations amid escalating violence in recent months.
Iran: Terrorism, kidnapping and civil unrest are risk factors for all travelers to Iran, while U.S. citizens are specifically at risk for “arbitrary arrest.” U.S.-Iranian nationals such as students, journalists and business travelers have been arrested on charges of espionage and threatening national security. Executions in Iran rose sharply between 2021 and 2022, bringing the country’s total to nearly 580 people over the year, according to a report by Amnesty International released in May 2023.
Iraq: The State Department cites “terrorism, kidnapping, armed conflict [and] civil unrest” as cause for the country’s Level 4 distinction. Iraq’s northern borders, and its border with Syria, are especially dangerous. Since the escalation of conflict in neighboring Israel in October, there has been an increase in attacks against Iraqi military bases, which host U.S. troops and other international forces. In October 2023, non-emergency U.S. government personnel and eligible family members were ordered to leave the U.S. embassy in Baghdad.
Libya: Following the end of its dictatorship over a decade ago, Libya has been wrought with internal conflict between armed groups in the East and West. Armed conflict, civil unrest, crime, kidnapping and terrorism are all risk factors. U.S. citizens have been targets of kidnapping for ransom, with terrorists targeting hotels and airports frequented by Westerners. The U.S. Embassy in Tripoli halted operations in 2014. In mid-September 2023, floods, which some say were intensified by climate change , killed thousands in eastern Libya. Clashes between armed factions escalated across the country in the latter half of 2023, including in the capital city of Tripoli and in Benghazi.
Mali: After experiencing military coups in 2020 and 2021, crime, terrorism and kidnapping are all prevalent threats in this West African landlocked nation. In July 2022, non-emergency U.S. government employees and their families were ordered to leave the country due to higher risk of terrorist activity. A U.N. report in August 2023 said that military groups in the country, including both Mali security forces and possibly Russian Wagner mercenaries, were spreading terror through the use of violence against women and human rights abuses. Democratic elections were supposed to occur in February 2024, but Mali’s military junta postponed the plans indefinitely. In December, the U.N. officially ended a decade-long peacekeeping presence in the country, which had been among the agency’s deadliest missions, with hundreds of the mission personnel killed since 2013.
Mexico: Each state in Mexico is assessed separately for travel advisory levels. Six of the 32 states in Mexico are designated as Level 4: Colima, Guerrero, Michoacan, Sinaloa, Tamaulipas and Zacatecas. Crime and kidnapping are listed as the primary risk factors throughout the country. Nearly 112,000 people were missing across the country as of October, a number the U.N. has called “alarming.”
North Korea (Democratic People’s Republic of Korea): U.S. passports are not valid for travel “to, in, or through” this country, home to one of the world's longest-running dynastic dictatorships. The travel advisory states that the Level 4 distinction is due to “the continuing serious risk of arrest and long-term detention of U.S. nationals.” In July 2023, a U.S. soldier fled across the border into North Korea, where he is believed to be in North Korean custody, the first American detained in the North in nearly five years. He was returned to U.S. custody in September 2023.
Russia: The travel advisory for Russia cites its invasion of Ukraine , harassment of U.S. citizens by Russian government officials and arbitrary law enforcement as a few of the reasons for the Level 4 designation. Chechnya and Mount Elbrus are specifically listed as Level 4 regions. Terrorism, civil unrest, health, kidnapping and wrongful detention are all noted as risks.

Russia Invades Ukraine: A Timeline
Somalia: A severe drought resulting from five failed rainy seasons in a row killed 43,000 people in 2022, and caused a famine amid conflict with Islamist insurgents . Violent crime is common throughout Somalia , pirates frequent its coast off the Horn of Africa, and medical facilities, where they exist, have limited capacity. Crime, terrorism, civil unrest, health and kidnapping are all risk factors. In January 2024, some passengers aboard a U.N.-contracted helicopter were taken hostage by al-Shabaab militants after the vehicle crashed in central Somalia.
South Sudan: Crime, kidnapping and armed conflict are the primary risk factors for South Sudan, which separated from Sudan in 2011, making it the world’s newest country . Weapons are readily available, and travelers have been victims of sexual assault and armed robbery.
Sudan: The U.S. evacuated its embassy in Khartoum in April 2023, and the country closed its airspace due to the ongoing conflict in the country, only permitting humanitarian aid and evacuation efforts. Fighting has escalated in the region between two warring generals seeking to gain control after a military coup in 2021 ousted the country’s prime minister. Civil unrest is the primary risk factor for Africa’s third largest country by area. Crime, terrorism, kidnapping and armed conflict are also noted. The International Criminal Court began investigating alleged war crimes and violence against African ethnic groups in the country in 2023. Millions have fled their homes due to conflict, and the U.N. has said its efforts to provide aid have been hindered by a lack of support, safety and resources. As recently as December 2023, the United Nations warned of catastrophic famine , with millions of children at-risk for malnutrition .
Syria: The advisory states that “No part of Syria is safe from violence,” with terrorism, civil unrest, kidnapping, armed conflict and risk of unjust detention all potential risk factors. U.S. citizens are often a target for kidnappings and detention. The U.S. Embassy in Damascus halted operations in 2012. Fighting in neighboring Israel has escalated since October, and the conflict has spilled over into Syria, where the U.S. has carried out air strikes following drone and rocket attacks against American troops in Syria and Iraq, triggered by the Israel-Hamas war.
Ukraine: Russian setbacks in their invasion of Ukraine buoyed hopes in Ukraine in 2023. However, Ukraine is a Level 4 country due to Russia’s invasion, with crime and civil unrest also noted as risk factors. The country’s forces shot down two Russian fighter jets on Christmas Eve 2023, in a move Ukrainian President Volodymyr Zelenskyy said “sets the right mood for the entire year ahead.”
Venezuela: Human rights abuses and lack of health care plague this South American nation, which has been in a political crisis since 2014. In 2019, diplomatic personnel were withdrawn from the U.S. Embassy in Caracas. Threats in the country include crime, civil unrest, kidnapping, wrongful detention and poor health infrastructure.
Yemen: Six of the nine risk factors defined by the State Department – terrorism, civil unrest, health risks, kidnapping, armed conflict and landmines – are all present in Yemen. Despite private companies offering tourist visits to the Yemeni island of Socotra, the U.S. government argues those arranging such visits “are putting tourists in danger.” Civil war and cholera are also both present throughout the country. The U.S. Embassy in Sanaa halted operations in 2015. The country has experienced a relative lull in the civil war fighting, but as peace negotiations have gotten traction, flare ups in the fighting have jeopardized progress. Most recently, the U.S. and U.K. have carried out a series of airstrikes in the country, targeting Iran-backed Houthi sites.
Other Countries to Watch
Since Jan. 1, the State Department has updated travel advisories for 17 different countries as well as for the West Bank and Gaza, adding information about specific regions or risk factors, or simply renewing an existing advisory. Travel advisory levels can change based on several factors in a nation, such as increased civil unrest, policies that affect human rights or higher risks of unlawful detention.
The State Department has given about 25 countries an assessment of Level 3, meaning it recommends people “reconsider travel” to those destinations.
On Oct. 14, one week after the deadly Hamas attack on Israel, Israel and the West Bank were both moved from Level 2 to Level 3, while Gaza remains at Level 4. The region’s travel advisory was updated in November to reflect travel restrictions for certain government employees who have not already left the area, and it was updated again on Jan. 3.
Following the outbreak of the Israel-Hamas war in early October, the U.S. State Department raised Lebanon ’s travel advisory level from a Level 3 to a Level 4 level due to “the unpredictable security situation related to rocket, missile, and artillery exchanges” between Israel and Hezbollah or other militant groups. In December, the U.S. Embassy in Beirut returned to normal staffing and presence, and on Jan. 29, the country was moved back to Level 3. Crime, terrorism, armed conflict, civil unrest, kidnapping and unexploded landmines are listed as the country’s primary risk factors. However, the country’s borders with Syria and with Israel, as well as refugee settlements within Lebanon, are specifically noted as Level 4 regions.
China became a Level 3 country in late 2020, with an update in December 2022 citing “the surge in COVID-19 cases, arbitrary enforcement of local laws, and COVID-19-related restrictions” as the reason for the advisory. In June 2023, the Hong Kong Special Administrative Region (SAR) was moved from the Level 3 to the Level 2 list, but travelers are still advised to be cautious in the area due to “arbitrary enforcement of local laws.” Meanwhile, Macau remains at Level 3.
Following an attempted coup in August 2023, Niger was elevated to Level 4 in August and the Department of State ordered all non-emergency U.S. government personnel and family members to leave the U.S. Embassy in Niamey. In early January 2024, the overall risk level for the country was lowered back to Level 3. Despite the new classification, the State Department still asks non-emergency government personnel and eligible family members to depart the country.
In mid-December 2023 there was an explosion at Guinea’s main fuel depot which has since affected access to health care and basic goods and services. The country was subsequently designated a Level 3 nation after having previously been Level 2. Concerns about civil unrest, health, crime and fuel shortages impacting local infrastructure were listed as the primary risk factors contributing to the change.
Several Level 3 countries are among the worst countries for human trafficking, as designated by the State Department’s annual Trafficking in Persons Report . Level 3 countries on this list include Papua New Guinea, Guinea Bissau, China and Chad. There are also nine Level 4 countries designated as among the worst for human trafficking: Afghanistan, Belarus, Iran, Myanmar, North Korea, Russia, Syria, South Sudan and Venezuela.
Over 70 countries are currently at Level 2, meaning the State Department recommends travelers “exercise increased caution” when traveling to those destinations.
Botswana became the newest Level 2 country on Feb. 26 after having previously been Level 1, with crime noted as the primary risk factor.
France, which saw nationwide protests throughout 2023, has civil unrest and terrorism noted as risk factors for its Level 2 status, and Sweden’s Level 2 status is associated with risks of terrorism.
The Level 2 travel advisory for the Bahamas was updated in January to reflect water safety concerns. The advisory warns that “activities involving commercial recreational watercraft, including water tours, are not consistently regulated” and notes that government personnel are “not permitted to use independently operated jet-ski rentals on New Providence and Paradise Islands.” It also warns visitors to be mindful of sharks, weather and water conditions. The advisory also says that crime is a primary risk factor with gang-on-gang violence contributing to high homicide rates in some areas. Visitors are asked to “be vigilant” and to not physically resist robbery attempts.
Bangladesh 's Level 2 travel advisory was updated in October 2023 to add a note about the country’s general election , which took place Jan. 7, 2024. The advisory states “demonstrations intended to be peaceful can turn confrontational and escalate into violence.” The U.S. has since claimed the country’s election was not free nor fair.
In November 2023, several Level 2 travel advisories were updated with new cautionary information. The advisory for Ghana was updated to reflect threats against LGBTQI+ travelers specifically, noting “anti-LGBTQI+ rhetoric and violence have increased in recent years.” Meanwhile, the advisory for South Africa was updated in February to note that routes recommended by GPS may be unsafe with higher risk for crime.
Turkmenistan was moved off of the Level 2 list to become the newest addition to the Level 1 list on Jan. 22, meaning normal precautions are recommended but there are no risk factors causing travelers to practice increased caution.
The State Department asks travelers to pay attention to travel advisory levels and alerts , review country information pages for their destinations and read related country security reports before going abroad.

On October 19, the U.S. Department of State issued a rare advisory that Americans overseas “exercise increased caution” due to heightened tensions and chances of terrorism around the world, spurred by the Israel-Hamas war. It’s part of a system of travel warnings that’s been around in some form since 1978, designed to help citizens assess how safe a destination might be at a given time.
The current version of the system, which launched in 2018, gives fluid rankings from Level 1 (exercise normal precautions) to Level 4 (do not travel), indicating how risky countries (and in some cases, regions) are for Americans to visit. Rankings are based on factors such as crime rates, civil unrest, and the threat of terrorism. They are meant to give “clear, timely, and reliable information about every country in the world so they can make informed travel decisions,” says a State Department spokesperson.
Not surprisingly, on October 14, the State Department moved Israel and the West Bank to Level 3 (reconsider travel) and Gaza to Level 4.
Here’s how the advisories work and how to use them.
What is a travel advisory?
The U.S. State Department inaugurated the travel advisory system in 1978, initially aiming warnings at airlines and travel companies. The system was scrutinized after the 1988 bombing of a Pan Am flight from London to New York , which exploded over Lockerbie, Scotland , killing all 259 passengers and crew plus 11 people on the ground.
Investigations found U.S. authorities had been aware of a credible threat to a Pan Am flight but hadn’t informed the public. In response, the media and consular offices began issuing travel warnings. In 2018 the U.S. introduced its current four-tier advisory system. There are near-identical versions in Canada , Australia , and New Zealand .
To determine rankings, the State Department considers a nation’s political volatility, crime trends, medical care standards, and the threat of kidnappings or terrorism. (Politics also ends up playing an unspoken role.) Some countries, such as Russia , receive a Level 4 ranking partly because the U.S. government may have limited ability to assist citizens there. Others rise to Level 4 due to a crisis, such as the military coup that recently rocked Niger .
When the travel advisory system relaunched in 2018, it also included state-by-state evaluations for Mexico , which draws more than 11 million American travelers a year. “Some Mexican states are quite safe for U.S. tourists, while others are riskier due to narco-trafficking violence,” says Ryan Larsen , executive director of the Institute for Global Engagement at Western Washington University. Yucatán and Campeche states are currently at Level 1, while six other Mexican states are at Level 4, including Sinaloa.

Epidemics and natural disasters also can prompt a travel advisory number to rise. Americans may be prompted to reconsider visiting a country recovering from a tsunami or major wildfires, since their presence could hinder rehabilitation efforts. This occurred after the February 2023 earthquakes in Turkey . Such advisories can remain in place for weeks or months.
The strictest-ever advisories came in April 2021, amid the COVID-19 pandemic , says Larsen, who did a thesis on U.S. travel warnings. At that time, about 80 percent of the world’s countries were at Level 4.
At press time, about 70 percent of the world’s countries were rated Level 1 or Level 2 by the State Department, indicating they’re relatively safe. There are currently 21 countries at Level 3 and 21 at Level 4.
How to use travel advisories
Before booking an international trip, consult the State Department website to see where your destination ranks. While Level 1 and 2 countries are considered relatively safe, you should still register with the U.S. Smart Traveler Enrollment Program (STEP) . This lets Americans overseas use their smartphone to receive travel advisory updates and alerts about emerging dangers in their destination (protests, extreme weather).
Level 3 countries are considered more dangerous for foreign visitors, who should “reconsider travel,” according to the State Department. If you are headed to a Level 3 country, which currently includes Pakistan and Colombia , do wider research on its safety and on the places you’ll visit there, advises Jun Wen , a professor of tourism at Australia’s Edith Cowan University. For instance, while some remote areas in the Colombian Amazon still suffer from drug-related violence, cities such as Cartagena and Medellín are relatively safe. Going on a fully guided group or individual tour can also help you navigate destinations where political unrest or crime might impact your safety.
Travelers should study not only the advisories provided by their own country, but also by the U.S., United Kingdom, and Australia to broaden their understanding of the risks in Level 3 countries, Wen says. As for Level 4 countries, that “Do Not Travel” advice couldn’t be any clearer.
Other countries also issue warnings to their citizens about visiting the U.S. Canada recently informed its LGBTQ travelers they may be affected by laws in certain U.S. states. Australia, meanwhile, cautions its citizens visiting the U.S. to be wary of higher crime rates and gun violence, and even to learn safety strategies for active shooter scenarios.
People who visit countries with Level 3 or Level 4 travel advisories don’t just risk their safety. They also may have travel insurance complications, says Linchi Kwok , tourism management professor at California State Polytechnic University Pomona.

They must pay much higher premiums, and their insurance can be invalidated if the advisory for their destination is elevated. “Medical coverage can be minimal, too, particularly if the travel advisory is put up against a disease or an outbreak,” says Kwok. “I encourage Americans to think twice before they travel to Level 3 and especially Level 4 destinations.”
Warnings and their impact on tourism
Travel advisories can be biased, Larsen argues. His research found that, while the U.S. didn’t often overstate the risk of travel to countries with which it had poor relations, it did often understate the danger of visiting nations that were its close allies. Elevating a travel advisory can stoke diplomatic tensions between two countries. Once a country is raised to Level 3 or 4, many tourists will avoid visiting, and many American universities won’t let students join study abroad programs.
The economic ramifications of a level change impact individual businesses such as hotels, restaurants, and travel agencies. For instance, J 2 adventures , a Jewish-focused tour company, saw most of its fall group trips to Israel canceled after the start of the Israel-Hamas war (and the higher advisory level), says cofounder Guy Millo. “This is not just because of the violence on the ground, but because of practical considerations like accessibility of commercial airline flights,” he says. “Most tourists from North America and places around the globe simply couldn’t get here even if they wanted to.”

Chikungunya
There has been evidence of chikungunya virus transmission in Mexico within the last 5 years. Chikungunya vaccination may be considered for the following travelers:
- People aged 65 years or older, especially those with underlying medical conditions, who may spend at least 2 weeks (cumulative time) in indoor or outdoor areas where mosquitoes are present in Mexico, OR
- People planning to stay in Mexico for a cumulative period of 6 months or more
Chikungunya - CDC Yellow Book
Hepatitis A
Recommended for unvaccinated travelers one year old or older going to Mexico.
Infants 6 to 11 months old should also be vaccinated against Hepatitis A. The dose does not count toward the routine 2-dose series.
Travelers allergic to a vaccine component or who are younger than 6 months should receive a single dose of immune globulin, which provides effective protection for up to 2 months depending on dosage given.
Unvaccinated travelers who are over 40 years old, immunocompromised, or have chronic medical conditions planning to depart to a risk area in less than 2 weeks should get the initial dose of vaccine and at the same appointment receive immune globulin.

Recommended for unvaccinated travelers younger than 60 years old traveling to Mexico. Unvaccinated travelers 60 years and older may get vaccinated before traveling to Mexico.

CDC recommends that travelers going to certain areas of Mexico take prescription medicine to prevent malaria. Depending on the medicine you take, you will need to start taking this medicine multiple days before your trip, as well as during and after your trip. Talk to your doctor about which malaria medication you should take.

Malaria information for Mexico.
Cases of measles are on the rise worldwide. Travelers are at risk of measles if they have not been fully vaccinated at least two weeks prior to departure, or have not had measles in the past, and travel internationally to areas where measles is spreading.
All international travelers should be fully vaccinated against measles with the measles-mumps-rubella (MMR) vaccine, including an early dose for infants 6–11 months, according to CDC’s measles vaccination recommendations for international travel .

Dogs infected with rabies are sometimes found in Mexico.
Rabies is also commonly found in some terrestrial wildlife species.
If rabies exposures occur while in Mexico, rabies vaccines are typically available throughout most of the country.
Rabies pre-exposure vaccination considerations include whether travelers 1) will be performing occupational or recreational activities that increase risk for exposure to potentially rabid animals and 2) might have difficulty getting prompt access to safe post-exposure prophylaxis.

Eat and drink safely
Food and water standards around the world vary based on the destination. Standards may also differ within a country and risk may change depending on activity type (e.g., hiking versus business trip). Prevent bug bites
Bugs (like mosquitoes, ticks, and fleas) can spread a number of diseases in Mexico. Many of these diseases cannot be prevented with a vaccine or medicine. You can reduce your risk by taking steps to prevent bug bites.
What can I do to prevent bug bites?
- Cover exposed skin by wearing long-sleeved shirts, long pants, and hats.
- Use an appropriate insect repellent (see below).
- Use permethrin-treated clothing and gear (such as boots, pants, socks, and tents). Do not use permethrin directly on skin.
- Stay and sleep in air-conditioned or screened rooms.
- Use a bed net if the area where you are sleeping is exposed to the outdoors.
What type of insect repellent should I use?
- FOR PROTECTION AGAINST TICKS AND MOSQUITOES: Use a repellent that contains 20% or more DEET for protection that lasts up to several hours.
- Picaridin (also known as KBR 3023, Bayrepel, and icaridin)
- Oil of lemon eucalyptus (OLE) or para-menthane-diol (PMD)
- 2-undecanone
- Always use insect repellent as directed.
What should I do if I am bitten by bugs?
- Avoid scratching bug bites, and apply hydrocortisone cream or calamine lotion to reduce the itching.
- Check your entire body for ticks after outdoor activity. Be sure to remove ticks properly.
What can I do to avoid bed bugs?
Although bed bugs do not carry disease, they are an annoyance. See our information page about avoiding bug bites for some easy tips to avoid them. For more information on bed bugs, see Bed Bugs .

Some diseases in Mexico—such as dengue, Zika, leishmaniasis, and Chagas disease—are spread by bugs and cannot be prevented with a vaccine. Follow the insect avoidance measures described above to prevent these and other illnesses.
Stay safe outdoors
If your travel plans in Mexico include outdoor activities, take these steps to stay safe and healthy during your trip.
- Stay alert to changing weather conditions and adjust your plans if conditions become unsafe.
- Prepare for activities by wearing the right clothes and packing protective items, such as bug spray, sunscreen, and a basic first aid kit.
- Consider learning basic first aid and CPR before travel. Bring a travel health kit with items appropriate for your activities.
- If you are outside for many hours in heat, eat salty snacks and drink water to stay hydrated and replace salt lost through sweating.
- Protect yourself from UV radiation : use sunscreen with an SPF of at least 15, wear protective clothing, and seek shade during the hottest time of day (10 a.m.–4 p.m.).
- Be especially careful during summer months and at high elevation. Because sunlight reflects off snow, sand, and water, sun exposure may be increased during activities like skiing, swimming, and sailing.
- Very cold temperatures can be dangerous. Dress in layers and cover heads, hands, and feet properly if you are visiting a cold location.
Stay safe around water
- Swim only in designated swimming areas. Obey lifeguards and warning flags on beaches.
- Practice safe boating—follow all boating safety laws, do not drink alcohol if driving a boat, and always wear a life jacket.
- Do not dive into shallow water.
- Do not swim in freshwater in developing areas or where sanitation is poor.
- Avoid swallowing water when swimming. Untreated water can carry germs that make you sick.
- To prevent infections, wear shoes on beaches where there may be animal waste.
Leptospirosis, a bacterial infection that can be spread in fresh water, is found in Mexico. Avoid swimming in fresh, unchlorinated water, such as lakes, ponds, or rivers.
Keep away from animals
Most animals avoid people, but they may attack if they feel threatened, are protecting their young or territory, or if they are injured or ill. Animal bites and scratches can lead to serious diseases such as rabies.
Follow these tips to protect yourself:
- Do not touch or feed any animals you do not know.
- Do not allow animals to lick open wounds, and do not get animal saliva in your eyes or mouth.
- Avoid rodents and their urine and feces.
- Traveling pets should be supervised closely and not allowed to come in contact with local animals.
- If you wake in a room with a bat, seek medical care immediately. Bat bites may be hard to see.
All animals can pose a threat, but be extra careful around dogs, bats, monkeys, sea animals such as jellyfish, and snakes. If you are bitten or scratched by an animal, immediately:
- Wash the wound with soap and clean water.
- Go to a doctor right away.
- Tell your doctor about your injury when you get back to the United States.
Consider buying medical evacuation insurance. Rabies is a deadly disease that must be treated quickly, and treatment may not be available in some countries.
Reduce your exposure to germs
Follow these tips to avoid getting sick or spreading illness to others while traveling:
- Wash your hands often, especially before eating.
- If soap and water aren’t available, clean hands with hand sanitizer (containing at least 60% alcohol).
- Don’t touch your eyes, nose, or mouth. If you need to touch your face, make sure your hands are clean.
- Cover your mouth and nose with a tissue or your sleeve (not your hands) when coughing or sneezing.
- Try to avoid contact with people who are sick.
- If you are sick, stay home or in your hotel room, unless you need medical care.
Avoid sharing body fluids
Diseases can be spread through body fluids, such as saliva, blood, vomit, and semen.
Protect yourself:
- Use latex condoms correctly.
- Do not inject drugs.
- Limit alcohol consumption. People take more risks when intoxicated.
- Do not share needles or any devices that can break the skin. That includes needles for tattoos, piercings, and acupuncture.
- If you receive medical or dental care, make sure the equipment is disinfected or sanitized.
Know how to get medical care while traveling
Plan for how you will get health care during your trip, should the need arise:
- Carry a list of local doctors and hospitals at your destination.
- Review your health insurance plan to determine what medical services it would cover during your trip. Consider purchasing travel health and medical evacuation insurance.
- Carry a card that identifies, in the local language, your blood type, chronic conditions or serious allergies, and the generic names of any medications you take.
- Some prescription drugs may be illegal in other countries. Call Mexico’s embassy to verify that all of your prescription(s) are legal to bring with you.
- Bring all the medicines (including over-the-counter medicines) you think you might need during your trip, including extra in case of travel delays. Ask your doctor to help you get prescriptions filled early if you need to.
Many foreign hospitals and clinics are accredited by the Joint Commission International. A list of accredited facilities is available at their website ( www.jointcommissioninternational.org ).
In some countries, medicine (prescription and over-the-counter) may be substandard or counterfeit. Bring the medicines you will need from the United States to avoid having to buy them at your destination.
Malaria is a risk in some parts of Mexico. If you are going to a risk area, fill your malaria prescription before you leave, and take enough with you for the entire length of your trip. Follow your doctor’s instructions for taking the pills; some need to be started before you leave.
Select safe transportation
Motor vehicle crashes are the #1 killer of healthy US citizens in foreign countries.
In many places cars, buses, large trucks, rickshaws, bikes, people on foot, and even animals share the same lanes of traffic, increasing the risk for crashes.
Be smart when you are traveling on foot.
- Use sidewalks and marked crosswalks.
- Pay attention to the traffic around you, especially in crowded areas.
- Remember, people on foot do not always have the right of way in other countries.
Riding/Driving
Choose a safe vehicle.
- Choose official taxis or public transportation, such as trains and buses.
- Ride only in cars that have seatbelts.
- Avoid overcrowded, overloaded, top-heavy buses and minivans.
- Avoid riding on motorcycles or motorbikes, especially motorbike taxis. (Many crashes are caused by inexperienced motorbike drivers.)
- Choose newer vehicles—they may have more safety features, such as airbags, and be more reliable.
- Choose larger vehicles, which may provide more protection in crashes.
Think about the driver.
- Do not drive after drinking alcohol or ride with someone who has been drinking.
- Consider hiring a licensed, trained driver familiar with the area.
- Arrange payment before departing.
Follow basic safety tips.
- Wear a seatbelt at all times.
- Sit in the back seat of cars and taxis.
- When on motorbikes or bicycles, always wear a helmet. (Bring a helmet from home, if needed.)
- Avoid driving at night; street lighting in certain parts of Mexico may be poor.
- Do not use a cell phone or text while driving (illegal in many countries).
- Travel during daylight hours only, especially in rural areas.
- If you choose to drive a vehicle in Mexico, learn the local traffic laws and have the proper paperwork.
- Get any driving permits and insurance you may need. Get an International Driving Permit (IDP). Carry the IDP and a US-issued driver's license at all times.
- Check with your auto insurance policy's international coverage, and get more coverage if needed. Make sure you have liability insurance.
- Avoid using local, unscheduled aircraft.
- If possible, fly on larger planes (more than 30 seats); larger airplanes are more likely to have regular safety inspections.
- Try to schedule flights during daylight hours and in good weather.
Medical Evacuation Insurance
If you are seriously injured, emergency care may not be available or may not meet US standards. Trauma care centers are uncommon outside urban areas. Having medical evacuation insurance can be helpful for these reasons.

Maintain personal security
Use the same common sense traveling overseas that you would at home, and always stay alert and aware of your surroundings.
Before you leave
- Research your destination(s), including local laws, customs, and culture.
- Monitor travel advisories and alerts and read travel tips from the US Department of State.
- Enroll in the Smart Traveler Enrollment Program (STEP) .
- Leave a copy of your itinerary, contact information, credit cards, and passport with someone at home.
- Pack as light as possible, and leave at home any item you could not replace.
While at your destination(s)
- Carry contact information for the nearest US embassy or consulate .
- Carry a photocopy of your passport and entry stamp; leave the actual passport securely in your hotel.
- Follow all local laws and social customs.
- Do not wear expensive clothing or jewelry.
- Always keep hotel doors locked, and store valuables in secure areas.
- If possible, choose hotel rooms between the 2nd and 6th floors.

Learn as much as you can about Mexico before you travel there. A good place to start is the country-specific information on Mexico from the US Department of State.
Americans in Mexico have been arrested for purchasing souvenirs that were, or looked like, antiques and that local customs authorities believed were national treasures. Familiarize yourself with any local regulations for antiques and follow these tips:
- When you are considering purchasing an authentic antique or a reproduction, ask if you are allowed to export these items before you purchase them.
- If you buy a reproduction, document on the customs form that it is a reproduction.
- If you buy an authentic antique, obtain the necessary export permit (often from the national museum).
Healthy Travel Packing List
Use the Healthy Travel Packing List for Mexico for a list of health-related items to consider packing for your trip. Talk to your doctor about which items are most important for you.
Why does CDC recommend packing these health-related items?
It’s best to be prepared to prevent and treat common illnesses and injuries. Some supplies and medicines may be difficult to find at your destination, may have different names, or may have different ingredients than what you normally use.
If you are not feeling well after your trip, you may need to see a doctor. If you need help finding a travel medicine specialist, see Find a Clinic . Be sure to tell your doctor about your travel, including where you went and what you did on your trip. Also tell your doctor if you were bitten or scratched by an animal while traveling.
If your doctor prescribed antimalarial medicine for your trip, keep taking the rest of your pills after you return home. If you stop taking your medicine too soon, you could still get sick.
Malaria is always a serious disease and may be a deadly illness. If you become ill with a fever either while traveling in a malaria-risk area or after you return home (for up to 1 year), you should seek immediate medical attention and should tell the doctor about your travel history.

Jamaica Travel Advisory: What You Need to Know to Stay Safe
Government warnings sound dire but shouldn’t deter you from traveling.

Four days before I flew from Washington, D.C., to Mali, I received a list of 20 pre-trip suggestions from the U.S. Department of State. Among the recommendations: Draft a will, discuss your funeral wishes with your family, designate a hostage negotiator and leave DNA samples with your medical provider.
My stomach knotted when I read the advice. Mali is on the State Department’s highest-level don’t-go-there list, along with such volatile nations as Haiti and Iraq. But until then I hadn’t been worried. I’d be working in Mali with a nonprofit, One Global Village, that has served there for years. I knew the organization’s leaders and their emphasis on safety. And while the Islamic State group was terrorizing Mali’s north, we would be in the relatively safer south, working in a remote rural village.

I survived the 2020 journey without being kidnapped, robbed or shot, a feat I’ve managed on trips to numerous locations — from Guatemala to the West Bank — that provoke stern warnings from the State Department.
In the wake of the Oct. 7 attack on Israel, the State Department didn’t initially issue an updated travel advisory for Israel. It now says not to travel to Gaza because of terrorism and armed conflict and to reconsider travel to Israel and the West Bank because of terrorism and civil unrest. The State Department says that if you decide to travel to the region, you should check alerts on the website of the U.S. embassy in Israel for the latest information.
Popular destinations, including Mexico and Jamaica, have travel advisories. In Mexico, the department breaks down the advisories by state, with 13 states receiving “do not travel” and “reconsider travel” warnings. Kidnappings in Mexico in early 2023 raised questions about the safety of traveling to the country.
At the end of January, the State Department issued a level 3 travel advisory to “reconsider travel” to Jamaica, citing crime and medical services. The agency said “violent crimes, such as home invasions, armed robberies, sexual assaults, and homicides, are common.” The advisory added that sexual assaults also happen at all-inclusive resorts. As for medical services, the advisory said response times and quality of care are not as they are in the U.S. “We strongly encourage you to obtain traveler’s insurance, including medical evacuation insurance, before traveling to Jamaica,” the advisory said. The advisory also listed some neighborhoods and parishes as “do not travel.”
The Centers for Disease Control and Prevention (CDC) also issues advisories. On Dec. 8, the CDC issued a health advisory about an outbreak of tick-borne Rocky Mountain spotted fever among people who have recently traveled to or live in the city of Tecate, in Baja California, Mexico. Five people have been diagnosed since July, and three people have died, the health agency said.
According to the CDC, Rocky Mountain spotted fever is a “severe, rapidly progressive, and often deadly disease” that is contracted from the bite of infected ticks. In this outbreak, the five patients developed the disease within two weeks of travel to Tecate. The patients were hospitalized in Southern California. The agency says the antibiotic doxycycline is the best course of treatment.
Here are some insights on understanding advisories and staying safe.

Deciphering the alerts
The State Department issues travel advisories for every country and assigns one of four grades:
- Level 1: Exercise normal precautions.
- Level 2: Exercise increased caution
- Level 3: Reconsider travel.
- Level 4: Do not travel.
Most countries are Level 1 or 2. With Level 3, the State Department suggests that you avoid travel due to serious safety risks. With Level 4, you face “a greater likelihood of life-threatening risks,” and the government may be unable to provide assistance.

The State Department also issues warnings for events ranging from political protests to hurricanes. In late June, for example, the U.S. Embassy & Consulates in Paris issued a security alert when riots erupted after a police shooting in a nearby suburb. The U.S. Embassy in Dublin released a similar alert in July after a 57-year-old American was assaulted by teenagers.
Warnings and advisories may sound dire, but they shouldn’t necessarily deter you from traveling. If you based trip decisions solely on the government’s cautious advisories, you’d never leave home. In its advisory for famously safe, Level 1 Japan, the State Department warns of sexual assaults and criminals who spike victims’ drinks. For Australia, another Level 1 country, the department mentions bar brawls, violent demonstrations, pickpockets and purse snatchers.
Travel warnings are often broad, but reality is more nuanced. Take Dublin. The July alert was issued after an attack against a single American (though the embassy also mentioned “a number of recent incidents reported in Irish media”). But Dublin is considered safe by most European travel experts.
Want to put security concerns in perspective? Consider foreign governments’ advisories about the United States. The United Kingdom warns of terrorist attacks, gang assaults on tourists’ vehicles and violent protests. Multiple countries, including Canada and Germany, caution citizens about gun violence and mass shootings.
“It always surprises me when my clients bring up advisories … because we’re in New Orleans, where the crime is so bad here,” says Lauren Cardinale, a travel adviser and owner of Travel Design Co., citing carjackings and shootings. She mentions a Spanish colleague who visited New Orleans. The woman’s mother was terrified about her daughter’s safety.
“You have to take these advisories with a grain of salt,” says Cardinale. “No matter where you are, you have to be safe and be aware of your surroundings. ... You run risks anywhere you go.”
What about Mexico?
The State Department’s Level 3 advisories include popular tourist destinations like Egypt, Jamaica and Trinidad and Tobago, but for many travelers, Mexico evokes the most concern. The department issues travel advisories for individual states in Mexico, and six are on its “do not travel” list because of kidnappings and other crimes.
The concerns are real. In February 2023, coastal Colima was named the most violent city in the world by Mexico’s Citizen Council for Public Security and Criminal Justice. But discouraging travel to entire states is like avoiding California because of open-air drug markets in San Francisco.
“As soon as the press reports that something happened in Mexico, people fear the entire country,” says Laura Holcomb, a travel adviser and owner of Memories and Moments Travel in Chardon, Ohio. In early 2023, Holcomb traveled to Puerto Morelos, Cancún and Playa del Carmen, areas where the State Department advises travelers to “exercise increased caution.” Holcomb felt safe, partly because she stays in resorts that emphasize security.
Her advice to clients: Don’t leave the resort. And if you do leave, book transportation from a reputable company, a concierge or a travel adviser.
How to protect yourself
Every country and city has its safe spots and its dangerous neighborhoods. If you’re worried about security, follow this safety list:
Register for STEP. Before leaving home, enroll in the federal government’s Smart Traveler Enrollment Program . The U.S. embassy or consulate will know your itinerary, lodging and contact information. You’ll also receive updates about safety conditions.
Buy travel insurance. Most comprehensive travel insurance policies cover a variety of calamities, though you may have to add emergency evacuation as part of your coverage. Trip cancellation coverage should protect you from unforeseen events that prevent you from traveling, such as the wildfires that hit Maui in August. For further peace of mind, Holcomb recommends buying a cancel-for-any-reason policy when you book your trip. With this type of policy, you can cancel a trip for any reason at any time, unlike some policies that don’t allow cancellations 24 hours before departure. Also ask your health insurer if it covers international medical bills. Many don’t, so you may need coverage as part of your travel insurance.
Consult the CDC. The Centers for Disease Control and Prevention offers its own four-level advisory system , issues notices for countries experiencing disease outbreaks and other issues, and offers advice on getting health care while traveling.
Hire a travel adviser. The Maui wildfires showed why travel advisers can be valuable. Once the disaster struck, travel advisers helped with evacuations and rescheduled trips for Maui-bound clients. In an emergency, travel advisers have direct access to travel providers and tourism boards — and receive information before it filters to consumers and the media.
Check your travel provider’s website. Most airlines, including Alaska, American, JetBlue and Southwest, post travel advisory information online, which provides instructions and covers information such as change fees. The same is true with cruise lines, from Celebrity to Royal Caribbean, and resorts.
Listen to locals. Before One Global Village president Abigail Hayo travels to Mali, she consults with Malians about safety issues. Don’t have connections in a city? Contact hotel concierges, tour companies, tourist bureaus or embassies to learn about local conditions.
Use common sense. Simple steps can help you stay safe, including:
- Try to blend in. Dress like a local instead of a tourist and don’t carry wads of cash. Hayo never wears “fancy jewelry” while traveling.
- Travel in groups. Don’t wander an unfamiliar city alone at night.
- Book lodging in busy, well-lit parts of a city, Cardinale suggests.
- Carry your passport in a travel wallet or money belt, not in your backpack’s outer pocket.
- Keep a photo of your passport on your phone and leave a copy at home with an emergency contact, Holcomb recommends. Do the same with your credit card.
- Be aware of your surroundings. Staring at your phone, wearing earbuds, drinking too much — they can make you less alert.

U.S. travel advisories are issued in four levels: exercise normal precautions, exercise increased caution, reconsider travel, and do not travel.

Drug trafficking, crime, terrorist threats and civil uprisings are some of the factors behind the travel advisory levels given to the countries on the list.

With the recent deaths of a 9-year-old New York City boy who was shot and killed less than an hour after arriving in the Dominican Republic for a spring break family trip and the discovery of a missing man from Indiana who was found dead in a clandestine burial pit in Mexico after a traffic accident led to his alleged murder are just some of the recent headlines that has caused pause for some people to travel abroad.
However, the safest way to travel, is to be aware ahead of time of where one is going and the precautions one should take.

As of Tuesday, May 9, there are 18 countries that were issued a Level 4: Do Not Travel advisory by the State Department. Level 4 is the highest level in the advisory system due to the likelihood that travelers may encounter life-threatening risks.
"This is the highest advisory level due to greater likelihood of life-threatening risks. During an emergency, the U.S. government may have very limited ability to provide assistance. The Department of State advises that U.S. citizens not travel to the country or to leave as soon as it is safe to do so. The Department of State provides additional advice for travelers in these areas in the Travel Advisory. Conditions in any country may change at any time," according to the State Department .
The countries under the Level 4 advisory (and the dates when there listings were updated) are:
Meanwhile, 29 other countries are at Level 3: Reconsider Travel. This level, according to the State Department, encourages travelers to avoid certain places due to safety and security risks.
When it comes to this level, the State Department says: "Avoid travel due to serious risks to safety and security. The Department of State provides additional advice for travelers in these areas in the Travel Advisory. Conditions in any country may change at any time."
The countries under a Level 3: Reconsider Travel advisory (and the dates when their listings were updated) are:
The rest of the countries on the list are at a Level 2 and Level 1.
According to the State Department, a country with a Level 2: Exercise Increased Caution advisory warns travelers to aware of their surroundings and also to be cognizant that conditions could change at any time.
"Be aware of heightened risks to safety and security. The Department of State provides additional advice for travelers in these areas in the Travel Advisory. Conditions in any country may change at any time," the description for Level 2 reads.
Meanwhile, places with a Level 1: Exercise Normal Precautions advisory have the lowest advisory level when it comes to security risk.
"This is the lowest advisory level for safety and security risk. There is some risk in any international travel. Conditions in other countries may differ from those in the United States and may change at any time, the State Department's website says when it comes to Level 1.
However, there are two countries on the list, as of Tuesday, that have a travel advisory that is out of the ordinary: Israel, the West Bank and Gaza as well as Mexico. These two countries have an "Other" advisory level and were given that level within the past year in October and March.
In the instance of Israel, the West Bank and Gaza, its travel advisory reads , that there are terrorist groups, lone-wolf terrorists and other extremists plotting possible attacks, with some areas having more risk than others.
The State Department warns travelers not to travel to "Gaza due to terrorism, civil unrest, and armed conflict." It also warns travelers to "exercise increased caution when traveling to: Israel due to terrorism and civil unrest" as well as "West Bank due to terrorism and civil unrest."
Mexico's travel advisory warns of "violent crime -- such as homicide kidnapping, carjacking, and robbery," which according to the State Department is both widespread and common in the country.
Mexico's warning is broken down specifically by region, as follows, as outlined by the U.S. State Department :

On Thursday, October 19, the US State Department issued a worldwide travel advisory urging American citizens to “exercise increased caution” while overseas, “due to increased tensions in various locations around the world, the potential for terrorist attacks, [and] demonstrations or violent actions against U.S. citizens and interests.”
The alert comes as the ongoing war between Israel and Hamas escalates in the Middle East. According to the New York Times , the advisory is also in response to protests worldwide that have, in some cases, led to “violent clashes at U.S. diplomatic compounds.” Throughout this week, protesters all over the world have held demonstrations in solidarity with Palestinian civilians in the Gaza Strip, calling for an end to Israel’s airstrikes and blockade of the territory, according to the AP . There are also protests in New York City calling for the release of Israeli hostages held by Hamas, and in Washington, DC calling for President Biden to press for an Israel-Hamas war cease-fire.
But what does the State Department's warning mean for anyone currently traveling, or with an upcoming trip? And does it actually suggest that you shouldn't travel… at all?
The short answer is no. But the advisory is a fair reminder to do exactly as it instructs, which is, for the time being, to be cautious while in environments unfamiliar to you.
“I don’t think the advisory is asking people to cancel their planned travel, but it is asking us all to be more alert when we are traveling,” says Mei Zhang, founder of the travel company WildChina and a member of Condé Nast Traveler ’s Global Advisory Board . “To me, that means being more alert in airports, avoiding super crowded iconic tourist places, not having your eyes glued to your phone while traveling. Look around.” As a precaution, Zhang recommends signing up for the State Department’s STEP program , as well as keeping your friends and family informed of your travel plans. “Just take a little extra caution,” she says. “This is a good idea regardless of the warning.”
As for changing travel plans, Catherine Heald, the co-founder and CEO of the travel company Remote Lands , says that many of her clients have canceled their upcoming travel plans to Israel, Egypt, Lebanon, and Jordan, among others, and pivoted their trips toward destinations geographically far away from active conflict zones. While reconsidering itineraries, Heald advises all travelers to not panic: “Look at the facts,” Heald says. “Study a map and avoid the danger zones. Buy travel insurance so if the situation spreads or escalates—and we all sincerely hope it won’t—you are covered.”
Luis Vargas, CEO and founder of travel operator Modern Adventure , recommends equipping yourself with information. Read up on the local news in the area of your intended destination to get a better sense of what’s actually happening on the ground. “In many cases, major events—both political and natural—are locally or regionally concentrated, meaning nearby areas can be unaffected,” Vargas says. For example, during and in the aftermath of the earthquake in Morocco in September , some communities experienced the worst of it, while Marrakech and other parts of the country were largely unaffected. An event in one part of a country or region does not mean it is happening everywhere in that country or region.
The last time the State Department issued a similar worldwide travel advisory was on August 2, 2022 , due to a "higher potential for anti-American violence given the death of Ayman al-Zawahiri,” the al-Qaeda leader killed on July 31 in a US drone strike in Afghanistan .
The US State Department’s travel advisories are most often specified by country. This month, the State Department has raised the travel advisory for Lebanon to the highest level, “Level 4: Do not travel;” the travel advisory for Israel and the West Bank has been raised to “Level 3: Reconsider travel.” Jordan and Egypt, which share borders with Israel, are at Level 2 and Level 3, respectively.
Wherever you are headed, take stock of a number of factors before you cancel or reschedule any travel plans: Consider your destination’s relative risk and your own personal risk tolerance—and that of your travel companions. Evaluate the level of access you will have to consulate services and information, as well as to your own personal safety network; if you have friends and family in the area of your destination, ask them for tips on how to stay safe and up-to-date on local news developments.
From there, make an informed decision about your travel plans that you—and your travel companions, if you have them—will be comfortable with. Traveling is an exercise in preparedness. As with all trips, make sure you feel ready to navigate whatever may come your way, no matter where you go. And of course, follow the worldwide travel advisory’s directive, brief and broad as it may be, to “stay alert in locations frequented by tourists” and to “enroll in the Smart Traveler Enrollment Program (STEP) to receive information and alerts and make it easier to locate you in an emergency overseas.”
Taking a long-term view, Vargas offers a reminder that tourism is an integral part of many economies—in the Middle East and all over the world. "When travel advisories are adopted, more broadly than intended, the effects can also be devastating over time,” says Vargas. If you aren't comfortable traveling now, consider postponing your trip rather than canceling it; and, if you must cancel, see if you can redirect some of your financial resources to organizations offering aid to people who need it most.
At the end of the day, “trust your gut,” Vargas says. “If you are feeling uneasy to the point where enjoyment of the trip is compromised, postponing may be the right choice for you.”

Jamaica - level 3: reconsider travel.

Reconsider travel to Jamaica due to crime and medical services . U.S. government personnel under Chief of Mission (COM) security responsibility are prohibited from traveling to many areas due to increased risk. Please read the entire Travel Advisory.
Country Summary: Violent crimes, such as home invasions, armed robberies, sexual assaults, and homicides, are common. Sexual assaults occur frequently, including at all-inclusive resorts.
Local police often do not respond effectively to serious criminal incidents. When arrests are made, cases are infrequently prosecuted to a conclusive sentence. Families of U.S. citizens killed in accidents or homicides frequently wait a year or more for final death certificates to be issued by Jamaican authorities. The homicide rate reported by the Government of Jamaica has for several years been among the highest in the Western Hemisphere. U.S. government personnel under COM security responsibility are prohibited from traveling to the areas listed below, from using public buses, and from driving outside of prescribed areas of Kingston at night.
Emergency services and hospital care vary throughout the island, and response times and quality of care may vary from U.S. standards. Public hospitals are under-resourced and cannot always provide high level or specialized care. Private hospitals require payment up front before admitting patients and may not have the ability to provide specialized care. Ambulance services are not always readily available, especially in rural areas, and are not always staffed by trained personnel.
We strongly encourage you to obtain traveler’s insurance, including medical evacuation insurance, before traveling to Jamaica. The Department of State does not pay medical bills.
Be aware that U.S. Medicare/Medicaid does not apply overseas. Most hospitals and doctors overseas do not accept U.S. health insurance. U.S. citizens with medical emergencies can face bills in the tens of thousands of dollars, with air ambulance service to the United States in the range of $30,000-50,000. If you decide to travel to Jamaica:
- Do not attempt to bring firearms or ammunition. This includes stray rounds, shells or empty casings . The penalties for carrying firearms and/or ammunition, even inadvertently, are severe, and can include lengthy prison sentences.
- Avoid walking or driving at night.
- Avoid public buses.
- Avoid secluded places or situations.
- Do not physically resist any robbery attempt.
- Be aware of your surroundings and keep a low profile.

Entry, Exit and Visa Requirements
U.S. citizens are generally required to present a valid U.S. passport when traveling to Jamaica, as well as proof of anticipated departure from Jamaica. If you are traveling to Jamaica on a cruise, you may use another Western Hemisphere Travel Initiative (WHTI) compliant document. However, we strongly recommend you obtain a passport before travel in case an emergency requires you to disembark and return by air. You do not need a visa for tourist travel up to 90 days. All other travelers will need a visa and/or work permit.

Safety and Security
Crime: Violent crime, including sexual assault, is a serious problem throughout Jamaica, particularly in Kingston and Montego Bay. Jamaica’s police force often does not respond effectively to serious criminal incidents. When arrests are made, cases are infrequently prosecuted to a conclusive sentence. Families of U.S. citizens killed in accidents or homicides frequently wait a year or more for final death certificates to be issued by Jamaican authorities. Gated resorts are not immune to violent crime.

International Financial Scams: See the Department of State and the FBI pages for information. Internet romance and financial scams are prevalent in Jamaica. Scams are often initiated through Internet postings/profiles or by unsolicited emails and letters. Scammers almost always pose as U.S. citizens who have no one else to turn to for help. Common scams include:
- Romance/Online dating
- Money transfers
The most notorious Jamaican scam is the Lotto Scam, a kind of advance-fee fraud. The victim is led to believe that a Jamaican lottery prize will be released after the payment of “fees.”
- You did NOT win a lottery. The person on the telephone is lying. Just hang up.
- Never send money to someone who calls to say you have won the lottery in Jamaica.
- Do not travel to Jamaica to collect a “prize.” Victims have been killed, kidnapped, extorted, or robbed.
- Be very cautious about sending money to help a traveler claiming to be in trouble. When in doubt, contact your local police department for advice and assistance.
- Be wary of promises to protect a loved one from harm or to help the loved one out of trouble, in exchange for money. That is extortion – contact your local police department.
- Scam artists often fake romantic interest to get money from a would-be lover, especially on the internet. When in doubt, contact your local police department.
- If you are being targeted for financial scams, you will need to file a report with your local police department.
Victims of Crime: U.S. citizen victims of sexual assault are encouraged to contact the U.S. Embassy for assistance.
Report crimes to the local police at 119 and contact the U.S. Embassy at +1 (876) 702-6000. Remember that local authorities are responsible for investigating and prosecuting crime.
Sexual Assault: Rape and sexual assault are serious problems throughout Jamaica, including at resorts and hotels. Date rape drugs may be used at private parties and resorts.
If you are victim of a sexual assault, contact the police and the U.S. Embassy in Kingston as soon as possible. In a hotel, management should assist you with these communications.
Victims of sexual assault in Jamaica should not expect the same assistance routinely offered in the United States. Rape kits are not always available, and victims must often ask for medication to avoid STD transmission and reduce the chances of pregnancy. Counseling is unlikely to be offered. Law enforcement shortcomings exist in collection of evidence. Prosecution of rape cases moves very slowly, and victims may need to return to Jamaica during the legal process.
- Avoid secluded places or situations, including at resorts. Try to always be accompanied by someone you know, including when going to the restroom.
- Security outside of resort areas is unpredictable, especially at night. Do not leave resort property with someone you have just met.
- Many guests drink heavily in all-inclusive resorts, which can lead to unpredictable behavior and increased vulnerability.
- Shout for help immediately if you feel threatened or encounter individuals who make you feel uncomfortable.
- Report any suspicious or inappropriate activity, including inappropriate comments or behavior by hotel employees or other guests, to hotel management, the U.S. Embassy, and local police as appropriate.R esort employees are generally prohibited from engaging in romantic or sexual relations with guests.

- Provide general information regarding the victim’s role during the local investigation and following its conclusion

Domestic Violence: U.S. citizen victims of domestic violence are encouraged to contact the Embassy for assistance.
Tourism: The tourism industry is unevenly regulated, and safety inspections for equipment and facilities do not commonly occur. Hazardous areas/activities are not always identified with appropriate signage, and staff may not be trained or certified either by the host government or by recognized authorities in the field. In the event of an injury, appropriate medical treatment is typically available only in/near major cities. First responders are generally unable to access areas outside of major cities and to provide urgent medical treatment. U.S. citizens are encouraged to purchase medical evacuation insurance. Local Laws & Special Circumstances
Criminal Penalties: You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

Arrest Notification: If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately. See our webpage for further information.
Firearms: Jamaica strictly forbids importing or possessing firearms in Jamaica without prior authorization of the Firearms Licensing Authority of Jamaica. A U.S. concealed carry permit does not allow you to bring a firearm or ammunition into Jamaica. On November 1, 2022, the Firearms (Prohibition, Restriction and Regulation) Act 2022 went into effect. This new law includes mandatory minimum sentences of 15 years for possession of even a single cartridge.
If you bring an unauthorized firearm, firearm components, firearm parts, or ammunition to Jamaica, you will be arrested and prosecuted. This will result in a large fine and/or incarceration for an unspecified amount of time. Bringing mace, pepper spray, or knives into Jamaica without authorization will also lead to arrest.

LGBTQI+ Travelers: Jamaican law contains specific prohibitions on “acts of gross indecency” – generally interpreted as any kind of physical intimacy – between persons of the same sex, in public or in private, and provides punishment of up to 10 years in prison. There is also a law that specifically prohibits even consensual same-sex sexual conduct between men.
Negative attitudes towards LGBTQI+ issues are widespread in Jamaica. There are continued reports of serious discrimination and abuse against LGBTQI+ individuals, including:
- “Corrective rape” of women accused of being lesbians
- Arbitrary detention
- Mob attacks
- Harassment of LGBTQI+ patients by hospital and prison staff
- Blackmail

Lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) individuals have been targeted through the use of dating apps, especially apps popular within the LGBTQI+ communities. Criminals have used dating apps to lure foreign visitors into meeting in public spaces such as hotel restaurants and bars, and then later assaulting, threatening , and or robbing the victims. Police have not been responsive in making arrests or prosecuting assailants in these cases.
- Protect your identity and be careful about sharing personal information on your public profile.
- Remember that criminals both in the United States and abroad use dating apps to extort victims through threats to expose compromising pictures or other information. Only share personal information with users who you trust, and be aware of phishing and romance scams.
- Don’t rush into things; try to verify through social media or mutual friends that the person you are communicating with is who they say they are. Make sure you have a photo and name of the person you plan to meet through an app.
Travelers with Disabilities: The law in Jamaica prohibits discrimination against persons with physical, sensory, intellectual or mental disabilities, although the law is not reliably enforced. Social acceptance of persons with disabilities in public is not as prevalent as in the United States. The most common types of accessibility may include accessible facilities and information. Expect accessibility to be limited in public transportation, lodging, communication/information, and general infrastructure. There is a significant difference in accessibility between major cities such as Kingston and Montego Bay compared to accessibility in Jamaica’s smaller communities. Qualified and certified service providers such as sign language interpreters and personal assistants and rental, repair services, and replacement parts for aids, equipment, and devices can be difficult to locate outside of the major cities.

Ambulance services are:
- not widely available and training and availability of emergency responders may be below U.S. standards.
- not present throughout the country or are unreliable in most areas, especially in rural areas.
- not equipped with state-of-the-art medical equipment.
- not staffed with trained paramedics and often have little or no medical equipment.
- Injured or seriously ill travelers may prefer to take a taxi or private vehicle to the nearest major hospital rather than wait for an ambulance.
- Traffic congestion and road conditions may slow response times.
We do not pay medical bills. Be aware that U.S. Medicare/Medicaid does not apply overseas. Most hospitals and doctors overseas do not accept U.S. health insurance.
Medical Insurance: Make sure your health insurance plan provides coverage overseas. Most care providers overseas only accept cash payments. We strongly recommend supplemental insurance to cover medical evacuation.
Always carry your prescription medication in original packaging, along with your doctor’s prescription. Check with the Government of Jamaica to ensure the medication is legal in Jamaica.
Vaccinations: Be up-to-date on all vaccinations recommended by the U.S. Centers for Disease Control and Prevention.

Health facilities in general:
- Health facilities may be below U.S. standards, especially when it comes to mental health care and specialty care.
- Public medical clinics lack basic resources and supplies.
- Private hospitals and doctors require payment “up front” prior to service or admission.
- Be aware that some hotels and resorts have exclusive agreements with medical providers, which may limit your choices in seeking emergency medical attention.
- Generally, in hospitals only minimal staff is available overnight in non-emergency wards
- Patients bear all costs for transfer to or between hospitals.
- Psychological and psychiatric services are limited, even in the larger cities, with hospital-based care only available through government institutions

- Use the U.S. Centers for Disease Control and Prevention recommended mosquito repellents and sleep under insecticide-impregnated mosquito nets. Chemoprophylaxis is recommended for all travelers even for short stays.

Travel and Transportation
Road Conditions and Safety: Jamaicans drive on the left side of the road. Here are some notes for your safety:
- Nighttime driving is extremely hazardous due to poor lighting and unpredictable pavement.
- Heavy rains can make roads impassable and dangerous.
- Many roads suffer from ill repair, inadequate signage, large potholes and poor traffic markings. There is a lack of pedestrian crosswalks.
- Pedestrians and animals share the roadways with vehicles.
- There have been reports of carjackings, including of rental cars.
- Only two highways are roughly comparable to U.S. standards. Both are toll roads and part of Highway 2000. The East-West leg (“T1”) runs from Portmore to May Pen. The North-South leg (“T3” or the Edward Seaga Highway) connects Caymanas (west of Kingston) to Ocho Rios (Mammee Bay).
- Driving habits range from aggressive speeding and sudden stops by taxis in the middle of the road to over-polite drivers who suddenly stop to allow a car to pull in front of them. All can lead to accidents.
- Official emergency response can be slow. In practice, assistance given in emergency situations is generally by fellow motorists.
Traffic Laws:
- Traffic circles (“roundabouts”) are often poorly marked and require traffic to move in a clockwise direction. Motorists entering a roundabout must yield to those already in it.
- Drivers and front-seat passengers are required to wear seat belts.
- Motorcycle riders are required to wear helmets.
Public Transportation:
- Official public transportation vehicles have red license plates.
- Private vehicles, NOT licensed for public transportation, have white license plates with blue letters/numbers.
- Avoid public buses, which are often overcrowded and frequently a venue for crime. There are reports of private buses, acting as public transport, driving erratically leading to injury and death for both riders and pedestrians. You should only use licensed taxicabs having red-and-white PP license plates or transportation services recommended by your hotel.
- Do not accept rides from strangers.

Which countries are warning against travel to lebanon.

An uptick in clashes between the Israeli military and Hezbollah on the Israel-Lebanon border has heightened international fears of an Israeli invasion.
Israeli Defence Minister Yoav Gallant on Thursday again threatened to "take Lebanon back to the Stone Age", echoing comments he made in August last year following tension between Hezbollah and Israel.
Hezbollah leader Hassan Nasrallah has also made threats to Israel, warning that if such an invasion were to occur, the group would "fight without limits, rules, or restraint."
Israel's last invasion of Lebanon in 2006, lasting 34 days, saw the evacuation of thousands of foreign citizens from Lebanon with the US, UK and European states evacuating citizens to Cyprus .
The New Arab looks at which governments have advised their citizens against travel to Lebanon and whether any countries are making evacuation plans.
Warnings to leave, advisories against travel
As a result of the tension and increased clashes, a number of countries have urged their citizens to leave Lebanon due to fears of escalation.
The Canadian embassy in Beirut is warning its citizens to "leave Lebanon while commercial options remain available" and to avoid all travel to the country.
Will Hezbollah's new arsenal be enough to deter war with Israel?
The warning, and fear that commercial avenues of leaving Lebanon could be closed, was echoed in other advisories, including Ireland, which also called on its citizens to leave the country.
Additionally, Germany , the Netherlands, North Macedonia and Sweden have also called on their citizens to leave.
Kuwait joined those calls, urging Kuwaiti workers who are unable to leave to contact the embassy in Lebanon.
Other countries have issued travel advisories for visiting Lebanon, including Russia, the US , France, Australia, Spain and the UK.
Evacuation plans
In addition to travel warnings and calls to leave the country, some states are currently making plans to evacuate their citizens in the event an invasion does occur.
This includes Canada , with Chief of the Defence Staff General Wayne Eyre saying on Thursday that the military was drawing up plans to evacuate 20,000 Canadians from the country in the event of the outbreak of war.
According to Eyre, the evacuation uses a maritime route to Cyprus and is akin to the 2006 evacuation that saw 15,000 people leave Lebanon.
Eyre added, however, that the government could not do it alone, saying, "It will very much be a coalition effort, and we are tightly tied in - very tight - with our allies."
According to NBC News, citing three US officials, the US military is also actively planning to evacuate its citizens from Lebanon in the event of a war.
The report notes that the USS Wasp and Marines from the 24th Expeditionary Unit had moved into the Mediterranean to assist evacuations, as well as project a deterrent to any regional escalation.
During the 2006 war, the US evacuated 15,000 people from the country.
The New Arab contacted the Foreign, Commonwealth and Development Office (FCDO) about any UK evacuation plans and was referred to the FCDO website for Lebanon travel advice.

Fourth of July travel period kicks off at SEA

SEATTLE - The Transportation Security Administration (TSA) is prepared for high passenger volumes during the Fourth of July travel period at airports nationwide including Seattle-Tacoma International Airport (SEA). With single day records being set recently for the number of passenger screened at airports nationwide, TSA is advising air travelers to arrive at the airport early and prepared for every step of the travel process.
TSA nationally expects to screen more than 28 million people between Friday, June 28 through Monday, July 8. This is a 5.4% increase over 2023 Independence Day holiday travel volumes. Locally, TSA projects it will screen more than 725,000 people at SEA during the same 11-day period.
TSA anticipates the peak travel day will be Sunday, July 7, when the agency expects to screen more than 3 million individuals at 434 airports. Locally, TSA at SEA expects to screen nearly 74,000 people today, making it perhaps the busiest day of the Fourth of July holiday travel period and potentially the busiest day ever at for TSA locally. TSA staffs to meet its wait time standards, which are 10 minutes and under in TSA PreCheck® lanes and 30 minutes and under in standard screening lanes.
High travel volumes and busy security checkpoints have become the norm lately. Twelve of the agencies Top 15 busiest travel days nationally have occurred since mid-May.
At SEA, TSA had its second and third busiest days ever in the past week. On Sunday, June 23, 2024, TSA at SEA screened more than 72,900 people, which ranks second overall; on Friday, June 21, 2024, TSA at SEA had its third busiest day ever when more than 72,700 people were screened.
The busiest times at the SEA checkpoints daily are 5 a.m. to noon and 3 p.m. to 5 p.m. The single busiest hour for TSA at SEA is 9 a.m., which is the time when those departing on the late morning flights are coming through the security checkpoint.
The busiest days of the week at SEA during the summer months are Thursdays through Mondays. Regardless of your flight departure time or day of the week, this summer all travelers - no matter at what airport - will need to arrive early and prepared for every step of the air travel experience.
“We have been anticipating the arrival of the Fourth of July travel period and planning our security operations to ensure that we are prepared for the surge in travelers who will be coming to the airport. TSA officers will be on the job to ensure travelers have a smooth trip through SEA,” said TSA Federal Security Director for Washington Greg Hawko. “We are asking travelers to be good partners with TSA and ensure that they are prepared for the screening process. Please don’t bring prohibited items in your carry-on luggage and allow plenty of time for every step of the travel process. In the security checkpoint, have your photo identification and boarding pass ready. This will keep you from slowing down the screening process for you and everyone behind you. Always start with an empty bag to ensure you don’t inadvertently bring prohibited items to the security checkpoint. Place electronics larger than a cell phone and travel size liquids at the top of your carry-on so they can be easily accessed if you are required to remove them. Also, be sure that all liquids are 3.4 ounces (100 ml) or less if transporting them through the security checkpoint. Get assistance prior to traveling . Ensure that carry-ons do not contain prohibited items since they slow down the security screening process. To determine whether an item is allowed or prohibited in carry-on luggage, download the MyTSA app and use the “What Can I Bring?” feature. Another option is to snap a picture of an item and send it to @AskTSA on Twitter or Facebook Messenger for real-time assistance. Committee Description
FHFA’s Committee on affordable, sustainable, and equitable housing provides a formal communication channel between FHFA and the affordable, equitable, and sustainable housing community. The Committee provides advice and input regarding FHFA’s regulated entities and their role in the single-family and multifamily housing markets with a specific focus on affordability, sustainability, and equity. The Committee will be asked to address areas such as barriers to access, barriers to long-term sustainability, and changes to regulation, guidance or policy that might expand or enhance affordability, sustainability, and equity.
Though FHFA engages outside entities and parties to gather opinions and perspective, none of these engagements rise to the level of an advisory committee. The creation of this committee creates a formal channel for public engagement under the Federal Advisory Committee Act (FACA).
New members of the advisory committee will serve for a two-year term. Committee members are not compensated; however, reimbursement for travel, lodging, and other expenses are available. Applicants can be nominated by a third party, such as a Congressional member, State organization, or other groups.
Selection Criteria
FHFA’s Advisory Committee will be comprised of a broad range of experts and stakeholders who will provide input to the Director on issues related to housing finance. Stakeholders in the housing industry and community for both single-family and multi-family housing are needed to address pressing issues and concerns facing Americans today; issues regarding affordability, lack of housing supply, access to credit, sustainability, and equity are paramount. In considering membership to the Committee, FHFA will focus on the priorities and mission of FHFA as regulator of Fannie Mae, Freddie Mac, and the Federal Home Loan Bank System.
FHFA seeks members with expertise in one or more of the following areas:
- Fair housing, fair lending, or civil rights
- Single-family lending, servicing, development, mortgage, or capital markets;
- Multifamily lending, servicing, development, mortgages, capital markets, or investments (i.e. Low-Income Housing Tax Credits);
- Consumer, tenant, or community advocacy;
- Housing market technology;
- State, local, or tribal government housing policies and programs; and
- Academics with a strong research and publishing or practitioner background, and a record of involvement in research and public policy, including public or academic service
Application Process Now Closed
Beginning September 13, 2023, FHFA will accept applications for the advisory committee. Only completed applications received by 11:59 PM on October 13, 2023, will be considered for membership. [Now closed for new applicants]
FHFA does not accept applications from federally registered lobbyists or current elected officials for a position on the advisory committees. Current FHFA employees, managers, or board of director members of Fannie Mae, Freddie Mac, the Federal Home Loan Banks and the Finance board are also not eligible for membership.
A complete Application Package must include:
- Applicant’s full name (professional title optional).
- Mailing Address.
- Daytime Telephone Number.
- Email Address.
- Resume, Curriculum Vitae, or Relevant Experience Summary with the Starting Year and Month and Ending Year and Month for each entry, no more than two pages in length. A resume should demonstrate alignment with the applicant's selected area of expertise.
- A letter or statement of interest including area(s) of expertise as they relate to the Committee, no more than one page in length.
- A third parties’ nomination for the applicant’s membership on the Committee. The Application Package shall contain an additional statement no more than one page in length provided by the nominating entity, supporting the nomination of the Applicant for ACAESH membership.

M. M. Gromov Flight Research Institute or LII for short is an important Russian aircraft test base, scientific research center located in Zhukovsky, 40 km south-east of Moscow. It has one of the longest runways in Europe at 5,403 m. LII's concrete surfacing covers the area of 2.5 million square meters.
