There's a major issue with hidden fees being charged to tourists at Niagara Falls

Niagara Falls is one of Canada's top tourist attractions, and welcomes more than 13 million visitors from around the world each year. However, experiencing the beauty and the charm of the region might just come with an added fee. 

According to CBC Marketplace , Niagara Falls tourists have been noticing an extra cryptic fee on their bills over the past few years.

You can usually find this fee next to the provincial sales tax or the city's accomodation tax on your receipt. It's usually categotized as "NFDF" (Niagara Falls Destination Fee), or "TIF" (Tourism Improvement Fee). 

Not every attraction, hotel, or restaurant in Niagara Falls charges this fee, but CBC has found that the number of businesses adopting the fee is only increasing.

According to the president and CEO of Niagara Falls Tourism, Janice Thomson, the charge goes to the owner, not the government. CBC Marketplace found that the fee ranges from three to 12 per cent, but there's no set standard for how much patrons are being charged. 

Even among servers and staff, there's no clear consensus on what the fee exactly goes toward.

According to CBC's report , a staffer at the Radisson in Niagara Falls said the fee "pays to recycle," while another employee at The Skylon Tower said the charge pays for renovations and landscaping, but could be removed if requested. 

One server at TGI Fridays told CBC that the fee "goes towards improving the tourist experience," while another at IHOP claimed it went towards "maintenance and fireworks." 

Visitors have been critical of this added fee for a number of years, but calls for its removal have only grown stronger with the influx of businesses adopting the "tourist tax." 

Back in 2017, Ontario's then-Tourism Minister Eleanor McMahon told CBC that, "if businesses in Niagara are not being transparent and they're not telling people what the fee is used for, then not only am I concerned about that, then we'll engage and do something about it." 

Despite the Ontario government permiting destination marketing fees in tourist locations, critics of the fee are urging businesses to be more transparent about the extra charge, which might go undetected by unfamiliar tourists.

Provincial Sales Tax (PST) All goods purchased in Ontario are subject to 8 percent provincial sales tax (PST); this does not apply on services or accommodations. A CBC News Marketplace investigation has found that some hospitality businesses in Niagara Falls, Ont., are continuing to charge a contentious tourism fee under different names and some establishments have more than doubled the fee in the past year and a half.

The Destination Marketing Fee, a provincewide initiative that allows businesses to generate additional funds for tourism development and marketing, was first investigated by Marketplace last year.

That investigation found that many hotels, restaurants and attractions in Niagara Falls were charging customers the fee without telling them it's voluntary and that there's no third party collecting the money and monitoring how it's spent.    

Former Niagara Falls city councillor Janice Wing has spoken out against the fee since its inception in 2004.

"People are being hoodwinked into paying something they don't have to pay," she said.

"It disappears into the coffers of the private businesses that collect it and presumably it does go to the things they say it's going to but we don't really know … there's no paper trail whatsoever. "

CBC Marketplace returned to Niagara Falls for a spot check investigation last month, visiting several hotels and restaurants with hidden cameras and found that the fee has new names and has risen at some establishments.

The fee is often found at the bottom of someone's bill underneath the Harmonized Sales Tax (HST) and it may be called a Tourism Improvement Fee (TIF), Attractions and Promotions Fee (APF), Niagara Falls Destination Fee (NFDF) or Destination Productivity Fee (DPF).

The fee jumped from 3.8 per cent to five per cent at both the Four Points by Sheraton hotel and the IHOP restaurant.

East Side Mario's restaurant hiked its fee from 3.8 per cent to eight per cent. But the biggest increase discovered was at the Embassy Suites by Hilton Hotel. It raised its fee from 3.8 per cent to 10 per cent.

When employees at the establishments visited by Marketplace were asked on hidden cameras about the fees, they said that the money goes toward paying for marketing and tourism initiatives such as fireworks, flowers and festivals in the city.

At Embassy Suites, one employee was adamant that the revenue from the fee helps to improve the city. "It does go to a good cause. People like the fireworks. All the flowers and stuff .. but if people stop paying it now, I don't think we'll have fireworks much longer," she said.

In an email statement, Yvonne Caldaroni, president of Fallsview Group Ltd., which operates the Embassy Suites Hotel explained why they charge customers this tourism fee.

"The Embassy Suites Hotel has supported Niagara Falls Tourism initiatives for years. The TIF has contributed millions to the convention centre, fireworks displays, festivals, and events. This year's major spending initiative is the light display over the falls which will be operational by the fall."

Caldaroni also said online bookings specify a 10 per cent charge will be added automatically and guests must accept this in order to confirm their reservation.

However, nowhere does it state that the fee can be removed upon request.

Fees removed on request

During its hidden camera investigation, the Marketplace team requested the fee be removed at all the restaurants, hotels and attractions they visited. The fee was taken off all of their bills.

Niagara Falls Tourism chair Wayne Thomson maintains the fee is reasonable. In an interview last year, he said it's up to businesses to decide how they want to spend the cash collected.

"This is something that has been vetted through Revenue Canada. They've been in all the properties here. These people pay taxes on this. There's nothing illegal about it, there's nothing underhanded about it."

But many tourists like Megan Ioannou say they still feel duped.

"It's a voluntary fee. Oh, my goodness!," Ioannou says. " That's crazy actually. So, how is that even allowed …I am mind-blown."

Marketplace contacted the Ontario Ministry of Tourism, Culture and Sport, and they confirm that Tourism Minister Michael Coteau is reviewing the destination marketing program in order to provide greater clarity and to better protect the consumer.

We stayed at the Hilton in Jan 2017 & when I disputed the. Tourism tax I was told it is now mandatory. True or not?

The tourism fee/tax is NOT a MANDATORY fee set forth by the GOVERNMENT.

That is .....YOU ....do not have to pay it !!!!

Unfortunately some greedy businesses in Niagara Falls have decided to make it a mandatory fee.....

The business NOT the government.!!!

My advice is this

BEFORE booking a hotel,or restaurant etc ...Ask them if they have a mandatory tourist fee/tax.NOT after booking or going .....you are now at their mercy .

If they say “yes” book somewhere else and share your knowledge with the trip advisor community on this post .

This will help your fellow traveler avoid unnecessary fees and help them spend their money wisely .This will also show these greedy. businesses that the mandatory tourist fee will not be tolerated .Their businesses WILL suffer if they continue to demand it .Remember there is not “a paper trail”at the moment ....no one really knows where these additional fees actually go!!!!

Niagara Falls is a top tourist destination ,and should be thanking visitors for coming and boosting their economy .They already benefit enough .

I would suggest that you look at the accommodations at a number of popular destinations. Perhaps they don't call it a 'Destination Marketing Fee' or 'Tourism Fee'...perhaps they call it a 'Resort Fee'.

A hotel can charge any 'fee' they wish - for local phone calls, towels, Wi-Fi...all legal.

Would you prefer the fees to be known, or just a higher "per night" cost for your room and no breakdown ?

came across this forum by accident, but we are going to Niagara ON in Septmeber..what is this tax? I havent heard anything about it..is it added onto everything like a USA sales tax?

No one knows. It is not a provincial tax, and it is not a municipal tax. It has different names. Some businesses charge it but will withdraw it upon request, and some say it is mandatory. Some businesses up the charge as well. There is no paper trail and no agency has shown that it is responsible for managing it. Some businesses arbitrarily up the tax at their whim as well. The IHOP raised theirs from 3% to 6%. The Four Points by Sheraton doubled theirs from 5% to 10% as well. Different businesses charge different percentages, and change the fee at different times. Some businesses don't charge it either. The overwhelming theory is that this is nothing more then a cash grab dressed up as a tax... and it is well supported by all the inconsistencies with it, the different excuses being given to charge it, the fact it has different names, and the fact not even the local government knows a thing about it - which in itself is scary.

It's NOT a tax and is not called a tax on your bill/cheque, it's a destination marketing fee charged by the businesses within a certain distance of the falls. It's charged on your total bill including the HST. Make sure you are aware so you don't tip on the full amount.

It's so frustrating for everyone - we had it removed from our dinner bill at Brasa a couple of weeks ago but they did say it was removed because we were local (my sister is from Hamilton). The businesses keep the money (they said part of it is paid for marketing of the tourist attractions). Shame on the city and provincial governments for not putting a stop to this.

HST is the tax added to everything (13%).

It seems like everything is getting more and more costly in the Falls. The area itself is a bit nicer too. Hotels are changing brand names. Its two sided, it costs more to visit but then it seems to be a little nicer then in the past. Over by Table Rock there are new shops, new restaurants to eat at, new patios to relax on while you eat.

So its hard for me to complain about the little extra costs, if you can find another place as nice and for less money, great. I've haven't yet.

For the millionth time - IT IS NOT A TAX!!! It's not mandatory for them to charge it because it isn't a tax. It's a fee that is mandatory for a customer to payif you have bought or used their services and they insist on it.

New report identifies issues, recommends how to boost Niagara Falls tourism - all year round

The Niagara Global Tourism Institute has released its study of tourism in Niagara Falls, and the challenges to grow it coming out of the COVID pandemic. The study’s creators and backers are also addressing the latest vision, and how it differs from past plans.

The Niagara Falls, USA tourism industry is still facing the obstacle of a restricted border with Canada, but three themes stand out in the report just released by the Niagara Global Tourism Institute : Not enough visitors are coming in the winter; visitors coming to Niagara Falls aren’t staying long enough; and there are local problems holding back growth, including poverty, crime, workforce gaps and negative attitudes by many locals.

“It's a simple and coordinated approach throughout the state that really will push for extended visitor stays,” said Roscoe Naguit, associate director of the Institute. “It creates a better economic activity for local businesses, and really a more consistent career pathway for a workforce. And let's face it, there are businesses historic and Niagara Falls that deserve a year round destination for sustainability.”

Backers of the Institute’s plan are counting on the creation of year-round attractions in order to, in turn, generate jobs which will help restore a sense of civic pride.

“These types of developments provide jobs. And when you provide jobs, you improve the entire community. Poverty is the critical piece to improving the City of Niagara Falls, if we attack that,” said Niagara Falls mayor Robert Restaino. “I've been saying this since January 2020. The key is, how do we develop projects that put people to work, so that homeownership becomes not just a dream, but a reality and starts to improve neighborhoods via their personal pride in your space?”

The plan, stakeholders also point out, avoids the “silver bullet” one-shot approach that past strategies relied upon to spark economic growth.

While discussing wintertime attractions, it was pointed out the Aquarium of Niagara is one such longtime venue. But its president and chief executive officer, Gary Siddall, says while it’s pleased to serve as an anchor, it’ can’t be the only anchor.

“We hope that in the coming years we'll see other partners join us become part of really establishing our year-round seasonality for the City of Niagara Falls,” Siddall said. “We certainly have seen the benefits from creating year round employment opportunities, full time good paying jobs that draw people in from out of country, out of state. Then they're seated into the community here and participating economically in a variety of different ways.”

When you arrive at Niagara Parks, you can visit any one of our Niagara Parks attractions or an available Welcome Centre to pick up/redeem your Pass. While getting your Pass ready, one of our attraction/Welcome Centre attendants will work with you to plan an itinerary for your visit by setting up timed tickets for the attractions included in your Pass. Timed ticketing lets you know when you’re able to join the queue for a particular attraction.

You don't have to! When buying online, passes are valid for redemption any time until the end of the validity period. When you arrive at Niagara Parks, one of our attraction staff would be happy to assist with redeeming your Pass. Not sure how long your Pass is valid? <p>On the approach to Niagara River Parkway – the road that sits to the left of Horseshoe Falls, where the bright lights of the hotels and casinos blur opposite – you can hear the mighty roar of the water and feel its presence (quite literally on your skin) before you’ve even seen it. But once you’re in front of this vast curtain of gushing water, it’ll blow your mind.</p>  <p>As much as 700,000 gallons of water flows over Horseshoe Falls every minute. Take advantage of the many viewpoints to just stand and stare. It’s mesmerising no matter what angle you’re at – your camera roll will prove that.</p>

A word of advice: take the complimentary poncho as you step out onto the viewing platform for that all-important first glance. You won’t be able to take your eyes off the view. </p>

Take the elevator 230 feet (70m) down to the water’s edge but before you drink in the sheer beauty and relentless power of some of the world’s wildest stretches of whitewater, take a moment to read up on the many stories of the area.

These include the daredevils who went over the falls or down the rapids in the name of notoriety more than a century ago.

<p>Once you’re face-to-face with the Niagara River, take full advantage of the lookout points scattered throughout the quarter-mile (0.40km) boardwalk. When you get to the first platform, looking up river, get your camera out. The Whirlpool Rapids Railroad Bridge will frame your shot perfectly.</p>  <p>The <a href="https://www.niagaraparks.com/visit/attractions/white-water-walk">self-guided tour</a> allows you to stop and read the stories and facts about the geology of the Great Gorge, as well as the plant and animal life surrounding it. Give the American tourists across the river a wave; you’ll spot a few doing a similar walk on the US side. </p>

Once you’re face-to-face with the Niagara River, take full advantage of the lookout points scattered throughout the quarter-mile (0.40km) boardwalk. When you get to the first platform, looking up river, get your camera out. The Whirlpool Rapids Railroad Bridge will frame your shot perfectly.

Although it’s been restored several times since, it still maintains its unique original design.</p>

Take in the views from an aero car

If you don’t like heights from an open-air vehicle, look away now. The historic Whirlpool Aero Car takes you across the Niagara Gorge at a dizzying 3,500 feet (1,067m) in the air.

The brainchild of renowned Spanish engineer Leonardo Torres Quevedo, the aero car has been in operation since 1916. Although it’s been restored several times since, it still maintains its unique original design.

Once on board, you’ll witness the whitewater rapids and swirling Niagara Whirlpool as the car crosses the international border between Canada and the US; don’t worry, you won’t need your passport. The whirlpool is created at the end of the rapids where the gorge forces the river to suddenly turn counterclockwise. Your camera won’t do this mesmerising natural phenomenon justice.

Take the kids to Clifton Hill

If you’re travelling with children, Clifton Hill is the perfect place to tire them out if the fresh air doesn’t. It's walking distance from Fallsview Boulevard and this lively area, dubbed the ‘street of fun,’ is reminiscent of a British seaside resort; arcades, slot machines, mini golf, go-karts, fast food… you name it, CH has got it.

Take time to ride the Niagara SkyWheel and play the Zombie Attack next door. There are plenty of restaurants too, so refuelling is easy.

<p>One thing’s for certain, you won’t go hungry in Niagara Falls, and arguably the best seats in town go to <a href="https://www.niagaraparks.com/visit/culinary/table-rock-house-restaurant/">Table Rock House</a>. Directly over the road from Horseshoe Falls, you’re practically perched on the edge of the natural wonder.</p>  <p>For starters, you can’t go wrong with the Ontario burrata, served with pickled aubergine, toasted pine nuts and heirloom tomatoes. For starters, you can’t go wrong with the Ontario burrata, served with pickled aubergine, toasted pine nuts and heirloom tomatoes. The fried vegetable dumplings with kimchi, spring onions and gochujang (red chilli paste) are extremely moreish too.

Burger and sandwich offerings include a chicken schnitzel BLT, Atlantic lobster roll and Canadian prime rib burger. This is a lunch to remember, no matter what you choose.

<p>If you can tear yourself away from the bright lights of Fallsview Boulevard, head to nearby Niagara-On-The-Lake, southern Ontario’s premier wine country. The climate is generally a couple of degrees warmer here, which helps produce incredible wines in its 30 wineries.</p>  <p>Wander down quaint Queen Street, the area’s main thoroughfare, and you might pass a horse-drawn carriage as you peruse the independent shops and colourful cafes in beautifully preserved colonial-style buildings. The boutique inns here come in handy after a few vineyard visits and provide a nice contrast to the bright lights of Niagara Falls’ big chain hotels.</p>

PETA calls on Ontario tourism officials to end Falls fireworks displays

Jun. 4—An animal advocacy group sent a gift to each member of the tourism advisory board in Niagara Falls, Ont., this week — a pair of earplugs with a note reminding them that they can wear them while animals "traumatized" bystanders of fireworks cannot.

People for the Ethical Treatment of Animals, commonly known as PETA, delivered the gifts as part of a larger, ongoing campaign aimed at convincing tourism officials in Ontario to suspend fireworks displays at the Falls, which the group contends is harmful to wildlife and companion animals such as dogs.

"PETA is calling on Niagara Falls to join the many other cities now offering breathtaking laser shows that don't literally scare animals to death," PETA Senior Vice President Colleen O'Brien said in a release issued by the organization on Monday.

Niagara Falls Tourism, Ontario's lead tourism agency, sponsors more than 150 nights of fireworks displays at the Falls each year, with shows running through mid-October. PETA representatives say they aren't looking to spoil the fun but rather want the tourism group to change from fireworks displays to offering a "visually stunning alternative like a laser show." PETA says more than 71,000 people have signed on in support of the effort to end fireworks displays and switch to a laser show or cancel the series altogether.

PETA suggested dogs and cats "have been known to jump fences or break through windows and screen doors" to try to escape the noise from fireworks. Other animals, including wildlife, are hit by cars when they flee onto roads, the group argues. Pyrotechnics also release toxins—including mercury, carbon monoxide, aluminum, and sulfur—which can increase the amount of pollutants in the air by up to 42%, PETA indicated in its release.

"Blighting a natural wonder with fireworks that fill the air with toxins and traumatize wildlife, companion animals, and humans suffering from post-traumatic stress disorder is indefensible," O'Brien said.

PETA has for years been lobbying officials in Niagara Falls, Ontario to end fireworks displays at the Falls. The group has also sponsored billboard advertising near the site of the fireworks show in hopes of spreading its message about the potential harm fireworks pose to animals.

Ontario officials, including Niagara Falls Tourism CEO Janice Thomson and Niagara Falls, Ontario Mayor Jim Diodati, have consistently held the position that the displays are supported by residents and enjoyed by thousands of tourists each year.

Diodati has also described any disruption from the shows as minimal.

Tourism Spending Reaches $969 Million in Niagara County for 2022

Niagara Falls, NY — Earlier this month, the New York State commissioned Tourism Economics research study for 2022 was released, detailing the economic impact of tourism across the state. The study revealed that the total traveler spend in Niagara County in 2022 reached $969 million which is an increase of 16.5% relative to 2021.

Other key highlights from the 2022 report include:

  • $55 million was collected in local taxes (a 5.2% increase over 2021).
  • The tourism industry generates 13.7% of Niagara County’s labor income.
  • Were it not for tourism generated state and local taxes, Niagara County residents would pay an additional $1,100 to maintain the same level of government revenue, already hard hit by the pandemic.

Noting the increase in visitor spending, John Percy, President & CEO of Destination Niagara USA said, “This growth has a positive effect on all of Niagara County, as the increase in visitor spending leads to more jobs being created and lower taxes for residents. Tourism spending in Niagara County has now surpassed 2019 numbers, which proves that our industry has not only fully returned, it’s thriving.”

It's NOT a tax and is not called a tax on your bill/cheque, it's a destination marketing fee charged by the businesses within a certain distance of the falls. It's charged on your total bill including the HST.
