DC Jail Video Visitation

DC Public Library partners with D.C. Jail in their Video Visitation program. Family and friends of D.C. Jail inmates have the opportunity to access video-visitation stations at Anacostia Neighborhood Library and at Capitol View Library to make live connections with D.C. Jail inmates. Video Visits take place at the following times: 

  • Anacostia Neighborhood Library  | Thursdays from 2-4 p.m. and Fridays 2-4 p.m.
  • Capitol View Neighborhood Library  | Wednesdays from 2-4 p.m. and Saturdays 2-4 p.m.

Video Visitation users must schedule appointments through the  Department of Corrections , up to one week and at least 24 hours in advance. Sessions are controlled and monitored by the Department of Corrections. Visitors must comply with  DC Public Library Rules of Behavior  and the Department of Corrections Video Visitation Rules and Responsibilities.

How can i sign up.

Visitation is by appointment only. Appointments may be scheduled up to one week in advance, but no less than 24 hours in advance. Go online at visitation.doc.dc.gov or call 888-906-6394 or 202-442-7270, Tuesday through Saturday from 9 a.m. to 5 p.m.

Where do I check-in?

Check in at the Circulation Desk. Present your ID to the staff, who will make a quick call to DOC to “check-in.” You will then be directed to the visitation unit.

How many people can I bring with me?

Video visitation permits:

  • two adults or
  • one adult and two children under the age of 18.

Video Visitation

Video visitation is a great way to connect with your loved one over the internet, without having to worry about unpredictable crowds and overly busy visitation hours.

Visits can be scheduled and paid for in advance, allowing you to visit with inmates at times that are convenient for you.

We offer two types of Video Visitation services:

At-Home Video Visits

These video visits can be conducted at home on your PC computer, laptop or mobile device (Android).

Save travel expenses, time, long lines and parking fees with at-home video visits.

Ease stress on children who can now communicate without visiting the facility in person.

On-site Video Visits

On-site video visits are conducted at visitation stations at the facility.

With these visits, you are still required to travel to the facility.

Through our easy-to-use website, you can schedule, register, and pay for (if applicable) the visit in advance. Then, conduct the visit in real-time over the internet.

Please note: These services can vary by facility and are not available at all locations.

How It Works

  • Check to see if your inmate’s facility offers video visitation.
  • If video visitation is offered at the facility, go to www.gtlvisitme.com . Register yourself and all visitors participating in the visitations.
  • Select the facility where your loved one is located.
  • Search for your inmate, and add them.
  • Click “Schedule” to begin the scheduling process.
  • You will see the cost associated with your visit at the time of scheduling. Enter your credit card or debit card information to complete the scheduling process. You will receive a confirmation email and receipt for your visit.
  • For at-home video visits : sign in to the visitation scheduling site 15 minutes prior to your scheduled visit. Test your connection, and follow the steps to start your visit.
  • For on-site video visits: arrive at the facility at least 15 minutes prior to check-in. A valid photo ID is required. Each facility has its own rules for on-site visits. Please review rules prior to arrival.

At Facility

These visits are when you go to your facility and sit at a video visit station in the lobby. Your loved one or friend will be on a video visit station in their pod.

From Computer

At select facilities families and friends can have video visits from their own personal computers in the comfort of their own homes. You will need the following equipment to do a video visit from home:

  • A computer.
  • A webcam and a microphone, or a computer with these components built in (most laptops have these built in).
  • An internet browser. Internet browsers Safari 4 and higher, or Firefox 7 and higher, are strongly recommended. Using other browsers may not load the page appropriately in order to begin your visit. We are not responsible for technical problems or issues that may arise from using an unsupported browser.
  • For the best visit experience you should use headphones, but they are not required.
  • High speed internet (DSL or Cable) connection (dial up and satellite are not supported).

How to Schedule a Visit

Free video visit policy.

Free visits are a benefit for the inmate and are credited to the  inmate’s account. Therefore the inmate is the only one who  can book a free visit . This allows the inmate at your facility full control of whom they want to use their free visit with. There are also advanced scheduling rules that control the timeframe that a free visit can be booked. These rules vary by facility. If an inmate books a visit outside this timeframe, they will not be allowed to use a free visit.

  • Book the visit with their Friends & Family.
  • Suggest a visit with their Friends & Family. The Friends & Family must have no prepaid funds on their account at the time they confirm the suggested time. The inmate’s free visit will then be deducted.
  • Confirm a suggested visit from their friends and family. The Friends & Family must have no prepaid funds on their account at the time the inmate confirms the visit. The inmate’s free visit will then be deducted from their free visit allowance.

The only way Friends & Family can use a free visit is by suggesting a visit with the inmate. If the inmate has a free visit available and there are no prepaid funds on the Friends & Family account at the time the inmate confirms, the free visit will be deducted from inmate’s account.

DC Public Library has partnered with the DC Department of Corrections to connect family, friends and others with the incarcerated through a video visitation booth at the MLK Central Library.

Challenge/Opportunity

In July of 2012 DC Department of Corrections began a Video Visitation program that replaced the standard face to face visits between inmates and their family and friends. All people wishing to visit incarcerated family and friends would travel to a visitor’ center, located adjacent to the jail, for their video visit. The center is located in a fairly isolated part of the city without full public transportation options. Due to the limited number of video visitation booths and demand, the select evening and weekend appointments go quickly.

Key Elements of Innovation

The pilot program, which began September 2013, provides a video monitor at the Martin Luther King, Jr. Memorial Library (MLKML) which is located in the center of the city and easily accessible by all 5 of the subway lines. Appointments are available three days each week for a total of 12 hours. DC Jail is responsible for the equipment including installation and maintenance and controls the scheduling process. DCPL is responsible for the customer experience once the visitor enters the library. Library staff check the visitor and contact DC Jail to begin the online connection. Visitors are then directed to the Video Visitation room. In addition, there is posted information targeting non-library users including: Library card applications, GED testing preparation information, and the schedules for the library’s free computer classes and children’s story times. The video visitation option at the MLK library allows hundreds of people to experience the library environment and connect to the many resources available.

Achieved Outcomes

Our most noticeable outcomes are in the form of return visits and inquiries from Visitors for other library services and programs. Before and after the Video Visit, Visitors use our public PCs and visit the children’s room. This project has resulted in a spin-off of an outreach effort to the main Video Visitation site by library staff.

MPD Investigating Fatal Crash Involving Pedestrian in Southeast

The Metropolitan Police Department is investigating a traffic crash that resulted in the death of a pedestrian in Southeast.

On Wednesday, September 4, 2024, at approximately 8:58 p.m., a pedestrian was lying down in the northbound travel lane in the 2100 block of Minnesota Avenue, Southeast, when an unknown gray SUV traveling north ran over the pedestrian and fled the scene, continuing through 22nd Street, Southeast, without rendering aide or the driver making their identity known.

The male pedestrian was pronounced dead on scene.

The decedent has been identified as 29-year-old Kurt Donnelle Morgan , of no fixed address.

Day 1: Trial begins for 2 teens accused of 2023 assault on 64-year-old man in Northwest DC

WASHINGTON (7News) - Disturbing images and descriptions from a fatal 2023 assault on a man in Northwest D.C. flashed before a courtroom Thursday moments after the trial began for two teens allegedly involved in the incident.

The first day started with images and videos from the attack on Reggie Brown, 64, while attorneys tried to detail the girls' mindsets and alleged plans to attack an individual they deemed vulnerable.

Prosecutors for D.C. opened the trial arguing that the two teen girls joined four others to chase what they say was a fragile-looking, 110-pound man into an alley near the 6200 block of Georgia Avenue, Northwest. They began their assault after a man threw Brown on the ground, prosecutors claimed.

Brown, a short-statured man who was battling cancer and who had undergone multiple surgeries, was allegedly hit in the head multiple times even after his skull was damaged, prosecutors said. District attorneys said the girls celebrated their planned attack but quickly started a plan to delete evidence once the news got out.

The defense said otherwise; separate attorneys for both girls argued that the evidence wasn't reliable and that it was hard to prove intent on the incident.

Two attorneys that represented one of the girls argued that she was never seen in the security video recovered by police, that other videos weren't clear enough to identify her, and that there wasn't any evidence linking her to the crime.

The attorney who represented the youngest of the two girls, age 13, argued that she never said she intended to hurt anyone, and that she did not deliver the killing blows to Brown's head.

According to D.C. Medical Examiner Dr. Sasha Breland, who was sworn in as the first witness, Brown was killed following several kicks to the head. When it was brought up that Brown had cocaine in his system, Dr. Breland said the drug played no role in his death.

When pictures of Brown's injuries were shown in the courtroom, several of Brown's family members left the room.

9/11 survivors question unearthed video showing 'Saudi agent'

A previously-unseen film was shot by an early 9/11 suspect - who was never charged - as he wandered around US government buildings in Washington DC.

A video seized by British detectives from an early 9/11 suspect 23 years ago raises a series of questions, says a survivor of the attacks.

The previously-unseen film was shot by the suspect as he wandered around US government buildings in Washington DC two years before the hijackers struck.

He filmed the White House, the Capitol, the Supreme Court and security guards inside and gave a running commentary, at one point saying in Arabic: "They say that our kids are demons. However, these are the demons of the White House."

Over shots of a low-flying plane, he says: "Airport not far from here. Plane taking off."

The hour-long film ends on the Capitol building, where the camera lingers on two limousines. The voiceover says: "Their cars. You said that in the plan."

Scotland Yard officers discovered the tape when they arrested the suspect, a mature Saudi student, Omar al-Bayoumi, at his home in Birmingham ten days after 9/11.

He was questioned by counter-terror detectives for seven days and then released without charge.

He was later identified by the FBI as a Saudi intelligence agent. He denies that and any part in 9/11, and has told US investigators his film was a simple tourist video.

He has admitted, a year later, innocently befriending two of the future terrorists who flew a hijacked plane into the Pentagon, killing 189 people.

It's not known if al-Bayoumi's tape and all or any of the items seized during the raid were passed on to the American authorities at the time in 2001.

The video was shown recently during a civil court case in New York in which the 9/11 victims and families, the plaintiffs, are trying to sue the Saudi government for complicity in the attacks.

The plaintiffs' legal team asked the Metropolitan Police three years ago to search its archive and send anything it had from its investigation into Mr al-Bayoumi. A team of eight detectives and staff spent several months sifting through 104 boxes of archived files.

Plaintiffs' lawyer Gavin Simpson played the tape and told the judge: "A trove of evidence seized by the Metropolitan Police…. enables your honour, the public and the 9/11 families to perceive for themselves the mechanism by which Saudi Arabia provided support to the 9/11 hijackers.

"Bayoumi's videotape bore all the characteristics, the hallmarks of al Qaeda casing a terrorist target."

Campaigner Sharon Premoli, a 9/11 survivor, listened into the recent hearing when parts of the tape were played and said: "Al-Bayoumi's language was very incriminating.

"Two words he used in particular, one being the 'demons' inside the Capitol and number two 'the plan' he referred to. It's not a tourist video, he was casing the buildings and the area."

Ms Premoli, who escaped from the 80th floor during the attack on the twin towers in Manhattan, said: "It's wonderful that the Met Police was able to confiscate this information, but it's unfortunate we had to wait so long for it.

"We don't know how long anyone in the US government had the material. We know the FBI and the CIA were not helping each other and a lot was missed because of that. It's also possible the Bush administration had it and decided not to do anything with it to protect the Saudis."

Also shown in court for the first time was a notebook page with scribblings and calculations about the distance of an aeroplane from the ground and the horizon. Mr al-Bayoumi said it was part of his teenage son's homework project.

Neither the notebook nor the tape was provided to the members of the 9/11 Commission which produced an account of the attacks and what led up to them. It criticised the FBI and the CIA, but after interviewing al-Bayoumi in Saudi Arabia, concluded he hadn't been part of the plot.

Robbyn Swan, co-author of the authoritative The Eleventh Day, the Full Story of 9/11, said: "The items that the Met has supplied are crucial new bits of evidence which, on my reading of them, really do support the notion that an employ or employees of the Saudi regime aided and abetted the 9/11 hijackers and that is at the heart of the case.

"Some of my sources have suggested that from very early on the FBI was reluctant to look at the possibility of official Saudi involvement and this is part and parcel of the kind of obstruction of that part of the investigation they saw at the time."

In the past the Saudi government has denied it or any of its officials encouraged or supported the 9/11 terrorists.

“I managed to run away from them. I ran about 200 or 300 feet down the street and when I turned back I saw how a few of them were jumping on the roof of my car, on the windshield,” said Uulu.

The driver said he tried to go back to his car from the sidewalk, to try and close the doors when they began punching him from behind. Uulu said the attack left him with numerous bruises, cuts and a broken leg.

Video from a neighbor captures the moment Uulu is being hit from every angle as he tries to salvage his vehicle from being damaged further.

“I closed my head, I was on the ground and suddenly someone pulled me out from the circle,” said Uulu. “She saved my life, she told me that if no one pulled me out at that time, they literally could kill me.”

Uulu said he was in the process of moving and several items were taken from his car including his wallet and documents. He said the total damages are estimated to be $20,000.

The LAPD said no arrests have been made.
