If you’re all about savvy design, stop scrolling now. This suitcase’s detail is what makes it special; it features a compression system to fit more luggage in, a hidden laundry bag to store dirty clothes separately, and even a leather luggage tag.

It navigated bustling streets easily, but wobbled when we changed direction abruptly. It also fared well in our durability test, with little more than a scuff here and there (these wiped away with ease) and small dings on the corners. This didn’t worry us though, especially if you’re not checking it in – and this high-end choice also comes with a lifetime warranty.

Just like Away’s sleek winner, this cabin bag performed impressively on test. The main difference between the two is that this one’s expandable. So, if you like indulging in a spot of shopping on your holidays, then there’s extra room you can unlock (although, do remember, you may need to check it in as a result).

Our testers found it well made, with durable wheels and a hardy, waterproof shell and zip (it didn’t dent on test and no water seeped in). It wasn’t the lightest case, and it was a little unstable at times, especially when we changed directions sharply. However, it has all of Away’s signature finishing touches – coming with a separate washbag, a leather luggage tag and a dedicated cleaning sponge.

Available in a selection of vibrant colours, this case’s hard shell belied its affordable price tag and proved durable on test, withstanding rough handling. Even when our testers took it to the extreme by dropping it repeatedly, it only picked up a few scuff marks. Its sturdy wheels offer a smooth run as you dash across tarmac, too.

The only real disappointment was its zip. It moved well but let a small amount of water into the case – something to bear in mind if you get stuck in the rain. Still, this jolly bag is roomy inside and boasts three internal pockets, so you can definitely sneak in a souvenir or two.

Forget any fears of your phone running out of battery, because this nifty cabin bag comes with an accompanying charging pack that can be used in-situ or separately to suit your needs on the go. The interior is also nicely partitioned for easy packing, and the wheels glide effortlessly along.

Overall, the shell proved durable, with only a couple of knocks sustained after our continuous drop test. This sturdy design may be slightly too big for the cabin on some airlines, so if you have a favoured carrier, it's worth checking before you buy. For practicality, however, it’s hard to beat.

Moving seamlessly across every surface we tried it on, this modern spinner is an ideal city break companion. It has four double wheels for maximum portability and its handles are comfortable too.

The cabin bag’s shell was waterproof, but the zip let some water in, so be careful in the rain; given that our testers put it in the shower though, this wouldn't put us off. It fared okay in our drop test too, sustaining only a couple of dents, and we were able to wipe off any scratches with ease.

If you need a cabin bag that can also withstand the perils of the hold and the overhead lockers, consider this great value spinner. It moved smoothly and emerged from our durability tests practically unscathed – quite the feat given how much our testers bashed it about.

It felt spacious, with comfortable handles, but some water seeped through the zip at the top. That aside, it’s a reliable design, available in a swathe of cheerful colours at a reasonable price.

Every item can be neatly packed into this clever expandable suitcase. You’ll need to check that it still complies with cabin regulations before flying, but it’s ideal if you want something flexible for holidays that don’t involve plane travel.

It impressed in our waterproofing test, letting no liquid in, and its interior lining can be removed and popped into the washing machine. It suffered a few minor dents to its corners after repeated dropping, but it proved robust in every other way.

This stood out to our testers for its resistance to damage during our drop tests; it emerged with minor scratches and removable dents and wheeled along as easily as it had before. It didn’t let water in either.

Packing was also easy, thanks to handy pockets. Testers were able to fit in everything they needed neatly, and it stayed securely in place throughout testing. It’s not the lightest design, however; our experts warned that the dimensions may be too big for the more stringent airlines.

This lightweight suitcase is a snip at just over £50. Testers found it moved around easily with sturdy wheels (they barely dropped a point in our durability tests) and a comfortable handle. Its zip-up compartment and adjustable luggage straps mean you can pack your holiday wardrobe tidily, while its shell is watertight. Its zip let some water in though, and the lock isn’t TSA-approved (so avoid if the US is top of your to-visit list).

We’d also recommend keeping it out of the hold if possible as our testers cracked it when throwing it around. Used as a wheel-on however, this wouldn’t be a worry and it comes with a five-year guarantee for added peace of mind.

Tripp’s smile-raising, brightly coloured bags are ideal for spotting on a luggage belt if you do need to check them in. Testers also said it would be easy to travel with thanks to four durable and smooth wheels, its spacious interior and a waterproof shell (note its zip wasn’t fully watertight). It has a TSA-approved lock, too.

We’d have liked a side handle for ease when putting your luggage in an overhead locker and there wasn’t much space around the top handle, but the telescopic handle pulled out seamlessly with a good adjustable range.

Another classy cabin bag from heritage luggage brand Antler, this one impressed with its easy wheeling and robust design. In fact, testers found they were able to wipe away any scratches – the only real impact testers noted during our drop tests.

Watch it in a downpour because the zip isn’t waterproof. But it’s well laid out inside for packing, with multiple pockets (including a pencil-case sized pocket for cables or small loose items) and a divider to keep everything in its place. It has a lifetime warranty too, so in all, it would make a great, long-lasting holiday companion.

Like the Carl Friedrik Check-In suitcase, this is another buy that exudes luxury. It was easy to pack and moved well (with silent wheels), while its sturdy frame not only kept all water out but fared well in our drop tests too. Not to mention, the locking system keeps everything secure.

Unlike many cabin bags, this has a front pocket with a handy slot for your laptop. But weighing in at 4.3kg, it’s heavier than lots of the other cases on this list, so keep this in mind if you’ll be lifting it a lot. It’s also very expensive, so best suited to frequent travellers.

If you’re not fussed about the laptop pocket, the brand's classic iteration is worth considering, and it’s currently available in navy, thanks to a limited edition collaboration with Hackett London – it's one that will stand out when you’re travelling for all the right reasons.

This suitcase doesn’t have a built-in lock, so we wouldn’t recommend it for frequent flyers. But if you’re after one to keep you company on train and car rides, then this bargain of a cabin bag should suit you nicely. Plus, there’s room for a lock on the zip when you need added security.

You can keep your packing organised with its separate pocket and straps, and testers found the handles comfortable on the move. Unsurprisingly, given its price, it wasn’t the most durable, but as you likely won’t be throwing it around, it should prove a trusty enough buy.

Confusingly, each airline has its own hand luggage restrictions, which means one size may not fit all.

Complementary hand luggage allowances are also being tightened up, with many budget airlines limiting theirs to one bag per customer that must fit under the seat in front of you. To take more on board, you’ll have to pay.

If you’re in need of a cabin bag’s worth of luggage, and the flexibility to travel with different airlines, look for a suitcase that meets the strictest requirements. Or, if you’re a frequent flyer, choose one that adheres to the requirements of your favoured airline.

What to look for in a cabin bag

Built-in TSA lock

If you regularly fly to the USA, look for a padlock featuring the red Transport Security Administration (TSA) logo. The TSA has a master key for these locks, meaning security staff can open your bag without damaging it.

Cases with handles on the top and sides are easier to manoeuvre and lift. Most top handles are telescopic, extending into two or three different positions to suit your height, and retracting into the case for easier storage.

All our listed cabin bags are four-wheelers, also known as spinner suitcases. In practical terms, this means you can wheel it alongside you instead of tilting it to tow.

Two-wheeled suitcases tend to have slightly larger wheels. They can be easier to pull up and over kerbs, but we generally find spinners better balanced and more versatile.

Instead, especially when travelling short haul in Europe, you rarely get more than an underseat bag included in your fare for free, and even then you have to make sure it fits in the strict measurements for your specific airline. While it can be a headache to navigate these rules, the good news is that there are plenty of bags on the market that make life easier for you. Here are my top picks when it comes to the best underseat carry on bags for budget airlines like Ryanair, Wizz Air and easyJet.

When I asked others for underseat carry on bag recommendations, the Cabin Max range was the response I heard numerous times. This makes sense when you realise that the company truly understands the plight of bargain hunting travellers and so have created a line where each backpack meets the exact maximum measurements for the specific airline that you’re flying. In addition, their bags feature multiple pockets (including one for a laptop and bottle), adjustable ‘packaway’ straps and air mesh padding. There’s a 3 year warranty too.

The only downside is that if you opt for a larger bag – say the easyJet size – it probably won’t fit in the baggage sizer for either Ryanair or Wizz Air. However, you could always opt for a Ryanair sized bag to make sure you’re sorted for all options in the future. Chelsea Dickenson

If there’s one thing I’ve learnt from reviewing small cabin bags is that they can get surprisingly heavy if you fill them to the brim! If you'd prefer to avoid heavy shoulder straps, an underseat backpack is the better option. I can’t get over just how many features this pack from Lossga has, including multiple pockets, a laptop sleeve, compression straps, a 180 degree ‘clamshell’ opening, and even a USB port for you to connect your own portable battery pack to.

For the price, it looks good – the outer material has a shine to it which keeps it from looking too cheap. The inside material is less lux, but it’s practical nonetheless. Overall, it’s a fantastic bag for the price and one of my top picks. CD

If you hate the thought of hoisting a heavy bag along with you for your holiday; don’t worry. There are only a few hardshell suitcases that will fit the small underseat carry on bag allowance but they do exist. Like Cabin Max, Flight Knight are a company that have noticed a need for luggage that fits exact requirements and so you can opt for one of their suitcases which is the exact size for Ryanair, Wizz Air and easyjet.

The case has an anti-scratch water resistant outer shell and comes with a three-digit combination barrel padlock for added security. It also has a five-year warranty. If space is important to you, do note that the Ryanair sized suitcase is only 16L – meaning you miss out a huge 4L compared to many of the soft bags! VMIKIV Underseat Carry On Bag

Most small carry on bags have quite a practical look to them, and yet this bag could easily pass as a casual day bag as well. I really liked that it was double lined, with several pockets on the inside and out, and I was surprised to find a padded laptop sleeve inside too – my 13” laptop fit in with plenty of room to spare. Other perks include the reinforced handles, a shoulder strap and a strap across the bag that allows you to slot your suitcase handle through it should you be travelling with that too.

The only drawback is that whilst it states it’s the same size as others, I couldn’t fit as much in as the other bags I tested. However, it’s a great option if you’re packing light and need a daily bag to carry your laptop around in too. CD

I think this bag is a great compromise between style and function. It looks good while having several pockets, a suitcase handle sleeve, reinforced handles, a shoulder strap and even one ‘wet pocket’ for storing damp items – perfect if you fancy one final dip in the pool before coming home.

However, the real standout feature of this bag is a little zip at the bottom that makes the bag even bigger. Try not to overfill the bag though, as it can get quite bulky in its bigger state which means you could struggle to fit it into the baggage sizer if asked. My top tip is to measure your bag once it’s full just to double check. CD

One of the major downsides of using a suitcase is that the wheels take up a lot of space, so what if there was a suitcase where you could detach the wheels?! This is exactly what Take Off have created, meaning that many travellers have already hoodwinked airline staff by quickly removing the wheels on their cases before being asked to prove its size. CD

I travelled with it on a recent trip to Barcelona and was able to comfortably fit a weekend's worth of clothes and toiletries. Although if you need to pack extra shoes, there's room for a pair of flip flops but little more. If you're a frequent flyer, this is a worthy investment – in addition to numerous internal and external pockets and compartments, including a laptop sleeve and a water bottle pouch, it also has an over-handle sleeve, making it an ideal option to take on a long-haul flight . With airlines charging extra to check in hold luggage, the choice of cabin bag can be crucial in how much you can cram in before you jet off. As it isn’t something you buy on a regular basis, it’s important your choice fits your travel needs, so those on frequent business trips will value a robust case that keeps clothes flat, while others might need a bag that is suitable for other modes of transport or uses, as well as being plane cabin-friendly.

When it comes to nonchalantly slamming it away in the overhead locker, it’s important to check airlines’ size restrictions, as they vary from airline to airline. If you frequently fly on one airline in particular, you might be lucky enough to get a few extra inches, but generally measurements are 56cm x 45cm x 25cm. Being able to move and lift it easily through the various stages of the airport is also a key factor, so outside handles and decent wheels can be crucial. Soft cases tend to offer outside pockets, which are useful for easy-to-reach items when airlines only allow one piece of hand luggage. This is something of a hybrid bag, a cross between a case and a casual holdall. Its double-deck compartments make it easy to see all your items, but both compartments can be kept separate with the zippable cover for each side.

For those prone to over-fill cases, it is soft and malleable for squeezing in those extra items, while those who travel light can use the compression straps – with nice leather touches – to pack it down. However, with this one, it is best to place heavier items close to the bottom as it has a tendency to topple over when not full, despite the resting feet.

That said, the larger single wheels and long sturdy handle make it really easy to pull along, which is ideal if you need to walk some distance to or from the airport. There’s an in-built lock and handles on both the side and top. When holidays are over, it can be flattened down quite low, perfect for those who don’t have room to store a hard or bigger case.

Inside, the lower half has elastic ribbons to keep smart gear in place, while the other has a zipped cover with net pockets. It’s also strong, but very light, with a sturdy handle. Colour options include navy, grey-green, dark green and beige, so it will stand out from others on the carousel, if you do decide to check it in.

There are two compartments, both with elastic cross straps to hold everything in place, and one side with a dividing cover and two zipped net pockets. The handle has two heights, and it wheels easily on both two and four wheels (each double castors), and the top handle helps haul it into the overhead locker. There is an in-built combination lock, too. The only drawback might be that it looks a little plasticky – but for this price, you can’t have everything.

The single compartment offers the depth that you might not find with many of the double-deck cases on the market and, as such, the case offers a bit more capacity.

There is a flat pocket in the lid as well as an outside pocket, which hard cases aren’t able to offer. The long and sturdy handle zips away, and there is a chunky and substantial handle on both the side and top. There’s also a lockable zip, although the combination padlock included is only a two-digit lock and fairly flimsy, so it’s worth buying a better lock for this case.

With four double wheels, it travels well both on two and four wheels, while taller – and smaller – travellers will appreciate the pull handle that has five different levels. There is also a top handle, but no side handle.

The larger cases in the Pixon range come with an in-built scale, so you can test its weight anywhere. Sadly, though, this one doesn’t come with this gadget, so bring out the bathroom scales if your airline puts weight restrictions on hand luggage.

I’m sure you have a few more Ryanair baggage questions before your next flight. So to help you get the answer you need quickly, we have put all the frequently asked questions in one place.

Are cabin bags free on Ryanair?

The basic answer is yes, the airline’s checked baggage allowance means you are allowed to take one personal bag for free.

But if you want to take bigger or more cabin bags on Ryanair flights, there may be some charges.

If you are a priority passenger you are allowed one small bag and a larger cabin bag that can have wheels.

These bags must not be more than 10 Kg. But if you are a non-priority passenger, you are only allowed one personal bag.

When you are a non-priority passenger you are limited to one small bag (40cm x 20cm x 25cm) that fits under your seat.

If you need more carry-on bags, you can either upgrade to priority or pay for more baggage.

Priority passes are great because not only do you get extra luggage, but priority boarding too!

Your trip may be exploring Europe for more than a few days. If this is the case, it may be worth booking hold luggage. You can worry a lot less about trying to fit everything in your cabin baggage.

However, if you are a priority customer, you can take extra bags onto the flight for no extra charge.

What if the allowance is too small for my trip?

Ryanair is one of the strictest budget airlines when it comes to hand luggage.

When you don’t have the right bag or need to take a few more outfits, it is super easy for the cabin baggage allowance to become too small.

If this is the case for your next Ryanair flight, there are a few things you can do.

If the cabin bag options sizes are too small by a tiny bit, try the old travellers trick and wear your thickest clothes on your flight to save room.

But if you need a lot more space, you can add priority for  between €/£8 to €/£32 up to 40 minutes before your flight departs.

Sometimes your carry-on bag simply isn’t enough, so you may need to check in a bag.

There are lots of options and you can add this up to 40 minutes before your flight, but the closer you leave it, the more expensive it can be. Find out more about adding a Check-in Bag Here .

Tip: Don’t risk trying to sneak excess baggage on your Ryanair flight, you will get charged a fortune at the gate.

Ryanair how to add baggage after booking and what’s the cost

You can add more baggage for Ryanair flights up to 40 minutes on the app before your flight is due to leave.

However, it does become more expensive the longer you leave it.

The best way to add more cabin bags for your Ryanair flight is via the app. Simply sign into your Active trip, scroll down to your trip extras, click “Add to Trip” and follow the steps.

If priority is sold out for your flight, you can purchase the 10 Kg Check-In Bag.

The Price for adding these extras is usually between €/£8 to €/£32 . The priority passenger option works out a tiny bit cheaper than the 10 Kg Check-in Bag option.

The same rules apply to a Check-In Bag.

It is more expensive to purchase a 20 Kg bag for your flight than the 10 Kg. The cheapest way to add any Check-In baggage is via the “Manage my booking” section in the trip extras.

It is a lot more expensive to purchase baggage at the airport or by the call centre. So use the APP if you can.

Are you allowed a handbag and hand luggage on Ryanair?

Unfortunately, no.

It is a pain. Especially as a lot of the time your handbag will have all your important travel documents in it.

But you can squeeze your handbag into your free personal bag flight to make sure you aren’t charged extra.

Can I bring extra items on board?

Unless it fits in your cabin baggage allowance for your ticket, you can’t.

However, what is not allowed in hand luggage Ryanair can change for medical equipment or if you are travelling with a child.

Cabin Baggage for Ryanair

If you have any medical equipment, this can come onboard free of charge as well as your personal cabin baggage allowance.

When you are travelling with a child, You can bring 2 items of baby equipment free of charge per child.

If you are travelling with a baby (8 days- 23 months) you are allowed one 5 Kg bag (45x 35 x 20cms).

To qualify for this, the child needs to be travelling on an adult’s lap.

Can I take a 10kg bag on Ryanair for free?

To be able to take 10 Kg Cabin baggage on your Ryanair flight for free, you need to be a priority customer.

If you want to take a 10 Kg bag on your flight, you will either need to purchase the priority option on the app or the 10 kg Check-in bag.

Airlines reveal plans for new hand luggage rules – and it’s good news for budget fliers

TRAVELLERS with hand luggage can breath a sigh of relief as airlines in Europe hope to unify bag dimensions.

Flyers will soon no longer have to worry if their bag is the right size if airlines across Europe work together to find a one size fits all solution.

Airlines could soon introduced a standard carry on luggage size

It comes after earlier reports suggested that airlines located in the European Union would be changing their rules on September 1 to allow one piece of hand luggage and one small personal item, such as a handbag, backpack, or laptop bag.

Despite the earlier reports, the case is not true and travellers should check the policy of their airline they are travelling with.

A European Commission spokesman said: "Unfortunately, there has been some misinformation spreading as no upcoming EU regulation foresees changes to hand luggage rules."

However, there is some good news for travellers with airlines such as Ryanair, easyJet and British Airways attending a workshop in July to discuss the option.

The European Commission Department for Mobility and Transport stakeholder workshop took place to discuss possible common industry standards on the weight and dimensions of hand luggage.

Speaking to The Independent , Michael O’Leary, chief executive of Europe’s biggest budget carrier,  Ryanair said: "We do think there should be a standardised agreement on what can be brought on board.

"We’re working with the other airlines in A4E to try to agree standardised sizes, but we haven’t reached an agreement with them yet.

"If you take our Boeing 737s [the only plane type Ryanair flies], we can only allow about half the passengers to bring a wheelie bag on board.

"There isn’t space on board the aircraft for any more bags.

“So we don’t think there’s going to be any legislation that will impose a right – or impose on all airlines, "You must take all these wheelie bags" – because the aircraft won’t fit the bags."

The trade association Airlines for Europe (A4E) represents British Airways, easyJet, Ryanair and other leading airlines.

A decade ago, the The European Court of Justice decided that hand baggage was a “necessary aspect” of air travel and that passengers should be able to take a reasonable amount without paying extra.

However it is up to airlines to decide what is reasonable.

Unfortunately, it is not known when a standardised rule will come into place.

Meanwhile a rule to allow more than 100ml liquids in carry on luggage has been pushed back as strict rules will continue.

The new rule was meant to be introduced on September 1 2024.

However, the European Commission has since reintroduced temporary restrictions on liquids, following a similar  decision made by the UK government .

Therefore, passengers travelling from European airports will need to make sure their  liquids do not exceed 100ml  once again.

The rules come back into force from Sunday, September 1 - the end of this week - and are set to stay in place for an indefinite period of time, with no date yet announced for them to be lifted again.

All airports operating inside the 27 EU member states, as well as Iceland ,  Switzerland  and Norway, will need to comply with the new rules.

The 100ml restrictions are already in place in the UK, with the Government reintroducing the measures on June 9, 2024.

Under-pressure Indian low-cost carrier Spicejet is to furlough 150 cabin crew staff during the off-peak travel season as it continues to battle financial challenges.

SpiceJet is reportedly subject to “enhanced surveillance” from the Indian civil aviation regulator following an operational audit earlier this month. It comes as the airline, which earlier this month said it was working to secure fresh funding , has faced ongoing financial challenges and the grounding of parts of its fleet.

“SpiceJet has made the difficult decision to temporarily place 150 cabin crew members on furlough for three months,” the airline says. ”This step has been taken in response to the current lean travel season and the reduced fleet size, with the long-term stability of the organisation in mind.”

The carrier aims to raise around Rs30 billion ($357 million) through a qualified institutional placement, which it hopes to complete next month.

”As we work toward enhancing our fleet following the upcoming qualified institutional placement, we look forward to welcoming our crew members back to active duty,” SpiceJet says. ”We are committed to supporting our employees during this period.”

Cabin baggage limits on flights are maddeningly complicated. Airlines come up with their own rules on the exact dimensions and weights of hand luggage. Some charge for anything more than a small backpack, laptop case or handbag – others don’t.

If you normally fly on airline X, don’t assume your bag will also be compliant on airline Y.

Many “legacy” carriers such as British Airways and North American airlines have a generous two-item allowance for cabin baggage. But budget airlines in Europe do not.

The only sure way to comply with all the leading carriers with no extra charge is to have one small bag no bigger than 33 x 25 x 15 cm.

Yet according to one of the many reports circulating on mainstream news sites online: “The European Union is poised to roll out a new set of rules aimed at making air travel more straightforward and less unpredictable. From 1 September, changes to hand luggage regulations will be implemented as part of an initiative to standardise the dimensions of carry-on bags”.

Travellers are told, incorrectly, that starting in September , passengers on EU airlines will be entitled to “one piece of hand luggage and one small personal item, such as a handbag, backpack, or laptop bag”.

The story is nonsense. It is not clear why there should be widespread reporting about something that is not happening. But these are the key questions and answers about what is happening, with sources for the information provided.

Is the EU is making it mandatory for airlines to give a generous cabin baggage allowance?

No. The European Commission told me: “There is no upcoming EU regulation which foresees changes to hand luggage rules.”

The European Parliament passed a resolution last October saying: “EU-wide harmonisation of the requirements on the size, weight and type of carry-on and check-in luggage for all airlines operating in the European Union would enhance transparency and consumer protection for all air travellers.”

Given the current confusion, airports, airlines and passengers would surely agree with that.

What is the EU actually doing, then?

According to the European Commission Department for Mobility and Transport , a workshop took place in July “with all interested stakeholders to discuss possible common industry standards on the weight and dimensions of hand luggage”.

A spokesperson told me: “The Commission expects to hear further details from industry on the progress towards common standards soon and plans to organise a follow-up workshop in autumn.”

So the airlines are signed up to this?

Yes. The trade association Airlines for Europe (A4E), representing British Airways, easyJet, Ryanair and the leading airlines from Continental Europe, is on the case.

Michael O’Leary, chief executive of Europe’s biggest budget carrier, Ryanair , told me: “We do think there should be a standardised agreement on what can be brought on board.

“We’re working with the other airlines in A4E to try to agree standardised sizes, but we haven’t reached an agreement with them yet.”

But doesn’t the EU want to abolish charges for cabin baggage?

Ideally, but then you get into the tangle of European institutions with their own views, and overlapping and conflicting spheres of influence.

The European Court of Justice decided a decade ago that hand baggage constitutes a “necessary aspect” of air travel and that passengers should be able to take a reasonable amount without paying extra.

The European Parliament wants a rule that people should be able to take a couple of pieces of hand luggage on board without being “subject to a price supplement”.

The European Commission says: “Member States are urged, therefore, to ensure that this ruling is respected, and, in the meantime, to strive for transparency with regard to the disclosure of any fees charged for carry-on luggage.”

Surely that means a generous free limit for everyone?

The budget airlines believe it can’t and won’t happen. Michael O’Leary of Ryanair says officials in Brussels “accept that there will have to be restrictions”.

He told The Independent daily travel podcast : “If you take our Boeing 737s [the only plane type Ryanair flies], we can only allow about half the passengers to bring a wheelie bag on board. There isn’t space on board the aircraft for any more bags.

“So we don’t think there’s going to be any legislation that will impose a right – or impose on all airlines, ‘You must take all these wheelie bags’ – because the aircraft won’t fit the bags.”

He would say that, wouldn’t he?

Yes, because budget airlines make a large slab of their revenue from charging for larger items of hand luggage. Low-cost carriers saying they make pricing entirely transparent. I have some sympathy with them. Yet one reason the European authorities are taking a closer look at the subject is because the airlines have brought extra attention to their policies by upping the cost of baggage to an absurd degree.

In September, for example, I can fly with Ryanair to Croatia from London Stansted for £15. But taking a larger piece of cabin baggage will cost an extra £23 – over 50 per cent higher than the basic air fare. That bears little relation to the marginal cost of someone taking their own hand luggage on board.

When will things change?

Who knows, but I do not expect any action before summer 2025. Uniformity will be particularly tricky for regional carriers with small aircraft.

For example, Loganair has maximum cabin baggage dimensions of 40cm x 35cm x 18cm because of the size constraints of its fleet. A case with those exact dimensions would have a volume of 25 litres, which is 60 per cent less than the limit for a large piece of hand luggage on British Airways.

Meanwhile, just ensure you comply with the rules for your airline.

Any idea why those online articles about free baggage started appearing?

My best guess is that perhaps editors conflated the return of the uniform 100ml rule on liquids in cabin baggage across Europe – which is definitely happening on 1 September 2024 – with the proposed changes to hand-luggage allowances outlined by the European Parliament.
