Swimming is officially prohibited (there have been drownings), but it's the best beach for a knee-high dip. Women should opt for modest beachwear. Weekends are busy and festive. Surfers and kayakers can rent decent boards and kayaks from local surf pioneer Melville Smythe , by the jet-ski hut.

You can reach Rushikonda by bus 900K from the train station or RTC Complex, or shared autorickshaws from Beach Rd (around ₹40/person).

#5 Sunrise view

Rushikonda Beach offers a gorgeous sunrise view at around 5:45 in the morning. As an add-on to the beauty of the beach, the curve of the beach gives you various different angles to capture the sunrise. Take a walk along with your friends through the entire stretch of the beach shore, feeling the soft sand between your toes and having fun conversations.

#6 Scuba Diving

Rushikonda Beach allows you to absorb the beauty below as well as above the sea level. Put on the scuba-suit and dive into the blues of the sea where you can feel like a fish and see the fish, explore the corals and beautiful aquatic creatures that the Bay of Bengal offers. Also, there is an option for Snorkelling if you’d rather wish to watch from the surface of the water.

Duration: training for 30 minutes, 1 hour of actual dive; available from 9 am to 5:30 pm.

#7 Sea Kayaking

This beach also has the option of doing sea kayaking along with an instructor, who guides you in covering a distance of 1 km on the sea. Go now and paddle your way through the strong sea waves on a kayak to have an experience worth remembering forever.

Duration: 1 hour; available 9 am to 5:30 pm.

#8 Paramotoring

The Paramotoring facility at Rushikonda Beach puts you in the best spot to look over the beautiful land surrounding this beach along with the shores themselves. Riding with an instructor at nearly 22 km/hr, you take a back seat and simply enjoy the view. 

Cost: Rs. 2500

Duration: 7 minutes of air time; available in two-time slots- 6:30 am to 11 am and then 3 pm to 6:30 pm- with the morning slot being optimal for the best experience.

#9 Speedboating

If you’re looking for a more relaxed outing in the sea, you can go on a speedboat along with your friends, gathering the view around with the water spraying over your hands.

Cost: Rs. 200 

Timings: 9 am to 5:30 pm

#10 Jet Ski

Be it any beach, a Jet Ski is one of the popular rides. Rushikonda Beach too has the Jet Ski facility wherein you sit behind a trained driver, letting the seawater drench you.

A hilltop palace in Vishakhapatnam or Vizag, built in utmost secrecy behind giant barricades, was revealed to the public on Sunday, weeks after the Andhra Pradesh election that saw N Chandrababu Naidu's Telugu Desam Party (TDP) ousting YS Jagan Mohan Reddy's YSRCP government.

TDP MLA Ganta Srinivas Rao led an NDA delegation and the media in the first-ever tour of the lavish "palace on the hill" overlooking a beach on Sunday. The excursion left everyone stunned.

The CRZ (Coastal Regulatory Zone) clearance was given by the central government in May 2021 for a tourism project to be developed on Rushikonda Hills by the Andhra Pradesh Tourism Development Corporation.

TDP's national general secretary Nara Lokesh, however, says Jagan Reddy decided to use it exclusively as his camp office and built it at a cost of Rs 500 crore from the state exchequer.

The Rushikonda palace is spread over a 9.88-acre sea-facing site. Ganta Srinivas Rao said the previous government had built it in secrecy, using public funds on luxurious amenities, high-quality furnishing, sparkling chandeliers, bathtubs and the works.

Mr Rao compared the extravagance to palaces built by Iraq dictator Saddam Hussein and, closer home, Gali Janardhan Reddy. The "palace", he argued, includes a large conference hall designed for reviews and meetings - not exactly a feature of tourist properties.

The construction costs were kept "highly confidential" and contracts were awarded to supporters of Jagan's YSRCP, the TDP alleges.

The TDP leader said green resorts for tourism on Rushikonda, which generated an annual income of up to Rs 8 crore, were demolished for the palace. The state government misled the courts, he alleged. Initially, the state government called it a star hotel, then a "CM camp office", and later a tourism project, he claimed.

The project was launched as a star hotel with a budget of Rs 91 crore, with a 15-month deadline. However, Rs 95 crore was spent just on leveling the land, and another Rs 21 crore to beautify the surroundings, the TDP alleges. To keep the construction activities hidden, 20-foot barricades were erected.

According to Mr Rao, when the project was challenged, a High Court expert committee found several violations but construction continued.

No one, not even new Chief Minister Chandrababu Naidu and his deputy Pawan Kalyan, really knew what was coming up behind the barricades. "Divine intervention prevented Jagan from using the palace," Mr Rao quipped, referring to Jagan's election rout.

Visakhapatnam : The most confidential project in the YSRCP'S government is now permitted to the public on Sunday, breaking years of suspense.

As the public could not even think of going anywhere closer to the Rushikonda tourism project, the Opposition parties too were kept away from getting close to the premises.

On Sunday, as the alliance Bheemunipatnam MLA Ganta Srinivasa Rao allowed the media inside the premises, many visited the place for the first time.

Apart from the party leaders, people also came forward to view the 'palace' and take selfies at various points.

The YSRCP government destroyed the AP tourism project present at Rushikonda

and took up new project in the garb of tourism development. However, it was later proposed for the establishment of the CMO. Since then, no one was allowed inside. The new project was taken up at a cost of Rs.500 crore and it was built in a very luxurious manner.

But with the government now being changed, how will the alliance government make use of the grand project is yet to be known.

Rushikonda Buildings for Tourism, Dignitaries: YSRC

Visakhapatnam: Former minister Gudivada Amarnath on Monday said there was no controversy surrounding the Rushikonda buildings complex, but demanded that illegally occupied land of Gandhi Institute of Technology and Management (GITAM) be brought to light.

“Bheemili MLA Ganta Srinivasa Rao should show GITAM land encroachment to the people,” Amarnath said,

TD's Srinivas Rao and some Jana Sena leaders took media personnel for a tour of the building complex in Rushikonda on Sunday.

Srinivasa Rao noted that the buildings were constructed in a lavish manner by the YSRC government without giving details of the plan to the public. Also barricades had been put up to restrict entry.

In response, Amarnath on Monday said the current TD government now must think of ways to use the Rushikonda buildings for tourism.

"Even today, if the President, Governor, and other dignitaries visit Visakhapatnam, they stay in private hotels. It is best to use Rushikonda buildings for the stay of prominent figures in the country and those coming from abroad," he added.

After Visakhapatnam was announced as the executive capital, a three-man committee with IAS officers was formed for the construction of Rushikonda buildings, he said, adding Rushikonda buildings were built only after the committee gave a green signal.

Amarnath recalled that Ganta Srinivasa Rao had welcomed the decision. "While N. Chandrababu Naidu constructed temporary buildings in Amaravati during his tenure (2015-19), Y.S. Jagan constructed permanent buildings at Rushikonda," Amarnath asserted.

During the previous TD government, even if something was to be developed, the development work was done by clearing the hills, he said.

He said the temporary buildings in Amaravati cost crores of rupees.

Opinion: 'Palace Politics' dents Jagan's image as TDP goes for the jugular

Rushikonda in Telugu translates to 'Hill of the Sages'. But the resort on Rushikonda in Visakhapatnam, now more commonly and disparagingly referred to as 'the Jagan palace' on social media, is anything but saintly. Built on a sprawling 9.88 acres, the estimated cost is Rs 365 crore as per official records, though Telugu Desam estimates put the figure at Rs 550 crore.

At one point in time, the Andhra Pradesh Tourism's Haritha Resorts stood at the same spot, on top of a hill overlooking the Bay of Bengal. The modest facility was redeveloped in 2021, ostensibly to create a plush resort with premium villas and beach-facing suites. What emerged, however, was a magnificent structure consisting of as many as seven blocks . Construction work took place in the utmost secrecy with the place out of bounds for everyone. A senior police officer who has visited the resort several times in the last year to check it from the security point of view said the resort now includes space for security personnel, chambers for secretaries to the chief minister, the Chief Minister's office, space for guests and finally, the Chief Minister's residence. Besides, the blocks also offer facilities such as fitness centres, cafeteria and banquet halls.

Why this has blown into an ugly controversy is because of the kind of money that has been splurged on it. It is opulent and fit for a king of a flourishing kingdom, not the chief minister of a state that is scraping the bottom of its exchequer. Besides, the project was completed despite several environment-related petitions filed against it including one for alleged violations of the Coastal Regulation Zone (CRZ) rules.

The YSRCP also never came clean on the actual purpose of creating such a lavish structure. Even as neutral bureaucrats confirm that it was intended for the purpose of housing the Chief Minister - if Jagan returned to power in 2024 - and his camp office, YSRCP has argued that the President and Prime Minister of India could stay there instead of hotels in Vizag when they came visiting. It has also cited it as a move to promote tourism in the coastal city that was announced as the Executive capital of Andhra Pradesh by the Jagan regime. Under fire after the inside of the building was shown to the world, the YSRCP said the building is a government asset and not anyone's private property.

A detailed inquiry which is due to be ordered, will bring out how the Finance and Tourism departments sanctioned budgets way beyond what rules of the Roads and Buildings department stipulate. Under government rules, standard rates are fixed for every aspect of construction of a government building - what kind of bathroom tiles, sanitary ware, flooring, paint and the works - and contractors are bound to follow that. If there is a deviation from the norm, appropriate government orders and note files from the competent authority have to reflect it.

Politically, if the June 4 results of the Andhra Pradesh assembly election where the YSRCP was reduced to a paltry 11 seats was a body blow, the party and Jagan personally seem to have lost the battle of public perception over the Rushikonda property. The ruling Telugu Desam and Jana Sena are going to town telling the people that this is the way Jagan administered the state by splurging on his personal comfort by spending crores of taxpayers and public money.

In a very ironic way, 2024 is also proving to be a mirror image of 2019. Soon after taking over as Chief Minister five years ago, Jagan had ordered the demolition of the Praja Vedika, a convention hall built by the previous Chandrababu Naidu regime at a cost of Rs 8.9 crore, citing illegalities in construction. The YSRCP had also sought to harass Naidu alleging that the Undavalli residence where he stays on rent, was built on a riverbed in violation of environmental norms. The then chairman of the AP State Capital Region Development Authority, Alla Ramakrishna Reddy, had even threatened to evict Naidu from his residence. The shaming of Jagan over Rushikonda is a classic political tit-for-tat.

In Tadepalli near Vijayawada, the road adjoining Jagan's present residence has now been opened for the public after being closed for the past five years. Jagan largely functioned from the camp office at Tadepalli and came to the Secretariat complex in Velagapudi only for Cabinet meetings and Assembly sessions. From a public point of view, this is akin to what happened in Hyderabad after the defeat of the BRS. Pragati Bhavan, the official residence of the Telangana chief minister was fortified with huge iron structures when K Chandrasekhar Rao was at the helm of affairs. These structures occupied a significant part of the main road, leading to clogging up of traffic and putting commuters to inconvenience. When the Congress came to power in December 2023, it ordered the removal of the barricades.

Jagan is also being accused of ‘furniture theft’ as official furnishing is still being used at the Tadepalli camp office of the former chief minister. The Education and IT minister, Nara Lokesh, sought to embarrass Jagan by asking when he would return the furniture. Though the YSRCP has offered to pay for the furniture, this is a deja vu moment for the party because five years ago, the former Speaker of the Andhra Pradesh assembly Kodela Sivaprasad Rao was similarly accused by it of not returning furniture he used while in office. Rao was shamed by the YSRCP on social media and called a ‘furniture thief’. Rao killed himself in September 2019.

VIJAYAWADA : A fresh controversy erupted on Sunday as Bheemili MLA Ganta Srinivasa Rao visited the buildings constructed atop Rushikonda by the previous YSRC regime. Terming the buildings ‘Raja Mahal’, the TDP leader raised concerns over the secretive nature of the project and lack of transparency in its construction.

Questioning the rationale behind the extravagant expenditure, he pointed out that the buildings have been referred to as the camp office, five-star hotel and a tourism project over the last three years. Criticising the previous YSRC government for its proposal to establish three capitals, he accused the party of “manipulating” the thriving Haritha resorts in the Rushikonda area.

He lashed out at the YSRC for demolishing Praja Vedika, built under the TDP government, citing lack of permissions, and splurging `500 crore on the ‘secret project, which violates many norms in Rushikonda’.

“However, Jagan was voted out of power without even getting to experience the opulence of the palace he built,” Ganta quipped.

Further, he stated that deliberations are underway to decide the building’s fate. Noting the “infeasible manner” in which the palace was constructed, he said a decision will be taken after Chief Minister Chandrababu Naidu’s visit to the building.

Buildings are govt-owned, says YSRC

Denouncing the allegations, YSRCP in a post on X said, “The buildings in Rushikonda are government-owned assets and not private property. They do not belong to anyone. These buildings were constructed keeping in mind the priority given to Visakhapatnam by the previous government. It is up to the present government how to use them.”

No need for TDP to indulge in theatrics: YSRC

The YSRC said there is no need for the ruling party to engage in such theatrics by posting photos and videos of the interiors of the buildings in Rushikonda.

Accusing the TDP of slinging mud at the YSRC, the Opposition party said people are observing all such activities. The YSRC pointed out that since 1995, Chandrababu Naidu has been stating that Visakhapatnam will be made the financial capital. He has become chief minister four times so far, it noted.

“People should realize that if Prime Minister, President, Chief Minister or Governor goes to Visakhapatnam, there is no proper building to host them,” the YSRC posted.

Finding fault with the TDP and JSP leaders for going inside the buildings and posting pictures of the interiors as if a grave crime was committed, the YSRC said, it might give some happiness to cadre of the two parties, but it will in no way benefit people of Visakhapatnam. It may be pointed out that former tourism minister RK Roja had inaugurated the redeveloped resorts on Rushikonda Hill in Visakhapatnam on February 29 this year.

The new buildings, situated on a 9.88-acre site, replaced the old resort with seven blocks built at a cost of Rs 365.24 crore.

At the time, the then Tourism Minister had said that a three-member committee, appointed by the then State Cabinet, had recommended utilising the Rushikonda buildings as the CM’s camp office, but the proposal was yet to be approved by the then Chief Mininister YS Jagan Mohan Reddy.

T DP has accused former chief minister YS Jagan Mohan Reddy of constructing a luxurious resort on Rushikonda Hill in Visakhapatnam.

The TDP alleged that the resort, disguised as a tourism project, was intended for Jagan's personal use.

This startling accusation sparked intense debates about transparency and governance in the state's tourism projects following the TDP's significant victory in the recent elections.

TDP MLA Ganta Srinivasa Rao and his supporters even staged a protest at the site, escalating the situation.

What is the row about?

In late 2021, the YSRCP government announced the redevelopment of the Andhra Pradesh Tourism Development Corporation (APTDC)-run Haritha resort on Rushikonda Hill to turn it into a major tourist attraction.

Since then, a 9.88-acre area of the resort has been restricted, with the government claiming ongoing development work.

Official records show that the area was divided into blocks, and buildings are being constructed at an estimated cost of Rs 356.4 crore. In February, former Tourism Minister RK Roja inaugurated the redevelopment project.

The TDP has raised concerns about the secrecy surrounding the project, alleging that the YSRCP is building a lavish residence for Jagan under the guise of the project, which they claim violates several norms.

TDP's allegations

The TDP has capitalised on the Rushikonda project's controversy, alleging that it exemplifies Jagan's "misgovernance".

After coming to power, Srinivasa Rao and the ruling party supporters visited the site to uncover the project details before CM Chandrababu Naidu’s planned visit to Visakhapatnam.

They took pictures of the site and shared them on social media. Rao criticised the YSRCP for demolishing Praja Vedika, which had been built during the previous TDP government.

"Jagan was voted out of power before enjoying the opulence of the palace he constructed," he said.

Rao mentioned that discussions were underway to determine the future of the building.

"The palace was constructed in an impractical manner, and a decision regarding its use will be made after Naidu's visit," he said.

A close aide of TDP’s Visakhapatnam MP M Bharat added, "The truth is finally out. We have been saying this for years. This was Jagan’s project to benefit personally. It is not in the interest of Andhra."

Additionally, Bheemili MLA Ganta Srinivasa Rao pointed out that the bathrooms at Rushikonda Resort are larger than the houses provided to the poor by the YSRCP government.

He said, "The YSRCP government initially announced the construction of a five-star hotel with Rs 91 crore. Ultimately, they spent Rs 95 crore on demolition and excavation and later inflated the construction cost to Rs 460 crore."

He questioned the secrecy surrounding the construction at Rushikonda, citing inconsistencies in the project's public explanations.

Earlier, TDP leader and Andhra Pradesh IT Minister Nara Lokesh told the media, "The Chief Minister has asked the officials to submit a report on the Vizag Rishikonda issue. Many things similar to Rishikonda have occurred in the state, and we will disclose everything to the public after the report is published."

Symbol of opulence

The Rushikonda resort has become a symbol of luxury, with 12 bedrooms and a total built-up area of 1,41,433 square meters.

The three palaces were built by carving the serene Rushikonda hills, and the Jagan government reportedly spent Rs 407 crore of the estimated Rs 452 crore on the project.

Some bathrooms were as large as 480 square feet.

The TDP argued that if this was constructed for tourism promotion, there was no need for meeting halls measuring 7,266 square meters.

The first-floor meeting hall in Kalinga block had a chandelier costing Rs 2 lakh, with huge corridors adorned with expensive imported marble and similar chandeliers.

The Kalinga block also featured a home theatre with a wall-to-wall screen.

The Gajapathi and Vengi blocks had identical facilities. The government spent Rs 33 crore on internal decoration and another Rs 50 crore on landscaping.

The entire complex, including bathrooms, had a central air-conditioning facility. Special attractions included a sea-facing dining hall, 12 beds in all bedrooms, and spa facilities in bathrooms.

YSRCP's response

The Jagan-led party has maintained that the redevelopment project was intended to boost tourism in Visakhapatnam.

“The buildings in Rushikonda are government-owned assets and not private property. They do not belong to anyone. These buildings were constructed keeping in mind the priority given to Visakhapatnam by the previous government. It is up to the present government how to use them,” the party said in a post on X.

The YSRCP claimed the buildings were being constructed to house dignitaries such as the Prime Minister and President when they visited the city.

Former Minister Gudivada Amarnath has alleged that TDP MLAs and some ministers are trying to mislead the public by projecting the buildings as private properties for Jagan's use.

Amarnath recalled that the APTDC resort was constructed during the tenure of former Chief Minister NT Rama Rao and the property remain under APTDC's control. He emphasised that the current government could decide how to use the buildings for public purposes, countering the TDP's claims of misuse.

Environmental concerns

The construction of the Rushikonda resorts has faced criticism from environmentalists and activists who argue that the activity violates Coastal Regulation Zone (CRZ) norms.

Several petitions have been filed in different courts, including the National Green Tribunal (NGT), challenging the construction.

Retired bureaucrat EAS Sarma wrote to the Ministry of Environment, Forests, and Climate Change (MEFCC), arguing that the structures are not intended for tourism but for housing the CM's office as part of shifting the administrative capital to Visakhapatnam. Sarma urged the MEFCC to revoke the CRZ clearance and penalise APTDC officials for violating the law.
