Tourism has massively increased in recent decades. Aviation has opened up travel from domestic to international. Before the COVID-19 pandemic, the number of international visits had more than doubled since 2000.

Tourism can be important for both the travelers and the people in the countries they visit.

For visitors, traveling can increase their understanding of and appreciation for people in other countries and their cultures.

And in many countries, many people rely on tourism for their income. In some, it is one of the largest industries.

But tourism also has externalities: it contributes to global carbon emissions and can encroach on local environments and cultures.

According to the first UNWTO World Tourism Barometer of the year,  international tourism ended 2023 at 88% of pre-pandemic levels , with an estimated 1.3 billion international arrivals .  The unleashing of remaining pent-up demand, increased air connectivity, and a stronger recovery of Asian markets and destinations, are expected to underpin a full recovery by the end of 2024 (UNWTO Tourism Barometer January 2024 – Press Release) .

An estimated 1286 million international tourists (overnight visitors) were recorded around the world in 2023, an increase of 34% over 2022. International tourism recovered 88% of pre-pandemic levels, supported by strong pent-up demand (UNWTO Tourism Barometer January 2024-Excerpt) .

International tourism is expected to fully recover pre-pandemic levels in 2024, with initial estimates pointing to 2% growth above 2019 levels. This central forecast by UNWTO remains subject to the pace of recovery in Asia and to the evolution of existing economic and geopolitical downside risks (UNWTO Tourism Barometer January 2024 – Press Release) .

Asia and the Pacific reached 65% of pre-pandemic levels, with a gradual recovery since the start of 2023 following the reopening of several markets and destinations. However, performance among subregions were mixed, with South Asia recovering 87% of pre-pandemic levels and North-East Asia, 55% (UNWTO Tourism Barometer January 2024-Excerpt) .

There is still significant room for recovery across Asia. The recent reopening of several source markets and destinations is expected to boost recovery in the region and globally (UNWTO Tourism Barometer January 2024- Excerpt) .

The UNWTO World Tourism Barometer is a publication of the World Tourism Organization (UNWTO) that monitors short-term tourism trends regularly to provide global tourism stakeholders with up-to-date analysis of international tourism. The information is updated several times a year and includes an analysis of the latest data on tourism destinations (inbound tourism) and source markets (outbound tourism). The Barometer also includes three times a year Confidence Index based on the UNWTO Panel of Tourism Experts survey, which provides an evaluation of recent performance and short-term prospects for international tourism.

Economic Impact Research

  • In 2023, the Travel & Tourism sector contributed 9.1% to the global GDP; an increase of 23.2% from 2022 and only 4.1% below the 2019 level.
  • In 2023, there were 27 million new jobs, representing a 9.1% increase compared to 2022, and only 1.4% below the 2019 level.
  • Domestic visitor spending rose by 18.1% in 2023, surpassing the 2019 level.
  • International visitor spending registered a 33.1% jump in 2023 but remained 14.4% below the 2019 total.

What research does WTTC carry out?

The global travel and tourism sector’s post-pandemic recovery is gaining pace as the world’s pent-up desire for travel rekindles. The difference in international tourist arrivals in January 2021 and a similar period in January 2022 was as much as the growth in all of 2021. However, with $4.5 trillion in GDP and 62 million jobs lost in 2020 alone, the road to recovery remains long.

A few factors will greatly determine how the sector performs. These include travel restrictions, vaccination rates and health security, changing market dynamics and consumer preferences, and the ability of businesses and destinations to adapt. At the same time, the sector will need to prepare for future shocks.

The TTDI benchmarks and measures “the set of factors and policies that enable the sustainable and resilient development of the T&T sector, which in turn contributes to the development of a country”. The TTDI is a direct evolution of the long-running Travel and Tourism Competitiveness Index (TTCI), with the change reflecting the index’s increased coverage of T&T development concepts, including sustainability and resilience impact on T&T growth and is designed to highlight the sector’s role in broader economic and social development as well as the need for T&T stakeholder collaboration to mitigate the impact of the pandemic, bolster the recovery and deal with future challenges and risks. Some of the most notable framework and methodology differences between the TTCI and TTDI include the additions of new pillars, including Non-Leisure Resources, Socioeconomic Resilience and Conditions, and T&T Demand Pressure and Impact. The World Economic Forum's latest Travel & Tourism Development Index highlights many of these aspects, including the opportunity and need to rebuild the travel and tourism sector for the better by making it more inclusive, sustainable, and resilient. This will unleash its potential to drive future economic and social progress.

Within this context, we asked four business leaders in the sector to reflect on the state of its recovery, lessons learned from the pandemic, and the conditions that are critical for the future success of travel and tourism businesses and destinations.

Despite the challenges created by the COVID-19 pandemic, the future looks bright for travel and tourism. Across the globe, people are already getting back on the road. Demand for travel is incredibly resilient and as vaccination rates have risen and restrictions eased, travel has rebounded quickly, often led by leisure.

The way many of us live and work has changed because of the pandemic and the way we travel has changed as well. New categories of travel have emerged. The rise of “bleisure” travel is one example – combining elements of business and leisure travel into a single trip. Newly flexible work arrangements, including the opportunity for many knowledge workers to work remotely, have created opportunities for extended travel, not limited by a Monday to Friday “9 to 5” workweek in the office.

To capitalize on this renewed and growing demand for new travel experiences, industry must join governments and policymakers to ensure that the right conditions are in place to welcome travellers as they prepare to get back on the road again, particularly those who cross international borders. Thus far, much of the recovery has been led by domestic and leisure travel. The incremental recovery of business and international travel, however, will be significant for the broader industry and the millions who make their livelihoods through travel and tourism.

Looking ahead to future challenges to the sector, be they public health conditions, international crises, or climate impacts, global coordination will be the essential component in tackling difficult circumstances head-on. International agreement on common – or at least compatible – standards and decision-making frameworks around global travel is key. Leveraging existing organizations and processes to achieve consensus as challenges emerge will help reduce risk and improve collaboration while keeping borders open.

At a time when people’s movements are still being restricted by the pandemic, there is a strong, renewed sense that people want to travel and that they want to go places for business and leisure.

In that respect, the biggest change has been in the very concept of “travel.”

A prime example is the rapid expansion of the market for “virtual travel.” This trend has been accelerated not only by advances in digital technologies, but also by the protracted pandemic. The travel and tourism sector will not be able to survive unless it adapts to this new market.

However, this is not as simple as a shift from “real” to “virtual.” Virtual experiences will flow back into a rediscovery of the value of real experiences. And beyond that, to a hunger for real experiences with clearer and more diverse purposes. The hope is that this meeting of virtual and actual will bring balance and synergy the industry.

The pandemic has also seen the emergence of the “sustainability-conscious” traveller, which means that the aviation industry and others are now facing the challenge of adding decarbonization to their value proposition. This trend will force a re-examination of what travel itself should look like and how sustainable practices can be incorporated and communicated. Addressing this challenge will also require stronger collaboration across the entire industry. We believe that this will play an important role in the industry’s revitalization as it recovers from the pandemic.

How is the World Economic Forum promoting sustainable and inclusive mobility systems?

The World Economic Forum’s Platform for Shaping the Future of Mobility works across four industries: aerospace and drones; automotive and new mobility; aviation travel and tourism; and supply chain and transport. It aims to ensure that the future of mobility is safe, clean, and inclusive.

  • Through the Clean Skies for Tomorrow Coalition , more than 100 companies are working together to power global aviation with 10% sustainable aviation fuel by 2030.
  • In collaboration with UNICEF, the Forum developed a charter with leading shipping, airlines and logistics to support COVAX in delivering more than 1 billion COVID-19 vaccines to vulnerable communities worldwide.
  • The Road Freight Zero Project and P4G-Getting to Zero Coalition have led to outcomes demonstrating the rationale, costs and opportunities for accelerating the transition to zero emission freight.
  • The Medicine from the Sky initiative is using drones to deliver vaccines and medicine to remote areas in India, completing over 300 successful trials.
  • The Forum’s Target True Zero initiative is working to accelerate the deployment and scaling of zero emission aviation, leveraging electric and hydrogen flight technologies.
  • In collaboration with the City of Los Angeles, Federal Aviation Administration, and NASA, the Forum developed the Principles of the Urban Sky to help adopt Urban Air Mobility in cities worldwide.
  • The Forum led the development of the Space Sustainability Rating to incentivize and promote a more safe and sustainable approach to space mission management and debris mitigation in orbit.
  • The Circular Cars Initiative is informing the automotive circularity policy agenda, following the endorsement from European Commission and Zero Emission Vehicle Transition Council countries, and is now invited to support China’s policy roadmap.
  • The Moving India network is working with policymakers to advance electric vehicle manufacturing policies, ignite adoption of zero emission road freight vehicles, and finance the transition.
  • The Urban Mobility Scorecards initiative – led by the Forum’s Global New Mobility Coalition – is bringing together mobility operators and cities to benchmark the transition to sustainable urban mobility systems.

In the next few years, I think sustainability practices will become more prevalent as travellers become both more aware and interested in what countries, destinations and regions are doing in the sustainability space. Both core environmental pieces, such as water and air, and a general approach to sustainability are going to be important.

Additionally, I think conservation becomes more important in terms of how destinations and countries explain what they are doing, as the importance of climate change and natural resources are going to be critical and become top of mind for travellers.

A s the world continues to emerge from the shadows of the Covid-19 pandemic, the international tourism sector is witnessing a robust recovery, promising a prosperous year ahead for the global hotel industry.

According to the latest World Economic Forum travel and tourism study, international tourist arrivals are projected to return to pre-pandemic levels this year, a trend that bodes well for hotels worldwide.

A surge in global tourist arrivals

The Travel & Tourism Development Index 2024 (TTDI), a collaborative effort between the World Economic Forum and the University of Surrey, points to a significant upturn in global tourism.

Francisco Betti, Head of the Global Industries team at the World Economic Forum, highlights this resurgence, noting, “This year marks a turning point for the travel and tourism sector, which we know has the capacity to unlock growth and serve communities through economic and social transformation.”

For hotels, this growth translates to increased occupancy rates and a revival of revenue streams that had been stifled during the pandemic.

UNWTO insights: a boost for hotel occupancy and revenue

Further emphasising the recovery, the UNWTO World Tourism Barometer reported earlier this year that international tourism ended 2023 at 88% of pre-pandemic levels, with a strong recovery noted across the Middle East, Europe, and Africa—key markets for the hotel industry.

UNWTO Secretary-General Zurab Pololikashvili comments on the sector’s resilience, stating, "The latest UNWTO data underscores tourism's resilience and rapid recovery, with pre-pandemic numbers expected by the end of 2024."

This resurgence is particularly promising for hotels as international tourism receipts reached approximately USD 1.4 trillion in 2023, indicating robust spending that directly benefits hoteliers.

Hotels can expect not only higher room bookings but also increased spending on amenities and services, enhancing overall profitability.

Addressing industry challenges and seizing opportunities

Despite the positive outlook, challenges such as economic fluctuations, geopolitical tensions, and environmental concerns remain. However, the sector's recovery offers hotels the opportunity to address these issues proactively.

Enhanced sustainability practices and the adoption of new technologies like big data and artificial intelligence can streamline operations and improve the guest experience.

Iis Tussyadiah, a prominent academic in the field, underscores the importance of a strategic approach: “The sector has big potential to foster prosperity and mitigate global risks, but that potential can only be fully realized through a strategic and inclusive approach.”

For hotels, this means investing in sustainable practices, improving workforce skills, and ensuring inclusive growth.

The TTDI 2024 highlights the critical role of high-income and developing countries in the sector's future.

For the hotel industry, this suggests a need for strategic investments in infrastructure and service quality, particularly in emerging markets where tourism growth is most pronounced.

Thanks in part to its national parks, universities and major metros, the United States boasts the strongest travel and tourism economy in the world right now, according to a newly released report from the World Economic Forum.

Overall, however, European countries dominate the top 10 with six of them making the cut—including France, which will be an especially popular destination this summer as Paris hosts the 2024 Summer Olympics .

The World Economic Forum’s Travel & Tourism Development Index (TTDI) takes into account a number of factors across several categories for its rankings.

The report’s metrics focus on countries’ tourism sectors—including factors like airports, on-the-ground transportation and ports, natural and cultural resources, safety and security, price competitiveness and destinations’ openness to tourism.

“The index measures the set of factors and policies that enable the sustainable and resilient development of the [travel and tourism] sector, which in turn contributes to the development of a country,” the report says.

Which Countries Have The Best Travel And Tourism Industries In 2024?

Mallorca, Spain

A category that helped the United States achieve the top rank include “non-leisure resources,” which the U.S. ranked first for and is defined as having a presence of leading universities, global cities and major corporations.

With 429 national parks sites and more than 12,000 miles of coastline, the United States also came in third for natural resources, trailing behind Australia and Brazil. The country ranks No. 6 for tourist services and infrastructure.

Areas where the States fall short include price competitiveness (No. 115) and safety and security (No. 77). Malaysia ranked first for price competitiveness and Singapore took the top spot for safety and security.

On the previous report from 2021, Japan topped the list.

How Is The Post-Pandemic Tourism Rebound?

While the report points out that the tourism industry continues to be on the up and up coming out of the pandemic, many countries—including the United States—are experiencing growing pains.

Of the 119 TTDI-ranked economies, 71 increased their scores between the 2019 and 2024 editions, however the average index score is just 0.7% above pre-pandemic levels.

Countries in the Middle East had the strongest rebounds, with international tourist arrivals 20% above the 2019 level. The Americas, Europe and Africa had rates around 90%.

Sustainability of travel demand is also a consideration, a timely issue as a growing number of European cities are imposing or raising tourism taxes to help curb overtourism —or at least help offset its impacts.

Some challenges highlighted in the report include tourism labor shortages, flight routes not keeping up with demand and inflation.

Roger Jamieson, pillar of N.L.'s tourism industry, dead at 66

Jamieson served on several tourism boards and councils showcasing n.l. to the world, social sharing.

Roger Jamieson, a pillar and key supporter of Newfoundland and Labrador's tourism industry, died on Saturday. He was 66.

Jamieson served in many roles, including former president of Hospitality Newfoundland and Labrador and chair of the Marble Mountain Development Corporation. He most recently served as chair of the Newfoundland and Labrador Tourism Board.

He was also known for opening Kilmory Resort, a multiseason cottage resort and RV park, in Swift Current in 1991, and was honoured for his volunteer work with the Queen Elizabeth II Diamond Jubilee Medal in 2013.

Deborah Bourden, the current chair of Hospitality N.L., remembers Jamieson as a big personality with a big heart who cared deeply about making people happy.

"He said 'Deborah, we are in the happiness business. We have to make people happy,'" Bourden said.

"His passion and his belief in tourism in Newfoundland and Labrador probably outstripped all of the rest of us put together. He had an amazing ability to believe in what we were doing here in our industry."

Jamieson was also known in political circles, running for the Liberals in the district of Placentia West-Bellevue in 2017. He also served as the district association's president and ran for federal politics in 2007.

His father, Don, was a Liberal MP who represented southern Newfoundland for 13 years.

Premier Andrew Furey and Tourism Minister Steve Crocker issued a joint statement Monday thanking Jamieson for his contributions to the province.

"Not only was Roger a tourism operator, he was also a passionate advocate for the province's tourism industry," the statement said.

"There is no doubt that his decades of commitment to the industry have helped put Newfoundland and Labrador on the map as a premier travel destination."

China has recovered its position as top spender on international tourism in 2023 as Asia and the Pacific consolidates its recovery from the impacts of the pandemic. In 2022, the list of top spenders was headed by the United States. France, Spain and USA took the top spots for most-visited destinations.

Top Tourism Spenders in 2023 

Chinese expenditure on travel abroad reached USD 196.5 billion in 2023, ahead of the United States (USD 150 billion), Germany (USD 112 billion), the United Kingdom (USD 110 billion) and France (USD 49 billion). Making up the top ten spenders for 2023 are Canada, Italy, India, the Russian Federation and the Republic of Korea. India jumped to 8th place, from 14th in 2019, confirming the growing importance of the country as a source market, while Italy rose from 10th to 7th position. 

Top in arrivals and receipts: France, Spain and USA consolidate their positions 

France consolidated its position as the world’s most visited destination in 2023 with 100 million international tourist arrivals. Spain was second with 85 million, followed by the United States (66 million), Italy (57 million) and Türkiye, which closed the top five with 55 million international tourists.  

Completing the top ten most visited destinations in 2023 are Mexico, the United Kingdom, Germany, Greece and Austria. Compared to before the pandemic, Italy, Türkiye, Mexico, Germany and Austria all rose one position, while the United Kingdom rose from 10th to 7th and Greece from 13th to 9th. 

On the side on international tourism receipts, the ranking is led by the United States, earning USD 176 billion in 2023, followed by Spain (USD 92 billion), the United Kingdom (USD 74 billion), France (USD 69 billion) and Italy (USD 56 billion). 

Following the above, destinations earning the most from international tourism in 2023 include the United Arab Emirates, Türkiye, Australia, Canada, Japan, Germany, Saudi Arabia, Macao (China), India and Mexico which complete the top 15 list of tourism earners.  

Upward movements in the ranking among the top earners include the UK jumping to the 3rd position from 5th pre-pandemic, the United Arab Emirates from 13th to 6th, Türkiye from 12th to 7th, Canada from 15th to 9th, Saudi Arabia from 27th to 12th, and Mexico from 17th to 15th.  

Croatia (from 32nd to 25th), Morocco (from 41st to 31st) and the Dominican Republic (43rd to 34th) also moved up in the Top 50 ranking by receipts in 2023, as did Qatar (from 51st to 37th) and Colombia (50th to 44th). 

Looking ahead to a full recovery globally in 2024 

As per the latest World Tourism Barometer , in 2023 international tourist arrivals recovered 89% of 2019 levels and 97% in Q1 2024. UN Tourism’s projection for 2024 points to a full recovery of international tourism with arrivals growing 2% above 2019 levels, backed by strong demand, enhanced air connectivity and the continued recovery of China and other major Asian markets. 

Total export revenues from international tourism, including both receipts and passenger transport, reached an estimated USD 1.7 trillion in 2023, about 96% of pre-pandemic levels in real terms. Tourism direct GDP recovered pre-pandemic levels in 2023, reaching an estimated USD 3.3 trillion, equivalent to 3% of global GDP.
