Studying abroad with Greenheart Travel’s high school program in Germany will give you a chance to live and study in a place where gemütlichkeit, or good-naturedness, is a way of life! Immerse yourself in a culture where hiking, cycling, palaces, parks, and gardens are abundant. As an exchange student in Germany, you will experience what it’s like to attend high school with your German peers and receive the wealth of cultural immersion, allowing you to gain a new perspective during your academic adventure abroad!

Arrival and Departure 

All students are required to book flights on their own. An airport transfer upon arrival is included in the cost of the program. We will provide your exact arrival and departure dates after you’re placed in a host family and school, as well as the exact timeframes you should arrive/depart, so that you can start to search for possible flights. We require prior approval of a proposed itinerary before you purchase any flights.

Program Fees for Fall 2024 – Spring 2025

  • Academic Trimester: $10,470
  • Academic Semester: $12,170

Our Support and Services: 

  • Visa Assistance  in applying for the visa ahead of arrival, including visa paperwork and extensive directions and support.
  • Extensive pre-departure advice and support from your US-based program coordinators! They will be with you from your first inquiry, all the way through preparing to leave and your arrival in Germany.
  • Support  from in-country staff upon arrival to Germany.
  • Online pre-departure cultural and logistical orientation  before you leave
  • 24-hour in-country and emergency support  for the duration of the program, including 24-hour emergency phone numbers to reach a program manager at any time.
  • Opportunity to apply for a  Greenheart Grant  to give back to your community at home or abroad

Additional Expenses to Budget for (Estimates):

  • Airfare to/from Germany
  • Public transportation if required. In places where public transport is good, students will mostly be expected to use it or ride a bike. The average cost of a bus pass is 60-90 €/month.
  • Extracurricular activities/sports/clubs
  • Personal spending money for cell phones, clothes, toiletries, etc.
  • German courses for beginners (200 euros/month)
  • Textbooks are usually provided by the school, in some cases might have to be purchased.

Payment Details

  • $1,500 Application Fee due by the program deadline to formally apply
  • $5,000 Commitment Payment due 14 days after acceptance
  • Remaining balance is due 16 weeks prior to your start date.  If your program starts within 16 weeks of acceptance, the remaining program balance payment will be due at the same time as the commitment payment. 

Worried about the program fee?

Our goal is to help make travel accessible to everyone and we are here to help when you are deciding if this experience is financially do-able. Each year we offer  scholarships  for high school study abroad students! We also have a  guide to fundraising your program fee , and many high school students fundraise in their hometown ahead of their program.

We also offer discounts for applying early (plus there are  many other benefits  to applying early!) for each start date and for US families that have hosted an exchange student with Greenheart Exchange.

In researching a study abroad program, you have already shown you are a leader and open-minded in your academic pursuits. These are just a few of the traits that our exchange students possess. You’re motivated to immerse yourself in another culture and flexible enough to live outside your comfort zone. You should also:

  • Be between 15 and 18 years of age (at the time of travel)
  • Be from the United States or Canada
  • Possess a high school cumulative GPA of at least 2.75/4.0
  • Be in great mental* and physical health
  • Have a genuine interest in becoming a part of your host family and community
  • Have at least 2 years of German language instruction or Be willing to attend a German language course during the first half of the program (not included in program fee)

*What does it mean to be in good mental health?

Moving to a new culture and staying in unfamiliar surroundings without your normal support structure can be very stressful, even to a well-adjusted student. Sending a student with pre-existing conditions on a long-term exchange program could exacerbate whatever challenges the student was previously facing. In order to ensure the safety of our participants, we must be rigorous in our pre-screening of all high school abroad applicants.

Therefore, we may not be able to accept students who have struggled with any kind of mental illness, specifically within the last 2 years and/or are reliant on medication to address their existing mental health condition. Each student will be addressed on a case by case basis and ultimately it is Greenheart Travel’s in-country partner who holds the right to accept or decline a student based on their individual policy.

These include, but are not limited to:

  • Obsessive-compulsive disorder
  • Eating disorders
  • Chronic debilitating migraines
  • Bipolar Disorder

All students who currently experience one or more of these conditions will be required to submit an addendum to the terms and conditions as well as a letter of support from their current mental health specialist. If the student’s mental health issue has been managed (post-medication) for over 2 years, we will still require a note from his/her relevant practitioner (psychologist, therapist, psychiatrist, etc) as part of the application process.  We encourage you to discuss your specific situation with us directly, before securing these documents.

Please note that students who have been diagnosed with ADD or ADHD will not be guaranteed any academic accommodations plans by the host school abroad.

So, what about credits?  

Neither Greenheart Travel nor the host school abroad provides high school credit. All credit  must  be granted through your home school in the U.S. or Canada. All U.S./Canadian schools have different policies.  Here’s a blog post  to read more about how some alumni have transferred credits.   

In Germany, we cannot guarantee your host school will provide you an official transcript. If your school will not, some host schools will provide documentation, letters, and any other materials you require upon request. You must have good behavior, attendance, and performance in order for the school to fulfill this request.  

Then, you should take this documentation back to your home school as proof of your participation in the program. Your home school is responsible for awarding you credit for this program or not.   

Before You Go Abroad

You should meet with your U .S./Canadian high school before you leave and share the general curriculum guidelines for Germany with your guidance counselor and/or teachers.  

Because the curriculum will vary by school and we cannot guarantee you’ll take any specific classes, it is important that you arrange the required classes required for your graduation, such as U.S. History, before or after your time abroad.   

Greenheart Travel will be able to provide information about the general curriculum for your age level in Germany , but y ou will not know your course schedule until after you arrive in country and start attending school.

Once You’re Abroad

Please keep in mind that the grading system in other countries is different than the US. Most host schools will not grant grades or transcripts as it is too difficult to evaluate your work due to the language barrier. If your host school is able to award you grades, they won’t be an exact match to what you would get in the US.

What to know about attending a German high school:

  • Most exchange students study in public schools.
  • The German high school consists of Grades 10-12 and is divided into two semesters, the first beginning in August and the second ending in June.
  • You will go to school from Monday to Friday, from 7:50 in the morning until around 1 o’clock. Sometimes it is longer depending on the day and the subjects chosen.
  • Each session is normally about 45 minutes.
  • Math, German, English, a second language (French or Spanish), Biology, Chemistry, Physics, History, Geography, and/or Social Sciences are typically taught in 10th & 11th grades.
  • Three different tracks (Languages/Literature/Arts; Social Sciences; Mathematics/Sciences) are taught in 12 grade and your host school will determine your track.

Getting involved in extra-curricular activities is a great way to gain deeper insight into German culture. Every town offers a variety of clubs and activities. So do a little investigative work when you arrive to determine the best option for you!

As a High School in Germany participant, we will support you and welcome you to the program in a variety of orientation activities.

These Include:

  • Greeting and Transfer from Airport to Orientation Site (Mannheim)
  • Cultural Tours (museums, palaces, plazas, cathedrals, etc)
  • Online pre-departure cultural and logistical orientation  before you leave with the Greenheart Travel staff
  • Greenheart Travel Atlas Program  will provide pre-departure activities to complete ahead of arrival, on program, and for reflection after returning home.
  • Local coordinators  will meet the student personally after arrival in their host family placement

The best way to learn about a new culture and language is to be fully immersed in it which is why all Greenheart Travel high school abroad students live with local host families. All of our host families are volunteers and will treat you as a member of their family. By being a part of your family’s daily life, you will learn to live and speak like a local.

Prospective host families undergo a rigorous screening process. Participants can rest assured that only suitable host families will be selected. In fact, many of our current host families have hosted students in the past, showing what an impactful experience it was.

In order to qualify as a host family, the prospective hosts must:

  • Successfully pass a criminal background check
  • Undergo and pass an in-person interview with program staff
  • Agree to and pass a home inspection

We will connect you with your host family prior to your arrival in your host country. By e-mailing and speaking with them before arriving, it will help break the ice when you finally meet in person. It will also show that you are as excited to live with them as they are to host you!

Host families have many reasons why they want to welcome you! Our host families are volunteers, meaning they  don’t receive compensation for housing and feeding students during  their program. Many host families love the experience of cultural exchange – they learn just as much about your country as you do theirs. Many are also former exchange students and want to return the favor, or they have children who have gone or will go to study in the U.S. Having an exchange student exposes their children to new languages and cultures.

Each semester the program offers optional trips for exchange students to participate in. Usually, during the fall semester, there is a trip to Hamburg and during the spring, to Munich. These trips are not included in the program and are optional.

Usually, these trips are from Friday afternoon/evening until Sunday afternoon. They include entrance fees, snacks, half board and hostel accommodation (transport is an additional cost and organized by students.) The cost is usually around €200.

Sightseeing, ferry tour along the Elbe river, eating local specialties, a live concert in pub, rally, free time for shopping, and the Hamburg Dungeon (a kind of haunted house with scary Hamburg history!)

Sightseeing, hop-on-hop-off bus tour, hike in Olympic Park, Spring Fest (little Oktoberfest!), local specialties, market, free time for shopping, pedalboat, and museum visits.

Trips Outside Germany

Students are often invited to join our excursions and trips with our exchange students in other countries as well. This past year there were trips to London, Paris/Lille, Amsterdam, Norway, and Edinburgh. The cost ranged between 200-400€ for a (long) weekend. Greenheart Travel welcomes travelers identifying as  LGTBQ + , and  is committed to helping you find the best program for you. We can provide information on the cultural norms of our destination countries and are prepared to advise you on the best programs based on your needs and interests.

Can I choose where I will be placed with my host family?

No. You must be flexible about where you are placed within Germany. We make it a priority to place students with host families that closely match your interests and personality. For this reason, we work first to find a suitable family rather than a destination preference. We can never guarantee placements in any specific city or region, and we match based on compatibility with the host family.

I know a family in my program country that would like to host me. Is this possible?

This is possible as long as we have a support network in the family’s host community and there is an available nearby host school.

What if I don’t like my host family? Can I request a new one?

No. We do not change host families based on preferences or location. However, if issues arise once you are on the program, we will handle them on a case-by-case basis and may make changes if necessary.

Will I be placed in a city like Berlin?

Unless you choose a destination guarantee in Berlin, Munich, or Hamburg (extra fees apply), it is very unlikely you will be placed in a major city. A majority of our families live in small to medium sized towns outside of major cities, and it is important you be open-minded to small town life.

The cost of living is much lower in smaller towns, and therefore families in these areas are able to host more frequently (and have more room in their homes!)

Will I have a host sibling my age?

There is no guarantee that you will have a host sibling your age. Your host family may have young children, teenage children, or grown children who no longer live at home. Regardless of the age of your host siblings, they’ll be excited to welcome into the family!

Depending on your host family,  you may be expected to share a room with a host sibling of the same gender.

Are flights included?

Round trip airfare to/from Germany is NOT included in the cost of the program.

Will someone pick me up at the airport?

Yes! Our in-country partner staff or your host family will be eagerly waiting for you when you arrive!

What year in school will I be placed in?

Exchange students will be placed in Gesamtschule or Gymnasium grades 9-11, depending on student age, level of German and type of school (some gymnasiums end after year 12, some after year 13. Students are almost never placed in the final 2 years that lead to Abitur (HS diploma).

Will anyone at my school speak English?

It’s very likely that teachers and students at your school will speak English, as it’s very common for most Germans to speak English. However, remember that you’re there to learn German!

All classes will be taught in German  as this is a full immersion program.

Do I need vaccines/shots?

Greenheart Travel strongly recommends that all program participants be fully vaccinated against COVID-19 before arriving to their destination country. If you will not be vaccinated against COVID-19 by the start of your program, please contact a Program Manager to confirm that your destination country will accept non-vaccinated participants.

All participants are required to submit a record of immunizations during the application process.

What is the insurance?

Comprehensive medical and accident insurance will be included in the cost of your program. This will cover you for most medical expenses you might incur, like prescriptions, ER visits, doctor visits, dental accidents, and hospitalizations.

What happens if I get sick or have an emergency?

If you get sick, your host family or local coordinator will help you go to the doctor.

If you have an emergency on program, we have a 24/7 emergency number you can call. Our in-country partner staff and your host family will be there to assist you. Greenheart will be in touch with your parents regarding your emergency.

What visa do I get and how do I apply?

All students will be required to obtain a  student visa to Germany, regardless of their program length. It is the students’ responsibility to apply for this visa, but Greenheart will provide you guidance and the proper documents you’ll need to apply with your local consulate or with the embassy.

Do you offer any scholarships, financial aid, or special discounts?

Yes. Every year we offer  various scholarships  for select high school program destinations. There are two Early Bird Deadline discounts offered each year as well. If you have hosted a student for Greenheart Exchange, you are also eligible for a  Greenheart Host Family discount .

Do I need to be fluent in German?

No. There are no language requirements for this program, so if you don’t speak any German – that’s fine! Complete beginners will need to enroll in extra German classes for around 200 euro per month.

One of the main goals of studying abroad is to become fluent in another language while living overseas. The host family and school will not expect you to be fluent when you first arrive and will help you improve your language skills. As long as you try your best, you’ll pick up the language sooner than you might think!

Can I come home to visit or can my parents visit while I'm abroad?

No. Visits are not allowed during the high school program. If your family wishes to visit, they should plan to meet you after your program is completed. In this instance, Greenheart Travel’s National office and international partner office should be informed of your family’s plans.

Will I have a cell phone and internet?

You will be required to have a local German phone number. Please make sure that your U.S. phone is “unlocked” as to accept a SIM card from Germany! We give you tips and advice for communication while abroad during your program.

All host families (and most every person) in Germany have internet in their homes. There is also 4G internet widely available throughout the country.

If you have a laptop we recommend bringing it, as it will be helpful for school and for communicating with home.

Can friends study abroad together?

Our programs are based on a full, cultural immersion experience so friends are not allowed to study abroad together in the same host town. You’re welcome to both go to Germany at the same time but you would not be placed together. Don’t worry though; making friends in your new host town will happen quickly!

My school requires service learning in order to graduate. How will I do that abroad?

Greenheart Travel is proud to offer the  Greenheart Club  for all of our students. The Greenheart Club challenges our participants to pursue a deeper level of immersion through volunteerism. As a member of the Greenheart Club, you will receive guidance in strategizing creative ways to give back to your community, have access to tools for tracking your impact and receive incentives for your efforts as a global leader. This is a great chance for you to get to know the local community outside of the classroom while you study abroad.

Can I take the SATs while abroad?

You will not be able to take the SATs while abroad.  We highly recommend taking the SATs prior to or after the program.

When should I apply?

We recommend you apply a  minimum  of 6 months prior to your desired semester.

The sooner you can apply the better, as acceptance, gathering documents, etc. can take a long time.  Read more about why applying early is a good idea.

Our final deadlines for fall start dates are March 15, and September 15 for spring departures.

I have already graduated, am I still eligible?

We cannot take already graduated student’s on our High School Study Abroad in Germany program. Please look into our Teen Summer Language Camp program in Berlin for a short term German program that can take Gap Year students.

On a case by case basis, we can accept already graduated students for High School programs in Argentina, Austria, Belgium, France, Italy, Netherlands, Norway, New Zealand, and England.

Can I speak to current high school students or alumni?

Greenheart Global Impact Grants (GIGs)

Greenheart GIG Grants are funds awarded to Greenheart Travel participants to use for community development projects in their host or home country. A GIG is the opportunity to create, improve, or maintain an impactful, community-focused project abroad or at home. Grant funds could be applied to supporting women’s cooperatives, schools, community centers, or health clinics, for example. Grant winners will be featured on our website, social media, and blog. Greenheart Alumni Program

We created the  Greenheart Travel Alumni Program  to provide resources and a community to support alumni in their advancement as global leaders, and a way to celebrate and reward our participants for being ambitious, inspiring catalysts of cultural exchange!

Junior Greenheart Global Leaders Conference

Each May Greenheart offers full-ride scholarships to around 10 teen alumni to attend our annual conference in Chicago. You can see more about what Jr. GGLC is and what you could do at the conference  here.

Committing to studying abroad can feel daunting, but we are here every step of the way to make the application process as simple as possible! Below are the various steps you’ll need to take to be accepted on a high school abroad program.

1.   Start Your Application  Here .  You will be sent more information as well as the link to our application portal to begin your formal application. Once the initial form is complete, you will be connected to a High School Abroad program manager who will speak with you and a parent to go over the details of the program.

2. Submit Basic Program Information:  The first step in our application portal will be basic things like your chosen start date, etc.

3. Submit your application fee : A $1,500 application fee is required in order to apply for the program. This is subtracted from your total program fee, it’s not additional. 

4.   Complete Application & Documents :  Provide more detailed information about yourself in Part 2 of the application. In this section, you’ll tell us more information like your work history, motivations for joining the program, travel history, and emergency contacts. You will also submit your documents (below) within your portal account.

5. Interview: After submitting your deposit, you will schedule an interview. During this interview, we will ask you questions about living with a host family, adjusting to new situations and homesickness, among other things. You will also receive an overview of the next few months and what you can expect. This is done via Zoom, and at least one parent should also be in attendance.

6. Secondary Interview with German staff: The final step is to have a video call with in-country German staff. We will organize this with you after you finish all the prior steps.

7. You’re Accepted!  Once you’ve completed all the steps, Greenheart Travel will thoroughly review your application and will contact you within 2-3 weeks about your acceptance. Then, you’ll get more information about preparation, visas, and placement.

8. Commitment Payment: Once you are accepted to the program, you will need to submit a $5,000 commitment payment within 14 days to confirm your spot on the program. We cannot start the host family matching process until we have this deposit. Once you submit your commitment payment you will unlock the acceptance portion of your portal, which includes things like pre-departure videos, travel and arrival information, the Greenheart Travel Atlas, and more.

9. Book your flights, and get ready for your adventure to Germany! 

Once you’ve completed all the steps, Greenheart Travel will thoroughly review your application and will contact you within 2-3 weeks about your acceptance. Then, you’ll get more information about preparation, visas, and placement.

Required Documents

In addition to completing an application, you will also be required to submit documents. You can be collecting the documents during the application process, but all documents will be due 14 days after you submit your application fee.

The following documents will be required for all destinations:

  • Letter of Recommendation (from a teacher, coach or guidance counselor) – does not need to be sealed, should be scanned and uploaded to the document portal
  • Transcripts from the last 3 years (unofficial transcripts accepted)
  • Student Dear Family Letter
  • Parent Questionnaire & Letter
  • Photo Album (5-7 photos of you on a Word document with captions in English and host country’s language)
  • Medical Form (including immunizations)
  • Copy of your passport
  • 60-90 second self-introduction video sent via YouTube link
  • Secondary rules & expectations document signed by both parents and students

For payments, a $1,500 non-refundable fee will be due with your submitted application. This is a deposit will be deducted from your overall program cost. If we are able to take a last-minute application submitted after the deadline, the deposit will be $2,000.

Once you are accepted onto the program, a $5,000 commitment payment will be due within 14 days of acceptance.  The remaining balance is due 16 weeks prior to  your start date, or at the same time as your commitment payment, whichever comes first.

You’ve Been Accepted, Now What?

Start getting ready for your adventure! Your program manager will be in regular communication with you to make sure that you are on track in your preparations to go abroad.

  • Upon acceptance, you will receive a student handbook (parents – you get one, too!) and access to the Greenheart Travel Atlas , as well as the Greenheart Club .
  • You will receive your host family and school placement roughly 2-3 months after acceptance.
  • After receiving your host family and school placement, you will receive further instructions on applying for your student visa (if applicable for your program length)
  • We will also schedule an online pre-orientation with other Greenheart students a few weeks before your departure!

Can I go abroad without having to extend my studies?

We encourage all students to go abroad during their studies.

If you would like to have the courses and examinations you take at a university abroad recognized, please contact the program managers and/ or departmental exchange coordinators before leaving. They will coordinate the courses to be recognized with you. By concluding a Learning Agreement, it is usually possible to stay within the regular period of study.

When and where do I apply for an academic leave of absence?

You can apply for leave of absence during your studies citing a valid reason (section 61 subsection 1 of the Act on Higher Education of the Land of Baden-Württemberg (LHG)). A valid reason for being granted an academic leave of absence is for example:

  • an internship,
  • a semester abroad,
  • maternity leave / parental leave / parenting, or
  • health issues.

The application must be filed before the semester it corresponds to begins. Further information can be obtained from Student Services .

What happens if I do not want to have a course taken abroad recognized?

If you decide not to have a course recognized even after you have concluded a Learning Agreement, simply delete it from the Learning Agreement yourself before submitting a request for recognition of your credits obtained abroad to the Central Examination Committee (ZPA). Please note that you will then have to take the corresponding course in Mannheim.

If you have already had the course recognized, you can also use your attempt at improvement in Mannheim to retake the examination taken abroad in order to improve your grade. Please register your attempt at improvement personally at the Student Services.

The University of Mannheim therefore supports all students in integrating a stay abroad into their studies and gaining valuable international experience. Your options are:

  • The “classic” way: one or two exchange semesters at a partner university
  • Special degree programs with integrated study abroad component
  • Other opportunities abroad such as free mover, internships and short programs

Step by Step: Applying for the university's exchange programs

Degree programs with integrated stay abroad, business administration bachelor with integrated study abroad component.

In the bachelor's program in business administration, studying abroad in the 5th semester is compulsory for all students. Free exchange places are available at over 200 partner universities worldwide.

IBEA study option in the Bachelor of Business Administration

USA, Singapore, Brazil and Germany: If the standard semester abroad in the business studies bachelor’s is not enough for you, the Mannheim IBEA study option allows you to study at three foreign partner universities in a total of eight semesters.

Double and Joint Degree Programs

With double or joint degrees, you spend half of your study time abroad and acquire a degree from a partner university in addition to the Mannheim degree.

Bachelor Romance Languages, Literatures and Media

The four-year bachelor's program enables students to study two Romance languages in greater depth and includes a compulsory year abroad in Spain, France, Italy, Latin America or Canada.

Choosing modules

Exchange students coming to Mannheim need to take at least 50% of their courses from the school they are enrolled at in Mannheim (i.e. Business School for our incomings). You may, however, also take German language courses or courses from other schools. Please consider the following:

You can choose courses outside the Business School from our list of “university-wide electives”. If you already have previous knowledge in one of the areas of study and would like to choose courses from their regular offer, you must contact the respective exchange coordinator .

Registering for modules

Most business courses do not require any registration before your arrival in Mannheim. They either do not require any registration at all or you can register for them on Portal 2 , our online portal for students, after having arrived in Mannheim.

Whether you have to register for a certain module will be clearly stated and explained in the course description of the course catalog . Please read it carefully, but do not worry – we will help you register for classes during the welcome week.

The University of Mannheim offers many German language courses for exchange students. 5-year-old student left behind after field trip.

Fort Worth ISD is investigating after a 5-year-old student was left behind after a field trip to a museum.

FORT WORTH, Texas - Fort Worth ISD is investigating after a 5-year-old student was left at a museum after a field trip.

When the boy's mom arrived at Carroll Peak Elementary School for pick-up around 3 p.m., teachers and staff could not find him.

Kler Lay, the young boy's uncle, says he received frantic calls from his crying sister-in-law.

"They didn't know where he was. They asked him, he came to school today, and then they don’t know where he was, " Lay recalled.

There is a language barrier in this case.

Lay's brother and sister-in-law moved to the U.S. from Thailand about 8 years ago and they are working to become fluent in English.

Around 4:40 p.m., Lay joined his sister-in-law at the school during the frantic search. He says by then it had been determined his nephew attended a field trip earlier with classmates to the Fort Worth Museum of Science and History.

Lay says at that point he followed the principal as they all drove to the museum at 5. His nephew was safe with a security employee.

"They had people holding him," he said. "They don’t know which school was he’s with. He didn't have a name tag or anything like that."

Fort Worth ISD has responded to the incident with a statement.

"This is unacceptable, and as soon as the district was made aware, an immediate investigation was launched. The safety and well-being of our students is our top priority. We are taking this matter very seriously and are working to determine how this occurred to prevent any future incidents," the district wrote, in part.

"I just want this not to happen again to other kids, because this is so scary and it can happen anytime, but I know it’s possible to fix this," said Lay.

The museum has also issued a statement. They say what happened is an extremely rare occurrence and as soon as they realized the child was in the museum unattended, they contacted his school and made sure he was safe.

Whangārei Boys High to pay more than $500,000 for death of Karnin Petera

A worried mother who called her son’s school three times with concerns about a heavy downpour on the day of his school trip to Abbey Caves was repeatedly dismissed.

However, on her final call, she sensed fear in the receptionist’s voice and was told the principal had instructed she was not to be given any information.

Seventeen Whangārei Boys’ High School students found themselves trapped in a cave as floodwaters surged during the May 2023 excursion. Among them was Karnin Petera, who died there.

The school board was formally charged in May 2024 by WorkSafe with two counts of exposing people to the risk of harm or death. It pleaded guilty in July.

Today, grief hung heavy in the air as all involved gathered in the Whangārei District Court , where the school was forced to confront the loss.

The details of what occurred on that day have not previously been made public but at today’s sentencing Karnin’s parents, whānau and fellow students heard of the tragic circumstances before, during and after his death.

Judge Greg Davis had previously raised the idea of holding the sentencing at a marae, however, the courtroom was instead rearranged into an open space with tables moved out and chairs set up so all parties could face each other. A photo of Karnin was front and centre in the room.

The members of the Board of Trustees – whose names are suppressed – were seated in the jury box while family members and supporters of the Petera whānau along with students and their parents took most of the court seating.

Orange weather warning

The tragedy unfolded on May 9, 2023, after Whangārei had been experiencing significant downpours for days leading into the excursion.

The school had planned field trips to Abbey Caves with one teacher and an education outdoor training coordinator.

Abbey Caves reserve is located within Whareora, Whangārei, and features three limestone caves, the first being over 300m long. It is a regular site for Northland school excursions. Water flows through all caves and can get chest-deep in areas on days without rainfall.

Rain had been heavy for days, with an orange weather warning on the day the Year 11 student, also known as “Tino”, entered the caves with his classmates before being swept away in strong currents as water levels rose quickly.

The force of the water sucked him down and his foot became trapped between two rocks.

A search and rescue operation was launched where multiple students had to be rescued from nearby rocks. It would be another 10 hours until a team of plumbers with underwater cameras responded to the desperate search and helped locate Karnin.

He was found dead.

His death rocked the community and questions were raised about who made the call to continue the school trip in such bad weather.

‘It should be okay’

Karnin’s parents, Alicia Toki and Andre Petera, had their victim impact statement read in court and recalled the days leading up to the event and the multiple concerns raised with the school about the weather that went ignored.

Toki said the night before the rain was exceptionally heavy and she thought the trip would be cancelled.

When no cancellation notice came and she dropped Karnin off in the morning, flooding was already beginning to appear in central Whangārei and she became even more concerned.

Her last text to her son was telling him not to go into the cave if he didn’t want to.

“It should be okay,” Karnin replied.

She called the school three times within 30 minutes, questioning whether the trip was being cancelled but was told everything was fine.

“I called back and when she picked up I could tell something wasn’t right. I said ‘I know it’s flooded in there because they’re trapped aren’t they?’” Karnin’s mother asked.

“The administrator told me ‘Karen [the principal] told me not to tell anyone what was happening’. I told her she was f***ed.”

Messages began coming through that children were stuck in the caves and that it was all over the news.

“I was angry everyone knew but the school hadn’t communicated anything. I was so worried about Tino.”

When she arrived at the caves she was told the children were being loaded onto a bus and they could meet them back at the school.

“I asked if they had found all the boys but they didn’t answer. One officer said ‘yes’ and another said ‘I can’t tell you’.”

‘We haven’t been able to find your son’

Doing as instructed, Toki went back to the school, where other parents were gathering. The principal made a beeline for her and said she needed to speak with her.

“I said ‘Whatever she had to say, she could say it now’. She said ‘All the other kids have come back, except Karnin. We haven’t been able to find your son’.”

Emergency workers eventually found Karnin but it was another hour before he was able to be brought out.

The parents felt that following Karnin’s death, salt was added to the wound as people began finger-pointing and no one took responsibility.

“One of the things that has amplified the death is our interaction with Whangārei Boys’ High School and feeling like they’re passing the buck to teachers involved, instead of taking responsibility for its health and safety protocols.”

The parents also criticised the restorative justice process and said the principal had tried to dictate what went into the final report.

“This made us feel the principal was trying to put the blame on the teachers.

“We’re concerned that one of the reasons they didn’t cancel was because of the hassle involved with paperwork with postponing.”

The parents hoped workplaces would take climate change seriously and the extreme changes that can occur.

They also urged the council to close the caves permanently with guided tours only.

“If the safety of work relies on weather forecast, you need to factor in a much larger margin of error,” Toki said.

Judge Davis questioned Worksafe asking although the board had been charged, what responsibility lay with the teachers?

“At what point is there an obligation for those physically on the ground to take their own assessment?”

Worksafe’s lawyer Emma Jeffs said the failings had occurred before the excursion in that the school had no emergency or health and safety plan prepared should anything happen in the caves.

“Part of the failing was failing to have an emergency plan, my understanding is they went in and there was nothing of note that was going to be particularly difficult – the water was running but not more than the teachers had previously experienced.

“However, when they were in the cave the lack of an emergency plan is the failing of the school,” Jeffs said.

‘The school is deeply regretful.’

The school’s lawyer Marie Wisker said the board had taken full responsibility and had implemented changes in its systems.

“The systems were insufficient. The result of the board’s failures was tragically he lost his life and all of those 16 students, and the teacher were all victims of this.

“The school has learnt from this incident and fully accepts they could have done more to ensure the safety of everyone on that trip.”

Wisker said all outdoor excursions needed to get prior approval from the board and a traffic light system had been put in place, which includes updates on cancellations.

“The board is not shying away from its responsibilities. It is taking its responsibility in helping educate others and to deter others from making the same mistakes.

“I do want to be clear the school is deeply regretful. I know it doesn’t bring Karnin back and the school board is devastated in its failures of responsibility that a student did not return home safely as he should have been,” Wisker said.

Judge Davis chose not to read out the 20-page summary of facts as he said it was harrowing and had brought tears to his eyes.

“This is hard stuff for any person to hear.”

Judge Davis noted many parents had raised concerns about the wisdom of the school’s decision to continue with the trip.

Submissions had been made that although Northland was in a severe weather warning, the school had assessed that did not necessarily mean Whangārei would be affected.

“How wrong that assessment was.”

Judge Davis said the decisions made on the day had troubled him and the trip should have been cancelled.

“For me, there is some difficulty conceptually of those on the ground could have equally pulled the pin in the way we would have expected the board to have done as well.

“When the group entered the cave, the water levels were apparently low, but this was also a situation where it appeared Whangārei city had been subject to significant flooding, it should, in my view set off alarm bells.

“Had those alarm bells been rung, we might not have had to deal with the issues we are dealing with today.

Judge Davis closed by offering a mihi to all those affected by Karnin’s death and ordered reparation of more than $500,000 to the victims, specific amounts were suppressed.

Judge Davis also said he would have imposed a $300,000 fine but the school had no ability to pay.

The six-hour sentencing closed with the hymm Whakaaria Mai amid tears.
