Gov. Kathy Hochul has declared a state of emergency as the New York State Department of Transportation is limiting travel on some Upstate New York highways due to the winter storm Thursday.

Up to 3 feet of snow is possible in the Buffalo area and up 2 feet could fall around Watertown with snowfall rates of three inches per hour, Hochul’s office said . Hazardous travel conditions and local power outages are likely due to the combination of snow, ice and wind in the forecast.

“Parts of Western New York, the Finger Lakes, Central New York and the North Country are about to get their first snowstorm of the season, which means we need everyone in these impacted regions to be ready for dangerous travel conditions,” Hochul said. “My team and I are deploying emergency response assets ahead of the storm, remain in constant contact with local officials, and are laser focused on the forecast. New Yorkers should remain vigilant ahead of the storm and avoid any unnecessary travel during these hazardous conditions.”

The governor also urged residents to avoid unnecessary travel in the Buffalo and Watertown areas starting Thursday evening through Friday. The New York State Thruway will be closed to commercial traffic in both directions from exit 46 (Rochester - Corning - I-390) to the Pennsylvania border starting Thursday at 4 p.m.

“Heavy, drifting snow with significant accumulations is expected,” New York State Police warned.

The NYS DOT also implemented a full commercial vehicle ban at the following locations beginning Thursday at 4 p.m.:

  • Interstate 190 - Route 62 to I-90
  • Interstate 290 - full length
  • Interstate 990 - full length
  • Route 33 - full length
  • Route 219 - Route 39 to I-90
  • Route 400 - full length
  • Buffalo Skyway Route 5 - full length
  • I-81 - Exit 33 to Canadian border - trucks use right lane only

NY State of Emergency Stays in Effect as Thruway, Major Highways Reopen: Hochul

The New York State Thruway, along with a number of other major highways that had been closed during the unprecedented winter blast that killed more than two dozen people over the holiday weekend , reopened Tuesday, Gov. Kathy Hochul announced, as the president approved her request for federal emergency disaster aid.

Along with the Thruway, Hochul said I-290, I-190 (Niagara County section and Erie County section north of I-290), I-990, state Routes 400 and 219 had fully reopened following one of the most consequential snowstorms in state history. The Buffalo airport is set to reopen at 11 a.m. Wednesday.

Work remains to be done on the remaining Erie County sections of I-190 and State Routes 5, 33, and 198, with the Democratic governor saying those should reopen by Wednesday if not sooner. All border crossings, including the Peace Bridge, Rainbow Bridge and the Lewiston-Queenston Bridge, have been reopened. Some traffic changes around the Thruway remain in effect. "With today's reopening of major highways across Western New York, we are finally turning the corner on this once-in-a-generation storm," Hochul said in a statement. "That doesn't mean we can let our guards down, as it will take many more days for the region to dig out. But this is still good news and I urge motorists to drive carefully and cautiously, follow the rules of the road and be safe behind the wheel."

The once-in-a-century blizzard began Thursday and continues to impact Western New York, the Finger Lakes and North Country regions, where the storm brought blizzard-like conditions, sustained wind gusts of more than 60 miles per hour, and well-below-freezing temperatures through the holiday weekend. It was one of the worst weather-related disasters ever, and it will likely take some time to calculate the full toll.

President Joe Biden approved Hochul's request for a federal emergency declaration in Erie and Genesee counties Monday night, expediting federal assistance to support the state's ongoing recovery and response operations. A state of emergency, which Hochul declared in advance of the storm, remains in place , the governor said Tuesday.

And the snow threat apparently isn't over.

Another two inches of snow fell Tuesday in Erie County, which includes Buffalo, the second-largest city in New York, with about 275,000 residents. It is still counting its dead.

Mayor Byron Brown’s office announced more storm-related deaths Tuesday , bringing Buffalo’s total to 31, along with additional suburban fatalities. The toll surpasses that of the historic Blizzard of 1977, blamed for killing as many as 29 people in a region known for harsh winter weather.

Nationwide, the death toll has surpassed five dozen and continues to rise.

Stretching from the Great Lakes near Canada to the Rio Grande along the Mexican border, the storm had killed at least 63 people as of Monday morning,  according to an NBC News tally . The deaths were recorded in 12 states: Colorado, Illinois, Kansas, Kentucky, Michigan, Missouri, Nebraska, New York, Ohio, Oklahoma, Tennessee and Wisconsin.

Portion of Thruway in Albany reopens following crash, State Police say

A portion of the northbound Thruway reopened Thursday afternoon after a multiple-vehicle crash closed it for hours near Exit 23 in Albany.

The section of I-87 northbound from exits 23-24 was closed earlier for the investigation of a serious injury crash," but reopened before 4 p.m., according to State Police.

Four New York State Thruway rest areas have reopened this year. These ones are still closed

F our rest areas along the New York State Thruway have already reopened this year, with more several more slated to reopen in the summer and fall.

The Oneida, Port Byron, Warners and Guilderland rest areas opened in January, February, March and May, respectively, bringing the completed renovations to a total of 16 so far. Ten others are currently under construction.

Rest stops have sporadically been shut down for months at a time while upgrades like new restaurants , outdoor seating, playground and pet walking areas were built over the course of the $450 million project.

In all, 23 of the Thruway's 27 rest stops will be rebuilt and four others renovated. The entire project is estimated to be completed next year.

Here's a list of rest stops that have already opened and the reopening timeline for the others, plus what eateries you can expect at each stop.

Buffalo, N.Y. — Dozens of miles of the New York Thruway reopened Saturday as lake-effect snow is expected to continue to pile up in Western New York.

The 41.5 mile stretch of highway between Exit 53 in Buffalo and Exit 59 in Dunkirk was shut down Friday morning to all traffic.

The heavy snow made for dangerous travel conditions, according to the state Thruway Authority.

By Saturday evening, the stretch of highway has opened back up to passenger vehicles, Gov. Kathy Hochul said on Twitter .

More than 1,000 state Department of Transportation employees, state troopers and National Guard memebers are on the ground in Western New York and in the North Country to address the lake-effect snow, Hochul said.

Thruway to begin construction on new bridge linking Cuomo bridge path and Lyndhurst

The Thruway Authority announced Monday it would begin construction in Tarrytown on May 29 on a bridge lengthening the pedestrian path of the Gov. Mario M. Cuomo Bridge to other Tarrytown attractions, including the Lyndhurst Mansion, the Old Croton Aqueduct trail and the RiverWalk, in time for the summer season.

The new 270-foot pedestrian and bicycle connector bridge is part of a $13.9 million project funded by the Thruway Authority and New York State Department of Transportation that began in March 2023 , said Thruway Authority spokesperson Khurram Saeed.

Saeed said the project will extend the popular Governor Mario M. Cuomo Bridge path south to Lyndhurst Mansion, add a left turn lane from South Broadway to the southbound Thruway entrance ramp, and install a traffic signal on Route 9 and Paulding Avenue to make it safer to turn left.

Construction on the project will start on Route 9 and South Broadway in Tarrytown on Wednesday, May 29 and is expected to last approximately six weeks. Saeed said work will take place during the day and will cause lane reductions on Route 9 near Route 119 and Paulding Avenue.

Workers are expected at the site on the evening on Tuesday, May 28 to prepare for the start of construction and set up the new traffic patterns from Route 119 to Paulding Avenue. Saeed said four lanes will be open on the road, two in each direction, from May 29 to June 3.

Starting June 3, the four-lane traffic pattern will be in effect from 3 p.m. to 9:30 a.m. on weekdays and all day on weekends until mid-July. One lane will be available in each direction on Route 9 near Route 119 and Paulding Avenue between 9:30 a.m. and 3 p.m. on weekdays.

Saeed said pedestrians will be able to cross Route 9 through the work zone by following the posted detour. Construction workers will also set up traffic signs and direct drivers through the work zone.

The speed limit will be 25 miles per hour and motorists are advised to drive cautiously when passing through the area. Commuters are also advised to give themselves extra time during this six-week construction period. Saeed said motorists should be reminded that fines are doubled for speeding in a work zone and two or more speeding violations may result in a drivers license suspension.

Saeed said construction crews will complete the remaining road work later in the summer and into early fall. Other steps in the project include relocating Tarrytown's water main onto the Route 9 vehicle bridge, repairing and resurfacing the road from Route 9 to Route 119 near Gracemere Lane, restriping the roadway to add the second left turn lane on southbound Route 9 and other minor changes such as landscaping at the end of Paulding Avenue.
