Nacogdoches travel agency sees uptick in business for spring break, beyond

NACOGDOCHES, Texas (KTRE) - Spring break in Texas begins on Monday, but today is a popular travel day. The travel industry describes a ‘quiet’ spring break. Even so, travel experts report more people are gaining confidence in taking leisure trips.

“I went to Jamaica,” travel agent Fabi Venegas said enthusiastically.

The International Tours employee in Nacogdoches is back at work noticing more people are ready to travel.

“People are ready to get out of the quarantine mode. And there’s a way to do it safely.”

Which come with a few hassles, like being tested for COVID-19 before international travel.

“It’s kind of tricky, especially with the 72 hours before your flight time,” said Wyndell Westmoreland, the agency’s owner.

And re-tests upon the return to the U.S.

For the travel bug, the best remedy is take a spring break trip.

The Nacogdoches Convention and Visitors Bureau tracks ‘Destinations International’ daily surveys, according to director, Sherri Chaney Morgan.

“Just under 13% of American travelers are planning to make spring break travel plans this year. And of that 13% a little over half says they’re going to travel outside of 500 miles from their home base operation.”

Hot spots remain the beach, primarily with younger crowd.

“Carefree, that’s right,” said Westmoreland about the young generation.

Snow White beckons kiddos.

“I’ve got multiple families going to Disney World and Universal Studios,” said Venegas.

According to tourism trade journals, and Westmoreland, those 65 and older feel safe to travel about two weeks after their second vaccine. She’s noticed a direct correlation with the increasing number of second shot vaccine clinics in the area.

“We’re certainly not back to the point before it all started. But yes, just in the last couple of weeks we’ve started getting more first-time bookings. And I think that will continue. We are definitely busier.”

There are spring breakers only dreaming of a getaway. Westmoreland reminds them there’s always summer.

Travel agents say passport requests are increasing. They suggest travelers apply for them soon and request the passports be expedited to shorten the wait.

TO ALL TO WHOM THESE PRESENTS SHALL COME:

WHEREAS, I, GREG ABBOTT, Governor of the State of Texas, issued a disaster proclamation on Tuesday, April 30, 2024, as amended on Tuesday, May 2, 2024, Tuesday, May 7, 2024, and Monday, May 15, 2024, certifying that the severe storms and flooding that began on April 26, 2024, and included heavy rainfall, flash flooding, river flooding, large hail, and hazardous wind gusts caused widespread and severe property damage, injury, or loss of life in Anderson, Angelina, Austin, Bandera, Bastrop, Baylor, Bell, Bexar, Blanco, Bosque, Brazos, Brown, Burleson, Burnet, Caldwell, Chambers, Cherokee, Clay, Coleman, Colorado, Comal, Concho, Coryell, DeWitt, Dickens, Eastland, Ellis, Falls, Fayette, Freestone, Galveston, Gillespie, Gonzales, Gregg, Grimes, Guadalupe, Hamilton, Hardin, Harris, Haskell, Hays, Henderson, Hill, Hood, Houston, Hunt, Jasper, Jefferson, Johnson, Karnes, Kaufman, Kendall, Kerr, Kimble, Knox, Lampasas, Lavaca, Lee, Leon, Liberty, Limestone, Llano, Madison, Mason, McCulloch, McLennan, Medina, Menard, Milam, Mills, Montgomery, Nacogdoches, Navarro, Newton, Orange, Panola, Polk, Robertson, Rusk, Sabine, San Augustine, San Jacinto, San Saba, Shelby, Smith, Somervell, Sutton, Tarrant, Travis, Trinity, Tyler, Van Zandt, Walker, Waller, Washington, Wichita, Williamson, and Wilson Counties;

NOW, THEREFORE, in accordance with the authority vested in me by Section 418.014 of the Texas Government Code, I do hereby amend the aforementioned proclamation and declare a disaster in the additional counties of Calhoun, Delta, Jones, and Lamar.

Pursuant to Section 418.017 of the Texas Government Code, I authorize the use of all available resources of state government and of political subdivisions that are reasonably necessary to cope with this disaster.

Pursuant to Section 418.016 of the Texas Government Code, any regulatory statute prescribing the procedures for conduct of state business or any order or rule of a state agency that would in any way prevent, hinder, or delay necessary action in coping with this disaster shall be suspended upon written approval of the Office of the Governor.  However, to the extent that the enforcement of any state statute or administrative rule regarding contracting or procurement would impede any state agency’s emergency response that is necessary to protect life or property threatened by this declared disaster, I hereby authorize the suspension of such statutes and rules for the duration of this declared disaster.

In accordance with the statutory requirements, copies of this proclamation shall be filed with the applicable authorities.

IN TESTIMONY WHEREOF, I have hereunto signed my name and have officially caused the Seal of State to be affixed at my office in the City of Austin, Texas, this the 20th day of May, 2024.

Travelling with a pet

The United States (US) Centers for Disease Control and Prevention (CDC) announced changes to the import requirements for dogs entering the United States . These changes will come into effect on August 1, 2024 and will impact dogs travelling from Canada to the United States. The CFIA is currently in the process of reviewing these requirements. Further information and guidance will be provided as soon as possible.

New import conditions for personal pet dogs and assistance dogs from countries at high-risk for dog rabies starting September 28, 2023

Personal pet dogs and assistance dogs from countries at high-risk for dog rabies will require an import permit issued by the Canadian Food Inspection Agency before travelling to Canada.

If you're planning on bringing your dog into Canada from September 28, 2023 onwards, prepare in advance and learn more about the import process .

Pets must meet specific requirements when travelling to Canada or another country. It is your responsibility to review all the requirements for your situation.

Some requirements must be completed at specific times and if not completed correctly or on time your pet may not be eligible to travel and be refused entry.

As soon as you know your travel details, contact your local veterinarian to assist with the pet travel process. Requirements could include obtaining a health certificate, updating vaccinations, testing, or administering medications.

Only dogs, cats and ferrets qualify as pets by Canadian Food Inspection Agency (CFIA). Check requirements for other animals if you're travelling with a non-traditional pet.

Travelling to Canada from another country (import requirements)

Requirements for bringing an animal into Canada apply to the following situation:

  • animals entering Canada permanently
  • animals in transit through Canada on their way to a final destination
  • animals entering Canada for a temporary visit
  • Canadian animals returning to Canada

Travelling from Canada to another country (export requirements)

The country you're travelling to may have requirements your pet must meet before they can enter the country. Export requirements are determined by each country and can change frequently. Every time you plan to travel with your pet, it is your responsibility to check the requirements and allow enough time to get your pet ready to travel.

A record 2.95 million people passed through Transportation Security Administration checkpoints on Friday, during Memorial Day weekend, setting a new U.S. record for the most screenings in a single day.

The TSA reported that five of the top ten all-time travel days occurred around the Memorial Day weekend, leaving just two dates on the big board associated with either Christmas or Thanksgiving Day travel .

Airports around the country reported beating their previous records, including Atlanta ’s Hartfield-Jackson International Airport, which reported 111,000 people passed through security checkpoints, beating the greatest count set during Super Bowl LIII in 2019.

"Holiday travel periods are always somewhat hectic, but our officers remain focused on their mission, and they continue to do so in an efficient and courteous manner to ensure that travelers get to their destinations safely," Robin Burke, TSA director at Richmond International Airport, said in a statement.

WHAT ARE THE BUSIEST TRAVEL DAYS OF THE YEAR

The country’s previous busiest travel date was the Sunday after Thanksgiving in 2023, with an estimated 2,908,785 screenings.

A survey from AAA  found more Americans plan to take a vacation over the summer than during any other season in 2024.

Popular destinations include beaches, national parks and international cities.

A record 4.7 billion people are expected to travel around the world in 2024, but many of the busiest days are expected to fall outside of what is traditionally considered the winter holiday travel season.

HOW THUNDERSTORMS HUNDREDS OF MILES AWAY CAN WREAK HAVOC ON AIR TRAVEL

The TSA recommends passengers arrive at the airport at least two hours before a domestic flight and three hours prior to any international excursions.

In March, the agency announced the expansion of its PreCheck program , which allows select fliers to use its expedited screening process at more than 200 airports.

Security officials estimate 99% of passengers enrolled in the PreCheck program wait less than 10 minutes at airport checkpoints.

"The most important things that travelers can do is to get to the airport early and come prepared to go through the checkpoint screening process," Burke stated.

William J. Burns, the C.I.A. director, who has been the lead American negotiator in efforts for a cease-fire in Gaza, plans to travel to Europe this weekend for talks with his Israeli counterpart to try to revive the stalled discussions over a pause in the fighting and the release of hostages, according to a U.S. official and another person briefed on the negotiations.

This month, frustration boiled over between officials from Hamas and Israel, and the countries mediating — the United States, Qatar and Egypt — put the talks on hold.

Israeli officials were upset with what they saw as shifting negotiating stances by Hamas, including the number of hostages to be released in a first phase. Hamas was upset by Israel’s operations in Rafah, the southern Gazan city, which have been progressing since.

But core to the dispute were disagreements over how to define a cessation of hostilities between Hamas and Israel, and how different stages of the cease-fire would be put into effect.

The resumption of talks, at an undisclosed location in Europe, is expected to take place over the next few days. It is not clear if Egyptian and Qatari negotiators will join Mr. Burns and David Barnea, the chief of the Mossad, Israel’s spy agency, to directly take part in the discussions.

Mr. Burns, however, has been in close contact with Egyptian and Qatari negotiators as the mediators look to get the talks back on track, said a U.S. official.

In early May, Mr. Burns did shuttle diplomacy between Egypt and Israel trying to push for the first phase of an agreement to begin, including a staggered process for the release of hostages and a temporary halt in fighting.

The talks in the coming days are expected to be the first since that round of negotiations ended. While it is unclear what could be achieved with Mr. Burns’s new discussions, restarting the talks is, at this point, a notable development.

U.S. officials say a hostage-for-cease-fire agreement has to be reached for all their other diplomatic efforts to get momentum, including discussions of a postwar administration in Gaza and a megadeal for a Palestinian state that the Americans and Saudis want Israel to agree to.

But Israeli military operations in Rafah continue to complicate the picture. The more aggressive the Israeli operations there, the less Hamas wants to negotiate.

Some American officials have said Israel is taking their advice on how to mitigate some civilian casualties — which has contributed to an erosion of international support for Israel with over 35,000 people dead, according to the Gazan health authorities.

On Wednesday, Jake Sullivan, the U.S. national security adviser, said he was optimistic that Israel, so far, was not conducting the kind of major operation in Rafah that the United States had feared it would. But questions remain about exactly what the Israeli intentions for Rafah over the longer term might be.

Frontier CEO urges crackdown on ‘rampant abuse’ of airport wheelchair service

The 1986 Air Carrier Access Act requires airlines to provide a wheelchair to passengers with disabilities at the airport. The problem: Many travelers are faking it,  Frontier Airlines  CEO Barry Biffle says.

“There is massive, rampant abuse of special services. There are people using wheelchair assistance who don’t need it at all,” Biffle said at a Wings Club luncheon on Thursday in New York.

He said he had seen Frontier flights where 20 people were brought to the plane with wheelchairs, but only three wheelchairs were used upon arrival.

“We are healing so many people,” he joked.

Biffle wasn’t talking about travelers’ personal wheelchairs but rather the service airlines provide when travelers arrive at the airport.

It costs the airline between $30 and $35 each time a customer requests a wheelchair, Biffle said, and abuse of the service leads to delays for travelers with genuine need for assistance.

“Everyone should be entitled to it who needs it, but you park in a handicapped space they will tow your car and fine you,” he told CNBC. “There should be the same penalty for abusing these services.”

Earlier this year, the Transportation Department proposed stricter rules  aimed at preventing wheelchair damage by airport ground handlers and ensuring “prompt assistance” to travelers with disabilities when getting on and off the plane.
