Cost of Kent school bus travel passes to stay the same but critics say 'it's already very high'

A standard pass is still £400, low income households are charged £120 and the 16 ticket is £500

Prices for school bus travel passes are to be frozen – but critics say charges are already too high. The cost of a standard pass stays at £450, with low income households being charged £120, while the 16+ ticket remains at £500.

Kent County Council operates the KCC Travel Saver scheme and is able to avoid increases using the Department for Transport’s (DfT) Bus Back Better fund. Parents have until August 13 to apply ahead of the new academic year in September.

An updated system introduced by KCC means customers must make fresh applications for their children. The cost of the freeze is £2.5m.

KCC’s Cabinet Member for Highways and Transport, David Brazier, said: “This scheme represents excellent value for money for many young people who catch the bus to school and being able to make it as accessible as possible is important to all Members of this council.

“To realise our priority as an organisation to leave our environment in a better condition than that in which we found it, we must incentivise more environmentally friendly methods of travel.”

Liberal Democrat spokesman Antony Hook said his party had opposed a series of rises in school bus passes in recent years.

He added: “It’s a good thing but a small thing, given the cost of living crisis. The cost of a school bus pass is already very high, so it is still a lot of money for people to find.

"There was a time when travel by bus for school children was free.”

Roads Minister, Richard Holden, said: “People up and down the country deserve a modern, reliable, and affordable public transport system. That is why we have allocated more than £35 million to Kent County Council to invest in its bus services.

“Supporting Kent County Council in freezing the cost of the Student Travel Saver Bus is great for local students get to school easily while helping families save on their children’s travel costs as we leave no stone unturned in supporting households deal with the rising cost of living.”

Travel Saver Pass Applications

Please read before proceeding.

Applications for 2024-2025 passes will commence on Monday 10th June. Please note that no further applications can be made now for 2023-2024 passes, other than Replacements for lost/damaged cards.

Welcome to the KCC Travel Saver and KCC 16+ Travel Saver application system. The full explanation of these schemes, which you are advised to read, can be found on the Kent County Council website.

The KCC Travel Saver is for children in school years 7 to 11 who are resident in Kent attending a school or other recognised educational provision/establishment.

The KCC 16+ Travel Saver is for the over 16s who are resident in Kent fully attending a school or college of further education or other recognised educational provision/establishment. Note this pass is also available for Care Leavers in the age range 18 to 21.

This website enables those entitled to one of the above passes to apply for the pass, to capture/upload an identification photograph to appear on the pass and, where appropriate, to pay for the pass, which can be done in full by online card transaction or by requesting payment be made by monthly instalments via direct debit (the instalments option not available in the later stages of the school year).

The photograph must be a typical head and shoulders passport-style photo - looking directly at the camera, the right way up, no head or face covering (unless for religious or medical reasons), no tinted glasses (unless for medical reasons), neither too dark nor too light and against a plain background. The system will also guide the User through a simple cropping stage to ensure the uploaded image is of the correct aspect (height/width) ratio.

Applicants should additionally note the following:

  • Many applicants will have used this system last year and so will already have an account with existing passholder details. (There is a forgotten password function if needed.) For people new to this scheme, the Submitter (typically parent/guardian/carer) must set up an account and provide full details of the passholder(s) along with the required photograph.
  • It is the submitter's responsibility to ensure the photograph is of good quality and a true likeness of the individual concerned, otherwise the bus driver may not accept the pass.
  • Full up-front payments, and also the lost/damaged cards replacement fee, will be made by online card transaction and handled securely by temporary pass-through to Opayo (formerly Sage Pay). No debit/credit card details will be entered or stored within this applications system itself.
  • For payments by Direct Debit, bank account details will be used by KCC Financial Systems to set-up and subsequently manage the process of monthly payment collection.
  • Until your pass has been produced you will be able to amend details of the school to be attended.
  • Residence in Kent is defined as living in a household which pays Council Tax to a Kent district/borough council for Kent County Council services.
  • This website can be accessed via PC, smart phone or tablet and the image can be uploaded from a photo file (jpeg, bmp or png, max size 10mb), captured via webcam or taken using a phone/tablet's inbuilt camera.

About Our School Services.

We operate a variety of school services from home to school contracts to conventional bus routes. All of our school bus drivers and passenger assistants are fully DBS checked and are issued with Kent County Council identification badges.

You may receive a letter from Kent County Council regarding home to school travel stating that your child has been allocated a seat on one of our buses. We do endeavour to contact all parents of Laleham Gap, Spires and St Nicholas Schools with details of pick up times and confirmation of name and address of you and your child. We will also require a contact telephone number just in case there are any problems along the route .

With the conventional bus routes, you can find details of those on our ‘Timetable’ pages. This will cover the special school services on services 620, 667 and 954. Should your child be needing a bus pass, this will be issued by Kent County Council. We accept most of the KCC Travel Saver passes and these can be scanned on our ticket machines when boarding.

  Bus Passes At The Beginning Of Term.

Kent County Council no longer send out a letter for travel on the first day of term. You should receive an email or a letter advising that their application is being processed. It’s advisable to print off a copy of the email or the letter of confirmation and also bring along last years pass too. Due to anticipated delays in the issue of passes, the deadline for travelling without a pass is extended to Friday 17th September 2021. After that date children are expected to present a valid bus pass or pay an appropriate bus fare. Without this valid pass or fare they may be refused travel* so please make sure that from Monday 20th September your child has a pass or the ability to pay.

*We would not leave any child in a vulnerable position.   

Hot Listing Cards.

If for any reason, payment is not made or is missed, Kent County Council have the right to withdraw travel passes. This is called hot listing them and when they are scanned on the ticket machine it alerts the driver. The pass will then be taken from the child by the driver who will issue a With Drawn Travel Pass Voucher. This will then allow them onward travel for the rest of that day. If for any reason this happens, please contact Kent County Council who deal with the payment scheme, the issue and withdrawal of the cards. 

Code of conduct for students when travelling.

With all of our school services, we do expect a good standard of behaviour from all school pupils and we do work very closely with both Kent County Council and the local schools. Many thousands of pupils and students in Kent will receive transport or help with travel costs from Kent County Council each year. Many of them will travel on public transport services and will therefore travel with large numbers of other young people, as well as members of the general public. There is a responsibility on students to behave appropriately while travelling. Where any behaviour falls short of the required standards, the Council has mechanisms to work with parents, school and transport providers to rectify problems and it retains the right to suspend or remove transport or passes where this is deemed appropriate. It is the responsibility of students to:

• Arrive for their transport on time and with a valid travel pass for travel • Behave in a safe and responsible way at all times • Get on the first available vehicle they have a valid pass for • Show their passes to the driver or other officials when asked • Follow all instructions from the driver, inspector or other official at all times especially in an emergency • Wear seatbelts at all times (if they are fitted) • Get off safely at the right stop and cross roads carefully

• The following behaviour is not acceptable and if reported, parents will be contacted by the Local Authority as to the appropriate action that will be taken.

Nuisance or offensive behaviour (Category 1) This includes irritating and unpleasant behaviour which, while not necessarily a threat to safety, may impair the comfort of others. Such behaviour includes: • Failing to respond to the driver or inspector appropriately. For example, not showing a valid travel pass. • Eating or drinking on the vehicle • Smoking • Spitting • Using bad or abusive language • Making excessive noise • Placing feet on the seats of the vehicle

Dangerous behaviour (Category 2) This includes behaviour which may present some potential or actual threat to the physical safety of the child and others and includes: • Standing on the vehicle steps or in the doorway • Leaning out of the window or door • Harassing or verbally abusing other passengers or the driver • Bullying • Running around inside the vehicle or climbing on the seats.

Destructive or very dangerous behaviour (Category 3) This category includes behaviour which causes or has the potential to cause physical injury to others and damage to the vehicle and includes: • Fighting • Threatening physical violence • Breaking windows • Interfering with the opening of the doors or emergency exits • Causing graffiti including scratching glass • Spraying aerosols • Damage to seats, seatbelts or other equipment.

Extremely dangerous or life threatening behaviour (Category 4) This category includes behaviour which is likely to cause serious injury to others and includes: • Physical assault on the driver or other passengers • Lighting fires including igniting aerosols • Threatening physical violence with a dangerous weapon • Interfering with the vehicle controls

All of our service buses (which are used on the services like 620, 667 and 954 ) are fitted with working high definition CCTV which will be used in incidents of any of the above categories of bad behaviour to identify those responsible.

Please note: we do prefer passengers not to eat or drink on our buses due to the risk of spillage and the litter that is caused by food and drink and the associated wrappers.

KCC 16+ Travel Saver

Applications for the next academic year (2024/25) will open in June. Do not submit your application yet if you are applying for a pass for the start of the school year in September.

The KCC 16+ Travel Saver is a bus pass which can save parents and students up to 50% on the cost of bus travel to and from school and college. To apply for a pass you must be:

  • a resident of Kent (whose household pays Council Tax to a Kent district or borough council for Kent County Council services)
  • 16 to 19 years old and in academic years 12 to 14 (to be eligible your date of birth must be between 1 September 2005 and 31 August 2007)
  • attending a participating school, college, work, learning provider or apprenticeship provider.

For most students, this pass will save you around 50% of what you might pay if you bought an annual season ticket from a bus operator.

The KCC 16+ Travel Saver is valid at any time of the day and on any day of the year, including evenings, weekends and school holidays.

One responsibility of Kent County Council's Transport Innovations Team, is to support registered schools in creating School Travel Plan documents. Whether it is voluntary, or a planning requirement, the Jambusters site will enable you to easily complete and format your Travel Plan. You will also have access to our templates allowing you collect travel data and update the information annually with ease.

Working together we aim to combat issues such as congestion and pollution around schools by reducing the volume of cars used on the school run through the promotion and use of sustainable travel options.

Accountability Audit Reveals No Findings

The Office of the Washington State Auditor has conducted an accountability audit of the Kent School District, which has resulted in no findings. The audit, which has been conducted over the last two fiscal periods, aimed to provide independent and transparent examinations, and assess the district's overall performance. The lack of any findings reflects the dedication and efforts of the district's leadership and staff in providing quality education services to the community.

Home to school transport

Kent's transport policy complies with Education and Inspections Act of 1996 and Sections 508A, B, C, D and Schedule 508D inserted by Part 6 of the Education and Inspections Act 2006 . The following guidance explains how this is applied.

Who's eligible and how to apply

Parents and carers can find out if a child is entitled to free school transport and how to apply on kent.gov.uk

There's additional guidance about  free school transport for low income families too.

Change of details and lost/damaged passes

Parents and carers must contact the transport team to tell us their child's new address and when they expect to move in. Call 03000 41 41 41 or email  [email protected] It can take at least 3 weeks for the team to reassess their child's eligibility to receive transport assistance and if granted, for transport to be put into place.

For lost, stolen or damaged pass, parents and carers must order a replacement by calling:

  • East Kent - 03000 41 35 31
  • Mid Kent - 03000 41 35 83
  • West Kent - 03000 41 38 25

World Explorers Club

World Explorers Club Supports Kent State Students and Multilingual Children

The World Explorer's Club is an afterschool program that provides emergent, bilingual and multilingual children with a space to explore their strengths, interests, and identities.

Launched two years ago by Lidia Traji, an English as a Second Language teacher at Richardson Elementary School in Cuyahoga Falls, and Gumiko Monobe, Ph.D., associate professor in the Early Childhood Education program in the School of Teaching, Learning, and Curriculum Studies , the club also allows Kent State students to work closely with the parents and guardians of their children, fostering comprehensive engagement and understanding.

Undergraduate students from the university's culturally and linguistically sustaining pedagogy class collaborated with Richardson Elementary students to highlight the children's interests and cultural backgrounds.

Each Kent State student pairs with a child for the duration of the program to foster one-on-one engagement. This semester, the two groups created art to decorate Richardson's hallways, and created videos of their life experiences to share with peers, teachers, parents, and caregivers. Doctoral candidate Bee Viton and Ph.D. candidate Abbey Galeza made significant contributions to the program.

The World Explorer's Club at Richardson Elementary is known for creating an inclusive culture for students from diverse backgrounds, focusing on their strengths. These initiatives contribute to a vibrant, supportive school environment.

Richardson Elementary was recently honored as a Hall of Fame School by the Ohio Association of Elementary School Administrators, which recognized its outstanding school culture and community engagement. The school celebrated this achievement with a grand event, highlighting The World Explorer's Club as a key component of its success.
