Cuba has been somewhat of an enigma for over 50 years and despite there being less than 400km between Havana and Miami, it has always felt like a distant land. The country’s turbulent past has earnt it a place in history books the world over and it is with an innate sense of curiosity that travellers come to this Caribbean island.

A trip to Cuba is one that will ignite the senses. From the faded grandeur of Havana and the colourful colonial city of Trinidad , to the patchwork of tobacco fields in Vinales and the powder-white sands of the Caribbean coast, it is a country that seems to have it all. Couple this with a population whose love for music and for life itself is contagious, and you’ve got an island nation unlike anywhere else.

Words like revolution and embargo have come to dominate conversations about this Caribbean island, and there are constant reminders of the impact both these historic events have had. Walking through the streets of its cities and villages can feel like stepping back in time: there are no billboards advertising the latest fizzy drink, a lack of internet connection means smartphones are few and far between, buildings in the cities are in dire need of restoration, and in the countryside oxen plough the fields and horse drawn carts are still the favoured mode of transport.

Whilst all of this makes Cuba one of the world’s most fascinating destinations, it is also a country with its eyes looking firmly to the future. Recent developments in its relationship with America and the explosion of privately-run restaurants and casa particulares demonstrate a desire for change. However, there is a strong sense that Cuba must not lose its spirit that makes it so undeniably special.

Enjoy a soft drink or Cuba Libre while you wait for your luggage. Once through Customs in Cuba, your driver will be waiting for you in a vintage American car. As you make your way into the heart of Havana, you’ll get to know your Cuban guide, an engaging professional who will enrich your stay with their wealth of experience. Our guides are chosen for their excellent English and unique educational backgrounds including architecture, history, literature and the arts. Arriving in the heart of town, you’ll check in to your choice of hotel. Situated in the upscale Vedado district, where classic, mid-century Havana chic has been seemingly frozen in time, La Reserva is a charming boutique hotel with stylish guestrooms set in a handsome, splendidly restored villa. Or you can opt for a deluxe property like the Iberostar Parque Central ; with its elegant style and city-center location, it too is the perfect base for exploring this World Heritage City. Both the tropical garden at  La Reserva and Parque Central 's sky-lit lobby offer an inviting place to sit down with our Cuban Concierge and put the finishing touches on your itinerary – including what you might do this evening! For your first night in Cuba, we recommend you sample both a new comer and an old favorite. Starting with drinks at O’Reilly 304 , this new see-and-be-seen tapas bar is popular with residents and in-the-know expats for its fine cocktails and fish tacos. Then you might hop aboard a 3-wheeled Bici Taxi for the 15-minute ride through the lively streets of Central Havana to La Guarida . Opened in 1996 by Enrique and Odeisys Nuñez, this pioneering privately-owned paladar is still a Havana legend, famed for its Bohemian chic décor and innovative preparation of traditional Cuban dishes. After dinner, a vintage automobile will take you back to your hotel.

Classic Havana

This morning, you might choose to visit the historic cigar factory where world-famous Montecristo and Cohiba cigars are made using the finest tobacco - grown and dried in the western provinces of Cuba. Even if you’re not a cigar smoker, it’s fascinating to watch as they’re deftly hand-rolled, trimmed, banded and boxed with techniques that have changed little over the generations. A guided walking tour through Old Havana would also be good for your first day in Cuba; enriched by the keen insights, honest views and unique knowledge of your guide, you’ll be immersed in the rhythms of city life as you learn about its Baroque and Neoclassical monuments. Stroll along the centuries-old cobblestone streets of this UNESCO World Heritage Site, mingling with local residents as you make your way through the city’s four principle town squares - from the charming Plaza de San Francisco and impressive Plaza de la Catedral to Plaza Vieja and the lively vendor-filled Plaza de Armas near the waterfront. In the afternoon, why not visit Finca Vigia ? Built in 1886, Ernest Hemingway purchased this hilltop residence in 1940 and lived here for nearly 20 years. It was here that Hemingway wrote two of his most famous works – For Whom the Bell Tolls and The Old Man and the Sea. Peering through its large open windows, you’ll see hundreds of the author’s personal belongings almost exactly as he left them when he departed Cuba for the last time in 1960. Then continue to Cojimar, the picturesque fishing village that inspired The Old Man and the Sea . A great place to cap off your private sightseeing would be at El Morro. Dating back to 1589, this impressive seafront fortress offers some of the most spectacular views of Havana! You’ll have time to refresh at your hotel before heading out to sample more of Cuba’s cuisine and nightlife. Chauffeured transportation in a vintage convertible is again included – but the evening is yours to dine where you like. One place to consider is Tierra , one of the city’s newest restaurants. It’s located inside La Fabrica del Arte Cubano, so after dinner you might explore this contemporary cultural center. Set inside an old factory and now filled with multiple galleries and performance spaces, it’s a trend-setting place where you can experience the cutting edge of Cuba’s vibrant cultural scene – from photography and painting to cinema and performance art.  Meals B

Cuisine + Culture of Cuba

For this morning, we could arrange for you to join a Cuban chef in one of Havana’s colorful markets. While this specially arranged experience would be designed to immerse you in the city’s daily life and Cuba’s culinary ways, it’s also a chance to learn about the island’s dual-currency system firsthand. Take in the variety of locally-sourced organic produce for sale, help to select some items, and then head over to a private home for a hands-on cooking lesson. Depending on the day’s market offerings and your purchases, you’d learn recipes and techniques for preparing favorite Cuban dishes – like grilled seafood or chicken accompanied by black beans and rice or other side dishes featuring plantain, potato or cassava. Over lunch, congenial conversation with your host and chef might range across a variety of topics like the roots of Cuban cooking and modern culinary influences from around the world. This afternoon, why not focus on the arts? We have close personal relationships within the local arts and design communities, so we could arrange two gallery visits geared to your personal interests – from painting and sculpture to photography and printmaking. And whether it’s the gallery of an established artist or the studio of a young up-and-comer, the opportunity for casual conversation promises a deep genuine look into the Cuban art scene. Next, you might enjoy a private tour of the National Museum of Fine Arts (Museo Nacional de Bellas Artes), highly regarded for its collection of Cuban art from the Colonial era to the 21st century. Or if you prefer, you could spend time at the Instituto Superior de Arte, first established in 1961 and still the leading art academy in Cuba. Now situated in an architecturally unique complex of domed brick buildings, you’ll have a chance to meet the talented students and see some of their work. This evening, your chauffeured vintage automobile will take you to the restaurant of your choice. Tonight we recommend reservations at Doña Eutimia ; with roots dating back to the early 1970’s, this culinary and cultural landmark is well known for its fine preparation and presentation of traditional Cuban cuisine. After dinner, you might enjoy a couple drinks at the Sociedad Cultural Rosalia de Castro . Here in a charming 18th-century building in Old Havana, the club’s house band will entertain you with music inspired by Cuba’s renowned Buena Vista Social Club. Meals B+L

Architecture + Dance of Cuba

After breakfast, your guide can take you on an architectural tour beyond the landmarks of Old Havana.  Venture farther afield to learn about Cuba’s wealth of architectural diversity - from American-inspired mid-century modernism to the striking Constructivist style of the Russian Embassy. This afternoon, you might join one of the city’s leading dance professionals - a key figure in preserving the legacy of Yoruba Andabo , the legendary Rumba troupe of musicians, percussionists and dancers. Equal parts history lesson and dance class, this intimate experience would be a highlight of your Cuba adventure! Before returning to your hotel, you could spend time along Callejón de Hamel. Adorned with brightly colored murals, this narrow alley in Central Havana has emerged as a thriving social-community project devoted to Afro-Cuban music and dance – including Rumba. Beyond the street theater, the neighborhood is home to shops and cafes and you might cap off your stay with that most refreshing of Cuban cocktails – El Negron . For your final dinner in Cuba, we suggest reservations at La Esperanza . Opened in 1995, this Havana legend is a chance to experience pre-revolutionary Cuba. With classic Cuban music adding to the ambience, you’ll savor farm-fresh cuisine in an intimate setting that’s been authentically furnished and decorated like a 1950’s Havana home. The experience is simply magical and getting there and back in your chauffeured vintage car just adds to the fun! If you’re not too tired, you might take in the show at the Tropicana, the legendary cabaret that first opened its doors in 1931. Although it has become extremely popular with tourists, the show still features the extravagant costumes and choreography that have mesmerized club-goers from Nat King Cole to Jack Nicholson. Regardless of the dining and entertainment options you pursue this evening, we include chauffeured transportation in a vintage American car.  Meals B

U.S. announces changes to give private sector, small businesses in Cuba more financial support

WASHINGTON — The U.S. Treasury Department on Tuesday announced regulatory changes to allow more American financial support for Cuba’s nascent private sector and bolster access to U.S. internet-based services, limited but timely measures that officials said would help give the island’s budding small businesses a leg up.

The United States said it would permit small entrepreneurs on the Communist-run island to open and access U.S. bank accounts from Cuba for the first time in decades, following prohibitions put in place shortly after Fidel Castro’s 1959 revolution.

The measures would also allow Cuban entrepreneurs to use U.S.-based social media platforms, online payment sites, video conferencing and authentication services, previously unavailable to the sector and a major hurdle currently facing small businesses on the island.

The moves aim to fulfill the Biden administration’s long-delayed pledge to help Cuba’s budding entrepreneurs, giving its small but fast-growing private sector deference despite the Cold War-era U.S. embargo that has for decades complicated financial transactions by the Cuban government.

“Today we’re taking an important step to support the expansion of free enterprise and the expansion of the entrepreneurial business sector in Cuba,” a senior U.S. official told reporters on Tuesday.

The Cuban government did not immediately respond to a request for comment on the policy changes.

In crafting the measures, U.S. officials, who briefed reporters on condition of anonymity, signaled they had sought to balance the goal of bolstering the private sector with a desire to avoid benefit to Cuban authorities.

President Joe Biden  took office in January 2021 with hopes high in Cuba for a reversal of a harsh Trump-era approach, but Cuba’s crackdown on protests during the summer of that year prompted the administration to keep pressure on Havana.

The new measures would exclude Cuban officials, military officers and other government “insiders,” with the aim of minimizing resources available from the benefits to the Cuban government, the officials said.

Republican U.S. Representative Maria Elvira Salazar, a Cuban American lawmaker from South Florida, quickly criticized the Democratic administration’s announcement.

“The Biden Admin is now giving the ‘Cuban private sector’ access to the U.S. financial system,” she said in a post on X. “This would make a mockery of American law, considering no progress has been made toward freedom on the Island and repression has intensified.”

Cuba has long blamed the embargo — a tangled web of U.S. laws and regulations that complicates financial transactions by the Cuban government — for decades of economic crisis that have left it with little choice recently but to open its economy to small private business.

Such businesses — for decades taboo in Communist-run Cuba — are now booming on the island.

New Cuban laws put in place in 2021 have seen the establishment of upwards of 11,000 small businesses as of May, the government has said, ranging from corner grocers to plumbing, transportation and construction businesses.

Those businesses employ upwards of 15% of Cuban workers and accounted for around 14% of gross domestic product, according to economy ministry statistics from late 2023.

The regulations announced on Tuesday also authorize U.S. banks to once again process so-called “U-Turn” fund transfers, allowing them to move money for Cuban nationals — including payments and remittances — so long as senders and recipients are not subject to U.S. law.

Such measures are a step in the right direction, said John Kavulich, president of the U.S.-Cuba Trade and Economic Council, but he noted a “glaring omission” in the policy: Cuban businesses are still handicapped by a requirement that they use banks in third countries to move their money.

“As long as financing, investment, and payments need to be routed through third countries, the Biden-Harris Administration will be constraining precisely the activity it professes to support,” Kavulich said in an email.

There was no sign that Tuesday’s announcement could foreshadow a more significant easing of U.S. sanctions and other restrictions on Cuba, beyond the modest steps that Biden has already taken since he became president.

Some analysts have attributed Biden’s cautious handling of Cuba issues to his concern that a softened approach to Havana could hurt him politically among strongly anti-communist Cuban American voters in Florida, a key swing state that he lost to Trump in the 2020 election.

The U.S. officials declined to say whether the administration was conducting a formal review of Cuba’s continuing presence on the State Department’s list of state sponsors of terrorism.

In a first, Cuba’s private business owners will be able to use US banks, Treasury says

The Biden administration will finally allow Cuban independent entrepreneurs to open bank accounts in the United States remotely from the island, among other measures to support the private sector in Cuba that were halted for months due to objections from Congress.

Senior administration officials told reporters on Tuesday that the Treasury Department crafted new regulations to modify the decadesold embargo on the island. The new regulations will allow private business owners in Cuba to open U.S. bank accounts and conduct authorized transactions, “including through online payment platforms,” removing a significant hurdle for the private enterprises.

The embargo imposed on Cuba in the 1960s cut the island off from the U.S. banking system. Currently, Cubans visiting the U.S. can open a bank account here, but they cannot access their money once they return to the island. The embargo restrictions were initially aimed at the Cuban government, but they are now limiting private entrepreneurs, who must come up with creative and expensive ways to pay for imports from abroad.

A senior administration official said that it was “essential” for the Biden administration to make sure the private sector continues to expand on the island.

Other new measures announced Tuesday include authorizing U.S. companies to provide internet services such as videoconferencing, e-learning, automated translation, IT managing services and cloud-based services to the private business owners.

The changes would make it possible, for example, for Cuban software developers to have their apps available for download on the Apple or Google app stores.

The Treasury Department will also reverse a Trump-era measure prohibiting U.S. banks from processing transactions involving Cuba and banks in third countries, known in the banking industry as “U-turn transactions.” That will particularly benefit companies like Western Union, which sends remittances in dollars to Cuba.

Treasury will update its definition of what constitutes an “independent private sector entrepreneur” to include owners of the Cuban enterprises so that they can benefit from the new policy initiatives.

The new regulations will also include restrictions on U.S. companies doing business or providing services to entities owned by the Cuban government or the military. One administration official said Tuesday that any private Cuban company whose owners include someone on Treasury’s list of “prohibited officials of the government of Cuba” will not be able to benefit from the new rules. That list includes top Cuban officials, among them members of the Council of Ministers; Council of State; the National Assembly; the Supreme Court; members of the military and the Ministry of Interior, and senior officials in all ministries. It also includes lower-level officials in the provincial assemblies, the Committees for the Defense of the Revolution, the leaders of the government-controlled unions and editors in state media.

The Cuban private sector has rapidly expanded since it was first allowed in 2021, and there are now more than 10,000 small and medium enterprises, employing a third of all Cuban workers. Because the government is almost bankrupt amid a severe economic crisis, the private sector has taken roles previously unthinkable in a communist island that once banned all private property. These enterprises, known by their acronym mipymes in Spanish, have become major importers of food and other necessities in the midst of the widespread scarcity. They have become significant suppliers of the flour that state-owned bakeries need to produce bread for the public.

The Treasury policy package was ready to go in September, Biden administration sources told the Miami Herald at the time, describing in detail what was expected to be announced. But the new regulations were caught up in bitter congressional fights about the federal budget and faced the staunch opposition of Miami Republican Rep. Mario Diaz-Balart, who chairs a subcommittee overseeing the State Department budget.

Díaz-Balart and other Cuban American members of Congress have voiced concerns that because the private sector is under government control, there is no legitimate free enterprise on the island. They also argue that all private enterprises are owned or controlled by people with ties with the government and the ruling elite.

While independent journalists and activists have found a few enterprises owned by relatives of government officials, several business owners who spoke to the Herald have denied having ties with government officials and rejected that characterization.
