Definition: International inbound tourists (overnight visitors) are the number of tourists who travel to a country other than that in which they have their usual residence, but outside their usual environment, for a period not exceeding 12 months and whose main purpose in visiting is other than an activity remunerated from within the country visited. When data on number of tourists are not available, the number of visitors, which includes tourists, same-day visitors, cruise passengers, and crew members, is shown instead. Sources and collection methods for arrivals differ across countries. In some cases data are from border statistics (police, immigration, and the like) and supplemented by border surveys. In other cases data are from tourism accommodation establishments. For some countries number of arrivals is limited to arrivals by air and for others to arrivals staying in hotels. Some countries include arrivals of nationals residing abroad while others do not. Caution should thus be used in comparing arrivals across countries. The data on inbound tourists refer to the number of arrivals, not to the number of people traveling. Thus a person who makes several trips to a country during a given period is counted each time as a new arrival.

Development Relevance: Tourism is officially recognized as a directly measurable activity, enabling more accurate analysis and more effective policy. Whereas previously the sector relied mostly on approximations from related areas of measurement (e.g. Balance of Payments statistics), tourism today possesses a range of instruments to track its productive activities and the activities of the consumers that drive them: visitors (both tourists and excursionists). An increasing number of countries have opened up and invested in tourism development, making tourism a key driver of socio-economic progress through export revenues, the creation of jobs and enterprises, and infrastructure development. As an internationally traded service, inbound tourism has become one of the world's major trade categories. For many developing countries it is one of the main sources of foreign exchange income and a major component of exports, creating much needed employment and development opportunities.

Limitations and Exceptions: Tourism can be either domestic or international. The data refers to international tourism, where the traveler's country of residence differs from the visiting country. International tourism consists of inbound (arrival) and outbound (departures) tourism. The data are from the World Tourism Organization (WTO), a United Nations agency. The data on inbound and outbound tourists refer to the number of arrivals and departures, not to the number of people traveling. Thus a person who makes several trips to a country during a given period is counted each time as a new arrival. The data on inbound tourism show the arrivals of nonresident tourists (overnight visitors) at national borders. When data on international tourists are unavailable or incomplete, the data show the arrivals of international visitors, which include tourists, same-day visitors, cruise passengers, and crew members. Sources and collection methods for arrivals differ across countries. In some cases data are from border statistics (police, immigration, and the like) and supplemented by border surveys. In other cases data are from tourism accommodation establishments. For some countries number of arrivals is limited to arrivals by air and for others to arrivals staying in hotels. Statistical Concept and Methodology: Statistical information on tourism is based mainly on data on arrivals and overnight stays along with balance of payments information. These data do not completely capture the economic phenomenon of tourism or provide the information needed for effective public policies and efficient business operations. Data are needed on the scale and significance of tourism. Information on the role of tourism in national economies is particularly deficient. Although the World Tourism Organization reports progress in harmonizing definitions and measurement, differences in national practices still prevent full comparability. Arrivals data measure the flows of international visitors to the country of reference: each arrival corresponds to one in inbound tourism trip. If a person visits several countries during the course of a single trip, his/her arrival in each country is recorded separately. In an accounting period, arrivals are not necessarily equal to the number of persons travelling (when a person visits the same country several times a year, each trip by the same person is counted as a separate arrival). Arrivals data should correspond to inbound visitors by including both tourists and same-day non-resident visitors. All other types of travelers (such as border, seasonal and other short-term workers, long-term students and others) should be excluded as they do not qualify as visitors. Data are obtained from different sources: administrative records (immigration, traffic counts, and other possible types of controls), border surveys or a mix of them. If data are obtained from accommodation surveys, the number of guests is used as estimate of arrival figures; consequently, in this case, breakdowns by regions, main purpose of the trip, modes of transport used or forms of organization of the trip are based on complementary visitor surveys.

Latest National Bureau of Statistics (NBS) data shows that the number of tourist arrivals rose to 1,454,920 in 2022 from 922,692 in 2021, with the new figure falling short of the pre-pandemic level by only 55,231.

Arusha . The US is still the biggest source of tourists visiting Tanzania, which is currently conducting a promotional drive to raise the number of arrivals to pre-pandemic levels.

A total of 100,600 tourists came in from the US, the highest number of arrivals from a country outside Africa.

Other leading sources were France (100,371), Germany (67,718), the United Kingdom (60,116) and Poland (46,431).

The top five sources in Africa were Kenya (166,324), Burundi (100,851), Zambia (46,787), Malawi (44,438) and Rwanda (44,288).

“Tourist arrivals from the top 10 countries out of 214 were 778,918, accounting for a 53.2 percent share of total arrivals,” NBS says.

Meanwhile, industry players said although the numbers were encouraging, attracting at least five million visitors by 2025 would require much more work to be done.

“We have only two seasons left until 2025. The numbers will certainly keep on rising, but not to that level,” said an Arusha-based tour operator, who asked not to be identified.

Five million arrivals would earn the economy $6 billion, roughly four times what was generated last year when 1.4 million tourists visited the country.

However, Tanzania Tourist Board (TTB) officials in Arusha said the target was attainable, and the government was committed to realising the goal.

“Our attention is focused on this target. The government is well prepared, and several measures are being taken to that effect,” they told The Citizen.

These include upgrading of facilities at major airports, notably Julius Nyerere International Airport (JNIA) in Dar es Salaam.

“The airport will be expanded to enable it to handle more aircraft,” said one of the TTB officials.

He added that Tanzania would continue to take part in major international tourism fairs in order to promote itself as a preferred tourist destination in this part of Africa.

The events include ITB Berlin held in the Germany city of Berlin every March, and the World Tourism Market (WTM) held in London every November.

The TTB officials said despite challenges such as Russia’s war in Ukraine, the flow of tourists would be sustained.

The increase in the number of tourist arrivals in Tanzania has largely been attributed to the lifting of Covid lockdowns in source countries.

Others are deliberate efforts to promote Tanzania in overseas markets, notably Western countries.

The Royal Tour documentary unveiled by President Samia Suluhu Hassan last year has been mentioned as a another factor.

Mr Aafez Jivraj, a tour operator operating from Arusha, said he wished the target of five million visitors would be attained come 2025 “since I would be one of the beneficiaries”.

However, he added that there was no sure way of hitting the target due to the unpredictable nature of tourism markets globally.

“It is unpredictable...very unpredictable because of frequent travel warnings by the US, UK and Canada,” he pointed out.

Mr Jivraj added that something new happened every day in the international travel market, which would in one way or another have an effect.

He cited the ongoing war in Ukraine and recent earthquakes in Turkey, one of the emerging markets. Tanzania used to receive a sizeable number of tourists from both Russia and Ukraine before the war broke out in February 2022.

Mr Jivraj also wondered if the country could adequately accommodate five million visitors.

Mr Roman Chuwa, director of Equatorial Safaris, another outfit based in Arusha, welcomed the government’s resolve to meet the ambitious target.

However, he reiterated an appeal often made by tourism businesses in Tanzania to the government to cut various levies and taxes, citing VAT on tourism services imposed in 2016, and the $59 per person per night concession fee for visitors spending nights in national parks.

Mr Chuwa also called for upgrading of facilities at Kilimanjaro International Airport (KIA), and lowering of landing fees to enable it to attract more international carriers.

Mr Sirili Akko, executive secretary of the Tanzania Association of Tour Operators (Tato), was cautious on the prospects of five million tourist arrivals in 2025.

However, he commended efforts made by the government to promote Tanzania in international source markets.

“Promoting the country as the best tourism and investment destination will surely sustain the momentum,” he told The Citizen yesterday.

However, Mr Akko was categorical that there should be collaborative efforts by public and private sector players.

He said the public sector should facilitate the business community and relieve it of the burden of high compliance costs.

This, he added, would in turn be reflected in increased number of arrivals, and would thus be a win for everyone.

Tanzania: Tourist Arrivals Up By 64%

Dodoma — THE National Bureau of Statistics (NBS) has released new figures of tourist arrivals in the country, showing a sharp rise to 1,175,697 visitors between January and October 2022, compared to 716,741 during the corresponding period last year.

According to the NBS Director of Economic Statistics, there was a noticeable increase of 458,956 tourists, which is equivalent to a 64 per cent rise, attributing the increase to the much publisised Royal Tour documentary and other initiatives by the government.

According to Mr Masolwa, in October 2022 alone the number of tourists who entered the country increased to 141,517, compared to 92,345 visitors in 2021, which is equivalent to a 53.2 per cent increase.

Mr Masolwa said that from the African continent, Kenya was leading by the large number of tourists who visited Tanzania in October this year with 15,701 tourists, followed by Burundi (8,929 tourists), South Africa (3,802), Rwanda (3,715) and Uganda (3,229).

He explained that France recorded the highest number of tourist arrivals from outside Africa with 12,543 tourists, followed by the United States of America (USA) with 9,097 tourists, Germany (8,874), United Kingdom (6,514) and Italy (4,557).

"The increase of tourists is attributed to the government's continued efforts to promote tourism attractions within and outside the country in general and in particular through the Tanzania Royal Tour documentary filmed by Dr Samia," he noted.

"As you can see there is a massive increase of tourists entering Tanzania tourist attractions in this period compared to last year's period. We hope in December we will receive a large number and we might approach the number of tourists entering the country in 2019 before Covid 19 pandemic," he added.

"During the Covid 19 pandemic, the number of tourists decreased but due to big efforts especially the Royal Tour Film by the Head of State, this year we have noticed a huge increase of tourists from all over the world" he added.

Mr Masolwa further explained about other attributes of economic growth indicators for 2022 as compared to 2021, insisting that among the proxy of economic growth was the use of cement which had increased from 4.8 tonnes in 2021 to 5.6 tonnes in 2022 equivalent to a 14.5 per cent increase.

He also vowed that the increase of the consumption of cement was due to the implementations of different national projects such as SGR, Construction of Roads and the Julius Nyerere Hydropower Project (JNHPP), among others.

Mr Masolwa mentioned another indicator of economic growth as the improvement, growth and increase of telecommunication services where the country has maintained the increase of voice traffic upward from 25.6 billion minutes recorded in July to September 2021 to 33.4 billion minutes recorded during the same period in 2022.

He said the increase in these three proxies indicate that the National Economic Growth was increasing upward and they are creating economic opportunities at individual level.

Tanzania Tourist Arrivals January-July

The National Bureau of Statistics of Tanzania (NBS) disclosed in a press release that during the period January to July 2022, a total of 742,133 tourists visited the country.

This is an increase of 285,867 tourists, equivalent to +62.7% compared to 456,266 tourists who entered the country during the similar period in 2021.

Out of 742,133 tourist arrivals, 222,449 tourists entered the country through Zanzibar, which is equivalent to 30.0% of total arrivals.

Tourist arrivals for the month of July 2022 increased to 166,736 tourists from 81,307 tourists visited the country in July 2021, equivalent to an expansion of 105.1%.

Tanzania Tourists Arrivals by Nationality, January-July 2022

During the period January to July 2022, the USA accounted for the largest share of tourist arrivals from regions other than Africa with 51,301 visitors followed by France with 47,403 visitors. Other visitors were from Germany (30,817), Poland (29,004), and Britain (28,275).

Meanwhile, for the month of July 2022 visitors from the United States of America continued to account for the largest share of arrivals with 17,135 visitors, France (12,634), Britain (8,586), Germany (8,015), and the Netherland (5,102).

Tourist arrivals from African countries for the period of January to July 2022, were from Kenya (86,220), Burundi (54,877), Malawi (27,079), Uganda (21,080) and South Africa (20,868).

Meanwhile, for the month of July 2022, Kenya took lead with 16,654 tourists, Burundi (7,966), Malawi (5,113), South Africa (4,335), and Rwanda (4,035).

Tanzania Tourism and COVID-19

After the world was hit by COVID-19, many countries-imposed travel restrictions that caused the number of tourist arrivals to Tanzania to decline to 620,867 in 2020 , with the smallest number of tourists counted at 7,105 tourists as of April 2020.

In 2021, the number of tourist arrivals increased to 922,692 , equivalent to an increase of +48.6%.
