Business Customs

While modern Saudi Arabia has adopted numerous business methods and styles of the West, many cultural differences remain.  Most important is that business will generally only be conducted after a degree of trust and familiarity has been established.  Considerable time may be spent exchanging courtesies, and several visits may be needed to establish a business relationship.  Business visitors should arrange their itineraries to allow for long meetings, as traditional Saudis often maintain an “open office” in which they will sign papers, take telephone calls and converse with friends or colleagues during the engagement.  Tea and traditional Saudi coffee are usually offered.  One to three cups of Saudi coffee should be taken for politeness, after which the cup may be wiggled between thumb and forefinger when returning it to the server to indicate that you do not need more.

Despite Saudi Arabia’s deeply conservative culture, the role of women within the society is quickly changing and extending into the workplace following historic reforms introduced by Crown Prince Mohammed Bin Salman Al Saud. This has led to growth in the number of working women in Saudi Arabia and a rise in female entrepreneurship.  Women in business or workplaces will shake hands with other women or place hands over the heart when greeting.

Many Saudi businessmen have been educated in or have traveled extensively in the West and are sophisticated in dealing with Americans.  For the most part, travelers can rely on Western manners and standards of politeness in dealing with business counterparts, with a few additional rules that may be observed.  One should avoid sitting at any time with the sole of the foot pointed at the host or other guest.  Unless one is on familiar terms with a Saudi, it may be discourteous to ask about a man’s wife or daughters; ask instead about his family.

Shoes are often removed before entering a Saudi living room (majlis).  If you are invited to the home of a Saudi for a party or reception, a meal is normally served at the end of the evening, and guests will not linger long after finishing. Be observant and adapt your behavior to the customs of your host.

Dress is conservative for both men and women.  Men should not wear shorts or tank tops.  While women are no longer required to wear abayas, they are advised to wear “modest clothing,” i.e. loose-fitting and concealing clothing with long pants or skirts, elbow-length sleeves that also cover the shoulders, and modest necklines.  Saudi Arabia no longer requires restaurants to have separate entrances segregated by gender, instead it is left up to the businesses to decide.  All Saudi nationals are required to show family ID or proof of relationship on checking into hotels.  This is not required for foreign tourists.  All women, including Saudis, can book and stay in hotels alone providing ID on check-in.  Unmarried foreign couples visiting the country as tourists are now allowed to rent hotel rooms together.  Saudi wives are often excluded from social gatherings or are entertained separately.

The Department of State urges U.S. citizens to carefully consider the risks of traveling to Saudi Arabia. Terrorist groups continue to plot attacks in Saudi Arabia.  Regional actors hostile to Saudi Arabia have conducted destructive and sometimes lethal attacks against a variety of targets including critical infrastructure, military facilities, airports, and energy facilities throughout the country, as well as vessels in Red Sea shipping lanes.  Riyadh, Yanbu, areas in proximity to Jeddah, the civilian airport in Abha, military installations in the south, and specific oil and gas facilities are examples of recent targets.  The Islamic Republic of Iran has supplied Yemen-based Houthis and other regional proxy groups with weapons, including drones, missiles, and rockets.  Houthi militants continue to plan and conduct attacks against locations in Saudi Arabia.  Violence associated with Iran-supported groups represents a significant threat. U.S. citizens living and working near military bases and critical civilian infrastructure, particularly in the Eastern Province and areas near the border with Yemen, are at heightened risk of missile and drone attack.

The State Department issues consular information for every country of the world with information on such matters as the health conditions, crime, unusual currency or entry requirements, any areas of instability and the location of the nearest American embassy or Consulate in the subject country. U.S. citizens who choose to visit Saudi Arabia are strongly urged to avoid staying in hotels or housing compounds that do not apply stringent security measures and are advised to be aware of their surroundings when visiting commercial establishments frequented by Westerners.  U.S. citizens also are advised to keep a low profile, vary times and routes of travel, exercise caution while driving and entering or exiting vehicles, and ensure that travel documents and visas are current and valid.  From time to time, the U.S. Embassy and Consulates in Saudi Arabia may restrict travel of official Americans or suspend public services for security reasons.  Threat information that is specific, credible, and non-counterable is made available to the American public.  In those instances, the Embassy and Consulates will keep the local American citizen community apprised through the Mascot system and make every effort to provide emergency services to U.S. citizens.  Security messages can be found on the U.S. Embassy Riyadh website:  

All travelers are encouraged to register their trip to Saudi Arabia through the Smart Traveler Enrollment Program (STEP). Updated information on travel and security in Saudi Arabia may also be obtained from the Department of State by calling 1-888-407-4747 from within the United States and Canada, or from outside the United States and Canada on a regular toll line at 1-202-501-4444.  These numbers are available from 8:00 a.m. to 8:00 p.m. Eastern Time, Monday through Friday (except U.S. federal holidays).  For additional information, consult the Department of State’s Country Specific Information for Saudi Arabia. U.S. citizens who require emergency services may telephone the Embassy in Riyadh at (966) (11) 488-3800, the Consulate General in Jeddah at (966) (12) 667-0080, or the Consulate General in Dhahran at (966) (13) 330-3200.

Visa Requirements

A valid, unexpired passport and a visa are required for entry into Saudi Arabia.  In September 2019, the Saudi Arabian Government began issuing tourist visas to American citizens.  American citizens may now apply for an “e-visa” at the VisitSaudi website prior to visiting the Saudi Arabia, or at an airport upon arrival. Saudi e-visas are generally valid for one year; the maximum allowable stay during a visit is three months. The U.S. government has no control over the issuance or denial of Saudi entry or exit visas and issuance of a visa does not guarantee entry.  The Saudi e-visa allows tourism-related activities and Umrah pilgrimage, excluding during the Hajj season.  The Hajj pilgrimage is not allowed on the e-visa.  Eligible female travelers are now allowed visit Saudi Arabia without a male guardian.  Persons holding tourist visas are not authorized to work or study and will not be able to open bank accounts or perform other bureaucratic procedures for which a residence permit (iqama) is required.

Public Decency

Saudi officials recently released new guidelines for “public decency” for foreign visitors to the Saudi Arabia. Visitors are instructed to dress “modestly,” but abayas and head coverings are not required for female visitors.  The guidelines, which are available on the Visit Saudi website, include prohibitions on taking photos of persons without their permission, prohibited books or literature, cutting in line, playing loud music, and wearing clothing with profane or obscene images.  Please refer to the Saudi Customs website for a detailed list of prohibited items.

Business & Commercial Visas

Business visas are routinely issued to U.S. visitors who do not have an invitation letter from a Saudi company, and visa applicants must provide evidence that they are engaged in legitimate commercial activity.  Business and commercial visas must be obtained prior to arrival.  In compliance with the 2008 U.S.-Saudi Arabia visa reciprocity agreement, Saudi Arabia now regularly issues U.S. citizens five-year, multiple-entry visas at Saudi embassies, consulates, and ports of entry that allow the visitor to stay in general for 180 days.   

In order to obtain a commercial visa, a U.S. applicant is required to submit a letter of invitation from a sponsoring entity in Saudi Arabia.  The invitation letter must be in Arabic.  The American applicant may be asked to present a copy of the original letter at the port of entry, and the letter must be on the sponsoring organization’s letterhead and must bear an authenticating stamp of the local Saudi Chamber of Commerce.  The letter should name the visa applicant, passport number, company name and address, approximate dates of visit, and reason for visit (e.g., business meetings).  It is recommended that the American applicant’s company use the company’s letterhead when requesting cooperation of the Saudi embassy/consulates in issuing the visa.  The visa applicant must apply for and receive the visa prior to departing the United States at either the Saudi Embassy in Washington, D.C. or at Saudi Consulates-General in Houston, Los Angeles, or New York City. 

If the American applicant does not have a Saudi sponsor, the U.S. Commercial Service offices in Saudi Arabia can advise on how to make initial contacts with potential sponsors.  Please visit our Saudi Arabia website to connect with the U.S. Commercial Service in Saudi Arabia.  Please note that the U.S. Embassy and Consulates cannot sponsor private American citizens for Saudi visas.  Occasionally the Saudi consular officer may require the applicant to obtain the visa through a more time-consuming process involving approval by the Saudi Ministry of Foreign Affairs.  Women traveling alone, Americans of Arab origin, and private consultants are more often required to use this process.

American citizens have not recently encountered difficulties obtaining visas and entering Saudi Arabia, despite previous travel to Israel or birth in Israel.  Currently, Saudi Arabia does not bar entry to visitors based on places they have previously visited. 

Resident Visas (Iqama)

Resident visas also are available through a separate process.  A medical report, including an HIV test, is required to obtain a work and residence permit. U.S. companies that require travel of foreign businesspersons to the United States should be advised that most foreign nationals require a visa to enter the United States.  Information on applying for a U.S. nonimmigrant visa is available on the U.S. Embassy website.

The Saudi riyal (SAR) is fixed to the United States dollar at an exchange rate of SAR 3.75 = $ 1.00.

Telecommunications/Electronics

Saudi Arabia has a sophisticated telecommunications network and satellite, microwave, and cable systems that span the country.  The country code for Saudi Arabia is +966.  The main city codes are Riyadh (11), Jeddah/Makkah (12), and Dammam/Dhahran/Jubail (13). 

Mobile Telephone

International roaming agreements exist with some mobile phone companies. 

The Saudi Telecommunications Company, Mobily, and other telecommunication companies provide Internet facilities in most cities.  E-mail can also be accessed from internet connections at many hotels and internet cafes.  Access is blocked to many websites featuring sensitive political, religious, and/or social content, or content that is deemed obscene and anti-Islamic.  E-mail traffic may be monitored in certain cases.

Saudi Arabia exercises tight media control, and criticism of the government, the royal family, and religious tenets are not tolerated.  The state-run Broadcasting Service of Saudi Arabia (BSKSA) is responsible for all broadcasting in Saudi Arabia.  The Minister of Culture and Information oversees radio and television operations.  Viewers in the country’s eastern region can receive television channels and signals from relatively liberal Gulf neighbors.  The government blocks access to websites that it deems offensive.  Newspapers tend to follow the lead of the state-run news agency on whether or not to publish stories on sensitive subjects.

The main newspapers include Al-Jazirah, Al-Riyadh, and Okaz.  English-language dailies include Arab News and the Saudi Gazette.  Pan-Arab papers, subject to censorship, are available.

In Saudi Arabia the associated plug is type G, a plug that has three rectangular pins in a triangular pattern. Saudi Arabia operates on a 230V supply voltage and 60Hz.

Transportation

The business centers of Riyadh, Jeddah, and Dammam/Al-Khobar/Dhahran have international airports served by a variety of international airlines.  Domestic air service is provided by national carrier Saudia, and low-cost airlines Flyadeal, Flynas, SaudiGulf, and Nesma Airlines. In 2023, Saudi Arabia announced the creation of two new airline concepts: Neom Airlines, which is expected to launch in 2024, and Riyadh Air, a new national carrier that aims to leverage the country’s strategic location between Asia, Africa, and Europe to become a global hub for transportation, trade, and tourism.    Women are allowed to drive in Saudi Arabia.  Short-term visitors may drive on their U.S. driver’s license.  American men and women residing in Saudi Arabia should obtain a local driver’s license with the Department of Traffic Police.  Traffic accidents are a significant hazard in Saudi Arabia.  Main roads in the cities and those connecting cities are monitored by ‘Saher’ traffic cameras.  Vehicle insurance is required by Saudi law, and all vehicles must have at least third-part liability insurance.  Driving habits are generally poor, and accidents involving vehicles driven by minors are not uncommon.  In the event of a traffic accident resulting in personal injury, all persons involved (if not in the hospital) may be taken to the local police station.  Drivers are likely to be held for several days until responsibility is determined and any reparations paid.  In case of an accident, you should contact ‘Najm,’ a national insurance company that resolves traffic accidents and related formalities and procedures.

The official language of Saudi Arabia is Arabic, but English is widely used in business and mass communication such as signs and notices.  Most road signs are in Arabic, while major highways and streets in major cities display road signs in both Arabic and English.

Good, modern medical care and medicines are available in several hospitals and health centers in major Saudi cities, but only mediocre medical care may be available in the outlying areas.  Most Western expatriates in major Saudi cities find in-country medical care adequate for routine care and minor surgery.  In recent years, however, medical care has evolved in Saudi Arabia, with sophisticated treatments such as open-heart surgery, kidney transplants, and cancer treatment being undertaken.  Most drugs available in the United States are available in Saudi Arabia.  Many local hospitals and healthcare companies are interested in partnering with U.S. healthcare providers.  In 2005, for example, the Cleveland Clinic set up a joint venture medical center in Jeddah, the International Medical Center, and worked on several joint initiatives, including e-health, teleconferencing, consultations, and continuing education programs.  In 2014, the Johns Hopkins University Hospital, in conjunction with Aramco, started offering health care services for Aramco employees. 

A yellow-fever certificate is required for travelers coming from afflicted countries.  A meningitis vaccine is recommended before coming to Jeddah and the Western Region, especially during the annual Muslim pilgrimage rituals of Hajj and Umrah.  There is a risk of malaria throughout the year in most of the southern region and in certain rural areas of the western region, except for Mecca and Medina.  There are periodic outbreaks of Middle East respiratory syndrome coronavirus (MERS-CoV) in Saudi Arabia.

Local Time, Business Hours and Holidays

Saudi Arabia’s time zone is UTC/GMT+03:00.  Business hours vary in different parts of the country.  Saudi companies usually close for two to four hours in the afternoon and remain open into the early evening.  Retail stores often close for the noon prayer and reopen around 4:00 p.m., often staying open until late in the evening.  The normal workweek runs from Sunday through Thursday.  Friday is the Muslim weekly holy day.

Saudi Arabia is a Muslim country that requires strict adherence to Islamic principles.  Five times a day, Muslims are called to pray in the direction of the “Kaaba,” located in the of city Mecca.  The prayer times are published in newspapers and come approximately at dawn, noon, afternoon, sunset, and evening.  Stores and restaurants were previously required to close for approximately 30 minutes at these times.  However, this requirement was recently loosened, giving businesses the option to remain open.  When staging promotional events or product demonstrations, it is still best to anticipate these prayer breaks, as many businesses still do close.

During the major holidays of Ramadan, Eid al-Fitr, and Eid al-Adha, expect reduced government business hours and closures.  During Ramadan, Muslims abstain from food and drink during daylight hours; accordingly, business travelers should not drink, eat, or smoke in public during daylight or in the presence of fasting Muslims.  Major hotels offer special daytime food services for their non-Muslim guests.  The Eid al-Fitr holiday occurs at the end of the holy month of Ramadan, and Eid al-Adha celebrates the time of year when pilgrims arrive from around the world to perform the pilgrimage to Mecca, or Hajj.  The timing of these holidays shift throughout the year based on the lunar calendar.  The complete list of U.S. and local holidays observed by the U.S. Embassy and Consulates General in Saudi Arabia can be found on U.S. Embassy website.

Temporary Entry of Materials or Personal Belongings

For temporary entry of goods for promotional purposes, importers need an invoice with the value of the goods endorsed by the local Chamber of Commerce or the U.S.-Saudi Business Council and a certificate of origin also to be authenticated by one of the aforementioned entities.  The invoice should state that the goods are being imported for exhibition purposes only and will be re-exported.  Saudi Customs requires a deposit for these goods (equivalent to the applicable tariff rate on the total value of the goods).  This deposit is refundable when the exhibition is over and upon showing a document that the owner of the equipment officially participated in a trade show.  Additionally, the customs authorities will collect handling charges (for details, visit the Saudi ZAKTCA website) Reimbursement takes between two to four weeks.  If the goods are meant for demonstration purposes to a government entity, a letter from that entity is required indicating the nature and purpose of the goods.

Business visas are issued to: businessmen, investors, representatives of U.S. companies, managers, sales managers, sales representatives, etc.

Requirements:

  • A passport valid for at least six (6) months, with at least two (2) clear visa pages adjacent to each other.
  • One (1) recent passport size color photograph with a white background. Photograph(s) must be full-face shots in which the applicant is facing the camera directly.  Side or angled-views are NOT accepted.  Guidelines for accepted photograph for Visa .
  • A completed application form filled-out with a black ink pen or printed.  Application forms   can be downloaded here. Please include your email address on the application.
  • Please provide one of the following documents to prove the applicant's position:
  • A letter addressed to the Royal Embassy of Saudi Arabia in Washington, D.C. by the applicant's employer in the U.S., which confirms the applicant's position and that he is being sent on a business visit related to his/her company.
  • A copy of the company's business registration, in Saudi Arabia and in the U.S
  • An electronic invitation Letter from a Saudi Company.
  • A diplomatic note from the applicant's embassy in the U.S. identifying his/her title (for non-U.S. citizens).
  • Additional documents may be requested if needed.
  • For non-U.S. citizens, a copy of the green card or a document confirming legal residence in the U.S.
  • Visa fees must be paid online through Enjaz website www.enjazit.com.sa or through any of the  Visa Offices Registered with Enjaz .  The visa fee is $270.00 for U.S. passport holders, for both single and multiple entries.   For non-U.S. citizens, the visa fee is $54.00 for a single entry and $134.00 for multiple entries. Please print receipt of payment which includes the order number and attach submit with documents. Log on to  https://enjazit.com.sa/  .   • Minors (under 18 years of age) travelling alone or with one parent must submit a notrized letter of authorization, in either in Arabic or English, signed by both parents or legal guardians.

The process of obtaining visas in Saudi Arabia is somewhat complex. While some countries may not require a visa for travelers from certain countries, Saudi Arabia compulsorily requires both a passport and a valid visa, whether you are traveling for business, work, or personal reasons.

The only exceptions are the citizens of countries that are members of The GCC and the Cooperation Council for the Arab States of the Gulf. Its members include the United Arab Emirates, Kuwait, Bahrain, and the Sultanate of Oman .

Saudi Arabia issues three types of visas:

  • Employment visas
  • Business visit visas
  • Family visit or residence visas

A Saudi Arabian visa is a sticker/stamp placed in a passport and issued by the Royal Saudi Arabian Embassy. Saudi consulates in each country also issue visas. 

A Business Visa And a Work Visa: Their Difference

A Saudi Arabian business visa is employed to carry out limited business activities with a Saudi sponsor, be it a person or an organization. In theory, the visa limits you from doing activities like business meetings or conducting negotiations.

Individuals may also use their Saudi business visas to provide interim or short-term technical services or management consultancy. The Saudi authorities tolerate this largely.

It is important to understand the difference between a business visa and a work visa. A Saudi business visa allows you to conduct limited business transactions with your Saudi sponsor.

If you need to work in Saudi Arabia, you will need a work visa, also known as an employment visa . The work visa permits its holder to work within the Kingdom of Saudi Arabia (KSA).

All foreigners who want to work in Saudi Arabia are subject to the Kingdom’s sponsorship system. This sponsorship gives the employer significant legal authority over those working for them.

For example, an employer can prevent an employee from exiting the Kingdom.

It is illegal to work in Saudi Arabia when your business visa is marked “not permitted to work,” and violating this stipulation can result in deportation, detention, financial penalties, and a ban on returning to the Kingdom.

Documents Required for a Saudi Arabian Business Visa Application?

The Saudi Arabian government is very particular about the documents required to obtain a business/travel visa. You need to ensure each document presented is appropriate.

As with traveling to any country, traveling to Saudi Arabia will require a passport valid for six months when applying for the visa. Renew your passport if you have less than six months till the passport expires.

Other requirements are:

The signed passport must contain at least two consecutive blank pages. Single blank pages are not acceptable.

Even if your passport is valid but no longer contains two successive blank pages, your passport will not be accepted due to other visa stamps, and amendment pages do not count. 

Your passport should not be altered, damaged, torn, or separated in any manner.

If your passport shows that you have visited Israel or intend to do so, you will be refused a visa.

On occasion, the Saudi Embassy has declined a visa to nationals of other countries who were born in Israel.

Generally, passports can be dropped off at the Saudi Embassies between 9:30 and 11:30 a.m. on weekdays and picked up between 9:30 a.m. and 1 p.m. However, these timings are subject to change without notice, particularly during the month of Ramadan.

Photographs

You are required to submit two recent, identical passport-style photos of 2″ x 2″. These photos must be in color and on photo-quality paper, recent, and taken within the last 90 days.

Photographs printed on computer paper are not accepted. The pictures should not be the same as the ones in your passport.

Other requirements for the photographs:

The head and the entire face must be in the center of the picture.

Do not smile. You must have a neutral expression.

You must remove your glasses for the photos and any non-religious headwear, such as a baseball hat or a visor.

Do not attach any of the photos to your visa application. You cannot use any adhesive material, such as tape, glue, or staples.

Documents Required for Your Visa

Business travel to Saudi Arabia will require you to provide the following documents,

A Business Cover Letter From Employer

All applicants for a Saudi business visa need to submit a business cover letter (BCL) from their employer in their country. 

This business cover letter must be printed on the company letterhead with a complete address and an original signed document indicating the visit’s itinerary date, purpose, and duration.

The company letter needs to confirm the employee’s position in the company, as well as the financial and moral responsibility of the applicant, and list contact details and the address for their visit to Saudi Arabia.

This letter is required to be notarized and addressed to the Royal Embassy of Saudi Arabia in that country.

Sponsors Business Registration Form

A Saudi business visa application also requires a copy of the sponsoring Saudi company’s registration form, which is issued by the Saudi Ministry of Commerce and Industry.

This copy must be stamped and issued by the Ministry of Foreign Affairs in Saudia.

You also need to submit a copy of your company’s business registration in Saudi Arabia and in the country where you are applying from.

Letter of Invitation

A visa application also requires submitting an original invitation issued by the Saudi Foreign Ministry. The company sponsoring your visit to Saudi Arabia must arrange this invitation letter.

Details required in the invitation letter:

  • Addressed directly to the Royal Embassy of Saudi Arabia, in the country the visa is being applied from.
  • Must show the Saudi sponsor’s complete address and contact numbers.
  • The letter needs to request the exact number of days for the visa as mentioned in the business introduction letter. 
  • Specify single or multiple entry visa requests.
  • If a government company has issued a Letter of Invitation in Saudi Arabia., you will be required to bring a diplomatic note from the embassy in your country.

Notice of Saudi Laws and Regulations

You are required to fill out and sign a Notice on Saudi Laws and Regulations Form. As part of the requirement of this form, you will need to provide your fingerprints and eye iris pattern images.

The Saudi embassy may additionally request a signed copy of your business contract between your company and the sponsoring company in Saudi Arabia.

Educational Qualifications

A letter detailing the highest level of education you have achieved and the subjects you majored in at the university.

Visa Application Form

The visa application form for Saudi Arabia must be filled out in block (capital) letters and precisely the same way as given on your passport, including your full name.

The application must be filled out using blue or black ink only. It will be rejected if any other color ink is used. The visa application must also contain your cell phone number and email address. 

Keep the following tips in mind:

For the application section on religion, enter Muslim or other. ‘Other’ in this case means non-Muslim.

Also, ensure that you follow the Ministry of Foreign Affairs authorization when choosing single or multiple entries on the form.

If you have traveled to Saudi Arabia previously, check your passport to see if it already contains a valid Saudi Arabian visa. A new visa will not be issued if you already have a valid one.

You must also submit proof of a round-trip airline ticket or a computer-generated travel agency itinerary for your business trip to Saudi Arabia.

A private charter’s manifest will fulfill this requirement if you travel via a private charter.

The non-U.S. citizens who live and work in the United States must submit a copy of their green card or any documentation confirming their legal residence status in the United States.

If you must visit Mecca, Jeddah, or Medina, or if your sponsor is based in any of the above three cities, you must prove having received a meningitis vaccination. There are no exceptions to this rule. 

These guidelines can change quickly and without any prior notice.

The processing time required for the Visa Application.

The entire process could take anywhere from 2 to 15 days and even longer in some cases.

The processing time depends on several factors, and a consulate or embassy may change the length of time it needs to process a visa application at its discretion and without notice.

What is the validity period of a Saudi Arabian Visa?

The number of days you can stay within the country starts on the day you enter Saudi Arabia. Here are some general guidelines:

A single-entry visa permits for up to 90 days (three months).

A multiple-entry visa will allow a stay of up to 180 days (six months).

Do not overstay your visa.

All persons visiting Saudi Arabia must observe the country’s Islamic regulations and laws and respect the traditions and values of Saudi Arabia.

A male relative must receive women and children traveling to Saudi Arabia at the airport. Women traveling on business, however, may be received at the airport by a male colleague from her company.

Women applying for a business visa also need a pre-approved invitation from the Ministry of Foreign Affairs. This invitation number will always begin with 7005. There are no exceptions to this rule.

The latest changes introduced in Saudi legislation establish the possibility of applying for a tourist visa by nationals of 49 countries, including Spain.  Travelers must be able to present, upon arrival at the airport, the mandatory supporting documents, especially in terms of medical coverage. At the same time, it issues business and work visas, visit visas for close relatives of residents in the Kingdom, pilgrimage and transit visits. Such visas must be obtained  prior to arrival (they are not issued at airports, ports or land borders) and require a sponsor who will have to carry out the procedures corresponding to the invitation before the Saudi Ministry of Foreign Affairs for the pre-granting of the visa.  The process can take several weeks  , so it is recommended to apply well in advance.

What you should know.

A Saudi Arabian business visa is used to conduct limited business transactions with a Saudi Arabian sponsor, either an individual or a company. In theory, the visa restricts activities to holding business meetings or conducting negotiations. However, individuals can also use a Saudi business visa to provide temporary or short-term services, such as management consulting or technical services. It is also important to understand the difference between a business visa and a work visa. If you want to work in Saudi Arabia, you must apply for a work visa before you travel. A work visa allows the holder to work in the Kingdom of Saudi Arabia (KSA). Anyone from a foreign country who wishes to work in Saudi Arabia is subject to that country’s sponsorship system. This gives the employer substantial legal authority over anyone who works for them. For example, an employer can prevent an employee from leaving the kingdom. If your business visa contains the message “you are not allowed to work”, it is illegal for you to work in Saudi Arabia, that is, to work for a Saudi company and receive a salary for yourself. Violating it can result in detention, deportation, financial penalties, and a ban on returning to the Kingdom. If your business visa contains the message “you are not allowed to work”, it is illegal for you to work in Saudi Arabia, that is, to work for a Saudi company and receive a salary for yourself. Violating it can result in detention, deportation, financial penalties, and a ban on returning to the Kingdom. If your business visa contains the message “you are not allowed to work”, it is illegal for you to work in Saudi Arabia, that is, to work for a Saudi company and receive a salary for yourself. Violating it can result in detention, deportation, financial penalties, and a ban on returning to the Kingdom.

Visa duration.

The one-entry visa is valid for three months from the date of issue.  The multiple entry visa can be valid between six months and one year.

The maximum stay allowed in the country when one enters on a  business visit visa   is 30 days for the single entry visa and 90 days for the multiple entry visa.

Can it be extended?

If it can be extended  only once for the same initial stay.

Saudi Arabia Visa: A Complete Guide to Fees, Types, and Requirements

A lot of people who have never been to Saudi Arabia might know it for being an oil-rich state and the birthplace of Islam. While most tourists visit Saudi Arabia on religious pilgrimages, it is slowly opening up to leisure tourism.

Do I Need Visa for Saudi Arabia?

The short answer is yes, you do. Like many other countries in Asia such as Cambodia or Thailand, KSA needs the citizens of most countries in the world to come with a visa. And now that we are talking about it, getting a Cambodia visa or visa for Thailand is much simpler than a visa for KSA.

There are four countries whose citizens don’t need a visa for Saudi Arabia. Yep, you heard that right. People from these countries can enter with their ID cards. It’s like their mini Schengen zone.

Saudi Arabia Visa Types

Depending on teh purpose of your stay in the KSA, different Saudi visa types are available. Some of them can be applied online and some of them can only be obtained in a KSA consulate.

1. Saudi Arabia eVisa

Citizens of 51 countries/territories can obtain eVisas online or on arrival to Saudi Arabia. The KSA eVisa comes with a validity of 90 days.

Here are the countries whose citizens can get eVisa for Saudi Arabia. You can apply for a Saudi eVisa at the official website of Saudi Ministry of Tourism.

An eVisa can be granted for tourism, family visit or business purposes.

2. Saudi Arabia Tourist Visa

If you are not eligible to get an eVisa or visa on arrival for Saudi Arabia, you can get a visa from an embassy of KSA. The Saudi Arabia tourist visa will allow you to be in KSA for sightseeing and tourism purpose only.

3. Family Visit Visa for Saudi Arabia

A family visit visa for Saudi Arabia can be issued to foreigners who want to visit a family member in KSA.

To be eligible for this, you need to be a first line relative such as spouse, parents, children of the Saudi citizen.

You can apply Family Visit Visa online if you are from one of 51 countries eligible for eVisa or in a KSA embassy.

3. Saudi Arabia Business Visa

Foreign visitors wanting to visit KSA for business purposes such as meetings, trainings, business deals etc. can obtain a Saudi Arabi business visa.

4. Saudi Arabia Umrah Visa/Hajj Visa

Muslim pilgrims from all over the world can obtain a Umrah visa for Saudi Arabia free of charge at the Embassies or Consulates of Saudi Arabia.

If you are eligible for a Saudi Arabia eVisa, you can also use it to enter the Kingdom to perform Hajj/Umrah.

5. Saudi Arabia Work Visa

A Saudi Arabia work visa or employment visa can be issued to foreigners who will be gainfully employed in KSA. For this you need to have a job offer from an employer in Saudi Arabia.

Your employer has to procure a Saudi work permit for you, and then only you can apply for the Saudi employment visa in a Saudi embassy or consulate.

And once you receive the Saudi Work Visa and you enter the KSA, you also need to apply for a Residence Permit from the Ministry of Labor in KSA.

6. Student Visa for Saudi Arabia

If you want to study Arabic in the KSA or any other thing, you would need to get a Saudi student visa. In order to get it, you first need to be accepted in an accredited institute or university in the KSA first.

Then your university has to apply at the Ministry of Foreign Affairs for authorization for the Saudi Student Visa. Once your visa is authorized, you can apply for a Saudi study visa at a consulate of the KSA.

7. Saudi Transit Visa

Citizens of many countries who need to fly to a third country en route to Saudi Arabia and are not visa exempt for the KSA, can get a Saudi transit visa.

But you don’t need a transit visa if

  • You have a confirmed onward flight ticket a third country within 12 hours, and you don’t leave the international transit area of the airport.
  • You are traveling via Dammam (DMM), Jeddah (JED) or Riyadh (RUH) international airport.
  • You have a valid visa or residence permit or are visa-free for your final destination.

How to Apply Saudi Arabia Visa Online?

The only KSA visa that you can apply online is the Saudi eVisa, and that too if you are eligible for it. You can apply for it on the official website of Saudi Arabia .

Saudi Arabia Embassy Visa: How to Apply?

If you can’t get the Saudi visa online, you need to apply for KSA visa at a Saudi embassy in your country or any other country where you are a legal resident.

And it goes without saying that apart from the eVisa, any other visa like work visa or study visa can only be obtained from an embassy of Saudi Arabia.

And not to forget that different Embassies or Consulates always have their own way of doing things. And when it comes to Saudi Visa, most of them use authorized agencies for visa approvals.

So you can check for the visa requirements for Saudi Arabia in its embassy first, and then either make an appointment or contact the agency.

Saudi Arabia visa fees can change without any notice and varies in different countries, and depending on the agency you are using. On top of that, you also have to pay VAT at the applicable rates.

Can You Visit Saudi Arabia if You Have an Israeli Stamp?

As per Saudi Commission for Tourism and National Heritage, having an Israeli stamp on the passport does not disqualify someone from visiting Saudi Arabia. You can get an eVisa or Saudi embassy visa, and visit the KSA.

However, Israeli citizens are barred from visiting Saudi Arabia.

Saudi Arabia Visa for US Citizens

US citizens can get an eVisa for Saudi Arabia as well as a visa on arrival if they want to go to the KSA for tourism, sports, leisure or business purposes.

But other visas such as Saudi work visa or student visa can be obtained through the Saudi embassy in Washington DC only.

Saudi Arabia Family Visit Visa

The most important document that you will need is a MOFA –  Ministry of Foreign Affairs Government Letter of Invitation . This can take anywhere from 3 to 5 days to obtain. Once this invite has been authorised, then it is faxed to you and Saudi embassy in London.This visa type is also known as the Saudi Arabia visitor visa.

Saudi Arabia Business Visa

This Saudi visa will allow you to make short terms visits for business meetings, discussions and training events. You are able to obtain either a 3 month single entry Saudi visa or a 6 month multiple entry Saudi visa. You are entitled to up to a maximum of a 30, 60 or 90 day stay during each visit. The Saudi visa government will dictate whether a single or multi entry visa for Saudi is issued.

Saudi Arabia Work Visa

This visa allows you to reside and work full time in Saudi Arabia. You will be required to provide the contract of employment, invites and other sites such as a  Saudi visa medical  report and attestation certificate of qualifications which are  Saudi embassy legalised  and attested by the  Saudi Arabia Cultural Bureau in London . Saudi Arabia Tourist Visa

This visa allows you to visit Saudi Arabia as a tourist, the visa must be submitted to the embassy along with all other documents and passport.

The One Stop Guide to the Saudi eVisa for Tourists

I felt so shocked when on September 27, 2019, I heard that the Kingdom of Saudi Arabia had begun issuing the new Saudi eVisas for tourists, even that applicants are now being granted visas in as little as 5-30 minutes.

At first, I did not believe it. So, I decided to find out all about it. 

So what exactly is the Saudi eVisa? The Saudi eVisa allows nationals from 49 countries, aged 18 + to visit and stay in the kingdom for the purposes of tourism and/or Umrah for Muslims. It is valid either for 1 month (single visa) or up to 3 months (multiple entry) and is not renewable. Application, payment, and issue of the eVisa are done entirely online or with Visa On Arrival at the Saudi (air) port of entry.  

Today, the process of applying and issuing the Saudi eVisa as a tourist to Saudi Arabia is easy and quite straightforward. See below for more details.

However, before making the application, ensure you have all the correct documentation, provide all the information correctly, understand and accept the conditions of the Saudi eVisa .

Failure to do so can mean your application may be rejected and the money you paid for the fees will not be refunded. The correct procedure is explained in more detail below. Read it carefully to avoid costly mistakes.

Who Is Eligible For The Saudi eVisa ?

Group a- eligible applicants, ( evisa and visa on arrival ).

Group A applicants must be 18 or over and a national of one of the following 49 countries. Also, see Colored Map!

Schengen, USA, and US Visits Visa Holders

However, they must show they have used their Schengen, US or UK V isit Visa to have traveled to and from those countries after it had been issued. To show this, an entry stamp must be shown.

The Saudi eVisa or the Visa On Arrival is valid ONLY if the visitor enters the kingdom using a national carrier, for example, Saudi Airlines, FlyNas, FlyaDeal or Saudi Gul Airlines.

Visas On Arrival can be issued by passport agents or using self-service machines based at the Saudi port. Agents will check eligibility before issuing a Visit visa. Applicants MUST:

  • Be passport holder of any of the eligible countries OR
  • US or UK or Schengen Visit Visa holder
  • Have Valid Visit Visa (Not expired)
  • Must be a Tourist or Business Visit Visa
  • Must be a Visit Visa that is stamped at Port of Entry to US, UK or Schengen countries

Saudi eVisa -The Cost 

Saudi evisa -the validity.

All three types of Saudi tourist visas ( Visit, & single/multiple entry Saudi eVisa ) are valid for use for 1 year AFTER the date of issue.

However, a single entry Saudi eVisa allows applicants to stay in the kingdom for up to 1 month only and must be used within 1 year of issue.

A multiple entry Saudi eVisa allows you to arrive, leave and return to Saudi Arabia ( unless stated otherwise ) but it is valid and can only be used for up to 3 months AFTER the first date of entry. This too and must be used within 1 year of issue.

For multiple entry eVisa only, you can leave and reenter Saudi Arabia as many times as you wish during those valid three months.

Renewals : All three Saudi Visit visas cannot be renewed. 

Airport Visa Eligibility Precheck  

At the airport before boarding your flight to Saudi Arabia, the airlines at check-in will conduct a precheck for visa eligibility before they accept your luggage.

The Saudi eVisa will enable you to enter the Kingdom of Saudi Arabia at ALL major ports of entry using any of the Saudi Arabian national air carriers for example, Saudi Airlines, FlyNas, FlyaDeal or Saudi Gul Airlines.

Applicants Who Are Under The Age of 18 

Applicants under the age of 18 ( Minors ) CANNOT use the Saudi eVisa service, nor apply for Visa on Arrival or for a Visit Visa via the Saudi consulate.  

A representative person can apply on behalf of a Minor as a Guardian , but MUST have the authority to do so and MUST agree to the Saudi eVisa Terms and Conditions on behalf of the applicant Minor .

Overstaying 

Saudi eVisa or Visit Visa holders will be charged a penalty of 100 SR per day for each day beyond the expiration date of the visa for the days he/she remains in the kingdom. 

Special Information and Conditions

The Kingdom of Saudi Arabia ( KSA ) provides the electronic Saudi eVisa to visit the kingdom on a short term basis. It is designed to speed up the process of obtaining a visit visa to the kingdom and is operated by the Saudi Commission for Tourism and National Heritage ( SCTH ).

Saudi eVisa Applicants Must:

  • Provide a valid email address
  • Obey Saudi Laws and Ensure the Welfare and Security of the Kingdom
  • Not contravene Sharia law, national security nor violate prevailing moral principles 
  • Enter the Saudi port using the same passport as used in the Saudi eVisa application
  • Carry a hard copy (paper copy) and soft copy of the Saudi eVisa upon arrival at the Saudi port of entry
  • Submit to biometric identification by immigration authorities at the port of entry
  • Not use the Saudi eVisa to perform Umrah, Hajj, paid work or business. 
  • Have funds to support themselves during their stay in the kingdom
  • Agree that they are subject to local Saudi laws at the port of entry
  •  Agree that SCTH can suspend the application or terminate the Saudi eVisa if an applicant fails to pay the eVisa fee, gives false/wrong information in the original application or fails to abide by the terms and conditions as set out in the  Saudi eVisa contract.

Can I use the Saudi eVisa for other than tourism? Yes! However, most of the eligible 49 countries cannot because they are non-Muslim countries barring Brunei, Malaysia and Kazakhstan. The visa will be issued instantly based on the eligibility criteria; the process can all be done digitally and doesn’t require contacting Saudi missions abroad.

Conditions to get a business visa include having a passport valid for six months, and the investor must have a recognized presence in the host country. The visa should not be used for other non-commercial purposes.

Visitors to the country need to comply with the regulations and instructions of the Kingdom, refrain from performing Hajj without a Hajj Visa, not get involved in paid or unpaid work, and refrain from performing Umrah during the Hajj season.

Saudi Arabia Invites Tourists: What You Need to Know

For the first time, the conservative kingdom is opening its doors to travelers who want to visit for more than religious reasons. But how ready the country is for foreign tourists is a question.

For the first time, Saudi Arabia is officially opening its doors to tourists interested in visiting the kingdom for more than religious reasons. The ultraconservative Middle Eastern kingdom announced a new e-visa program on Friday that will allow people from 49 countries to enter the country for tourism, for stays as long as three months.

The visa program is an aspect of an economic reform plan introduced by Prince Mohammed bin Salman, Saudi Arabia’s de facto leader, to lower the kingdom’s dependence on oil.

“The Saudis already have experience with outsiders coming in as religious tourists, but tourism for culture, ecology, desert — that’s new and it’s part of the project for opening up,” said Bernard Haykel, a scholar at Princeton University who studies the kingdom. “It’s not going to displace oil, but it’s a dent in that direction.”

Visas were previously restricted to expatriates and business people working in the country, and for Muslims traveling to the kingdom for the Hajj , the five-day pilgrimage Muslims from around the world make to follow the Prophet Muhammad’s footsteps and for Umrah, a smaller religious trip.

Saudi Arabia is one of the most conservative countries in the world, adhering to a strict interpretation of Islam, and is considered as particularly harsh to women who are seen as breaking religious rules.

The announcement of the visa program comes one week before the one-year anniversary of the killing of Jamal Khashoggi , a Saudi journalist critical of the government, and during a time when the kingdom’s treatment of women’s rights activists has garnered international condemnation.

Here is what we know about the visa program.

Which countries are part of the visa program?

The program will allow people from 49 countries including the United States, Canada, most European countries and China to travel to the kingdom by applying for a visa ahead of their visit or when they arrive in the country.

People from countries that are not included in the visa program are encouraged on the visa application website to contact the Saudi embassy or consulate closest to them.

How do I get a visa?

People from the 49 countries included in the program who are over 18 can go to visa.visitsaudi.com and register and apply for a visa. They can apply online before the trip or at a kiosk upon arriving in Saudi Arabia. The kingdom says decisions will be made in half an hour. The visa fee is 440 Saudi riyals ($117) and includes a health insurance fee. Applicants under 18 must apply with an adult guardian.

How long is the visa valid?

People with a single entry visa will be allowed to stay in the kingdom for a month and those with multiple entry visas will be allowed to stay for up to three months.

Will the kingdom’s conservative rules apply to tourists?

The tourism site reminds tourists that five times a day, during prayer time, music is turned off in public places and many shops close briefly, and during Ramadan, while Muslims fast from dawn to dusk it is respectful to avoid eating or drinking in public during the day.

Alcohol is illegal in the kingdom and it is illegal to bring alcohol or drugs into the country. The site also notes that “public displays of affection are not consistent with local culture and visitors should also avoid using profane language or gestures.”

Men and women visiting Saudi Arabia are expected to dress conservatively. Women, in particular, are expected to cover shoulders and knees in public.

“One of the obvious issues that will arise is that it is a fairly conservative society,” Mr. Haykel said. “How will Saudis take to outsiders with different norms of dress? How are people going to react to that, especially to women who are not modestly dressed? Lots of tensions could arise around westerners who are dressed immoderately.”

It is unclear what the punishment or fine for breaking rules will be. Visitors to other countries in the Persian Gulf region who have run afoul of cultural norms have been imprisoned .

“The idea is that tourists who are interested in historical sites and visiting the main cities and seeing performances organized by authorities are welcome, but they are not welcome to share knowledge, influence, political thought and analysis,” said Hala Aldosari, a fellow at M.I.T.’s Center for International Studies and an activist from Saudi Arabia. “It is still vague how Saudi Arabia plans to deal with people breaking the rules — will it deport them? Detain and investigate? Torture?”

Will foreign women be allowed to drive?

Last year, Saudi Arabia lifted the ban on women drivers , and earlier this year, it eased strict guardianship laws , but many of the women’s rights activists who had fought for the right to drive were imprisoned and at least one remains so .

The tourism commission did not specify whether women tourists can drive alone or with a male companion.

Where will tourists be allowed to go in Saudi Arabia?

Only Muslims will be allowed to visit the holy cities of Mecca and Medina, but the kingdom is promoting a number of its Unesco world heritage sites, including the Mada’in Saleh in Al-Ula, which is the largest conserved site of the civilization of the Nabataeans south of Petra in Jordan, and At-Turaif District in Ad-Diriyah, the first capital of the Saudi state.

The kingdom is also encouraging people to visit Historic Jeddah, the Gate to Mecca, Al-Ahsa Oasis and the Hail Region, which has 10,000-year old inscriptions of human and animal figures.

The kingdom’s General Investment Authority and its Commission for Tourism and National Heritage said on Friday that they have development agreements with airlines and hotel and restaurant developers to create tourist-friendly sites, including hotels, a ski slope and snow park, a water park, shopping and entertainment destinations throughout the kingdom.

The Saudi tourism commission also partnered with the World Travel and Tourism Council, the global organization that represents the private sector of the travel and tourism industry, to help make the kingdom a top five inbound destination with 100 million international and domestic visits, by 2030.

Is it easy to get around the country?

The kingdom’s tourism commission said the easiest way to travel is by car and it encourages tourists to rent a car . Car services Uber and Careem, as well as train and bus, are touted on the visitor information website.

Ms. Aldosari cited the financial cost of visiting and difficulties of getting around the country as a possible hindrance for tourists visiting Saudi Arabia.

“Most places in Saudi Arabia are underdeveloped when it comes to infrastructure,” Ms. Aldosari said. “Public restrooms, highways, all these issues can present a challenge for western tourists.”

Russian Foreign Minister Sergey Lavrov met with Saudi Crown Prince Mohammed bin Salman in Riyadh, on Monday, during an official visit to Saudi Arabia. 

The meeting, reported by both the Russian and Saudi foreign ministries, focused on regional and international developments, efforts to strengthen security and stability, and matters of mutual interest.

Lavrov conveyed greetings from Russian President Vladimir Putin to Saudi King Salman bin Abdulaziz Al Saud and the Crown Prince. 

Key topics discussed included the Israel-Palestinian conflict and energy cooperation. 

Both sides expressed satisfaction with their ongoing collaboration within the OPEC+ framework, noting its importance in maintaining balance in the global energy market, added the SPA report.

A statement emphasised that recent decisions within OPEC+ reflect growing stability and independence in the coordination among oil-exporting nations. It was emphasised that the decisions taken recently indicate the growing stability and independence of this unique coordination mechanism of oil-exporting countries, its efficiency and relevance for maintaining the balance of supply and demand in the global energy market.

Meanwhile, the Saudi Foreign Ministry said on X that both foreign ministers reviewed bilateral ties and ways to improve joint cooperation, and also discussed the latest developments on the regional and international agenda.

The Saudi delegation included Minister of National Guard Prince Abdullah bin Bandar bin Abdulaziz, Minister of Foreign Affairs Prince Faisal bin Farhan, and National Security Adviser Dr Musaed bin Mohammed Al-Aiban. On the Russian side, Ambassador Sergey Kozlov and other senior officials were present.

Lavrov also held talks with Gulf Cooperation Council (GCC) Secretary-General Jasem Mohamed Albudaiwi, ahead of the 7th ministerial meeting of the Russia-GCC Strategic Dialogue.

Lavrov arrived in Saudi Arabia on Sunday for the official visit.
