Set Sail in 2023 on These Epic Family Cruises

family cruises in december 2023

Sail with Mickey to Mexico or sail through the Panama Canal on these cruises that are perfect for families

After several years of setbacks, cruises are making a comeback. A convenient way for families to get together for a vacation, cruises allow multiple generations to relax in one place without always having to do the same activities. Now’s the time to start planning to set sail next year, so here are some 2023 cruises for families that caught our attention.

Royal Caribbean | Wonder of the Seas 7-day Eastern Caribbean

Multiple yellow and pink waterslides and water coming from top on Splashaway Bay, Wonder of the Seas cruise ship

Currently, the largest cruise ship in the world, Royal Caribbean's Wonder of the Sea holds over 5,700 passengers. Sailing out of Cape Canaveral, Florida, Wonder of the Seas offers 21 dining venues, an AquaTheater, ice skating shows, a comedy club, and an onboard carousel. It has so much to do it's impossible to get bored.

Kids Will Love: All of the water activities on board! From the whirlpool waterslide Supercell to the clear twisting waterslides where you can race another rider and the 40-foot-long surf simulator, it'll be a chore getting kids out of the water every day.

Parents Will Love: Get some alone time in the indoor-outdoor solarium exclusive for guests 16 and over. With swimming pools and a lounge area that overlooks the front of the ship, it's the perfect place to relax without the kids.

Princess Cruises | Sky Princess 7-day Western Caribbean with Mexico

View this post on Instagram A post shared by Rose Palmer (@quiltripping)

One of the newest ships in the Princess fleet, the Sky Princess heads to the western Caribbean from Fort Lauderdale, Florida. Multiple pools, live shows and a sports court are on board to help families relax before hitting ports of call. Also, look for shore excursions and onboard presentations recommended by Discovery Channel and Animal Planet to learn a little more about the ship’s destinations.

Kids Will Love: There are three separate areas for children ages 3-7, 8-12, and 13-17 with age-appropriate activities, including movie nights, art projects, stargazing, and video game tournaments.

Parents Will Love: Four specialty dining opportunities allow foodies to enjoy unique dining experiences of flavors from around the world. Adults hoping for some alone time can experience the Chef’s Table Lumiere, a multi-course dinner with champagne hosted by the ship’s executive chef.

Hapag-Lloyd Cruises | HANSEATIC Inspiration 13-day Panama Canal South America

View this post on Instagram A post shared by Hapag-Lloyd Cruises (@hapaglloydcruises)

A cruise on the Hapag-Lloyd HANSEATIC Inspiration is an alternative for the family that loves to explore and learn while on vacation. Leaving Costa Rica and arriving in Panama, there are port calls in Columbia and Ecuador and a daytime passage through the Panama Canal. With no more than 230 guests per trip, it never feels crowded. Tours on small Zodiac boats allow guests to get up close and personal with nature. Onboard, traditional cruise options such as swimming pools, a spa, and sports club are also available, along with several restaurants and bars.

Kids Will Love: Inquisitive children will love the Ocean Academy. Offering microscope stations and an interactive media wall, the center has experienced experts to answer questions about the area where the cruise is.

Parents Will Love: Children under 11 travel for free when staying in the cabin with fully paying adults, while children ages 12 to 15 travel at a discount. Adults can also enjoy a champagne welcome in their cabins.

Royal Caribbean | Serenade of the Seas 5-day Canada Cruise

family cruises in december 2023

One of the line's smaller ships carrying 2,100 passengers, the Serenade of the Seas Canada cruise departs from Boston, Massachusetts, and heads to Canada and Maine at the height of fall foliage. But smaller doesn't mean less. With lots of glass exteriors, the ship allows for views from many vantage points. A pool with a retractable glass roof enables guests to swim even if the weather isn't perfect. And onboard activities such as dance lessons, scrapbooking, and outdoor movies keep everyone occupied day or night.

Kids Will Love: Little sports lovers will enjoy the rock climbing wall, sports court, and miniature golf course available. Not into sports? Head to the arcade to play video and skills games to get bragging rights over the siblings or parents.

Parents Will Love: Take time to enjoy the ship's spa. With a Tahitian theme, all traditional treatments are available. Two whirlpools are open 24 hours a day to help unwind after a long excursion. The spa also offers thermal suites and scented steam rooms and saunas.

Families can enjoy trivia games, dance lessons, and a variety of other family-appropriate challenges. There are also twice daily theater shows at night, along with plenty of evening programming and live bands.

Kids Will Love: Take the Formula One racing simulator for a spin and enjoy a rollercoaster ride in the 4D Cinema. There are also two arcades on board, along with a teen disco.

Parents Will Love: Children under 18 travel free when sharing a room with their parents. There’s also the Hippy Dinners program for children between 3 and 11. Kids eat their meals in the dining room while their parents eat appetizers. When done, staff take the children to the kids’ clubs while the parents enjoy the rest of the meal.

View this post on Instagram A post shared by Moments at sea (@moments_atsea)

Named after Carnival’s first ship, the Mardi Gras sails out of Port Canaveral, Florida, and has six themed areas for food, drinking, and all-around fun times. The French Quarter area features a restaurant by famed chef Emeril Lagasse while the top deck features a playground for all ages, including the first rollercoaster at sea. Be sure to catch the live version of Family Feud, where guests challenge each other in front of a live studio audience.

Kids Will Love: The WaterWorks section of the ship features three spiral slides, a water dump bucket, racing slides, and other water activities. There’s also a miniature golf course for those feeling a little water-logged.

Parents Will Love: The different bar areas to relax. Feel like you’re in The Big Easy at The Brass Magnolia bar, which serves traditional New Orleans drinks and features live music. The Patio at Summer Landing is outdoors and has a BBQ theme and a game area, while the Fortune Teller Bar creates drinks as mysterious as its name implies.

Disney Cruise Line | Disney Wonder 3-day Baja Cruise

View this post on Instagram A post shared by Amy George (@amywithdreambuildervacations)

Sailing out of San Diego, California, the Disney Wonder isn’t just for those who love Mickey Mouse. While there are plenty of character interactions on board, there is also a Dixieland restaurant, an onboard spa, and adult-only areas to enjoy.

Kids Will Love : Teenagers can get away from their families in the Vibe club. Open until 2 a.m., the club lets them enjoy karaoke and dance parties without interruption from little brothers and sisters. No one is left out, though. Those under 3 have their own pool area, and kids ages 3 to 12 can interact with Disney and Marvel characters in the Oceaneer Club.

Parents Will Love: Staterooms from Oceanview and above have split bathrooms with the shower in one area and the toilet and sink in another. Allowing families to get ready for the day without having to wait or be on top of each other.

The Best Family-Friendly Activities on an Alaska Cruise

A 2023 cruise to Alaska offers something for everyone. Consider wildlife viewing opportunities like whale-watching, take a dog sledding tour, or let your kids try their hand at panning for gold. If you have older children looking for adventure, consider sea kayaking, rainforest zip lining, a glacier trek, or dry-suit snorkeling.

Take a Duck Tour on an amphibious vehicle, floatplane tour, fjord cruises, and more. You'll also find a superb selection of cultural and historical activities, such as salmon bakes, lumberjack shows, totem carving demonstrations, and tribal dance shows.

Family Cruises to the Bahamas & Great Stirrup Cay

Norwegian's 2023 Bahamas cruises include a stop at Great Stirrup Cay , a private island available exclusively to Norwegian cruise passengers. You can spend the day relaxing on the beach or splurge for a private cabana or villa for your family.

You'll find plenty of things to do on Great Stirrup Cay. Go snorkeling, zip lining, kayaking, paddle boarding, and more. You can also book an excursion to see the Swimming Pigs of Treasure Island, which are only a 10-minute boat ride away.

Great Stirrup Cay features plenty of food options after you've worked up an appetite. Create tacos in the complimentary Abaco Taco or try out the new food truck, Tropic Like It's Hot. Travelers older than 18 in your family can have a freshly muddled mojito at Bacardi Bar or a margarita on the rocks at the Patron Bar.

Family Fun

Things to Do on a Bermuda Family Cruise

Many people book a Bermuda cruise to spend a couple of days relaxing on the pink sand beaches. However, you'll also find several Bermuda excursions to keep you and your family entertained. Choose from multiple snorkel trips, sunset catamaran cruises, glass-bottom boat tours, and more. You can also book an Atlantic reef fishing excursion aboard the "Jolly Roger," a 57-foot custom fishing boat.

If you have your SCUBA certification or you have wanted to try diving, you'll also find available options. Book a two-tank dive if you're certified or sign up for a Discover SCUBA course. You can experience a shallow dive in a supervised and safe environment when you book this course.

Family Cruises to The Caribbean

Norwegian is an industry leader when it comes to cruising in The Caribbean. You can sail year-round to numerous islands, all of which offer plenty of family-friendly activities and excursions. Book a Norwegian Caribbean cruise if your family enjoys spending time on the beach or in the water.

You'll find superb diving here as well as plenty of other activities, such as four-by-four safari adventures, kayaking, and catamaran tours.

Experience Luxury at Every Turn on a Russia Cruise

Russia is a vast, breathtaking country known for resplendent cities like Moscow and St. Petersburg, where world-class art, unique architecture, and rich history await. Beyond its biggest cities, however, there are remote villages and fishing towns that thrive despite a menacing climate, making Russia home to a wilderness more beautiful than you could possibly imagine.

Once the capital of imperial Russia, today St. Petersburg is a creative hub full of art, culture, and cherished institutions just waiting to be explored on a Russia cruise. From breathtaking ballet and opera centers to ornate palaces and cathedrals, the City of Tsars still feels every bit the royal city it once was. Get to know another side of Russia in Petropavlovsk, a port town where 29 active volcanoes and the rugged Kamchatka Peninsula contrasts with its snow-capped mountains and inviting thermal hot springs.

With the safety of our guests and crew always our top priority, we are removing St. Petersburg, Russia from upcoming itineraries in 2022, due to the current situation in Ukraine. Our thoughts are with all who are impacted by this conflict.

Russia Cruise Highlights

Fascinating history.

Centuries of history mark every street and attraction of St. Petersburg. Marvel at the Church on Spilled Blood, a memorial to Alexander II known for its breathtaking mosaics, or explore centuries of imperial history with a visit to the Winter Palace. Board a high-speed train to Moscow and see the world-famous Kremlin and the Red Square. In Petropavlovsk, discover the history of Russia’s far east at the Military Glory Museum.

Local Cuisine

Explore the flavors of historic St. Petersburg on a journey to a local market under the expert guidance of our Celebrity Chef. Stroll through popular markets in the city, admire fresh local produce, artisanal cheese, caviar, natural honey, fresh fish, and choice meats. Sample some of the market’s delicious offerings before you source ingredients with your chef on board. In Petropavlovsk, sample traditional Russian delicacies like borsch, smoked fish, and baked Kamchatka salmon.

Arts & Culture

St. Petersburg is home to an astounding array of cultural attractions to explore. Visit one of the largest art museums in the world at the State Hermitage Museum, where you’ll see priceless works of art by Rembrandt, Picasso, Van Gogh, and more. Stroll the grounds of Peterhof Palace and witness one of the most impressive private collections of porcelain in the world. A night of Russian ballet at one of the city’s lavish theaters is a can’t-miss experience.

Featured Ports

St. petersburg.

Colorful, metropolitan St. Petersburg is one of Russia’s greatest cities, decorated with incredible palaces and grounds like the Winter Palace and the Peterhof. Called “The Venice of Russia,” St. Petersburg’s winding canals and cobblestone streets rival Europe’s greatest cities. Watch a once-in-a-lifetime Russian ballet at the Mariinsky Theatre, or take a high-speed train on a day trip to Moscow.

Petropavlovsk

Venture off the beaten path to the far east of Russia and enjoy a more rustic side of the country in Petropavlovsk. Thanks to its large population of hefty Kamchatka black bears, Petropavlovsk is a perfect getaway for animal enthusiasts hoping for bear sightings. Explore a traditional Kamchatka village, or get close to Siberian huskies at a local kennel. Fields of bubbling geysers, an active caldera called Lake Kurilskoye, and an entire museum dedicated to the area’s volcanic activity are reminders of East Russia’s powerful landscape.

Russia Cruise Itineraries

Cruises to Russia and Scandinavia depart from Amsterdam aboard Celebrity Reflection and Southampton aboard Celebrity Silhouette. Itineraries last from 12 to 14 nights and include an overnight in St. Petersburg, where you’ll have two days to explore the city. On a transpacific cruise from Tokyo to Vancouver, you’ll visit the fascinating port town of Petropavlovsk.

Itineraries

View all cruises to russia, why sail to russia with celebrity cruises.

A Volga river cruise is more than a geographical voyage; it’s also a journey through Russia’s rich and captivating history. No other experience takes you so completely to another place and time. The Volga is Europe’s longest and largest river; it meanders through the stories of Ivan the Terrible and his rise to power, the two historic ‘Greats’ Peter and Catherine, and then on into today. It’s a unique opportunity to see modern Russia in the context of its intriguing history, ably assisted by friendly and professional academics and tour guides. A Volga Dream Russian river tour promises to leave you with an unforgettable afterglow of fond memories.

We plan our tour carefully to combine the very best of Moscow with a world-class Volga River cruise.

Discover Russia with MS Volga Dream - Click-through map

family cruises in december 2023

We love hearing from guests about their time in Russia and one comment often hear is how surprised people are by the Russian capital. We can’t say for certain what people expected but we do know that it’s always far removed from what they imagined! It’s been called a modern metropolis, a cosmopolitan city, an historic gem, an architectural treasure and a cultural powerhouse, among other descriptions. Majestic Moscow has always surprised our guests and left them with lasting and fond memories.

Russia’s famous Golden Ring is an archipelago of historic towns surrounding Moscow. Uglich is one of the oldest and was founded under Igor, the last Varangian prince. It once resisted the Mongol invasion and its ancient walls saw the grisly murder of young Dmitri, son of Ivan the Terrible. The impressive Church of St. Dmitri on the Blood, with its classic onion domes and blood red walls, is a fine example of classic Russian architecture. The tour ends with an enchanting choral concert.

This, the oldest city on the Volga River, and now a UNESCO World Heritage site, boasts a wealth of ancient orthodox treasures. The impressive Transfiguration of the Savior, adorned with murals depicting St. John’s apocalyptic visions can be seen in the Spassky Monastery. The Church of St. Elijah the Prophet is decorated with an awe-inspiring selection of rich frescoes. For a real taste of pre-revolutionary Russia, visitors are entertained by a costumed reception at the Governor’s House.

Close to the shores of White Lake once were the ‘tsar’s fishing grounds’. It lies in a place so serene that ancient monks chose to build no fewer than three holy sites here, including the Ferapontov Monastery. Listed as a UNESCO World Heritage site, its chapels boast magnificent frescoes by Dionysius, one of Russia’s most renowned icon painters. The Kirillo-Belozersky Monastery was a refuge for many nobles during tumultuous times and later a fortress that successfully repelled invading armies.

The Karelia region is a vast and naturally beautiful wilderness that spreads all the way from St. Petersburg to the Arctic Circle. The glorious island village of Kizhi consists almost entirely of the traditionally styled wooden buildings of ‘Old Russia’. Among them is the famous Transfiguration Church built in 1714. Remarkably, and in testament to the craftsmen of the time, not a single nail was used in its construction! Kizhi is one of the favorite stops on the river cruise to St. Petersburg.

A typical rural hamlet brought to life by warm and welcoming villagers. Volga Dream guests are invited into local homes to enjoy classic Russian fare, tea with jam and ‘pirozhki’ (pies). Enthusiastic hosts share Russian traditions and the appeal of village life while proudly showing off their scrupulously kept homes and kitchen gardens. The tour continues with a brief bus ride to see a unique World War II memorial and then, for a real glimpse of Russian life, a visit to a local primary school.

Nizhny Novgorod

This was once a wealthy city thanks to its proximity to rich eastern trading routes. During the Soviet era, the city was closed to outsiders because of its military importance. It’s also where many political prisoners were sent to live out their days in exile. The 16th-century Kremlin ramparts offer spectacular views and the city is known for its elaborately decorated churches. For Volga Dream cruise guests, the highlight of the day is an evening folk concert performed by local children.

Sailing along the Volga river, the riverbank gradually ceases to be dominated by Orthodox churches. Instead, beautiful mosques appear as the river crosses into Tatarstan where the first stop is scenic Kazan, the region’s capital. Inside the white walls of the citadel, the famous Kul Sharif mosque and the old Cathedral of Peter and Paul stand side-by-side symbolizing the two faiths’ long and peaceful coexistence in the region. A concert of traditional Tatar music ends the Volga Dream tour in Kazan.

Passing the Zhigulevskie Mountains offers wonderful views from the sundeck before touring the city. One of the key attractions is the fascinating Space Museum, which offers a revealing glimpse of how the Soviet Union pursued its ambitious journey to the cosmos. The town is also noted for its beautiful esplanade, perfect for a relaxed stroll beside the Volga river. This in turn leads to the Samara State Art Museum. Founded in 1897, it is home to a collection of more than 16,000 works of art.

This city is best known for its close associations with cosmonaut, Yuri Gagarin. The Russian hero who achieved worldwide fame as the first man in space lived and studied here. Saratov used to be home to a large German community, a heritage that can still be seen in the local architecture. The Volga Dream tour visits the Radishchev State Art Museum, the first picture gallery in Russia outside Moscow and St. Petersburg.

Originally called Tsaritsyn, the city was renamed Stalingrad from 1925 to 1961 in honor of the USSR’s leader. During World War II, the city’s residents put up a heroic defense, repelling an advancing Nazi invasion. The battle for Stalingrad has gone down in history as a pivotal moment in the bloody conflict on the eastern front. The most ferocious and deadly fighting took place on Mamayev Hill, where an imposing memorial now stands close to the excellent Battle of Stalingrad Panorama Museum.

Saint Petersburg

If Moscow surprises, then St Petersburg delights. Peter the Great founded the city to showcase Russia’s newfound enlightenment. He wanted to show the modern world a cultured and advanced society. In short, he built the city to impress and in that he succeeded splendidly! The striking buildings were designed by some of the finest architects Europe had to offer and even now, the ‘Venice of the North’ never fails to enchant with its spectacular buildings and impressive canal network. It is a city of true grandeur.

Cocktails with the Captain

Commanding any ship is a complex role that calls for a long list of skills. Captains know their vessels inside out as well as well as the routes they sail and when things don’t go to plan, they have to make instant decisions. Above all though, the most important part of the job, underpinning everything they do, is to keep the ship and everyone aboard safe. The Captain’s cocktail party is a great and a wonderful opportunity for passengers and crew to get acquainted as the gets underway.

Matryoshka doll painting

There is nothing more typically Russian than a Matryoshka. It embodies the fact that there’s always something deeper to be found in every aspect of Russian life. Learning the traditional designs and techniques used to decorate these iconic dolls offers a pleasant diversion and some cathartic creativity!

Superb Service & Dining

Our restaurant serves the highest standard of international cuisine, freshly made by our Cordon Bleu Chef. Choose either a sumptuous buffet or set menu for lunch while dinner is always four or five courses with full service. High praise for the exquisite quality of meals is yet another constantly recurring feature in feedback from our guests.

Meet the Professor

From the Mongol hordes to Soviet times, Russia’s history is, like all of Europe’s, a complex web of political intrigue, war and peace, trade and treaties, as well as heroes and villains. Academics devote whole lifetimes to studying Russia’s long past and one of them presents a series of lectures shedding light on everything from Gorbachev to Chekhov, Khrushchev to Ivan the Terrible and of course, contemporary Russia. Our Professor is on board throughout the river cruise for informal conversation.

Beginner’s Russian

The Russian language can be rather beautiful and poetic and we know that many seasoned travelers enjoy trying their hand at different languages. Our onboard teachers provide an introduction to the riches of Russian, so guests can try out a few useful words and phrases on real Russians during the exciting river tours from Moscow to St. Petersburg or from Moscow to Volgograd!

Russian tea tasting

The drink we tend to associate with Russia is vodka, but tea, in fact, is the much more universal beverage of choice throughout the country. Guests will get acquainted with the Russian tea etiquette, a fundamental component of the country's social culture, and enjoy the traditional tea ceremony while cruising from St. Petersburg to Moscow or taking a Grand Volga river tour.

Russian Dinner & Vodka Tasting

All our dining is international but for Russian Dining night, the Chef includes a selection of traditional Russian dishes: Chicken Kiev, Kulebyaka and no Russian table is complete without Borsch. To add to the ‘Taste of Russia’ optional Russian dress, or at least a touch of Russian style, is provided along with enthusiastic help from our staff!

Russian Cooking Class

A plate of pelmeni might not look like much to the untrained eye, but it forms the heart of Russian cuisine and culture. Basically, it's a type of dumpling: small portions of meat and onion wrapped in a thin sheet of unleavened dough and boiled, a little like ravioli. Guests can join a Russian cooking class onboard the MS Volga Dream to learn how to cook this delicious Russian dish.

Tchaikovsky and Rachmaninov Piano Recital

Some of the greatest classical music ever written comes from Russia. It’s hard to imagine a more fitting stage for a virtuoso solo recital by our resident concert pianist than the mighty Volga or a better backdrop than the heart of Tchaikovsky and Rachmaninov’s own serene homeland.

Russia's Black Sea Fleet 'Likely' Lost Its Last Missile Carrier in Crimea

R ussia's Black Sea Fleet likely lost its last missile carrier in occupied Crimea, according to Dmytro Pletenchuk, a spokesperson for Ukraine's navy.

A Ukrainian strike Sunday on the bay of Sevastopol in Crimea "likely" seriously damaged or sunk both the Russian minesweeper Kovrovets and the corvette Cyclone , or Tsiklon, Pletenchuk told Radio Svoboda, the Russian service of Radio Free Europe/Radio Liberty on Monday.

The Karakurt-class corvette Tsiklon joined the Black Sea Fleet in July 2023. Pletenchuk said at the time that it failed routine tests twice—in 2021 and 2022—and that Moscow put it into operation "because they need a picture that they have launched something, revived something, replenished their fleet."

On Monday, he said, "There is a fairly high probability that there is now not a single carrier of cruise missiles in Crimea, if the information about the Cyclone is confirmed. And yes, there is such a probability. And yes, it is high."

He added, "Preliminarily, we are talking about the fact that, most likely, in total two units were hit. But we are still waiting for results."

Newsweek has contacted Russia's Defense Ministry for comment by email.

Kyiv said a third of Russia's warships in the Black Sea have been sunk or disabled since the Ukraine war began. Ukraine has sought to deplete President Vladimir Putin 's prized fleet as part of its efforts to reverse Russia's 2014 annexation of Crimea, which serves as Moscow's central logistics hub for its forces in southern Ukraine.

Satellite images show that Russia has relocated some of its Black Sea Fleet vessels from its port in Crimea to avoid further losses following successful Ukrainian drone and cruise missile strikes.

Photos from last October showed the fleet was fleeing from Sevastopol to Novorossiysk in southern Russia as Ukraine targeted Moscow's vessels. Ships were also heading to the Russian naval port in the city of Feodosia, which is farther east on the annexed Crimean Peninsula.

Satellite images from last month, shared by open-source intelligence researcher MT Anderson , appear to show that the Black Sea Fleet has largely abandoned its major Crimean naval bases .

Russia said last month that by the end of the year the Black Sea Fleet will receive three Karakurt-class ships "to increase the combat potential of the Navy."

Gazprom’s Declining Fortunes Spell Trouble for Moscow

The gas giant’s record loss should worry the kremlin on several fronts..

  • Agathe Demarais

At the end of 2022, Dmitry Medvedev—Russia’s former prime minister and the current deputy chairman of its Security Council—offered his predictions for the coming year. He warned that Europeans would suffer badly from Russia’s decision to curb natural gas exports to the European Union, suggesting that gas prices would jump to $5,000 per thousand cubic meters in 2023—around 50 times their prewar average. He probably assumed that that sky-high prices would translate into a windfall for Russian state-owned energy company Gazprom, which was still supplying several European countries via pipeline, ramping up exports of liquefied natural gas, and eyeing new deals with China. Perhaps Medvedev also hoped that Europeans would beg the Kremlin to send the gas flowing again.

It turns out that Medvedev might want to polish his crystal ball: Last year, European gas prices averaged a mere one-tenth of his number. And just this month, Gazprom posted a massive $6.8 billion loss for 2023, the first since 1999.

Gazprom’s losses demonstrate the extent to which the Kremlin’s decision to turn off the gas tap to Europe in 2022 has backfired. In 2023, European Union imports of Russian gas were at their lowest level since the early 1970s, with Russian supplies making up only 8 percent of EU gas imports, down from 40 percent in 2021. This has translated into vertiginous losses for Gazprom, with the firm’s revenues from foreign sales plunging by two-thirds in 2023.

Gazprom’s woes are very likely setting off alarm bells in Moscow: With no good options for the company to revive flagging gas sales, its losses could weigh on Russia’s ability to finance the war in Ukraine. This is especially ironic given the fact that EU sanctions do not target Russian gas exports; the damage to the Kremlin and its war effort is entirely self-inflicted.

The most immediate impact of Gazprom’s losses will be on Russian government revenues, a crucial metric to gauge Moscow’s ability to sustain its war against Ukraine. Poring over Gazprom’s latest financials paints a striking picture. Excluding dividends, Gazprom transferred at least $40 billion into Russian state coffers in 2022, either to the general government budget or the National Welfare Fund (NWF), Moscow’s sovereign wealth fund.

This is no small feat. Until last year, Gazprom alone provided about 10 percent of Russian federal budget revenues through customs and excise duties as well as profit taxes. (Oil receipts usually account for an additional 30 percent of budget revenues.) This flood of money now looks like distant history. In 2023, the company’s contribution to state coffers through customs and excise duties was slashed by four-fifths, and like many money-losing firms, it is due a tax refund from the Russian treasury.

For Moscow, this is bad news on several fronts. Because of rising military expenses, the country’s fiscal balance swung into deficit when Moscow invaded Ukraine. To help plug the gap, the Kremlin ordered Gazprom to pay a $500 million monthly levy to the state until 2025. Now that the company is posting losses, it is unclear how it will be able to afford this transfer. In addition, Gazprom’s contribution to the NWF will probably have to shrink. For the Kremlin, this could not come at a worst time: The NWF’s liquid holdings have already dropped by nearly $60 billion , around half of its prewar total, as Moscow drains its rainy-day fund to finance the war. Finally, Gazprom’s woes could prompt the firm to shrink its planned investments in gas fields and pipelines—a decision that would, in turn, hit Russian GDP growth.

As if this was not enough, a closer look at Gazprom’s newly released financials suggests that the worst may be yet to come, with three telltale signs that 2024 could be even more difficult than 2023.

First, Gazprom’s accounts receivable—a measure of money due to be paid by customers—are in free fall, suggesting that the firm’s revenue inflow is drying up. Second, accounts payable shot up by around 50 percent in 2023, hinting that Gazprom is struggling to pay its own bills to various suppliers. Finally, short-term borrowing nearly doubled last year as Russian state-owned banks were enlisted to support the former gas giant.

Whereas these figures come from Gazprom’s English-language financials, the company’s latest Russian-language update yields two additional surprises—both of which show that the firm’s situation has worsened even further since the beginning of the year.

First, short-term borrowing during the first three months of 2024 roughly doubled compared to the previous quarter. If Russian state-owned banks continue to cover Gazprom’s losses, the Russian financial sector could soon find itself in trouble. This begs a tricky question: With the NWF’s reserves dwindling and Moscow’s access to international capital markets shut down, who would pay a bailout bill? Second, Gazprom’s losses were almost five times greater in the first quarter of 2024 than in the same period of 2023, hinting that the firm may post an even bigger loss this year than it did in 2023.

Looking ahead, 2025 will be an especially tough year for Gazprom. The transit deal for gas shipments through Ukraine via pipeline to Austria, Hungary, and Slovakia will probably expire at the end of this year, further curbing what’s left of Gazprom’s exports to Europe. A quick glance at a map makes it clear that China is now the only remaining option for Russian pipeline gas.

Yet Beijing is not that interested: Last year, it bought just 23 billion cubic meters of Russian gas, a mere fraction of the 180 billion cubic meters that Moscow used to ship to Europe. Negotiations to build the Power of Siberia 2 pipeline , which would boost gas shipments to China, have stalled. And in truth, China is not a like-for-like replacement for Gazprom’s lost European consumers. Beijing pays 20 percent less for Russian gas than the remaining EU customers, and the gap is predicted to widen to 28 percent through 2027.

Without pipelines, raising exports of liquefied natural gas (LNG) is the only remaining option for Moscow. However, Western policies make this easier said than done. Western export controls curb Russia’s access to the complex machinery needed to develop LNG terminals, such as equipment to chill the gas to negative 160 degrees Celsius so that it can be shipped on specialized vessels. In addition, Washington has recently imposed sanctions on a Singapore-based firm and two ships working on a Russian LNG project, signaling that it will similarly designate any entity willing to work in the sector. Finally, U.S. sanctions make it much harder for Russian firms to finance the development of new liquefaction facilities and the gas field designed to supply them. In December, Japanese firm Mitsui announced that it was pulling staff and reviewing options for its participation to Russia’s flagship Arctic LNG 2 project. As a result, the Russian operator announced last month that it was suspending operations of the project, which was originally slated to launch LNG shipments early this year.

Gazprom’s cheesy corporate slogan—“Dreams come true!”—does not ring so true anymore as Moscow’s former cash cow becomes a loss-making drain. Data from the International Energy Agency confirms the extent of the Kremlin’s miscalculation when it turned off the gas tap to Europe: The agency predicts that Russia’s share of global gas exports will fall to 15 percent by 2030—down from 30 percent before Moscow’s full-blown invasion of Ukraine.

This was probably predictable. It is hard to imagine how a gas exporter configured to serve European customers and reliant on Western technology could thrive after refusing to serve its main client—signaling to every other potential customer, including China, that it is an unreliable supplier. Corporate empires tend to rise and fall, and it looks like Gazprom will be no exception to the rule.
