I-131, Application for Travel Document

ALERT: On Jan. 31, 2024, we published a  final rule in the Federal Register, that adjusts the fees required for most immigration applications and petitions. The new fees will be effective April 1, 2024.

Applications and petitions postmarked on or after April 1, 2024, must include the new fees or we will not accept them.

What to Know About Sending Us Your Form

The new filing fee is effective for filings postmarked April 1, 2024, and later. If you are filing an acceptable prior form edition on or after April 1, 2024, you must include the new filing fee.

Alert:  Beginning July 1, 2022, we will issue a new travel authorization document to Temporary Protected Status (TPS) beneficiaries: Form I-512T, Authorization for Travel by a Noncitizen to the United States, at our discretion if we find the beneficiary merits this authorization. We will no longer issue advance parole documents as evidence of our prior authorization for a TPS beneficiary to be permitted to reenter the United States if the beneficiary travels outside the United States.

Beginning July 1, 2022, we will issue a new travel authorization document to Temporary Protected Status (TPS) beneficiaries: Form I-512T, Authorization for Travel by a Noncitizen to the United States, at our discretion if we find the beneficiary merits this authorization. We will no longer issue advance parole documents as evidence of our prior authorization for a TPS beneficiary to be permitted to reenter the United States if the beneficiary travels outside the United States.

If you are a TPS beneficiary with an existing, unexpired advance parole document, you may continue to travel and seek reentry to the United States after a trip outside the United States through the period of validity printed on your advance parole document.

If you are a TPS beneficiary applying for a new travel authorization document, you should continue to use Form I-131, Application for Travel Document. If you have a pending Form I-131, you do not need to file a new application.

We will continue to issue advance parole documents to noncitizens with pending initial applications for TPS (Form I-821).

TPS beneficiaries and individuals with pending initial TPS applications should carefully read the Form I-131 Instructions which contain warnings about certain risks an individual may face if they are outside of the United States while USCIS is considering their TPS reregistration or initial application, such as missing important request for evidence or other notices or being denied TPS while outside the United States.

ALERT: Court decisions regarding DACA.

On Sept. 13, 2023, the U.S. District Court for the Southern District of Texas issued a decision finding the DACA Final Rule unlawful and expanding the original July 16, 2021, injunction and order of vacatur to cover the Final Rule. However, the court maintained a partial stay of the order for “all DACA recipients who received their initial DACA status prior to July 16, 2021.” See the Memorandum and Order (PDF, 1.35 MB)  and Supplemental Order of Injunction (PDF, 72.53 KB) .

Accordingly, current grants of DACA and related Employment Authorization Documents (EADs) remain valid until they expire, unless individually terminated.  In accordance with this decision, USCIS will continue to accept and process DACA renewal requests and accompanying applications for employment authorization under the DACA regulations at 8 CFR 236.22 and 236.23, as it has since October 31, 2022. We will also continue to accept initial DACA requests, but in accordance with the District Court’s order, we will not process initial DACA requests.

Current valid grants of DACA and related EADs will continue to be recognized as valid under the Final Rule. This means that individuals with DACA and related EADs do not have to submit a request for DACA or employment authorization until the appropriate time to seek renewal.

Use this form to apply for a reentry permit, refugee travel document, TPS travel authorization document, advance parole document (including parole into the United States for urgent humanitarian reasons or significant public benefit), or advance permission to travel for Commonwealth of the Northern Mariana Islands (CNMI) long-term residents.

If you file this form to request an Advance Parole Document authorizing you to seek parole in the United States when you return to the United States after temporary travel abroad, and you depart the United States before we issue your Advance Parole Document, we will consider your Form I-131 abandoned unless you were previously issued an Advance Parole Document that remains valid for the entire time you are outside the United States.

If you file this form to request an advance permission to travel for CNMI long-term residents document, and you leave the CNMI without having an advance permission to travel document, your status will automatically terminate.

The fee is effective for filings postmarked April 1, 2024, and later.

You can pay the fee with a money order, personal check, or cashier’s check, or pay by credit card or debit card using Form G-1450, Authorization for Credit Card Transactions . If you pay by check, you must make your check payable to the U.S. Department of Homeland Security.

When you send a payment, you agree to pay for a government service. Filing fees are final and non-refundable, regardless of any action we take on your application, petition, or request, or if you withdraw your request.  If you pay by credit card or debit card, you cannot later dispute the payment. If you are submitting multiple forms, pay each filing fee separately. We are transitioning to electronically processing immigration benefit requests, which requires us to use multiple systems to process your package. We may reject your entire package if you submit a single, combined payment for multiple forms.

Payment if you file at a field office: You cannot pay fees with a money order or cashier’s check when filing at a field office. You can only pay with a personal check, debit card, credit card, or reloadable prepaid credit or debit card.

You do not need to pay an additional fee for Form I-131 if:

• You are filing Form I-131 Application Type B or D;
• You filed a Form I-485 with a fee on or after July 30, 2007, and before April 1, 2024; and
• Your Form I-485 is still pending.

For refugee travel document applications filed from outside of the United States, you must pay the applicable fee(s) to the cashier at the USCIS overseas office or U.S. embassy or consulate with jurisdiction over your location. Please see the website of the appropriate  embassy or consulate  to confirm acceptable forms of payment. Include the fee receipt from the U.S. embassy or consulate when you file your application package.

Please do not mail cash, personal checks or traveler’s checks. If you do not include a fee receipt with your filing, we will reject your application.

Please do not submit this checklist with your Form I-131. The checklist is an optional tool to use as you prepare your form, but does not replace statutory, regulatory, and form instruction requirements. We recommend that you review these requirements before completing and submitting your form. Do not send original documents unless specifically requested in the form instructions or applicable regulations.

If you submit any documents (copies or original documents, if requested) in a foreign language, you must include a full English translation along with a certification from the translator verifying that the translation is complete and accurate, and that they are competent to translate from the foreign language into English.

You do not need to upload any documents when completing Form DS-160 (your online application for a B-1/B-2 visa) , except for a digital photo, but you will need to reference the following in order to complete the DS-160 questions:

• Current, valid passport
• Intended travel itinerary for your U.S. trip
• Proof of funds to cover the entire cost of travel (bank statements, proof of assets, etc)
• Proof of strong ties to your home country (employment verification, school enrollment, property ownership, etc)
• National ID number issued by your home country (if applicable)
• Recent digital photograph that meets U.S. government guidelines (be sure to save this photo on the computer or device you’ll use to file your application!)

You’ll also be required to answer biographical questions about you and your family, as well as more detailed questions about your employment and travel history as part of the DS-160 process. It can be helpful to have this information on hand while you complete your application.

One of the last steps in the travel visa process is attending your visa interview at a U.S. Embassy or consulate in the country you’re applying from. After you schedule your visa appointment, you’ll receive more detailed instructions from your specific embassy or consulate, but here are the documents that are generally required at all travel visa interviews:

CBP announces new Global Entry mobile app

WASHINGTON – U.S. Customs and Border Protection announced today a new Global Entry Mobile Application that will further enhance the secure and efficient travel experience of more than 12 million Global Entry members. As of Sept. 19, the new app is available for trusted travelers enrolled in Global Entry to complete their arrival processing instead of waiting in line to use a portal.

“The new Global Entry mobile application leverages the latest technologies, in order to enhance security while further improving the travel experience for CBP’s trusted travelers,” said CBP’s Senior Official Performing the Duties of the Commissioner Troy A. Miller.

With the new app, travelers simply take a photo as a “selfie,” which will be compared to a photo gallery to verify their identity through facial biometrics. After the photo has been submitted, the traveler will receive a receipt on the app. Once the traveler arrives to the primary inspection area, they can bypass the Global Entry portals and go directly to the CBP officers to efficiently process their entry into the United States by showing their mobile receipt.

The Global Entry Mobile Application will initially be available for use by travelers arriving at seven airports: Seattle Tacoma International Airport, Los Angeles International Airport, Miami International Airport, Orlando International Airport, Washington Dulles International Airport, Pittsburgh International Airport, and George Bush Intercontinental Airport. CBP will continue to evaluate and expand the use of the app at airports where Global Entry processing occurs in the future.

The app is free and will be available for download from the Google Play Store or Apple App Store beginning on Sept. 19, 2023.

Global Entry is one of the Department of Homeland Security’s Trusted Traveler Programs , and is used at land, air and sea ports of entry into the United States at all major airports and all Preclearance airports. All applicants undergo rigorous and recurring background checks and an in-person interview before initial enrollment. To maintain Global Entry members as low-risk travelers, any violation of the program’s terms and conditions will result in appropriate enforcement action and termination of the traveler’s membership privileges. Mayor Adams Announces NYCHA Will Accept Section 8 Housing Choice Voucher Applications For First Time In 15 Years

Section 8 Vouchers Will Help Eligible New Yorkers Access Rental Subsidies for Private Market

First Announced in Mayor Adams’ State of the City, Applications Will Open From June 3 Through June 9

NEW YORK – New York City Mayor Eric Adams today announced the New York City Housing Authority (NYCHA) will begin accepting applications for the Section 8 Housing Choice Voucher (HCV) program, reopening a waitlist that has been closed to general applications for nearly 15 years. Section 8 HCV is a federally funded program administrated by NYCHA that provides rental subsidies for eligible low-income families to rent housing in the private market. Interested households may apply to the Section 8 HCV waitlist — which has been closed since December 10, 2009 — between midnight on Monday, June 3 and 11:59 PM on Sunday, June 9, 2024. Today’s announcement delivers on another key commitment made by Mayor Adams in his 2024 State of the City Address to reopen Section 8 HCV applications this year, and helps the city take another step closer to reaching the moonshot goal of creating 500,000 new homes by 2032. New Yorkers can learn more about Section 8 eligibility at NYCHA’s website and can apply to join the waitlist online on June 3rd at on.nyc.gov/section8-application .

“After 15 years, we are reopening NYCHA's doors to hundreds of thousands of new Section 8 applicants and helping more New Yorkers find the housing they need,” said  Mayor Adams . “Addressing our city's housing crisis means using every tool our city has, and that's exactly what we are doing. From advancing 24 housing projects on public land this year through our '24 in 24' plan, to fighting for our ‘City of Yes for Housing Opportunity’ proposal to build a little more housing in every neighborhood, we are committed to helping every New Yorker find and stay in their home.”

“Reopening the Section 8 waitlist is a milestone in our ongoing efforts to address our housing crisis,” said Deputy Mayor for Housing, Economic Development, and Workforce Maria Torres-Springer . “Making this critical subsidy available to more New Yorkers for the first time in 15 years exemplifies NYCHA’s commitment to improving the lives of tenants, fulfills one of the Mayor Adams’ 2024 State of the City priorities, and advances our administration’s larger efforts to empower working-class New Yorkers.”

“Having a place to call home is foundational to New Yorkers’ daily lives, and we know housing cost can be a major barrier to accessing quality housing,” said New York City Executive Director for Housing Leila Bozorg . “I look forward to the reopening of the Section 8 Housing Choice Voucher program, which will ultimately offer the opportunity for thousands more families to access stable, affordable homes.”

“As the largest landlord in New York City, NYCHA understands firsthand the importance of affordable housing for New Yorkers and the need to use every available tool to connect more families with a safe place to call home,” said NYCHA CEO Lisa Bova-Hiatt. “We are proud to administer the most expansive Section 8 program in the nation and look forward to reopening the waitlist for this critical rental subsidy.”

NYCHA administers the largest Section 8 HCV program in the country, currently providing rental subsidies to 241,117 residents to rent apartments in the private market, while facilitating access to social services through a variety of programs with OpportunityNYCHA . Since the waitlist last closed 15 years ago, NYCHA has worked tirelessly to serve those on the waitlist. Last year, NYCHA issued 7,538 vouchers and worked to reduce the eligible pool over time.

Households that receive a voucher will be able to search for housing within a neighborhood of their choice. As part of the program, qualifying households must have a gross income of 50 percent or below the area median income and generally pay 30 percent of their adjusted monthly income toward rent, with the subsidy in most cases covering the remaining portion. Following the upcoming application period, a new waitlist is expected to be established by August 1, 2024. Once the application period has closed, a total of 200,000 applications will be randomly selected by lottery to join the waitlist, ensuring that all households have equal opportunity to be chosen regardless of when their applications were received . Once the waitlist is established, applicants will be notified and will have the ability to check the status of their application by logging into NYCHA’s Self Service Portal .

Over the last two years, Mayor Adams has made historic investments towards public housing. Last year, the Adams administration set several records and milestones , including, a new record by converting more than 5,200 units to Section 8 through the Permanent Affordability Commitment Together (PACT) program , for a total of more than 20,000 converted units; closed on financing for $1.8 billion for capital repairs at PACT developments — the largest capital financing in the program’s history; continued to utilize a record $1 billion in funding for capital projects in 2023; set a new Public Housing Community Fund record with an historic $8 million haul; and made historic progress to bolster sustainability through clean energy initiatives and flood resiliency infrastructure improvements; among other efforts. 

Under Mayor Adams' leadership, the city financed a  record number of affordable homes  in 2023 and is  ahead of schedule  on a  2024 State of the City  commitment to advance two dozen 100-percent affordable housing projects on city-owned land this year through the " 24 in '24 " initiative. Mayor Adams has also taken steps to cut red tape and speed up the delivery of much-needed housing, including through the " Green Fast Track for Housing ," a streamlined environmental review process for qualifying small- and medium-sized housing projects; the  Office Conversion Accelerator , an interagency effort to guide buildings that wish to convert through city bureaucracy; and other initiatives of the  Building and Land Use Approval Streamlining Taskforce . Finally, last month, the Adams administration kicked off the start of public review on “ City of Yes for Housing Opportunity ,” the most pro-housing proposal in New York City's history. The proposal would enable the creation of “a little more housing in every neighborhood” through a set of carefully crafted zoning changes — which has not been done in more than half a century — to increase overall housing supply.

Choose your own adventure: Where to go and how to save on summer vacations

Revenge travel is so last year.

“It's not necessarily about just getting out of the house anymore,” said Sydney Stanback, Global Insights and Trends lead at Pinterest, which has seen more than 1 billion travel searches and more than 10 billion travel saves over the past year. 

Sure, many of the usual suspects are once again among the most popular destinations across multiple search engines this year, but she said this summer, “It's more so about traveling with intention.” 

According to NerdWallet’s Summer 2024 Travel Report , 45% of Americans plan to take a trip requiring a hotel stay or flight this summer with expenses averaging just under $3,600. A fifth of those travelers expect to go into debt to pay for vacations.

Here’s what to consider when booking a summer trip, including where to go, when to travel and how to save:

What is the best place to travel in summer? 

The answer is subjective, especially this summer.

“Everyone's kind of choosing their own adventure based off of what their needs are for travel,” Stanback said. 

Pinterest’s Summer 2024 Travel Report found summer travelers are most interested in adventure, exploring mysterious or uncharted destinations, and rest. Searches for “quiet life” jumped 530%, but that doesn’t mean the same thing to everyone.

“My mother actually just took a yoga retreat to Panama,” Stanback said. “That's what she needed to do in order to get the rest that she needed and the well-being that she needed. But for me, when I think of rest and restoration, I simply think about going to a beach spa and just sitting and being by myself.”

Solo travel remains popular. Solo travel searches reached an all-time high in Google in January, but again, not for everyone.

“For Gen Z specifically, that need is to gather and reconnect with their community because they were in isolation for so long and during very meaningful moments in their lives,” Stanback said. She noted group travel and road trips are of keen interest to Gen Z.

“It's not necessarily about traveling and going out and going to restaurants and going to bars and clubs,” she added. “We actually see that a lot with younger generations. They’re kind of stepping away from that and really considering their well-being when they're taking time off.”

Expedia’s Summer Outlook and Google Flights identified the same cities among their most searched summer 2024 destinations based on flights, though rankings varied by platform.

Allianz Partners found slightly different results in their analysis of “more than six million flight itineraries for trips between five and eight days in length for travel booked between Memorial Day weekend and Labor Day.”

Instead of LA and Vegas, Allianz named Boston and Honolulu among this summer’s top five domestic destinations. Internationally, San Jose del Cabo, Mexico; Oranjestad, Aruba; and Punta Cana, Dominican Republic, made Allianz’s top five, instead of Rome, Paris and Tokyo.

“I am expecting crowds to rival last summer's in popular overseas cities,” Expedia’s travel expert Melanie Fish said, noting how places like Barcelona and Venice are trying to curb overtourism. “They're trying fees and if that's not enough, they're going to have to go even further.”

How can I save on a trip?

Summer trips are already costly for many travelers. “Americans with household income under $100,000 accounted for nearly half (46%) of intended leisure travel spend in summer 2023,” according to Deloitte’s Facing travel’s future report from April.

Expedia’s Fish shared five tips for booking summer 2024 vacations:

◾ Bundle your trip. Booking airfare and a hotel at the same time can earn you deep discounts.

◾ Travel midweek or later in the summer if it's an option. You'll save money and save yourself from fighting crowds. 

◾ Fly early in the day … The early bird who takes the first flight of the day will typically get a better price and a lower chance of delays and cancellations.

◾ Book once, earn twice. You can stack rewards from your travel credit card (and) your airline.

◾ Just go. Don't pressure yourself to create the trip of a lifetime … Do it in a bite-sized chunk if possible. 

'Expensive in every way': What travelers should expect this summer

How far ahead should I book travel?

“The sweet spot is now,” Fish said. “We're within that 21- to 60-day pre-travel window to save around 15% on airfare, so now is the time to plan. That means ready, set, but maybe wait until August to actually go.”

She said travelers can save an average of $250 on international flights if they wait until the peak summer travel season passes. 

“It's 15% cheaper on average to fly domestically in August versus June, 30% cheaper to fly to Europe in late summer, and 55% cheaper to fly to Mexico and the Caribbean in August,” she said. “Of course, August is peak hurricane season , so that has something to do with that price dip.”

Immediate Needs Assistance Available for Storm Survivors in Texas

AUSTIN – FEMA’s disaster assistance offers new benefits that provide flexible funding directly to survivors when needed the most. In addition, a simplified process and expanded eligibility allows Texans access to a wider range of assistance and immediate funds for serious needs.

If you have serious needs due to the severe storms, straight-line winds, tornadoes and flooding that began April 26, you may qualify for a one-time $750 payment per household through FEMA’s Serious Need Assistance (SNA). This payment would be in addition to any other assistance. 

SNA is money to pay for emergency supplies like water, food, first aid, breast-feeding supplies, infant formula, diapers, personal hygiene items, or fuel for transportation. It is available in all disasters declared for Individual Assistance and is available to eligible survivors who apply within the first 30 days after the disaster was declared. To qualify for SNA, you must tell FEMA you are displaced, need shelter or have other emergency costs due to the disaster on your application.

Another new benefit is FEMA’s Displacement Assistance which includes money to help with housing needs if you cannot return to your home because of the disaster. The money can be used to stay in a hotel, with family and friends or other options.

These new benefits are available to eligible survivors living in Harris, Liberty, Montgomery, Polk, San Jacinto, Trinity and Walker counties who apply for FEMA’s Individual Assistance.

Serious Needs Assistance and Displacement Assistance require an inspection to confirm eligibility before funds are provided to applicants.

Survivors can apply to FEMA in several ways including online at  DisasterAssistance.gov , downloading the  FEMA App  for mobile devices, or calling the FEMA Helpline at 800-621-3362 . Calls are accepted every day from 6 a.m. to 10 p.m. CDT. Help is available in most languages. If you use a relay service, such as video relay (VRS), captioned telephone or other service, give FEMA the number for that service. You may be eligible if:

• You complete a FEMA application;
• FEMA can confirm your identity;
• The home where you live most of the year is in a declared disaster area;
• FEMA confirms the disaster damage from an inspection or documents you send; and
• You apply for FEMA assistance while Serious Needs Assistance and Displacement Assistance is available.
