UNWTOpromotes the value of tourism as a driver of economic growth, inclusive development and environmentalsustainability, and offers leadership and support in advancing knowledge and tourism policies worldwide.Recognizing the UNWTO’s role in promoting the potential of tourism in fighting poverty and achieving the SDGs,the UN General Assembly declared 2017 as the International Year of Sustainable Tourism for Development(IY2017) and as of July 2017, UNWTO features on the DAC/OECD’s list of development assistance organizations.Tourism is included in SDG 14: ‘Conserve and sustainably use the oceans, seas and marine resources forsustainable development’ (besides the SDG 8: ‘Promote sustained, inclusive and sustainable economic growth,full and productive employment and decent work for all and SDG 12: ‘Sustainable Consumption and Production’).Nevertheless, given its cross-cutting nature, it can advance on all 17 SDGs.• In recent years, several capacity-building activities have been carried out by UNWTO and its member states(on a bilateral or regional level) and also with the support of some of the UNWTO Sustainable TourismObservatories in various coastal countries. What is the World Tourism Organisation?

With the acronym UNWTO, the World Tourism Organisation is the United Nations agency who exist to promote ‘responsible, sustainable and universally accessible’ tourism. They are the leading international organisation within the tourism industry.

The headquarters of the World Tourism Organisation are in Madrid. The UNWTO actually dates back to 1925, in a roundabout way. In this year, the first international congress of official tourist organisations was held at The Hague. After annual meetings, they formed the International Union of Official Tourist Publicity Organisations known as IUOTPO. This was in 1934. A few years later, this was restructured to form the International Union of Official Travel Organisations (IUOTO).

In 1970, the IUOTO became the World Tourism Organisation (WTO). This was in order to further enhance the group’s role on an international level. Only in 2003 did it become a specialised agency of the UN, known as UNWTO.

The World Tourism Organisation has five official languages: Arabic, English, French, Russian and Spanish.

The structure of the World Tourism Organisation

The structure of the UNWTO is as follows:

The General Assembly, made up of full members and associate members, meet every two years to approve the budget, programme of work, and topics of vital importance. A secretary-general is elected every 4 years.

The Executive Council, who meet every two years, is the governing board of the UNWTO who ensure the organisation does what it sets out to do.

There are also specialised committees, made up on UNWTO members. The committees advise on management and programme content.

The secretariat, led by the secretary-general, implement the UNWTO’s programme of work.

Major aims of the World Tourism Organisation

UNWTO has 158 member states from around the world. The organisation encourages these member states to implement the Global Code of Ethics for Tourism . There are 10 principles within this code, which each cover something different:

  • Tourism’s contribution to mutual understanding and respect between peoples and societies.
  • Tourism as a vehicle for individual and collective fulfilment.
  • Tourism, a factor for sustainable development.
  • Tourism, a user of the cultural heritage of mankind and contributor to its enhancement.
  • Tourism, a beneficial activity for host countries and communities.
  • Obligations of stakeholders in tourism development.
  • Right to tourism.
  • Liberty of tourist movements.
  • Rights of the works and entrepreneurs in the tourism industry.
  • Implementation of the principles of the Global Code of Ethics for Tourism.

Each of these articles (you can read them all in detail here ) make up the code as a whole, and lay out loose suggestions about how tourism should be conducted. The overarching aim of this code is to maximise the socio-economic contribution of tourism, while minimising its possible negative impact.

UNWTO also promotes tourism as a way to achieve the worldwide Sustainable Development Goals . The UN created this, and they came into force in January 2016. They are known as the ‘7 goals to change the world’, and cover things like quality education, decent work and economic growth, and peace, justice and strong institutions.

The aforementioned Sustainable Development Goals are part of the wider 2030 Agenda. This global framework was set out to end extreme poverty, fight inequality and injustice, and fix climate change by the year 2030. Tourism is something that can aid in all of these goals, either directly or indirectly.

Day to day role of the World Tourism Organisation

Above are the major goals of the UNWTO, and the big things they do/hope to achieve. On a more practical basis, the World Tourism Organisation do a lot of other things. They put together infographics relating to tourism, and collect various statistics. The UNWTO also figures out key trends within the tourism industry, which can then be built upon.

As part of their role within the tourism industry, the World Tourism Organisation offers training and education. It hopes to make tourism an effective development tool.

UNWTO puts together various reports on all sorts of travel and tourism -related topics. Governments and tourists boards can access these reports to improve on what they’re doing. Thanks to the World Tourism Organisation, travel companies can make experiences more accessible, more sustainable, more ethical – just generally better.

These reports also praise tourist boards and governments for the developments that have been made within the industry. They set out what’s going well and where growth has been made. Whether it’s a certain about of money that tourism in a particular country has generated, or the amount of jobs that have been created, the World Tourism Organisations celebrates the positive impact of the industry as well as suggesting where changes can be made.

The World Tourism Organisations hosts a variety of global events, meetings and summits. These include talks and discussions on sustainability, conferences about accessibility, gender empowerment and digital tourism. Events are held around the world a few times per month. Once a year, on September 27th, the World Tourism Organisation facilities an event called World Tourism Day. This is a worldwide celebration of tourism, hosted in a particular country each year. Every event has a different theme, such as promoting universal accessibility, or linking cultures.

Tourism is one of the world's fastest growing industries and an important source of foreign exchange and employment, while being closely linked to the social, economic, and environmental well-being of many countries, especially developing countries. Maritime or ocean-related tourism, as well as coastal tourism, are for example vital sectors of the economy in small island developing States (SIDS) and coastal least developed countries (LDCs) (see also: The Potential of the Blue Economy report as well as the Community of Ocean Action on sustainable blue economy).

The World Tourism Organization defines sustainable tourism as “tourism that takes full account of its current and future economic, social and environmental impacts, addressing the needs of visitors, the industry, the environment and host communities".

Based on General assembly resolution 70/193, 2017 was declared as the  International Year of Sustainable Tourism for Development.

In the 2030 Agenda for Sustainable Development SDG target 8.9, aims to “by 2030, devise and implement policies to promote sustainable tourism that creates jobs and promotes local culture and products”. The importance of sustainable tourism is also highlighted in SDG target 12.b. which aims to “develop and implement tools to monitor sustainable development impacts for sustainable tourism that creates jobs and promotes local culture and products”.

Tourism is also identified as one of the tools to “by 2030, increase the economic benefits to Small Island developing States and least developed countries” as comprised in SDG target 14.7.

In the Rio+20 outcome document The Future We want, sustainable tourism is defined by paragraph 130 as a significant contributor “to the three dimensions of sustainable development” thanks to its close linkages to other sectors and its ability to create decent jobs and generate trade opportunities. Therefore, Member States recognize “the need to support sustainable tourism activities and relevant capacity-building that promote environmental awareness, conserve and protect the environment, respect wildlife, flora, biodiversity, ecosystems and cultural diversity, and improve the welfare and livelihoods of local communities by supporting their local economies and the human and natural environment as a whole. ” In paragraph 130, Member States also “call for enhanced support for sustainable tourism activities and relevant capacity-building in developing countries in order to contribute to the achievement of sustainable development”.

In paragraph 131, Member States “encourage the promotion of investment in sustainable tourism, including eco-tourism and cultural tourism, which may include creating small- and medium-sized enterprises and facilitating access to finance, including through microcredit initiatives for the poor, indigenous peoples and local communities in areas with high eco-tourism potential”. In this regard, Member States also “underline the importance of establishing, where necessary, appropriate guidelines and regulations in accordance with national priorities and legislation for promoting and supporting sustainable tourism”.

In 2002, the World Summit on Sustainable Development in Johannesburg called for the promotion of sustainable tourism development, including non-consumptive and eco-tourism, in Chapter IV, paragraph 43 of the Johannesburg Plan of Implementation.

At the Johannesburg Summit, the launch of the “Sustainable Tourism – Eliminating Poverty (ST-EP) initiative was announced. The initiative was inaugurated by the World Tourism Organization, in collaboration with UNCTAD, in order to develop sustainable tourism as a force for poverty alleviation.

The UN Commission on Sustainable Development (CSD) last reviewed the issue of sustainable tourism in 2001, when it was acting as the Preparatory Committee for the Johannesburg Summit.

The importance of sustainable tourism was also mentioned in Agenda 21.

  • January 2009 Roadmap for Recovery UNWTO announced in March 2009 the elaboration of a Roadmap for Recovery to be finalized by UNWTO’s General Assembly, based on seven action points. The Roadmap includes a set of 15 recommendations based on three interlocking action areas: resilience, stimulus, green economy aimed at supporting the tourism sector and the global economy.
  • January 2008 Global Sustainable Tourism Criteria The Global Sustainable Tourism Criteria represent the minimum requirements any tourism business should observe in order to ensure preservation and respect of the natural and cultural resources and make sure at the same time that tourism potential as tool for poverty alleviation is enforced. Tourism and travel-related services

Tourism plays an important role for nearly all WTO members, especially in terms of its contribution to employment, GDP, and the generation of foreign exchange. Tourism-related services are typically labour-intensive, with numerous links to other major segments of the economy, such as transport, cultural and creative services, or financial and insurance services.

Tourism and travel-related services include services provided by hotels and restaurants (including catering), travel agencies and tour operator services, tourist guide services and other related services.

A crucial aspect of trade in tourism services is the cross-border movement of consumers (mode 2). This permits a variety of workers, including those in remote areas, to become services exporters — for instance, by guiding tourists, performing in local events, or working in tourist accommodation. While digitalisation offers great potential for many aspects of tourism services, the sector continues to depend highly on the cross-border movement of both customers and employees, and remains strongly linked to transport services.

  

Current commitments and exemptions

Tourism commitments have been undertaken by over 133 WTO members, more than in any other service sector. This indicates the desire of most members to expand their tourism sectors and to increase inward foreign direct investment (FDI) as part of their efforts to promote economic growth.

The level of commitments by sub-sector varies widely for tourism and travel-related services. Commitments on services provided by hotels and restaurants are the most frequent, with a significantly smaller number of WTO members making commitments on travel agencies and tour operator services. Only about half of members with commitments on tourism have included tourist guide services, and only a few members have made commitments for the “other” tourism services category.

Treatment of the sector in negotiations

Tourism services, like other services covered by the General Agreement on Trade in Services (GATS), were included in the services negotiations that began in 2000.

One of the earliest documents was a proposal for a GATS Annex on Tourism, originally sponsored by the Dominican Republic, El Salvador and Honduras ( S/C/W/127 and S/C/W/127/Corr.1 ). The proposal had two main aspects: more comprehensive treatment of the tourism sector (with respect to classification issues), and the prevention of anti-competitive practices. As part of the plurilateral process, a joint request was made by a group of developing countries, asking for improved tourism commitments for all modes of supply.

UNESCO strengthens cooperation with the World Tourism Organization (UNWTO)

UNWTO is the specialized agency of the United Nations in charge of promoting a responsible, sustainable and universally accessible tourism.

A new memorandum of Understanding was signed by UNESCO Director-General Irina Bokova and UNWTO Secretary-General Taleb Rifai, in the margins of the UN System Chief Executives Board for Coordination in New York. The Agreement provides a framework for cooperation in a range of areas, including:

  • Implementation of the UNESCO World Heritage and Sustainable Tourism Programme;
  • Developing transnational tourism initiatives to promote and safeguard the shared heritage of the Silk Roads Heritage Corridors;
  • Identifying, developing and networking of sustainable tourism initiatives and activities in biosphere reserves;
  • Promoting sustainable tourism through United Nations partnerships and initiatives, such as the United Nations Steering Committee on Tourism for Development (SCTD) and the Global Partnership for Sustainable Tourism (GPST).

Ms Bokova thanked her UNWTO counterpart for his commitment to reinforcing cooperation between the two agencies so as to achieve a greater impact for the benefit of Member States and to strengthening system wide coherence. "I look forward to furthering this partnership on the basis of shared values and common objectives" said the Director-General.

The MoU is the third agreement between UNESCO and UNWTO, the first going back to 1979.

This renewed cooperation underlines the strength of a partnership that has existed for over three decades.

International tourist arrivals reached 97% of pre-pandemic levels in the first quarter of 2024. According to UN Tourism, more than 285 million tourists travelled internationally in January-March, about 20% more than the first quarter of 2023, underscoring the sector’s near-complete recovery from the impacts of the pandemic.

In 2023 international tourist arrivals recovered 89% of 2019 levels and export revenues from tourism 96%, while direct tourism GDP reached the same levels as in 2019.

UN Tourism’s projection for 2024 points to a full recovery of international tourism with arrivals growing 2% above 2019 levels. In line with this, the newest data released by the UN specialized agency for tourism show that:

  • The Middle East saw the strongest relative growth, with international arrivals exceeding by 36% pre-pandemic levels in Q1 2024, or 4% above Q1 2023. This follows an extraordinary performance in 2023, when the Middle East became the first world region to recover pre-pandemic numbers (+22%).  
  • Europe , the world's largest destination region, exceeded pre-pandemic levels in a quarter for the first time (+1% from Q1 2019). The region recorded 120 million international tourists in the first three months of the year, backed by robust intra-regional demand.
  • Africa welcomed 5% more arrivals in the first quarter of 2024 than in Q1 2019, and 13% more than in Q1 2023.
  • The Americas practically recovered pre-pandemic numbers this first quarter, with arrivals reaching 99% of 2019 levels.
  • International tourism is experiencing a rapid recovery in Asia and the Pacific where arrivals reached 82% of pre-pandemic levels in Q1 2024, after recovering 65% in the year 2023.

UN Tourism Secretary-General Zurab Pololikashvili said: "The recovery of the sector is very welcome news for our economies and the livelihoods of millions. Yet it also recalls the need to ensure adequate tourism policies and destination management, aiming to advance sustainability and inclusion, while addressing the externalities and impact of the sector on resources and communities".

By subregions, North Africa saw the strongest performance in Q1 2024 with 23% more international arrivals than before the pandemic, followed by Central America (+15%), the Caribbean and Western Europe (both +7%). Southern Mediterranean Europe exceeded pre-pandemic levels by 1%, while South America virtually reached 2019 levels.  Northern Europe recovered 98% of pre-pandemic levels, while Subsaharan Africa and North America both recovered 95%.

According to available data, many destinations across the world continued to achieve strong results in Q1 2024, including Qatar (+177% versus Q1 2019), Albania (+121%), Saudi Arabia (+98%), El Salvador (+90%), Tanzania (+53%), Curaçao (+45%), Serbia (+43%), Turks and Caicos (+42%), Guatemala (+41%) and Bulgaria (+38%).

The robust performance of international tourism can also be seen in the UN Tourism Confidence Index which reached 130 points (on a scale of 0 to 200) for the period January-April, above the expectations (122) expressed for this period in mid-January.

International tourism receipts reached USD 1.5 trillion in 2023, meaning a complete recovery of pre-pandemic levels in nominal terms, but 97% in real terms, adjusting for inflation.

By regions, Europe generated the highest receipts in 2023, with destinations earning USD 660 billion, exceeding pre-pandemic levels by 7% in real terms. Receipts in the Middle East climbed 33% above 2019 levels. The Americas recovered 96% of its pre-pandemic earnings in 2023 and Africa 95%. Asia and the Pacific earned 78% of its pre-crisis receipts, a remarkable result when compared to its 65% recovery in arrivals last year.

Total export revenues from international tourism, including both receipts and passenger transport, reached USD 1.7 trillion in 2023, about 96% of pre-pandemic levels in real terms. Tourism direct GDP recovered pre-pandemic levels, reaching an estimated USD 3.3 trillion in 2023, equivalent to 3% of global GDP.

Several destinations achieved remarkable results in terms of receipts in the first quarter of 2024 as compared to 2019 levels based on available data, including Serbia (+127%), Türkiye (+82%), Pakistan (+72%), Tanzania (+62%), Portugal (+61%), Romania (+57%), Japan (+53%), Mongolia (+50%), Mauritius (+46%) and Morocco (+44%).

Looking ahead to a full recovery globally in 2024

International tourism is expected to recover completely in 2024 backed by strong demand, enhanced air connectivity and the continued recovery of China and other major Asian markets.

The latest UN Tourism Confidence Index shows positive prospects for the upcoming summer season, with a score of 130 for the period May-August 2024 (on a scale of 0 to 200), reflecting more upbeat sentiment than earlier this year. Some 62% of tourism experts participating in the Confidence survey expressed better (53%) or much better (9%) expectations for this 4-month period, covering the Northern Hemisphere summer season, while 31% foresee similar performance as in 2023.  

Challenges remain

According to the UN Tourism Panel of Experts, economic and geopolitical headwinds continue to pose significant challenges to international tourism and confidence levels.

IMF's latest World Economic Outlook (April 2024) points to a steady but slow economic recovery, though mixed by region. At the same time, persisting inflation, high interest rates, volatile oil prices and disruptions to trade continue to translate into high transport and accommodations costs.

Tourists are expected to continue to seek value for money and travel closer to home in response to elevated prices and the overall economic challenges, while extreme temperatures and other weather events could impact the destination choice of many travellers. This is increasingly mentioned by the UN Tourism Panel of Experts as a concern for the sector.

Uncertainty derived from the Russian aggression against Ukraine, the Hamas-Israel conflict and other mounting geopolitical tensions, are also important downside risks for international tourism.

As international tourism continues to recover and expand, fuelling economic growth and employment around the world, governments will need to continue adapting and enhancing their management of tourism at the national and local level to ensure communities and residents are at the center of this development.
