    The Voth would easily win the first few battles hands down if they just went head to head. What the Borg need is to get lucky by assimilating a Voth shuttle, some scientists and engineers, and then use that to begin adapting to Voth technology and learning about the Voth. The Borg would likely use a strategy similar to TNG season 1.

    The Borg probably have an advantage in terms of sheer numbers and also benefit from the technology of species all over the galaxy, but the Voth have been space-faring for tens of millions of years.     We don't know how powerful the Voth were, just that they have a "City-Ship". We don't even know if that was the only one. If the Borg get a hold of some non-military Voth like these two scientist dudes and can assimilate them, they might have a chance to adapt quick enough.
