County gives nod to new Coquina Beach market operator

Retail therapy will return this fall to Coquina Beach.

Manatee County commissioners July 25 voted to approve a franchise agreement with Ready Set Go Tour & Travel for the company to coordinate a new Coquina Beach market at the public beach in Bradenton Beach.

The agreement was included in the commission’s consent agenda for the meeting.

Bradenton-based Ready Set Go, operated by Dottie Deerwester, was selected over two other companies by an evaluation committee.

The other bidders were Florida Marketplace Group, which coordinates markets in Coconut Grove, Miami Shores, Miami Lakes, Hialeah, Ocala and Orlando, and Your Tampa Markets, which administers the Tampa Riverwalk Festival market.

The agreement with Deerwester provides for market coordinating services in two two-year terms:

• One term began Aug. 1 and ends on July 31, 2025.
• The second term runs Aug. 1, 2025-July 31, 2027.

On the revenue side, for the first six months — Oct. 1-March 31, 2024, the county will receive $300 per market day.

After six months of operation, the county will receive $500 per market day.

The county also has the right to renegotiate compensation prior to the renewal of the second term.

Deerwester was traveling and unavailable for comment as of Islander press time July 31.

She will oversee the new market at the south end of the beach, where county crews laid a foundation in January.

The location will accommodate 80 vendors and turtle-friendly lighting will allow for night events.

A prior market operated along the multiuse trail at the beach and was run by Nancy Ambrose Services via an agreement with the county for more than nine years.

The county did not renew Ambrose’s contract last August, when then-administrator Scott Hopes decided to bring the market under county control — a decision that caused an uproar among Ambrose’s vendors.

Soon after severing ties with Ambrose, the county issued a statement saying the market would go on hiatus to be rebuilt under the guidance of the Bradenton Area Convention and Visitors Bureau.

At the time, the county said it would open a new market in November 2022.

The project was delayed by several factors, including Hurricane Ian in September 2022 and then a shake-up in the county administrator’s office.

The market is now set to launch in the fall.

Market days, according to the franchise agreement, include:

• Sundays, about 4-6 hours before sunset, concluding just before sunset.
• Wednesdays, 10 a.m.-4 p.m.
• Fridays, 10 a.m.-4 p.m.

The Ready, Set, Go! (RSG) Program is managed by the International Association of Fire Chiefs (IAFC) and is accepting proposals from fire departments for Fuels Reduction Projects. This opportunity is provided by the USDA Forest Service through a cooperative agreement with the IAFC.

The goal is to facilitate on-the-ground fuels reduction projects in communities across the country. The funding opportunity is for fire and emergency response agencies to implement or expand community fuels reduction projects in their jurisdiction. Funding can support staffing costs, contractual services, purchase of mitigation PPE, and purchase of small equipment (valued at less than $5,000). Fire departments that work closely with the Forest Service and other partners on cross-boundary fuels reduction projects and illustrate financial need will receive the highest priority for funding.

A maximum of $20,000 per department is available and requires a minimum in-kind match of 25% of the award total. All community/organization efforts must be reported in the RSG! Program's Achievement Management System (AMS). 

Funding is awarded by the IAFC according to the established set of criteria. Applications will be reviewed through a formal, peer-review process to ensure effective use of the funds. The RSG! Program works in a complementary and collaborative fashion with other wildfire public education programs to amplify the message of community fire adaptation.

Awardees will be sub-recipients of federal funding and must comply with all the provisions of 2 CFR 200.

Timing – No extensions will be given.

September 30, 2023 at 11:59 PM EDT – Applications due.

August 16, 2024 – All work must be completed, and invoices submitted to IAFC for reimbursement.

September 23, 2024 – Closeout reports are due to IAFC. A template will be provided.

REQUIREMENTS

• Eligible Projects
• The following are eligible wildfire fuels reduction projects. Alternative projects can be proposed and will be reviewed on a case-by-case basis.
• Thinning, limbing, mastication (reduction of ground and ladder fuels)
• Grazing program
• Chipper days
• Transfer of slash and fuels to a burn or disposal site
• Development of a burn pad or debris collection site
• Defensible Space Projects (Residential defensible space projects must apply to a collective, multiple adjacent residential structures)

Eligible Organizations

• A fire and emergency response agency with demonstrated wildfire risk in their response area
• RSG Membership: You MUST be a member of the IAFC's national Ready, Set, Go! (RSG) Program to be awarded. Not a member? Sign up for free now at  www.wildlandfirersg.org .

Eligible Uses of Funding

• Staffing (project-specific)
• Supplies (Examples: gloves, eye protection, particle masks, chainsaws, limbers. All supplies must be directly tied to the wildfire mitigation project and justified in the project description.)
• Equipment Purchases, less than $5,000
• Contractual Costs (If the organization submitting a proposal outsources or contracts any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in the proposals must be itemized and inclusive of any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must identify and provide documentation on their procurement process for services that exceed $3,000.00.)

Ineligible Uses of Funding

• The purchase of firefighting suppression PPE
• Purchase of equipment worth more than $5,000
• The usage of funds for travel
• Printed materials (wildfire risk reduction education materials or any promotional materials)

Requirements Match:

In-Kind: minimum 25% of the award amount required. In-kind match can be hours worked (educational and promotional efforts of fuels reduction project count), equipment purchased, and/or contractual costs in excess of the award amount. Supporting documentation must be provided.

All community/organization efforts must be recorded in the RSG! Program's Achievement Management System (AMS). Tracking of time, labor, and services provided will be required for the awarded project(s). Awardees are expected to manage the time dedicated to the coordination of the project as well as the outcomes from the funded project(s) to include residents impacted, acres treated, amount of vegetation chipped or removed from the WUI, etc.

Awarded organizations must submit a closeout report, utilizing the report template provided by RSG! Program staff, no later than September 23, 2024.

Procurement : If the organization submitting a proposal outsources or contracts any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be itemized and inclusive of any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must identify and provide documentation on their procurement process for contractual services.

• 1-Hour post event - Shuttle service ends

Where to park

Camping World Stadium on-site parking is sold out for the concert.

Fans with prepaid stadium on-site parking permits should download their permit in advance to their smartphone wallet and have it ready for display.

Officials said fans are encouraged to purchase parking in downtown Orlando and ride the free shuttle service to and from the event.

A traffic management plan will be in effect for the concert and road closures will be in place around Camping World Stadium, beginning at 3:30 p.m.

What Penalties Does Trump Face Now That He Has Been Convicted?

Now that a New York jury has convicted Donald J. Trump of all 34 felony counts against him, it will be up to Justice Juan M. Merchan to decide whether his punishment will include prison time.

Mr. Trump was charged with 34 counts of falsifying business records related to the coverup of a $130,000 hush money payment that was made to the porn star Stormy Daniels in the days leading up to the 2016 election. All the charges are class E felonies, the least serious, in New York State.

Mr. Trump was released on his own recognizance until his sentencing, which was scheduled for July 11. Each count carries the possibility of up to four years in prison. If Justice Merchan were to opt for prison time, he would likely impose the punishment concurrently, meaning he would have Mr. Trump serve the sentence for each count simultaneously.

Incarceration is not a given: Justice Merchan could instead opt to impose a sentence of probation, with no prison time. Mr. Trump would then be required to regularly report to New York City’s Probation Department. He could also be jailed immediately if he committed additional crimes.

Mr. Trump, who is again the presumptive Republican presidential nominee, will undoubtedly appeal any conviction, a lengthy process that could take months or longer and would likely not be resolved before Election Day.

There has been no indication yet of what Justice Merchan could decide, though he has made it known that he takes white-collar crime seriously. Mr. Trump has continually attacked and denounced him as “biased” and “corrupt.”
