World Tourism Barometer: September 2023

International tourism maintains strong momentum with 84% recovery up to July 2023

Travel demand continued to show remarkable resilience and sustained recovery, amid economic and geopolitical challenges. An estimated 700 million tourists travelled internationally from January to July 2023, 43% higher than in 2022 although 16% less compared to 2019.

International tourism is experiencing a rapid recovery in Asia and the Pacific where arrivals climbed to 61% of pre-pandemic levels this period after the reopening of many destinations and source markets earlier this year. The reopening of China and other Asian markets is expected to continue boosting travel in the region and to other parts of the world.

According to the UNWTO Tourism Recovery Tracker , both international air capacity and passenger demand recovered about 84% of pre-pandemic levels through June 2023. However, the extreme weather-related events that occurred over recent months as well as the critical challenges of managing increasing tourism flows underline the need to build a more inclusive, sustainable, and resilient sector.

The UNWTO World Tourism Barometer is a publication of the World Tourism Organization (UNWTO) that monitors short-term tourism trends regularly to provide global tourism stakeholders with up-to-date analysis of international tourism. The information is updated several times a year and includes an analysis of the latest data on tourism destinations (inbound tourism) and source markets (outbound tourism). The Barometer also includes three times a year Confidence Index based on the UNWTO Panel of Tourism Experts survey, which provides an evaluation of recent performance and short-term prospects for international tourism.

Tourism has massively increased in recent decades. Aviation has opened up travel from domestic to international. Before the COVID-19 pandemic, the number of international visits had more than doubled since 2000.

Tourism can be important for both the travelers and the people in the countries they visit.

For visitors, traveling can increase their understanding of and appreciation for people in other countries and their cultures.

And in many countries, many people rely on tourism for their income. In some, it is one of the largest industries.

But tourism also has externalities: it contributes to global carbon emissions and can encroach on local environments and cultures.

UN Tourism: International tourist arrivals hit 96% of pre-pandemic levels as of Jul-2024

UN Tourism reported (19-Sep-2024) the following highlights from its World Tourism Barometer:

  • International tourism recovered to 96% of pre-pandemic levels for the seven months to Jul-2024, driven by strong demand in Europe and the reopening of markets in Asia Pacific ;
  • Around 790 million tourists travelled internationally in the first seven months of 2024, approximately 11% more than 2023 and only 4% less than in 2019;
  • All regions recorded "a strong year so far", supported by increased air connectivity and visa facilitation;
  • The Middle East remained the strongest growing region, with international arrivals climbing 26% above 2019 levels in the first seven months of 2024. Africa welcomed 7% more tourists than in 2019, Europe recovered to 99% of pre-pandemic arrivals, the Americas reached 97% and Asia Pacific recorded 82% of pre-pandemic tourist numbers, reaching 85% in Jun-2024 and 86% in Jul-2024;
  • 67 out of 120 destinations had recovered to 2019 arrival numbers in 1H2024, based on countries reporting monthly or quarterly data. Some of the strongest performers were Qatar (+147% vs 2019), Albania (+93%), El Salvador (+81%), Saudi Arabia (+73%), Moldova (+50% as of Jun-2024) and Tanzania (+49% as of Jun-2024);
  • Data on international tourism expenditure reveals strong demand for outbound travel in 1H2024, especially from large source markets such as the US (+32%), Germany (+38%) and the UK (+40% as of Mar-2024), compared to 2019.

UN Tourism secretary general Zurab Pololikashvili stated: "International tourism is on track to consolidate its full recovery from the biggest crisis in the sector's history". Mr Pololikashvili said: "The ongoing rebound comes despite a range of economic and geopolitical challenges, highlighting the strong demand for international travel as well as the effectiveness of boosting air connections and easing visa restrictions". He added: "This recovery also highlights the growing need for tourism planning and managing to cater for its impacts on communities in a way that the immense socio-economic benefits are paired with inclusive and sustainable policies". NTTO Releases International Travel Statistics for 2023

  • International Visitor Arrivals of 66.5 million Increased 31% from 2022.  
  • Overseas Visitation to Four States/Territories Exceeded Visitation in 2019.

International Visitor Arrivals to the United States in 2023

Total international visitor arrivals 1 of  66.5 million in 2023 increased 15.7 million (+31%) from 50.8 million in 2022 to a level 84% of the 79.4 million arrivals in 2019.

Annual international arrivals from 2000 to 2023 covering all countries and world regions are available on NTTO’s  ADIS/I-94 Visitor Arrivals program page or can be downloaded here .

NTTO’s latest forecast expects international visitor arrivals to surpass pre-pandemic 2019 levels in 2025 with 85.2 million.

Major Characteristics of Overseas Visitors to the United States from the Survey of International Air Travelers (SIAT)

New York was the most-visited state by overseas travelers in 2023, up from #2 in 2022, followed by Florida and California.

New York City was the most-visited city by overseas travelers in 2023, followed by Miami and Los Angeles.

2023 overseas visitation to the following U.S. states/territories surpassed visitation in 2019: Puerto Rico (+85%), Tennessee (+15%), Texas (+7%) and Georgia (+5%).

U.S. Citizen Departures from the United States in 2023

Total U.S. citizen departures 2 of  98.5 million in 2023 increased 17.6 million (+22%) from 80.8 million in 2022 to a level 99% of the 99.7 million arrivals in 2019.

Travel Trade Statistics

Spending by international visitors to the United States (travel exports) totaled $213.1 billion in 2023, an increase of $47.6 billion (+29%) from $165.5 billion in 2022 to a level 89% of travel exports in 2019. Travel exports accounted for 7.0% of total U.S. exports of goods and services in 2023, up from 5.5% in 2022.  Travel exports supported 1.6 million U.S. jobs in 2023 3 .

Spending by U.S. residents abroad (travel imports) totaled $215.4 billion in 2023, an increase of $53.5 billion (+33%) from $161.9 billion in 2022 to a level 17% above travel imports in 2019.

Travel yielded a $2.3 billion trade deficit in 2023.

International tourism bounced back to 96% of pre-pandemic levels in the seven months through July 2024, say UN Tourism, driven by strong demand in Europe and the re-opening of markets in Asia and the Pacific.

According to the latest  World Tourism Barometer by UN Tourism , around 790 million tourists travelled internationally in the first seven months of 2024, about 11% more than in 2023 and only 4% less than in 2019. Data show a strong start to the year, followed by a more modest second quarter. Results are in line with UN Tourism’s projection of a full recovery in international arrivals in 2024 despite ongoing economic and geopolitical risks.

UN Tourism Secretary-General Zurab Pololikashvili said: “International tourism is on track to consolidate its full recovery from the biggest crisis in the sector’s history. The ongoing rebound comes despite a range of economic and geopolitical challenges, highlighting the strong demand for international travel as well as the effectiveness of boosting air connections and easing visa restrictions. This recovery also highlights the growing need for tourism planning and managing to cater for its impacts on communities in a way that the immense socio-economic benefits are paired with inclusive and sustainable policies”.

Middle East continues to lead the recovery

The ongoing rebound comes despite a range of economic and geopolitical challenges, highlighting the strong demand for international travel as well as the effectiveness of boosting air connections and easing visa restrictions

With increased air connectivity and visa facilitation supporting the recovery in international travel, the data shows all world regions have recorded a strong year so far.

  • The Middle East remained the strongest-growing region in relative terms, with international arrivals climbing 26% above 2019 levels in the first seven months of 2024.
  • Africa welcomed 7% more tourists than in the same months of 2019.
  • Europe and the Americas recovered 99% and 97% of their pre-pandemic arrivals respectively during these seven months.
  • Asia and the Pacific recorded 82% of its pre-pandemic tourist numbers (-18% versus 2019) reaching 85% in June and 86% in July.

A total of 67 out of 120 destinations around the world had recovered 2019 arrival numbers in the first half of 2024, based on countries reporting monthly or quarterly data. Some of the strongest performers in January-July 2024 were Qatar (+147% versus 2019) where arrivals more than doubled, Albania (+93%), El Salvador (+81%), Saudi Arabia (+73%), the Republic of Moldova (+50% through June) and Tanzania (+49% through June).

Receipts and expenditure data shows even stronger results

Regarding international tourism receipts, 47 out of 63 countries with available data had recovered pre-pandemic values in the first six months of 2024, many reporting strong double-digit growth compared to 2019 (in local currencies and current prices). Among the best performers through June or July 2024 were Albania (+128%) and Serbia (+126%) where receipts more than doubled (compared to the same period of 2019), followed by Tajikistan (+85%), Pakistan (+76%), Montenegro (+70%), North Macedonia (+60%) and Portugal (+57%). Strong results were also reported by Türkiye (+55%) and Colombia (+54%). Worth noting based on first quarter data, are Saudi Arabia (+207%) and El Salvador (+168%) which enjoyed extraordinary growth compared to Q1 2019.

Data on international tourism expenditure reveals strong demand for outbound travel in January-July 2024, especially from large source markets such as the United States (+32%), Germany (+38%), and the United Kingdom (+40% through March), compared to the same period of 2019. Strong outbound spending was also reported by Australia (+34%), Canada (+28%) and Italy (+26%), all through June 2024. Limited data for India shows an impressive surge in outbound spending, with 86% growth in Q1 2024 (versus Q1 2019).

Revised data for 2023 shows export revenues from international tourism reaching USD 1.8 trillion (including receipts and passenger transport), virtually the same as before the pandemic (-1% in real terms compared to 2019). Tourism direct GDP also recovered pre-pandemic levels in 2023, reaching an estimated USD 3.4 trillion, equivalent to 3% of global GDP. In 2019 tourism directly contributed to 4% of global GDP.

Positive finish to 2024 expected though challenges remain

The UN Tourism Confidence Index shows positive expectations for the last part of the year, at 120 points for September-December 2024, though below the prospects for May-August, which stood at 130 (on a scale of 0 to 200, where 100 reflects equal expected performance). Some 47% of the tourism experts participating in the Confidence survey expect better performance for the sector in the last four months of 2024, while 41% project similar performance and 11% worse. This reflects a gradual normalization of tourism performance after a strong 2023.

Experts pointed to inflation in travel and tourism, namely high transport and accommodation prices, as the main challenge the tourism sector is currently facing, as well as the global economic situation, staff shortages and extreme weather events.

International Visitors Arrivals - July 2024

1. july 2024 highlights.

  • Total arrivals by air in June 2024 stood at 6,459 .
  • Residents arrival makes up 34% and visitor arrivals make up 66% of the total arrivals by air.
  • Holiday visitors represent 77% of all air arrivals.
  • Visitors residing in Australia recorded the highest percent at 63% of all air arrivals.
  • The average length of stay for visitors is 9 days .
  • The average age of visitors is 48 Years .
  • Day visitors stood at 12,816  in June 2024.
  • Total departures stood at 6,211  in July 2024. Residents represents 24% of all departure and visitor’s departure with 76% . 

2. Overview

  • The total number of international visitor arrivals stood at 26,107. Visitor arrival by air stood at 4,291which is an increase of 2,328 visitors compared to the previous month. The increase was attributedto an increase in the number of air arrivals for holiday purposes by 1,953 when compared to theprevious month.
  • Vanuatu welcomed 7 cruise ships in July 2024 carrying a total of 21,816 day visitors, constituting 84% of the total visitors during that month.

Australian visitors accounted for 63% of all international visitors by air followed by New Zealandat 12%, Europe at 7%, North America at 6%, Other Pacific Countries at 5%, China at 4%, OtherCountries at 2%, Japan at 1% and New Caledonia at less than 1%.

5. Average intended length of stay (for visitors arriving by air)

International visitors by air spent an average of 9 days in Vanuatu. Visitors to Port Vila spent an average of 10 days and Luganville with 9 days.

6. Average age of visitors

  • The average age for visitors travelling by air is 48 years old.
  • This represents 31% of all visitors arriving to Vanuatu within the age group of 30 - 49 years old and also 39% within the age group of 50+ years old.

Data Source and Revisions

All International arrival by air provided in this report is sourced from the passenger processing modules within ASYCUDA World system from the Department of Customs and the Migration Information Data Analysis System (MIDAS) from the department of immigration through International Organization for Migration (IOM). Cruise ship figures are also supplied by the Department of Customs through the Passenger processing module.

The Vanuatu Bureau of Statistics is releasing monthly provisional international visitor arrivals highlighted in the tables from January 2019 onwards. This will allow for anomalies and consistency checks with the Department of Customs and Inland Revenue (DCIR) and Immigration Department before release of actual figures in Quarterly or Annual Statistical Indicator report.

Impact assessment of the COVID-19 outbreak on international tourism

International tourism recovered 63% of pre-pandemic levels in 2022, with europe and the middle east in the lead.

  • International tourism saw stronger than expected results in 2022, backed by large pent-up demand and the lifting or relaxation of travel restrictions in a large number of countries.
  • Over 900 million tourists travelled internationally in 2022, double those in 2021 though still 37% fewer than in 2019.
  • International tourism recovered 63% of pre-pandemic levels, in line with UNWTO’s scenarios published in May 2022.
  • Europe, the world’s largest destination region, recorded 585 million arrivals in 2022 to reach nearly 80% of pre-pandemic levels (-21% over 2019). The Middle East enjoyed the strongest relative increase across regions in 2022 with arrivals climbing to 83% of pre-pandemic numbers (-17% versus 2019).
  • Africa and the Americas both recovered about 65% of its pre-pandemic visitors, while Asia and the Pacific reached only 23%, due to stronger pandemic-related restrictions.
  • By subregions, Western Europe (87%) and the Caribbean (84%) came closest to their pre-pandemic levels.
  • The year 2022 saw a strong rebound in tourism spending, resulting in the recovery of pre-pandemic levels in income across many destinations.
  • Looking ahead, international tourism is set to consolidate its recovery in 2023 , backed by pent-up demand, particularly from Asia and the Pacific as destinations and markets open up.
  • The UNWTO Panel of Experts survey indicates that 72% of respondents expect better performance in 2023. However, most experts (65%) also believe international tourism will not return to 2019 levels until 2024 or later.
  • Based on UNWTO’s scenarios for 2023, i nternational tourist arrivals could reach 80% to 95% of pre-pandemic levels this year , with Europe and the Middle East expected to reach those levels. However, important risks remain ahead, especially economic and geopolitical.
  • Tourists are expected to increasingly seek value for money and travel close to home in response to the challenging economic environment.

International Tourist Arrivals by Region

UNWTO panel of experts, highlights survey January 2023

  • The survey conducted in January 2023 shows a slight uptick in the UNWTO Confidence Index for the period September-December 2022, reflecting improved confidence levels in the last months of the year. On a scale of 0 to 200, the UNWTO Panel of Tourism Experts rated the period September-December 2022 with a score of 123, above the expectations expressed in the September survey ahead of that 4-month period (111).
  • Expectations for the period January-April 2023 indicate cautious optimism, with still large pent-up demand though in a context of uncertainty and volatility. Some 51% of
  • Respondents expect better (38%) or much better (13%) performance, while almost half see equal performance (26%) or worse (20%). The UNWTO Confidence Index shows a slight improvement (119) in January-April 2023 compared to prospects expressed for the previous period of September-December (111).
  • The challenging economic environment including high inflation and the spike in oil prices, as well as the fears of a global recession, continues to be the main factor weighing on the recovery of tourism.
  • Furthermore, continued uncertainty derived from the Russian aggression against Ukraine and other mounting geopolitical tensions, health challenges related to COVID-19, as well as workforce shortages also represent downside risks.

UNWTO outlook 2023: prospects for international tourism

  • Based on UNWTO’s scenarios for 2023, international tourist arrivals could reach 80% to 95% of pre-pandemic levels this year , with Europe and the Middle East expected to reach those levels.
  • After a strong rebound in 2022, international tourism could climb close to pre-pandemic levels in 2023 driven by strong pent-up demand and the reestablishment of travel flows in most parts of the world, including the re-opening of several destinations and source markets in Asia, particularly China.
  • The complete recovery remains subject to certain risks like a potential economic slowdown amid high inflation and rapid interest hikes, which have increased financial costs and debt levels.
  • Higher food and energy prices result in lower purchasing power and weaker consumer confidence, which could weigh on travel demand in 2023, specially in terms of spending. Travellers may increasingly seek value for money and take trips closer to home in response to the challenging economic environment. The Russian offensive in Ukraine and geopolitical tensions in North-East Asia could also disrupt the normalization of travel.

Panel evaluation and prospects, what are the main factors weighing on the recovery of international tourism, when do you expect international tourism to return to pre-pandemic 2019 levels in your country, tourism: one of the hardest hit sectors amid the covid-19 pandemic.

  • The pandemic caused an unprecedented disruption to tourism, with a massive fall of international demand amid widespread lockdowns and travel restrictions put in place by countries in order to contain the spread of the virus.
  • This resulted in huge economic and social impacts, placing over 100 million direct tourism jobs at risk, especially in micro, small and medium sized enterprises (MSMEs) which represent 80% of the sector and employ a high share of women and young people.
  • International travel plunged by 72% in 2020 , the worst year on record for tourism , resulting in 1.1 billion fewer international tourists worldwide (overnight visitors), putting the number of travellers back to levels of 30 years ago.
  • International tourism experienced a  5% increase   in 2021 , 22 million more international tourist arrivals (overnight visitors) compared to 2020 (427 million versus 405 million). However, international arrivals were still  71% below the pre-pandemic year of 2019 .
  • International tourism rebounded moderately during the second half of 2021. The uplift in demand was driven by increased traveler confidence amid rapid progress on vaccinations and the easing of entry restrictions in many destinations. However, the pace of recovery remained slow and uneven across world regions due to varying degrees of mobility restrictions, vaccination rates and traveler confidence. 
  • Europe and the Americas  recorded the strongest results in 2021 compared to 2020 (+19% and +17% respectively), but still both 63% below pre-pandemic levels.

  • The coronavirus pandemic caused a 72% decline in international tourist arrivals in 2020 and 71% in 2021, compared to 2019. This represents a loss of 2.1 billion international arrivals in both years combined.
  • As a result, export revenues from international tourism plunged 63% in 2020 and 61% in 2021 (real terms) which amounts to a combined loss of US$ 2.1 trillion in this two-year period.

In 2023, the country that visited Russia the most was Kazakhstan. Over 2.2 million trips were made to Russia from that country, marking an increase compared to the previous year. A significant increase was recorded in tourists from Tajikistan, from 504.7 thousand trips in 2022 to 848 thousand in 2023. 

Russian inbound tourism overview

Approximately 20 million  international tourists visited Russia in 2023, marking an increase from the previous year, when it reached almost 18 million. Even though the tourist count was forecast to gradually increase in the following five years, according to the forecast, it was not going to reach the pre-pandemic level in that period. Moreover, due to the COVID-19 pandemic and border closures, the Russian inbound tourism has experienced a drastic decrease in expenditure . In 2020, foreign travelers were projected to spend a total of 6.76 million U.S. dollars in Russia, which was approximately 2.7 times lower than in the previous year.
