Entry Guidelines

As per IATF Resolution No. 2 (s. 2022) on the ENTRY, QUARANTINE and TESTING Requirements of inbound travelers to the Philippines

A. FULLY VACCINATED (Filipino and Foreign Travelers)

- No pre-departure COVID-19 Test requirement - Must have received the 2nd dose in a 2-dose series or a single dose COVID-19 vaccine more than fourteen (14) days prior to the date and time of departure from the country of origin/port of embarkation.

B. UNVACCINATED or PARTIALLY VACCINATED (Filipino and Foreign Travelers)

1. Travelers 15 years and older shall present a remotely supervised/laboratory-based Rapid Antigen Test administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, or other similar establishment taken 24 hours prior to the date and time of departure from country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that, he/she has not left the airport premises or has not been admitted into another country during such lay-over. 2. Travelers 15 years and older who fail to present a negative pre-departure testing shall be required to undergo a laboratory-based Antigen Test UPON ARRIVAL at the airport. 3. ACCOMPANIED minors below 15 years of age who are NOT VACCINATED for any reason whatsoever shall follow the quarantine protocols of their parent/s or an accompanying adult/guardian traveling with them. 4. UNACCOMPANIED minors below 15 years of age who are NOT VACCINATED for any reason whatsoever shall follow the protocols set forth in Section B (1) and (2) above. NOTE:- Any inbound traveler, whether Filipino or Foreign national, who shall test positive for COVID-19 through rapid antigen test shall be subjected to the latest prevailing quarantine and isolation protocols of the DOH.

The Province of Cebu is, without a doubt, one of the greatest jewels of the Visayan Region, and it also welcomes millions of tourists and business travelers each year. As such, the region’s government has implemented various travel guidelines for everyone’s safety. Here’s what you need to know:

General Cebu Province

REQUIREMENTS FOR ENTRY

• If fully vaccinated: vaccination card or proof of vaccination through  VaxCertPH .
• If unvaccinated: medical certificate.
• Tourists aged 18 years old and below are not allowed to enter Cebu Province.
• If fully vaccinated: vaccination card with QR Code and valid ID. If no QR code, present the official vaccination certificate issued by the local health officer of your LGU or vaccination certification issued by the Department of Health-Bureau of Quarantine.
• If unvaccinated: A negative RT-PCR test result taken within 72 hours; or a negative antigen test result taken within the last 48 hours; or a negative saliva test result taken within the last 48 hours (tests must be conducted by Department of Health accreddited laboratories)
• Approved  S-Pass

Mandaue City

• Unvaccinated tourists: negative RT-PCR or antigen test result
• Vaccinated tourists: vaccination card

Lapu-Lapu City

• Lapu-Lapu City is under Alert Level 3. Intrazonal and interzonal movement shall be allowed. However, reasonable restrictions may be imposed. Restaurants, MICE establishments, and tourism sites are also allowed to operate at a maximum of 30% indoor venue capacity for fully vaccinated individuals only and 50% outdoor venue capacity.
• All tourists can freely enter except for those aged 18 and below. Vaccinated individuals, however, are encouraged to secure proof of vaccination through  VaxCertPH .

GUIDELINES WHILE TRAVELING IN LAPU-LAPU CITY

All tourists are required to wear / have:

• Face shield

Note: Personal air purifiers are encouraged but not mandatory

Philippines Travel Requirements

• Vaccination Card/ Vaccination Certificate
• Valid Identification document (Government-Issued ID)

FOR PARTIALLY VACCINATED & UNVACCINATED

• Negative RT-PCR Test Result (taken 72 hours prior to departure)
• 11 years old and below are exempted from RT-PCR testing but must be accompanied by either fully vaccinated parent/s or guardian/s.
• S-PASS is still suspended and is no longer required to be presented for travel to Bohol.

• Medical Certificate certifying that the passenger does not exhibit symptoms of the COVID-19 disease at the point of origin. Also, the medical certificate should be issued within twenty-four (24) hours immediately before arrival in Cebu.

For residents (FULLY VACCINATED-2 weeks after the second dose)

For non-residents (Fully Vaccinated/Partially Vaccinated/Unvaccinated)

• Negative RT-PCR Test Result (taken 48 hours prior to departure)

Iloilo to Bacolod

• Online Bactrac Registration
• Negative RT-PCR Test Result or Antigen Test (taken 48 hours prior to departure)

Calapan to Batangas

For Fully Vaccinated individuals: a. Valid Identification document (Government-Issued ID) / proof of identity bearing holder's picture and signature; and b. Vaccination Card issued by any LGU, DOH-accredited Medical Institution, Private Company, and Foreign Country or State Thereof Authenticated by DOH-BOQ c. Approved S-Pass Travel Permit d. Stay Safe PH (use of this contract tracing app - https://www.staysafe.ph/ )

For Unvaccinated or Incompletely Vaccinated individuals: a. Valid Identification document (Government-Issued ID) / proof of identity bearing holder's picture and signature; and b. Negative RT-PCR test taken 24 hours prior to arrival c. Approved S-Pass Travel Permit d. Stay Safe PH (use of this contract tracing app - https://www.staysafe.ph/ )

Batangas to Calapan

Cebu to ormoc.

For fully vaccinated passengers:

• A COVID-19 Domestic Vaccination Card or Vaccination Certificate duly certified by a City/Municipal Health Office of the LGU or the Department of Health, Department of Information Communications Technology or any qualified national or forein gov't agency.
• Ormoc QR code ( https://safeormoc.com/ )
• Government-Issued ID

For non-vaccinated passengers:

• Negative RT-PCR test result or Rapid Antigen taken 72 hours prior to travel

Ormoc to Cebu

• For Cebu City residents, passengers are required to present a Valid Identification document (Government-Issued ID ) / proof of identity bearing holder's picture and signature; and any of the following documents:

For Fully Vaccinated individuals: a. Valid Identification document (Government-Issued ID) / proof of identity bearing holder's picture and signature; and b. Official Vaccination Card with QR Code. If without QR Code, present the Official Vaccination Certification issued by the Local Health Officer of the LGU concerned or Vaccination Certification issued by the Department of Health. c. Traze App & Approved S-Pass Travel Coordination Permit (For entry purposes at PPA Ormoc Port)

For Unvaccinated or Incompletely Vaccinated individuals: a. Valid Identification document (Government-Issued ID) / proof of identity bearing holder's picture and signature; and any of the following documents:

• Negative RT-PCR taken 72 hours prior to arrival
• Negative Antigen test taken 48 hours prior to arrival
• Negative Saliva test taken 48 hours prior to arrival b. Traze App & Approved S-Pass Travel Coordination Permit (For entry purposes at PPA Ormoc Port)

Fully vaccinated passengers are those who already had their second dose of COVID-19 vaccine for two (2) weeks or more, if the vaccine given requires 2 doses. We strongly advise passengers to contact the local government offices of both their origin point and their final destination on travel requirements, such as mandated documents or health certifications. These requirements differ from province to province, and are revised and updated constantly in line with the anti-COVID-19 arrangements of each locality.

Pursuant to Proclamation No. 297 issued on 21 July 2023 lifting the State of Public Health Emergency due to COVID-19, the Bureau of Quarantine (BOQ) shall no longer require the mandatory COVID-19 RT-PCR/Antigen Swab Test for non vaccinated or partially vaccinated arriving international passengers . 

e-Travel Registration

All arriving international passengers must register for an account on the eTravel website via https://etravel.gov.ph/ within three (3) days before your scheduled arrival date at MCIA. Registration to eTravel is free of charge .

CEBU CITY: New Normal List of TRAVEL REQUIREMENTS

Traveling to Cebu City soon? Before you go, make sure you have all the necessary travel documents!

The Cebu City government has set new guidelines for passengers from Metro Manila who will enter or visit Cebu City. Here’s the list of requirements as of November 2020 .

Please note that these apply only to CEBU CITY PROPER only , not the other cities or other parts of the province.

WHAT'S COVERED IN THIS GUIDE?

LIST OF REQUIREMENTS

For tourists.

• Authority to enter
• Negative RT-PCR swab test result , taken within 3 days prior to the travel date
• Travel itinerary covering duration of stay or the first 10 days, whichever is shorter
• Travel Authority from the Joint Task Force COVID Shield (JTF-CV) of the Philippine National Police (PNP). To get this, you will need the following: – medical certificate – barangay clearance from the local government of origin.
• Roundtrip ticket
• Confirmed hotel/accommodation booking in Cebu City

For Returning Overseas Filipinos (ROFs)

• Negative RT-PCR swab test result
• Valid Identification Card
• Quarantine certificate (proof of completion of the 14-day quarantine)

For Locally Stranded Individuals (LSIs)

• Letter of Coordination (LOC) from the Barangay residence in Cebu City
• Medical Certificate , issued within 48 hours before departure

Authorized Persons Outside of Residence (APORs)

• Company ID (Valid Identification Card)
• Certificate of Employment or proof of business or profession
• Proof of reason for travel or intent to visit (or Appointment of visit in Cebu City)
• Medical clearance certificate
• Travel clearance from the Office of the Cebu City Mayor

Important Notes

• LSIs and APORs Cebu City Residents who cannot provide a Coordination Letter may still be accepted upon check-in but they need to coordinate with their respected barangay before boarding. This will be based on Cebu City government’s directory. Then, upon arrival at Mactan-Cebu Airport, they must approach the desk of the Cebu City LGU who will validate their acceptance in the area.
• Always make sure to coordinate with the local government units of your origin and destination directly before booking a flight and before departure. Ask for the latest list of requirements. Travel policies change quickly in these unusual times, so it’s best to get the information straight from the agencies that create and implement these policies.

For guests flying to Siargao, please present the following documents upon check-in:

• COVID-19 Domestic Vaccination Card duly issued by legitimate vaccinating establishments  or  negative COVID-19 Saliva test result (from Philippine Red Cross or PADLab only) or negative RT-PCR (swab) test result, valid within 48 hours from the date of release of the result. A negative Antigen test result may also be accepted if conducted within 24 hours before arrival.

Children who are 17 years old and below are exempted from presenting a negative RT-PCR test result if they are accompanied by fully vaccinated adults. An individual is considered fully vaccinated if it has been at least two (2) weeks since the last required dose.

Siargao Travel Requirements: Movement Guidelines

Siargao island is a surfers’ paradise, with world-famous waves and pristine beaches. In order to keep Siargao’s environment healthy and thriving, the Siargao Movement Guidelines have been put into place.

MICE venues, tourist attractions, and dining establishments are allowed to operate following the 70% capacity rule for outdoor venues and 50% capacity rule for indoor venues.

Tourist entry requirements include a vaccination card for fully vaccinated individuals. If unvaccinated or partially vaccinated, you may submit either a negative RT-PCR test result taken within 48 hours or a negative antigen test result taken within 24 hours.

Cebu eases up travel restrictions

CEBU CITY – The province of Cebu is easing up its restrictions for all travellers starting February 1.

Cebu Governor Gwendolyn Garcia ordered that all international arriving Filipinos and foreign nationals will be allowed to enter Cebu as long as they are fully vaccinated and have been tested negative of COVID-19.

Garcia issued the order through a January 28 memorandum addressed to the Bureau of Quarantine, Mactan Cebu International Airport, airline operators and "all concerned."

The issuance of the governor's memo was in observance of an Inter-Agency Task Force Resolution that adjusted the entry, testing and quarantine protocols for international arriving Filipinos and foreign nationals.

Under the resolution, all travellers from foreign trips will be allowed to enter the country as long as they are fully vaccinated and they are able to present a negative reverse transcription-polymerase chain reaction (RT-PCR) test taken within 48 hours prior to departure from the country of origin.

Garcia's memo also stated the requirements for the unvaccinated, partially vaccinated or individuals whose vaccination cannot be independently validated.

The requirements include the presentation of a negative RT-PCR test taken within 48 hours prior to departure from the country of origin; swab upon arrival and undergoing a facility-based quarantine until the release of second RT-PCR test result taken on the fifth day.

"Airline operators are enjoined to require international passengers traveling to Cebu to present proof of their full vaccination at their place of origin upon check-in. Absence of said proof shall classify the traveler as unvaccinated or partially unvaccinated," a portion of Garcia's memo read.

• Also allowed to travel to Siargao on a point-to-point basis are travelers below 18 years of age; fully vaccinated individuals above 65 yrs of age; fully vaccinated individuals with comorbidities and other health issues; and fully vaccinated pregnant women.

Siargao Travel Requirements for Tourists Invited by a Local Resident

• Unvaccinated or partially-vaccinated individuals need to submit a Negative Test Result on Swab/Saliva RT-PCR Test taken within forty-eight (48) hours or two (2) days from the date of release of the result. • Valid Identification Card with address.
• Travel Certification issued by the Mayor of destination stating you're a tourist invited by a local.
• Approved Travel Coordination Permit (TCP) from S-PASS .
• Prior to departure, all travel requirements (scanned or picture copies) shall be emailed in advance by the passengers to the Provincial Tourism Office at [email protected].

• Confirmed booking accommodation for at least two (2) nights from the resort, hotel, or hostel duly accredited by the Department of Tourism.

Port Entry Guidelines

• The documentary requirements shall also be presented by the passengers upon arrival. Those who cannot present all of the requirements shall be deported back to the place of origin at the returning flight of the same aircraft on the same day at the cost of the concerned passenger and/or the concerned airline company.
• All arriving passengers shall be transported only by public utility vehicles duly accredited by the task force of the LGU, in case of use of private vehicles, it is needed to obtain clearance from the task force.
• If you will be staying for more than 5 days in Siargao, in addition to the requirements that you have to comply upon entry, you will be subjected to COVID-19 Antigen Test (at your own cost) after five (5) days from the date of arrival. Those who will be tested positive shall be subjected further to Swab or Saliva RT-PCR Test (at your own cost). This provision also applies to those who have been partially or fully vaccinated of COVID-19 vaccines.
• Travel requirements may change from time to time without prior notice. Please coordinate with the local government unit of your destination for the latest updates.
