What to Look for in a Travel Bar Set

A well-stocked travel bar should contain everything you need to make your favorite drink. Maybe that’s as simple as a bar spoon, shaker, and jigger. If you’re looking to seriously entertain on the go, opt for a travel bar packed with everything from Hawthorne strainers to corkscrews to olive spears. 

“I suggest purchasing a bar tool bag that has slits that fit most tools, including strainers, jiggers, bar spoons and shaker tins,” says Ashly Levi , bartender and mezcalier at Miss Agave. “If you don’t have one available, you can store the jigger, smaller bar spoons, bottle openers and julep strainers inside the tins to keep it all together."

Portability

Consider how portable your travel bar is. Working bartenders may want a roll-up bag, so they can tote their tools from home to shift (this is also a great option if you’re headed to a hotel or party where all your bar tools will be needed). Boxed options are great for train travel or picnics and do a great job of protecting the contents, but they can be cumbersome to carry. 

Bottle Storage

Some travel bars are outfitted to carry just a small flask, while others have the capacity to store up to three or four of your favorite bottles. Pick a travel bar accordingly. If you simply want to sip a dram on the go out of decent glassware, the former type of travel bar will suffice. If you’re looking to craft Negronis, martinis, or other cocktails, consider a travel bar with a capacity that can hold all your ingredients.

AeroGeek’s Hydration Guide – BTA

In this post we will be covering the BTA (between the arms) bottle setup.  The BTA position is universally considered one of the best—if not THE best—place for a triathlete to keep nutrition (if you do not believe me then check out Cervelo’s P5 with the integrated BTA mount).

The benefits of this location are from the aerodynamic benefit of hiding the bottle in the aero dynamic shadow of your arms combined by the convenience of having a bottle always accessible for fueling on the fly.  The negative? Well, there really isn’t one.  Below we will cover a number of variations on the BTA theme.  All have the benefits of BTA, but we feel that some of the solutions are superior to others.

The Cage Only

This is the simplest solution where a single bottle cage is mounted between the aerobars.  This can be done simply with zip tie, Velcro, or with a more complex solution such as Profile Design’s HC Mount ( here ) or XLab’s Torpedo Mount ( here ).  The benefit is the simplicity. Just mount it up and you’re ready to go.  Any bottle grabbed at an aid station is easily stored and accessible at will.  The negative is that you have to move your arms and leave aero to take a drink.

The Vertical Solution

When one thinks of BTA, the first item that comes to mind is the Profile Design Aerodrink ( here ).  This is what I call the vertical BTA solution.  The liquid is stored in some kind of vertical bottle.  There are a number of different variations on this such as the previously mentioned Aerodrink and Torhan’s Aero30/Aero20 solutions.  The benefit is that with the straw, nutrition is conveniently at your lips with no need to break aero.  All of the solutions offer some sort of refilling port which allows easy refilling from either a bottle kept onboard or nutrition grabbed from an aid station.  The negatives of the vertical solution are that they hang down below the bars and interrupt the air hitting the head tube (which your bicycle manufacturer has spent a great deal of money to craft).  In addition, to date, all of the vertical solutions have shipped with straws that require you to move your head to the straw instead of moving the straw to your head.  While this seems like a minor issue, the convenience (and safety) of a soft straw is greatly appreciated once you try it.

Here at Aerogeeks we have sampled two solutions from Profile Design.  First is the standard AeroDrink. And second is the slightly larger but much “cooler” Aerodrink Insulated ( here ).  The versions are extremely similar, each carrying 22 oz of liquids.  The largest difference is that the plastic of the Insulated version is thicker resulting in a weight penalty of 39 grams and an aero penalty as well (though we don’t have a definitive answer of how much).  The fact that the insulation actually works nullifies those negatives however.  During our rides with the insulated version, liquids stayed chilly for lengths of time similar to those found with a Camelback Podium Chill.  When it comes to a choice between these two designs, we would go with the insulated version on all but your coldest of rides.

We have not yet had a chance to sample the Torhans solution, but for a vertical solution, this may end up being the best ( here ).  The advantage of the Torhan’s solution is that they actually designed and tested their solution in the A2 wind tunnel in an effort to find the most optimum design available.  From the shape of the bottle to the fairing built around the straw, it is easy to see what Torhans has done in the creation of this bottle.

Below is a summation of the data they found.  Obviously since we were not there to validate the data or methods, we can’t fully accept this at face value (especially since we find it hard to believe the XLab mount would be less aero than the Torhans). However, we do appreciate what Torhans is trying to do by creating a truly aerodynamic solution that meets the needs of the triathlete.

The Horizontal Solution

The horizontal BTA solution is new to the triathlon world with Speedfil’s A2, which was the first to popularize this concept.  With the horizontal solution, you are getting both the refill port and straw of the vertical solution combined without the aerodynamic drag penalty.  By going with a BTA solution you can use a similar mounting option as the cage only solution.  On my bike I just strap the bottle to the bars using Velcro.

The A2’s refilling port is unique in that unlike the ports on PD’s bottles, the port is sealable by the rider and has virtually 0 splashing.  In fact, the seal is so tight that you may want to leave it slightly open to make it easier to get liquid through the straw.  An added benefit of the A2 is that the straw itself is a soft straw that you can pull towards your mouth. Therefore it does not require you to reach your head down to pull a drink from.  An added benefit of the A2 is an awesome support staff.  Initially I had a small manufacturing flaw in my bottle.  They immediately shipped me a new bottle with no question and then helped provide information on the best mounting options using their experience setting up Andy Potts.

With the success of the A2, it is not surprising that we are starting to see competitors in the horizontal BTA setup.  The first looking to come to market is Profile Design’s Aero HC System.  First shown at Interbike, it has many of the same benefits of the A2 (horizontal design, refilling port).  An additional benefit is the integrated computer mount at the rear of the cage.  We’re extremely curious about this system.  It looks to be much more aerodynamic than the A2 with the curved bottle nose and hidden computer mount. In fact, we have come to nickname it the “submarine” for its profile, including the coning tower like refill port.  One concern we have with this bottle is that it has gone back to the hard, inflexible straw of the Aerobottle.  When we’re able to test this bottle, we imagine we may swap the straw to a more flexible option.

At Aerogeeks we consider the horizontal BTA solution to be the optimum solution for all multisport activities.  Combining the aerodynamic benefits with the easy access of the location, it’s really an easy decision to go with a BTA setup.  All three of us use a BTA solution—with both Devon and I using the A2.  I personally have swapped out the standard bottle the A2 comes with for a Hydrapak Wooly Mammoth bottle ( here ) to get some insulation for my drinks.  We heavily recommend any rider looking for a better hydration solution to take a look at this type of solution—specifically the A2.

So the A2 adapter will screw properly onto a Hydrapak Wooly Mammoth bottle and not leak???

The original Wooly Mammoth works with no issues. However there was a redesign last year and we havent tried the new ones yet.

Charmaine’s

There’s something for everyone on the food menu: meat connoisseurs will love the grilled lamb ribs and pork belly chicharrones , while vegetarians delight in the baby beet salad with strawberries and roasted cauliflower with almond picada (a sauce) and avocado crema.

During the summer, Dirty Habit will participate in Union Square in Bloom, an initiative celebrating the area’s historic past as the floral district with flower-inspired menu items.

Chotto Matte

This rooftop hot spot serves Japanese-Peruvian cuisine in a vibrant and lively environment with rarely seen cityscape views . With live DJs, black lights and neon murals and signs, it’s got the vibe of a nightclub, albeit one with an extensive menu of Nikkei eats. There are quintessential Japanese dishes like edamame and sushi rolls and more interesting items like barbecued baby-back ribs, charcoal-grilled octopus and wagyu steaks.

The cocktails invite you to journey from Tokyo to Lima. The Story of Jade features a fresh, floral, aromatic blend of London dry gin, junmai sake, cardamom, wasabi, turmeric, cucumber, lemon and ginger ale. For something a little simpler, you can’t go wrong with the frothy elegant pisco sour or potent espresso martini with brûléed brown sugar topping.

Rise Over Run

On the 13th floor of the Line Hotel , discover a glass-covered solarium with a gorgeous black-and-white marble bar. The chic space has an outdoor area with warming fire pits, cozy blankets and large potted plants. The cocktail list highlights unique flavors. For example, the Szechuan of a Kind mixes tequila, green Szechuan, plum kernel, mint, almond and citrus. And the Panda-Monium is made with rum, pandan, pineapple amaro and winter melon.

The culinary offerings include raw bites like spicy tuna with chili crisp and bonito mayo, shrimp rolls with coconut and herbs and Korean hot spice fried chicken.

Union Square’s most exciting opening of the year thus far is arguably Starlite. The 21st floor of the Beacon Grand has been home to a bar since 1928 and, in February, Starlite was reborn with a new art deco-inspired look and an opulent upscale vibe. It’s indoors, so head here when it’s cold, but you still find stunning city vistas.

SF mixology legend Scott Baird is behind the sensational cocktails, which include the pisco punch, Silver Fizz and the Dirty 90s Martini (Grey Goose vodka infused with extra virgin olive oil, house-brined vermouth and a Saint Agur blue cheese-stuffed olive with a twist).

These pours nicely complement chef Johnny Spero’s menu of savory snacks, which include baked oysters with brown butter, grilled cheese on toasted brioche with honey mustard and meatloaf sandwiches with smoked ketchup.

On weekends, Starlite hosts Sunday Sessions, an experience that involves a champagne cart, a sunset toast and a DJ who starts spinning at 4:30 p.m.

Clarence Thomas, in Financial Disclosure, Acknowledges 2019 Trips Paid by Harlan Crow

The justice amended an earlier filing to include vacations to Bali and an exclusive California club paid for by the Texas billionaire Harlan Crow.

Justice Clarence Thomas acknowledged on Friday additional luxury travel he had accepted from a conservative billionaire, amending a previous financial disclosure to reflect trips he had taken to an Indonesian island and a secretive all-male club in the Northern California redwoods.

The trips, taken in 2019, were earlier revealed by ProPublica , but it is the first time that Justice Thomas has included them on his financial disclosures .

Other Supreme Court justices chronicled their gifts, travel and money earned from books and teaching. Justice Ketanji Brown Jackson reported receiving four concert tickets valued at about $3,700 from Beyoncé and $10,000 of artwork for her chambers from the Alabama artist and musician Lonnie Holley .

The financial disclosures, released yearly, are one of the few public records available about the justices’ lives, providing select details of their activities outside the court. A steady drumbeat of revelations about ties between some of the justices and wealthy donors has only intensified interest in the reports, particularly after disclosures that Justice Thomas had accepted lavish gifts and travel from affluent friends over decades.

Books are one of the few ways that the justices can earn outside, uncapped money . Justice Jackson reported $893,750 from an advance for her coming book, a memoir. Justice Neil M. Gorsuch listed a book advance of $250,000.

Justice Brett M. Kavanaugh disclosed a $340,000 advance. He is working on a legal memoir, still untitled, and is expected to offer a firsthand account of his contentious confirmation hearing in 2018 and an attempt on his life in 2022. The deal was earlier reported by Axios .

Justice Sonia Sotomayor continued to earn royalties for her books, including about $87,000 in proceeds this year. She cited about $1,900 for voicing a character on an animated children’s show on PBS, “Alma’s Way,” about a Puerto Rican girl from the Bronx and her family. The narrative arc is not unfamiliar to the justice, whose Puerto Rican parents raised her in public housing in the Bronx.

The 2019 trips disclosed by Justice Thomas refer to two excursions with Harlan Crow, a Texas real estate magnate and donor to conservative causes. During one, he and his wife, Virginia Thomas, flew aboard Mr. Crow’s private jet to Indonesia, where they spent more than a week island-hopping on Mr. Crow’s superyacht.

Justice Thomas did not provide a dollar value on his disclosure form, but ProPublica had estimated that if Justice Thomas had paid for the plane trip and yacht himself, the trip could have exceeded $500,000.

The second trip, listed as a visit to Monte Rio, Calif., appears to be an excursion to Bohemian Grove, an exclusive retreat held on a 2,700-acre property in Sonoma County, north of San Francisco. Mr. Crow is a member of the club.

Justice Thomas did not report any gifts or private jet flights or travel from benefactors for 2023, the year covered by the most recent disclosures. He listed only one gift, a pair of photo albums worth $2,000 from Terrence and Barbara Giroux. Mr. Giroux is the departing executive director of the Horatio Alger Association of Distinguished Americans, an exclusive group that includes figures at some of the highest echelons of society.

As a member of the group, Justice Thomas has granted it unusual access to the Supreme Court, presiding over an annual ceremony in the courtroom and meeting with and mentoring the recipients of college scholarships awarded by the group and worth millions of dollars a year; many come from backgrounds that mirror his own.

Justice Samuel A. Alito Jr. was granted an extension this year, said the Administrative Office of the U.S. Courts, which offers support for the federal judiciary and handles the financial records . That is in keeping with his typical practice. According to Fix the Court, an advocacy group critical of the court’s lack of transparency, for more than a decade he has delayed filing his disclosure.

Last year, both Justice Thomas and Justice Alito requested and received extensions on filing their disclosure forms. Neither cited a reason in asking for a delay.

The Supreme Court justice also included an amendment for his 2019 filing.

When his form was released to the public , Justice Thomas had included an unusual addendum, a statement defending his acceptance of gifts from Mr. Crow . In reporting a real estate deal, a sale of his mother’s single-family home to Mr. Crow, he said in the statement that he had “inadvertently omitted” such information, which also sought to justify his decision to fly on private jets. He stated that he had been advised to avoid commercial travel after the leak of the draft opinion overturning Roe v. Wade. However, he did not list any private plane travel in 2023.

The Supreme Court, under mounting pressure and intense public scrutiny, adopted its first ethics code in November. Judges in lower federal courts have long been bound by a code, but the Supreme Court has never been subject to those requirements because of its special constitutional status.

Still the lack of enforcement mechanism or a process to handle ethics complaints drew criticism , as did the absence of any specific restrictions on gifts, travel or real estate deals.

However, the nine-page code cautioned that members of the Supreme Court should not participate in activities that “detract from the dignity” of the job, interfere with a justice’s ability to carry out official duties, “reflect adversely on the justice’s impartiality” or “lead to frequent disqualification.”

A big reason visitors come to Bar Harbor in the first place is that the town is the gateway to Acadia National Park. The park wraps around Bar Harbor, and even some of its smaller offshore islands are part of the park. More than 30,000 of Acadia's nearly 50,000 acres of land are located on Mount Desert Island, where Bar Harbor also sits. The 27-mile Park Loop Road  takes in the best of Acadia on this island, including stunning coastline, enchanting forests and shimmering ponds and lakes.

The best introduction to Bar Harbor and its beautiful scenery is the town's 1.4-mile (round-trip) Shore Path. The Shore Path isn't necessarily a hiking trail, but more a leisurely level pathway edging the harbor and Frenchman Bay. Start your journey at the beautiful Agamont Park, located right next to the town pier, where whale watching tours typically depart. Meander down and you'll bump into the Town Beach, a small shoreline perfect for those who want to quickly dip their toes in Maine's rich blue waters. Continue farther along and you'll be treated to beautiful views of Bar Island , Sheep Porcupine Island and Bald Porcupine Island, all part of Acadia National Park , as well as craggy coastline and forested landscapes. Along the way are benches and tide pools to explore and lovely Grant Park. There are also scattered signs that educate visitors on the history of the path (it's more than a century old). The Shore Path ends at Wayman Lane. You may either return the same way or walk just one block inland, and you'll hit the town's Main Street.

Recent travelers loved the Shore Path and highly recommend that everyone who visits Bar Harbor enjoy it, even more than once. Some found it peaceful, a few enjoyed peeking at mansions along the way, and many raved about the views. Others enjoyed sitting on the rocks and watching the lobster and sailboats.

Located downtown, Bar Harbor Whale Watch Company offers whale watching tours from late May until mid-October and a high accuracy rate in spotting marine life on any given day. Plus, the company's high-speed catamarans make it easy for the boat to catch up to whales that are spotted from a distance. Tours, which are approximately three to five hours long, typically head 30 to 50 miles offshore where whales are known to congregate. Tours depart at the northern end of the Shore Path adjacent to the Town Pier.

History lovers will enjoy a trip to the Abbe Museum, the first Smithsonian-affiliated organization in Maine. The Abbe Museum earns this distinction for its focus on the Wabanaki Nations, Maine's Native American population. Dr. Robert Abbe, an amateur archeologist and seasonal resident, founded the museum to protect the Wabanaki artifacts he found. He encouraged others with similar collections to come together to create a museum about Maine's Native Americans to help educate the public. Over time, more artifacts were excavated. The museum eventually grew to include ethnographic materials from the 17th to 20th centuries, contemporary works from the Wabanaki people and the country's largest Maine Indian basketry collection.

On a peak summer day, when it seems the town and park are bursting at the seams, Compass Harbor awaits. This pocket-sized parcel of the park is an easy milelong walk southward along Main Street from downtown Bar Harbor. Since it's not well marked and has a small parking lot, most visitors skip this gem. George Dorr, considered the Father of Acadia, lived here on what was known as Old Farm. You can still see the ruins of his estate on the easy 0.8-mile, Compass Harbor Trail, which loops through forested site and edges a scenic stretch of shoreline fronting Frenchman Bay. You can follow spur trails to the waterfront. While exploring the cottage foundation, the stone steps leading to the water and what's left of what once was a saltwater pool, try to imagine what Dorr's estate must have looked like in its heyday.

Recent visitors enjoyed this easy hike, exploring the tide pools, clambering over rocks and taking in the shoreline views. They appreciated the site's seclusion as well as its history. Although there's some interpretive signage, previous visitors recommended watching park videos about Old Farm and downloading the informative app before coming here.

Bar Island Bar Island free

Travelers and locals alike love this small island that's part of Acadia National Park . Although you can see it from the Town Pier end of the Shore Path , access is from West Street. And it's the access that makes it unique. At low tide, the water recedes far enough to expose the bay's floor, creating a temporary walkable pathway from Bar Harbor to Bar Island. 

If you happen to be around when the tide is out, know that time is limited. According to Acadia National Park, the half-mile-long sandbar is accessible from roughly 1.5 hours before to 1.5 hours after low tide, allowing three hours to explore the sandbar and island. Keep in mind that the sandbar terrain will vary depending on the time you go. Once you reach Bar Island, you'll find a gentle trail that gradually ascends to the top of the island's summit, which affords lovely views of Bar Harbor and the mountains that back it, including Cadillac Mountain . Including the sandbar, the hike totals 1.9 miles roundtrip.

La Rochelle Mansion and History Museum La Rochelle Mansion and History Museum

Delve into Bar Harbor's rich history and get a sense of what it was like to spend the summer in a seaside mansion during the Gilded Age. The Bar Harbor Historical Society's downtown museum, located in the West Street Historic District, fronts on Frenchman Bay. The views alone are reason enough to visit, but touring here provides answers to almost any question you have about the town and the island.

The 1903 mansion, called La Rochelle, was home to the Bowdoin family. It has 41 rooms, including 20 bedrooms and 10 full bathrooms. Some of those rooms are now house offices and the excellent gift shop, but many are open to the public and filled with intriguing exhibits. Rooms highlight different exhibits showcasing topics such as garden designer Beatrix Farrand, working lives of locals, children's entertainment, a map collection and rooms sharing the life of the Bowdoin family. Venture up to the third floor to see the minimalistic household staff's quarters. In addition, exhibits highlight and interpret Bar Harbor's history, from the Wabanaki Nations to the Great Fire and beyond.

George B. Dorr Museum of Natural History George B. Dorr Museum of Natural History free

If you're interested in learning more about Maine wildlife, pencil in a visit to the George B. Dorr Museum of Natural History. Run by the College of the Atlantic, this little museum is dedicated to educating visitors about the creatures above and below Maine's waters. The museum is filled with dioramas that depict taxidermies of local wildlife in their natural habitats. You'll see Atlantic puffins, North American beavers constructing their environment and both foxes and great horned owls eyeing prey. The museum also houses touch tanks where visitors can get up close to marine life, such as sea stars, snails and hermit crabs, to name a few.

Recent visitors said this is an excellent place to take the kids. Those with little ones in tow said children were fascinated with the exhibits and loved interacting with the critters in the touch tanks. Adults were also impressed with the offerings, especially since it is a student-led museum. Travelers do remark that the museum is pretty small, so you don't need to reserve more than an hour or two to tour it.

Whether you don't know a robin from a red-winged blackbird or are an experienced ornithologist looking to add a new species to your life list, Registered Maine Guide Michael J. Good is your man. Good's two-hour Wetland Ecology tour is geared to families and delves into the flora and fauna residing in Three Pines Bird Sanctuary. The four-hour Discover the Native Birds of Mt. Desert Island and Down East Maine teaches beginners to recognize East Coast species, how to identify them by listening to their songs and to observe them in the wild. Among the birds often sighted are osprey, bald eagles, peregrine falcons, pileated woodpeckers, woodland warblers and shore birds. Personalized tours are available for those seeking to take their birding to the next level or aiming to find a specific species. Good supplies a spotting scope but advises bringing binoculars. Prices begin at $135, including transportation from your lodging; kids are half-price.

Recent travelers have called it a highlight and a must-do for birders or those desiring to learn more about local ecology. Fact Sheet: Presidential Proclamation to Suspend and Limit Entry and Joint DHS-DOJ Interim Final Rule to Restrict Asylum During High Encounters at the Southern Border

Today, the Biden-Harris Administration took decisive new action to strengthen border security, announcing a series of measures that restrict asylum eligibility, and significantly increase the consequences for those who enter without authorization across the southern border. These extraordinary steps, which will be in effect during times when high levels of encounters exceed our ability to deliver timely consequences, will make noncitizens who enter across the southern border ineligible for asylum with certain exceptions, raise the standard that is used to screen for certain protection claims, and speed up our ability to quickly remove those who do not qualify for protection.

These actions follow a series of steps that the Administration has taken over the past three years as it prepared for the end of the Title 42 public health Order, and since it was lifted last year, including surging personnel, infrastructure, and technology to the border, issuing the Circumvention of Lawful Pathways Rule, and referring record numbers of noncitizens into expedited removal. Over the past year, we have removed or returned more than three quarters of a million people, more than in any fiscal year since 2010. Despite these efforts, our outdated and broken immigration and asylum system, coupled with a lack of sufficient funding, make it impossible to quickly impose consequences on all noncitizens who cross irregularly and without a legal basis to remain in the United States.

The Administration has repeatedly called on Congress to provide the resources and legal authorities needed to secure our border. The measures announced today will better enable the Department to quickly remove individuals without a legal basis to remain in the United States, strengthening enforcement and change the calculus for those considering crossing our border irregularly. However, they are no substitute for Congressional action. We continue to call on Congress to provide the new tools and resources we have asked for to support the men and women on the frontlines.

President Biden issued a Presidential Proclamation to temporarily suspend the entry of noncitizens across the southern border. The Secretary of Homeland Security and the Attorney General also jointly issued an interim final rule that, consistent with the Proclamation, generally restricts asylum eligibility for those who irregularly enter across the southern border – including the Southwest land and the southern coastal borders. The rule also limits fear screenings to those who manifest a fear or express a desire to file for protection and heightens the screening standard for statutory withholding and claims under the Convention Against Torture. Taken together, these measures will significantly increase the speed and scope of consequences for those who cross our borders irregularly or who attempt to present themselves at Ports of Entry without authorization, allowing the Departments to more quickly remove individuals who do not establish a legal basis to remain in the United States. The restriction on asylum eligibility will be discontinued when encounters fall below certain levels but will come back into effect if encounters rise again.

The rule makes three key changes to current processing under Title 8 immigration authorities during periods of high border encounters:

• First, noncitizens who cross the southern border unlawfully or without authorization will generally be ineligible for asylum, absent exceptionally compelling circumstances and unless they are excepted by the Proclamation.
• Second, noncitizens who cross the southern border and are processed for expedited removal while the limitation is in effect will only be referred for a credible fear screening with an Asylum Officer if they manifest or express a fear of return to their country or country of removal, a fear of persecution or torture, or an intention to apply for asylum.  
• Third, the U.S. will continue to adhere to its international obligations and commitments by screening individuals who manifest a fear as noted above and do not qualify for an exception to the Rule for withholding of removal and Convention Against Torture protections at a reasonable probability of persecution or torture standard – a new, substantially higher standard than is currently applied under the Circumvention of Lawful Pathways rule.  

Like the Proclamation, the rule provides for an end to these enhanced measures following a sustained reduction in southern border encounters. Specifically, these measures are in effect until 14 calendar days after there has been a 7-consecutive-calendar-day average of less than 1,500 encounters between the ports of entry. The measures would again go into effect, or continue, as appropriate, when there has been a 7-consecutive-calendar-day average of 2,500 encounters or more.

During periods of high encounters, the Proclamation will apply across the southern border. Lawful permanent residents, unaccompanied children, victims of a severe form of trafficking, and other noncitizens with a valid visa or other lawful permission to enter the United States are excepted from the Proclamation.

In addition, the suspension and limitation on entry and rule will not apply to noncitizens who use a Secretary-approved process—such as the CBP One mobile app—to enter the United States at a port of entry in a safe and orderly manner or pursue another lawful pathway.

Noncitizens who cross the southern border and who are not excepted from the Proclamation will be ineligible for asylum unless exceptionally compelling circumstances exist, including if the noncitizen demonstrates that they or a member of their family with whom they are traveling:

• faced an acute medical emergency;
• faced an imminent and extreme threat to life or safety, such as an imminent threat of rape, kidnapping, torture, or murder; or
• satisfied the definition of “victim of a severe form of trafficking in persons” currently provided in 8 CFR 214.11.

Consequences

Noncitizens who are subject to the rule’s limitation on asylum eligibility and who manifest or express a fear of return to their country or country of removal, express a fear of persecution or torture or an intention to apply for asylum, but do not establish a reasonable probability of persecution or torture in the country of removal will be promptly removed.

Those ordered removed will be subject to at least a five-year bar to reentry and potential criminal prosecution.

The Proclamation and rule will significantly enhance the security of our border by increasing the Departments’ ability to impose swift consequences for individuals who cross the southern border irregularly and do not establish a legal basis to remain in the United States.  Together, the Proclamation and rule make critical changes to how the Departments operate during times when encounters are at historically high levels—levels that, in the absence of these changes, undermine the government’s ability to process individuals through the expedited removal process. These changes will enable the Departments to quickly return those without a lawful basis to stay in the United States and thereby free up the asylum system for those with legitimate claims.

These extraordinary measures are a stop gap. Even with these measures in place, the Departments continue to lack the authorities and resources needed to adequately support the men and women on the frontlines. The Administration again calls on Congress to take up and pass the bipartisan reforms proposed in the Senate, which provide the new authorities, personnel, and resources that are needed to address the historic global migration that is impacting countries throughout the world, including our own. Until Congress does its part, we will continue to take any actions needed under current law and within existing resources to secure the border.
