You have only two nights and three days at your disposal, so you can’t waste your time! As soon as you arrive at the Moscow airport, search for the guide with the sign with your name on it. You will get acquainted with the guide and the driver, and will immediately take you to the city center for the panoramic city tour. You will see the famous Red Square, magnificent MSU’s building, beautiful pedestrian Moscow streets, VDNKh Exhibition center, Sparrow Hills with the great view and many other sites.

After the tour is over, you are taken to the hotel and check-in. Till the afternoon, you have spare time on hand, so you can either book extra tours or have a rest after the flight.

day 2 Kremlin, Cathedrals and the Armory

The Kremlin and its cathedrals are the inherent parts of Moscow's image and its main sight. You will meet the guide at the hotel lobby and they will take you to the Red Square and the territory of the Kremlin with the skip-the-line tickets. Inside you will see the unusual monuments of Tsar Cannon and Tsar Bell; the Mausoleum (if time allows, you will enter inside the Mausoleum, too) and two of the three beautiful traditional Cathedrals of the Kremlin.

As a cherry on the pie, this excursion includes a visit to the Armory. Besides the genuine ancient armor collection, the Armory remains a range of Faberge eggs and Russian art pieces. Make sure you have a reservation in the Armory in advance, as it is quite hard to get there on the spot without a booking.

If you want to book an optional tour of Moscow Metro and Old Arbat, the Kremlin part will be rescheduled for the afternoon, as you can participate in metro guided tours only till 1 p.m. Here you will enjoy the most beautiful metro stations, looking like tsar palaces or exquisite theatre halls; when you leave the last underground station, you will be taken to a relaxing walk along the famous pedestrian Arbat Street, with cozy buildings, unusual shops, and restaurants. You may be lucky to see street performances while you are walking and fall into the stream of Moscow youth vibes.

If your return flight is scheduled for the morning, your driver will take you directly to the airport, but if there is some extra time, you can meet the guide for the last time, and, having packed your clothes in the car and checked out, you are welcome to visit the Tretyakov Gallery — the best place to get acquainted with Russian classical pictural art. This is one of the most visited museums in Moscow and it is highly recommended not to miss it.

How to spend a perfect weekend in Moscow

Moscow enjoyed the status of capital for most of Russia’s history, except for a relatively brief period (about two hundred years), when the Tsar and the government relocated to St Petersburg . But the Bolsheviks moved the capital back to Moscow in 1918, and today it’s an extremely diverse city. It can easily take a couple of weeks to see all of its sights, but if you've only got a weekend to explore, here's how to have two perfect days in Moscow.

Start your weekend in Moscow by acquainting yourself with top-notch Russian cuisine at Grand Cafe Dr Zhivago . Located on the first floor of the historical hotel National and overlooking the Kremlin, it’s definitely one of the best breakfast spots in the city. Try millet porridge with crawfish, pearl barley porridge with oxtail or traditional cottage cheese with raisins and candied fruit.

Set aside at least half a day for Russian capital’s major attractions: the Red Square and the Kremlin . To reach the Kremlin, cross the street from Dr Zhivago and walk through the Alexander Garden to the main entrance at the Kutafya Tower . Check out all the cathedrals, including Archangel cathedral with all the tsars’ tombs and Uspensky cathedral with medieval icons. Pause to look at the famous Tsar Bell and climb Ivan the Great Bell Tower to enjoy some great views.

Zaryadye - a landscape and architectural park. Many people stroll over concrete walkways surrounding a rounded building in parkland.

Exit and walk to the Red Square through the Alexander Garden, where, if lucky, you can see the change of guard. If you’re feeling hungry, stop by the food court at Okhotny Ryad shopping complex to pick up a snack.

The Red square is dominated by four buildings of equal historical importance: the Kremlin's most famous Spasskaya (Saviour) Tower , with a clock and fourteen bells that chime national anthem four times a day (6am, noon, 6pm, midnight), St Basil's Cathedral , Moscow's best-known symbol with its multi-colored domes, Lenin’s Mausoleum , the resting place of the leader of the 1917 October revolution, and GUM , Moscow's oldest department store, topped with a glass roof, designed by one of Russia's most celebrated architects, Vladimir Shukhov. 

A guide to shopping in Moscow

Right behind the St Basil’s it is the relatively new Zaryadye Park , designed by Diller Scofidio + Renfro, famous for its work on the High Line in New York City. Zaryadye showcases flora from all the climate zones of Russia, which is the largest country in the world. The floating bridge at the edge of the park is one of the biggest selfie magnets in Moscow, providing spectacular views of the river and the city skyline as the background. 

Another Zaryadye attraction is a glass pavilion that hosts restaurant Voskhod  (Sunrise) – a perfect spot for your lunch or early dinner. Voskhod focuses on dishes from all fifteen former Soviet Union republics and its inside looks like a Soviet-made spaceship with great views of the Moscow river. Try Azeri home-made pasta or trout from Lake Sevan in Armenia.

After all that walking and exploring you need some quality downtime and what better way to spend it than relaxing for a couple of hours at the famous Sanduny  traditional Russian hot bath. Make sure to get a massage with birch sticks!

You might still have time to go to Winzavod Center – a creative cluster with galleries housed at a former wine factory. Galleries like XL , pop/off/art and Ovcharenko always have something on, most likely a cutting-edge Russian contemporary art exhibition. Finish the evening hanging out at one of the best Moscow bars – try socialites’ paradise Noor Electro , co-joined with one of Moscow’s avant-garde theatres or Powerhouse Moscow , located in a 19th-century mansion, which is famous for live indie and jazz band performances. Both serve great food, too.

Power up for a busy day ahead at one of Moscow’s trendiest coffee/breakfast spots,   Nude . Located in the upscale, well-heeled neighborhood of Patriarch’s Ponds, Nude offers a wide range of breakfast dishes, including scrambled eggs, toast, porridge and banana bread. Book ahead as it might be busy on a weekend morning.

After checking out the Patriarch's Ponds, which features prominently in Mikhail Bulgakov’s perennial novel The Master and Margarita , devote the rest of the morning and early afternoon to exploring Moscow’s best museums. Depending on your tastes, pick one of the following: Tretyakov Gallery for traditional Russian art, from medieval icons to the early 20th century;  New Tretyakov for 20th century and contemporary art as well as great temporary exhibitions;  Pushkin Museum for one of the greatest collections of Impressionist and post-Impressionist art in the world; and the Garage Museum for some eye-opening modern-art exhibitions.

Whichever museum or gallery you choose, be sure to go to LavkaLavka for lunch, certainly one of the best places to try new Russian cuisine, which is a contemporary reading of centuries-old recipes. It’s one of the few places to try polugar , which is, allegedly, what Russians called vodka in the 19th century. 

When you talk about Russian culture, literary giants usually pop into mind: the likes of Leo Tolstoy, Fyodor Dostoevsky and Anton Chekhov. There are plenty of literary museums in Moscow, but if you had to pick one, visit Tolstoy Estate Museum , located just opposite the headquarters of Yandex, the Russian equivalent of Google. Every little detail has been restored just the way it looked when Tolstoy lived here in the 1880s–90s. 

Leave some time for exploring the Moscow Metro : every station is an architectural masterpiece in its own right. Our favorites include Mayakovskaya, Komsomolskaya and Kievskaya. Later, unwind at one of dozens of Moscow’s craft beer places . Try  Jawsspot , named after one of the leading breweries in Russia, Jaws from the Urals region, which also serves decent pizza and salads.

Are you traveling for July Fourth? Here's how to beat the travel rush.

The Fourth of July is right around the corner, and the travel rush is already heating up.

Millions of Americans are preparing to get out of town sometime in the coming holiday week. That will likely mean busy roads, as well as packed airports and train stations.

Motor club AAA projects that some 70.9 million travelers will head 50 miles (80 kilometers) or more from their homes over a nine-day Independence Day travel period — surpassing pre-pandemic numbers for the U.S. holiday. And the Transportation Security Administration expects to screen over 32 million individuals in airports from this Thursday through July 8, up 5.4% from last year's numbers.

Are you traveling for the Fourth? Here's a rundown of what you need to know.

Smooth sailing for travel around any holiday is never a given. But avoiding the most hectic times, when others are rushing out of town, is a good way to start.

If you're traveling by car for the Fourth of July, it's best to hit the road in the morning, according to transportation data and insights provider INRIX. Peak traffic congestion varies by location, INRIX data published by AAA shows, but the worst times to drive on, or leading up to, the holiday are generally between 2 p.m. and 7 p.m. Either way, be prepared for the roads to be jammed.

"Road trips over the holiday week could take up to 67% longer than normal," Bob Pishue, transportation analyst at INRIX, said in a prepared statement.

July Fourth falls on a Thursday this year, and many travelers will likely take Friday July 5th off to extend their trip into a four-day weekend. Drivers in large metro areas can expect the biggest delays on Wednesday July 3 and Sunday July 7 — as travelers leave and return to town, Pishue added.

And if you're renting a car ahead of July Fourth, the busiest pickup days will be Friday, Saturday and Wednesday before the holiday, AAA notes.

Airports will also likely be packed all week long — but the TSA expects most people will take to the skies on Friday.

It anticipates that it will screen more than 3 million individuals Friday. That would surpass the agency's current record for most people screened on a single day, which reached just under 3 million last Sunday.

"We expect this summer to be our busiest ever," TSA Administrator David Pekoske said, adding that travel typical peaks around Independence Day.

Last year, the busiest day for Fourth of July air travel was also the Friday ahead of the holiday, TSA data shows. If past trends hold, travel will likely be higher on the days before and after the Fourth — particularly closer to the weekend. In 2023, for example, more than 2 million people were screened on the Fourth, which landed on a Tuesday last year, down from 2.88 million the Friday before.

Flights can be delayed or canceled for an array of reasons — from plane-specific mechanical problems to major storms impacting popular travel paths.

If your flight is canceled, airlines are required to provide refunds for customers, even if the cancellation is due to weather. Delays are trickier, because they typically have to meet certain criteria for relief, such as refunds or compensation — but carriers will often give customers to chance to switch to alternative flights, if available, at no cost.

In April, the Biden administration issued final rules that include requiring airlines to provide automatic cash refunds within a few days for canceled flights and "significant" delays. Those rules are set to take effect over the next two years, but the Department of Transportation has a site that lets consumers see the commitments each airline has made for refunds and covering other expenses when flights are canceled or significantly delayed.

It's better to be stuck at home than locked in hourslong traffic or stranded in an airport terminal. Before heading out the door this holiday week, do yourself a favor and check the status of your travel plans.

Was your flight, train or bus ride delayed? Are there are traffic incidents set to disrupt your drive? And what about the weather? A quick look through your itinerary — such as trip updates on a carrier's website — checking weather forecasts and monitoring traffic safety through services like the 511 hotline or your phone's navigation apps can go a long way toward avoiding travel misery.

Here are a few more tips to keep in mind:

— Leave early: There are more people everywhere during a holiday week, so lines will be longer and roads will be busier. Give yourself more time to get to your destination or to make your way through airport security.

— Keep an eye on the weather — and not just for your destination: Look at the weather for your entire travel path. Even if it's sunny skies both at home and the place you're headed, it's important to keep an eye out for any storms in between. You may need to do some rerouting.

— Be kind: A trip delay or cancellation can be really frustrating — but if you're running into disruptions, chances are others are too. Customer service agents have a lot on their plate at this time of year, and it's important to be patient and respectful as they try to help you.

M ichigan Central Station will be closed July 5-6 for the Fourth of July weekend. Regular public hours will resume after the holiday weekend on July 12.

Nearly 17,000 people have visited the station so far this summer, in addition to the 65,000 who toured the OPEN festivities earlier last month.

The Summer at the Station programming will resume after the holiday weekend on July 12. It runs Fridays from 5 p.m. to 9 p.m. and Saturdays from 10 a.m. to 5 p.m. through Aug. 31.

The series features self-guided tours to visitors who want to walk through the station and food trucks and live entertainment outside the plaza.

No tickets are required for the summer series tours or events. Visitors can find more information and schedule updates at  michigancentral.com .

Ready for it? Taylor Swift ’s colossal Eras Tour is finally coming to Dublin . If you haven’t been planning your outfit like the rest of us for the past year, what have you been doing? It’s nearly time to break out the cowboy hats, boas and all things sparkly.

More than any musical act before her, Swift – who jets around in a private aircraft – has somehow become the most relatable woman in pop by monetising her heartbreak with ridiculously catchy tunes. Since most of us were introduced to Swift with her 2008 hit Love Story, she’s had a chameleonic career. (It’s a little terrifying to think that there will be 16-year-olds at the concerts who weren’t even born when Love Story dropped.) She conquered pop with Red and 1989, took a badass turn in 2017′s Reputation and soothed us during the pandemic with her ethereal Folklore and Evermore albums. Her latest break-up album, The Tortured Poets Department , became Spotify’s most-streamed album in a single week.

With dozens of Grammys under her belt over the last 14 years, it was difficult to see how she could get any bigger. How about playing songs from every album – or “era” – at the one concert? It was bold, but it has paid off spectacularly.

Last year’s US leg of the tour was the first in history to make more than $1 billion (€920,000). It is estimated the international stint of the tour will increase that figure to as much as $4 billion (€3.7 billion). Last year she was reportedly receiving $27 million per three-hour show. That’s $150,000 per minute or $2,500 per second. Love her or hate her, that’s impressive. And she’s the first musician to become a billionaire purely off her music alone, and all at the age of 34.

Few artists have the ability to alter the local economy when their show comes through town, but of course Swift can. It appears there’s nothing she can’t do when she sets her mind to it. If The Irish Times received reports she had floated off the Aviva Stadium stage and into the sky, we’d nearly believe it.

Swiftonomics and levitating stars aside, playing live shows off the back of a hit record can be daunting for an artist. But there’s little doubt Swift will meet the exceedingly high expectations. So what can we expect for Swift’s first gig in Ireland since 2018?

When does she play?

The star will play three concerts at the Aviva Stadium on June 28th, 29th and 30th.

Are tickets still available and where can I collect mine?

Are you joking? If you’re reading this you’re probably still traumatised by The Great (Ticketmaster) War of 2023 – as dubbed by Swifties across the world. They fought tooth and nail to get to the front of a digital queue and secure coveted tickets for the Eras Tour. So yes, the concerts are sold out. However, the odd resale ticket has been surfacing on ticketmaster.ie – of course, for ludicrous prices – but keep an eye out there if the fomo gets too much. Buy tickets from accredited sources only.

What if I have a ticket, but need to collect it?

If you are one of the lucky few heading to the gig, Ticketmaster box offices will be located at the Lansdowne Road/Northumberland Road junction for ticket collections.

All early entry VIP ticket holders will be contacted by Ticketmaster via email about entrance information.

Who is the support act?

American pop-punk icons Paramore will warm up the stadium for Swift. As if 50,000 screaming fans wasn’t enough.

What time should I arrive?

Doors open at 5pm before Paramore kick things offat about 6pm. Swift is expected to grace the stage about 7.30pm.

If you would like to buy merchandise but will not have time and/or don’t want to carry it around with you, then fear not, Swift (or her management team, most likely), have thought of everything.

There will be an early merchandise day as part of the tour at the 3Arena, from 10am-8pm on Thursday, 27th June, and from 10am onwards on Friday, Saturday and Sunday, 28th-30th June. This is open to all, whether you have a ticket or not.

How do I get there and home again?

Organisers have said fans should allow for sufficient travel time to and from the venue. As traffic and parking delays are inevitable, you are encouraged to walk, cycle, use public transport and private coach services.

By Luas: The stadium is a fair walk from the nearest Luas stop. It’s about a 30- 40-minute walk from Ranelagh, Charlemont, Harcourt, St Stephen’s Green, Dawson and Trinity on the Green Line.

By train: Lansdowne Road Dart station is less than a minute’s walk from the southern end of the stadium. There will be large crowds entering and exiting the stadium at the same time, so plan accordingly.

By bus: The Dublin Bus routes that serve the Aviva Stadium are the 1, 4, 7, 7a, 38, 38a, 47, C1 and C2.

When you get to the Aviva, there are a number of entrance routes depending on where your ticket is for:

  • For the Blue Route (West Stand Upper), enter via Shelbourne Road.
  • For the Orange Route (West Stand Lower), enter via Lansdowne Lane.
  • For the Green Route (South Stand and Main Pitch Standing), enter via Lansdowne Road.
  • For the Purple Route (East Stand), enter via Herbert Road/Tritonville Road.
  • For the Red Route (Gold Circle), enter via Bath Avenue.

A spokesman for Irish Rail confirmed to The Irish Times that extra commuter and Dart services before and after Swift’s concerts will be in operation. He said the weekend of Taylor Swift’s concerts is likely to be the busiest of the summer, with a lot of people descending on the capital. Shania Twain is performing in Malahide on the Friday; Dublin Pride and Longitude take place on the Saturday; and Fairview Park concerts and All-Ireland football quarter finals in Croke Park will take place across the weekend.

Irish Rail has advised those travelling to and from these events to plan carefully. Customers are urged to allow extra time for your journey, as high volumes of passengers will likely cause delays. And people not attending these events have been asked to avoid these routes during event times. As part of a Garda event plan for major events at the Aviva Stadium, Grand Canal Dock Station will be closed at the end of the concerts. Irish Rail events teams will be on-site at stations for all big events to assist customers travelling.

For Intercity customers, there will be late-night services after each concert at 12.40am from Heuston to Cork, with a connection to Limerick. This service must be booked in advance. More information can be found at irishrail.ie .

There are also plenty of commercial operators providing services to and from the concert, such as: Travel Master , Irish Concert Travel , Concertbus.ie , BusesToConcerts.com , JJ Kavanagh , Matthews Coaches , Halpenny Travel , East Coast Coaches . Even Belfast City Sightseeing is getting in on the action. Tickets on these services are booking out fast, so don’t waste time if you’re yet to book a seat.

By car: There is no bike or car parking at the stadium on concert days for security reasons. There are, however, commercial car parks around the city, such as Claremont Parking or Q-Park , but spaces are limited. If you’re travelling from outside the county and have a friend with a space in their driveway within the M50, that could be a good shout.

What will she play?

The Eras Tour is a tightly choreographed show, and you can expect little change in her set list from previous concerts. Since the release of her Eras Tour movie, which grossed more than $260 million (€239 million) last year, she has included songs from The Tortured Poets Department to the set list. What’s the story with security?

Don’t bring a bag unless absolutely necessary, as you’ll be patted down and searched while everyone else is fast-tracked through security. Any bag must be smaller than a sheet of A4 paper. Banned items include umbrellas, large-lens professional cameras, flagpoles, selfie sticks, sticks for banners, anything that could be used as a weapon, bottles, glass vessels, cans, flasks, frisbees, illegal substances, scooters, skateboards or other skates, laser devices, prams or pushchairs, inflatable or folding chairs, suitcases, laptops, illegal merchandise, hampers and cool boxes, air horns, and all animals except service dogs and guide dogs.

Can I take photographs at the concert?

Yes, but only with a smartphone or small digital camera. Professional cameras with a detachable lens and any other recording equipment are banned.

What’s the weather forecast?

At the time of writing, there is no rain expected at all this weekend. Friday is set to be cloudy with temperatures between 11-19 degrees. Saturday will see some clouds but also some sun and temperatures between 13-19 degrees, while Sunday will be much the same, with temperatures between 13-17 degrees.

The show will take place rain, hail or shine though, so keep an eye on the ever-changing Irish weather forecast and dress accordingly. Think wellies, boots or runners, layers, raincoats/ponchos and sun cream. But remember – no umbrellas. Let’s just hope it’s not a cruel summer.

The backlash kicked off by ESPN giving Prince Harry the esteemed Pat Tillman Award has turned into a behind-the-scenes clash, sources say.

Over the weekend, Mary Tillman —  the mother of NFL player turned army vet Pat Tillman — hit out at Prince Harry being honored.

Network insiders told Page Six that Mary is not associated with the Pat Tillman Foundation, which helps ESPN determine the honorees, and has never been informed during the selection of past recipients.

But other sources say that Mary and her family members were kept abreast of previous honorees, including last year’s winners — members of the Buffalo Bills training staff who revived player Damar Hamlin after he suffered cardiac arrest in the middle of a January 2023 game.

Harry, 39, will be the recipient of the Pat Tillman Award for Service on July 11 at the ESPY Awards, where he will be praised for his work with the Invictus Games .

After last week’s announcement, Mary, 68, said she was never consulted by ESPN to give the Duke of Sussex the award name for her son, who left the Arizona Cardinals to enlist in the Army after the 9/11 terrorist attacks in 2001.

He was killed by friendly fire during a roadside ambush in Afghanistan.

“I am shocked as to why they would select such a controversial and divisive individual to receive the award. There are recipients that are far more fitting,” Mary told the Daily Mail. “There are individuals working in the veteran community that are doing tremendous things to assist veterans.These individuals do not have the money, resources, connections or privilege that Prince Harry has.”

An ESPN spokesperson told Page Six, “ESPN, with the support of the Tillman Foundation, is honoring Prince Harry, Duke of Sussex, specifically for the work of The Invictus Games Foundation as it celebrates its 10th year promoting healing through the power of sport for military service members and veterans around the world.

“While we understand not everyone will agree with all honorees selected for any award, The Invictus Games Foundation does incredible work and ESPN believes this is a cause worth celebrating.”

Russia claims to have destroyed 10 Ukrainian air drones and two sea drones headed for Russian territory.

The defence ministry said the sea drones were headed for the Black Sea port of Novorossiysk in southeastern Russia.

Meanwhile, five air drones were downed over the Belgorod border region, four over the Bryansk region and one over the Moscow region, the ministry claimed.

Kyiv has not made any comment.

Vladimir Putin arrived in Kazakhstan late last night for two days of regional and security defence talks.

The Russian prime minister will also hold a series of bilateral meetings during his visit, including with Chinese President Xi Jinping and Turkish President Recep Tayyip Erdogan.

The Shanghai Cooperation Organisation (SCO), a forum launched by China and Russia in 2001, will meet for the summit today and tomorrow in the Kazakh capital of Astana

In a statement on its website, the Kremlin said SCO leaders will "discuss the current state and prospects for further deepening multifaceted cooperation within the organisation and improving its activities".

UN secretary-general Antonio Guterres is also expected to attend the summit, according to Russian agencies.

Yesterday, Hungarian Prime Minister Viktor Orban told Volodymyr Zelenskyy yesterday that a ceasefire in Ukraine could help speed up peace negotiations with Russia.

Meanwhile, Ukraine's security service said that it had foiled a plot to topple its government.

We reported earlier that the US will soon announce more than $2.3bn in new security assistance for Ukraine (see post at 4.16pm).

Defence secretary Lloyd Austin made the announcement during a meeting with his Ukrainian counterpart at the Pentagon.

Now, we can bring you more information on this.

During the meeting, Mr Austin said the latest weapons package for Ukraine would include arms such as anti-tank weapons and air defence interceptors, and would allow accelerated procurement of NASAMS and Patriot air defence interceptors.

Ukrainian defence minister Rustem Umerov said: "I am proud that the US will soon announce more than $2.3bn in new security assistance for Ukraine.

"This package, under presidential drawdown authority, will provide more air defence interceptors, anti-tank weapons and other critical munitions from the US inventories."

During the meeting with Mr Austin, the Ukrainian official also said Ukraine was looking forward to becoming a member of NATO. 

UN human rights experts say Russia violated international law by imprisoning Wall Street Journal reporter Evan Gershkovich and should release him "immediately".

The Working Group on Arbitrary Detention, made up of independent experts convened by the UN's top human rights body, said there was a "striking lack of any factual or legal substantiation" for spying charges levelled against Mr Gershkovich.

The five-member group said Mr Gershkovich's US nationality has been a factor in his detention, and as a result the case against him was "discriminatory".

"The Working Group finds that Mr Gershkovich's deprivation of liberty constitutes a violation of international law on the grounds of discrimination based on his nationality," the group said in a decision that was taken in March but made public only today.

Matthew Gillett, the working group's chairman, said its opinion was grounded in the International Covenant on Civil and Political Rights, which was adopted in 1966 and nearly all UN member countries have ratified.

Mr Gillett said Russia should provide Mr Gershkovich with "proper reparations" for holding him for over a year in detention without a legitimate basis.

Sanctions imposed against Russia over its invasion of Ukraine have failed to achieve any of their aims, the country's ambassador has told Sky News.

Andrei Kelin was speaking to Sky News as an investigation by Sky's Ed Conway revealed glaring loopholes in the restrictions regime, which has allowed British companies - legally - to help keep Russian gas flowing and generate huge revenues for the Kremlin's war machine.

He defended the continued trade with Europe despite the heightened tensions, arguing "business is pure business".

He also argued the supply of weapons by the West, including Britain, to Ukraine was "bad", as it perpetuated the conflict, which he claimed would be worse for Kyiv in the long term.

Speaking to  The World With Yalda Hakim  programme, Mr Kelin said: "The goal of the sanctions was first of all to spoil [the] normal life of Russians so they will say that [Vladimir] Putin is wrong.

"The second point of sanctions was to damage the Russian economy as much as possible.

"The third point was to change the political personnel.

"So none of these goals have been reached by the sanctions."

US secretary of state Antony Blinken and the Ukrainian president's chief of staff Andriy Yermak have discussed NATO members' intention to bring Ukraine closer to the alliance.

Mr Blinken has said Ukraine will become a member of NATO and that the summit will "help build a bridge" to that outcome, state department deputy spokesperson Vedant Patel said.

"They spoke about a number of issues, including the upcoming Washington NATO summit and allies' intention to bring Ukraine closer to NATO membership and helping to strengthen Ukraine's ability to defend against Russian aggression," Mr Patel told reporters.

Their meeting in Washington comes before a NATO summit in the US capital next week, at which Ukraine hopes to secure more assurances from the alliance on its membership bid.

Apartment buildings have been left destroyed in the rural settlement of Toshkivka, in the eastern Luhansk region, amid fierce fighting in the region.

Luhansk - along with the Donetsk area - forms part of the Donbas region. 

The region is one which Russia is trying to seize.

Lithuania's foreign ministry has made a diplomatic protest to Russia after a Russian civilian aircraft entered its airspace without permission.

The Pobeda airline aircraft entered Lithuanian airspace over the Baltic sea for a minute on Sunday evening, on its way from Moscow Vnukovo airport to Kaliningrad airport, the ministry said.

Lithuania, neighbour to both Russia and its ally Belarus, was once ruled from Moscow but is now a member of NATO and the EU.

The country has shown its backing for Ukraine during the war and provided military support to the country.

In May, the Caribbean paradise of Turks & Caicos offers highs in the mid-80s. Although this month might bring the occasional rain shower, hotel rates and dissipating crowds during this shoulder season make Memorial Day weekend a great time to visit. Vacationers can check out the tourist hot spot of Providenciales (known as Provo) to enjoy snorkeling and fishing. Weather | What to know about weather, traffic in Baltimore ahead of Independence Day

July 4, on Thursday, is predicted to be comparatively scorching, around 94 degrees, and there is potential for thunderstorms. There’s a 50% chance of rain, starting at 2 p.m. and going through the night, when the low temperature is predicted to be in the 70s.

Friday, Saturday, Sunday, Monday and Tuesday all also have a chance of afternoon showers and thunderstorms, with daytime highs in the 90s and nighttime lows in the 70s.

About 1.5 million Marylanders are expected to travel between the Saturday before and the Sunday after Independence Day, according to a forecast from AAA. Nearly 90% of the commuters are expected to travel by car, which is almost a 4% increase from last year, according to the association.

Where to watch 2024 fireworks, celebrate Fourth of July in Baltimore area

Due to the increased traffic, Baltimore City will have temporary restrictions on commercial vehicles in the downtown and Inner Harbor areas for the Fourth of July.

The restrictions will be in effect on the holiday starting at noon until 11:59 p.m.

Commercial vehicle restrictions will be in the following areas:

  • Fayette Street from Martin Luther King Jr. Boulevard to President Street. Commercial vehicles will not be allowed to travel on or south of Fayette Street.
  • President Street from Aliceanna to Fayette streets. Commercial vehicles will not be allowed to travel on or west of President Street.
  • Light Street from Pratt Street to Key Highway.
  • Key Highway from Light to McComas streets.
  • Hanover Street from McComas to Montgomery streets. Commercial vehicles will not be allowed north of McComas Street, including Hanover Street.
  • Pratt, Lombard and Baltimore streets from Martin Luther King Jr. Boulevard to President Street.
  • I-395 at the Martin Luther King Jr. Boulevard split to Pratt Street. No commercial vehicle traffic will be allowed east of Martin Luther King Jr. Boulevard from the I-395 split to Fayette Street.

These roads will be closed to commercial vehicles from 8:30 p.m. on the Fourth of July until clear:

  • Eastbound Conway Street at I-395 Northbound I-395: Traffic will be diverted north on Howard Street.
  • Pratt Street will be closed at Charles Street: Traffic will be diverted north on Charles Street to continue east on Baltimore Street.
  • Lombard Street will be closed at President Street. Westbound Lombard Street traffic will be diverted at President Street to continue west on Fayette Street.
  • Southbound Light Street will be closed at Lombard Street. Traffic will be diverted onto Lombard Street to continue south on Sharp Street.
  • Northbound Light Street will be closed at Lee Street. Northbound Light Street traffic will be diverted onto Lee Street to continue north on Charles Street.

These lanes will be closed to commercial vehicles from 3 p.m. Thursday until clear:

  • North side of Lombard Street from President to South streets.
  • West side of Charles Street from Conway to Fayette streets.

These parking restrictions for commercial vehicles are from 3 p.m. the Fourth of July until 11:59 p.m.:

  • Both sides of Gay Street from Pratt to Fayette streets.
  • Both sides of Calvert Street from Pratt to Fayette streets.
  • Both sides of Baltimore Street from Charles to Gay streets.
  • West side of Charles Street from Pratt to Lombard streets.
  • West side of Light Street from Pratt to Camden streets.
  • East side of Light Street from Lombard to Pratt streets.
  • East side of Charles Street from Lee to Barre streets.
  • South side of Key Highway from Light to Covington streets.

The east side of Light Street from Lee to Conway streets will have restricted parking from 9 a.m. Tuesday through noon Friday.

Baltimore City encourages people to travel via public transportation including mass transit, the Charm City Circulator and rideshare options.
