GENERAL INFORMATION

For general prisoner information, search inmates here. 

The Allen County Jail houses inmates who are awaiting court dates or are serving sentences. The jail is staffed 24 hours a day, 7 days a week, 365 days a year.

In-person visitation.

Inmates may receive 2 visits weekly with a maximum of 5 persons, including children. Each visit is 20 minutes in length. A parent or legal guardian must accompany juvenile visitors. All visitors must wear shirts, shoes, and clothing appropriate for the public. Tube tops, see-through tops, and low-cut tops are prohibited. No clothing combination is to reveal the midsection.

Visitation staff may refuse a visitor if:

  • The visitor is not on the inmate’s visitation card.
  • The visitor appears to be intoxicated.
  • The visitor violates the dress code.
  • The visitor is not signed in at least 15 minutes before the scheduled visit.
  • The visitor is believed to pose a threat to the mental health of the inmate.
  • The visitor is disrespectful to visitation staff.

All inmates are responsible for notifying their visitors of any change in their visitation status.

ALL VISITORS MUST BE SIGNED IN 15 MINUTES PRIOR TO THEIR SCHEDULED VISIT

All inmate communications are documented, recorded, reviewed for content, and can be used against you in a court of law.

Before each Video Visitation, the initiator agrees to the following disclaimer: Any individual who abuses the privilege of being able to communicate with family members or loved ones through our TurnKey Corrections System will immediately lose their right to video visit, e-mail, SMS, or call via our system. Such abuse can be defined as but is not limited to improper or malicious use of equipment, nudity, or excessive profanity, failure to respect the requests of an admin monitor, and any illegal activity. TurnKey Corrections reserves the right to use recorded video and still images and e-mail content in their advertising campaigns. All email content, audio, and video can and will be used against you in a court of law.

TurnKey Corrections and the Allen County Adult Detention Center are not responsible for the web user’s cellular data or internet charges.

Video Visitation Hours

On-site lobby Video Visitation hours are Monday through Friday; 8:00 AM – 2:00 PM & 5:00 PM – 8:00 PM for all inmate housing units.

Off-site Video Visitation hours are Monday through Sunday; 8:00 AM – 2:00 PM & 5:00 PM – 10:00 PM for all inmate housing units.

These hours are established by the Allen County Jail and are subject to change, restriction, and/or termination without notice.

The On-site Video Visitation is provided free of charge. Regular rates for the off-site Video Visitation are $0.39 per minute and are paid for by the web user.

On-site and off-site Video Visitation Rules

  • All Video Visitations are monitored and subject to recording for the safety, security, and in the best interest of the Allen County Jail.
  • Web users and inmates participating in behavior considered to be inappropriate or offensive by Allen County Jail staff, or involve criminal activity will have access to Inmate Video Visitation terminated and blocked from future visits.
  • Only those who have been approved by the Allen County Jail to visit by Video Visitation shall be permitted to visit.
  • Any use of additional cameras, and/or video devices, telecommunications, or recording devices in an attempt to record or duplicate a video visit either on-site in the main lobby at the Allen County Jail or off-site prior to, during, or at the conclusion of a video visit will result in termination of Video Visitation privileges.
  • Proper lighting must be utilized to allow for the visitor to be properly seen. If the visitor cannot be seen the visit will be canceled.
  • When using cell phones as the visit platform you may not take screenshots, record, or perform any other activity on the cell phone during the visit or while the visit is active.
  • Male visitors are required to wear undergarments under their clothing. Undergarments, shirts, pants\shorts are to be worn at all times during the visit. Shorts may be no shorter than mid-thigh and cannot be provocative, exposing upper thighs, genitalia, buttocks, or be extremely tight. Shirts may not expose the breast or midriff.
  • Female visitors are required to wear undergarments under their clothing. Wearing see-through or transparent, low cut, and/or revealing clothing will not be permitted. Halter or tube tops will not be permitted. Tank tops or dresses with spaghetti straps, and blouses with cutouts will not be permitted. Shorts may be no shorter than mid-thigh and cannot be provocative, exposing upper thighs, genitalia, buttocks, or be extremely tight. Dresses and skirts with slits higher than two inches above the knee will not permitted. All buttons will be kept buttoned at all times. Wrap-around skirts shall not be permitted. Clothing that is provocative, exposes the breasts or midriff, is extremely tight, off the shoulders, or any style which exposes any part of the breast will not be permitted. Visitor’s attire deemed inappropriate by Allen County Jail staff will be denied a video visit.
  • Loud talking, excessive emotionalism or any other type of disruptive behavior will not be permitted. Visitors will not deliberately incite or engage in an argumentative conversation with an inmate or any other person during Video Visitation.
  • Presence of nudity or sexual conduct during Video Visitation will not be permitted. Actions of this type will result in loss of Video Visitation privileges.
  • All inmates and visitors are to follow the instructions of Allen County Jail staff. Failure to do so may result in a loss of Video Visitation privileges.
  • If any court of record imposes a no contact order or temporary restraining order between the inmate and a potential visitor, no Video Visitation will be permitted.

Lobby Video Visitors Rules

  • No food or drink will be allowed in the lobby.
  • It is recommended that you arrive to prepare for your visit fifteen minutes prior to the start of the visit. Should you arrive late the visitation appointment time will be held but it WILL NOT be extended past the scheduled visitation appointment time.
  • Maintain control over minor children. They should not run around or stray away from the adult during the visitation session.
  • Video Visitation may be denied to disorderly persons.
  • Visitors who are believed to be under the influence of alcohol or drugs will not be permitted to complete a lobby video visit.

THE ALLEN COUNTY JAIL RESERVES THE RIGHT TO TERMINATE OR DENY A VIDEO VISITATION AT ANY TIME.

Termination of visits.

The Corrections Officer supervising visitation or higher authority may terminate a visit if a rule violation, misconduct or emergency warrants such action. Violators of visitation rules are subject to permanent loss of visitation privileges.

No visitor will bring any type of tobacco product, matches, or lighters into the visitor’s reception areas within the Jail. Anyone who violates this regulation faces the possibility of having his/her visitation cancelled for that day, or possibly permanently revoked if a repeat offender

Helpful Tips

Ensure that your visitor tests their equipment before video visiting online. Web users can test their video and audio equipment by using a free audition room at www.inmatecanteen.com . Any funds that are not used in your “my communications account” are not refundable. Accounts that have been active for more than one month will be subject to a $1.00 recurring maintenance fee. Accounts with inactivity for more than one month will also be subject to a $1.00 recurring maintenance fee.

Most poor or lost connections during a Video Visitation have to do with the web user’s internet connection or computer hardware. For successful Video Visitation, TurnKey Corrections recommends using hard lined internet connections with previously tested computer equipment. TurnKey Corrections and the Allen County Adult Detention Center are not responsible for the web user’s internet connection or computer hardware. Internet speeds have been tested at the Allen County Adult Detention Center and are more than capable of providing this privilege

Video Visitation is in BETA cellular phone/tablet testing. Cellular phones/tablets are currently not a reliable method to participate in video visitation and are not recommended as each device and manufacturer has their own unique software and drivers. TurnKey Corrections and the Allen County Adult Detention Center are not responsible for the web user’s cellular data or internet charges.

Any web users who have questions regarding TurnKey Corrections Inmate Communication will be directed to TurnKey Corrections. The Allen County Adult Detention Center does not offer technical support for www.inmatecanteen.com .

Inmates may receive letters, greeting cards, and money orders through the mail. All incoming inmate mail is opened and searched for contraband. Inmatesmay receive no more than 4 photos at a time. Any letter or card that contains contraband will be returned to the sender.

Depositing Funds

Money orders for inmate commissary accounts must be mailed in. Put the Inmate’s name and birthdate on the money order. Money orders will not be accepted during visitation.

Cash can be accepted in the kiosk in the jail lobby.

Telephone accounts can be set up at www.securustech.net .

Posting Bonds

Bond may be posted 24 hours, a day 7 days a week for eligible inmates at window 3 located in the Sheriff’s Office lobby. Call 419-993-1407 for bond information, or general prisoner information.

Inmate Programs

Eligible inmates can take advantage of several programs offered at the jail by contacting the social service staff. Some programs available include:

  • 5 hours of physical exercise each week in the form of basketball, jogging, or calisthenics.
  • Male and female anger management
  • Male and female AA/NA
  • Spiritual programs
  • Eligible inmates sentenced misdemeanors can apply for the work program. There are two forms of inmate work details; one for inside workers and the other for outside community-based work. The outside inmate work program has a positive economic impact on Allen County and brings a sense of worth and belonging to the inmate. The outside work program is limited to local government agencies such as the Allen County Fairgrounds, Allen County Engineer’s Office, townships, law enforcement agencies, etc.

Inmate Health Care

*Please note that due to HIPPA laws, jail medical staff are prohibited from discussing inmate medical information, history, or treatment to friends, family members, attorneys, or clergy.

The Medical Services Department is responsible for providing medical, dental, and mental health services to inmates housed in the jail. Quality healthcare is provided in accordance with the minimum standards for jails in Ohio. Medical and emergency healthcare are available 24 hours a day, 7 days a week with a combination of medical professionals including registered nurses, LPNs, EMTs, physician, and dentist.

Additional services include screening for tuberculosis, HIV and other sexually transmitted diseases, lab and x-ray services.

Mental Health

Licensed mental health counselors are available 24 hours a day 7 days a week. Mental health services include a screening during reception, and a complete mental health evaluation within 14 days of confinement. Suicide prevention and crisis intervention are on going. Mental health services are provided in house with psychiatric care provided as needs necessitate.

The Allen County Confinement Division is responsible for the care, custody, and control of both sentenced persons and pre-trial detainees confined at the Allen County Confinement Facility. The jail commander and his staff ensure that the basic needs of the inmate population are met on an ongoing basis. Ensuring that a safe, clean, environment is maintained is critical in the management of any confinement facility.

The Indiana VINE system is a service through which victims of crime can use the telephone or Internet to search for information regarding the custody status of their offender and to register to receive telephone and e-mail notifications when the offender’s custody status changes.

Video Relay Service is a form of Telecommunications Relay Service that enables persons with hearing disabilities who use American Sign Language to communicate with voice telephone users through video equipment, rather than through typed text. Video equipment links the VRS user with a communications assistant, or CA, so that the VRS user and the CA can see and communicate with each other in signed conversation.

To use the VRS service, follow the instructions below.

1. Tap on the VRS icon to open the service; the service can sometimes take several seconds to load, so please be patient as it loads.

2. Once you’re able to, type in the login credentials provided and tap “Start CloudVP”.

3. You may see a pop-up message that says “For the best possible user experience, please use Safari for CloudVP” upon logging in. You can ignore this message and tap on “OK” to continue.

4. Ensure you can see yourself in the camera on the right-hand side of the screen and then enter the phone number you’d wish to call. You can change the language of your interpreter prior to your call if you’d like.

5. Tap “Call” and wait to be connected to your interpreter  and called party.

6. Once your call is finished, tap “Sign out” in the top-right corner of the screen.

We offer two types of Video Visitation services:

At-Home Video Visits

These video visits can be conducted at home on your PC computer, laptop or mobile device (Android).

Ease stress on children who can now communicate without visiting the facility in person.

On-site Video Visits

On-site video visits are conducted at visitation stations at the facility.

With these visits, you are still required to travel to the facility.

Through our easy-to-use website, you can schedule, register, and pay for (if applicable) the visit in advance. Then, conduct the visit in real-time over the internet.

Please note: These services can vary by facility and are not available at all locations.

How It Works

  • Check to see if your inmate’s facility offers video visitation.
  • If video visitation is offered at the facility, go to www.gtlvisitme.com . Register yourself and all visitors participating in the visitations.
  • Select the facility where your loved one is located.
  • Search for your inmate, and add them.
  • Click “Schedule” to begin the scheduling process.
  • You will see the cost associated with your visit at the time of scheduling. Enter your credit card or debit card information to complete the scheduling process. You will receive a confirmation email and receipt for your visit.
  • For at-home video visits : sign in to the visitation scheduling site 15 minutes prior to your scheduled visit. Test your connection, and follow the steps to start your visit.
  • For on-site video visits: arrive at the facility at least 15 minutes prior to check-in. A valid photo ID is required. Each facility has its own rules for on-site visits. Please review rules prior to arrival.

The lawsuit filed by Allen County residents attacking the financial proposal for the planned new Allen County jail has delayed the project.

A group of opponents called the Allen County Residents Against the Jail sued both the Allen County Commissioners and the Indiana Department of Local Government Finance, or DLGF. The lawsuits came about a month after the DLGF approved the final lease-purchase agreement for the $300-million project.

Those lawsuits, filed in Allen Superior Court and the Indiana Tax Court, are still pending. The Allen County case has nothing scheduled until status reports are filed in July.

The tax case is awaiting a decision on whether the opponents need to file a bond while the case works its way through the court.

Federal court documents say that puts the jail on hold, in spite of a pending federal court order demanding that unconstitutional conditions of safety, overcrowding and understaffing be addressed.

Allen County Commissioners decided a new jail was easier than rehabbing and expanding the downtown jail and the county council agreed, barely, to fund it with a tax increase and available cash.

Federal documents filed Monday say for now, the progress on the new facility at the old Harvester site is moving where it can, using existing money.

What is a video visit?

Video visitation, also known as remote visitation, is quickly becoming the preferred method for visiting an inmate in jail or prison for the following reasons: •    It requires little to no staff, versus the staff required to move inmates to and from the visit and watch over the visit. Video visitation saves time. Instead of spending hours driving to the jail, checking in, filling out paperwork, potentially being searched, waiting, and then having a 15–30-minute visit, if it isn’t cancelled at the last minute, the visit can be done from anywhere during a short break in the visitor’s day.

If the visitor does not have access to a phone or computer, they can make an appointment ahead of time and use terminals in the lobby of the jail.

You must also be on the inmate's approved list, even for a video visit.

Beaverton police sought road rage suspect — only to find he was already in custody

B eaverton police tracked down and planned to arrest a motorcyclist accused of harassing and threatening to kill a woman and her children during a road rage encounter last week only to find that he was already in jail on separate allegations, police said Thursday.

The woman was driving her children home from school on Murray Boulevard near Southwest Allen Boulevard about 3 p.m. last Friday when a man on a motorcycle began screaming that she had cut him off, Beaverton police said in a statement.

Video footage obtained from the woman’s Tesla showed the man hitting and kicking the car and yelling at the woman, police said. He appeared to pull a knife and threatened to kill her, according to police.

Investigators used a combination of the video images and a tip to identify the motorcyclist as Joseph Y. Lee, 33, of Portland, police said.

After identifying him, police said they realized Lee had already been arrested a day after the road rage confrontation on allegations of impaired driving, unlawful use of a weapon, menacing and disorderly conduct and was in the Washington County Jail. Lee was accused of pulling a knife on a man at Brooklyn Trattoria on Northwest Bethany Boulevard on the night of May 18, according to court records.

Police added allegations of menacing, disorderly conduct and criminal mischief against Lee in the road rage encounter. Lee pleaded not guilty in Washington County Circuit Court and remained in the Washington County Jail on Thursday afternoon.

Court records show Lee was arrested eight times in California from 2019 to 2021 on a variety of charges, including assault with a deadly weapon, battery and vandalism. The records don’t show the outcomes of the cases.
