World’s best beaches: tripadvisor travelers’ choice awards 2023.

Praia do Sancho in Fernando de Noronha, Brazil.

Emerging from the cold, dark days of winter in the Northern Hemisphere, travelers can start planning beach vacations. Tripadvisor just announced the Best of the Best Beaches for 2023 as part of its annual Travelers’ Choice ® Awards. =

Choices were made from tens of millions of reviews submitted by millions of global travelers over the past 12-months to determine travelers’ absolute favorite beaches of the year. Choices span the Americas, Africa, Europe, Asia and the South Pacific. These most popular beaches offer something for every type of beach dweller, from sun worshippers to adventure seekers and wildlife enthusiasts.

“Our community is really looking to kick up their experiences by embracing the cliffs of Cannon Beach, on the coast of Oregon in the Western United States, and cooler destinations like Reynisfjara Beach in Iceland. said Sarah Firshein, the Head of Editorial at Tripadvisor.

Island getaways are popular this year, with almost three quarters of the world’s top 10 situated in remote, offshore locations. Winners span from the popular beaches of Hawaii and the Caribbean to the more secluded coastlines of Fernando de Noronha, Brazil and Havelock Island, India.

The Global Winners

Climbing six places from last year to reach the No. 1 spot is Baia do Sancho . Located on the Brazilian island of Fernando de Noronha, part of a group of volcanic islands just over 200 miles from the country’s northeast coast, this area is renowned for its jagged coastline and diverse ecosystems.

Best Travel Insurance Companies

Best covid-19 travel insurance plans.

Off the beaten track and only accessible by ladder from the mainland, Baia de Sancho is not only famous for its picture perfect turquoise waters and white sand beach, but also the exotic array of wildlife. Travelers who venture into the warm clear waters might be lucky enough to catch a glimpse of sea turtles, rays, dolphins and even reef sharks. Flanked by forest-clad cliffs this wild, unspoiled spot is also famous for the friendly crabs that crawl the shoreline.

A new and exciting entry to the world list for 2023 is the dramatic Reynisfjara Beach in Vik, Iceland, with its world famous black sands and imposing rock formations towering over the shore, some may recognize the striking backdrop from Game of Thrones.

Reynisfjara Beach is popular with birdwatchers for the various types of seabirds spotted nearby, most famously, puffins. But with waves of up to 40 meters (131 feet) and freezing waters, this is a beach best admired from the safety of the coast.

Top 10 Beaches in the World for 2023

1. Baia do Sancho - Fernando de Noronha, Brazil

2. Eagle Beach - Aruba, Caribbean

3. Cable Beach - Broome, Australia

4. Reynisfjara Beach - Vik, Iceland

5. Grace Bay Beach – Turks and Caicos, Caribbean

6. Praia da Falésia - Olhos de Agua, Portuga

7. Radhanagar Beach – Havelock Island, India

8. Spiaggia dei Conigli – Sicily, Italy

9. Varadero Beach – Cuba, Caribbean

10. Ka'anapali Beach - Maui, Hawaii

The U.S. Winners

Ka’anapali Beach on the Hawaiian island of Maui was named No. 1 in the U.S., climbing a remarkable 16 places from last year to top the list. Three miles of powder white sand and crystal-clear water, this palm-tree lined island paradise shore is lapped by gentle waves of the Pacific Ocean.

Driftwood Beach on Jekyll Island, Georgia, comes in at No. 3, described by Tripadvisor reviewers as “other worldly” thanks to the ancient driftwood monuments that line the coast.

Three other new entries are in the top 10 this year, including Hanalei , on the island of Kauai, securing a No. 4 spot. Overall, Hawaii has three total winners in the U.S. top 10, more than any other state. But the Aloha State ties Florida for the most winners overall in the top 25, with eight each.

Top 10 Beaches in the US for 2023

  • Ka'anapali Beach – Maui, Hawaii
  • Siesta Beach – Siesta Key, Florida
  • Driftwood Beach – Jekyll Island, Georgia
  • Hanalei Beach – Kauai, Hawaii
  • Ho'okipa Beach Park - Maui, Hawaii
  • Henderson Beach State Park – Destin, Florida

Few travelers are as insightful or engaged as the readers of Travel + Leisure , which is why our annual World’s Best Awards are considered the travel industry’s most trusted rankings. Each year, you share your opinions on a broad range of experiences based on recent trips you’ve taken. For 2023, we have a whopping 122 lists of reader favorites, including two brand-new categories: trains and luxury villa rental companies.

For this 28th edition of the awards, hundreds of thousands of votes were cast in an extensive survey that was open Oct. 24, 2022, through Feb. 27, 2023 via a secure website that was maintained and monitored by our research partner, Proof Insights. Respondents had the option to rate airlines, airports, car-rental companies, cities, cruise ships, destination spas, hotels, hotel brands, islands, luxury villa rental companies, safari outfitters, tour operators, trains, and U.S. national parks based on a number of characteristics for which they could choose a rating of excellent, above average, average, below average, or poor. The final scores are averages of these responses.

After the survey closed, T+L and Proof Insights screened the responses to identify fraudulent votes, which were eliminated from the final tallies. You can read more about how voting works below in the survey methodology.

Cheers to you — and to this year’s winners!

Book your holiday travel now or maybe skip it this year: What you need to know

The holiday travel season is just around the corner, and this year, there's one piece of advice everyone seems to agree on: Book early.

How early? Well, if you're reading this now, you might want to open a new tab and start looking for flights or hotels – that's how early.

"Book your trip as soon as possible," advises Carol Mueller, vice president at Berkshire Hathaway Travel Protection . "Because the longer you wait, the more expensive the trip will be."

And that's if you're lucky. Flights, rental cars and rooms are selling out fast. In fact, it may be difficult to book for Thanksgiving, which is rapidly approaching. Christmas and New Year's are getting harder by the day, too.

Check out Elliott Confidential , the newsletter the travel industry doesn't want you to read. Each issue is filled with breaking news, deep insights, and exclusive strategies for becoming a better traveler. But don't tell anyone!

Learn more: Best travel insurance

That has some people rethinking their holiday travel plans, according to Joe Cronin, president of International Citizens Insurance .

"Many family and friends who typically travel long distances for the holidays are canceling their travel plans and opting instead to stay local or visit with others who are within driving distance," he said.

That doesn't have to happen to you. You can still take that dream trip during the holidays – or see your relatives who live across the country – with a little smart planning. Prices are surprisingly affordable, with the exception of hotels. But as always, there's also some last-minute drama, and I have some completely irreverent travel advice that could land you a bargain.

The biggest mistake you can make when going on a cruise happens before embarkation

America's train system doesn't favor you: Here is who to blame, how to begin fixing it

When are the travel holidays?

The holiday travel period in the U.S. is between the last week in November and the first week in January. It includes major holidays like Thanksgiving, Christmas and New Year’s.

Generally, it's one of the worst times of the year to travel, partly because of bad weather, and partly because of high demand. Almost everyone wants to go somewhere during the holidays. And that has never been more true than in 2023. Here's my personal advice for holiday travel :

What's the outlook for holiday travel prices?

Overall, domestic travel prices are down compared to the last holiday period.

◾ Thanksgiving airfares have fallen 14% from this time last year (to $268 per ticket), and Christmas airfares are down 12% (to $400 per ticket), according to Hoppe r.

◾ Car rental rates average $42 a day during Thanksgiving, a 17% decline from last year. The daily rate at Christmas is $10 higher, about the same as last year, Hopper predicts.

◾ Gas prices are steady. The Department of Energy predicts fuel prices will remain virtually unchanged, despite the turmoil in the Middle East. Nationwide, fuel prices should stay around $3.62 per gallon.

◾ Hotel rates are ticking higher, though. Prices for Thanksgiving stays are averaging $206 per night (up 9% from last year). For Christmas, the average room rate is $233 a night (up 7%), according to Hopper.

Most prices may be lower, but that's only half of the equation, said John Lovell, president of Travel Leaders Group . Airfares and rental cars may be a little more affordable – at least compared with the last holiday season – but that assumes there's availability. And travel advisers are seeing record demand going into the 2023 holiday travel season.

"Things are tight," said Lovell.

Is holiday travel safe in 2023?

One of the most common questions I've been getting from readers: Is it safe to go? It depends.

“Selecting your travel destinations needs a careful review," explained Mahmood Khan, a hospitality and tourism professor at Virginia Tech. Recent conflicts in the Middle East and ongoing problems in Eastern Europe have made holiday travelers more tentative. Staying in the U.S. or visiting safer developed countries during the holidays may be the best bet, experts said.

OK, where are the crowds?

Most Americans drive to their holiday destinations, and getting accurate predictions on driving intentions is difficult. But Priceline pulled some of its airfare booking data and found holiday air travelers were all headed to the same places, more or less.

Here's Priceline's list of the most popular Thanksgiving destinations in the U.S., along with the average roundtrip airfare to those places.

  • New York ($453)
  • Atlanta ($396)
  • Dallas ($511)
  • Los Angeles ($419)
  • Chicago ($478)

The list of destinations shifts around for Christmas and New Year's, but New York is always at the top, and Atlanta is in second place on two lists.

How about internationally?

"Our review of this year’s top Thanksgiving destinations revealed that Mexico is a top choice for Americans traveling internationally – specifically Cancun, San Jose Del Cabo and Puerto Vallarta," said Daniel Durazo, director of external communications at Allianz Travel Insurance .

No babies on flights, planes? Why we should rethink how the little ones travel.

How to stay safer on your trip: 'No one plans on security issues' while traveling

Travel on these days if you want to avoid holiday travel pain

If you can't avoid the destination, try to travel on the least crowded day during that particular holiday period. Expedia's analysis of holiday booking data suggests that during the busy Thanksgiving holiday travel period, a flight departing on Monday, Nov. 20, is 12% cheaper than the Wednesday before Thanksgiving. Departing on Friday instead of Sunday will save you money, too.

The same thing goes for Christmas. Leave on Tuesday, Dec. 19, or on Christmas Eve, and you'll save 25% versus flying on Friday, Dec. 22. Those are slow days because most people prefer to fly later. Other uncrowded days: Christmas Eve or the holiday itself. Flights on Thanksgiving, Christmas Day and New Year's Day are historically less busy.

I told you this holiday travel season had some drama, so here it is: This week, Kayak released its latest airfare information. It suggested airfares were falling fast. Prices for domestic travel over Thanksgiving weekend are down 13% from last year, and even more surprising, they're down 7% in the last month. Cities like Richmond, Virginia, and Baltimore have seen price drops of nearly 30% since last Thanksgiving.

So that raises the question of whether you should follow the conventional wisdom (book now) or wait a little longer for fares to drop further (highly unconventional). If you have a flexible schedule, you might play the odds and wait. But don't wait too long.

Revenge travel was sweet, but what happens next could turn your vacation sour

Hidden costs: Airlines are hiding the cost of air travel. Now the government wants to help them.

Elliott's totally irreverent holiday travel advice

You don't read this column for its conventional wisdom. So here's a little more unconventional advice for your holiday trip.

  • ◾ Get out of town – way out of town : That's the advice of Tracy Kennedy, a travel adviser specializing in Australia and New Zealand. "We've noticed an uptick in travelers from the United States looking to escape their cold winters for the sunny coasts of Australia, particularly Sydney," she said. My personal favorite is Tasmania. I'm hoping to make it down to Hobart for the Sydney Hobart Yacht Race on Boxing Day one of these days.
  • ◾ Stay flexible (and wait) : If you don't care where you travel for the holidays, here's some totally contrarian advice: Wait. "Many airlines also have sales during certain times of the year," explained Kyle Kroeger, CEO of the online travel planning site ViaTravelers . "So if you're planning a trip for Christmas, keep an eye out for those dates." Kroeger likes using Google Flights to compare prices and flight times, as well as other websites like Skyscanner and Expedia. But this advice only works if you're flexible and can go anywhere.
  • ◾ Avoid the holiday altogether : One of my favorite pieces of totally irreverent holiday travel advice is to avoid the holiday altogether. My best Thanksgiving trip ever was to Vienna, Austria, where there is no Thanksgiving holiday. George Panayides, a digital nomad , is headed to Thailand and Cambodia, where Christmas is not a religious holiday. (If you really want to avoid Christmas, try one of the American-friendly Muslim countries, like Qatar. I spent Christmas there two years ago and it was a day like any other.)

Tripadvisor Travelers' Choice Destinations Award the Best of the Best Places to Travel in 2023

News releases.

Dubai Remains World's Most Popular Destination for 2nd Year in a Row

Cuba , Asia-Pacific Trending Big for 2023

NEEDHAM, Mass. , Jan. 18, 2023 /PRNewswire/ -- To commence the 2023 travel and hospitality awards season, Tripadvisor ® , the world's largest travel guidance platform, today reveals its Travelers' Choice ®  Best of the Best Destination Awards. Every year, Tripadvisor analyzes the millions of reviews submitted on its platform over the past 12-months by a global community of hundreds of millions of travelers to uncover the best guidance for everyone looking to make amazing memories on their next holiday or vacation.

(PRNewsfoto/Tripadvisor)

Rather than relying on a cadre of tourism editors to tout what they believe are the best destinations worldwide for a vacation, Tripadvisor's rankings are based on insights from millions of real travelers who visited these destinations in the past year and left their feedback on Tripadvisor. All the Tripadvisor community's favorite travel destinations of 2022, plus their recommendations of the best places to travel in 2023 can be found here .

Sarah Firshein , the Head of Editorial at Tripadvisor. "Long-haul trips have made a comeback, and we're seeing a lot of Americans excited to plan trips to Asia and the Pacific region for the first time in several years. Cities like Paris and London , which may have taken a backseat to less populous destinations throughout the pandemic, are back on travelers' minds, while places like Alaska and Cuba are also piquing a lot of interest."

This year, the Travelers' Choice Destinations span six subcategories: Popular Destinations , Trending Destinations , Food Destinations , Best Places to   Ski , Nature Destinations and Best Places for Culture .

On Tripadvisor's perennial Popular Destinations list, showcasing travelers' favorite destinations overall from the past year, Dubai maintains its No. 1 spot for the second year in a row. As a global hub of luxury hospitality and cutting-edge architecture, the "City of Gold" offers world-class retail and culture catering to the wants and needs of travelers from all over. In the U.S. , New York City is back on top after dropping to No. 5 last year as the result of the pandemic. All the Popular Destinations can be seen here .

Cuba  is the No. 1 Trending Destination in the world for 2023; this category reveals destinations with the greatest year-over-year growth in interest on Tripadvisor, indicating new hotspots on the rise. Since the U.S. eased some travel restrictions in May, and with the addition of new direct flight routes, appetite among travelers for Cuba has been surging on Tripadvisor. Known for old-world architecture and rich history, the island offers fascinating opportunities for cultural exchange. This is followed by Hoi An, Vietnam , at No. 2 and Mauritius at No. 3. Asia is the top trending region in this category, taking half of the top 10 spots. Closer to home, Juneau , Alaska , made its debut as the No. 1 Trending Destination in the United States for 2023. Located at the base of Mount Juneau , this is the perfect place for a journey into the gorgeous Alaskan wilderness. All the Trending Destinations can be seen here .

In addition to popularity, Tripadvisor is also awarding destinations based on top travel interests: food, skiing, nature, and culture. As many plan trips around opportunities to enjoy cuisine, we have issued the best Food Destinations list, highlighting locales known for their cuisine as well as those known for their burgeoning dining scenes. Unsurprisingly, Rome is the No. 1 Food Destination for 2023, while   New Orleans tops the U.S. list. All the Best Food Destinations can be seen here .

A particularly timely category, with droves of travelers currently in search of epic ski trips, Tripadvisor unveils the Best Places to   Ski , according to those who hit the slopes in 2022. With its stunning landscape and down-to-earth mountain culture, Whistler , Canada , is the No. 1 Ski Destination in the world this year. Meanwhile, Jackson , Wyoming , is the best in the U.S. (No. 2 in North America ) for the second consecutive year. From regular, cross-country, snowcat, and even heli-skiing, Jackson has it all. All the Best Places to Ski can be seen here .

New for 2023: the best Nature Destinations . It's no secret that destinations abundant in fresh air and pristine nature rose in popularity throughout the pandemic, and although big cities are back, the appetite for outdoor adventure remains strong. In this inaugural category, Mauritius is the No. 1 Nature Destination. A tropical island paradise 1,200 miles off the coast of southeast Africa , Mauritius is home to waterfalls, wildlife areas, and national parks, making it a nature lover's perfect getaway. All the Best Nature Destinations can be seen here .

Another new category this year is the Best Places for Culture , celebrating the top places people visit to engage with local history and cultural activities. While every city has its own unique culture, this list reveals travelers' absolute favorite getaways for a cultural trip, headlined by Fes , Morocco, at No. 1. This walled city is a UNESCO World Heritage Site harkening back to medieval times with the ancient maze-like quarters of the Medina to Fes el- Bali and the four imposing Gates of Fes , with their distinctive Moroccan tile work. All the Best Places for Culture can be seen here .

"Above all, travelers are seeking out new adventures this year, and our Travelers' Choice 2023 Destinations list reflects the very best places chosen by our devoted community," Firshein said. "The diverse range of choices offer opportunities for cultural immersion, incredible culinary experiences, awe-inspiring natural wonders, and more—it's really the ultimate reference guide for travelers dreaming about where to go next."

How we work

The work of the Directorate for Education and Skills is overseen by four bodies, each with its own mandate, membership, and programme of work and budget, to help deliver work under the overall governance of the OECD Council:

  • The Education Policy Committee, which also provides strategic oversight of our work
  • The Centre for Educational Research and Innovation Governing Board (CERI)
  • The Programme for International Student Assessment Governing Board (PISA)
  • The Programme for Teaching and Learning International Survey Governing Board (TALIS)
  • The Board of Participating Countries for the Programme for the International Assessment of Adult Competencies (PIAAC) is overseen by both the Education Policy Committee and the Employment, Labour and Social Affairs Committee.

What we are working on

The best way for education systems to improve is to learn what works from each other. We deploy large scale surveys and reviews, designing common methodological and analytical frameworks for utmost comparability of empirical evidence from different education systems. We collect data about nearly all aspects of countries’ education systems from key policies, teacher practises, adult proficiency, and early childhood learning and well-being to how 15-year-olds perform in mathematics and what their attitudes are about global issues like climate change.

Assisting countries with policy development and implementation

We help countries answer important questions facing education policy makers and practitioners alike: how to identify and develop the right skills and turn them into better jobs and better lives; how best to allocate resources in education to support social and economic development; and how to offer everyone the chance to make the most of their abilities at every age and stage of life OECD and partner countries look to our expertise to review their education and skills systems, and assist them in developing and implementing policies to improve them. We conduct reviews ranging from those on individual national education policy to comparative educational policy and thematic peer-analysis. We review and support the development of higher education systems with analysis on resource use and labour market relevance. All of these provide in-depth analyses and advice that draw on OECD data resources, national policy documents and research, and field-based interviewing by OECD review teams. Comparative thematics, covering areas such as ECEC in a digital world, diversity, equity and inclusion in education, teacher policy and transitions in upper secondary education, are based on a common conceptual framework and methodology developed with advice from a group of national experts.

Through tailored implementation support the directorate offers countries assistance in implementing policy, from curriculum reform to helping schools become effective learning organisations. It also brings countries and stakeholders together in a variety of fora to exchange ideas, an important step in the policymaking process.

Pivoting to tomorrow

What knowledge, skills, attitudes and values will students need in a swiftly evolving world? We develop long-term “leading-edge” thinking that looks beyond the current state of education to what it can become. These multiple-scenario analyses nourish our ground-breaking Education 2030 work on curriculum. They inform international debate and inspire policy processes to shape the future of education. The one certainty about the future of education is that it will be a digital one though we cannot know to what degree. In staying ahead of the EdTech curve, the directorate advises countries on the fast-changing potential of digital tools like robotics, blockchain and artificial intelligence, and how they can be integrated and used to equitably boost teaching, learning and administrative performance. The digitalisation of education is just one of the many strategic foresight areas the OECD’s Centre for Educational Research and Innovation (CERI) focuses on. Its exploration of best practices flagged by international comparisons helps countries move towards the frontiers of education.

Striving to be the first climate-neutral continent

Climate change and environmental degradation are an existential threat to Europe and the world. To overcome these challenges, the European Green Deal will transform the EU into a modern, resource-efficient and competitive economy, ensuring:

  • no net emissions of greenhouse gases by 2050
  • economic growth decoupled from resource use
  • no person and no place left behind

The European Green Deal is also our lifeline out of the COVID-19 pandemic. One third of the €1.8 trillion  investments from the NextGenerationEU Recovery Plan, and the EU’s seven-year budget will finance the European Green Deal.

The European Commission has adopted a set of proposals to make the EU's climate, energy, transport and taxation  policies fit for reducing net greenhouse gas emissions by at least 55% by 2030 , compared to 1990 levels. More information on  Delivering the European Green Deal .

12 March 2024 - The Commission has published a Communication on managing climate risks in Europe that sets out how the EU and its countries can implement policies that save lives, cut costs, and protect prosperity. It comes as a direct response to the first-ever European Climate Risk Assessment by the European Environment Agency. It also addresses the concerns that many Europeans have following last’s year record temperatures and extreme weather events. The Commission is calling for action from all levels of government, the private sector and civil society to improve governance and tools for climate risk owners, manage risks across sectors and set the right preconditions to finance climate resilience.
