What people love about Saudi Arabia Tours

I thoroughly enjoyed the tour of Saudi Arabia and Bahrain. Considering this was a budget tour, the hotels, clean, comfortable rooms and bathrooms with good breakfasts. As we were only a group of 4 we travelled by car with a guide/driver. Salman in Riyadh was exceptional. What I appreciated most was the availability of Neis via WhatsApp or email. We had the odd hiccup which could be easily resolved. Great customer service. If opting for the Bahrain extension and traveling across the border by road, its very easy to obtain the visa at the border and you can even pay with Saudi currency – which is widely accepted in Bahrain. Tours in Bahrain are limited or quite costly, but we found it easy to get around to the places we wanted to see with Uber – efficient and reasonable prices. As I didn’t have global roaming I purchased an Esim in both of the countries – also simple and cheap.
Very uncomfortable small bus did not have enough room for our 9 guests, 3 translators, guide and driver, even on excursions where we only brought day-bags (rather than entire luggage); uncomfortable seats and NOT ENOUGH LEG ROOM for taller non-local Westerners, worthless torn cloth blinds on the windows that could not be securely open or closed. Each of our 3 translators (who also served as guides for the tour overall) was GREAT! Consistently helpful, capable and personable; very positive attitudes and considerate individuals: 5+ stars for them! Local guides were also consistently great, although there was an ugly scene between our Jeddah(?) guide and our driver, leading to a verbal argument and the guide stomping off the bus.
This trip was great. Al Ula is definitely the highlight. It will be great to go back when Jeddah's old town is restored to full glory. All guides/drivers made an excellent job. Highly recommended!

Travel in Saudi Arabia FAQ

As a travel agency in Saudi Arabia , we guarantee that your expedition is both pleasurable and enlightening while also being trouble-free.

Are these trips Saudi Arabia private tours?

Yes, most of these Saudi Arabia tours are made so that only you, your family, and your friends will travel together. You will not be traveling to Saudi Arabia along with people you never met. But we also have Saudi Arabia group tours available if you’re interested.

At a certain point, while searching on the Internet, you might ask about the difference between private and group tours. The difference is whether you will share transportation with unknown people, family, or friends.

Imagine you buy a tour to come with your family. This will be a regular private tour, where you will have private transportation and a guide during the whole trip. Saudi Arabia tour package prices change depending on the number of days and the quality of hotels. Consequently, a tour of 3 -star hotels will be cheaper than a luxury tour featuring 5-star hotels. The trip cost gets cheaper depending on the people that travel with you since the transportation price will be divided by everyone.

The second situation is if you buy one place in our guaranteed departures group tours. In this case, you will join a group of people traveling along using the same transportation. We set up specific dates with a certain number of open seats so solo travelers can quickly and affordably join a Saudi Arabia tour. As a Saudi Arabia tour agency, we offer packages focusing on different thematics such as desert, architecture, culture, photography, and nature.

Yes, Saudi Arabia tour packages from India can be arranged. Yes, Saudi Arabia tour packages from Pakistan can also be arranged. We receive clients from all over the world. How much is the price of monument tickets in Saudi Arabia?

For the most famous attractions, Saudi Arabia’s monument and museum entrances range between USD 10 and USD 25.

Saudi Arabia has some exciting and important registered monuments under the Ministry of Tourism. Our tours usually have all the entrances included in the price, so this is something you don’t have to worry about.

The prices of monuments in Saudi Arabia differ between destinations. The very high price difference seems unusual, but it is how the government and local authorities compensate for the option of receiving visitors. Most tourist attractions in Saudi Arabia are very well maintained, so expect major tourist sites to be clean and well organized, with proper facilities, available tourist guides, opening times, decent opening hours, etc.

What is the best way to fly in and out of Saudi Arabia?

Undoubtedly, the best European hub to fly to Saudi Arabia is the city of Istanbul. Turkish Airlines flies to six different destinations in Saudi Arabia. Emirates offers competitive airfare flights to Jeddah Airport (JED) or Riyadh Airport (RUH).  Saudi Arabia Air also offers flights to Riyadh from major cities worldwide.

Flying to Jeddah on arrival and departure can be a wise choice as this way, you can organize a tour of Saudi Arabia with entry and exit from different cities, thus saving time and money. Without having to go through Riyadh, the busiest Saudi Arabian city. Also, the connection via Istanbul is relatively straightforward.

Some of our tour Saudi Arabia packages include itineraries that start and end in different cities. For example, our 7-Day Travel to Saudi Arabia starts and ends in Riyadh.

There are direct flights with Saudia Airlines to Jeddah from multiple European cities such as Berlin, Rome, Munich, Paris, Madrid, and London.

Other options have the Jeddah domestic flight back to Riyadh included in the price. Saudi Arabia is very simple and easy to arrive at and depart from. All the necessary tourist infrastructures are ready, functional, and properly developed to receive visitors.

How much will the flight tickets for this tour cost?

Prices vary depending on the time of the year and how much you purchase your tickets in advance. But usually, we can say that a round-trip ticket from Istanbul to Jeddah will cost around 500 Euros up to 600 Euros, depending on the season. Saudi Arabia Air, flying in and out of Jeddah, can be much cheaper, as it is one of the most famous  low-cost airlines  in Europe. Flying from Madrid round-trip usually costs around 650 Euros. Saudi Arabia Air through Berlin has tickets available for around 390 Euros return.

What is the capital city of Saudi Arabia?

Saudi Arabia’s capital is Riyadh, with a population of approximately 7.6 million people. Riyadh is the capital of Saudi Arabia and is located center of the country, north of Jeddah, and beside the Ad Diriyah old district.

Is Saudi Arabia a touristic country?

Saudi Arabia is one of the world’s most unknown countries regarding historical and cultural heritage. Being at the junction of different cultures, the country possesses a rich history that reflects the number of Saudi Arabia tourist attractions and monuments spread all over the nation’s massive size within its region.

Is it safe to travel to Saudi Arabia?

Yes, Saudi Arabia is very safe to travel to.

Most people have the wrong idea regarding whether Saudi Arabia is safe to travel to. Still, the reality doesn’t match the misleading news we often see on television, picturing Saudi Arabia as a violent country full of angry people.

People are extremely friendly and welcome tourists with open arms. Before deciding to travel to Saudi Arabia, you must open your mind, go out of your comfort zone, and embrace this fantastic destination. You will realize the country is “normal” just a few minutes after arrival.

The crime rate toward tourists doesn’t exist; consequently, the penal code provides harsh consequences to criminals. Saudi Arabia is one of the safest countries. A bright future awaits the Saudi Arabian tourist industry and its professionals.

Is Saudi Arabia safe for tourists? Definitely yes.

Also, if you’re wondering if Saudi Arabia tours for US citizens are safe, Saudi Arabian people are very welcoming and love people from all over the world. Early in their history, Saudi Arabians learned not to mix politics with personal relations and human interaction.

All women, including foreigners, don’t need to cover their heads with a piece of cloth and wear long, loose clothing in all public spaces. If you choose, you can use the scarf that should cover the neck and be worn as soon as you get off the plane in all public spaces.

Women in Saudi Arabia are part of all social activities. They work, study, have high-rank career positions, drive, go to restaurants and public cafes, etc. The legs can never be uncovered. However, be aware that long skirts, pants, jeans, and tracksuits are allowed.

Men can wear long pants and a t-shirt, but no shorts or tank tops.

You can choose how to dress considering the traditional values, and if you’re out of the big touristic centers.

How can tourists communicate with Saudi Arabian people?

The official language of Saudi Arabia is Arabic.

It is highly recommended to have specific knowledge of English. In large cities, the Saudi Arabian middle and upper class know English as it allows them to have more accessible contact with the rest of the world, making the trip much more accessible. Either way, all our tours include a full-time guide that will speak the language you understand so that you feel comfortable learning about the country’s culture, history, and traditions.

Best time to visit.

The best time to visit Saudi Arabia is during the winter (from November to February) when temperatures are around 22°C to 28°C and it’s comfortable enough to spend long periods of time outside. Saudi Arabia’s climate is classified as arid desert, so this means extremely hot summers (it’s not advisable to travel during this time).

Culture and customs

Saudi Arabia is a highly conservative country when it comes to social rules and there is an expectation for men and women to dress modestly like in the surrounding Middle Eastern countries. Saudi Arabia in general is influenced by Arab and Islamic culture with a core focus on faith, traditional roles and a family-orientated mindset.

Music and dance are a feature of everyday life, with traditional instruments played and dances performed at celebrations and cultural holiday festivities. Along with the thriving arts scene in Saudi Arabia, sport is huge throughout the kingdom with football (soccer) being the most popular.

History and government

Saudi Arabia shares a lot of its early history with much of the Arabian Peninsula, experiencing the rise of Islam in the 7 th century and the establishment of Muslim states in the 15 th century. However, due to its remote location and poverty, the country remained somewhat isolated from the general military and political trends from the 16th century onwards.

Fast forward to the 18 th century when the Saud dynasty (house of rulers in the 18 th and 19 th centuries) came into power, conquering much of Arabia until their defeat at the hands of the Ottoman Sultan and the Viceroy of Egypt in 1818. A second Saudi state was created by members of the Saud dynasty in 1824 but civil wars eventually ensued after succession disputes and the state fell out of Saudi hands until 1902. The kingdom of Saudi Arabia was royally decreed in 1932 and is still ruled by the monarchy, with a judicial system that's based on Islamic law (Shari'ah).

Eating and drinking

Saudi Arabian cuisine draws influences from surrounding Persian Gulf countries, but religion plays a role in culinary practices too. For instance, as per Islam, Muslims don’t eat pork or drink alcohol and other meats like lamb, beef and chicken has to be prepared in a specific way (halal).

But there are plenty of traditional meat dishes that locals love and that travellers to the country must try. Kebabs are big in Saudi Arabia and so is shwarma, both made with meat (such as chicken or lamb) that’s been roasted on a spit and served, either by itself or in pita bread as a sandwich.

Saudi Arabians also eat a lot of seafood, particularly fish and shrimp, so you’ll likely see dishes like machbous (rice with seafood) on most restaurant menus. Also be prepared to eat flat bread with every meal, followed by a selection of fruit (usually dates, watermelon and grapes) as dessert.

To wash it all down, locals love to drink coffee in the traditional Turkish way.

Geography and environment

Saudi Arabia is situated in Western Asia, bordering the Red Sea on the west, Yemen and Oman on the south, the United Arab Emirates and the Persian Gulf on the east and Iraq and Jordon on the north.

Its terrain is largely uninhabited sandy desert with frequent sand and dust storms. Saudi Arabia is rich in natural resources including petroleum, natural gas, iron ore, gold and cooper, and due to the production of these materials, the country experiences a range of environmental issues such as ground, water and air pollution, as well as extreme fossil fuel usage, deforestation and desertification.

If it’s shopping you’re after, you can’t go past two of Saudi Arabia’s biggest cities: Riyadh and Jeddah. Both cities have upscale shopping centres and department stores you can easily get lost in, as well as local markets full of traditional ingredients and souvenirs.

Popular shopping locations in Riyadh for both luxury lovers and families:

  • Centria Mall
  • Kingdom Centre
  • Al Nakheel Mall
  • Granada Mall
  • Souq Makkah

Popular shopping locations in Jeddah for both bargain hunters and electronic fiends:

  • Mall of Arabia
  • Read Sea Mall
  • Jeddah International Shopping Center
  • Al Balad district
  • Gabel Street Souq

Saudi Arabia travel FAQs

Do i need a covid-19 vaccine to join an intrepid trip.

Trips from 1 January 2023 onwards

From 1 January 2023, Intrepid will no longer require travellers to provide proof of vaccination against COVID-19 (excluding all Polar trips and select adventure cruises).

However, we continue to strongly recommend that all Intrepid travellers and leaders get vaccinated to protect themselves and others.

Specific proof of testing or vaccination may still be required by your destination or airline. Please ensure you check travel and entry requirements carefully.

Why is Intrepid launching a trip to Saudi Arabia now?

Saudi Arabia opened its doors to international tourism in 2019 and we know that many of our travellers are curious about visiting there. Our aim was to create a trip that would offer our customers unique and authentic experiences that have a positive impact on local communities, particularly women.

With their emphasis on local interaction and cultural insights, we felt Women’s Expeditions was our ideal first product in Saudi. We carried out firsthand research on the ground, including speaking to local people from all walks of life. As with all Women’s Expeditions, the trip creates opportunities for local female leaders and guides while also supporting women-owned and operated businesses across our supply chain.

Do I need a visa to travel to Saudi Arabia?

As a general rule, travellers will need to obtain a visa before arrival in Saudi Arabia. However, there are a range of nationals that can apply for an eVisa online to make the process as easy as possible, so you don’t need to spend time at embassy and consulate appointments. The visa application process will require you to provide information about your trip, return travel plans and accommodation details and might prompt you for bank account information and employment contracts.

Is tipping customary in Saudi Arabia?

Tipping is common in service-oriented businesses such as restaurants, hotels, and taxis, but it is not routine; but rather a way to show appreciation for good service. It is also not required if a service charge is already included in the bill. Saudis usually tip expatriate service people and individual services in hotels despite the overall service charge. Taxis and ride-hailing services such as Uber and Careem usually have a built-in tip option, but you can also tip in cash if you prefer.

Tipping guides, drivers and other tourism services providers is also common and it's a way to show appreciation for their services. It's worth noting that tipping in Saudi Arabia is a cultural and personal decision, and it's always a good idea to follow the local customs and traditions, and to tip in line with your budget and satisfaction with the service received.

What’s the internet access like in Saudi Arabia?

Internet access is widely available in Saudi Arabia, and the country has a well-developed infrastructure for telecommunications. The country's internet penetration rate is quite high and most people have access to high-speed 4G and 5G internet.

The government of Saudi Arabia regulates the internet, and there are some restrictions on access to certain websites and online content, such as those related to political dissent, pornography, gambling, and other sensitive topics. Social media platforms, such as Facebook, Twitter, and YouTube, are widely used in the country, but they are also subject to government censorship. WhatsApp is commonly used for chat but cannot be used for calls and video calls.

Will my mobile phone work in Saudi Arabia?

Mobile phone networks are widely available in Saudi Arabia and getting a local SIM card for your phone is relatively easy. Upon arrival, you can purchase a SIM card at the airport or at any of the mobile phone stores located in most major cities and towns. The process is straightforward and you will need to provide a passport or a valid ID to register your SIM card.

Can I drink the tap water in Saudi Arabia?

The water supply in the major cities and towns is treated and is safe to drink in theory, but because of older pipe-systems even many locals refrain from doing so. In some rural areas or remote regions, the water may not be treated and may not be safe to drink. It's also worth noting that in some places, the water may have a high mineral content, which can affect its taste and may not be suitable for everyone.

What is ATM access like in Saudi Arabia?

The country has a well-developed banking system, and ATMs are widely available in most cities and towns. You can find ATMs in banks, airports, shopping centres, and other public places.

Most ATMs accept international cards such as Visa, Mastercard, American Express, etc. However, it's always good to check with your bank if your card will work in Saudi Arabia, and also to inform them of your travel plans. You should also note that ATM withdrawal limits may vary depending on the bank and the type of card you are using.

It's also common to find that some ATMs have a limit per transaction, while others have a daily limit, so you may have to withdraw money in multiple transactions.

Are all credit cards accepted in Saudi Arabia?

You can use credit or debit cards, or even international credit cards in most of the shops, restaurants and hotels in Saudi Arabia, however, it's always good to check with the specific establishment if they accept foreign cards.

It's also worth noting that Saudi Arabia was, until recently, a cash-based society, and it's always good to have some cash on hand, especially when travelling to rural or remote areas of the country where access to ATMs and other banking services may be limited.

What are the toilets like in Saudi Arabia?

Western style bathrooms are found all across the country with the same amenities and facilities you’d expect elsewhere.

Is Saudi Arabia safe for female travellers?

It’s generally considered safe for female travellers to visit Saudi Arabia, whether solo or as part of a group as, o verall, the rate of crime in Saudi Arabia is low.

As with any destination, there are a few do’s and don’t’s that all travellers should follow, such as adhering to local laws, dressing appropriately in places of worship and respecting cultural traditions. However, women should behave and dress in a similar way to locals and stick to well-populated areas, especially when venturing out at nighttime.

Saudi Arabia’s judicial system is based on Islamic law (Shari'ah) and this may be different from what travellers’ are accustomed to in their own countries. Travellers should check their own country’s travel advisory for details, before travelling.

It's against the law to have sexual relations or live together outside of marriage.

Are there any local laws I should be aware of?

Saudi Arabia welcomes tourists – as with all destinations, travellers to the country should check their own country’s travel advisory for details, before travelling.

Saudi Arabia’s judicial system is based on Islamic law (Shari'ah) and this may be different from what travellers’ are accustomed to in their own countries.

In general, when it comes to Saudi Arabia's laws and social rules:

  • It is illegal to preach or publicly practice a religion other than Islam.
  • Refrain from questioning religious values or public morals.
  • Don't criticise the country, its royal family or practicing religion in public (including on social media).
  • Dress modestly in public.
  • Alcohol is prohibited in Saudi Arabia.

Same-sex relationships are illegal. Saudi Arabia does not recognise or allow same-sex marriages and rights.

What should I wear in Saudi Arabia?

Travellers should be aware of the socially conservative rules when it comes to the dress code in Saudi Arabia. It is no longer a legal requirement for women to cover their hair and wear an abaya (long sleeved robe) in Saudi, but w omen should still dress modestly when out and about (especially when visiting places of worship), covering their shoulders, chest and knees, as well as wearing any loose-fitting dresses or pants.

Due to the hot climate in Saudi Arabia, pack lightweight clothing like cotton and linen, so you're not uncomfortable when you're exploring during the day.

Is Saudi Arabia LGBTQIA+ friendly?

Unfortunately, LGBTQIA+ rights aren’t recognised in Saudi Arabia and a high degree of caution should be undertaken when travelling. Homosexuality remains illegal and carries a heavy penalty such as imprisonment and deportation.

Additionally, being transgender is not recognised in Saudi Arabia. You will not be able to enter Saudi Arabia if your passport shows 'X' in the gender field. Transgender people could also face difficulties with dress code and access to medical care.

Lena, our guide in Moscow was excellent. She was very knowledgable and could answer any question we had for her. We liked that she could pick up on our interests and take us places we might not have thought of to go. When we realized that one of the places we had chosen to see would probably not be that interesting to us, she was able to arrange entry to the Diamond Fund and the Armoury for us. Riding the Metro with Lena was a real adventure and a lot of fun. In Saint Petersburg we found Anna well versed in the history of the Tsars and in the Hermitage collection. Arkady in Veliky Novgorod was a very good guide and answered all of our questions with ease. Novgorod was perhaps a long way to go for a day trip, but we did enjoy it. Vasily was a great driver to have and kept us safe with good humour and skill. We enjoyed ourselves so much, my daughter says she is already planning to return. We would both have no hesistation to recommend ExpresstoRussia to anyone we know.

Just wanted to let you know that My grandson Bruno and I couldn´t have been more pleased with our week in Moscow (6/15 - 6/21). We were absolutely enchanted with the whole experience, including getting lost a couple of times in the Metro during our free time. Although both our guides (both Eleanas) were excellent, I would particularly commend the first one (she took us to the Tatiakov, the KGB tour, and to that beautiful cemetery where so many great Russian artists, authors, composers, musicians, militarists, and politicians are buried). Her knowledge is encyclopedic; and her understanding of today´s Russia as a product of its past was, for us, truly enlightening. I will be taking another tour in Russia, with my wife, within the next two or three years. I will be in touch with you when the time comes. Meanwhile, I will refer you to other potential visitors to Russia as I meet them.

Moscow Tours centering on Russian History

Moscow has a long and interesting history and has been the capital of Russia in many of its different iterations – capital of the Grand Duchy of Moscow , the Russian Empire and of course the Soviet Union (who could ever forget the Soviet Union?). Moscow, was founded in the 12th century by Prince Yuri Dolgaruki (Yuri of the long arms – he really did have long arms!). From that time on, it was home to the Russian Tsars until Peter the Great moved the capital to St. Petersburg in 1703. The city has survived invasions and sieges from the Mongols, the Tartars, the Poles, Lithuanians and Napoleon but has always persevered. Our Moscow tours will enlighten you on this great history and give you insights into Muscovites and their unique culture. Our Moscow tours show you what the city is like today but also brings to life the past. Moscow never seems to sleep and is bursting with energy. A Moscow tour with Express to Russia is truly the best way of getting to know Russia’s largest and most vibrant city.

Frequently Asked Questions From Our Travelers

What is the best time to visit moscow.

Any time of year is fine depending on what you plan to do. Summertime is pleasantly warm, ideal for exploring the city and its vibrant atmosphere, but Moscow will be much busier and accommodation is more expensive. Winter can be quite cold but beautiful nonetheless, and this is unproblematic if you intend to spend most of your trip in museums and galleries. There are also various festivals and events organised throughout the year. For more information about the best time to visit, read our guide

How many days are enough in Moscow?

If you plan your itinerary strategically and aren’t averse to a packed schedule, you can cover Moscow’s main sights over a long weekend. Most popular attractions are in the city centre, and the Moscow Metro allows you to cover much ground in a small amount of time. Ensure that your accommodation is fairly central and book tickets in advance, so that you can make the most of your days. For an informative and well-organised day out, check out our Moscow day tours with options to suit all interests.

Do they speak English in Moscow?

As Russia’s capital city, tourists are well accommodated in Moscow. There should be English-speaking staff in restaurants, bars, hotels, shops and attractions in tourist hotspots, and there are also English-speaking tourist police. Transport services have English translations on their maps and English announcements via intercom; alternatively, order taxis from the Yandex Taxi app (Russian Uber), though it’s unlikely that your taxi driver will speak English. If you get stuck and cannot communicate, it’s fine to use Google Translate.

Is it safe to travel to Moscow?

It is no less safe to travel to Moscow than to any European city if you exercise common sense and look after your belongings. As with every city some regions can be more unsavoury than others, but no tourist attractions are located there. The traffic in Moscow is notorious, so exercise caution when crossing roads. Do not take unlicensed taxis; book in advance or take public transport, which is widespread and perfectly safe. If you encounter any problems, look for the special tourist police who can help you. Rory McIlroy shifts stance on LIV Golf amid PGA Tour and Saudi investment talks

A head of a face-to-face meeting between the PGA Tour's top brass and the financial backers behind LIV Golf , Saudi Arabia's Public Investment Fund (PIF), Rory McIlroy has dropped some hints about the future landscape of men's pro golf.

The newly-created transaction committee, boasting names like McIlroy , Tiger Woods, Adam Scott, PGA Tour chief Jay Monahan . Player representative Joe Ogilvie, Fenway Sports owner John Henry , and PGA Tour Enterprises' own Joe Gorder, have also been in regular conversations with PIF leaders for the past month.

While McIlroy toyed with the idea of jetting to the Big Apple during Memorial Tournament meeting, he has decided to dial in from afar instead. And he will do so with his hopes of a win at Muirfield still in good shape as he sits at three-under-par after his second round.

The Northern Irishman, while speaking to Sports Illustrated, made it clear that LIV Golf will not be hitting the brakes anytime soon when it comes to its development. The 35-year-old superstar envisioned a scenario where the deep-pocketed Saudi circuit and the PGA Tour might just find a way to play nice."I certainly don't see in the next couple of years LIV slowing down," McIlroy remarked.

"They're buying office space in New York. They have over 200 employees. I don't see a world where - and I haven't heard any of those guys say that they don't want to play over there either, right? You've got guys who are on contracts until 2028, 2029."

"Looking a few years down the line, LIV is going to continue to sort of keep going down its path. But hopefully with maybe more of a collaboration or an understanding between the tours. Maybe there is some cross-pollination there where players can start to play on both. I guess that will all be talked about in the coming weeks."

Follow us on X for the best and latest in sports news

Regarding his role in Friday's meeting, McIlroy made it clear that he would be stepping back and letting others handle the "big boy stuff".

"There's going to be people in that room on the PGA Tour side who are going to take the lead," he continued. "And it's not going to be Adam, Tiger or I. That's going to be Jay, Joe Gorder, Joe Ogilvie, John Henry.

"It's going to be the business guys. We're there to maybe give a perspective from a player's point of view. This is a negotiation about an investment in the PGA Tour Enterprises, this is big boy stuff. And I'll certainly be doing more listening than I will be doing talking."

McIlroy's remarks come exactly one year after the PGA Tour and PIF reached a preliminary agreement, which appeared to signal the reunification of men's golf. However, a year later, talks between the two parties have slowed down with no resolution in sight.

McIlroy, who was once a vocal opponent of the LIV Golf series, has recently revealed a shift in his perspective. "My stance on some of the LIV stuff has softened," he admitted. He acknowledged the freedom players have, noting, "They're contracted to play 14 events, but the other 38 weeks of the year you're free to do what you want."

He also touched upon the logistical challenges faced by the sport: "The only thing is there are so many tours and so many golf tournaments. There are only a certain amount of weeks in the year. That's the complicated part. Trying to figure out which tournaments go where, when do we play them, how many players, what players."

McIlroy described a future of men's golf in which the PGA Tour and LIV Golf could cooperate

PGA Tour, LIV Golf merger creates even bigger 'monopoly,' but at what price?

Liv golf had sued the pga tour and accused it of being a monopoly. now that they're merging, isn't that an even bigger monopoly.

tours in ksa

Editor's note: For the latest on the LIV Golf and PGA Tour merger,  follow USA TODAY Sports' live updates here.

Something seems awfully ironic about this big new merger between the PGA Tour and LIV Golf.

When LIV Golf and several pro golfers sued the PGA Tour last year for alleged antitrust violations, their attorneys used the word “monopoly” in their complaint against the PGA Tour 44 times in 118 pages.

“Elite Professional Golf Has Stagnated Under the PGA Tour’s Monopoly,” said the amended complaint on Page 22.

The lawsuit describes alleged abuses by the Tour as a “monopoly power,” saying the tour engaged in the “unlawful monopolization of the market for the promotion of elite professional golf events.”

“The Tour’s actions are transparently anticompetitive, as they are aimed purely at kneecapping competition from LIV Golf before it can get off the ground and threaten the Tour’s monopoly,” the complaint states.

But now that litigation is being resolved by merging the two leagues into an even bigger possible “monopolization of the market for the promotion of elite professional golf events.”

Can they do that? And what does that mean for the game?

In some ways, pro sports fans in America have seen this movie before, such as when the American Football League and the NFL merged after an expensive bidding war for players and then permission from the government amid antitrust concerns.

This is different, said Marc Edelman, law professor and antitrust expert at Baruch College. The NFL needed an act of Congress before it merged.

“It’s going to be very hard after LIV Golf has spent a year litigating and claiming the PGA Tour is a monopoly to then turn around and claim their merger with the PGA Tour would not substantially lessen competition in a relevant market,” Edelman said by phone Tuesday.

Much of it could depend on the details of the deal, which haven’t been revealed. In the meantime, USA TODAY Sports consulted with legal experts about how the Saudi Arabia-backed LIV Golf league resolved its complaints of a U.S. monopoly by creating an even bigger global combination with more power and money than ever.

Isn’t this just another monopoly?

It depends. And it’s really up to the U.S. government to decide if it’s legal. The U.S. Department of Justice already had been looking into possible anticompetitive practices of the PGA Tour after it tried to fend off LIV Golf as a rival league and punish players for joining it.

“The PGA-LIV merger is another in a long line of successful efforts by entrenched monopoly organizers of sporting competitions to maintain their dominance through predatory behavior directed toward rivals, followed by swallowing them up,” said Steve Ross, a law professor at Penn State and former attorney with the DOJ and Federal Trade Commission. “From the point of view of law and economics, (PGA Tour commissioner) Jay Monahan is no different than John D. Rockefeller, putting independent gas stations out of business and then folding them into Standard Oil.”

The DOJ declined comment Tuesday. Ross said in an e-mail to USA TODAY Sports that he hoped the DOJ’s antitrust division would review the merger agreement to determine if consumers would be better or worse off because of the arrangement.

“Certainly, allowing all the best golfers to participate at major events is responsive to consumer preference, which the Supreme Court has stated is the 'hallmark' of antitrust,” Ross said. “We can fully assess the overall competitive effect of the merger only after examining the details of the agreement.”

How will it affect the product?

Without viable competition, monopolies theoretically can raise prices for consumers, underpay their labor and not care about customer complaints.

In this case, the new golf entity would “dominate the market for men's professional golf,” said Mark Conrad, director of the sports business concentration and associate professor of law and ethics at Fordham. “No doubt.”

How that domination is exercised is the question. Not surprisingly, Monahan described it as a positive for the PGA Tour “to take the competitor off of the board” after being driven into an expensive competition and legal battle by LIV Golf.

“The concept here is one entity controlling what’s there – fees, sponsorships, admission tickets,” said Martin Edel, co-chair of the Sports Law Practice of Goulston & Storrs in New York. “That’s more controllable (with the merger) and less subject to competition.”

On one hand, a new gusher of money for golf arguably will lift the sport and its players. Elite pro golf will benefit from a massive influx of resources, courtesy of the oil-rich Saudis, whose record on human rights still will continue to taint the relationship . That investment could enhance the game with more innovation, bigger purses and promotion of the game around the world.

What about players?

On the other hand, LIV no longer needs to throw seemingly unlimited money at top golfers to get them to defect from the PGA Tour. Phil Mickelson got his $200 million from LIV just in time .

“The brief period of free agency that golfers had is now gone,” longtime athlete agent Leigh Steinberg told USA TODAY Sports Tuesday. “From the standpoint of representing a golfer on the PGA Tour, that golfer has had options and choices, and that golfer had the competitive bidding between two different tours, one which had very deep pockets. That was a brief period of freedom.”

But nobody’s going to go broke in his merger. By pouring money into the sport, the Saudis could enhance the visibility of golfers globally, further boosting their potential earning power from endorsements.

“A rising tide is going to help all of golfers,” Steinberg said. “On the other hand, the chance to break the monopoly power of the PGA is gone.”

What about that antitrust litigation?

The PGA Tour said the announcement of the merger Tuesday would be followed by a “mutually agreed end to all pending litigation between the participating parties.”

That’s disappointing to Ross at Penn State as an antitrust professor.

“The settlement of litigation precludes a clear holding that dominant competition organizers cannot harm their fans in the short run by degrading their own product in order to exclude others, as the PGA sought to do,” Ross said in his e-mail. “If not for Saudi wealth, the innovative LIV concept likely would have folded.  Consumers and sponsors of top-rated PGA events were deprived of top stars like Dustin Johnson and Cameron Smith, it seems to me, primarily to quash LIV.”

This kind of anticompetitive behavior is bad for fans, he said, because the fear of predatory behavior by the monopoly power can suppress innovation by smaller competitors.

“For years, industry leaders like Tiger Woods have complained that the PGA was not deploying its commercial assets in an optimal manner,” Ross said. “Only after LIV’s entry did the PGA respond in a significant way.”

Will it become the NFL of golf?

Other pro sports leagues have merged with upstart competitors and survived antitrust issues. The NFL did with the AFL. The NBA did with the American Basketball Association.

Both leagues are now corporate giants with huge followings, highly paid players and regular complaints from customers about the high price of tickets and cable viewership .

“It’s very rare for a governmental entity to go after a league or a tour claiming it has violated antitrust laws, principally because sports involves a degree of cooperation (between franchises), in order to create a better competitive environment,” Edel said.

Major League Baseball still enjoys an antitrust exemption, for example.

At the same time, Edel notes the Biden Administration is taking a “much more aggressive approach” with antitrust laws. The involvement of the Saudis adds political considerations to the mix, too.

The merger faces a “very uphill battle” to gain approval from the government, Edelman of Baruch College said. “The statements that have been made by LIV Golf for an extended period of time contending that the PGA Tour operated as a monopoly will prove to be very possibly a statement against interests.”

Tennis Briefing: Kasatkina ‘assurances’ on Saudi Arabia, Alcaraz defies injury

Tennis Briefing: Kasatkina ‘assurances’ on Saudi Arabia, Alcaraz defies injury

Welcome to the Monday Tennis Briefing, where The Athletic  will explain the story behind the stories from the last week on court.

This week, the coveted Masters 1000 in Madrid ran its first week and the stories on court were matched by the drama off it, as t he Grand Slams and tennis tours continue their beauty pageant for the future of the sport .

If you’d like more tennis coverage, please click here .

Can ‘assurances’ on player safety in Saudi Arabia ever be enough?

Daria Kasatkina, the highest ranked openly gay player in women’s tennis, was asked Sunday how she felt about the WTA opting to hold its Tour Finals for the next three years in Saudi Arabia, a country, where homosexuality is a crime that can be punished by death.

Only the top eight players qualify for the Tour Finals. Kasatkina is currently world No 11.

“Look, if I qualify, it means that I’m top eight in the world,” Kasatkina said after advancing to the round of 16 in Madrid. “It’s great news for me.”

tours in ksa

Then she took a deep breath. “We see that the Saudis, now they are very into the sport. They want to develop the sport, and as long as it gives the opportunity to the people there and the young kids and the women, too, you know, we see that sport  and specifically tennis, it’s actually so close so that they can watch it. They can play, they can participate in this, I think it’s great.”

Asked how she thinks the environment would be for gay players and those in same sex relationships as she is, and whether she has received assurances about being able to perhaps, share a room with a partner, Ksatkina once more paused pensively.“I’ve been given assurances that I’m going to be fine,” she said.

Does it matter if Aryna Sabalenka wants to watch men’s tennis?

Sabalenka caused a bit of a stir last week when she told a Spanish media outlet that she doesn’t watch much women’s tennis and prefers the men’s game, saying it was more interesting. That wasn’t the kind of buzz the women’s tour is looking for from its top players.

Sabalenka clarified those comments after winning her first match in Madrid, explaining that sitting down to watch her opponents isn’t how she prefers to spend her free time.

“I play against all of them, and I just want to change the picture, and because I watch lots of women’s tennis before I go to the match, I watch my opponents, I watch lots of women’s tennis,” she said. “It’s not like I don’t like it or I try to offend what I do. I was trying to say that because I’m playing there and it’s too much for me, I’m trying to watch men’s tennis. It’s more fun than watching probably my future opponents in the tournament.”

A perfectly understandable explanation. Tennis, and watching it, is work for the top players in the world, men and women. Baseball players don’t watch much baseball in their free time.

(Full disclosure, this can be true for tennis writers, as well.)

It’s a sensitive topic around the tour, especially because it wasn’t long ago that Amelie Mauresmo, the French Open tournament director and a former world No 1, described men’s tennis as more appealing to justify her decision to let men dominate the tournament’s nightly featured match.

tours in ksa

Women have enough of a problem with men degrading their sport. Fairly or unfairly — probably the latter — that forces them to be extra careful when talking about their favorite versions of the sport. No one gets on Daniil Medvedev or any other male player when they fess up to not watching their sport unless they are in the middle of a tournament.

Listening to women: The slow rise of female tennis coaches

Has an arm injury actually helped Carlos Alcaraz?

Few things worry the tennis world more than the health and wellbeing of Carlos Alcaraz . His magical play and dynamic style have captivated tennis fans and the rest of the sports-consuming public. He is one of those players who comes along not so often and transcends the game, providing an opportunity for tennis to break through the morass.

He also gets hurt a lot, and has missed some medium-sized chunks of his early seasons as a professional that have cost him a chance to play in important tournaments — the ATP Tour Finals in 2022 and the Australian Open in 2023 top that list.

go-deeper

Carlos Alcaraz is making magic again. Watch out.

So it was a little alarming when Alcaraz pulled out of Monte Carlo and Barcelona this month with an injury to his forearm. Competing in Madrid was touch-and-go until his final practice the day before his first match, which he played wearing a sleeve. His performance, a near-flawless 6-2, 6-1 win over Alexander Shevchenko of Kazakhstan, eased a lot of worries, but it also showcased another side of Alcaraz, who said he never went for broke on his cannon forehand to protect his arm.

“I hit it softer than I used to, but it helped me stay relaxed,” he said. “I think more.”

The data (below) shows that Alcaraz is hitting it softer (a three-mile-per-hour difference might not seem like much, but over 78 feet, it’s a lot) and with “less quality,” but he’s still winning.

Far be it for anyone to criticize the play of a two-time Grand Slam champion at 20 years old, but if there has been a weak spot for Alcaraz, it’s his tendency to sometimes play shots rather than points — especially when under pressure — and put together a highlight reel rather than simply win by playing solid, unspectacular tennis. If there is a silver lining to this latest injury, it could be that it forces Alcaraz to become a more restrained but more effective player, still with plenty of highlights to boot.

Two bagels for you Coco, you go Coco!

Coco Gauff has done many impressive things in her tennis career, but the so-called ‘double-bagels’ are generally not her thing. She’s come close before, most recently last year in the WTA Finals against a hobbled Ons Jabeur. With Gauff, though, there’s usually a time in every match when the forehand gets wobbly or the serve goes on the skids.

Then came Madrid, and an opening-round match against Arantxa Rus of the Netherlands. Fifty-one minutes and a 51-18 point differential later, and Gauff had her first double-bagel. In her second match, against Dayana Yastremska, Gauff sprinted to a 4-0 lead and looked like she might get three in a row, but settled for a 6-4, 6-1. Breadsticks are good fuel, too.

tours in ksa

Gauff is as good an athlete as there is in the game and can play all night if she needs to, but every player likes to be as clinical as she can be wherever possible. If Gauff can figure out how to do that, especially in the early rounds of tournaments, the rest of the field better watch out.

Is the Billie Jean King Cup and Davis Cup crossover a good idea?

Legend of the sport Billie Jean King has long wanted a “Tennis World Cup ” — and now she’s got it… sort of.

The International Tennis Federation (ITF) this week announced changes to the schedule and format of the annual event, creating a week of cross-over between the BJK Cup and the men’s equivalent, the Davis Cup, with the second semi-final and final of the women’s tournament overlapping the first two days of the men’s tournament in late November this year.

The women’s tournament has also moved to emulate the knock-out structure of its counterpart, replacing a round-robin finals with a straight shoot-out between eight of the final twelve teams. The four seeded nations — who, on current form, would be the Czech Republic and Australia, alongside 2023 winners and runners-up Canada and Italy — will receive a bye straight to the quarter-finals.

Rune and Navone have Madrid on strings

If Medvedev’s destiny is in his strings , then Holger Rune’s might be missing a weave.

During his unnecessarily up-and-down victory over rising Argentinian Mariano Navone, he came over to the umpire at 5-3 in his favor (although, a few minutes previously, it was 5-1).

“The tournament is trying to cheat me,” he said. “They missed a string on my racket.” He then pushed away a camera before repeating his complaint. It looked more like a cross-string had been mis-weaved, rather than missing an entire line.

Rune had been 5-6, 15-30 down on Navone’s serve in the second set, on the verge of exiting the tournament, before Navone tightened up to hit two yomping double faults and a backhand error that barely landed in the tramlines to give up a tiebreak. Rune surged away with it, and the next six games to go 5-1, but the racket incident destabilised him completely and he ended up needing five match points before prevailing 6-4 in a final service game that swung like a pendulum.

Stringing Navone along, perhaps.

Rory McIlroy Doesn't See LIV Golf 'Slowing Down' But Meetings Continue to Try to Unify

Bob harig | jun 6, 2024.

Rory McIlroy will join a meeting Friday remotely with LIV Golf's backer, as he's playing in the Memorial Tournament.

DUBLIN, Ohio — Rory McIlroy considered heading to New York following the second round of the Memorial Tournament on Friday but will instead take part via video conference in the first in-person meeting of the PGA Tour’s transaction committee and the Public Investment Fund of Saudi Arabia.

Saying that players Tiger Woods, Adam Scott and himself will be more in the background because “this is big boy stuff,” McIlroy said it is about the PIF—which backs LIV Golf—and a possible investment in PGA Tour Enterprises and what that could mean for the future of the men’s professional game.

And as part of that, McIlroy believes that LIV Golf will continue to operate, regardless of how a deal might look.

“I certainly don’t see in the next couple of years LIV slowing down,” McIlroy told a small group of reporters following an opening-round 70 at Muirfield Village Golf Club. “They’re buying office space in New York. They have over 200 employees. I don’t see a world where—and I haven’t heard any of those guys say that they don’t want to play over there either, right? You’ve got guys who are on contracts until 2028, 2029.

“Looking a few years down the line, LIV is going to continue to sort of keep going down its path. But hopefully with maybe more of a collaboration or an understanding between the tours. Maybe there is some cross-pollenation there where players can start to play on both. I guess that will all be talked about in the coming weeks.”

McIlroy along with Woods and Scott were named last month to a “transaction committee” that is to deal directly with the PIF as part of a plan to get investment in the new PGA Enterprises and bring peace to the game.

The others on the committee are PGA Tour commissioner Jay Monahan; former Tour player and board liaison Joe Ogilvie; Joe Gorder, who is an executive with Valero Energy and the chairman of PGA Tour Enterprises; and John Henry, a principal with Fenway Sports Group and part of the Strategic Sports Group, which earlier this year invested $1.5 billion in PGA Tour Enterprises .

The group is meeting in New York on Friday afternoon with the PIF, including its governor, Yasir Al-Rumayyan.

McIlroy said the transaction committee has met a few times amongst themselves and every Monday, Wednesday and Friday with representatives of the PIF for the last few weeks.

It’s been a year since the “framework agreement” was announced, with no deal made and plenty of conjecture back and forth. The SSG commitment stalled talks with the PIF, but seemingly have resumed with plenty of ground to cover.

“There’s going to be people in that room on the PGA Tour side who are going to take the lead,” McIlroy said. “And it’s not going to be Adam, Tiger or I. That’s going to be Jay, Joe Gorder, Joe Ogilvie, John Henry. It’s going to be the business guys. We’re there to maybe give a perspective from a player’s point of view.

“This is a negotiation about an investment in the PGA Tour Enterprises, this is big boy stuff. And I’ll certainly be doing more listening than I will be doing talking.”

McIlroy said it is unknown at this point what PIF’s role might be going forward.

“I think depending on what the DOJ (the U.S. Department of Justice) allows, it might have to be a very passive investment,” McIlroy said. “I don’t know what’s in their head. I don’t know if that is something that they are willing to do. We’ll find out.”

McIlroy added: “There’s a lot of stuff that goes beyond my knowledge and expertise in terms of the investment side of things. And certainly the regulatory side of things as well. We’re on this transaction committee to sort of give a perspective from a player. But that’s going to be a conversation between SSG and the executives of the Tour.”

Asked if he believes the PIF—which was attempting to get into golf long before LIV Golf was launched—is looking at PGA Tour Enterprises as something aside from its LIV investment, McIlroy said:

“First and foremost, Yasir is the governor of the PIF and the chairman of Aramco (Saudi Arabia’s lucrative oil company). Those are the two titles that he holds. His biggest thing is making returns on his investments and to do good by the Kingdom. That’s his whole purpose in what he is doing. If he thinks that investing in PGA Tour Enterprises is a good investment and he can make return on his money and also get a seat at the table, as it were, he may see that as a win.”

McIlroy noted that collaboration going forward is tricky. The DOJ rejected original language in the framework agreement which said LIV Golf could not poach players from the PGA Tour. “It was anti-competitive; antitrust,” McIlroy said.

That, and so many other things, make for a complicated situation, he said.

“My stance on some of the LIV stuff has softened,” McIlroy said. “They’re contracted to play 14 events, but the other 38 weeks of the year you’re free to do what you want.

“The only thing is there are so many tours and so many golf tournaments.  There are only a certain amount of weeks in the year. That’s the complicated part. Trying to figure out which tournaments go where, when do we play them, how many players, what players.”

This is the first time that Al-Rumayyan is meeting with any of the players such as Woods and Scott since he joined them and the PGA Tour Policy Board meeting in the Bahamas in March .

PGA, Saudi-backed LIV in 'active discussions' one year after announcing proposed deal that rocked golf world

A PGA Tour logo

The PGA Tour and the Saudi-backed LIV Golf have been in active discussions, according to a person familiar with the matter, one year after the two entities stunned the world and announced on CNBC that they had  agreed in principle  to join forces.

The talks between the tour and the Saudi Public Investment Fund, which backs LIV Golf, are “extremely active,” the person said.

The newly created seven-person PGA Tour transaction committee — which includes professional golfers Rory McIlroy and Tiger Woods, as well as Fenway Sports Group Founder John Henry — and PIF representatives have been meeting in person and remotely every Monday, Wednesday and Friday over the past month, the person added.

The group will meet in person in New York on Friday, except for McIlroy, who will join remotely.

A PGA Tour representative declined to comment. Representatives for LIV and PIF didn’t respond.

When PGA Commissioner Jay Monahan and Saudi PIF Governor Yasir Al-Rumayyan announced the proposed combination on CNBC last June, it surprised many after a bitter legal feud between the two competing leagues.

The proposed deal deadline, originally set for Dec. 31, 2023, was  extended . The tour has also since agreed to let U.S. investors enter the mix.

The deal hasn’t been finalized. But the sides have exchanged term sheets, and they have mostly agreed upon the financial part of the agreement, the person familiar said, with the Saudis and the consortium of investors agreeing to kick in another $1.5 billion each to the tour. The deal will reportedly be structured similar to their deal with  the Strategic Sports Group , a consortium of investors. The sides are now focusing on product-related decisions involving players, schedules, tournaments and media rights, the person added.

The 16th tee during a practice round prior to the LIV Golf Invitational - Jeddah on Oct. 11, 2022 in King Abdullah Economic City, Saudi Arabia.

The discussions don’t mean a deal is imminent, but the pace of the process has picked up as Al-Rumayyan sometimes attends the weekly meetings, the person said.

The New York Times’ DealBook earlier  reported  on the discussions.

Over the course of the year, the tour has tried to become more appealing to players and prevent defectors to rival LIV by rewarding them for their loyalty to the organization. The tour increased prize money at tournaments and created  PGA Tour Enterprises , a new commercial venture that will dole out over $1.5 billion in equity to players.

“By making PGA TOUR members owners of their league, we strengthen the collective investment of our players in the success of the PGA TOUR,” Monahan said at the time.

In late January, the tour announced new capital from a group of  high-profile investors  led by Fenway Sports Group. The SSG is injecting $1.5 billion into the tour, and has committed another $1.5 billion if a deal with the Saudis reaches completion.

In May, the tour’s Jimmy Dunne, who was considered one of the architects of the deal, abruptly resigned from his position, expressing his frustration with the lack of progress.

A source said that when Dunne was not included on the  enterprise board , he became frustrated and felt like he was no longer needed.

Before the leagues said they would join forces last June, PIF had been luring PGA Tour golfers, including star Phil Mickelson, to LIV with deals worth hundreds of millions of dollars.

Since then, the drawn out and tumultuous deal process has sparked backlash from players, consumers and  American lawmakers  — who have also probed and questioned PGA Tour executives. If the merger is completed, it could dramatically change the landscape of professional golf.

After LIV lured players from the Tour with big-money deals, Monahan had said the tour looked at golf “on a global basis” and determined the merger would benefit the sport.

Many critics have accused LIV, which was launched in 2022, of “sportswashing,” or spreading influence through sports in an effort to draw attention away from Saudi human rights violations.

After clear lines were drawn, players expressed frustration about the proposed deal, leading the tour to increase financial incentives for golfers.

Analysis: A year after PGA Tour’s surprise deal with Saudis, still no clarity on where golf is going

DUBLIN, Ohio (AP) — PGA champion Xander Schauffele was on the 10th tee at Muirfield Village for a late Monday afternoon practice round to start the week of the Memorial. Just the sight of him was enough to bring back memories of golf then and now.

So much has changed. So little is known. And there’s still no clarity where golf is headed and how to repair such a splintered sport created by Saudi money and a secret deal .

It was a year ago at the Memorial that Schauffele was playing nine holes of the Wednesday pro-am, starting on the 10th tee. Two of his amateur partners that day were PGA Tour board members — Ed Herlihy, the board chairman, and Jimmy Dunne.

Unbeknownst to Schauffele — unbeknownst to every PGA Tour player — was that Dunne and Herlihy, along with PGA Tour Commissioner Jay Monahan, had been secretly meeting with the Public Investment Fund of Saudi Arabia , the financial backers of the rival LIV Golf circuit that already had lured away some of golf’s biggest names with guaranteed riches.

The pro-am was on May 31. The famous “framework agreement” for a commercial deal among the PGA Tour, PIF and the European tour had been signed on May 30.

Most curious was when Herlihy saw a familiar face and suggested a phone call in the near future because “we have a lot of good things coming.”

It wasn’t until six days later that Monahan and Yasir Al-Rumayyan, the PIF governor, appeared on CNBC to announce that former enemies were now in business together . It remains one of the most stunning developments in golf — not just making the deal with the Saudis, but keeping the entire membership (and the majority of the PGA Tour board) in the dark.

That was June 6, 2023. It’s rare in golf for anything to be identified by a date.

Monahan flew from New York to the Canadian Open for a player meeting later that day and was blistered by players who wanted answers.

A year later, does anyone have them?

For all the moving parts — and there have been plenty — what often gets overlooked is one important aspect to the framework agreement. While it was never finalized by the end of 2023, the stated deadline, it did away with the antitrust lawsuit by PIF-funded LIV and the countersuit by the PGA Tour. The tour already was said to have spent close to $50 million in legal fees.

The rest of the road forward has trudged uphill (still no commercial deal with PIF).

And it has moved quickly and quirkily.

Tiger Woods was appointed to the board with no term limits. Rory McIlroy resigned from the board and then was put back into play as a non-voting member of a negotiating committee , but only after a failed attempt for him to replace Webb Simpson .

From the business side, Randall Stephenson of AT&T resigned from the board abruptly last summer over the proposed deal with the Saudis. In the last month alone, Dunne and board member Mark Flaherty resigned.

It’s a lot easier to keep track of birdies and bogeys.

There were two Senate hearings. The agreement got the attention of the Justice Department, which led to both sides in July doing away with an anti-poaching clause in the agreement. Four months later, Jon Rahm was on his way to LIV .

The new for-profit company known as PGA Tour Enterprises received interest from private equity, and the tour narrowed its list of suitors to Strategic Sports Group by the end of the year. SSG, a group of North American pro sports owners led by Fenway Sports Group, announced a $1.5 billion investment that could be twice that much.

The tour is still negotiating for PIF to become a minority investor, but it took until March before players on the PGA Tour Enterprises board even met with Al-Rumayyan .

Jordan Spieth is on the board. He replaced McIlroy, who resigned in November. Spieth said two weeks ago that any suggestions that negotiations are “in a bad place and are moving slowly” are not true.

“I think ultimately we’ll end up in a place where professional golf is maybe the best that it’s ever been. I think both sides believe that,” he said at Colonial.

Still no details. No clear road map.

It was Spieth who said in late January that with SSG as an investor, he didn’t think a deal was needed with PIF except for unification in the sport. That put him at odds with McIlroy, who wants desperately for golf’s best players to be brought back together more than four times a year at the majors.

There even is friction inside the PGA Tour — lingering bad feelings toward Monahan for going behind the players’ backs, and even which players were worth how much under a first-of-its-kind program that distributed $930 million in equity shares .

Perhaps the biggest change from a year ago is players now have a majority voice on the board. The argument has always been that while it’s their tour, the players are more skilled with a 4-iron than running a business valued to be worth upward of $10 billion.

But the bigger question is what exactly do they want? Where is golf headed, and how does it get put back together?

Schauffele made the biggest putt of his life to win the PGA Championship by one shot over Bryson DeChambeau, who reminded golf fans what they’ve been missing. He’s an entertainer. Brooks Koepka won the PGA Championship last year and was put on the Ryder Cup team with 11 players who stayed loyal to the PGA Tour.

Koepka, DeChambeau, Rahm, Phil Mickelson and Dustin Johnson are still only available to watch on CW, the app or the network.

They are in Houston this week if anyone was wondering.

One year later, why haven’t PGA Tour and the Saudis completed a deal?

Despite a year of talks between the PGA Tour and the Saudis, the future of professional golf is hardly any clearer.

With virtually no warning of the pending earthquake, the golf world tuned in for the shocking sight of two combatants seated amicably side-by-side in a New York cable news studio.

“I think today is a historical day for the PGA Tour and the game of golf,” PGA Tour Commissioner Jay Monahan declared at the outset of a CNBC interview June 6, 2023. “… What we’re talking about today is coming together to unify the game of golf.”

Vague details unspooled about the pending partnership between the tour and Saudi Arabia’s Public Investment Fund, which had launched the rival LIV Golf operation, before the CNBC host asked PIF governor Yasir Al-Rumayyan , “How much more time to get to the definitive agreement?”

“I think it’s a matter of weeks,” he said.

One year later, professional golf is still bitterly divided. Television ratings many weeks are down. There has been no merger and no partnership. The PGA Tour and LIV Golf continue to operate independently. The best players on the planet get together just four times per year . And there has been no infusion of Saudi oil money to help reshape or bolster the PGA Tour.

That announcement was supposed to be a monumental day for the sport . Instead of providing closure to a tumultuous chapter, it bred more chaos and questions.

The deal is not dead, according to people close to the situation, who spoke on the condition of anonymity to be candid about the negotiations, and Monahan and Al-Rumayyan have been in regular contact in recent weeks. The two were scheduled to meet Friday in New York to continue talks, according to one person familiar with the plans. The New York Times first reported the pending meeting and said it will include Tiger Woods and Rory McIlroy.

But while the sides continue to talk, no one seems certain whether they will be able to iron out the wrinkles — or whether a deal would ultimately return professional golf to solid footing.

“Obviously, a year later you would have thought we had a bit more clarity on that,” Canadian golfer Mackenzie Hughes said last week. “There’s not really much there. I think eventually when we get through this situation, I think golf will be in a great spot still. But there’s a lot of hurdles to get over right now.”

While neither PGA Tour nor PIF officials would publicly comment on where things stand one year later, several people familiar with the talks say meaningful progress is still being made. But it is clear the controversial pact was more complicated than anyone anticipated, with many of the same questions and hurdles that Monahan and Al-Rumayyan sidestepped last year still looming.

What is taking so long?

Following the initial announcement, talks were instantly delayed by a congressional inquiry and the specter of a Justice Department investigation. Plus, the PGA Tour had to do cleanup with its members, who were incensed at being kept in the dark, and Monahan took medical leave for five weeks to deal with anxiety related to the situation.

Talks were slow to heat up, and when LIV poached star Jon Rahm in December, relations between the sides appeared frayed. Even with a Dec. 31 deadline, there was little meaningful progress. They agreed to keep negotiating past that deadline as PGA Tour players took on more control, installing Woods on the tour’s influential policy board.

But Woods and the other player directors didn’t meet face-to-face with Al-Rumayyan until March, when the sides convened in the Bahamas. Woods and Al-Rumayyan played a round of golf together, and Woods later called it “a very positive meeting.”

Following a minority investment of at least $1.5 billion from a consortium of pro sports owners , the tour formally created a new entity to oversee its commercial interests — PGA Tour Enterprises — and that company’s board formed a subcommittee to negotiate with the PIF.

The new entity effectively sidelined some of the early negotiators, including policy board member Jimmy Dunne, who first reached out to Al-Rumayyan in 2023 and helped broker the initial framework agreement. After he was left off the new company’s board and the negotiating subcommittee, Dunne stepped down from the tour’s policy board last month, saying in his resignation letter that “no meaningful progress has been made toward a transaction with the PIF.”

But others say work is being done behind the scenes, even if the steps are slow and deliberate. In the past couple of months, the sides have shared pitch decks and exchanged term sheets of what a final deal might look like, according to two people familiar with the talks.

“Things are actually moving positively from both sides,” Jordan Spieth, a member of the PGA Tour Enterprises board, said recently. “… From what I do know, it’s cordial, there’s open dialogue, and it’s moving along at the pace that it’s moving along. And anything else that’s said about it is just, I just know to be false. So I’m very optimistic.”

What are the hurdles?

The sides are largely discussing the same issues they promised to solve a year ago. The tour’s membership has not always been unified on the best course of action or even what an acceptable resolution would be.

“I think there’s a lot of things people don’t realize that need to occur for things to go back together, for everyone to sort of shake hands and move along,” PGA Tour golfer Xander Schauffele said this week.

The PGA Tour wants to settle on a financially viable path while expanding its reach. But it doesn’t yet know how it would welcome LIV golfers back into PGA Tour events. The PIF, meanwhile, always sought a seat at the table, but it’s not keen to simply write a blank check; Saudi officials expect a return on any investment.

The tour doesn’t plan to use new money on tournament purses or to bolster existing operations; it is trying to identify sources of revenue and expansion, which could include purchasing new properties, leveraging media rights or delving into untapped markets.

The Saudis haven’t always shown the same sense of urgency at the negotiating table. They aren’t eager to give up on LIV altogether, and the tour doesn’t want to compete head-to-head with a deep-pocketed rival. But both sides are interested in growing the game globally and finding ways the PGA Tour can coexist with a complementary circuit, probably one that is team-based, is internationally focused and has a competition calendar that doesn’t conflict with tour events.

Even if they can sort through that, the Justice Department could still have final say on whether any deal passes muster and doesn’t violate federal antitrust laws.

Who is at the negotiating table?

The June 6 announcement resulted in no shortage of mistrust and division among the PGA Tour ranks. Monahan survived the tumult, but the balance of power shifted.

McIlroy, the face of the tour’s battle before June 6, resigned from the tour’s policy board in November. An effort to return him to the board was scuttled last month, with McIlroy saying, “There was a subset of people on the board that were maybe uncomfortable with me coming back.”

He was ultimately included on the negotiating subcommittee but clearly has some different ideas than Woods and Patrick Cantlay, another influential member of the PGA Tour Enterprises board.

“It’s good to see it differently,” Woods said during the PGA Championship last month, “but collectively as a whole we want to see whatever’s best for all the players, the fans and the state of golf. How we get there, that’s to be determined.”

The other members of the negotiating subcommittee are Monahan; golfer Adam Scott; Joe Gorder, chair of the new board; Joe Ogilvie, a retired golfer; and John Henry, principal owner of Fenway Sports Group.

What is the status of LIV Golf?

LIV Golf never altered its plans and continued entering into multiyear contracts with players, courses, sponsors and vendors that should ensure its existence through at least 2025. The organization now has more than 200 employees and is soon moving into new office spaces in New York and London.

The product has been slow to catch on domestically, but LIV officials are buoyed by recent corporate partners and some of the response they have received overseas.

If there is not progress on the PIF-PGA Tour negotiations in the next four months, the stage could be set for an offseason in which LIV moves even more aggressively to sign some of the tour’s biggest names.

In short, LIV is not operating like a business preparing to close up shop anytime soon.

What about the concerns over human rights violations?

For all the rhetoric from tour officials over Saudi Arabia’s human rights record when LIV began play June 2022, those concerns have largely faded into the background — at least for many of the game’s stakeholders. Ogilvie, the former pro golfer who serves as “liaison director” on the PGA Tour Enterprises board and is also on the negotiating subcommittee, recently told Eamon Lynch , the Golf Channel host and Golfweek columnist:

“Look, it’s a very messy world. You hope things evolve, that society has by any measure gotten better. It’s better now than it was 10 years ago. It was better 10 years ago than it was 20 years ago. And I’m assuming it will be better 10 years from now. You can’t paralyze yourself. You can’t expect perfection. You just want things to evolve in a better way. And I think that’s obviously what the kingdom wants to do.”

Why does the PGA Tour still want the Saudi investment?

While the PGA Tour has taken on the $1.5 billion investment from Strategic Sports Group , there are still questions about the viability of its business model, especially as it shifts its core operations from a nonprofit organization to a commercial entity and launches a player equity program. The tour has asked its local tournament directors to start kicking in more money and has fielded questions from key sponsors about the future of the game.

Tour officials have said that even if LIV Golf lags far behind in spectator interest, it will continue to pose an existential threat because it can pick off tour players and leave the PGA Tour with a watered-down product.

Notably, a PIF investment would be worth significantly more than whatever the Saudis put in. The SSG investors are expected to raise their commitment as high as $3 billion if the PIF ultimately signs on.

What happens if the deal falls through?

The professional golf war would enter a new phase, and no one around the game — particularly those at PGA Tour headquarters — is eager to see how that would play out. The PIF could keep putting money behind LIV, and even if fan interest in LIV remains tepid, it could be devastating to the tour’s product and its bottom line.

One bright side of the initial framework agreement: It called for an immediate end to the litigation that had consumed both sides. Tour officials have said their legal costs had reached the neighborhood of $50 million, and they were happy to see the cases dismissed last June .

What is the possible timeline for a final deal?

The PGA Tour can’t wait forever and is eager to start making strategic steps with the money it has on hand. That said, the potential PIF investment could be transformational, adding billions to the tour’s coffers, so officials remain hopeful. They surely don’t want to enter into an offseason bidding war with LIV, so this summer looks to be a pivotal period for negotiations.

If the sides do agree to terms, it probably would trigger a federal review, which could take several weeks or months. If the Justice Department feels competition is stifled or the consumer is somehow harmed, the whole deal could be rejected and the golf world would revert to its pre-June 6 state.
