Known as the Tourist Refund Scheme (TRS) , international travellers (including Australians) are able to claim a GST (Goods and Services Tax) and WET (Wine Equalisation Tax) refund for some goods bought in Australia when they take them out of the country on a plane or ship.

Here’s what you need to do:

  • Spend at least $300 including GST from a store with the same Australian Business Number (ABN)
  • Buy the good within 60 days of departure
  • Pack your goods with you on board as carry-on luggage as you’ll need to show them at the airport
  • The day you fly out after passing through security, you need to go to the TRS facility and make the claim in person by showing your goods, boarding pass and original tax invoices or receipts. You can only make the claim more than 30 minutes before your scheduled departure at an airport or 1-4 hours before your scheduled departure at a seaport, so best get there early in case there is a queue

For purchases over $1,000, your name must appear on the invoice as it is on your passport. The invoice must include a description of the goods that allows the TRS to match the goods to the invoice, the retailer's name, address and ABN (ACNs and ARNs not accepted), the amount of GST or WET paid (or total price including GST) and the the date of purchase.

To save money on purchases over $300 made within 60 days of flying out of Australia, make sure you download the My TRS Claim app.

The TRS will send you the refund to your credit card (Amex, Diners, JCB, MasterCard, Union Pay, Visa) or Australian bank account. Cash refunds are unfortunately not an option. 

To speed up the process, download the My TRS Claim app or visit the My TRS Claim online portal. It’s the official government portal that allows you to prefill details of your claim like the receipt, your passport number and how you’d like to be refunded.Once you’ve entered all your details, you’ll be issued a QR code which you can present along with the original paper receipt and the goods. The app and portal don’t issue the claim, but rather help speed the process up. Both accept up to 10 invoices per QR code.

Aussies leaving the Europe Union to go home or travel outside the EU are eligible to be refunded VAT (Value Added Tax) – the European version of GST. When you’re shopping, ask the store if they provide VAT-free prices. You’ll still need to pay the full price in store, but you can make a claim when you leave.

The Tourist Refund Scheme (TRS) enables international travellers, including Australians who are simply leaving the country for a week (or even a weekend), to reclaim the GST on purchases of up to $900, subject to certain conditions.

Whenever I see "subject to certain conditions", I assume it means "but in real life it's impossible". But in this case, it is possible. Because I tried it, and it worked.

Customs' rules state that you must spend at least $300 with any single retailer, which is fine if you need a phone or a laptop or any of the other luxury items or electronic goods available at an international airport - but I wanted socks.

Not just socks. I hadn't planned on using the TRS until a couple of weeks before I flew from Sydney to Abu Dhabi, when I realised that I had recently spent $510.23 on a short-sleeved shirt, a sweatshirt, seven T-shirts, a rather fetching Fred Perry "knit" and six pairs of socks in three separate orders from online fashion retailer The Iconic.

To qualify for the GST refund, which amounts to 10 per cent of the price of each item, the purchases must be made within 60 days of departure - and they were.

My first step was to gather my receipts, scan them and register them - along with my travel plans and credit card details - on the TRS Claim Form on the Department of Home Affairs website: trs.border.gov.au.

You must complete your claim in person, on the day of the flight, at least 30 minutes before your scheduled departure.

This took about 10 minutes. In return for my effort, I received a QR code, which I duly printed out. I turned up at the airport with all my new clothes in my cabin bag, as passengers must be prepared to take their goods on board the plane.

It took me a while to find Tourist Refunds, which is a short row of counters in a vaguely abandoned-looking area of Sydney International Airport opposite Gate 10. There was a queue of about 30 people, only a couple of whom seemed to be Australian passport holders. Most of them had no idea what they were doing. Perhaps half the people in line were rummaging through their bags.

We were processed at a leisurely pace by three or four Australian Border Force (ABF) officers, some of whom might have been able to type more quickly had they not been wearing gloves. I reached the counters in about 20 minutes. I handed over my receipts and my QR code and the ABF guy asked to see my purchases. After the first two pairs of socks, he raised an eyebrow and motioned me to forget it.

He hit a couple of keys, and I immediately received a $46.39 refund to my nominated bank account.

Even better, when I later contacted the ABF, I was told that the $900 limit does not apply to personal clothing. So, it turns out I could have claimed back, say, 10 per cent of the cost of a $900 tablet computer - as well as 150 pairs of socks!

It would have been worth it to see the look on the face of the agent.

Duty-free with TRS for Australian residents

In a departure from common international practices, Australia allows both residents and travellers duty-free purchases under the Tourist Refund Scheme. Buy the goods, get an invoice and you can claim the duty back on the purchase as you depart. Even if you plan to return to Australia with the purchased goods, you can still claim back the tax.

In a departure from common international practices, Australia allows both residents and travellers duty-free purchases under the Tourist Refund Scheme (TRS) . Even if you plan to return to Australia with the purchased goods, you can still claim back the tax.

I dropped my phone before a recent overseas trip and so I claimed back the duty on its replacement when I travelled. This made the phone slightly cheaper to purchase outright and somewhat softened the blow of breaking a 9-month-old phone.

When travelling overseas it is possible to claim back the tax on purchases made within Australia totalling $300 or more including GST using the Tourist Refund Scheme (TRS). With an invoice and an international boarding pass you can claim the tax back even if you have already opened the packaging or started using the item.

This post recounts my latest TRS experience, but keep in mind that rules and regulations can change, so it’s advisable to check with Australian Border Force (ABF) beforehand.

What you need to make a claim

You must purchase the goods within 60 days of departure, obtain a tax invoice and spend at least $300 including GST. It is possible to buy the goods in multiple transactions so long as the total of all invoices for each retailer is $300 or more.

You could buy three different items from JB HiFi on three different invoices so long as all the ABNs matched across all three invoices.

“You cannot claim on goods wholly or partially consumed in Australia such as food, drinks, health supplements and perfumes” ( Tourist Refund Scheme: Common Questions ). This also only works for goods purchased in Australia from an Australian business.

You should make sure that you have:

  • the article/goods you are claiming for (you can even use it beforehand)
  • boarding pass/proof of international travel
  • an ABN , retailer name and address
  • your name (and only your name) as it appears in your passport
  • description of the goods
  • the amount of GST paid
  • the date of the purchase

I bought a phone and used it for over a week before flying out and claiming the duty on it. Importantly, just the phone was required at claim time - you do not need the original packaging - just the item you are claiming on so “long as the officer can verify the goods against the corresponding tax invoice when the TRS claim is processed” ( TRS Common Questions ).

In some cases it is possible to put the goods in your checked luggage at the airport or where they must be handled as dangerous goods, but it is best to have them with you at the time of the claim. This way the border agent can sight the goods and verify them against your invoices. It has been a source of spurious claims and fraud in the past so having it handy to show them is a good idea.

How much will you get back

Before making a purchase you can calculate the amount that you will get back by taking the total price and dividing that by 11 (assuming GST is still at the current rate of 10%). For example, with a purchase amount of $1,600 it would be a refund of $145.45 ($1,600 / 11 = $145.45).

After the purchase you can refer to the GST amount indicated on the invoice for the product to determine how much you stand to claim back.

How to claim

On the day of departure you need to find the TRS desk at the airport with time to spare as all claims need to be processed no later than 30 minutes before your flight. Depending on your luck there can be long queues for the TRS service so it is a good idea to complete this step as soon as you have cleared security.

It is best to fill out the claims online beforehand and you might be able to use a dedicated queue, which could well be quicker. This is especially true where you have multiple invoices. If you don’t and they are busy then they may ask you to step out of line, complete the claim online and then return to the back of the queue.

I only had one and they processed it at the desk, but he reminded me to use their phone apps or the website in future. He also asked me to show him the phone I had bought. This was simply a visual check and he did not even hold the phone let alone check the IMEI number against the invoice.

The staff you are claiming from here are Australian Border Force officers - in fact I saw the same officer that processed my claim checking passports on my return to Australia.

Keep the receipt you are issued for the refund by the officer in case you need it upon your return to Australia. I just tucked it into my Australian passport so I would have it handy at arrivals.

When you return

If you bought the items as gifts for family overseas and the items are not returning with you then the usual border process applies, but if you do bring the items back into the country with you then you might need to declare them.

On the Incoming Passenger Card (IPC) you must declare that you have goods that you purchased tax-free in Australia if the total of all goods you are returning with is over $900. That is all goods, which means those purchased during the trip and those you claimed under TRS at the point of departure. At the time of writing this is completed on the first page of the card as question 3 under “Are you bringing into Australia:”.

Don’t forget that this is effectively statutory declaration/affidavit and the penalties for falsify or incorrectly completing it can be high. It is definitely cheaper to declare and pay back any GST owing than to get caught mis-declaring and cop a fine.

As you pass through the border control desks at the airport you will be asked why you have declared and you need to tell them you made a TRS claim. I simply said that I had claimed for a phone on departure and the border officer directed me to the exit. That was it. I did not need to pay any tax back or, in this case, even show the goods in question on return.

If you do get stopped and they check the value of the goods then it is important to know that you cannot bring more than $900 of general goods into the country duty free as an adult and $450 as a child.

Pooling your duty-free allowance with others

When travelling with family you can pool your goods allowance so for two adults travelling together that is $1,800 for example. This is where a family is defined as:

A family includes a person and his or her de facto partner (including same-sex couples) and any of their children under 18 years of age; or a husband and wife, and any of their children.

Paying back the duty

If you have claimed over your allowance then you may have to pay back the GST that you claimed through the Tourist Refund Scheme on arrival in Australia.

Anecdotal evidence suggests that unless you’re a regular customer or otherwise flagged for high value items that, generally, the border officers will allow you through without checking too thoroughly. That is not to say they won’t check and you should be prepared to pay back the GST if you’ve brought in more than the allowance.

It should be noted that despite what forum users might write to the contrary there is in fact no consideration for depreciation on the items when they return. You will pay back the GST amount that you claimed on the item.

If the item is over the allowance then you will pay back all the GST on that item or items exceeding the allowance. You cannot just pay back the GST on the amount that exceeds the duty-free allowance.

So in the case of a single person with a phone that cost $1,500 including GST originally ($1,363.64 excluding GST) they would pay back the full GST amount of $136.36 because the total excluding GST exceeds $900. They could not just pay back the GST amount on the portion of the price over $900 and they would need to pay the whole GST amount. However, if the item was $990 including GST ($900 excluding GST) then on return you would not need to pay or declare (so long as it was the only duty-free item you had in your possession) because at the time of importation it is deemed to be $900 for tax purposes.

In my case I had pooled my allowance with my partner and the phone was well within that combined duty-free allowance should they have checked.

Of course, it goes without saying, that I am not a border agent or a specialist in tax matters so you should verify everything beforehand and make your own decisions .

Tourist Refund Scheme information

The Tourist Refund Scheme (TRS) is part of the Australian Government tax system and allows the tax paid on the transaction to be reimbursed to all travellers when travelling out of the country with the goods (subject to certain conditions).

TRS is open to all overseas visitors and Australian residents, except for operating air crew. As you leave the country, you must wear or carry the goods as hand luggage with you to be inspected by the Australian Border Force (ABF) officers unless the goods are oversized or powders, liquids, aerosols and gels restricted to your packed luggage for security reasons.

You can claim a refund if:

  • Purchased goods have been made within 60 days of departure
  • Your purchases is AU$300.00 (inc. GST) or more in one store
  • As the travelling passenger, you have paid for the goods
  • Present an original copy of the tax invoice to the ABF officers
  • Other terms and conditions as outlined here

The Australian Government Department of Home Affairs have developed mobile and web Tourist Refund Scheme Applications (App) that allow you to enter the information required to lodge a TRS claim even faster. The information you enter will be stored in a QR code. This QR code is your TRS claim code. You must present it to an officer at the TRS facility on your departure from Australia.

Using the app you can enter:

  • Your travel details
  • Details of the goods for which you are claiming a refund of goods and services tax (GST) and/or wine equalisation tax
  • How you prefer to receive your tax refund

If your purchase is part of your carry-on luggage

After you have checked in for your flight, please make your way through the Passport Control and Security. The TRS office to right of the Heinemann Duty Free entrance. Please be sure to be there at least 90 minutes prior to your flight departure to allow sufficient time for the TRS Officers to complete your claim.

If your purchase is packed in luggage you intend to check in

If you want to make a TRS claim for powders, liquids, aerosols or gels and / or oversized items (such as golf clubs) that you are not able to take on board because of these limits, take your goods to the Australian Border Force Office for verification before you check in your luggage.

The Australian Border Force Office is located on Arrivals Level of the T1 International terminal near the Swissport office and glass lifts. You will need to do this before you check your luggage for your flight.

If the TRS offices are closed

Australian Border Force endeavour to staff the TRS offices before all departing International flights. If the counters are closed, you may be able able to submit your claim by filling in a form and dropping your information into the dropbox located at the departures office. You will find this option at the TRS office to right of the Heinemann Duty Free entrance.

  • Service Description Through this service, the FTA in cooperation with Planet (the service provider for the Tourist Tax Refund Scheme), refunds the VAT to tourists upon departing the UAE.

• Planet’s tax-free manned validation desks at exit points: 24 hours a day, 7 days a week* • Self-service Kiosks: 24 hours a day, 7 days a week**

* If the manned desk is at exit points such as land borders and sea ports, the standard timings of the location, as determined by the relevant border authority would apply.

**If the Kiosk was in a location that is not open for 24 hours a day, 7 days a week, such as shopping malls, the standard timings of the location would apply.

Your name on the receipt should match your name as per your travel document. * • Purchased goods (please present your purchased goods to Planet staff located at Planet's manned validation desks before you check in your luggage). • Valid ticket or confirmed booking evidencing your departure from the UAE (in cases of departure through air or sea borders). • Online boarding pass if using kiosks located at shopping malls or hotels (departure must be within 24 hours). *If tax-free transaction is digital (through Planet's POS Issuing 2.0 solution adopted by select merchants), presentation of tax-free tags and original tax invoices is no longer applicable.  

1. Purchase of goods eligible for refund from retailers registered under the Tourist Tax Refund Scheme, there are three types of register retailers issuing different kind of tax invoices: • A retailer issuing a Paper Tax Invoice and Tax-Free Tag, you need to keep Tax invoice and tax-free tag and present it if required. • A retailer issuing Paper Tax Invoice with a Digital Tax-Free Tag (QR code), you need to keep Tax invoice and present it if required. • A merchant adopting the Paperless Method by issuing digital Tax Invoice, you can track your tax-free transactions by using Planet Shopper Portal, after your purchasing is completed you will receive a link via SMS that direct you to the shopper portal. 2. At the time of departure from the UAE, you may initiate validation of your tax-free transactions by scanning your passport or GGC national ID card at the following locations: a. Planet's self-service kiosks located at exit points. b. Planet's self-service kiosks located at leading shopping malls or hotels (to use self-service kiosks located at leading shopping malls and hotels, an online valid boarding pass where your flight is departing within 24 hours is required to initiate the validation process). c. Planet’s tax-free manned validation desks located at UAE's exit points (airports, land borders and sea ports if you are departing within 6 hours). Your purchased goods may require inspection by Planet staff which can only be done at Planet's Validation desk located at UAE's exit points. 3. If inspection is required, please present the tax-free tag(s), original tax invoice(s) and purchased goods at Planet’s validation desks located at UAE's exit points when you are leaving the country. 4. Upon successful validation of your transactions, select your preferred refund method (Credit Card or WeChat or Cash). 5. In case if you choose the cash refund, make sure to visit the cash partner (participating currency exchange offices in the Tourist Refund Scheme) after the immigration desk.

1. Can a person other than registered passport / GCC national identity card holder initiate or complete the validation process? No one other than registered passport / GCC national identity card holder can initiate or complete the validation process. 2. What is the timeframe within which the validation process must be completed? Once tax-free tags are issued, they must be validated within 90 days. The tourist must depart the UAE within 6 hours of completing the validation process. Failure to do so will result in the cancellation of the validation approval, and the validation process will need to be repeated.

3. Which bank cards are eligible for receiving a refund? Refunds may be processed to Visa, MasterCard, American Express, and Union Pay cards. Refunds processed by Planet to the credit/debit card will normally be in AED. The card issuing company or bank determines the foreign exchange rate to be applied on the refund. 4. What if the card refund amount was not received within 9 calendars days? If the card refund is not received within 9 calendars days, the issuing company or bank must be followed up with. 5. Who can be contacted for any queries? You may contact Planet Tax Free's Customer Happiness Centre via email at [email protected], or alternatively, on +971 4 586 4700 from 9 AM to 12 AM GST.  6. How can I track the request through the Shopper portal? • Open your smartphone camera app. • Point it at the QR code on the tax-free tag. • Open the URL link that appears on your smartphone’s web browser.   If your tax-free transaction is issued by a merchant who has adopted the Paperless Tax Free Issuing solution, you will receive an SMS with a URL linked to the Shopper Portal. Click on this link and enter the relevant information to login to the Shopper Portal.

1. The tourist should have entered the UAE on a tourist visa. 2. You must be 18 years and above and not a resident in the UAE. 3. The tourist must export validate their tax-free transactions within 90 days from the date of the tax invoice, at the time of their departure from the UAE. 4. The tourist must physically present the tax invoice, tax free tags and relevant goods, if requested by Planet staff. 5. Tourists may request a refund within one year from the date of export validating their tax-free transactions. 6. The maximum amount of cash refund is AED 35,000. 7. Retailers should be registered with the tourist refund scheme. 8. A VAT refund is applicable only for the goods that are eligible under the Tourist Refund Scheme. 9. The goods are not fully/partially consumed in the UAE.

The tourist refund scheme applies to goods purchased at prices that include GST or WET.

Travellers departing Australia can get a GST or WET refund under the tourist refund scheme (TRS), administered by the Department of Home Affairs and its operational arm the Australian Border Force (ABF).

The scheme applies to goods purchased at prices that include GST or WET, from a retailer with an ABN and registered for GST.

It does not apply to services such as accommodation. GST-free goods cannot get a refund under the scheme, as no GST has been paid.

Crew members of an aircraft or ship are not eligible to claim refunds under the scheme.

A traveller may claim a refund under the TRS if the purchases meet the following requirements.

  • The purchases are from a single business with the same Australian business number (ABN) and total AUD$300 (GST inclusive) or more. For example, if you bought items from one business, even on separate invoices, that together total AUD$300 the goods were purchased within 60 days of departure from Australia.
  • The traveller has original tax invoice/s for the goods.
  • The travelling passenger paid for the goods.
  • Carry or wear the goods on board the aircraft or ship as cabin baggage unless they are oversized or subject to aviation security measures and the airline requires them to be checked in as hold luggage.
  • Present their tax invoices (in English), goods, passport and boarding pass to the TRS facility when departing Australia.
  • Make the claim at the TRS facility at an airport at least 30 minutes prior to the scheduled departure time or 60 minutes if travelling on a cruise.

Residents of Australia's external territories, such as Norfolk Island, Christmas Island and the Cocos (Keeling) Islands, can also get a GST refund if they export the goods to their home territory as accompanied or unaccompanied baggage or as cargo.

Travellers bringing goods back into Australia for which they have already claimed a TRS refund

You must declare any goods you bring back to Australia, for which a TRS claim was made by you or another person when the goods left Australia. You can do this by declaring the goods at question 3 on your incoming passenger card when you return to Australia.

Unless another concession applies, for example concessions on personal clothing (excluding furs), you may need to pay GST on goods you bring back into Australia. This happens when the value of those goods, combined with any other goods you import for which another concession doesn’t apply, exceeds the passenger concession allowance External Link .

Penalties may apply if you fail to declare these items.

What retailers are required to do

When a customer requests a full refund you should check their invoice to determine if they have already claimed under the Tourist refund scheme External Link . If a claim has been approved the invoice will contain a stamp from the ABF.

Customers applying for a refund when they have already obtained a TRS refund are not entitled to receive a refund for the GST/WET portion of the invoice.

To obtain a full refund, a customer must provide proof that the GST/WET has been repaid when they declared the goods on their return to Australia.

The Tourist Refund Scheme (TRS) is administered by Singapore Customs on behalf of the Inland Revenue Authority of Singapore (IRAS). The scheme allows tourists to claim a refund of the Goods and Services Tax (GST) paid on goods purchased from participating retailers if the goods are brought out of Singapore via Changi International Airport or Seletar Airport.

GST refund, subject to conditions of the scheme, can be claimed at these locations:

  • Changi Airport
  • Seletar Airport

How do I process my GST refund?

Before departing from the airport, please proceed to the electronic TRS (eTRS) self-help kiosk to apply for your GST refund. You will need to scan your physical passport to retrieve all eTRS transactions tagged to your passport.

  • For check-in items: Before checking-in your purchases, proceed to the eTRS self-help kiosks located at the Departure Check-in Hall (before Departure Immigration) to apply for your GST refund.
  • For hand-carry items: Proceed to the eTRS self-help kiosks located at the Departure Transit Lounge (after Departure Immigration) to apply for GST refund.

Customs Inspection: If you are notified at the kiosk to present your goods for physical inspection at the Customs Inspection Counter, you will have to present the following items in person :

1) Goods which you have purchased;

2) Original invoice/receipt issued by the retailer clearly stating the price, description of the goods, serial number (if any); and

3) Physical passport and boarding pass/confirmed air ticket.

  • You should be submitting your GST refund claim at the terminal where you will be checking in your purchases or where your flight will be departing from.
  • Singapore Customs does not issue eTRS transactions nor process any refund (cash or non-cash). To check if you have been successfully issued with eTRS transactions by participating retailers or for updates on the refund status of your eTRS transactions, please visit touristrefund.sg to register and login to your e-Service account.

All refunds (cash or non-cash) are processed by Global Tax Free Pte Ltd (the approved Central Refund Counter Operator), not Singapore Customs.

Services (like car rental, entertainment, dry cleaning, etc.);

Goods which are wholly or partly consumed in Singapore;

Goods purchased for business or commercial purpose;

Goods exported by freight;

Accommodation in hotel, hostel, boarding house or similar establishments; and

Goods not presented for inspection.

Do note that the following acts constitute serious offences which result in penalties and possible imprisonment:

Making a false declaration in the refund application to Singapore Customs; and

Taking goods out of the Departure Check-in Hall/ Transit Area or passing the goods to someone else, after the refund application has been approved.

Australian citizens and other visitors may be entitled to an AU Tourist Return Scheme (TRS) refund on Goods and Services Tax (GST) paid on qualifying items bought in Australia. Spend a minimum of AUD 300 from a provider using the same Australian Business Number (ABN) within 60 days after leaving to be eligible.

AU Tourist Refund Scheme 

The Tourist Refund Scheme (TRS) is an initiative by the Australian Government that allows international travellers (including Australians) to claim a refund on the Goods and Services Tax (GST) paid on certain goods purchased in Australia. 

International travellers (including Australians) who buy goods in Australia and then take them out of the country on a plane or ship may be eligible. You must spend at least AUD 300 (including GST) from a supplier with the same Australian Business Number (ABN) within 60 days of departure.

You can claim an AU Tourist Refund by showing your passport, boarding pass, and original tax invoices at the TRS Facility: More than 30 minutes before your scheduled departure at an airport and 1-4 hours before your scheduled departure at a seaport.

Who is eligible for the AU Tourist Refund Scheme? 

Here are the eligibility criteria for the AU Tourist Refund Scheme (TRS):

Goods Purchase Requirement:

  • To qualify, your purchases must be from a single business with the same Australian Business Number (ABN). The total value of the goods (including Goods and Services Tax (GST)) must be AUD 300 or more.
  • You should buy the goods within 60 days of your departure from Australia.

Valid Tax Invoice:

  • Your name (as it appears in your passport).
  • Description of the goods.
  • Retailer’s name, address, and ABN (ACNs and ARNs are not accepted).
  • The complete price, including GST, or the amount of GST or WET paid.
  • Date of purchase.

Departure by Air or Sea:

  • You must leave Australia by air or sea (not by land). Present your goods and tax invoices at the TRS Facility before departure.

Oversized and Restricted Goods:

  • Oversized and restricted goods must be sighted by ABF Client Services before checking in. Take the stamped invoices to the TRS Facility on the day of departure.

Restrictions:

  • You cannot get a cash refund. Certain items (e.g., alcohol, tobacco, dangerous goods) are not eligible for a refund. Photocopied or duplicate invoices are not accepted.

Tourists and visitors can claim refund on VAT paid on purchases they made during their stay in the UAE. Recovery of payment will be done through a fully integrated electronic system which connects retailers registered in the ‘ Tax Refund for Tourists Scheme’ with all ports of entry and exit from the UAE. Tax-free shopping for tourists

Federal Tax Authority (FTA) introduced Value Added Tax (VAT) of 5 per cent in January 2018 and launched 100 per cent digital tax-free shopping service for tourists in the last quarter of 2018.

What is tax-free shopping?

Tax-free shopping is the purchasing of taxable goods in the UAE which will be exported, subject to terms and conditions. Eligible tourists may request a refund on the VAT incurred on their purchases, after they validate their purchases at the point of exit. Refunds for already export validated tags can be claimed within one year from the date of export validation.

Planet is the exclusive operator of the tax refund system for tourists which FTA executes in the UAE. Most popular stores are registered with the scheme, and refund is secured on departure via land, sea or air.

How to shop tax-free?

  • At the store, a tourist can request for a tax-free purchase, which is valid on a minimum expenditure of AED 250.
  • The tourist must present a valid travel document to be scanned for use on the payment system.
  • The shop assistant will capture the tourist’s information using the Planet system.
  • The shop assistant will place the ‘tax-free’ tag on the back of the sales receipt.
  • A digital tax-free form is then created.
  • The tourist must validate the transaction at the airport within 90 days of the purchase date.

Conditions for tourists to claim their VAT refunds

Refunds are not applicable on:

  • anything that has been consumed, fully or partly in the UAE, and
  • goods that are not in the possession of the tourist when leaving the country.

Other conditions to claim refund include:

  • The tourist must be at least 18 years old
  • Goods must be purchased from a retailer who is participating in the 'Tax Refund for Tourists’ scheme
  • Goods are not excluded from the refund scheme of the FTA
  • The tourist must physically present the tax invoice, ‘tax-free’ tags and relevant goods.

How to collect VAT refund?

Tourists can collect their refunds through a special device placed at the departure port - airport, seaport or border port. They must submit:

  • the tax invoices for their purchases from the outlets registered in the scheme
  • a copy of their passport and
  • a copy of their credit card.

After they submit these documents, tourists can recover the VAT either in cash in UAE dirhams, or have it refunded to their credit card.

Tourists can use this eService from FTA, in cooperation with Planet, to have their VAT reimbursed upon their departure from the UAE.

Note: The tourist will receive 85 per cent of the total VAT amount paid, after the deduction of a fee of AED 4.80 per tax-free tag.

How to get Tax Refund in USA as Tourist, Resident for Shopping ? FAQs

America is one of the best places to buy clothes, electronics, etc. You get the best value for the money spent. If you are a tourist from Asia or Europe, you will find the prices much cheaper when you buy things in the US at outlet malls.

Many are not aware that you may be able to get tax refunds as a tourist if you buy in some states like Texas in the US. In this article, we will cover all the details on how to get tax refunds, the requirements and conditions, and address some commonly asked FAQs.

Do you get a Tax Refund for Shopping in the US at Malls or Online Stores?

It depends on the US state you do shopping in. If you shop in certain states like Texas, you will likely get a tax refund for your purchases in the US as a tourist. The US Government or US Tourism websites do not have a published list that says that you get a Sales Tax Refund when you buy things in a certain US state.

It is unclear if you would get a tax refund if you buy stuff online. You need to check with the online retailer on this, as this depends on where you ship your goods and how the seller will charge you state tax. Also, even if you get a refund, there are way too many conditions to get a decent refund back. We will look at these details in later sections of the article.

Tax Refund:  State Sales Tax vs. Federal Sales Tax?

In America, there is no Federal Sales Tax (national-level sales tax). When you buy goods in the US, the respective State or Local Government charges you State Sales Tax . The US Federal Govt., usually imposes customs duty or tariffs on the federal level and is not charged directly to the end consumer.

The sales tax you pay for shopping in the US goes to the respective state govt. or local govt and does not go to the federal government.  So, you usually get the State Sales Tax or Local Govt. Sales tax as a refund if you are exporting the goods outside of the US.

Sales Taxes in the US by State for Year 2023

As you would usually get the State Tax as a refund, it is important for you to review the respective tax you paid for you to get an estimate. You can see that in the purchase receipt. There will be a section that clearly tells as Sales Tax. That is nothing but the State Sales Tax.

Below is one of the purchases in Houston, Texas, done by me for your reference. You can see the Sales Tax highlighted to get an idea.

The US Government does not refund Sales Tax to Visitors

US Customs and Border Protection has clarified on the CBP website that says the below:

“The United States Government does not refund sales tax to foreign visitors. Sales tax charged in the United States is paid to individual states, not the Federal government …” . – US Customs and Border Protection(CBP) Website

It means that the US Federal Government on a country level does not refund any sales tax and you need to check with the respective US State, where you made the purchase from.

Hence, it is important to be clear that the Sales Tax refund completely depends on the US State, where you purchased your goods as a visitor and has nothing to do with the US Govt. or Federal Govt. We will look at some states and requirements to get a tax refund in the next section.

Requirements to get Tax Refund in USA as Tourist or Resident

The requirements to get a tax refund varies by the US State. Also, they are slightly tricky to get a decent refund, as they force you to purchase more at a single store. Most of the requirements or conditions are common for foreigners and US Citizens. The only difference is where they can claim a tax refund and when.

Below are the general requirements for Tax Refund for Tourists

  • Minimum Amount : Depending on the state, there is a minimum amount of tax you need to have per receipt or purchase from a brand store or outlet store. In Texas, you need to have a minimum of $12 tax per receipt or combined receipts from the same brand stores. Technically, in Texas with an 8.25%  sales tax, you need to purchase for at least $150 USD in a single store or brand outlet to be eligible for the refund.
  • Original Receipts : You need to submit original receipts at the Tax refund counter. They do not accept duplicate, photocopy, or reprint sales receipts. You need to submit the first original receipt that is printed. No digital or e-mail receipts are accepted unless it is an online purchase item from a brand store and if the receipt has the delivery address of the goods in that state. You need the packaging slip of delivery for online purchases.
  • Within 30 days: You need to have the purchase done within 30 days from the day of your international travel or departure date from the US.
  • International Travel : You get a refund only if you are traveling outside of the US, and the items you buy will stay outside of the US. Technically exporting it to another country. That’s why they ask for the original receipt and take it for a refund. It means that the sale is final in the US, and there are no returns for the same goods you bought here in the US.
  • Physical Inspection : You need to show your item purchased for physical inspection and it has to be in new and unused condition with all the tags.
  • Passport, I-94 / Entry Stamp : You need to show your Visa/ Passport and I-94 with an entry stamp on it if holding a foreign passport.
  • Departure Information / Flight Tickets : You need to show your international departure info or flight ticket itinerary. For US citizens, you need to show the boarding pass to get a tax refund.
  • Items should Depart US & State: The items purchased in the US must be taken with you and should depart the state you purchased in and America.
  • Food or Services: No refund for food or services purchased.
  • Participating Stores: You get Tax Refund only if you purchase goods from the participating stores. This depends on the state as well. In Texas, they claim the stores’ list is over 6,500+ stores…but watch out for the brands. I purchased from a few brands that were not eligible for a refund, such as Abercrombie & Fitch.
  • Instant Cash : If you want instant cash, it is a 50% processing fee for a tax refund.
  • Check / PayPal : If you want a check or can get a refund to PayPal, then it is 35% of the tax refund. Also you may also be charged $4 USD for every single store or brand purchase.
  • Refund Locations: Both US Citizens and non-US citizens can claim tax refunds at all major international airport terminals. They usually would have a Tax refund desk at these locations. Check the airport for the details on the terminal. Also, if you are a non-US citizen, then you can even claim tax refunds at certain mall locations in the state. Check the state website for the exact locations in a state. For example, for Texas, here are the refund locations .
  • Tax Refund Policies: Tax refund policies can vary by state, and there is no standard sales tax percentage set as well. You should check the Sales Tax and Tax Refund policies in that respective state before you shop to ensure you get a tax refund. For instance, if you shop in Delaware, there is no sales tax, so no refund. For policies in Texas, check out Requirements for Sales Tax Refund in Texas

Tips for Tax Refund as a Tourist or Resident in the US

Overall, a Tax refund is definitely a good thing, if you are doing a lot of shopping and taking it home. The only downside is that you have to give the original receipt of purchase. I did shopping for over $900 USD, but could not get a sizable tax refund as I did not know all of these facts and conditions. If you plan it ahead of time, you may be able to get a decent tax refund. Below are some tips

  • Duplicate Receipt / Re-prints : When you buy your item, request a duplicate receipt or re-print of the receipt. You can use this duplicate receipt for a warranty in your home country or international location.
  • Take a Photo of Original Receipt: Take a picture of the original receipt and if requested by the warranty location outside of the US, then you can use the photo and duplicate the receipt.
  • Buy maximum at One Brand Store: Make sure you pick a few brands and do shopping in those brands’ outlets so that you meet the minimum requirement of a Tax refund. If not, you will not be eligible for a tax refund, as you will miss out on the minimum. I did not get anything as I bought in multiple brands and they were less than $150 purchase per store, so I was not meeting the minimum amount of tax refund in Texas.
  • Register for Warranty: If you are buying an electronic item and if there is an option to register online, register for warranty, when you have the original receipt.

The sales tax refunds are paid by the respective State Govt. or local Govt. where you made the purchases. It is a state sales tax refund and not a Federal govt refund. IRS does not give any sales tax refunds.

Yes, your visa status does not matter for tax refunds. All visa types are eligible, including H1B, L1, F1, etc.  Anyone traveling outside of the US is eligible for a tax refund. All the tax refund conditions described in the above article apply to everyone.

Yes, US Citizens are also eligible for a tax refund, provided they travel outside the US within 30 days after the purchase of the goods. You can only claim it at airports on the day of your departure. All the conditions and requirements are described in the above article

When you shop in America, you are not subject to Value Added Tax (VAT) or Goods and Services Tax (GST). The concept of VAT and GST exist in many countries, but in the US it is different, and you are only subject to Sales Tax when you do shopping.

This depends on the state and if they offer the tax refund. In certain states, if they charge sales tax and have a policy in place to refund sales tax, then you would likely get the tax refund. It is best to check with the online vendor and then the state policy for the same.

I purchased a phone & watch at Apple Store in Cielo Vista Shopping Mall, El Paso, Texas, US and was directed to speak with MEARS for Tax Refund.

Unfortunately, I was told Tax Refund only applies to items purchased within 15 days to departure plus Customers will NEED to come a day before departure with the goods, receipts, passport and flight tickets.

Ganesh, Usually, online purchases also have to pay Sales Tax. If so, you can claim the same. You can check Texas Gov website on the online shopping sales tax policy. I have not done it personally, so cannot really say. Give it a try, you lose nothing. Also do update here on how it goes for community benefit.

Hello Kumar! Thank you so much posting this. I am very impressed with how much information you know (thank you for making my job easier haha). Since the U.S. Government does not charge a national sales tax, it is up to each state to be in charge of that. And so with 50 states comes with 50 different tax policies. Unfortunately, out of all the 50 states, only TWO states offers tax refund on purchases. And that is Louisiana and Texas. There are states that don’t charge sales tax at all (Alaska, Oregon, Montana, Delaware, and New Hampshire) but there are restrictions in some of them so I would suggest doing more research. Since I am involved in the Texas Tax Refund industry, I will only be speaking on behalf of Texas. Pretty much the experience you went through can only happen in Texas. All the requirements, process, and fees are only applied in the state of Texas ONLY. Louisiana has different requirements so I would suggest do research on that as well. Besides that, that’s all pretty much I have to say. Every else you said was SPOT ON! Thank you SO MUCH for posting this. It will help people a lot! US: There is NO tax refund on the national level. Even U.S. Customs and Border Protection said it themselves. “The United States Government does not refund sales tax to foreign visitors. Sales tax charged in the U.S. is paid to individual states, not the Federal government – the same way that VAT is paid in many countries.” Link: https://help.cbp.gov/s/article/Article-373?language=en_US

Louisiana: I am not familiar with how Louisiana operates, but I would recommend starting from Louisiana Tax Free Shopping (https://www.louisianataxfree.com/) and the Louisiana Department of Revenue (http://revenue.louisiana.gov/).

Texas: To my best knowledge, there are currently three companies that process tax refunds. They are TaxFree Shopping (http://www.taxfreetexas.com/), Texas Tax Back (https://txtaxback.com/), and 4N Service (https://www.4nservice.com/). TaxFree Shopping is the biggest and the most well-known company among the three. Interesting fact, the requirements needed to process tax refund in all three companies are exactly the same because the requirements are actually state laws governed by the Texas Tax Code (https://statutes.capitol.texas.gov/?link=TX) and the Texas Administrative Code (https://texreg.sos.state.tx.us/public/readtac$ext.TacPage?sl=R&app=9&p_dir=&p_rloc=&p_tloc=&p_ploc=&pg=1&p_tac=&ti=34&pt=1&ch=3&rl=360).

The other 48 states and to answer your question in general: When it comes to finding out each state’s tax refund policies, I would first look into two things: Import-Export Laws and Customs Broker. Let me explain: On the national level (U.S. Government), we have the “Import-Export Clause” of the U.S. Constitution and we have what is called a customs broker. Customs brokers are kind of like the customs officials you see at EU airports that need to check your merchandise before finishing the tax refund process. However, customs brokers are NOT customs officials, they are private individuals (or companies) who were trained and certified by the U.S. Government to perform certain export and import duties on their behalf. And so with that, the Texas Government (on the state level) took both of those things and added in more rules. Texas took the “Import-Export Clause” and put in more laws, creating the “Texas Import-Export Laws,” and it expanded the role of customs broker, creating their own “Texas Customs Broker.” And so with the creation of both of those, that’s how the Texas Tax Refund Industry was founded. Those are definitely the topics that I would recommend looking into when it comes to researching other states.

It all varies by state, hard to say, there is no unified tax refund rules in US…In states like Texas, if you are tourist, you get the tax refund as explained above.

I was in Florida for 2 weeks, I purchased an Iphone 11 Max Pro, 2 Airpods, and many electronic products from Best Buy at millenia store orlando. and I asked the people there, a staff at apple store how can i claim the tax back. He mention that I can claim either at the airport, but on the days of my departure, I was hurry to airport for 6hours earlier my departure. I asked the airport central information desk, she looks at me like i am a criminal and said ” we don’t do any tax refund this country of United State” once you buy it, you have to pay for the tax. and I was like, whatt!!! Tola, Every state is different, if the airport does not have an option, then very likely that state does not offer anything as such.

I buy goods from online stores like Amazon, ebay, Wayfair I ship to a post box in WA but live near the border in Canada. Then I go down and stay for a day or two and then I am allowed to take back $50. or $200. So since I ship to the US I am paying WA state tax am I allowed a refund of the sales tax on small item purchases? All items don’t come from WA but from other states but since shipped to WA. I pay the sales tax. I collected the on line receipts for one year but have no idea if I should bother trying to get the sales tax back? I do not have shipping labels but on the invoices there are tracking numbers and delivery dates clearly showing.

Judy, I am not sure, how it would work for WA. You would need to check with WA state, some of these are state centric. Check with the state and then see, if you can use the receipts.

Hello I was in Ohio for two weeks and asked at the Outlet if they refunded our taxes and they looked at me like I was a crazy person. And I flew via Boston Airport ad I has asked in the past if the had a tax office but again got the crazy look. Then to top it off I was stopped by our local customs at the airport and treated like a criminal for over an hour and paid 96 euros. This is crazy there should e an easy process to receive our taxes. We shouldn’t have to pay taxes twice like I did.

Shocking!!! So many versions about Tax Refund but at the end of the day, they will try to discourage all tourists. I was in NYC two weeks ago and neither of the Airports has Tax refund offices. But in contrast, when they come to Europe, they expect to get all of it refunded, so is this FAIR????

Luis, In general, they look at the Receipt and the item that you are exporting out of the US. If you do it in a week and carry it, should be fine. You may use it, as it is computer, it does not matter…You just need to show the product that you bought at the airport, when they ask.

angel, Everything varies by state. Some states like texas has it, I have not come across that for IL. You can try calling any of the outlets and inquiring, if there is such practice. The Outlet malls would tell, if there is any provision as such.
