Singapore to Malacca

singapore to malacca travel

The island city-state of Singapore is an adrenaline-filled destination that could keep you busy for weeks. From its colonial core with grand architecture, an impressive Chinatown, and beautiful temples, to its global financial center with modern skyscrapers, Singapore is a place of history and modernity. Several hours to the north west, the Malaysian city of Malacca offers some similarities to Singapore with its Chinatown, temples, and interesting colonial architecture, but Malacca is more laid-back than the go-go-go atmosphere of Singapore. Come here to stroll the night market and browse its antique shops in this enticing UNESCO World Heritage Listed city.

Options for Travel from Singapore to Malacca

The distance from Singapore to Malacca is around 240 kilometers (150 miles) so these two cities are not especially far apart. There are no flight options to get you from Singapore to Malacca so traveling is basically limited to land, but do remember that you will be crossing an international border as Malacca is in Malaysia, while Singapore is an independent city-state. If you want to travel by road your options are to drive yourself, catch a bus, or take a private taxi service, or going by train is also possible despite not getting you all the way into Malacca City.

Train from Singapore to Malacca

Train from Singapore to Malacca

Let’s start with the train from Singapore to Malacca. This is a feasible option, but as we mentioned above, the train does not go all the way into Malacca City, if that’s where you’re hoping to get to. Still, it’s a feasible option that’s preferred by some travelers who don’t wish to travel by road, however, there is another drawback – you will also have to change trains once, and the whole journey can be time-consuming.

If you’re still interested, here are the steps you will need to take, to travel from Singapore to Malacca by train. Firstly, catch a train from Woodlands Train Station in Singapore, going to JB Sentral Station in Johor, Malaysia. Once at Johor you will need to change onto another train that travels north, passing through Tampin, where you get off at the Pulau Sebang Station. This section of the journey is reputed to take up to 5.5 hours because sometimes the trains travel extremely slowly, so do bear this in mind. After getting off the train in Tampin, you will still have about another 40 kilometers (25 miles) left to reach Malacca City and you’ll have to travel this distance by local bus service, or by taxi.

There are currently no combined tickets available to buy to get from Singapore to Malacca by train, so each section of your journey will be completely independent meaning you will have to buy the tickets yourself. Add this to the amount of time that traveling from Singapore to Malacca by train takes, and you may come to the same conclusion as us – it’s not a highly recommended way to travel!

Bus from Singapore to Malacca

singapore to malacca travel

Catching a bus from Singapore to Malacca is a far more common way to travel between cities, as highlighted by the large number of bus companies and buses that operate along this route. With so many buses to choose from, it’s usually very easy to find one to suit your schedule, and traveling from Singapore to Malacca by bus is also great for anyone on a budget as bus travel is so much cheaper than other forms of transport.

You’ll find that there are a good four or five reputable bus companies you can choose from, and of those there are two that are offered for sale through the travel website, 12Go.asia . If you book your tickets through 12Go you get extra peace of mind as you can book tickets easily in advance, and you can compare times and ticket prices all on one page. 12Go work with StarMart Express and 707 who between them have more departures times and options than you could ever need! There are many popular pick-up points in Singapore, such as Golden Mile Tower, City Plaza, Queen Street, and Boon Lay, so you’re not limited to having to find your way to a central bus station first.

Book with 707 if you’re fine with an Express bus and you don’t need any extra creature comforts on board. These buses are a few dollars cheaper than those offered by StarMart Express; theirs are VIP 24 buses which have wider and more comfortable seats, and provide a steward service with snacks.

Travel time varies depending on the time of day and the amount of traffic on the roads, and on where you are starting from in Singapore, but posted travel times range from 3 hours and 50 minutes, to 4 hours and 15 minutes.

It’s important to note that even though there are many buses from Singapore to Malacca, they go get very booked up in advance on weekends and especially on holidays. Malacca is extremely popular as a weekend getaway destination for Singaporeans, so if you’re planning to travel to Malacca on a Friday or Saturday, we would either advise that you change your plans, or you book it a long way in advance.

Taxi from Singapore to Malacca

Taxi from Singapore to Malacca

A final option you may like to consider when traveling from Singapore to Malacca is to take a private taxi. The main drawback with this mode of transport is the cost – it will easily overshadow trains and buses as being the most expensive, but if you’re traveling as a family or in a group and can split the cost of the car between you, it may work out to be affordable after all.

The great thing about travel from Singapore to Malacca by taxi is that it’s completely independent. You can be picked up directly from your hotel in Singapore, and get dropped off at the door of your hotel in Malacca. You could also pre-arrange to have some stops along the way, if you wanted to. There is a recommended company who offers these private transfers from Singapore to Malacca, SGMYTAXI, and you will have to book with them directly.

In conclusion, bus is usually the most affordable way to travel from Singapore to Malacca. It’s also convenient, with multiple pick-up points, and easy to book online with 12Go .

How to Travel From Singapore to Malacca

singapore to malacca travel

Malacca and Singapore once vied for: the title of Southeast Asia’s richest trading port. The latter won, eventually becoming the electrifying megalopolis that it is today, complete with soaring skyscrapers and the straight-laced HQs of various banking institutions.

Malacca slipped into obscurity for much of the 18th century, a fact that helped it retain its handsome Dutch colonial core and European-style architecture. In modern times, that was enough to make it a UNESCO World Heritage Site and one of the top attractions in Malaysia.

Covering the 122 miles between the two towns is now super-easy thanks to regular buses that go day and night. Here’s our guide for Malacca to Singapore travels…

Singapore to Malacca by Bus

Singapore to Malacca by Bus

Time – 3.5-6 hours Price – $18-24 per person Comfort – 4/5

There are more bus connections between Singapore and Malacca each day than you can shake a Singapore Sling at. We’re talking nearly 20 individual services, most of which leave during daylight hours. You’ll probably spend a little over three hours on the road in all, crossing the Singapore-Malay border, and then taking the main AH2 highway through the city of Johor Bahru all the way into downtown Malacca.

Options start as early as 7am when the slower coaches run by KKKL Express SG leave from the Kovan Hub Bus Terminal in eastern Singapore. If you hold out only another 15 minutes, you can get the much faster express services run by 707. They leave from Queen Street at 7.15am and stop at multiple places in the city before getting on the road in earnest. Throughout the day, you can expect at least one departure option almost every hour with the companies mentioned above and other providers to boot.

Join the bulk of travelers looking to get from Singapore to Malacca by booking a direct coach departure, but be sure to pick a starting and finishing point that suits you.

We’d rate coaches used on this route as moderately comfortable. Some are dated but still have frills like fully-reclined seats and air conditioning as standard. The aforementioned KKKL Express has the best-reviewed services of the bunch, something that’s largely down to their new fleet of VIP coaches. Tickets for all the buses between Singapore and Malacca can be pre-booked online using 12G oAsia at least one month before the scheduled date of travel. Easy.

The main thing to pay attention to is where you plan to board the coach and where you want to go when you arrive in Malacca. Queen Street is often a great starting point for travelers who are staying near the heart of Singapore. It’s only a short walk from the spice-scented curry houses of Little India but also the chic hotels of Marina Bay. To get as close as possible to the UNESCO World Heritage Site of old Malacca, be sure to book a bus that terminates at Casa del Rio.

Singapore to Malacca by Night Bus

StarMart SG

Time – 3.5-4 hours Price – $18 per person Comfort – 3/5

The latest bus departure to roll out of Singapore is around 8pm. It’s the perfect one to go for if you wanted to enjoy a “free day” in the big city without having to book accommodation. Hit Marina Bay, dine in the curry houses of Little India and shop through Chinatown. Then, once you’re done, head over to the Boon Lay Bus Interchange, which is the stop where the well-rated evening bus link run by StarMart SG goes from. You can also pick up the same coaches 10 minutes later at the Golden Mile Tower if that suits you better.

The latest bus departure from Singapore to Malacca is nearly a night bus, though it still completes the journey by half past midnight.

You’ll be cruising into Malacca between 3.5-4.5 hours later. Arrivals are either at Malacca Sentral (the town’s main bus terminal) or at the Mahkota Medical Centre. We’d recommend sticking to the latter if you have a hotel booked on the south side of the old town. Those staying north of the river or in the Malacca New Town will probably find it easier to arrive at the bus hub and then catch an onward taxi from there.

Remember that these services aren’t, strictly speaking, night buses. They take a maximum of four hours, so will get you into Malacca around midnight. What’s more, they don’t come armed with the extras that many dedicated night buses do – think lay-flat beds and the like. The chances are that you’ll have to organize accommodation for when you arrive at your destination, though bear in mind that hotel rates in Malacca are typically just a fraction of what they are in Singapore!

Singapore to Malacca by Train and Bus/Taxi

singapore to malacca travel

Time – 7-8 hours Price – From $10 Comfort – 3/5

Train lovers have an option when it comes to traveling between Singapore and the old Dutch city of Malacca. Okay, so with a combined journey time of over eight hours, it’s hardly as swift as the buses, but it’s a good backup nonetheless. The trip will involve a number of legs, first from Singapore to Johor Baru on the Malaysian side of the border, and then up to Tampin. Finally, you’ll need to complete the final step from Tampin to Malacca in either a bus or a taxi.

It’s possible to hop trains from Singapore to Malacca, but it will take a lot longer than the buses.

Up for the adventure? You’ll need to hop on the KTMB Shuttle Train in the morning. They leave 13 times per day from Singapore’s Woodlands Station, which is just about as far north in Singapore as it’s possible to go. The link is very quick – think like five minutes from start to finish sort of quick. It gets you into the main Johor Bahru Railway Station, where you’ll need to alight and change locomotives. The next leg will be on the Intercity service that leaves four times each day for Tampin.

You have a choice once you arrive at the station in Tampin itself: Either walk the 10 minutes to the local bus terminal, from where regular shuttles go to Malacca Sentral for about $1 total. Or hop in a taxi. The latter is the quicker option but will cost nearly $20, though you will have the added bonus of being able to pick exactly where you get dropped off.

Singapore to Malacca by Taxi

Queen Street Bus Terminal in Singapore. From this terminal travelers can take taxis and buses to Johor Bahru, Malaysia.

Time – 3 hours Price – $180+ Comfort – 5/5

To travel in the height of comfort across the international border and up to Malaysia’s enthralling colonial city on the Malacca Strait, there’s nothing for it but a taxi. This is the only way that you’ll bag yourself a ride that’s 100% private, with air conditioning that you can set to your preferences and a dedicated driver who will stop whenever you request it. Sadly, you’ll need to fork out something in the region of $180 for the whole trip.

To be honest, with travel times that are close to the same as what the buses take and only three hours spent on the road in total, we’re not entirely convinced that the higher price tag is worth it here. It might be if you’re traveling with the family and want to keep the hassle levels to a minimum, or if you have a group you can share the cost of the car with. Also, taxis are a great pick if you’re looking to get to a hotel or resort that’s far from the main bus stations in Malacca – these private cars will take you straight to your lobby door.

When you’re finished gawping at the steel-clad skyscrapers of Marina Bay and wandering between the spice bazaars of Little India, perhaps you’ll be tempted to travel north to the amazing colonial city of Malacca?

Malacca is a common next port of call for travelers moving up the Malay Peninsula from Singapore, with its Dutch architecture and bustling night bazaars down Jonker Street. Buses are probably the best way to complete the trip, though you can also choose taxis and trains.

Singapore to Malacca by bus how long?

The bus journey from Singapore to Malacca will be around 3 to 4 hours, but it depends on how bad or good the traffic is at the Singapore-Malaysia border.

  • Once the bus takes you over the causeway, at Johor Customs, you need to get down from the bus to get your passport stamped
  • At the immigration clearance, you’ll have to bring down all of your luggage and belongings

Overall, the process can be time consuming and tiring as it takes around 30 minutes to 1 hour to get all of it done.

Once you’ve gone through immigration clearance, you will need to board the bus again together with your ticket. Hence why it’s important to keep it safe at all times!

The shortest way to Malacca from Singapore would be North-South Expressway (NSE) and will take about 2 hours and 30 minutes to 3 hours.

This doesn’t include the time taken at the Singapore – Malaysia immigration clearance.

But going through NSE doesn’t offer many features and is more of a formal trip rather than a fun one. Despite that, you can consider going through the way that’s longer – which is through Buddhist House, Batu Pahat and Penghulu’s House.

The various ancient tombstones and mosques as well as the hot springs may be tempting to visit, but you’ll have to force yourself to focus on the journey!

However, most of the places are isolated and deserted, so it’ll be difficult for you to get to the destinations.

Hence why you should just save your time and continue your journey toward Malacca!

Taking the MRT in Singapore to your bus pick-up point

We strongly recommend taking the MRT to your bus pick-up point on the way from Singapore to Malacca. Singapore has an excellent public transportation system with multiple train lines servicing most areas of the city. We have written two comprehensive guide articles related to buying MRT tickets:

How to buy MRT tickets in Singapore?

COST SAVING TIP: Try to pre-purchase your attraction tickets for Malacca or Singapore in advance to save up to 52% on entrance prices!!  Already over 200,000 passes have been purchased by Singaporeans and visitors.

How to buy Singapore tourist passes?

These articles summarize where to buy tickets and the pros and cons of each one. When we were figuring out how to get from Singapore to Malacca by bus, we used a stored-value card on the MRT. It was quick, affordable and super easy to use.

3. Ride the bus to the Singapore-Malaysia border to clear immigration.

You can expect the bus ride from downtown Singapore to the border to take approximately 30 minutes. However, this time can change depending on when you leave. For example, if you go at rush hour, expect more delays.

When you arrive at the Singapore departure area, you have to get off the bus and take your luggage. Consequently, remember what your coach looks like (plate number, paint job, driver, etc.).

We have travelled through this border crossing on multiple occasions, and it’s quite easy to forget these details when you are busy carrying your luggage and worrying about immigration. There sometimes can be lots of buses lined up, so consider taking a photo of your bus before you enter the immigration zone.

After clearing Singapore, then get on the bus again and ride it to Malaysian customs. This will require you to get your passport stamped by an officer. Then, get back on the bus again and you should be good to go! Remember to bring your passport and luggage along for the remainder of the ride to Malacca.

How long does it take to clear immigration and customs on the way from Singapore to Malacca?

Based on our experience crossing the Singapore-Malaysia border, it typically takes 45 minutes to 1 hour and 15 minutes to pass.  You can expect it to take quite a bit longer if you are travelling during a peak period such as a long weekend or a holiday season such a Chinese New Year. Expect it to take at least a few hours if you arrive during peak time.

4. Ride the bus to Melaka Sentral – the city’s main bus station.

After you have cleared immigration and customs, you can simply relax and enjoy the ride. Most buses from Singapore travelling to Malacca will terminate at Melaka Sentral. This is the largest bus station in the city, but it is not particularly close to Jonker Walk and the tourist area.

5. Take a bus or taxi from Melaka Sentral to Jonker Walk (street).

You will have to arrange additional transportation to get from Melaka Sentral down to Jonker walk and the historical area of Malacca. There are two major transportation options here:

We have experience using both a bus and taxi from Melaka Central down to Jonker. If you do not want to wait or if you’re travelling with other people, you may want to take a cab.

The taxi ride is much more than the bus, but it’s obviously much more convenient. It’s also cheap if you share the journey with 2-3 other people.

Catching a bus from Melaka Sentral to Jonker Walk is also quite straightforward. We use this excellent guide article to learn how to take the bus from Melaka Sentral to Jonker . Expect this ride to take 15-30 minutes in moderate traffic.

6. Walk to your hotel in Malacca.

Once you get off the bus or exit the taxi, simply walk to your hotel in Melaka .  Fortunately, Melaka is loaded with interesting boutique hotels that are sure to please almost all tourists.

Try to stay close to Jonker Walk, but not right on the street. It can get loud at night with the market, bars and restaurants. Instead, try to stay 2-3 streets over from it if possible.

Tourists love hotels in Melaka. A lot of the properties here receive very high review scores from verified guests. Most hotels are also within walking distance to markets and historical sights in the historic area of the city.

Some of the best hotels in Malacca include the following properties:

5 Heeren Museum Residence (3-star, 9.4/10 review score)

Casa Del Rio Melaka (5-star, 9.2/10 review score)

The Pillohouzzze (3-star, 9.3/10 review score)

SINGAPORE - Located near the Equator, Singapore has become a contender for the title of the world’s lightning capital with its many thunderstorms.

The country has one of the highest lightning strike rates in the world, with strikes occasionally harming people and infrastructure. On June 3, one such bolt sparked a fire that crippled a northern stretch of the North-South Line during evening peak hours.

In December 2023, three workers on the roof of a Build-To-Order HDB block in Bartley were taken to hospital after a bolt of lightning struck near them .

Using the latest data from the National Environment Agency’s Meteorological Service Singapore (MSS), The Straits Times looks at why Singapore is a lightning magnet and whether climate change will increase the likelihood of such strikes.

Why is Singapore affected by so much lightning?

Lightning is a large electrical spark caused by the difference in charges between storm clouds and the ground, or within the clouds. It discharges in a blinding flash.

Annually, on average, there are 175 days when lightning is detected in Singapore, based on records at the Changi climate station, the MSS told ST. This amounts to nearly one in every two days each year.

Thunderstorms that occur all year round in Singapore arise from two major rain-bearing weather systems.

In the first system, localised thunderstorms are brought about by breeze carrying moisture from the sea inland. The moist air mixes with rising warm land air caused by the sun and, under unstable conditions, forms a thunderstorm.

The second system, Sumatra squalls, is a line of thunderstorms that travels towards Singapore after developing over the island of Sumatra or the Strait of Malacca.

About 20 per cent of lightning strikes hit the ground, making these the most dangerous kind of bolts.

According to MSS’ lightning information service, 11 of such cloud-to-ground lightning strikes were detected between 5.20pm and 5.24pm near Kranji MRT station on June 3, shortly before a bolt was reported to have damaged trackside equipment .

Even in the absence of a thunderstorm at a location, lightning from a thunderstorm cloud more than 10km away, also known as a bolt from the blue, can still strike the ground in the location.

When does Singapore get the most lightning?

The highest lightning activity occurs in April, May, October and November, said MSS.

These are known as the inter-monsoon months, when the predominantly light and variable winds spur the development of intense localised thunderstorms.

On average, the inter-monsoon months account for about half of the lightning occurrences detected here in a year, said MSS.

Will climate change increase the frequency of lightning?

Associate Professor Steve Yim from Nanyang Technological University’s Asian School of the Environment said: “Generally speaking, climate change could increase the frequency of lightning due to the enhanced convection and more moisture in the atmosphere.”

Theoretically, soaring temperatures worldwide due to climate change could boost the odds of a thunderstorm.

A warmer atmosphere holds more moisture, or about 7 per cent more moisture per 1 deg C of warming, according to the Royal Meteorological Society in the UK.

In 2014, scientists from the University of California, Berkeley, and State University of New York predicted that the number of lightning strikes in the US would rise by about 12 per cent for every 1 deg C rise in global average air temperature.

In the tropics, more energy will need to be released when the atmosphere closest to the earth’s surface is heated, said Prof Yim.

This could result in more lightning, as convection currents – heat-driven cycles caused by differences in temperature – will become more frequent, he added.

However, large uncertainties still exist in models to represent the interaction of aerosols and clouds, which affect the accuracy in forecasting lightning activity, said Prof Yim.

Meanwhile, there has been no significant change in the annual number of days that lightning was recorded in Changi over the past 30 years, according to MSS.

The rate of lightning strikes has also not changed significantly.

How dangerous is lightning?

Those struck by lightning can get injuries such as burns, cataracts and fractured skulls. They can also get psychological injuries such as post-traumatic stress disorder or depression.

Only about 10 per cent of people who are struck by lightning are killed, according to statistics from the US National Weather Service.

In February, a footballer in Indonesia died after he was struck by lightning during a match.

In 2011, a man died after he and another man were struck by lightning while fishing at Coney Island.

Lightning strikes can damage equipment, but infrastructure such as lighting rods has been put in place to shield people in Singapore.

For instance, people in trains are safe during a lightning storm as the trains are protected by an enclosure made of conductive material, also known as a Faraday cage.

What can I do to prevent myself from getting struck by lightning?

Lightning that hits the ground tends to strike conductive objects at a higher level first.

Said Prof Yim: “But people should still avoid being exposed to lightning in an open space. Lightning in Singapore is typically strong, so the safest way is to stay under a shelter.”

While technology has allowed countries to forecast lightning events more accurately, it is still impossible to forecast all such events, especially during seasons when convection is strong, he added.

The public can also take these precautions, as advised by MSS, in the event of lightning strikes:

  • Do not stay in or near water bodies such as the sea or swimming pool.
  • Minimise the use of electrical appliances.
  • Avoid holding metal objects like golf clubs.
  • Do not seek shelter under tall trees or small structures like a tent. Instead, seek shelter in a building or a car.
  • Wait at least 30 minutes after thunder is last heard before resuming outdoor activities.

The war in Gaza looms over Asia’s geopolitics

Western officials may have been unprepared for the depth of sympathies for Gaza among Asian countries — and their frustration over Western hypocrisy.

SINGAPORE — When Indonesia’s president-elect took the stage at a major regional security forum this weekend, his mind seemed far away from the Malacca Strait. The first 15 minutes of the speech made by Prabowo Subianto, who’s also the current Indonesian defense minister, was centered almost entirely on the war in Gaza . Prabowo lamented the “heartbreaking incidents” and “tragedies” endured by Palestinians caught in the crosshairs of Israel’s campaign against militant group Hamas. He called for investigations into, and accountability for, the “humanitarian disaster” unfolding in Gaza and welcomed the Biden administration’s efforts in helping broker an agreement that could lead to a cease-fire.

And Prabowo said the world’s largest Muslim-majority nation would be ready to help safeguard peace in the Middle East. “We are prepared to contribute significant peacekeeping forces to maintain and monitor this prospective cease-fire as well as provide protection and security to all parties and to all sides,” he told the assembled delegates at the Shangri-La Dialogue, an annual conference hosted in Singapore.

Prabowo was hardly alone among the many officials present at the forum in calling attention to the crisis in Gaza. The war hung over proceedings in Singapore, with leaders, diplomats and myriad analysts from around the region pointing to the worrying trajectory of the conflict and the shadow it cast over other geopolitical concerns. Malaysia’s defense minister, Mohamed Khaled Nordin, decried Israel’s “acts of genocide” and urged the summit’s organizers — the International Institute for Strategic Studies (IISS), a British think tank — to invite a Palestinian representative to their gathering next year.

The Palestinian cause is a fiery issue in Southeast Asian countries like Indonesia and Malaysia , where pan-Islamic sympathies abound. But the deepening toll of the conflict — which has claimed more than 36,000 Palestinian lives and seen much of Gaza destroyed in the wake of the deadly terrorist attack that Hamas launched on Israel on Oct. 7 — has inspired revulsion in many countries outside the West: First, out of shock at the civilian suffering widely on show and, second, out of fury at the perceived complicity of Western governments, especially the United States, in backing what they see as Israel’s heavy-handed and bloody retribution.

Disquiet over the war in Gaza also led to impatience with Western lecturing on other fronts. After he delivered a speech decrying Russia’s rampages in his country, Ukrainian President Volodymyr Zelensky was confronted by a Cambodian participant, who questioned his stated backing for Israel. Her remarks compelled Zelensky to voice both a call for Israel to respect international law as well as for a two-state solution in the Middle East. Chinese officials present in Singapore were quick to raise the matter of U.S. tolerance for alleged Israeli abuses and probably found the ongoing war a useful foil when faced with criticism over Beijing’s own role in supporting Russia’s norm-bending invasion of Ukraine.

Emile Hokayem, Middle East expert at IISS, said the “disconnect” between some Asian officials and their Western counterparts on the issue of Gaza was clear over the weekend, with the Westerners unprepared for the depth of feeling about Gaza in the region and the extent to which frustration about perceived Western hypocrisy is present in the Asian conversation. It amounted to something of a “blind spot” for the West, he told me, no matter that Asian officials may have their own blind spots and hypocrisies, too.

“Gaza may serve as a bludgeon, a distraction, but it does not diminish the fact that Westerners are struggling in their attempt to rally support for their normative views about the rules-based order,” Hokayem told me.

In an interview on the sidelines of the Dialogue, José Ramos-Horta, president of East Timor, denounced Israel’s “carpet bombing” of Gaza , the “emptying of the territory of its people, the bombing of hospitals and universities,” and the humanitarian crises imposed by Israel’s war effort.

“I’m not sure to say whether I’m deeply shocked or disgusted that so many Western countries still do not find the decency, the morality, the courage to call out Israel, to call out [Prime Minister Benjamin] Netanyahu,” Ramos-Horta told me. The Nobel laureate cast himself as a “disappointed friend” of Washington but added that the war in Gaza “really undermines U.S. credibility” on the world stage.

Some Western officials attending the summit acknowledged the tension directly. Josep Borrell, the European Union’s top diplomat, said it was important for Western governments to “avoid the ‘double-standard’ accusation” — a reference to comparisons between American and European denunciation of Russian actions in Ukraine and their more mealy mouthed approach to Israel’s ravaging of Gaza. He urged countries to support the International Criminal Court’s potential investigation of Netanyahu for alleged war crimes as well as pressure Israel to comply with rulings made by the International Court of Justice to safeguard Palestinian lives.

Richard Marles, Australia’s deputy prime minister, also said Israel “must comply” with the ICJ’s binding orders. “If the [rules-based] order is to apply anywhere, it needs to apply everywhere,” Marles said at a plenary session.

In Asia, many nations are wary of an increasingly assertive China. But they temper their concerns with the recognition that Beijing is the preeminent economic player in the region and a partner that can’t be avoided. The Biden administration, meanwhile, is diligently boosting its security partnerships across the Indo-Pacific, but many governments still have to contend with public opinion that isn’t always friendly to the United States.

“What’s happening is that the U.S. itself is making it harder and harder for small countries to understand and connect to its policies and positions,” Suzannah Jessep, chief executive of the Asia New Zealand Foundation , told me. “On one hand, they say how credible the rules-based order is and, on the other, countries across Southeast Asia are seeing what’s happening in Gaza and U.S. support for Israeli actions.”

Shahriman Lockman, an Asia security expert at the Institute for Strategic and International Studies in Kuala Lumpur, Malaysia, suggested that U.S. righteousness about the rules-based order is “going to grate on people’s nerves” at a time when many in the region see U.S. actions as “self-serving.”

“When South Africa takes Israel to the ICJ, isn’t that a commitment to the rules-based order? But no, the ICJ gets condemned by the United States,” he told me.

“I strongly believe that America’s presence is critical for stability in Asia,” Lockman added. “But, in the long term, that can only be sustained if partner countries can ‘sell’ their relations with the U.S. to their publics.”
