How to Apply for a Visa

Please note that the information below changes regularly. For example, the UK leaving the EU may change the ability to travel visa-free to European countries. Therefore, you should always check the visa requirements of your country of destination before you travel.

This question comes up when you are considering travelling to one of the European or Schengen Countries or another country. Once you have obtained refugee status, you may wonder where you can travel without the need for a visa.

If you are a holder of a Refugee Travel Document issued by the United Kingdom under the 1951 United Nations Convention Relating to the Status of Refugees , you can travel visa-free to a lot of countries. Different countries have their own travel restrictions and require you to have a visa even for short term visits like tourism, even if you have a Refugee Travel Document.

When you are travelling, you will need to make sure that you carry your valid UK residence permit confirming your refugee status together with the Refugee Travel Document.

All the above countries issue refugee travel documents in one form or another. They allow you to leave the country that issued them and return with the same documents. Some countries allow you to travel to other countries without the need for a visa. Whereas, you may need to obtain a visa for other countries. These arrangements are usually due to agreements between countries.

Please note that in some instances, you may lose your refugee status if you travel to the country from which you sought refuge. You will need to check with the country that issued your travel documents.

Getting a Travel Visa

A travel visa is an official document, usually stamped or affixed into the bearer’s passport, that grants the right to legally enter, remain within, or leave a foreign country. A  Schengen visa , for example, allows you to travel to any of the  Schengen countries  as well as other  non-Schengen countries  that allow travellers to enter their countries with a Schengen visa.

Travellers without a valid travel visa will be refused entry into a country. And, if the individual enters the country through illegal means and is later discovered, may be punished and deported.

Each country has their own processes for applying for a visa. Generally, you will need to fill in an application form and submit any requirements that the consulate or embassy asks for, and some even require you to appear for an interview .

There are many factors that could add to your visa being approved or rejected by the consulate, and many find the process of applying for a visa stressful for this reason. You can choose to do this on your own, or get a service like IaM to help you either make the application or check the application that you filled out yourself.

Hi I am a Zimbabwean national who holds a UK refugee travel document and I just wanted to check if South Africa definitely does not require a visa as the last time a friend travelled there about ten years ago they did require one. At that time it did state that we needed one on their website but this is no longer stated so am guessing this has changed. Checked with the embassy but referred me to vfs global.

There are several ways to enter Romania: with temporary protection, with the right of short-stay or as an asylum seeker. You can also apply for asylum within Romania, at a later point.

Ukrainian nationals who are able to present a valid passport at the border crossing can enter Romania and can stay up to 90 days.

Asylum seeker

Instead of entering with the right of short stay you can enter as an asylum seeker.

Temporary protection

The temporary protection is granted for a period of one year and can be automatically extended for periods of 6 months, for a maximum of one year, if the generating situation persists.

If you do not have documents of any kind, you can enter Romania as an asylum seeker.

Identity documents

As an Ukrainian national you can enter Romania on a short stay status by presenting a valid passport at the Romanian border crossing point. Or you can be granted temporary protection for a period of one year, that can be automatically extended for periods of 6 months, for a maximum of one year, if the generating situation persists.

Do not worry if you do not have a passport. You will be allowed to enter Romania without a passport, by asking for asylum at the border.

All children coming from Ukraine are accepted into Romania . It is advisable to carry an identity document of the minor or a birth certificate. 

Minors don’t need the written approval of any of the parents to cross the border. As a parent, you don’t need the approval of the second parent for the child to cross the border.

Unaccompanied children are picked up by the team at the border crossing point and taken to DGASPC locations or to professional foster carers in the area, where they receive basic services, including psychological counseling, if the situation requires it.

Ukrainian men between the ages of 18 and 60 are allowed access to Romania if they meet the conditions for leaving Ukraine and for those entering Romania. Boys under the age of 18 and men over the age of 60 can leave Ukraine and enter Romania.

There is NO requirement to present a certificate of vaccination or valid PCR test to enter Romania from Ukraine. You are not required to quarantine either. Also, it is not required to fill in the Digital Form for Entering Romania.

Non-Ukrainian nationals

If you are a third country national (TCN) that resided in Ukraine and holder of a passport you can cross into Romania through the common border points and obtain a visa on arrival. You do not need to go to a consulate office first. Currently, TCN are only being accepted from Ukraine for transit purposes only. They must have a valid travel document and upon arrival at the border point they will get a Romanian transit visa for up to 90 days.

You can bring along an animal even if it is not vaccinated against rabies (or if the vaccination is no longer valid) or if the animal is not identified with a microchip/ tattoo . As the owner of the animal, you will fill in the Pet Location Form, and you will have to complete all the formalities and procedures after entering Romania.

Russian citizens

Russian citizens will not need a visa if they have a residence permit in Ukraine. If coming from the Russian Federation, the Russian citizens will need a visa, but have no additional restrictions apart from the existing visa regime of any non-EU foreign citizen entering Romanian territory. The application shall be made first online, for verifications, on the online portal. The application will only be processed first over the Internet on Eviza.ro , in order to get an appointment at the Consular Section. 

Border crossing

From Ukraine Halmeu, Sighetu Marmației, Siret, Rădăuți-Prut, Isaccea border points can be used to cross into Romania. You can also reach Romania through the Republic of Moldova.

Entering Romania through the Republic of Moldova

You can enter Romania via the Republic of Moldova.

Transport from the Romanian border

There is no official transport organized at the moment. There are however, a few voluntary initiatives.

Travel Documents

If you have refugee status, subsidiary protection or have been granted residence based on being a family member of a refugee or a person with subsidiary protection status you may qualify for a travel document to allow you to travel outside of Ireland. If you have been recognised as stateless, you will also qualify for a travel document. In exceptional circumstances, migrants with other residency permissions may be granted a temporary travel document.

The application form and guidelines for applying for a travel document are available on the ISD website . The cost of a travel document is €80. The website notes that applications for Travel Documents are taking up to 22 weeks to process so please ensure that you apply well in advance of any planned travel.

1951 Convention Travel Documents - Refugees

If you have refugee status, you qualify for a 1951 Convention Travel Document. A 1951 Convention Travel Document gives you certain benefits including the ability to travel to certain countries without a visa. If you are travelling to Belgium, Czech Republic, Denmark, Finland, Germany, Hungary, Iceland, Italy, Liechtenstein, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovak Republic, Spain, Sweden or Switzerland you do not need a visa for a short-stay (90 days or less).

Please note that Ireland imposed a requirement for holders of Geneva Convention Travel Documents from these countries to enter Ireland to have visas for short stays of 90 days or less. 

You can find out more information on suspension of the operation of the Council of Europe Agreement on the Abolition of Visas for Refugees (Council of Europe) for a period of 12 months from July 2022 here .

Temporary Travel Documents

If you do not have refugee status or have been recognised as a person eligible for subsidiary protection and you do not have a national passport, the State may, in some very exceptional cases, issue you with a temporary travel document. This may be to allow you to access urgent medical treatment abroad or to help you apply for a national passport from your country of nationality. Many of Nasc’s clients experience difficulties if their passports expire as many countries do not have an embassy or a consulate in Ireland or, even if they do, they cannot print passports in Ireland. We strongly recommend ensuring that you make arrangements to have your passport renewed well in advance of its expiry.  

If you are applying for a temporary travel document, you will need to provide detailed reasons as to why you do not have a national passport and what efforts you have made to try to get a national passport. You will need to show that you have made efforts to obtain a national passport and that you has been formally and unreasonably refused by your country of origin.

Examples of the evidence that you should provide with your form includes:

  • Details of the efforts you made to obtain a passport – letters/faxes/phone calls or emails to Embassy or relevant agencies seeking a passport;
  • Evidence that the country you have requested the passport from will not issue you with a passport unless you present in person at an Embassy or at a passport office in your country of nationality – letters/faxes/emails from the Embassy addressed to you requiring you to travel to apply for a passport;
  • Details of the efforts you made to obtain a temporary travel document or laissez-passer from your country of nationality and evidence that this request has been refused.

The Irish Department of Foreign Affairs publishes a Diplomatic List of all of the embassies and consulates accredited to Ireland. This list is updated regularly and is a useful resource to get information on where your nearest embassy is located. 

If you have been issued with permission to remain in the State on the condition that it will only be renewed once you can provide an up to date passport, we strongly recommend that you begin the process of applying for your passport as soon as possible. It may take a number of months for you to gather the relevant evidence and the application process for the travel document may also take several months.

ENTRY INTO ROMANIA

British citizens.

After the end of the transition period ( after the 1 st  of January 2021 ):

  • British citizens, as beneficiaries of the Withdrawal Agreement, may enter Romania without a visa, only under a valid travel document  and  a residence permit issued by the General Inspectorate for Immigration. Until the new residence permits are obtained, British citizens benefiting from the Withdrawal Agreement can enter the Romanian territory, without a visa or other formalities, based on valid documents issued by the General Inspectorate for Immigration, in accordance with EU legislation.  
  • British citizens who  do not enjoy rights under the Withdrawal Agreement  can enter and reside in Romania without a visa for a period of 90 days within any 180 days.

Family members of British citizens:

Family members  (to list them below –  husband or wife of the British citizen; direct descendants, including adopted ones, who have not turned 21 years of age or are dependants of the British citizen, as well as those of the husband/wife or partner;   direct ascendants, irrespective of citizenship, who are dependants of the British citizen, as well as those of the husband/wife or partner; partner – a person who lives together with the British citizen, if the partnership is legally registered in their country of origin or country they come from or, in case the partnership is not registered, evidence of a cohabitation relationship can be brought; dependant- any other family member, regardless of nationality, who does not fall into the categories stated above and who, in the country of origin or provenance, is dependent or is a member of the household of the British citizen, or is in a situation where, for serious health grounds, his personal assistance is necessary; any other family member, irrespective of citizenship, others than the categories referred to above, whose presence on Romanian territory is necessary to the British citizen, lest the latter is deprived of the right of stay granted under the applicable law)  of British citizens beneficiaries of the Withdrawal Agreement  may join them at any time after the end of the transition period. They may be subject to the obligation to apply for a entry visa for Romania, based on their nationality and taking into account the Lists annexed to EU Regulation 1806/2018, in order to regulate their status as family members. These visas are issued free of charge and falls under the terms of an accelerated procedure.

Third-country nationals ,  family members of British citizens beneficiaries of the Withdrawal Agreement, who enter  the territory of Romania  after December 31, 2020/starting the 1 st  of January 2021  and who  did not have the status of family members until December 31 st  2020,   are subject to the national legal visa obtaining regime, depending on the nationality , related to the lists annexed to the EU Regulation 1806/2018, as well as to other regulations, or may be exempted from the visa requirement.    

Family members  who join British citizens, beneficiaries of the Withdrawal Agreement,  after the end of the transition period , may obtain an  entry visa  which is issued, free of charge, as soon as possible and under an accelerated procedure, given that they are not legally exempted from this obligation.

According to Section 55 IPA, the Minister for Justice and Equality, on application by the person concerned, shall issue a travel document to a qualified person and his or her family member. The Minister for Justice may not, however, issue a travel document if the person has not furnished the required information as requested by the Minister, or the Minister considers that to issue it would not be in the best interests of national security, public health or public order or would be contrary to public policy.

Both refugees and beneficiaries of subsidiary protection in Ireland are entitled to apply for travel documents, which is done by application form to the ISD Travel Document Section. The application requirements differ slightly between the two categories of applicant, in that the applications of subsidiary protection beneficiaries are subject to the Minster’s satisfaction that the applicant is “unable to obtain a travel document from the relevant authority of the country of his or her nationality or, as the case may be, former habitual residence.” [1] While this does not reflect an overt distinction in theory, in practice, it means that beneficiaries of subsidiary protection can be required to demonstrate that they have made every effort to prove that they are unable to obtain a travel document from another relevant authority before they are issued with an Irish travel document.

Beyond that, the travel document application process for both refugees and beneficiaries of subsidiary protection is uniform. Applicants are required to fill out an application form, submit four passport-sized photographs, a copy of documentation from the Department of Justice issuing permission to remain in the state, a copy of the applicant’s Garda Naturalisation and Immigration Bureau registration card, and an €80 application fee. [2]

According to the ISD, the validity of travel documents for a holder of a “1951 Convention Travel Document” (person with refugee status ) is ten years, in line with the validity of Irish passports. [3]

Travel Documents granted on foot of subsidiary protection are issued for the duration of their permission to remain. This is generally for a period of three years from when status is granted under Section 23 of the European Union (Subsidiary Protection) Regulations 2013. [4] The travel document is renewed in line with the period of permission granted after that by the person’s local Registration / Immigration Office. [5] Furthermore, Schedule 3 of the Subsidiary Protection Regulations states that the “maximum validity of a travel document is 10 years.”

The primary limitation on use of travel documents is that the country of origin/persecution of the holder is not permitted for the purposes of travel. [6] Other than that, beneficiaries of refugee or subsidiary protection status in Ireland are both equally entitled to travel in or out of the State with their respective travel documents. While this enables travel to most EU Member States without a visa, it is impressed upon document holders to enquire with the embassy of their intended travel destination in advance, in order to ascertain the necessity to obtain a visa as each State may have individual requirements based on nationality, etc.. [7] Holders of Irish refugee and subsidiary protection documents do not require a re-entry permit upon return to Ireland. [8]

Following the onset of the COVID-19 pandemic, the government advised against all travel outside of Ireland for non-essential purposes. In February 2021, following a significant increase in the infection rate in Ireland, new restrictions targeting non-essential travel overseas were announced by Government. These included fines for those leaving the country for non-essential purposes, as well as mandatory hotel quarantine on arrival from certain destinations. [9] Following a reduction in the number of COVID-19 cases in summer 2021, restrictions on travel abroad were eased. Persons travelling abroad were advised to check the public health advice, document requirements and COVID-19 restrictions that are in place in the country to which they were travelling. Additionally, on return to Ireland, individuals were required to complete a passenger locator form and show proof of being fully vaccinated or having recently recovered from COVID-19. Where a passenger could not demonstrate vaccination status or proof of having recovered from COVID-19, they were required to have a PCR test taken within 72 hours of arrival.

Following the announcement of further restrictions on travel, the Irish Refugee Council wrote to the Minister for Justice, Helen McEntee and the Minister for Health, Stephen Donnelly, outlining the importance of ensuring continued access to the protection process and raising issues with regard to mandatory hotel quarantine. It was emphasised that access to the protection process at Irish airports should not be affected or curtailed by any of the changes made as a result of banning non-essential travel. Moreover, particular concern was raised in relation to the cost of mandatory quarantine for individuals arriving under family reunification procedures of the International Protection Act 2015 or to seek international protection under the Act. It was requested that both categories of individuals be considered in the bracket of travellers who cannot afford hotel quarantine costs. In addition, it was noted that individuals seeking protection may require particular services, including medical assistance and legal advice and that special supports were likely to be needed for asylum seekers in circumstances where they were required to isolate for 14-days alone in a hotel room. [10]

In July 2022, the State suspended for a period of 12 months visa-free entry for individuals with refugee status traveling on Convention Travel from 20 so-called ‘safe’ European countries. Previously, pursuant to the European Agreement on the Abolition of Visas for Refugees, those with refugee status could travel to and within Ireland for up to 90 days without requiring a visa or prior clearance. Following the suspension, those seeking to travel to Ireland are now required to apply for a visa in order to enter Ireland, facing processing times of approximately 8-14 weeks. [11] The measure has been implemented with a view to protecting the ‘integrity’ of the immigration system, according to the government, who cited an increase in those who had already received refugee status in another European country travelling to Ireland applying for asylum. [12] According to statistics released by the Department of Justice, 479 such applications were made, representing 7% of the overall applications for international protection during that period. [13]

Driving in Romania

Travel documents.

A valid passport is required for all overseas/ non-EU visitors. Your passport must be valid for the entire duration of your visit (it will not expire sooner than your intended date of departure). However, please check the expiration date on your passport carefully before traveling to Europe. Some airlines (i.e. Lufthansa) may refuse boarding at your point of origin or while transferring planes if your passport is not valid for at least three months beyond your intended date of departure; or your entry into the Schengen Area could be denied. For this reason, the U.S. Department of State – Bureau of Consular Affairs recommends that your passport has at least six months' validity remaining whenever you travel abroad.

For stays longer than 90 days visitors need to need to apply for a temporary residence permit (either before arriving into Romania or at least 30 days before the 90-day "no visa" stay expires). Citizens of the European Union countries can enter Romania with a valid passport or with their National Identity Card.

Depending on your citizenship, you may be required to show different documents at the port-of-entry.

American and Canadian citizens as well as citizens of Australia, New Zealand and most European countries do not need an entry visa to visit Romania, providing duration of stay is not more than 90 (ninety) days, accumulated during a single visit - or multiple visits - within a six-month period.

Schengen Visas validity in Romania

Romania partially joined Schengen area of free movement opening up travel by air and sea without border checks. Border checks will continue to apply for those travelling by land between either Bulgaria or Romania and other Schengen area countries. Effective April 1 2024, the Consulates of Romania issue standard short-term Schengen C visas, as per recent EU directives.   Schengen Visa holders do not need to get a (special) Romanian visa to visit Romania as long as number of entries and/ or length of stay has not been not exhausted. More info concerning Romania visa requirements / Schengen visa. The Schengen visa zone includes 25 EU member countries along with four non-EU states: Iceland, Liechtenstein, Norway, and Switzerland.

No immunizations or unusual health precautions are necessary or required. Romania has no infectious risks and there are no poisonous insects. There is no malaria in Romania. During the summer months mosquitoes are present in the Danube Delta and some low-lying regions. For your comfort take some mosquito repellent with you, if visiting Romania during the warm season.

Tap water is safe to drink; if you prefer, bottled water is inexpensive and widely available. Romania is home to more that 1/3 of the natural mineral springs in Europe. Some Romanian bottled waters are rated the best in the world for purity and taste and are exported to many foreign countries.

Naturally, we hope that you will never need to use any medical facilities. However, Romanian doctors are known for their high standard of medical education. The embassy of your country, to Romania, can probably provide a list of preferred physicians or medical facilities.

Travel with Pets in Romania

Leisure travelers or soon-to-be expatriates (departing from non-EU countries) generally fall within the EU regulations for non-commercial pet travel to Europe. The following EU regulations apply only to dogs, cats or ferrets. Please contact your Embassy/ Consulate (or the embassy of destination country) to determine what (if any) protocol to follow for other types of pets.

Documents needed to take your pet into Romania include:

1. Proof of rabies vaccinations - Rabbies Certificate (Your veterinarian issued documentation that proves rabies vaccination and disproves the existence of rabies in your pet, specifying that this documentation is certified for your travel to the EU). Your pet may not travel to Europe until at least 21 days after the primary rabies vaccine.

2. Pet's Health Certificate The health certificate must prove that your pet has had all its shots and is healthy enough to travel. Although this certificate is technically valid for 4 months, it is recommended to be completed and endorsed by the USDA within 10 days of travel to avoid any customs issues upon arrival. The results of a serological test and the pet's vaccination details must be attached to the health certificate. Obtain this documentation within 10 days of travel. For travel to Europe, an additional single-sheet EU Vet Health Certificate form must be filled out and certified by your vet.

3. Microchip Implantation Record Microchips provide electronic identification on your pet. If your pet doesn't already have a microchip you can easily get one. All original documentation must travel with your pet. Translation of documents is not needed if they are in English, French or German.

Dogs: must be kept in leash and wear a muzzle. Small pets and birds: must be kept in a cage at all times. Some municipalities might have additional regulations regarding travel with pets in city buses or trams. A small number of cities in Romania do not allow pets on board of their public transportation fleet.

Dogs are allowed in second-class cars only; they must stay on the floor, in leash, and wear a muzzle at all times. If a passenger is allergic to pet-hair or is not comfortable in the presence of a dog, the owner of the dog must find a seat / place in another car. Dog's health certificate must be available for inspection by the train conductor.

A ticket is required for all (larger) dogs that do not travel in a pet-cage hold in the lap of the owner. The cost of a train ticket for a dog is 50% of the price of a ticket for an adult traveler.

Dog breeds with aggressive tendencies/ history (Pittbull, Boerboer, Bandogge) are not allowed on trains.

Each bus company has its own rules regarding pet travel / transportation.

Each airline has its own rules regarding pet travel / transportation. An international pet passport is required for pets traveling to EU / Schengen countries. Although there are uniform regulation within the EU, some European countries have additional own regulations regarding pets.

Romanians love pets; please don't be surprised or offended if someone you don't know tries to pet your dog or cat without asking permission.

Each hotel or restaurant has its own pet policy.

In general pets are allowed in hotels and restaurants. Many hotels will charge extra the guests bringing their pets.

Romania Customs Regulations

Romanian Customs regulations are in line with those of most European countries. A traveler can enter and leave Romania with up to 10,000 Euros (or equivalent) in cash or traveler's checks. Amounts over 10,000 Euros have to be declared when entering the country.

Items that must be declared at customs also include: art objects, historic artifacts, weapons, ammunition, explosive materials, toxic and hazadous substances.

- Tobacco: 40 cigarettes or 50 cigars or 250 g (100 oz) tobacco. - Liquor: 4 litres of still wine and 16 litres of beer or 2 litres of alcoholic drinks less than 45 proof or one litre of liquor stonger than 45 proof. (one litre = 33.8 fl. oz). - A reasonable quantity of gifts with a total value of up to $450. - Goods and medical products/ medicines for personal use. Customs officers do not usually check the luggage of individual travelers or tour groups. However, you must know that, as in any other country, custom officers have the authority to check passports and to conduct enforcement examinations without a warrant, ranging from a single luggage examination to a personal search. U.S. / Canadian / Australian / New Zealand / European drivers' licenses are valid and can be used for driving in Romania, by visitors who are in the country temporarily (less than 90 days).

Driving is on the right side of the road.

Independent travelers entering Romania by car (own or rental) need to obtain a road toll sticker, called "RoVinieta". RoVigneta is available on-line at Roviniete , and E_Rovinieta , as well as at border-crossing points, postal offices and most gas stations. Cost of RoVinieta for passenger cars is the Romanian currency equivalent of $3.50 (7 days) or $8.00 (30 days).

On 17 May, the General Inspectorate for Immigration (GII) published a new Governmental Decision that facilitates the access to national protection benefits for refugees from Ukraine by adding a residence address within Temporary Protection (TP) documents . It is important to highlight that all TP documents issued in the previous format are valid and beneficiaries can convert their document with the new TP format (with residence) over a period of 180 days starting from 20 May. By adding a residence, refugees from Ukraine will be facilitated to access all social protection schemes in Romania such as child allowance, disability and unemployment. As of 19 May 2024, 162,542 refugees from Ukraine have obtained TP in Romania. Women and children represent 71 per cent of the refugee population.

During the week, UNHCR together with World Vision, Project Voiajor, the Romanian National Council for Refugees (CNRR) and AIDRom supported over one hundred refugees to participate in job fairs throughout Romania . Job fairs were organised by the national employment authority (ANOFM) in Bucharest, Brasov, Galati, Constanta, Cluj, Iasi, Ilfov, Suceava and Timisoara. Through this opportunity, partners have reached out to potential employers in private sector. So far in 2024, UNHCR and partners have supported over 3,120 refugees from Ukraine to enhance their access to employment also through dedicated Romanian language courses.

On 15 and 16 May, UNHCR in coordination with partners and authorities organized an information session for 41 refugees from Ukraine hosted in Suceava (northern Romania) . Sessions were organised in the context of the gender-based violence prevention campaign - Safety is Everyone’s Right - implemented by the Romanian Police. Refugees actively engaged in discussions focused on the legislative framework, and the support services available to prevent and intervene in situations of domestic violence. In addition, on 16 May, UNHCR and Sensiblu Foundation conducted a psychosocial support session with 16 women refugees from Ukraine in Bucharest. So far, UNHCR and partners have assisted over 3,230 refugee women through various programmes to prevent and respond to gender-based violence.

From 13 May to 23 May, UNHCR and partners distributed nearly a thousand core-relief items , including thermos, hygiene kits, kitchen utensils set, children clothing, body towels, and bed linen sets to nearly 500 refugees living in Constanta, Navodari and Galati. As of 19 May, UNHCR has distributed 38,000 core relief items to 22,400 refugees in Romania.

You can apply for a refugee travel document if either:

  • you have refugee status in the UK
  • you originally came to the UK on a family reunion visa to join someone who has refugee status

How long it will be valid for

If you’re settled in the UK (known as ‘indefinite leave to remain’), your document will usually be valid for up to 10 years. If you’re 15 or under and settled in the UK, it will usually be valid for up to 5 years.

If you have permission to stay (known as ‘leave to remain’) your document will be valid until the end of your permission to stay in the UK.

Your document may be valid for a shorter time in some cases. For example, because your previous document has been lost.

How to renew your Travel Document

*The following process also applies to Ukrainian nationals that have been rejected and haven’t obtained the Temporary Protection status.

To renew your travel document, you need to take the following 5 actions/steps:

  • First, you apply to the Asylum Service by email.
  • You send Solemn Declarations by post or via email to the Asylum Service
  • You receive an email reply from the Asylum Service with instructions on steps 4 and 5. If you cannot find this email, check your SPAM folder.
  • You submit documents to the Passport Office of the Greek Police (or Offices for Aliens).
  • You pick up your renewed travel document from the Regional Asylum Office or Asylum Unit of the Asylum Service.

1. You apply to the Asylum Service by email

  • To apply for the renewal of your travel document, you need to submit an application to the following email address: [email protected]
  • You can find the application here , It is available in Greek and English.
  • For each member of your family, you need to send a separate email with a separate application
  • In your email message, apart from the application, you also need to attach a recent digital photo of you, according to the specifications for Greek passport photos.
  • In the subject of the email, you have to type: “Travel Doc Renewals,” as well as the number of the valid Residence Permit in your possession (e.g. “Travel Doc Renewals P123456789”). Make sure to mention in your email the Regional Asylum Office from which you would prefer to collect your travel documents. There are currently two competent offices, one in Athens and one in Thessaloniki.
  • If you change your place of residence or your contact details you need to immediately inform the Asylum Unit of International Protection Beneficiaries .

Make sure you have the right high-quality passport photos. The first step is to visit a professional photography shop in your neighbourhood and ask for high-quality passport photos. You will need passport photos for each of your family members applying for Travel Documents renewal. Usually, you get 4 colour printed passport-sized photos that cost around € 10 to 15. When you are at the photography shop, ask the photographer to also provide you with the same photo in a digital file in a cd . You will need the photo file to attach it to your online application for the renewal of the Travel Document. You will need separate photo files for each of your family members. Ask the staff at the photography shop to give you the photos in a digital file in a cd.

2. You send Solemn Declarations by post to the Asylum Service

At the same time, you need to send Solemn Declarations in one of the following ways:

  • via post to the following postal address: Asylum Service – Ministry of Migration & Asylum Asylum Unit of International Protection Beneficiaries:  Asylum Service Beneficiaries Asylum Unit 2, P.Kanellopoulou street P.C. 10177 Athens
  • or you can send the solemn declaration with your application to the following email  :  [email protected]

More specifically, the solemn declarations are: - The Solemn Declaration A’ (or Annex A’) where you declare that you have not committed a serious crime or offence, as per the competent legal framework of Greek Law. If your child is over fifteen (15) years of age you need to submit the same Solemn Declaration for your child. In this case, both the parents as well the child need to sign the Solemn Declaration. You can find the Solemn Declaration A’ here in Amharic, Arabic, English, Farsi, French, Pashto, Tigrinya and Urdu. - You should send Solemn Declaration B’ (or Annex B’) only if you wish to renew the travel documents of your underage children. In this case, you need to declare that you give your consent for the renewal of the travel documents of your children. Both parents need to submit this Solemn Declaration. You will find the Solemn Declaration B’ (or Annex B’) here in Amharic, Arabic, English, Farsi, French, Pashto, Tigrinya and Urdu.

These Solemn Declarations need to be signed. Afterwards, the signatures must be verified by the competent authorities, such as the Citizen Service Centers (KEP) and police stations.

There are other very important details that you need to know in order to submit the application and the solemn declarations. Read these detailed instructions very carefully.

3. You receive an email reply from the Asylum Service with instructions on steps 4 and 5 from the Asylum Service

  • Make sure you have given your correct email address in your application
  • After some time, you will receive a reply via email from the Asylum Service. The reply will be written in a language that you understand.
  • The email reply will contain information with regards to whether your travel documents are renewed or not (whether a decision has been issued and whether this decision is positive or negative) as well as further instructions.
  • If the decision is positive, the email reply will refer you to Passport Offices of the Greek Police (or Alien Offices), where you will have to submit additional documents.
  • More specifically, the email reply will mention the specific Passport Office (or office of Aliens) you need to visit and the documents you need to submit to these passport offices.
  • If the Asylum Service has decided not to renew your travel documents, you will be informed in the email reply that you have to go to a Regional Asylum Office or an Asylum Unit in order to pick up this decision (which specifies that your renewal will not be further processed).

4. You submit documents to the Passport Office of the Greek Police (or Offices for Aliens or Γραφείο Αλλοδαπών/Grafeio allodapon)

You need to have with you the following documents when you visit the Passport Office (or Office for Aliens):

  • A printout of the email you received from the Asylum Service
  • The file attached to the email contains the decision on the renewal of your travel documents.
  • Your current travel documents.
  • Your residence permit (ADET), should be valid.
  • Two (2) recent personal photos (Greek passport type).
  • Receipt of administrative fee payment for travel documents.

You will receive a receipt from the Passport Offices for the documents you have submitted. You must not lose this receipt as you will need it in the last stage when you pick up your travel documents. The period for the Asylum Office to process your application and inform you that you can take the next steps varies and can last several months.

Keep in mind that, depending on the region in Greece you reside, exceptional measures might apply, for example, on the island of Lesvos, where a housing contract is an additional requirement for the issuance of travel.

If you change your phone number or email address, write an email to [email protected] and inform the Greek Asylum Office about your updated contact info.

After you get an email from the Greek Asylum Office that you are ready to proceed with the issuance of your new Travel Document, you will need to pay a fee that is:

  • € 84,40 for adults and minors above the age of 14 who have been granted either Refugee Status or Subsidiary Protection;
  • € 73,60 for minors under the age of 14 who have been granted either Refugee Status or Subsidiary Protection;

5. Collecting your renewed travel document

  • You should pick up your renewed travel document from the competent Regional Asylum Office. At the moment, there are two such units, one in Athens and one in Thessaloniki.
  • The email reply you received from the Asylum Service will specifically state the Regional Asylum Office (or Asylum Unit) from which you can pick up your renewed travel document.
  • View the contact information of the Regional Asylum Offices or Asylum Units .
  • In order to pick up your renewed travel document, you have to follow the announcements of Travel Documents that are ready .
  • The announcement that contains the number of your current travel document mentions the day and time you can pick up your renewed travel documents.
  • You have to pick up your travel documents at the specific day and time mentioned in the announcement.
  • You have to come in person. You can’t send someone else on your behalf
  • You have to wear a mask when you visit the Regional Asylum Office to pick up your residence permit.

What documents do you need to receive your travel document

You have to have with you in the Regional Asylum Office or Asylum Unit the following documents in order to receive your travel document:

  • Your current travel document (TDV)
  • Your valid residence permit (ADET)
  • The receipt (Barcode) you received from the Passport Office for the documents you submitted

Giving consent for renewing your children’s Travel Documents

For all children under 18, both parents must also provide written consent for the renewal of their Travel Document. This is an additional step for all parents with minor children.

Each parent must fill in and sign a written declaration of consent signed and validated by competent Greek authorities, such as a KEP officer or a police officer etc.

Then you must send both parents’ forms to the Greek Asylum Office address by post.

You can send all forms of all your family members in one envelope, paying postal costs of around € 0,72 to 1,60 depending on the total weight of the envelope.

Caution! If you cannot provide written consent by both parents, either because one of the parents is not currently in Greece, if you are a single-parent family, or for any other reason, you have to apply in person for the renewal of the child's Travel Document. You might also be asked to provide an affidavit, which is a sworn statement before a notary or a court decision granting you the sole custody of your child or children. 

What are the fees I need to pay?

  • € 84,40 for adults and minors above the age of 14, who have been granted with either Refugee Status or Subsidiary Protection;
  • € 73,60 for minors under the age of 14 who have been granted with either Refugee Status or Subsidiary Protection;

How to pay the renewal fees

You can pay the fees for the renewal of your Travel Document through the so-called e-paravolo online platform (all information on this platform is in Greek).

If you have a tax number (AFM) , you can use it to access this platform and all your personal information (name, surname, father's name, mother's name, date of birth, etc) will appear automatically.

You can also access this platform without having an AFM. In that case, though, you cannot request your money back if anything goes wrong.

You can pay the fee online on the e-paravolo platform, using web banking or a credit card. Another option is to print the unique code you will get from the e-paravolo online platform and pay the fees at a bank or at a post office with a regular cash deposit .

After you are informed that the decision of the renewal of your travelling document is ready, you should book an appointment with the competent Police Department to give your fingerprints again and the paid paravolo (fee).

Important Note:  There is no deadline for the renewal of your Travel Document, but we advice you to apply for the renewal of your travel document before its expiry date, especially if you need to travel abroad, because if your travel documents expire while abroad, you will not be able to return to Greece and complete the process.
