A first glance it seems perfectly reasonable for the TSA to ask people to pack carry-on toiletry liquids in a quart size bag when flying.

That is until you realize the geniuses at the TSA have unwittingly asked the general public to solve a so far unsolved math problem when determining the sizes of Ziplock bag they can use. We only want to bring liquids on planes not play at being Good Will Hunting!

You see, if you take a flat 2-dimensional Ziplock bag and put things inside it, it starts to take on a really complicated geometric shape that makes it incredibly difficult to accurately calculate the volume of the bag.

Thankfully we don’t really need to be accurate! Not even slightly accurate. The whole TSA quart bag rules are a bit of a mess really.

So How Big Is A Quart-Sized Bag?

The @AskTSA service on Twitter gets asked endless variations on this question!

  • What is a quart size bag?
  • What are the dimensions of a quart-sized bag?
  • What size baggie for carry on liquids?
  • What size bag for toiletries?
  • What size of baggie for liquids & gels?

And they almost always copy and paste the same answer:

So great, they have a cut and past answer, but it’s a bit lame.

There are lots of clear 1-quart bags that have other dimensions. And you don’t always happen to have a 6 x 9 plastic bag handy when you are packing your liquids for in your carry-on bag.

This calculator that I created below doesn’t precisely calculate the volume capacity of a quart-sized toiletry bag, but it’s close enough.

It’s sort of hacked together to give you something you can use when you travel. It was created using the TSA’s assertion that a 6 x 9 inch Ziplock bag is quart sized to create the formula.

Go ahead and adjust the dimensions of the ziploc bag to find out if it's quart-sized and TSA approved.

You can see that there are numerous sizes of baggies that are 1-quart capacity.

The sandwich bag is a half-decent substitute when packing liquids in your hand luggage. It’s 6.5 x 5.8 inches and 0.7 quarts. So if you are using a sandwich bag you’ll have 70% of the maximum space of taking liquids on planes.

Here is the root of the problem in my opinion…

When the TSA says “quart-sized” they don’t really mean a bag that has a volume capacity of 1 quart or 946 ml.

Quart size technically means, a quarter of a gallon. But while it’s a liquids bag you are not filling it up with water from the tap. You’re filling it with bottles and containers. So you won’t fit a quarter of a gallon of toiletries in your quart bag. Check this post to see how many bottles you can actually fit when planning your packing list.

The TSA just want you to use a little plastic bag roughly the same size as those sold and marketed as a quart bags. They want it to be clear plastic so your items are easily inspected. They want to be able to see the 3.4 oz bottles or containers that you packed inside. That’s how the rules were initially set up (because of terrorists trying to take liquid explosives on to a plane in 2006) and I doubt much thought has been given to them since.

Surely, there must be a better system than unsustainable plastic bags in 2020 and it’s time the TSA revisited their guidelines to make this clearer.

Although it hardly seems worth worrying about the environmental impact of the plastic TSA liquids bag when you are about to fly in an airplane and dump vast amounts of co2 into the atmosphere.

Still, it is better to reuse your bag and in that case, you might want a toiletries bag that is a little more substantial.

The Myth of “TSA Approved” Quart Sized Bags

If you’re going to buy a clear toiletry bag that is more sturdy you’re going to want to make sure that it complies with the rules. It should be easy to find something right?

Erm… not in this crazy world.

The TSA approves of any clear quart size bag . But they don’t go around issuing a stamp of approval to manufacturers.

If they did many of the bags that claim to be “TSA approved” would fail miserably…

For not actually being quart-sized.

Often these bags have a gusset. While they might be smaller than 6 x 9 inches on the face they are over 1-quart volume because of the depth.

Let’s take this bag as an example . Currently, the top-selling TSA Approved Quart Sized bag on Amazon.

Because it’s a rectangle it’s relatively easy to estimate the volume of the bag.

7.2 * 5 * 2 = 72 cubic inches.

72 cubic inches is 1.25 quarts, so it’s 25 % too big to qualify as TSA approved!

It doesn’t stop them printing “quart-sized bag” on the product though.

Most of the bags that look like this are oversized and sometimes not only by a little.

And yet does it really matter? I guess that depends on how strict the TSA is about enforcing their liquids bag rule at the security checkpoint.

How Strict Are The TSA About Quart Sized Bags?

This is the part where you find out all your worrying was probably a waste of time.

At the end of the day, it comes down to the judgment of the TSA officer who inspects your toiletries bag.

And in general, they are not looking very closely at the capacity of your toiletries bag.

You only need to look at the reviews on Amazon to see that while it’s almost impossible to find a clear transparent “TSA compliant” quart bag that’s actually 1-quart size they all have happy customers regardless.

If you do want to try to travel with a larger toiletries bag I recommend buying one that isn’t flat. It’s much less noticeable and the dimensions are unlikely to be checked if the front-facing dimensions of the bag are roughly 6 x 9.

You’d probably waltz through with a bag that was 6 x 9 x 2 inches which is almost 2 quarts!

The TSA security officers just eyeball it and so long as it’s about the shape of a paperback book it’ll pass.

There is no measuring or mathematical modeling involved!

How Many Quart Size Bags Can You Carry On a Plane?

You can only carry on 1 liquids bag per passenger in your hand luggage.

Do All Carry On Liquids Have To Be In A Quart Size Bag?

Pretty much yeah. All liquids must be stored in bottles or containers less than 100 ml or 3.4 oz. You can have 1 baggie. And it’s only 1 bag per person.

If you want to take liquids that are greater than 3.4 oz you need to pack them in checked luggage. The only exceptions to this rule are baby formula, breast milk, or juice for infants.

Can I Bring A Gallon Bag At The Airport?

A gallon bag is 4 quarts. You might have problems using such a large baggie, even if it’s only a quarter full of your liquid items.

The Verdict

Why should manufacturers care about correctly sizing their toiletries bags if the TSA doesn’t care?

They shouldn’t. They will sell more toiletry bags if they supply larger bags that can hold more liquids.

If a tiny percentage of passengers have a problem it won’t hurt their profits when 99% of travelers get away with it.

The “3-1-1 rule” isn’t really a rule… It’s a rule of thumb. The TSA officers aren’t standing around with measuring tapes to measure your liquids bag. It’s only enormous violations of the 3-1-1 rule that get noticed.

This makes sense because if the TSA suddenly started rigorously enforcing quart bag rules the lines at security would be massive!

It’s much less noticeable to use a bag with a gusset to increase size than a huge looking flat bag like a gallon ziploc.

So it depends on you…

Do you want to be 100% compliant? Or do you want to try to sneak through some extra liquids like so many other travel mavericks?

Incidentally, while you are worrying about the dimensions of your quart size bag roughly 10 people turn up at the security check-point every day in the US with a loaded firearm. Go figure!

Which Quart Size Liquids Bag Should You Use?

Having your liquids properly presented at airport security in a TSA-approved quart-sized bag will not only make your passage through security quicker but will also help those passengers behind you in the line.

There is little that is more frustrating than being in a hurry to catch a flight, only to be stuck behind some idiot in the security line who has toiletries in their carry on bag that are all over the place rather than being all in one, easy to inspect, carry on liquids bag. Don’t be that person!

In this article we will explain the quart-sized bag rules, how big is a quart size bag and how strict is the TSA quart size bag rule.

What is the purpose of a ziplock bag for air travel?

Quart-sized bags are designed to allow airport security staff to easily see what liquids you are carrying in your hand luggage without having to go through all of the items in your bag to find them. It also allows them to be easily checked separately during the screening process.

This was one of the security features that was added after 9/11, even though liquids actually had nothing to do with that.

However, the added advantage is that, should one of the bottles of liquids leak, it will not go over the other contents of your carry on bag, which can happen when they are all separate.

How big is a quart sized bag

The description “quart size” is rather odd to be honest because how can anyone tell what the maximum capacity of a bag for liquids actually is? After all, no one is going to pour liquid into it to see if it holds a quart.

Quart size bag vs sandwich bag . If it is just a flat bag, such as a 1 quart size ziploc bag (the sort you may put sandwiches in) then it doesn’t really have a depth although the TSA state it should be no larger than 9 x 6 inches.

A more rigid plastic bag does have three dimensions, so they are at least easier to try and calculate the volume.

A quart is the equivalent of 57.75 cubic inches.

The TSA does not actually specify exactly what the TSA liquid bag dimensions are. They do state that a carry on liquids bag should be no larger than 9 inches by 6 inches but that really only applies to a flat sandwich-type bag as in theory that would be 54 cubic inches (0.935 of a quart).

A more rigid bag that was say 2 inches deep could only be 7 inches wide by 4 inches high to keep below the 1-quart volume.

The dimensions of a quart size bag in cm is approximately 23cm x 15cm.

Important: Only one TSA liquids bag is permitted per passenger in carry on.

The passenger below asked the TSA on their #AskTSA Twitter service about their liquids bag which was 9.5 inches by 5.25 inches. The TSA advised that it was an acceptable size!

How strict is the quart size bag rule?

For example how about a quart vs gallon bag?

Well you certainly couldn’t take a gallon size plastic bag, fill it with containers of liquid and expect to take it through airport security in your carry on baggage.

However, a security agent is unlikely to disallow it if it had only 2-3 containers of liquid that were no larger than 3.4 ounces in it.

What should you put in a quart size bag for liquids?

Firstly, no liquid, nor any of the items listed below, should be larger than 3.4 ounces (100ml). That is the size of the container not the amount of liquid in it. So for example you can’t take a 200ml bottle with 100ml of liquid in it.

This includes the following:

  • all drinks, including bottled water
  • sprays, which include shaving foam, hairspray and deodorants and other small aerosols
  • cosmetics and toiletries , including creams, lotions , sun lotions, oils, perfumes , mascara and lip gloss
  • pastes, including toothpaste
  • gels, which include shaving gel, hair gel and shower gel
  • contact lens solutions
  • all liquid or even semi-liquid foods, which includes soup, honey , syrups, preserves in liquid etc
  • any other solutions and items that have a similar consistency to the above

Are there any exceptions?

You may take liquid containers larger than 3.4 ounces (100ml) through airport security if they are:

Essential medication

You can take your prescribed liquid medication in your carry on without putting it into the quart size bag with your other liquids. Ideally you should have a letter from your doctor or similar medical professional to show you need it but this probably won’t be required, particularly if you are flying within the US.

Flying with babies or young children

You can take a number of things that are liquids or considered liquids for security purposes if you are traveling with a baby. These include:

  • made up baby formula
  • expressed mother’s breast milk
  • bottled/sterilized water to make baby formula or give to the baby as water
  • baby food in jars
  • baby lotion
  • diaper rash cream

You must have the baby with you in order to qualify for this exception, which may sound obvious but it just means that you can’t carry it for someone to your destination. It is only for use on the flight and until you get to your ultimate destination.

Although these do not have to fit into the quart-size resealable plastic bag, it is probably a good idea to keep them in a separate sealed bag anyway in case of any spillage of course.

If you are taking your goldfish on vacation with you then you will be pleased to hear that when transporting live fish in your carry on they can be in more than 3.4 ounces of water and do not need to go in a liquids bag.

Frozen liquids

This is an odd one. You might think that obviously a frozen liquid is still a liquid but strangely that is not necessarily the case when it comes to airport security.

If you wish to take something with you on the aircraft that needs to be kept cold or chilled so you want to pack it with ice or an ice pack then you will be allowed to bring this through the security, and not in a quart bag, provided none of it has melted. It still needs to go through the screening process though.

If it is completely frozen then it will be allowed but if any of it has melted, so that there is some water in liquid form then it will not.

Can you use freezer bags for airport security?

Provided they are clear, resealable and the capacity is no larger than one quart, you can use a freezer bag to put your liquids in when you pass through airport security.

TSA approved quart sized bags:

Actually, that is a little untruthful. The TSA does not actually endorse or approve any quart sized bags but the description of them being a TSA-approved clear bag is generally accepted as their dimensions are checked to be equal to or less than 1 quart.

You will not have a problem taking any of these through airport security with your liquids in them.

5 clear toiletry bags for travel that are TSA compliant

Thanks to being a TSA PreCheck member for nearly a decade, I can't recall the last time a TSA agent asked me to remove my toiletry bag from my carry-on when passing through security. Not having to deal with rummaging through luggage to remove your toiletries (along with electronics) is just one of the many perks of TSA PreCheck, the expedited security program.

But unfortunately, PreCheck benefits do not extend internationally. In my experience, certain airports abroad, including London's Heathrow Airport (LHR) , are much stricter in enforcing the universal quart-sized toiletry bag rule. In fact, the last time I flew from Heathrow, a security agent actually made me empty my entire quart-sized bag, which admittedly had several of the mini-sized products from the hotel I had stayed at sticking out. (In my defense, the products in question were Le Labo from the London Edition in the West End.)

Even so, I stood there and watched him put every last item back into the two plastic bags he supplied. Although I was slightly irritated during this process, it was a good reminder to travel with a compliant toiletry bag and to not let the opportunity for free La Labo result in trying to cram nine bottles into your bag at the last minute.

When traveling in Europe, for example, passengers are restricted to a one-liter transparent plastic bag for their liquids, aerosols, drinks, toothpaste, creams, gels, etc., per the European Union . Domestically, you must put your liquids in a quart-sized bag (approximately 7 x 8 inches in size, though TSA does not specify measurement requirements), with each product less than 3.4 ounces, per the TSA 3-1-1 liquids rule.

Even if you are traveling abroad, all travelers departing from the U.S. must adhere to the quart-sized bag rule, which is why we've compiled this guide with some of our favorite clear TSA-compliant toiletry bags.

Since we love a deal here at TPG, let's start with one of the cheapest options on this list. Thanks to Bagsmart, you can purchase a three-pack of bags measuring 7.5 x 5.9 x 2.2 inches for just under $12.

"Bagsmart bags are inexpensive and have held up to my frequent use," says TPG family travel writer Tarah Chieffi, who also uses them abroad. "They are great for international travel when you often still have to remove your liquids from your luggage and put them through separately. And they come in a lot of fun colors so you can match them to your luggage."

Stasher Quart Bag, $19.99 at Stasher

Another budget-friendly option comes to us from Stasher, which I can personally attest to as having high-quality yet affordable products — I've used the brand's Pocket Bag ($7.99) to hold my headphones when traveling. Thanks to the brand's range of reusable bags which meet any size needs, it has at least two options for TSA-friendly toiletry bags, such as the signature Quart Bag, measuring 8.75 x 7.5 inches.

"I started using them as my go-to toiletry bag because they're super durable, washable, see-through (so easy to find what you need inside) and they have a little stretch, which is great when you need to cram in just one or two extra things," TPG global features managing editor Melanie Lieberman told me.

She also likes the brand's stand-up bags, such as the Stand-Up Mini Bag ($17.99, 5.5 x 7.5 inches), whose flat bottoms allow the bags to stand up on their own, a feature that is hard to find.

The Clear Pouch Set , $45 at Away

Away is known for its ubiquitous hardshell suitcases, including its top-rated carry-on, my personal favorite. Beyond suitcases, the brand has expanded into travel accessories, including its Clear Pouch Set, which in true Away style, features two TSA-approved bags, one large and one small, that are also spill-proof.

With a leather-like trim, these bags have a folded bottom that expands for extra room but still packs flat. The small one measures 7.3" x 0.8" x 4.3" inches with a 0.3 liter capacity, making it suitable for your liquids, while the larger one, at 8.66" x 0.8" x 5.3" inches with a 0.5 liter capacity, also meets TSA size requirements.

Plus, these bags fit seamlessly into the corresponding Away Toiletry Bag ( small and large versions are available online for $55 and $75, respectively) and — like all Away products — you can try this bag combo for free for 100 days and return at no cost if you are not satisfied. But based on my experience with Away products, you won't want to return it.

Small Clear Cosmetics Case , $75 at Cal Pak

If you are concerned about see-through aesthetics yet still want to be able to carry on your liquids (which to be honest, I can relate to), consider the Mini Clear Cosmetics Case from Cal Pak for $75. At 8 x 4 x 6 inches, it still weighs less than a pound despite being more substantial than the other bags on this list.

"The Calpak Clear Cosmetic Case is large enough to hold all of your toiletries, but still small enough to fit in your luggage," says Tarah. "The separate compartments help you stay organized and because it's clear, it's easy to find what you are looking for."

With a range of classic colors (mauve, stone, caramel and black) and limited editions like the dragonfruit one currently available, this bag is sure to meet your style needs. It has a lay-flat carrying handle, a water-resistant lining and features two zippered compartments to effectively organize your items. And, it's covered by a one-year limited warranty.

If you ultimately need more space and decide to check a bag, Cal Pak also has a larger version of the Clear Cosmetics Case for $95.

Bottom line

Each of these toiletry bag options is TSA-compliant to meet the agency's 3-1-1 liquid rule and quart-size bag requirements, so you shouldn't have any issues using any of them, even if you are not a PreCheck member and have to remove it from your carry-on to go through TSA security.

Although you could technically use a plastic Ziploc quart bag, it's 2022, and we simply cannot be out there using single-use plastic every time we travel.

TSA Approved Quart Size Bag Dimensions Guide: Travelling Made Easy

 An exciting journey is coming close, but you are also confused about the regulations. The hardest question possibly comes from the quart bag you want to carry. 

A quick Google search and you probably already know the TSA-approved quart-size bag dimensions . However, what if it enlarges a little after you put some bottles in? Would it still be allowed if yours is 6.5x9 inches? How in the world can you find a bag with that dimension?

As the title indicates, we guarantee that this article is the only article you need to read further regarding this bland phrase of your journey.

Understanding the TSA approved quart size bag dimensions

If you do some research, you will likely stumble upon the 6 inches x 9 inches allowed size. However, some articles mention different dimensions, such as 7 inches x 8 inches. The information is all over the place. 

But what we found on the official Twitter page of the TSA – AskTSA - is 6 inches x 9 inches . So, if possible, we will recommend following that size.

You might have noticed that the dimensions only have two factors, length and width but no depth. For that reason, in many cases, a lot of bags with the dimension of 6 inches x 9 inches actually have a volume exceeding 1 quart (or 0.946 litres). 

It would be easier if we have an example. For instance, a popular quart-size bag on Amazon comes with a dimension of ‎ 7.7 x 5.9 x 2.8 inches. 

To calculate the volume of this bag, you just need to multiply all the numbers together. For this particular one, the volume would be 7.7 x 5.9 x 2.8 = 127.204 cubic inches. Compared with 1 quart (57.75 cubic inches), our bag is not even close.

However, people still have no trouble using bags of similar sizes. Why is that?

Since the TSA has been known to be not too strict on these regulations, don’t be stressed too much . TSA officers often check the dimensions by eyes without actually measuring the bag. Thus, as long as you can fit the bag in your carry-ons reasonably, it is acceptable.

Depending on your airline, the allowed size for carry-on baggage will differ. Make sure to check the policy to purchase suitable cabin bags  for your airline . Hence, we highly recommend checking with the TSA before packing.

  • Your bag should be within 6″ x 9″’ to be TSA-approved
  • Multiply all three dimensions of the bag to see how close it is to one quart (57.75 cubic inches).

The history

To make the process less intolerable, it is a good idea to shed some light on the history of the regulations.

Back in 2006, there was a failed attempt to blow up several commercial airplanes from the United Kingdom to the United States. Basically, these terrorists carried liquid explosives using common household goods such as sports drinks. Fortunately, their plan was discovered and stopped without causing any significant damage.

In response to this, the TSA soon after introduced the regulations of quart-size bags as part of its 3-1-1 liquids rule .

As the name implies, each passenger can carry 3.4 ounces (or 100 milliers) of either liquid, gels, or aerosols per item. And all of these items must be placed in one single, clear, plastic, and resealable quart-size bag. And each person can carry only one such bag.

For people who plan to carry or have already packed more than this, don’t worry. The mentioned regulations are only applied to stuff you put in your carry-on baggage.

Bigger containers of the same liquids can be packed in checked baggage without any problem since they are not obligated to the same screening process.

This regulation not only helps to prevent terrorism but also helps the TSA officers quickly inspect the types of liquid being brought on board. It is troublesome if you want to carry multiple types of liquid, but it is for safety reasons. 

Choosing the bags

There are various brands on the market right now for you to choose from, and it can be tricky to choose the right one. Here are some examples that we find that you can rely on.

1. Ziploc Quart Size Bags

Yes, it is just a Ziploc part, but it will do the job. You can probably find it in any supermarket in your area. Of course, the ideal size to choose is 6 inches x 9 inches. However, if you can not find an exact one, a slightly bigger option would not cause any issues. 

Advantages:

  • Widely available and affordable
  • Easy to find in most stores and online
  • Comes with a secure zip-lock closure

Disadvantages:

  • May not be as durable as other brands
  • Can be prone to tearing or leaking
  • Not environmentally friendly.

2.  Travelon Quart Size Bag

Nice design and high-quality material are strong points of this bag. It is clear enough for the TSA officers to check the content, but the discreet design will stop other people’s curious eyes. 

  • Made of high-quality, durable plastic
  • Clear front and back panels make it easy to see the contents
  • Designed to fit comfortably in a carry-on bag
  • Comes with a removable strap that allows you to hang the bag in the bathroom or shower.
  • More expensive than other options
  • May not be as widely available.

3.  Cableinthebay TSA Approved Clear Travel Toiletry Bag

Even though this bag does not look fancy, it is one of the most reliable options. Plus, they have some recommendations for packing for men, women, and kids on their website using this bag.

  • Durable, clear PVC material
  • Easy to clean 
  • Comes in a pack of two, making it a good value for the money
  • Some customers receive faulty products 
  • Zippers do not last too long
  • Clear PVC material may not be as environmentally friendly as other options.

4.  Lermende Clear Makeup Bag

Very similar to the previous option is the Lermende Clear Makeup bag. The reviews on this bag are very good as well. Also, it comes in a pack of 3, so it would be very convenient if you are travelling in groups with your friends or families. 

  • Multiple colours to choose from
  • Made of durable and water-resistant material
  • Hanging straps for convenience 
  • Comes in a pack of 3 for added value
  • May be too small for longer trips or for carrying larger toiletries
  • Zippers can be difficult to use or break with frequent use.

The Consequences Of Not Following The Regulations

Even though the TSA is not too strict about the size of the bag, they usually check the content carefully. Make sure to pack the liquids in  3.4oz containers and bring no prohibited items . In either case, if the regulations are violated, you will have 2 options.

You can either put them in your checked baggage or, regrettably dispose of them. Depending on the types of your liquids, it might be a huge waste of investment. 

Also, it can be a major problem if you need some liquids available due to personal reasons.

Even if a bag is the right size, if you pack it too full or unreasonably, security may not let it through. That is why it is essential to pack carefully or use proper bags to avoid any problems.

Tips for packing liquids

1. use travel-sized containers.

Since they are designed to fit in quart-size bags, the process becomes much easier. First, no measure is needed. You just pour your liquids in, and the amount will be suitable. Second, no extra space means no wasted place. Using travel-sized containers always means you can bring more liquids. 

The downside? Pricy, pricy, pricy. You will find, for almost every product, that travel-size containers are more expensive (per unit) than full-sized options. 

2. Plan ahead

Making plans in advance allows you to pack lighter and avoid taking extra goods. Creating a packing list, not only for liquids, is also a good idea so that nothing important would be left behind. 

However, it can be a time-consuming process without any help. Especially, for people who do not travel that much, knowing what you need beforehand might be difficult. So do your homework or call a friend for help. It’s a fun pre-trip activity that you can both enjoy.

3. Consider alternatives 

It would be great if you could find alternatives in solid or powder versions of the liquids you need. This can significantly help you to save space in your quart-size bag. And they do not have to follow the regulations for liquids. Some possible alternatives for you to consider: Toothpaste tablets, sunscreen sticks, solid perfume , etc.

That said, not everything is available in different forms. In addition, due to the habits we have developed using liquid-form products, using alternatives might not be comfortable and easy. 

4. Use vacuum-sealed bags

Vacuum-sealed bags can save a lot of space between containers. If you're traveling and don't have access to a specific vacuum or gear to remove the air from some vacuum-sealed bags, it might be a hassle.

Sure, they can pack a lot more, but that is not always a good thing; especially when things get heavy. Remember, you have to carry them in your carry-on baggage.

5. Use packing cubes

Tips for Packing Your TSA Approved Carry On Quart Size Bag

With increasing rates for checked bags on most airlines, it’s no surprise that more and more air travelers are looking to effectively pack their carry on bags – both for longer trips and short trips. Whether you are checking a bag and want essentials in case something is lost, or are hoping to avoid checked luggage together, you may need to include liquid toiletries in your carry-on luggage. But there are important TSA rules you’ll need to follow – starting with a carry-on quart-size bag.

Note that in any discussion of TSA (Transportation Security Administration) rules, things are always subject to change. This information is accurate at the time of our publishing of this post. We recommend checking the TSA website for the latest security screening information, including any rules around carrying on liquids. Also, keep in mind that rules for other countries may vary, so check those as well.

Understanding the TSA Liquids Rule

Whether you are going on a short trip or a longer vacation, you are likely to need to pack liquids, gels, aerosols, creams, and pastes in your bag. Unfortunately, you are no longer able to bring full-sized versions of these toiletries in your carry-on bag. Air travel is already stressful, so it’s important to fully understand the liquid rules so you are prepared with your quart-size bag of liquids.

Right now, air travelers are permitted to bring liquids, gels, aerosols, creams, and pastes in containers no larger than 3.4 ounces (100 milliliters) in their carry-ons. These must fit in a quart-sized, resealable bag. This is called the 3-1-1 rule (3.4 oz, 1 single quart-sized bag, per 1 person).

Unless you are going through the TSA precheck line, this carry-on quart-size bag will need to be placed separately on the airport security belt during the TSA screening process. If you are going through the TSA precheck security checkpoint, you will most likely not need to put it in a separate screening bin. The TSA officers typically explain what is required as you enter the line.

The actual container does need to be 3.4 ounces or less, regardless of how much is left inside the packaging. If you have larger amounts of liquid (or larger containers), you can place these in your checked baggage.

There are some exceptions to the rules – for instance for medications and baby formula. Check the TSA’s official page for specific information about this. There are also separate rules around duty-free items on international inbound flights.

Finding a Quart-Sized Bag

You don’t need to go out and purchase a separate, expensive toiletry bag if you don’t want to. Even a quart-sized plastic bag is okay – like a Ziploc bag, for instance. It just has to be a 1-quart bag.

I personally recommend purchasing a bag that is a bit stronger than that, however. If you buy a good quality bag, you’ll be able to reuse it and keep your toiletries in it to use whenever you travel. Remember, it’s one bag per person, so if you are traveling with your family, you can each have one.

Note that European travel guidelines can be especially strict. Bags typically have to be fully clear, and they are strict on size. Check with the specific airport/country for more details. There has been some discussion of European airports updating the liquid rules in the near future.

The Best Toiletry Carry-On System

If you are going to be traveling for a long trip, and are hoping to keep everything in carry-on bags, you’ll have to be thoughtful about packing your TSA-approved quart-size bag. While a quart might seem to be pretty generous sized, it can fill up quickly. Many toiletries you’ll use for travel, like moisturizer, sunscreen, hair gel, liquid foundation, hand sanitizer, body wash, toothpaste, face wash, contact solution, etc, fall under this rule.

One common way to handle this is to purchase travel-size items of all of the main toiletries you’ll need. Pharmacies, grocery stores, and mass merchandisers typically have a trial size section with products just the right size.

In this case, you can keep all of these things in your quart bag, and then just toss it in your luggage when you travel. You’ll want to make sure all of these things aren’t expired, but this system is very easy to manage and isn’t too expensive.

If you are a frequent traveler, I’d recommend purchasing Cadence capsules. I recently started using this system and have found it to be a game-changer. They are expensive, but are completely refillable and leakproof, and don’t take up too much space. This way, I don’t have to waste packaging, and just fill up my Cadence capsules with products from my larger bottles.

The Cadence capsules can be personalized, so you don’t have to worry about the names or labels coming off in the shower. The magnetic labels can also be purchased separately if you change what you are bringing. They have nice wide tops and are the perfect size to be easily refilled and cleaned. Just be sure you keep track of expiration dates.

Another option is to purchase plastic refillable containers. These are available in drugstores, mass merchandisers, and on Amazon.com . Just keep in mind that these can be tough to clean out, especially if you switch products and want to use them for something else. They can also leak, depending on which ones you purchase.

Separating Solids From Liquids

Are you finding it tough to include everything you need in your quart-size bag? If so, you’ll want to look again and what is in it. While you may be tempted to just put all of your toiletries in that bag, it really only had to include your liquids.

So, you may choose to go through the bag and remove any solids. For instance, you may have dental floss, a toothbrush, a hair brush, or other items that really don’t need to be in the quart bag. I typically pack two toiletry bags. One contains the items that don’t fall under the TSA rules, while the other one is the quart bag.

If you want to get a reusable quart-sized bag, there are a lot of great options. Here are a few to consider:

Truffle: Although it’s expensive, I really like the Clarity Jetset Case from Truffle. It’s definitely a luxury, but it works really well with the Cadence capsules and is great for a frequent traveler. Be sure to purchase one that is marked “TSA approved”. These are not typically approved for foreign airports, however.

There are also lots on Amazon with great reviews that come in two or three packs, which is great if you are traveling with someone else. Make sure they are the right size, as some are not.

Frequently Asked Questions

The rules are often similar, but you’ll want to check in advance. In addition, even if you have TSA precheck in the US, you won’t have it in other countries. So, be prepared to remove your liquid bag as you go through security.

Do eye creams , moisturizers, shampoo less than the 3.4 need to be in the 1qt. Bag? Not much in these containers but only doing a carry on

I don't bother bagging my toiletries. I can't think of when I've had to pull them out and put them in a tray. And I've traveled a lot. Do pay attention to size, though. If caught they have baggies for your use. Just sayin'.Gopher

And who in their right mind would spend hundreds of bucks on little travel containers? Soiled entitled people with more money than sense or people who follow stupid advice from what is supposed to be a “family” travel site. Seriously get cheap craft supplies containers for less than 5 bucks if you want a system like this smh. Talk about buying unnecessary crap.

If you have your liquids in anything but a clear ziploc bag, international airports like in France will make you remove them and hand you their 1liter bags and you’ll end up throwing half your stuff away. Those clear “tsa approved” bags on Amazon are NOT one quarts. They are almost 2 quarts and you’ll be throwing away your stuff following this horrible advice. It must be a completely clear bag. You might get away with a clear Amazon bought one in some parts of the US but not internationally .

Packing toiletries (or other liquids) in your carry on or personal bag?  Remember the magic number:  3-1-1.  You can technically bring as many liquids as you’d like in your checked luggage  (just make sure it's within the airline's weight limits - usually 50 lbs). The 3-1-1 Liquids Rule  is for carry-on luggage only or whatever you plan to bring onto the plane.

Note:  The Liquids Rule includes aerosols, gels, creams and pastes (aside from liquids). Any item (not just toiletries) that is considered a 'liquid' must be packed in your quart size bag. So if you're bringing a spread, dip, creamy cheese, moisturizer, etc. in your carry on, make sure that they're under 3.4 oz (if not, pack them in your checked bag instead). 

Basically, it means:

⍟  3 = Refers to the maximum size container (for liquids) you can bring in your carry-on bag. You're only allowed to bring  3.4 ounces  (100 milliliters) containers. Liquids containers smaller than 3.4 ounces are okay but anything larger must be packed in your checked luggage instead. You may bring multiple 3 ounce containers, as long as they fit inside a quart size bag. 

⍟  1 = Refers to the maximum number of quart-sized clear bags you can bring. You are only allowed to bring one quart-sized (dimensions: 7” x 8”) bag where you’ll store all your 3.4 ounces liquid containers.

⍟  1 = Refers to the maximum number of persons per quart size bag . Each person flying may only carry up to 1 quart size bag.
