Biden to kick off administration-wide 'Investing in America' tour
The president will visit Minnesota on Monday, a White House official said.
President Joe Biden will kick off an administration-wide "Investing in America" tour with a trip to Minnesota on Monday, according to a White House official.
While in the North Star State, Biden will visit the Fridley headquarters of Cummins, which manufactures truck engines and alternative clean energy technology. During his remarks, the president will discuss how his "Investing in America" agenda is unleashing a manufacturing and innovation boom, building a clean energy economy and creating well paid jobs in communities like Fridley and elsewhere across the nation, the White House official said.
Since Biden took office in January 2021, companies have committed to invest more than $2 billion across Minnesota. The president's visit on Monday will coincide with Cummins' announcement that the company is investing $1 billion to expand its manufacturing in Indiana, North Carolina and New York, according to the White House official.

Vice President Kamala Harris and first lady Jill Biden will also travel to communities across the country this week as part of the "Investing in America" tour. Harris will go to Georgia, while the first lady will hit Michigan, Vermont, Colorado and Maine. Over the course of three weeks, the president and various members of his administration will cover more than 20 states, the White House official said.
The tour comes as Congress is on a two-week recess for the spring holidays. The Biden administration appears keen to visit Americans in their hometowns as lawmakers get the chance to hold their own local events.

Investing in America
President Biden’s Investing in America agenda is rebuilding the economy from the middle-out and bottom-up. It’s transforming our country for the better – reaching communities in every corner of the United States, including those that have too often been left behind.
As a result of historic legislation – including the American Rescue Plan, Bipartisan Infrastructure Law and Inflation Reduction Act – the Interior Department is overseeing implementation of once-in-a-generation investments to prepare communities for the impacts of the climate crisis, including drought, wildfire and coastal erosion; clean up toxic legacy pollution sites; create healthier outdoor spaces and habitats for people and wildlife; and strengthen Indigenous communities. These investments, which are central to the Bidenomics strategy, will create jobs in clean energy, conservation and land management and spur economic revitalization in hard-hit energy communities.
To guide more than $2 billion in historic investments to restore our nations lands and waters, in 2023 the Department released a restoration and resilience framework to support coordination across agency restoration and resiliency programs and drive transformational outcomes.

President Biden Kicks Off the “Investing in America” Tour in North Carolina
No offense to Taylor Swift, but the White House’s industrial policy-themed tour is the hottest of the spring. Does The Eras Tour feature stops semiconductor fabs and fiber optic cable factories?
President Biden flew down to North Carolina on Tuesday to officially launch the administration’s “Investing in America” tour , a three-week jaunt that will highlight how industrial policy is attracting hundreds of billions of dollars in private investments, creating well-paid factory jobs, and strengthening American manufacturing.
The tour will aim to spotlight four key pieces of policy — the Inflation Reduction Act, the CHIPS and Science Act, the Bipartisan Infrastructure Law, and the American Rescue Plan — and their positive impacts on the economy. Biden will make several stops, as will members of his cabinet, First Lady Jill Biden, Vice President Kamala Harris, and Second Gentleman Douglas Emhoff.
One of the overarching goals of the tour is to show how initial taxpayer investments can incentivize robust private sector spending. All told, there have been $435 billion in private sector investments in American manufacturing since Biden took office, the president said.
Roughly 800,000 factory jobs have been created, and 12.4 million jobs have been created overall.
“I’ve asked CEOs this question repeatedly since we’ve begun passing this legislation, ‘When the United States invests considerable resources in new industry, does it encourage businesses to get in the game or discourage them?’ And the answer is universal: It encourages business to get in the game,” Biden said. “Federal investment attracts private sector investment. It creates jobs and industries, and it demonstrates we’re all in this together.”
Biden gave his speech during a visit to the Wolfspeed semiconductor manufacturing facility in Morrisville. The company is making a $5 billion investment in the plant — the single largest manufacturing investment in North Carolina history — to make semiconductor wafers.

When completed, the building will be the size of 38 football fields, and all that new production will allow the U.S. to have 10 times the productive capacity for wafers compared to what we have today, Biden said. Roughly 1,800 new jobs will also be created, with average salaries of $80,000 a year for workers without a college degree, Biden noted.
“We’re determined to lead the world in the production of semiconductors,” Biden said. “We invented semiconductors in the United States of America.”
Alliance for American President Scott Paul said in a statement that the industrial policy highlighted on the tour shows that the Biden administration is “on the right track” when it comes to revitalizing American manufacturing. But all of this work must be the “first step, and not the last word,” Paul noted, continuing:
“Sustaining the success of the Biden administration’s manufacturing agenda depends on proper implementation of Buy America provisions in the infrastructure law, and further investment in key sectors to ensure our nation’s place as a global leader. As geopolitical tensions increase, the strength of America’s manufacturing base is more important than ever. Industrial policy is our ticket to a brighter future.”
As Paul noted, sustaining these successes over the long term is really the key to all this work. Remember that the United States had a robust solar manufacturing industry at the start of the 21st century; it nearly all evaporated after a few years thanks to lax investment and, more importantly, a surge in unfair imports from China. Now, we’re spending billions of dollars to try to bring it back.
That’s why the United States must make sure investment isn’t the only strategy; we also must enforce our trade laws. And we should keep in mind that building a strong manufacturing sector isn’t just about creating jobs (although that’s important); it’s also about ensuring that the United States has the capability to make the things we need.
“Before the pandemic, the supply chain wasn’t something most Americans thought about,” Biden said. “When you said the supply chain, you’d look at each other with a blank stare. Well, guess what? Everybody knows what the supply chain is because today, after delays in parts and products folks experienced, every knows that’s why it’s so important… my economic plan brings the supply chain home.”
Biden said a foreign leader “who will remain nameless” asked him why he was enacting policy like the Inflation Reduction Act, and Biden recalled that he said that the United States is “no longer going to have to wait for product from other countries, you’re going to have access to what we do, but we’re going to have the supply chain start in America, building a clean energy future made in America.”
Indeed, Biden highlighted his work to grow manufacturing throughout his remarks on Tuesday, arguing that his administration has enacted policy that reversed decades of decline that was overseen by Democrats and Republicans.
“Corporate America decided to go when the jobs were the cheapest, and guess what? America lost its edge in manufacturing, lost its edge across the board, and we did that for decades,” Biden said. “Now we’re creating jobs, we’re exporting jobs no longer. American products are being made here, we’re growing the economy.”
We’ll be following the Investing in America tour over the next three weeks as it makes its way across 25 states. On Wednesday, Commerce Secretary Gina Raimondo is set to speak at a newly expanded Corning factory in North Carolina that will make fiber optic cable to expand broadband access.

WASHINGTON – Today, the U.S. Department of Transportation released the third installment of its “Investing in America” video series focused on the men and women producing American-made steel out of Coatesville, Pennsylvania, and the “Build America, Buy America” provisions of President Biden’s Infrastructure Law.
The “Build America, Buy America” Act, enacted as part of the Bipartisan Infrastructure Law, broadly requires all federally funded infrastructure projects be built with American-made iron, steel, manufactured products, and construction materials. With more than 50,000 projects underway that are funded by the Bipartisan Infrastructure Law, American workers in towns across the country are rebuilding and improving the infrastructure we count on – roads, bridges, airports, railways, and transit systems – with materials made right here in America.
The video features members of United Steel Workers (USW) Local 1165 in Coatesville, Pennsylvania, including Brandon, a third-generation Coatesville resident, and Stacey, a USW member for more than 35 years. Steel produced at the Coatesville mill is being used in infrastructure projects across the country.
The first video in the series, released in March, highlighted the Blatnik Bridge, which connects Duluth, Minnesota, and Superior, Wisconsin, and would have to close if not for the federal investments the Biden-Harris Administration is making to repair the bridge. The second video , released last month, showcased Philadelphia’s Chinatown Stitch project, which received $159 million from the Biden-Harris Administration to cap the Vine Street Expressway and address historic inequities.

When the tour kicks off tomorrow, the Administration will announce nearly $1 billion for airport terminal projects that will modernize airports for the 21st century—improving passenger experience, accessibility, and sustainability while creating good-paying jobs. Over the course of the tour, President Biden and Administration leaders will make major announcements made possible by the President's Investing in America agenda, which includes the Inflation Reduction Act, CHIPS and Science Act, Bipartisan Infrastructure Law, and American Rescue Plan. The tour will also underscore how under President Biden, cities and towns across the country that have historically been left behind are making an economic comeback. A recent report found that economically distressed counties are receiving a disproportionate share of the private sector investment in industries of the future targeted by the President's agenda, including clean energy and semiconductors and electronics. This complements similar findings by the Treasury Department .

- Secretary of the Interior Deb Haaland will travel to Virginia, Ohio, and Delaware to highlight how President Biden's investments are addressing legacy pollution, investing in Indigenous communities, and strengthening climate resilience in habitats and communities.
- Secretary of Agriculture Tom Vilsack will travel to California to highlight how President Biden's investments are making communities more resilient to the impacts of climate change and extreme weather events. "RADICAL OPTIMISM TOUR 2025 !! THEY SAID THEY 'MISS 2022 DUA,'" wrote Lipa, 29, on social media alongside the announcement, seemingly referencing her last large-scale run of global concerts, 2022's Future Nostalgia Tour.
"WELL I'LL BE HAULING ASS FOR THE FORESEEABLE AND I CAN'T WAIT TO BRING THIS SHOW TO YOU," she added, teasing "more dates coming soon."
Lipa's tour kicks off with its previously announced Asia leg from Nov. 5, 2024, through Dec. 5, 2024. A few months later, she'll launch into a string of shows in Australia, New Zealand, Europe and the United Kingdom.
The North American leg of the Radical Optimism Tour begins at the Scotiabank Arena in Toronto on Sept. 1, 2025. Lipa will then perform shows in Chicago, Boston, Atlanta, New York City, Miami, Dallas, Los Angeles and San Francisco before concluding on Oct. 15, 2025, at the Climate Pledge Arena in Seattle.
Tickets for North American shows first become available to American Express cardmembers through a presale on Sept. 18 at 9 a.m. local time, followed by an artist presale on Sept. 19 at 10 a.m. local time. The general on-sale begins Sept. 20 at 10 a.m. local time.

Radical Optimism , Lipa's third album, was released in May and spawned the singles "Houdini," "Training Season" and "Illusion."
When the album came out, the Grammy winner shared an appreciative note with fans on Instagram , writing, "RADICAL OPTIMISM IS YOURS!!! grateful beyond belief for what this album has gifted me during the time of writing and i'm so happy/relieved/excited/nervous/crying/fizzing it's finally yours. I love you and thank you for all the support every step of the way."
Lipa recently celebrated her 29th birthday on Aug. 22, telling fans on Instagram at the time that "life just keeps getting better."
