Gaming commission executives’ six-figure salaries revealed

The three senior executives in charge of the Bermuda Gaming Commission earn almost $50,000 a month between them, The Royal Gazette can reveal.

The quango has released exact salary details for its chief executive, director of legal, and director of finance and human resources in response to a March 2023 public access to information request from The Royal

The disclosure shows that chief executive Charmaine Smith picks up $18,750 a month, or $225,000 a year.

Dwight Furbert, the director of finance and human resources, is on $15,417 a month ($185,004pa), and legal director Marvin Hanna is on $13,563 a month ($162,756pa).

The post of director of regulation no longer exists.

Ms Smith’s salary places her among the highest-paid public servants in the country, with the top grade of senior civil servants earning slightly more at $233,854 a year.

Her comensation compares with $203,897 a year for the Commissioner of Police and packages of $300,000+ for the CEO of the Bermuda Tourism Board and $500,000+ for the CEO of the Bermuda Hospitals Board, according to the most recent figures available.

The police commissioner is in charge of about 473 police officers , while the gaming commission was recently streamlined and has fewer than ten employees.

It was set up in 2015 and has cost the public purse more than $16 million since then. During that time, the betting-shop industry has disappeared and not a single casino has opened, leaving it with little to regulate, beyond Crown and Anchor and cruise ship gambling licences.

The Gazette’s Pati request asked for salary information for every senior executive within the commission, meaning commissioners, the chief executive and anyone else exercising managerial functions or maintaining accounts or other records, under the authority of the CEO.

A response in May last year showed that commission chair Cheryl-Ann Mapp was paid $1,833 for each monthly meeting of the regulatory body she attended.

Deputy chair Judith Hall-Bean received $1,500 and commissioners Jonathan Smith, Daniel Reece and Renée Webb received $1,250 per meeting.

For the executive posts, the commission shared only $50,000 and $25,000 salary bands, rather than precise salary amounts, a decision later upheld by Ms Mapp.

Ms Smith’s salary band was given as $175,000 to $225,000.

The Gazette appealed Ms Mapp’s decision to independent Information Commissioner Gitanjali Gutierrez, who previously ordered the BHB to release executive pay information in $10,000 salary bands. Her review of the gaming commission response is still going on.

On May 17, the BGC provided the specific salaries for the three senior executives. Last week, it also shared expenditure figures, showing that it spent $1.74 million in 2020, $1.69 million in 2021, and $2.5 million in 2022.

More than $16 million of taxpayer cash has been spent on the Bermuda Gaming Commission since it was formed less than a decade ago.

David Burt, the Premier and finance minister, gave a breakdown of the spending in March this year, after revealing that $9.7 million had been taken from the Government’s sinking fund to pay off a loan taken out by the commission.

He said: “In 2015-16, while under the former Government, the Bermuda Gaming Commission received a grant of $1.4 million, and the following year received $2.5 million .

“In April 2017, the former Government then provided the gaming commission with a $1.6 million interest-free loan.

“In July 2018, this Government increased the loan by a further $500,000 , increasing it to $2.1 million.”

He added: “In January 2019, the Government signed a guarantee of $1.2 million in support of a Bermuda Gaming Commission overdraft facility. The overdraft was increased over time and in December 2022 stood at $9.8 million.

“In the first quarter of 2023, Butterfield Bank made the decision not to renew the credit facility and, in the intervening period, given the fallout of the banking crisis, the commission was unable to refinance.

“As the commission did not have the available funds, in June 2023, the Government repaid the Gaming Commission’s outstanding balance [of $9.7 million ] in line with the terms of the guarantee.”

The amounts detailed by Mr Burt, plus the $800,000 grant given in the 2024-25 Budget, total $16.5 million .

The Royal Gazette asked the commission under public access to information for records of communications between the finance minister or ministry about increasing the government guarantee and the repayment of loans. The commission said no such records existed.

David Burt, the Premier and finance minister, revealed in his Budget statement in March that $9.7 million had been taken from the Government’s sinking fund to “repay the Bermuda Gaming Commission’s outstanding credit facility to a local bank, which the Government had guaranteed”.

He later told Parliament that Butterfield Bank had decided against extending a loan to the regulator, so the Government would provide it with an $800,000 grant in 2024-25.

Mr Burt said the commission had been “streamlined” as work to secure banking for casinos in Bermuda continued.

The Gazette’s Pati request also asked for the commission's annual reports, including financial statements, as only one, containing financials for the 19-month period from September 1, 2015, to March 31, 2017, had been presented to Parliament.

On September 29 last year, the annual reports for 2018, 2019 and 2020 and audited financial statements for 2018 and 2019 were tabled in the House of Assembly.

The ICO is reviewing the commission’s response regarding the annual reports and considering whether it was justified in redacting meeting minutes t hat it disclosed under Pati.

First cruise ship sets sail from Port of Baltimore since Key Bridge collapse: ‘It’s a good day’

The festive occasion marked the first cruise ship to arrive and depart the Port of Baltimore since the collapse of the Francis Scott Key Bridge on March 26.

Less than a week prior, the terminal was the headquarters for the Key Bridge Response Unified Command to coordinate recovery operations, Daniels said. They began condensing their workspace down last weekend, started packing up Monday night after the Dali was refloated that morning and were out by Tuesday afternoon.

“While there is still work that needs to be done to be able to complete the salvage operation, this is a wonderful sign that the next milestone is pointing to the fact that business is truly returning to the port,” Daniels said.

Just after 10 a.m., the sound of steel drums echoed in the terminal as it began to fill with passengers eager to board Royal Caribbean’s Vision of the Seas cruise ship for a five-night trip to Bermuda.

Tom Sitzler said he and his group had planned the trip since August to celebrate his partner’s 60th birthday. They live in Washington, D.C., but had a very specific reason to sail out of the Port of Baltimore.

“The whole purpose of the cruise though was to actually cruise out of Baltimore out past Annapolis, because Allen grew up there, the birthday boy, and he wants to see Annapolis from the bay,” Sitzler said.

“I’ve always wanted to cruise down the bay and see all the spots where I grew up,” said Allen Steven, the birthday boy.

Cruises that were already underway or were scheduled in the past two months have been rerouted to the Norfolk Cruise Terminal . Steven said if their trip had been moved to leave from Norfolk, they would have rebooked.

A group of five friends from Harford County also were heading on a cruise to celebrate, donning matching pink hats that said “Friends on the Loose 2024 Friends Trip.”

“We are celebrating a milestone birthday,” said Kathy Schlehr. “We have all attained the age of 70 or beyond.”

“Not yet!” someone chimed in.

The group said they were ecstatic when they found out about a week and a half ago they would be sailing out of the Port of Baltimore. The departure location was one of the reasons they went on the cruise.

The return of cruises benefits the tourism industry in Baltimore and the rest of the state, Daniels said.

More than 440,000 passengers went through the Cruise Maryland Terminal in 2023, he said, and they may also stay in hotels, eat at restaurants and even come back to enjoy the city afterward.

“Many of them are experiencing what Baltimore has to offer for the very first time,” Daniels said.

The 915-foot long vessel with a 25-foot draft got underway after 4 p.m. and used the 400-foot-wide, 50-foot-deep channel that opened Tuesday in the Patapsco River. In addition to a pilot, it was accompanied by two tugboats.

Even though the Unified Command vacated the cruise terminal, operations are still ongoing, just back in their own spaces, said David O’Connell, the Coast Guard’s captain of the port. They coordinate daily on ongoing operations, including salvage work in the main and outside channels as well as coordinating with the Army Corps of Engineers on vessel traffic in the temporary channels.

Saturday, the Army Corps announced a delayed goal of June 8-10 to restore full access to the federal channel. Officials had previously said this would be achieved by the end of May.

“It was great all being together and coordinating operations, but it’s great to be here and see this place in a different light,” O’Connell said. “You see it lively with people that are going on vacation, going through security, the ship is out back. It’s a good day.”

The 5 best destinations you can visit on a Disney Cruise Line ship

I s a voyage on a Disney Cruise Line ship on your bucket list? You'll find a growing number of options when it comes time to pick an itinerary.

While the cruising arm of Disney has long focused mostly on voyages to the Caribbean and the Bahamas, with year-round sailings to those destinations out of Florida, it also now offers a relatively wide range of seasonal sailings to Alaska, the Mexican Riviera, Bermuda, Europe and Canada.

The family-friendly cruise brand, notably, is expanding its footprint worldwide as it adds four new vessels in quick succession.

Already, the first of those ships, the 2,508-passenger Disney Wish , has arrived, boosting the size of the Disney fleet from four ships to five and allowing for more departures to the Caribbean, Mexico and Europe.

Two more sister vessels to Disney Wish are due to begin sailing in 2024 and 2025, respectively, allowing for further expansion in Disney cruise itineraries. In addition, the line has yet another new vessel coming in 2025 that isn't related to the other three. Called Disney Adventure, it's a one-off vessel originally designed for an Asian line , and it'll sail in Asia (perhaps catering mostly to Asian travelers; Disney has been mum so far on the target audience for it).

All these new ships arriving in quick succession will likely mean not just more departures to destinations where Disney Cruise Line is established but also sailings in new regions. For example, Disney has never before offered Asia sailings.

Here are our picks for the five best Disney cruise destinations you can visit with your family.

Caribbean and Bahamas

Disney Cruise Line's top destination has always been the Caribbean and the Bahamas. Since its founding more than two decades ago, the brand has based the bulk of its fleet in Florida to offer sailings to the islands. Port Canaveral, which is just an hour away from Disney's Orlando-area theme parks, has always been its biggest hub.

The line is particularly known for three- and four-night cruises out of Port Canaveral to Castaway Cay and Nassau in the Bahamas. These short getaways let families get a taste of Disney cruising that some Disney fans pair with a stay at Disney World.

The cruise line also regularly offers seven-night sailings out of Port Canaveral that visit Caribbean islands like St. Thomas and Tortola.

In recent years, Disney has also built up its Caribbean and Bahamas cruise offerings from other ports in Florida — initially Miami and, more recently, Fort Lauderdale. The ships the line has based in these ports typically offer four- and five-night sailings to Castaway Cay and one other port, such as Cozumel or Grand Cayman.

In addition, Disney is offering a growing number of Caribbean sailings out of Galveston, Texas, and New Orleans.

For 2024, the line will have four of its five ships — Disney Wish, Disney Dream, Disney Magic and Disney Fantasy — sailing to the Bahamas and Caribbean out of one of the above ports, with their home bases often shifting between them.

Disney Wish, which is Disney's newest ship, will be based in Port Canaveral year-round to operate the line's classic three- and four-night sailings to the Bahamas. These voyages are designed to be paired with a visit to nearby Disney World for a longer Disney vacation.

Disney Fantasy will also sail out of Port Canaveral to the Bahamas and Caribbean year-round, offering longer voyages.

Disney Dream will spend the start and the end of the year sailing short trips to the Bahamas and Caribbean out of Fort Lauderdale, with a stint in the middle of the year (from May to October) sailing in Europe.

Disney Magic will take Disney Dream's place sailing short trips to the Bahamas and Caribbean out of Fort Lauderdale from May to October. During the early and late months of the year, it'll sail out of Galveston.

Come 2025, Disney will have four ships — Disney Fantasy, Disney Wish, Disney Dream and Disney Magic — sailing three- to five-night getaways from Florida to the line's Bahamian destinations, including its new private beach destination Disney Lookout Cay at Lighthouse Point and its long-open private island Disney Castaway Cay. Disney Fantasy and Disney Wish will operate the trips from Port Canaveral, while Disney Dream and Disney Magic will sail from Fort Lauderdale.

Before taking up residence in Florida in April 2025, Disney Magic will also offer three months' worth of sailings out of Galveston, Texas, to Progreso and Cozumel in Mexico and Grand Cayman.

All of the 2025 sailings are already open for bookings.

Disney has cut back on voyages out of San Diego for 2024, after increasing its San Diego departures sharply in 2023. But it still offers several trips to Mexico out of the city on Disney Wonder.

For 2024, the 1,754-passenger vessel will offer a mix of three- to seven-night sailings to Mexico during March and April. Shorter three- and four-night sailings typically feature calls at Ensenada, Mexico, and California's Catalina Island. Seven-night sailings include calls at Cabo San Lucas, Mazatlan and Puerto Vallarta in Mexico.

The big factor driving Disney's cutbacks on sailings out of San Diego in 2024 is its new focus on voyages out of Australian ports. Disney Wonder will spend much of January and February sailing out of Australian ports and then return to the region in October for another season of Australia trips.

Disney offers a wide variety of itineraries in Europe every summer, from Mediterranean voyages out of Barcelona and Civitavecchia, Italy (the port for Rome), to Northern Europe sailings out of Southampton, England.

Ranging from seven to 11 nights, Disney's Europe voyages each year typically take place on a single ship that sails from multiple home ports throughout the season. For 2024, that ship will be the 2,500-passenger Disney Dream. The line has yet to announce which of its ships will go to Europe in 2025.

Typical for the shorter itineraries the line offers in Europe are seven-night sailings out of Civitavecchia to the Greek Islands. These sailings stop in Mykonos, Santorini and Crete in Greece, as well as Naples, Italy.

A longer, 11-night itinerary starting in Civitavecchia and ending in Barcelona includes calls at Piraeus (the port for Athens), Santorini and Mykonos in Greece; Messina (on the island of Sicily), Naples and Livorno in Italy; and Toulon, France.

Among Northern Europe itineraries, Disney offers focused, weeklong sailings to Norway with calls at the Norwegian ports of Alesund, Nordfjordeid, Eidfjord and Stavanger.

Disney does not have a large presence in Alaska. The line sends just one ship to Alaska each year. Family-friendly cruise rivals Royal Caribbean and Carnival Cruise Line, by contrast, each send three ships to Alaska each year, and Norwegian Cruise Line sends five vessels to the destination.

Still, Disney fans won't feel like they're missing out. The one vessel Disney sends to Alaska each year, the 1,754-passenger Disney Wonder, stays for nearly the entire summer season, from late June to mid-September and offers a distinctly Disney take on The Last Frontier.

Always beginning and ending in Vancouver, British Columbia, and lasting seven nights, Disney's Alaska sailings typically include stops at three of these four Alaska ports: Juneau, Skagway, Ketchikan and Icy Strait Point (which three vary by departure date). Itineraries also include a visit to Stikine Icecap, which is south of Juneau.

These are fairly typical ports for an Alaska cruise. But the (extra-charge) activities that Disney has organized for the ports aren't always the same as what other lines offer.

As one might expect for Disney, the line has crafted some of its shore excursions in Alaska ports with special Disney touches, such as Disney character appearances at the Liarsville Gold Rush Trail Camp & Salmon Bake tour in Ketchikan. (Having done this one myself, I will say, for the record, that it's a little hokey; but it does get you a Disney character fix if that's your aim.)

Another shore excursion with a Disney touch is the outdoor Family Scavenger Hunt at Icy Strait Point, where participants join a local guide on a hunt for items such as clam shells and native plants, as well as a "special surprise" with a Disney theme.

Unlike many lines, Disney does not offer one-way sailings to Alaska from Vancouver or Seattle that can be paired with add-on land tours to create an extended sea-and-land Alaska vacation — something known as a "cruisetour." If that's what you're looking for, and you want to stick with a family-friendly line, you might want to consider the one-way cruisetour offerings from Royal Caribbean and Norwegian Cruise Line.

Disney typically offers at least one and sometimes several cruises to Bermuda each fall, ranging from quick, five-night trips to longer, eight-night sailings.

For the year just ending (2023), the line offered four such sailings, and it's offered even more than that in certain years. Alas, for the coming year (2024), Disney currently does not have a single Bermuda sailing scheduled — a bit of an anomaly.

That said, we would expect Disney to bring back its Bermuda sailings for 2025 or 2026. It's been such a mainstay of the brand.

Bottom line

Family-friend Disney Cruise Line is a relatively small cruise brand, with just five ships (one of its biggest rivals in the family cruise market, Royal Caribbean, has 26 vessels). But that doesn't mean its itinerary choices are limited. The line offers regular sailings to the Caribbean and Bahamas, Mexican Riviera, Alaska, Bermuda and Europe.

Cruise Ship Departs Baltimore For Bermuda

The Royal Caribbean Vision of the Seas departed Baltimore on May 25 – the first cruise ship to sail from the city since the collapse of its Francis Scott Key Bridge on March 26 – embarking on a voyage to Bermuda.

A CNN story said , “Two cruise ships set sail for the sea from Baltimore this weekend for the first time since the Francis Scott Key Bridge collapsed.

“Royal Caribbean’s Vision of the Sea left Baltimore on Saturday for a five-night voyage to Bermuda, according to Port of Baltimore Director Jonathan Daniels.

“The Port of Baltimore was temporarily blocked following the March 26 collapse of the Francis Scott Key Bridge. The 1.6-mile structure fell after the 213-million-pound cargo ship Dali collided with the bridge and struck one of its crucial support columns.

“In 2023, 444,000 passengers departed on cruises from the Port of Baltimore. The Port supports 15,330 direct jobs and 139,180 jobs in Maryland, according to the state’s website. The cruise industry adds $63 million to Maryland’s economy, the website notes.”

2023 Bermuda Cruises

Bermuda’s pink-sand beaches are waiting to welcome you during our new 2023 season, and we can already taste the rum swizzles. Our stunningly revolutionized Celebrity Summit® will again offer blissful island getaways, with some sailings featuring incredible stops along the way, too—including a new port of call, Martha’s Vineyard.  

Our perfectly timed 7-night escapes sail round trip from Cape Liberty, New Jersey throughout June and July. Every sailing gets you up close and personal with the Statue of Liberty on your way to Bermuda, where you’ll have three days and two nights to discover all the island has to offer. Kick back on the world-famous Horseshoe Bay Beach, and snorkel the crystal-clear waters. Soak up the island’s rich British history. Enjoy a night (or two) on the town, exploring the restaurants and bars lining Front Street. As much as Bermuda has to offer, this is just the beginning. 

Our 9- and 10-night Bermuda sailings visit more must-see destinations along the East Coast in May. Discover historic Newport, Rhode Island, with spectacular cliffside mansions that will take you back to the Gilded Age.
