UPDATED: Transport for Wales makes bus pass application forms readily available for citizens

11 September 2019 saw councils across Wales and Transport for Wales launch one of Wales’ largest public engagement programmes aimed to renew all green coloured bus passes across Wales. The response has been exceptionally high with thousands of bus users wanting to apply for their new- style cards straight away.

UPDATE: Following extensive user testing, as of Monday 23rd September,  the TfW online application portal for bus pass renewals is now back online. This can be accessed by going to tfw.wales/travelcards .

Transport for Wales’ absolute priority is to ensure people have the fastest and most convenient options for renewing their bus passes. Having listened to feedback from their partners in Age Cymru and the Older People’s Commissioner’s Office, with whom they’ve worked closely right the way through this project, they’re making sure people can get application forms easily. 

Applications forms are being distributed from mid next week to those that have already requested them, and there is already a PDF version available on TfW’s website, to allow people to print them at home.  Paper forms are also being distributed to all local councils so that people can pick them up in their local communities. 

James Price, Chief Executive of Transport for Wales, said: “We’re working with Age Cymru and the Older Person’s Commissioner to make sure we offer the right level of support for those most in need. The feedback has been that paper copies of the application remain in high demand. Paper copies have always been an option for people to apply and available by contacting our help desk. However, taking on the concerns that we’ve heard from older people this week, we’re making sure that copies are available from local councils, such as libraries and community hubs and people can download a copy from our website tfw.wales/travelcards ”.

Age Cymru’s Victoria Lloyd said: “At this stage we would urge older people not to panic about renewing their passes. The deadline is not until 31 December so there is plenty of time to make the application. We are pleased that Transport for Wales will be making paper versions of the application forms available in each local authority in Wales as well as with a number of charities supporting older people. If anyone is worried about making an application, help and support is available from the Transport for Wales helpline or other support agencies.”

Older People's Commissioner for Wales, Heléna Herklots CBE, said: "Many older people throughout Wales have told me that they depend on their bus pass, which enables them to get out and about, stay socially included, remain engaged with their communities and access essential services such as shops and health services.

“As the application process for renewal will mainly be online, something that will cause some concern for older people who do not use the internet, I expect local authorities to offer help to older people by providing paper application forms where these are required, or the necessary support so that applications can be completed on an individual's behalf if this is required."

Transport for Wales is continuing to work with local authorities and across community organisations, such as Age Cymru to make sure there’s plenty of support available to those who are anxious about applying.  

The website has been taken down to allow us to increase the capacity of the website significantly so that the online service can be resumed as soon as possible. In the meantime, Transport for Wales is thanking people for their patience and advising them not to worry as there’s no urgent need to renew. This is the first week of the renewal programme which runs over the next 3 and half months – current bus passes are valid until 31 December 2019. 

Notes to editors

The replacement includes all current 60 and Over, Disabled Person’s (age 5 and above) and Disabled Person’s Companion bus passes. 

The old-style cards will be accepted until 31 December 2019. Cardholders are advised to reapply for their new-style card in plenty of time before the end of the year to ensure can continue to receive the benefits of concessionary travel.   

The new-style cards offer the same free travel rights and benefits as the current cards. The new cards are designed so that they can work as part of an integrated travel network in the future.   

Transport for Wales is managing the reissue on behalf of Welsh Government, who is working as the agent of all 22 local authorities in Wales. All local councils still own the Concessionary Travel schemes.  

Welsh Government’s proposal to align the Concessionary Travel eligibility age in the future with that of state pension age aims to ensure that the scheme remains sustainable in the longer term and is targeted at those most in need. The eligibility proposal will not affect current cardholders – no-one will lose entitlement to their card and its benefits in the future nor will it affect a pass holder reapplying for a bus pass for use after 31 December 2019.

Concessionary travel card (bus pass)

A concessionary travel card allows you to travel for free on most bus services and some train services in Wales. 

You can apply for a concessionary travel card if you’re 60 or over, or an eligible disabled person, and you live in Wrexham County Borough.

Companion pass

If you need help when travelling by bus, you may be entitled to a companion pass. 

Companion passes allow free travel for one other person accompanying you for your whole journey. Applications for companion bus passes are made to us, not Transport for Wales.

Eligibility

You may be able to get a companion card if you have:

  • Challenging behaviours, with a need to be supervised at all times
  • Severe cognitive and mental impairments (including people who have no awareness of risk and limited ability to plan and follow a journey)
  • A combination of visual and hearing or visual and speech loss that prevents independent mobility
  • Difficulties using a wheelchair independently

Supporting evidence

Your need for a companion must be verified in writing (a letter or email) by an appropriately qualified medical, health or social worker.  You will need to provide a scan, good quality photo, or screenshot of the evidence. 

The evidence must clearly state why the help you need from a companion is beyond the ordinary responsibilities that would be expected of an accompanying person.

Do i need to provide a photo for a companion pass.

If you already have a valid bus pass with an up to date photo we will use this for your companion pass.

If you have never had a bus pass you will need to provide a photo (of the person applying to be a pass holder, not the companion).

Does my companion need their own pass?

No, your travel pass will display a logo which entitles your companion to travel with you.

Does my companion need to be the same person every time?

No, your companion can be someone different each time you travel.

Does my companion need to be a qualified care worker?

No, your companion can include anyone who is assisting you with travel, this includes friends and family as well as care workers.

Can I have more than one pass for multiple companions?

Unfortunately not, the companion pass only entitles you to be accompanied by one person. Any additional companions will need to pay the standard fare directly to the travel company.

Are there any extra costs when travelling with a companion?

There is no additional charge for your companion to travel with you.

Can my companion travel without me using my travel card?

No, your companion pass displays your name and photograph which can only be used with you present.

I already have a bus pass, what do I do with it when I get my companion pass?

You will need to return your old pass to Contact Wrexham, Wrexham Library, Rhosddu Road, Wrexham, LL11 1AU.

How to apply

You can apply for a companion pass using our online form. You will need to upload the supporting evidence to confirm why a companion is required (alternatively you can post a copy of your evidence to Contact Wrexham, Wrexham Library, Rhosddu Road, Wrexham, LL11 1AU).

The application must be completed in the name of the pass holder (not the companion).

Companion Cards

If you require assistance from another person when travelling for some or all of your journeys you can apply for a companion card that provides free travel for one person accompanying you.

You can get a companion card if you have:

  • Challenging behaviours, with a need to be supervised at all times.

  • A combination of visual and hearing or visual and speech loss that prevents independent mobility, or

They'll assess whether you meet the criteria, and can then process your application.

Q. How can I plan a journey?

A. Go to our Journey Planner found on the homepage. Enter the start point of your journey, your destination along with the date and time you wish to travel. There is also the option to select whether you would like to travel by bus, train or direct only, as well as the option to enter your average walk speed and desired number of stop changes. When you then click ‘Plan my journey’, you will be provided with the available routes for your journey selection. Click on your preferred time, and the full journey details will be displayed.

Alternatively, you can plan your journey by calling our Contact Centre on our freephone number   0800 464 0000   between 07:00 and 20:00 daily, who are on hand to help with any journey queries you may have. We operate a reduced service on Christmas Eve, Christmas Day, Boxing Day, New Year’s Day.

Q. How do I find timetables?

A. If you go to our Timetables page , you will be able to search for timetables by their service number. Then click on the ‘Search’ button and you will see a list of timetables matching your searched service number. Select the relevant timetable (you will be able to see the localities which each service serves) to see the full timetable and a route map. Click ‘Show all stops’ if you would like to see all stops along the route.

There is also an option at the top of the page to download a PDF version of the timetable, as well as a ‘View Disruptions’ button to access travel disruptions that may affect your service.

Q. How do I use the Travel Map?

A. Replacing our Bus Stop Finder, Traveline Cymru’s Travel Map allows you to see all bus stops, train stations, park & ride stop and Nextbike stations within your searched location.

Simply search for a location you would like to travel within or use your current location, select as many or as few of the travel mode icons you would like to see on the map at one time and click on any of the travel icons in your searched area for more information.

This includes timetables of bus services that serve a stop, details of park & ride stop timetables and facilities and how many bikes are available at a Nextbike station.

Q. How do I register an account and what does it do?

A. On the top right-hand corner of your browser screen, select the ‘Customise My Journey Button’. You can then fill in the registration form to set up your account. Having an account will allow you to save your favourite stops, journeys and timetables, making them easily accessible straight from your account. You will also be able to view disruptions for services you have selected as a favourite.

Within the preferences section of your account, you can amend your default Journey Planner search settings. This includes increasing or decreasing your maximum walking distance in metres that you are able to make as part of your journey. Increasing this limit will allow the Journey Planner to show a wider variety of search results.

Q. How do I save my favourite journeys, timetables and bus stops?

A. Once you have found a journey, timetable or bus stop through the website, there will be an option on the page to ‘Add to favourites’. If you click this, the journey, timetable or bus stop will appear in your account.

Q. How do I search for disruptions?

A.Our dedicated disruptions page will show you all planned public transport disruptions that we have been made aware of by transport operators and local authorities. Please click on the relevant disruptions to your journey to see how your service will be affecting and alternative transport options in place (this may be a service diversion, alternative bus stops in use, shuttle services etc.).

Disruptions relevant to your journey will also show on your Journey Planner results page and on your service timetable. Please click these disruptions buttons to see how your services may be affected.

Q. What are ‘My disruptions’?

A. When you have a favourite journey, timetable or bus stop saved in your account, ‘My disruptions’ will only display disruptions in place for the services that you have in your favourites.

Q. Where can I find fare information?

A. For most bus journeys, you can now discover your cheapest ticket option depending on your journey type. This includes single, return, day, weekly, monthly, journeys using a mytravelpass and more.

Simply use our Journey Planner to look for route options between your chosen locations, click the ‘View Fares for this Service’ button at the bottom of your search result box and discover what ticket option is best value for money for your bus journey. This includes journeys that involve using multiple buses.

For train journeys, you will be directed to the train operator website from our Journey Planner to access your fare options and purchase tickets.

Q. Where can I get my Welsh Concessionary Bus Pass?

A. If you are aged 60 or over or have a disability, you are eligible for free travel in Wales through the Concessionary Bus Pass scheme. You can apply for your bus pass on the  Transport for Wales website  or ask a friend, family member or someone you trust to apply online on your behalf.  Online is the quickest way to apply and receive your card.

If you have any queries, please speak to your local council or call 0300 303 4240 to find out where local support is available. Please be aware that you won’t be able to apply by phone.

Q. Where can I use my Welsh Concessionary Bus Pass?

A. You can use your Welsh Concessionary Bus Pass on all local bus services in Wales. You cannot use your Welsh pass for travel in England and you cannot use your English pass for travel in Wales.

Please be aware that your concessionary pass cannot be used on coach services such as National Express or Megabus.  National Express do offer a Senior Coachcard for people over 60, which you can find more details here by clicking here.

Transport for Wales

If you have a Concessionary Travel Pass from a Welsh Local Authority, you can travel for free on many Transport for Wales trains. 

You can travel between:

  • Wrexham – Hawarden Bridge
  • Machynlleth – Pwllheli (Cambrian Coast line) – October to March only
  • Llandudno – Blaenau Ffestiniog (Conwy Valley line)
  • Shrewsbury and Llanelli/Swansea (Heart of Wales Line) – October - March only

You will need to get a free ticket from the ticket office before you travel or from a Conductor on the train if there is no ticket office.

You will also get 1/3 off tickets to travel on the Cardiff and Valley network after 09:30 Monday - Friday and any time at weekends and bank holidays.

A. To make a complaint about a bus service, in the first instance, please contact the bus operator directly. You can find the name of your bus operator at the bottom of your service timetable. If you are unhappy with the response you receive or do not hear back from the operator within 14 working days, you can escalate the complaint to Bus Users Cymru. People over 60, pensioners and some eligible disabled people are able to travel free of charge on all local bus services throughout Wales.

A listing of Travel Trade friendly attraction, transport, accommodation and restaurant passes or discount cards available throughout Wales to help you package programmes for your clients.

Attractions

  • a Cadw Explorer Pass  is available for either three or seven days. They provide great value to explore the many historical attractions in Wales. Both can be used in a limited flexible period which makes them suitable for use during a seven or 14 day visit. They can be purchased on-line and are significantly discounted. Please contact [email protected] ;
  • register with the  Cadw Tour Operator Scheme  (CTOS) to become a member of Cadw’s online group booking scheme. Members benefit from preferential trade rates and discounts; complimentary admission for the tour leader and coach driver; complimentary introductions to Cadw monuments; enhanced information for existing tours; rates are beneficial to both FIT and groups ; invoicing following your visit and a Travel Trade e-newsletter. Bookings will be confirmed on-line and Cadw staff will check in your customers on-line on arrival. This will mean a much quicker and more efficient system;

  • National Trust Touring Pass  must be bought on-line prior to visits which will allow your clients to enter most National Trust properties and gardens for free. They can be purchased for either 7 or 14 days. Please note the passes are only available for non UK residents;

Luke Potter - National Trust

  • City Sightseeing – Clients can book a 24 hour pass for hop on and hop off tours of either Cardiff or Llandudno (which also includes Conwy). The website features the main stops and highlights of things to see and do.

  • Explore Wales Pass  allows client to travel for four days during an eight day period on selected bus and train operators. A north and Mid Wales pass and a South Wales pass is also available;
  • Great Little Trains of Wales Discount Card  entitles clients to 20 per cent discount on a full paying round trip and is valid for one year from the date of the first journey. A selection of accommodation will also provide a discount;  

Great Western Railway (GWR) operate trains to South Wales from destinations including London Paddington, Bristol and Bath. They have a range of specialised rates for groups of ten or more  and can offer a discount up to 26%.  There is a dedicated booking team to help with the booking;

  • Brit Rail UK Pass  enables visitors to travel across the National Rail network of Great Britain. Its flexibility allows the user to not only choose from consecutive and flexible durations but to hop on and off all mainline trains to sightsee around Wales.

    The new-style cards offer the same free travel rights and benefits as the current cards. The new cards are designed so that they can work as part of an integrated travel network in the future.
