If you’re a people person and love rattling off your favorite New York fun facts, you might have what it takes to become a local tour guide.

But of course, in this city, you can’t do it without a license.

The Department of Consumer and Worker Protection grants the official right to be a sightseeing guide to anyone who’s able to fill out an application and pass a multiple-choice exam. If you can get 97 out of 150 questions right, your license comes in the mail in a couple of weeks, guides told THE CITY. Licenses have to be renewed roughly every two years.

The DCWP has granted 2,518 licenses and renewed 9,890 sightseeing guide licenses in New York since 2016, according to NYC Open Data . (They also denied 27 licenses in that time.) THE CITY talked to veterans of tour guiding to break down the application process and find out what it takes to become a licensed tour guide.

Who is a tour guide?

You have to be a licensed tour guide if you’re showing people around places or points of interest and charging them money for it. (Tours done for free don’t need to be licensed.)

The DCWP’s defines the work as “to guide or direct people to any place or point of public interest or to describe, explain, or lecture about any place or point of public interest to any person in connection with any sightseeing trip or tour within the city.”

A majority of tour guides do touring part-time as a second job or as their schedule permits — it’s an industry that is as friendly to students and actors as it is to retired or older people, according to guides THE CITY spoke to.

Joe Caffrey, a lifelong Staten Island resident, has led tours on and off since 2002 on buses, ferries and walking tours around the city, a gig that helped his wallet after 9/11 and during the 2008 financial crisis, he said — and allowed him to meet new people.

“Tour operators are not allowed to travel around the city unless there’s a tour guide in the bus, so I first started working on top of the buses,” Caffrey said. “That was a lot of fun and a little crazy because you’re up on this bus in the middle of the streets, you’ve got this microphone and traffic lights all around you, and you’re ducking your head and you’re telling people to stay seated.”

Does it pay well?

There is no minimum wage standard for the job, according to the main industry group, the Guides Association of New York (GANYC), but the hourly rate usually falls between $20 and $60, with some companies offering more.

And demand for guides may be on the rise, given increases in how many visitors have come to the city following a plunge in 2020. New York City is projected to see over 60 million tourists in 2023, up from nearly 57 million visitors in 2022, according to the New York State comptroller — nearly reaching the record 66.6 million who visited the city pre-pandemic in 2019. 

And sometimes, tourists can be quite generous. Caffrey said he once had to buy cargo shorts after a boat tour because the happy clients on his tour tipped him $1,200 in singles and fives that he could not stuff into the pants he was wearing. 

What are the application requirements to become a tour guide?

The DCWP will ask for:

  • An application form. Grab one here .
  • A photo ID, such as a driving license, green card or passport.
  • A passport-size photo.
  • Fees, which include an application fee of $50 and a license fee that differs depending on when you apply .
  • A passing grade on an exam (more on that below).

You can apply online or in-person at the DCWP Licensing Center or NYC Small Business Support Center.

What is the exam like?

Applying is fairly straightforward, but it does involve hitting the books, tour guides told THE CITY.

A day after you finish your application, you can schedule your exam on the DCWP’s portal, ExamBuilder , which you will have to take within 60 days of applying. The exam has 150 questions, and you have to get at least 97 of them correct to pass. (If you get 120, “a star will be placed next to your name on the DCA [now DCWP] Web site,” the study guide says.) You have up to four hours to complete it — but Caffrey said he finished his test in 45 minutes.

You can retake the exam within 10 days if you don’t pass, but taking it a third time will involve paying the fee again. 

The questions will test your knowledge of New York City history, landmarks, culture and transportation routes and more. Here are a few of the categories on the DCWP’s study reference :

  • New York City neighborhoods
  • Architecture and basic New York City planning
  • Public sculptures of noted people
  • Ethnic studies and immigration patterns

A few books the DCWP suggests to read are “The Blue Guide,” “New York: A Guide to the Metropolis” and “Manhattan, Block by Block: A Street Atlas.” 

Anina Young, a guide who’s been leading tours for over 20 years and has taken the exam four times for renewals, also recommended watching New York City documentaries, but noted that the exam tends also to test things that the everyday tourist might not care for, like driving laws and regulations or the history of a statue, that are nevertheless important to know if you plan to lead a tour.

“A good percentage of the questions and answers on the test are things that the tourists never ask about and things that would be very odd to include on your tour,” she noted, “unless you are doing like a historical statue tour of New York City — which, you know, my gosh, you can’t swing a dead cat without hitting a statue in New York City.”.

Exams used to be taken with a paper test and a proctor, Young said, but now most of the process — from the application to scheduling the exam — can be done online. You still have to go to a test center to take the exam.

What kinds of tours can I lead?

Most newer tour guides join an existing tour operator business, like the double-decker bus companies or boat tour operators, to start. 

You can also choose to lead your own walking tours, subway tours, ferry tours and themed tours — for example, “Seinfeld” tours, tours of Victorian Flatbush and Malcolm X-themed tours of Harlem, Caffrey and Young said.

Young also offers a wheelchair-accessible tour of Central Park. 

“I show people the Imagine Mosaic, the Strawberry Fields, Bethesda Fountain and Belvedere Castle, the rambles — but I show them how to get there with their chair,” she said. “I want everyone to enjoy … the park as much as I do. People who have to access the park differently than able-bodied people do are part of that everyone.”

Young has been in the game long enough to start her own business, but both she and Caffrey recommended GANYC, the guide association, as a place to start making inroads. 

Jeremy Wilcox, an executive board member at GANYC and a full-time guide, also added that the association lets new guides meet older guides and different touring groups, learn how they lead their tours and find which type of tour suits them best.

“Though it’s predominantly walking, some guides will rent a nice town car, you’ll get driven around and they’ll give you commentary from the car,” Wilcox said. “There is as much variety as there are ways to get around New York.”

Most tours are walking tours these days, Wilcox added, because the double-deck bus companies laid off their tour guides in 2020 and haven’t rehired them, opting instead to have a pre-recorded tape guiding the bus through the tour.

Wilcox, Caffrey and Young all disapproved of this development — saying recorded tapes could cause errors if the bus was stuck in traffic, and did not make room for human connection and spontaneity.

Caffrey recalled one such memorable experience from his days atop a double decker.

“I once had a bus that had a husband and wife fighting, and the husband got off the bus and got on another bus,” he said. “And then later the bus he was on caught up with our bus and they began to fight from bus to bus. I said, ‘ladies and gentlemen, this is the last time I’ll let my parents come to visit me at work.’”

What happens if I lead a tour without a license?

The law says that you or the company you work for will likely get fined by the DCWP if you’re caught, Wilcox said. If you’re self-employed, then you’ll be stopped from leading tours until you’re in compliance. 

The DCWP said all enforcement for sightseeing guides is complaint-based and the potential penalty for violating the rule is $100 for each day of the violation.

How can I be a successful guide?

Get ready to answer a lot of questions and tap into your patience — as a people-facing business, tour guides are always bantering, experts said. 

“You’ve got to be good on your feet,” advised Young. “And you have to have a very good file cabinet of knowledge in your brain.”

Finally, leave room for questions and reactions, even if you have a script, Wilcox said.

“A good guide knows that you never deliver the same tour,” he said.

Submission of application.

  • Application for a Tour Guide license is to be submitted online via [email protected]
  • Please submit all the following documents in the Application checklist below together with the online application form (signed). As of 1 st November 2022, the Belize Tourism Board no longer accepts incomplete application submissions.

Application Checklist

  • Completed Application Form (signed and dated)
  • Recommendation Letter from Tour Guide Association
  • Original Valid Police Record
  • Original Medical Certificate* from a Registered Medical Practitioner (dated within 3 months from date of submission)
  • Copy of Valid CPR/ First-Aid Certificate/card from a recognized provider (BERT, Red Cross, PADI and any other verifiable accredited instructor)
  • Copy of valid Dive Master or Dive Instructor card from recognized dive institutions (PADI, NAUI, SSI,TDI, etc.,) if the applicant conducts diving and/ or diving related activities

Approval Process

The licensing process can take up to four (4) weeks for New Applicants and two (2) weeks for renewals. To avoid being unlicensed for any period of time please come in to our offices at least (4) weeks prior to the expiration date. Any Tour Guide who fails to complete the entire renewal process by July 31st, and continues to operate will be deemed as operating unlicensed and illegally. Faded licenses are replaced free of charge.

  • Submitting all of the required documents and information does not automatically guarantee a Tour Guide license.
  • All licenses expire on the 31st of July of each year and are to be renewed annually.
  • The Tour Guide Committee reserves the right to revoke licenses if the holder breaches any conditions set out in Chapter 275S of the Laws of Belize.

Note: As per the Belize Tourism Board (Tour Guides) Regulations, it is an offence to operate without a valid Tour Guide License and a person or persons found guilty of said offence is/ are liable on summary conviction to a fine not exceeding five thousand dollars or to imprisonment for a period not exceeding six months, or to both such fine and period of imprisonment.

  • The BTB must be informed in writing of any changes to the information provided or if the Guide discontinues being a Tour Guide.

Payment of BZD $75.00 license fee. A receipt is NOT a license neither can it be used as such.

Your first step to becoming a tour guide.

This service describes the procedures and conditions required to apply for a tour guide course as a first step towards issuing a tour guide license. Areas to be defined: sub-type of tour guide (with or without experience), the sponsor's data, and the identification of the spoken languages. 

  • Applicants must be at least 21 years old
  • Applicant’s QID card must be valid at the time of application
  • There is no other open application of the same type for the same applicant

Renew your tour guide license 

The service describes the procedures for renewing of a tour guide's license. Renewal is for one year only.

  • Applicants may apply to this service one month prior to the expiry of the license
  • The renewal fee for a Tour Guide License is QR 1000
  • An additional 5% of the license fee will be paid for each month or part of it in the case license renewal is delayed
  • Fees are paid after the application is approved

Amend your tour guide license 

This service describes the procedures to amend the tour guide license in terms of tour guide’s type or the languages used originally and identified earlier by the applicants.

This service describes the necessary procedures for ceasing (stopping) a tour guide license and the related work conditions and rules.

With an aim to enhance the UAE citizens’ role in representing their country, as well as to introduce the UAE’s tourism potential and the civilisational, heritage, and cultural capabilities to the world, the UAE Ministry of Economy offers the young Emirati talents the opportunity to obtain the unified tour guide license, in cooperation with local tourism bodies and departments. This initiative will help promote the tour guide profession and encourage young Emirati talents to join and have a career in the promising tourism sector, contribute to its development and upgrade its services to be one of the engines of economic development during the next fifty years. The Ministry of Economy is currently designing an advanced and unified digital platform that allows Emiratis to register for a unified tour guide license that qualifies them to work in various emirates of the UAE.

How to obtain the Unified Tour Guide License

Learn about the eligibility criteria and easy procedures for obtaining the Unified Tour Guide License to turn your passion into a promising profession.

Eligibility

The applicant must be a uae citizen., the applicant must possess a valid tour guide license from one of the emirates in the country..

  • 01 Complete the registration via the ‘Unified Tour Guide License’ online platform.
  • 02 Activate your account on the online platform and fill in the required information.
  • 03 Familiarise yourself with the UAE tourism sector information and facts that a tour guide should be familiar with.
  • 04 Book an appointment for the assessment test.
  • 05 Pass the unified tour guide license test.
  • 06 If the test has been cleared and all requirements are met, the Unified Tour Guide License will be issued and the applicant can start practicing the tour guide profession.
  • 07 In the event that the applicant does not pass the test three times in a row, he can re-apply after 12 months

Note:  The validity of the Unified Tour Guide License is a maximum of 2 years, in accordance with the validity period of the applicant’s local tour guide license.

Issuance of the License

01 how will the license be issued.

The applicant, after passing the unified tour guide license test, must contact the relevant authorities in the emirate, which previously issued the license.

02 Can I practice the profession of tour guide using the unified tourist guide license in the emirates of Ajman and Fujairah?

The tour guide profession is subject to the procedures and regulations that are in force in each emirate.

03 What is the procedure followed in case the UAE tour guide license card is lost or damaged?

An application must be submitted to obtain a new card from the emirate in which the card was issued initially, in accordance to the procedures in force in that particular emirate to deal with such cases.

Passing the Test

01 what is the pass rate for the assessment test.

The applicant must obtain a "unified tour guide license" in order to be sure of success.

02 What happens if I fail the test the first time?

Each applicant is granted three attempts to pass the test and be eligible for a unified tourist guide license within a period of three months. In the event that the available attempts have been exhausted, the applicant can register to take the test again 12 months after the date of the last test.

03 How will the testing process be conducted?

The applicant must submit an application for the online test by booking an appointment in advance through the online platform of the unified tour guide license.

04 How many general information tests must be passed successfully to obtain a unified tour guide license?

The applicant must pass one general information test for all of the UAE and obtain a score of 70% to qualify and obtain the unified license for the Emirati tourist guide.

Booking the Test

The applicant must book in advance to take the test, through the Unified Tour Guide License online platform .The available dates and slots for the test are displayed on the aforementioned platform.

02 When can I book a test date?

You can reserve the test date once your verification is completed by the responsible local authority.

03 Can I cancel a reservation or re-book on another date?

You can cancel in order to rebook at another date, in case your new preferred date is available.

04 What is the maximum time allowed to take the test?

You have a maximum of three months from the date of the successful verification process to study and complete the test. You are only allowed 3 attempts.

Training Materials

01 is there any training programme that i need to complete before beginning the evaluation process.

There is no training programme you need to complete before this. The training is optional, and it depends on self-learning from the training materials available on the online platform.

02 Is it necessary to study the training materials to book the assessment test?

Studying the training material is not mandatory to book the assessment test. Preparing for the test using the provided material is optional, but it is recommended to ensure that you clear the exam.

03 What is the format of the training material files?

The training material files are available in PDF format, so you must download the PDF Reader software to be able to view the training material.

04 What is included in the training material?

The training material contains information about the distinctive tourism destinations of each emirate. You will find a detailed section for each emirate of the country.

05 What if a file does not open or is corrupted?

You must first ensure that you have downloaded the PDF viewer software. If you already have this program installed and you still cannot view the file, you can contact us by e-mail or by contacting the Ministry of Economy’s Call Centre.

Verification

01 what is the longest period for obtaining the unified tour guide license after completing the verification process.

The applicant has a period of three months to clear the Unified Tour Guide License test, and it starts from the date the verification process is completed.

02 Who should start the verification process?

After completing the registration, the applicant should log in to the platform and start the verification process.

03 How long does the verification process take?

The verification process usually takes 3 days. If three working days pass without the verification process being completed, the applicant can contact us via e-mail, or contact the Call Centre of the Ministry of Economy.

04 What should I do if I am still unable to access the training materials and book the assessment test after verification?

The applicant can contact us by e-mail, or contact the Ministry of Economy Call Centre.

05 My local tour guide license has expired, can I do the verification process?

The purpose of the verification process is to ensure that your local tour guide license is valid and usable, and that your information is 100% correct. If your local tour guide license has expired, you can start the verification process, but your verification request will be rejected because your license is not valid.

A valid tourist guide license issued by one of the local authorities is required to apply for the unified tourist guide license test. The applicant must obtain a tourist guide license from one of the other emirates to be able to apply for a unified tourist guide license.

04 My local license expires after three months. Can I apply for the unified tour guide license?

A valid local tour guide license issued by the local authorities is required to apply for the Unified Tour Guide License. The remaining validity period is not an issue if your local license is valid at the time of registration.

05 I have more than one local tour guide license. How can I find out the most suitable license for registration?

You only need one local tour guide license for the application. You can choose any of the licenses you have, but we recommend that you use the one with the longest validity period.

06 Can I practice my profession as a tour guide after registering in the programme and sitting the test?

Before you start practicing the profession, you must complete the various requirements of the programme and pass the assessment test and obtain a tour guide license.

Savvino-storozhevsky monastery and museum.

Savvino-Storozhevsky Monastery and Museum

Zvenigorod's most famous sight is the Savvino-Storozhevsky Monastery, which was founded in 1398 by the monk Savva from the Troitse-Sergieva Lavra, at the invitation and with the support of Prince Yury Dmitrievich of Zvenigorod. Savva was later canonised as St Sabbas (Savva) of Storozhev. The monastery late flourished under the reign of Tsar Alexis, who chose the monastery as his family church and often went on pilgrimage there and made lots of donations to it. Most of the monastery’s buildings date from this time. The monastery is heavily fortified with thick walls and six towers, the most impressive of which is the Krasny Tower which also serves as the eastern entrance. The monastery was closed in 1918 and only reopened in 1995. In 1998 Patriarch Alexius II took part in a service to return the relics of St Sabbas to the monastery. Today the monastery has the status of a stauropegic monastery, which is second in status to a lavra. In addition to being a working monastery, it also holds the Zvenigorod Historical, Architectural and Art Museum.

Belfry and Neighbouring Churches

Located near the main entrance is the monastery's belfry which is perhaps the calling card of the monastery due to its uniqueness. It was built in the 1650s and the St Sergius of Radonezh’s Church was opened on the middle tier in the mid-17th century, although it was originally dedicated to the Trinity. The belfry's 35-tonne Great Bladgovestny Bell fell in 1941 and was only restored and returned in 2003. Attached to the belfry is a large refectory and the Transfiguration Church, both of which were built on the orders of Tsar Alexis in the 1650s.

To the left of the belfry is another, smaller, refectory which is attached to the Trinity Gate-Church, which was also constructed in the 1650s on the orders of Tsar Alexis who made it his own family church. The church is elaborately decorated with colourful trims and underneath the archway is a beautiful 19th century fresco.

Nativity of Virgin Mary Cathedral

The Nativity of Virgin Mary Cathedral is the oldest building in the monastery and among the oldest buildings in the Moscow Region. It was built between 1404 and 1405 during the lifetime of St Sabbas and using the funds of Prince Yury of Zvenigorod. The white-stone cathedral is a standard four-pillar design with a single golden dome. After the death of St Sabbas he was interred in the cathedral and a new altar dedicated to him was added.

Under the reign of Tsar Alexis the cathedral was decorated with frescoes by Stepan Ryazanets, some of which remain today. Tsar Alexis also presented the cathedral with a five-tier iconostasis, the top row of icons have been preserved.

Tsaritsa's Chambers

The Nativity of Virgin Mary Cathedral is located between the Tsaritsa's Chambers of the left and the Palace of Tsar Alexis on the right. The Tsaritsa's Chambers were built in the mid-17th century for the wife of Tsar Alexey - Tsaritsa Maria Ilinichna Miloskavskaya. The design of the building is influenced by the ancient Russian architectural style. Is prettier than the Tsar's chambers opposite, being red in colour with elaborately decorated window frames and entrance.

At present the Tsaritsa's Chambers houses the Zvenigorod Historical, Architectural and Art Museum. Among its displays is an accurate recreation of the interior of a noble lady's chambers including furniture, decorations and a decorated tiled oven, and an exhibition on the history of Zvenigorod and the monastery.

Palace of Tsar Alexis

The Palace of Tsar Alexis was built in the 1650s and is now one of the best surviving examples of non-religious architecture of that era. It was built especially for Tsar Alexis who often visited the monastery on religious pilgrimages. Its most striking feature is its pretty row of nine chimney spouts which resemble towers.

GENERAL PURPOSE

Under the direction of the Community Development Executive Assistant, the Community Development Support Technician (Business License Administrator) is responsible for various record keeping, clerical duties, policy research, and administrative projects with an emphasis on the administration, coordination, review, and issuance of business licenses and building permit applications (as needed) within Midvale City. Provides assistance to all subsections of the Community Development department as needed.

POSITION(S) SUPERVISED

ESSENTIAL JOB FUNCTIONS

  • Job attendance is required, except for authorized leave;
  • Meets performance standards established with the employee's manager;
  • Provides customer service through personal, telephone, and email communication with knowledge of building permits, business licenses, and other CD functions;
  • Prepares and reviews files for business license and building permit (as needed) applications;
  • Coordinates review of applications with all relevant departments prior to issuance;
  • Calculates and assesses applicable business license fees;
  • Cash handling on a daily basis: processing payments, and entering payment information in to several software systems, and maintaining proper security measures;
  • Administers the business license renewal process including preparation and mailing of the renewal notices and coordination of follow up enforcement activities;
  • Establishes, evaluates and revises Community Development Department policies, procedures, practices, and rules to conform with departmental, city and state laws and policies;
  • Cross-trained to successfully act as liaison to third-party building services provider personnel at all stages of the building permit process including scheduling inspections, sending electronic plans for review, and maintaining correct contact information for technical support;
  • Prepares and distributes reports as directed;
  • Files business license applications, business licenses, and business license renewal forms in accordance with the law and retains records as required;
  • Organizes and maintains Community Development Department filing systems, records, and indexes;
  • Coordinates and assists in creating handouts and information to disseminate to the public concerning the processes for business licensing and code enforcement;
  • Maintain professionalism and composure while handling stressful situations that may occur;
  • Researches and gathers documents for GRAMA requests as needed;
  • Prepares historical Community Development Department records for digitization;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS

  • Education and Experience:
  • Graduation from accredited college or university with bachelor's degree; plus two (2) years of experience providing complex administrative support, clerical responsibilities, and records management, or an equivalent combination of education and experience that has developed the required knowledge, skills, and abilities.
  • Prefer experience in administrative processes related to above duties performed in business licensing and/or building permitting.
  • Special Qualifications, Licenses, Certifications:
  • Must possess and maintain a valid Utah Driver's License with periodic verification by the City.
  • Current Notary certification or ability to obtain within three (3) months of hire.
  • Knowledge, Skills and Abilities:
  • Intermediate abilities with Windows OS, Microsoft 365, and Adobe Acrobat;
  • Prefer experience with Caselle, iWorq, Bluebeam, and/or OnBase;
  • Good interpersonal communication skills and ability to develop and maintain effective working relationships with residents, business owners, co-workers, and public officials both verbally and in writing;
  • Ability to write and edit professional quality letters and reports;
  • Working knowledge of modern office equipment;
  • Strong organizational skills and attention to detail;
  • Typing speed of at least 60 wpm;
  • Ability to prioritize tasks in order to meet deadlines;
  • Prefer ability to read, write, and speak Spanish.
  • Working Conditions:  Employee(s) in this position perform in generally comfortable conditions involving intermittent sitting, standing, walking, stooping, and reaching. While performing the duties of this job, the employee must occasionally bend, lift and/or move up to 25 pounds. Talking, hearing and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and creative problem solving. Periodic local travel required in course of performing portions of job functions. Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position.
