The Canadian government does not specifically require student travel health insurance when international students apply for a study permit. However, it is often required by designated learning institutions (DLI) before they can enroll you as a student and grant you a letter of acceptance.  

As an international student studying abroad, you are not covered under the provincial health insurance plan. This means that, without travel insurance, you will have to pay out-of-pocket for visits to the physician for check-ups, prescription drugs, ambulance, hospital stays and other health care-related expenses. 

Any pre-existing medical conditions that have not remained stable in the 3 months leading up to the effective date are not covered by travel insurance for students.

For Manulife’s travel insurance for students, a medical condition is considered stable when all the following statements are true:

  • No new treatment has been prescribed or recommended, and there have been no change(s) to existing treatment (including a stoppage in treatment).
  • There have been no changes in medication and no recommendation to start or starting of a new prescription drug.
  • The medical condition has not worsened.
  • There have not been any new, more frequent or more severe symptoms.
  • There has been no hospitalization nor referral to a specialist.
  • There have not been any tests, investigations nor treatments recommended and incomplete.
  • There are no outstanding test results.
  • There is no planned or pending treatment.

All the above conditions must be met for a medical condition to be considered stable. Please review the conditions above very carefully before you purchase travel insurance for students and leave your home country to study abroad.

This plan is designed to provide coverage to full-time students or post-doctoral research students under age 45 who are either:

  • Canadian residents studying outside their province or territory, or outside of Canada
  • International students coming to study in Canada.

Inbound Students (International Students)

If you're coming from outside Canada to study here, it's important to protect yourself with medical insurance. While many medical costs are covered for Canadians, that protection does not extend to international students.

As an Inbound Student, this plan provides you with coverage for both emergency medical and basic healthcare expenses - up to $2 million.

Outbound Students (Canadian residents studying abroad)

As an Outbound Student this plan provides you with coverage for both emergency medical and basic healthcare expenses - up to $2 million.

National Students (for Canadian residents studying within Canada)

If you’re a Canadian resident preparing to study in Canada, but outside of your home province, your government health insurance plan may only provide limited coverage if you fall sick or get injured. You may be on the hook for expensive medical costs.

As a National Student, this plan provides you with coverage for both emergency medical and basic healthcare expenses - up to $2 million.

TRAVEL TIP: National Students while in Canada, pay a premium rate at half the cost of Outbound or Inbound Students.

Global Affairs Canada states that your Government health insurance will not cover your medical fees while you are outside Canada. Your provincial or territorial health plan may pay for none, or only a very small part, of the costs if you get sick or are injured while abroad. could spend years paying for the costs of treatment for an illness or accident you suffered in another country. The Government of Canada will not pay your medical bills. It is up to you to buy the best travel insurance you can afford and to understand the terms of your policy.

Government health insurance plans may have limits on the reimbursement of the emergency medical expenses incurred while in another province or territory. For example, air and ground ambulance costs, emergency dental treatment and prescription drugs as well as follow-up visits or out-patient visits or non-emergency medical services might not be covered outside your province or territory of residence. Travel Insurance for Students also offers tuition protection in the event of a medical emergency, which may not be offered by your government health insurance. For maximum protection you can purchase additional medical coverage even while travelling within Canada. You can also insure your spouse and children who will live with you while you are covered under this policy.

Coverage is available up to and including the age of 54.

If you already have coverage, please call Customer Service at 1-866-707-4922 . You may be able to extend your coverage as long as:

  • Your period of coverage does not extend beyond 365 days;
  • You remain eligible for insurance under this plan;
  • We have received the extension requests prior to the expiry date of your existing policy issued by us; and
  • There has been no change between single or family coverage.

Note: For policy extensions, no losses or expenses or benefits will be paid for any illness or injury which first appeared, whether diagnosed or not, or for which treatment may or may not have been received prior to the effective date of the extension of coverage under this policy.

Yes, you will need to purchase a family plan and have the parent's children listed on your confirmation of coverage.

I want to come back to Canada to visit my family during the holiday season. Will I lose my coverage?

You will not lose your coverage during this period, but expenses incurred in your province of residence will not be covered. If you have a medical emergency while in Canada, your provincial health insurance plan will pay for it.

My spouse and children are accompanying me on my trip. Is it possible to obtain insurance coverage for them as well?

Yes, if you are an eligible student, the plan will cover any dependents under the age of 40 who accompany you. Your dependents must be on the same plan as you, have the same travel dates and live at the same address.

Can I travel outside my country of study during my school vacations?

In many cases, if you have shown no symptoms or diagnosis of a pre-existing medical condition for 90 to 180 days prior to the effective date of the policy and have not had treatment for the condition during that time, it will not be considered a pre-existing condition during your coverage period.

Users spread unfounded claims of impending Canadian departure fine

Claims circulating on social media that canadians would soon have to pay a can$25,000 (usd$18,212) penalty when moving out of the country are false. canada's department of finance said it was not considering any such emigration fee and the posts misrepresent an existing requirement for some people to settle a tax bill on gains from certain types of assets if they move abroad..

"The Cana dian government is going to charge you $25K if you want to leave," claims a May 4, 2024  post on X .

It shares a screenshot of a block of text that says Canada's government is considering new emigration fines, claiming "insider sources" said the fees could include "a $25,000 departure penalty along with a doubling of the existing departure tax for those seeking to relocate abroad."

Copies of the same screenshot spread across X and jumped to Facebook  and Instagram .

The posts follow a larger conversation in Canada about an affordability crunch often blamed on  high rents and grocery prices and concerns about population growth , sometimes attributed to immigration rates.

One of the pos ts referenced coverage of an April 2024 paper (archived  here ) by the McGill Institute for the Study of Canada . It cited data estimating onward migration of naturalized Canadians between 2017 and 2019 was 31 percent higher than the average rate -- with the trend attributed to the high cost of living and lack of opportunity for foreign degree holders.

Online discussions  of economic pressu res have also sparked misinformation  fact-checked by AFP and this claim about departure penalties is similarly incorrect.

"Any allegation that the Government of Canada is imposing a fine on Canadians seeking to leave Canada is false," a Department of Finance official said in a May 7 email.

Many of the posts reference "The Executive Dish" as the source of the claim, but AFP was not able to  find evidence of any such media company or personality online (archived here ).

Additionally, a keyword search does not yield any results supporting the claim from before the posts' appearance (archived here ).

Taxing emigrants

Some  posts referenced a page on a Government of Canada website describing a "departure tax" (archived here ). This is an existing tax, levied by Canada's Revenue Agency (CRA) on particular assets owned when one severs residential ties with Canada.

The CRA website says property is deemed disposed-of at fair market value when a person leaves Canada and immediately reacquired for the same amount.

If the fair market value is higher than the adjusted cost basis, this may create a tax liability on the capital gain. This is what is commonly referred to as a "departure tax," according to the CRA and Scotia Bank (archived here ).

The budget introduced by the Liberal government includes a  higher tax rate for capital gains in excess of Can$250,000 (approximately USD$182,000) on some assets -- affecting a small number of taxpayers -- and also raised rates for businesses and trusts.

Taylor Cao , a tax associate based in Toronto with Osler, Hoskin & Harcourt (archive here ), explained the capital gains changes proposed in Canada's 2024 budget meant people leaving the country who have accrued gains on certain types of assets above that threshold could be subject to a higher departure tax when emigrating. But he said this change did not include a flat $25,000 fine as claimed in the misleading posts.

"I am not aware of a penalty like that," Cao said.

Following the submission of their application for a work visa or study permit in Canada, immigrants get concerned about how long it will take for their application to be processed. Processing times indicate how long it will take us to process an application in typical conditions.

The processing time begins on the day Immigration, Refugees and Citizenship Canada (IRCC) receives an application and concludes when they make a decision. If you apply by mail, the time begins when your application reaches the IRCC mailroom. If you apply online or in person, the process begins when you submit the application.

To strengthen Canada’s immigration system, IRCC is enhancing the online processing times tool to assist new immigrants in estimating how long it would take to process a complete application.

On using the IRCC tool for timeframes, forward-looking processing timeframes are suggested that help to know how long foreigners applying today should anticipate to wait before receiving a final decision on their application (or taking the oath of citizenship, for citizenship award applicants).

The estimates will be updated regularly and will give immigrants realistic and up-to-date information, allowing them to make vacation and living plans based on a specific timeframe.

Forward-looking processing times are now available for the following applications:

Canadian Experience Class (Express Entry) Provincial Nominees Program (Express Entry and non-Express Entry) Federal Skilled Workers (Express Entry) Quebec Skilled Workers Citizenship grants Citizenship certificate (proof of citizenship) Spouse or common-law partner living inside Canada Spouse, common-law or conjugal partner living outside Canada Parents or grandparents

For the other categories of applications, IRCC will continue to employ backward-looking historical processing times. Backward-looking processing times are estimated using the time it took IRCC to process 80% of permanent residence applications in the previous 6 months, as well as 8 or 16 weeks for temporary residency programs.

FE Online found that as of May 7, 2024, the processing time for a temporary residence application for visiting, studying or working for study permit ( from outside Canada) is 14 weeks (Last updated: April 30, 2024 Updated weekly).

Similarly for a Work permit (from outside Canada), the processing time was 21 weeks. If one is not applying to work in an essential occupation, the processing time may be longer than what’s shown.

Processing time tells you how long it took us to process most complete applications in the past. It does not include the time it takes to send an application between a visa application centre and our office and the time you need to give your biometrics.

If you have already applied and are waiting for your application to be completed, the updated forward-looking times may display estimates that are shorter than the time you have actually waited. The tool displays the amount of time that a person submitting a new application today could anticipate to wait, beginning at the end of the queue. This is because a variety of factors influence our expected processing timelines at any particular point in the year.

If you have already applied, you are closer to the front of the queue. Applications will still be processed in the order IRCC receives them, and in most cases, you will wait no more than the new forward-looking processing time for a final decision. Do not reapply, as this will put your application at the end of the queue and it will take longer to process.

US geographic region results in vastly different anal cancer risk for people with HIV

A new study that followed a cohort of more than 110,000 people establishes significant disparities in the risk of anal cancer for people with HIV and for men who have sex with men with HIV, depending on the region of the country they live in.

It’s known that people with HIV have the highest risk of anal cancer, said lead author Ashish A. Deshmukh, Ph.D. , co-leader of the Cancer Control Research Program at MUSC Hollings Cancer Center . But this study, published in the Journal of the National Cancer Institute on May 7, is the first to show vast geographic disparities in anal cancer risk and an association with opportunistic illnesses and co-morbidities, like diabetes, chronic kidney disease and cardiovascular disease, for people with HIV. Almost all cases of anal cancer are caused by the human papillomavirus (HPV). It seems that there’s some as-yet-unknown effect, such as inflammation, in people with co-morbidities that allows the HPV to gain a foothold and cause cancer to develop, the paper notes. People with HIV have a greater relative risk of anal cancer compared with people without HIV, no matter where they live. But the study showed that the relative risk varies across the country – it’s higher for people with HIV in the Midwest or South than the West or Northeast. “In the Northeast, the risk for people with HIV compared to people without HIV is 16-fold higher,” Deshmukh said. “But for people with HIV in the Midwest, the risk increases to almost 47.5-fold, reaching nearly 100-fold for men who have sex with men with HIV.” Deshmukh has a few preliminary theories about the causes of these differences but cautioned that this study doesn’t attempt to determine the reasons. “The objective was to understand whether there are disparities and what may be important risk factors,” he said. The results of this study provide the foundation for further research into the causes underlying these disparities. However, he noted that screening rates for anal cancer are relatively higher in the Northeast and West. New York state, for example, stands out as the only state with established guidelines for anal cancer screening, a rarity given the absence of national guidelines and the lack of specific protocols in other states for this relatively rare cancer, among the general population. Various professional societies have begun to develop screening guidelines. In fact, Deshmukh contributed to the recent International Anal Neoplasia Society’s consensus guidelines, published in January. Those guidelines started with the premise of beginning screening at specific ages based on risk – for example, beginning screening at age 35 for men with HIV who have sex with men and 45 for women with HIV and other men with HIV. However, this new study suggests that guidelines should consider risk factors like previous opportunistic illnesses or having had a CD4 count below 200. CD4 count is the number of CD4 T-cells, a type of white blood cell, in the blood. A count above 500 is considered healthy, but a count below 200 can trigger an AIDS diagnosis. Deshmukh said that he hopes to see the U.S. Preventive Services Task Force develop guidelines for anal cancer screening. The task force previously determined that there wasn’t enough information about the risk-benefit balance of anal cancer screening to issue guidelines, Deshmukh said. However, his ongoing research will provide direct evidence quantifying the potential harms versus benefits of screening for anal cancer among people with HIV. “We hope that the U.S. Preventive Services Task Force will again take on this topic and evaluate the evidence once we have more data on the harms and benefits of anal cancer screening,” he said.

The current paper notes that anal cancer among people with HIV appears to be on the decline. However, it warns that geographic disparities could increase if the differences in screening activity remain.
