Section 144 in force at tourist spots in Pune

Even as weekend restrictions have been eased in Pune and Pimpri-Chinchwad with rural areas have been upgrated to Level 3 from Level 4 restrictions, Pune rural police have said that parts of Section 144 imposed at the tourists spots in Pune district are still in place.

Abhinav Deshmukh, superintendent of police, Pune, said the police personnel would be deployed at the tourist spots to avoid crowding. Anticipating the crowding on weekends, nakabandi has been done by the police on the road to popular tourist destinations in Lonavla.

“Our order of imposing Section 144 at the listed tourist spots in the district is a special order and it is still applicable. So, the locations listed in the order will continue to have the restrictions under Section 144. Police deployment would be at these spots for this weekend as well. In rural parts, Level 3 restrictions are in place and tourist spots continue to have curbs,” said Deshmukh.

He, however, clarified that the movement of those going to hotels or resorts on pre-booking basis would be allowed. “Popular tourist destinations belong in seven tehsils. People can go to pre-booked hotels and resorts, but crowding at tourist spots is still prohibited,” said Deshmukh.

Anticipating the arrival of a huge number of tourists to Lonavla, police put nakabandi at eight spots on Saturday and it would continue on Sunday as well. “On weekdays we don’t have to do nakabandi at so many places. In Lonavla, police bandobast has been put in place at Tiger Point, Lion’s Point, Ekvira Devi temple, Pawana nagar, Varsoli toll plaza, Neelsagar and Bhaje Karla caves. We have been requesting tourists to return,” said Tayuub Mujavar, police inspector Lonavla (rural).

Haveli police have also deployed police force at Khadakwasla and Gholewadi chowk. ““Nobody would be allowed at tourist spots. For weekends, extra three officers and 22 police personnel have been appointed. The nakabandi would be at Khadakwasla and Gholewadi chowk,” said Sadashiv Shelar, police inspector Haveli.

Pune district Collector Dr Rajesh Deshmukh on July 16, 2021 issued prohibitory orders imposing restrictions on tourists visiting tourist spots in the district in view of the Covid19. 

The Collector informed that areas such as Lonavla and Khandala, Bhushi dam, Sinhagad fort, Varasgaon, Panshet, Maval, Mulshi, Junnar, Bhor, Velhe, etc. 

Deshmukh stated that tourists come in large numbers at these places during monsoon and with the Covid19 pandemic the tourists are flouting the norms. 

He added that, “To curb the spread of Covid19 the decision was taken to impose prohibitory orders under section 144 of CrPC and also under the Disaster management act.” 

Prohibitory orders issued in places : 

Maval – Bhushi dam, Ghubad talav, Lonavla Dam, Tungali dam, Rajmachi point, Monkey point, Amrutanjan bridge, valvan dam, Ekvira temple, Vehergaon, tiger point, Lion point, Shivling point, Karla Bhaja caves, Lohgad fort, Tung fort, Visapur fort, Tikona fort, Pavna dam, Ambegaon waterfalls, Dudhiware Prati Pandharpur, Dahuli, Bendewadi.

Mulshi – Lavasa, Temghar dam, Mulshi dam, Palshe waterfalls, Pimpri Dari point, Sahara city,Kalvan area, Tamhini ghat Haveli –  Ghera Sinhagad, Sinhagad fort, Donje, Khadakwasla Ambegaon – Bhima Shankar, Kondwal waterfalls, Dimbhe dam, Ahupe tourist spot 

Velha – Panshet, Varasgaon, torna fort, Rajgad, madhe ghat

Junnar – Nane ghat, Dare ghat, Ambe hatvij, Vadaj dam, Manikdoh, Leopard Shelter house, Shivneri fort, Savand fort, Hadsar fort Bhor – Varandha ghat, Bhor ghat, Rohideshwar fort / Vichitragad, Raireshwar fort, Bhor Rajwada, Bhatgar dam, Neeta Deodhar dam, Nageshwar mandir, Narayanpur mandir, Panavadi, Bopdev ghat, Diveghat, Malhargad.

Advisory issued by the Pune District Collector :

Avoid taking selfies are risky points  Consuming liquor of public places Is prohibited  Carrying or consuming liquor is prohibited  Do not drive vehicles in a rash manner Do not litter by throwing plastic, glass items, thermocol and other non biodegradable waste Two / Four / Six wheelers are banned to enter the premises within 1 kms from the waterfall Assembly of more than five people has been restricted  Tourists are not allowed to venture into the water bodies and remain under waterfalls

Section 144 Imposed at forts and tourists places in Pune district, Gathering banned

Pune, 13th July 2022: In the backdrop of heavy rainfall and loss of lives, District Collector Dr Rajesh Deshmukh has imposed section 144 at forts and tourist places in Pune district. Gathering of five or more people have been restricted in one kilometre radius of forts, waterfalls and tourist places.

Strict action will be taken on public violating the given restrictions and rules, the order states.

Name of the restricted places 

1. Haveli taluka:  Sinhagad fort, Atkarwadi to Sinhagad trek

2. Maval taluka:  Fort Lohgad, Fort Visapur, Fort Tikona, Fort Tung, Duke’s nose, Bhaje caves, Bhaje Falls, Dudhi Varekhind, Pawana area

3. Maval:  Rajmachi Trek, Fort Kataldara Falls, Kondeshwar to Dhakchehari Fort, Ekvira area 

4. Mulshi taluka:  Andharban Trek, Plus Valley, Kundalika Valley, Dipdara, Koraigad 

5. Bhor taluka:  Rayareshwar Fort

6. Velha taluka:  Fort Rajgad, Fort Torana, Panshet Dam areas, Madheghat Fort Jivdhan

7. Junnar taluka:  Fort Jivdhan

8. Ambegaon taluka:  Baliware to Padarwadi, Bhimashankar Trek (Balghat Shidighat, Ganpati Marg)

Of forts, waterfalls, lakes or dams at the places mentioned above, in the surrounding one-kilometre radius from July 14 to July 17 the restraining orders will continue to apply for the following matters.

1) Five or more persons will not be allowed to gather at the above-mentioned place.

2) It is not allowed to step into fast flowing water due to rain, descending into deep water and swimming in it.

3) Going to a waterfall or sitting under a stream of water.

4) Taking selfies in place and filming in any form is restricted at dangerous places due to rain, waterfalls, dangerous turns etc.,

(5) Drinking and drunkenness in the vicinity of natural waterfalls created by rains. It is prohibited to carry alcohol, transport alcohol, sell unauthorised alcohol and drink alcohol in the open. 

(6) Stopping vehicles on dangerous roads and dangerous places.

7) Careless driving while transporting vehicles, overtaking vehicles in dangerous conditions.

(8) Restricted to throwing food, garbage, glass and plastic bottles and plastic in public places openly.

(9) Harassing women who come to public places, flirting, treating women rudely, and making inappropriate gestures. Slander or any behaviour that would cause embarrassment, etc is prohibited. 

(10) It is not allowed to play loud music system in public places, playing DJ system and causing noise pollution.

(11) To do any action which will cause noise, air and water pollution. 

(12) All two-wheelers, three-wheelers, four-wheelers and six-wheelers are not allowed to enter within 1 km of the falls. (Except for essential service vehicles). 

If any person/organization violates this order, then they will be charged under the Disaster Management Act 2005 and Section 188 of the Indian Penal Code (IPC).

Maharashtra: Prohibitory orders at tourists spots in Pune district as IMD warns of heavy rainfall

District Collector Rajesh Deshmukh issued an order under section 144 of the CrPc prohibiting the assembly of five or more persons at tourist and trekking spots for the next four days.

In view of the heavy rainfall warning in Maharashtra’s Pune district, authorities on July 13 issued prohibitory orders at all tourist spots till July 17.

Forts, historical places, waterfalls and other tourist places where section 144 has been invoked include forts of Sinhagad, Lohgad, Rajgad, and Visapur, along with Andarban trek, Rajmachi trek and other famous spots that are frequented by tourists and trekkers. Also, tourists will not be allowed to venture near waterfalls located around the Pune district, as per the order.

The India Meteorological Department (IMD) has issued a heavy rainfall warning for Pune city and surrounding areas in the district for the next two days. The weather department has also advised people not to venture into ghat areas for the next two days. "The prohibitory orders have been issued at these tourist places to avoid any accidents as the IMD has issued red, orange and yellow alerts in the Pune district," an official release said.

The violators will be prosecuted under relevant sections of the Disaster Management Act, 2005 and section 188 (Disobedience to an order lawfully promulgated by a public servant) of the Indian Penal Code.

Pune district collector, Rajesh Deshmukh on Wednesday issued restraining orders under section 144 till July 17 in the district due to heavy rain forecast. According to the order, gathering of five or more persons has been restricted in one kilometre radius of forts, waterfalls and tourist places.

Tourist destinations like Sinhagad fort, Dukes Nose, Ekvira cave area, Panshet Dam, among other destinations have been made out of bounds for the tourists till midnight of July 17.

“It is also prohibited to take pictures while swimming in water or near water falls. Consuming, selling alcohol in these areas is also prohibited. Stopping vehicles in accident-prone areas, reckless driving and overtaking in dangerous conditions have been banned,” the order stated.

“ We have imposed section 144 due to heavy rains and the decision is aimed at minimising loss to property and human lives during times of inclement weather conditions. Strict action will be taken against the violators,” said Deshmukh.

Lonavala imposes curbs on tourists, Section 144 at dams and attractions

Except for essential shops, which will be open until 4 pm, all other shops will remain closed on weekends..

Thousands of tourists from Pune and Mumbai making their way to the popular dams, forts and waterfalls in Lonavala for a weekend picnic were turned away on Saturday as the administration in the city imposed a curfew with a 1-km radius of popular tourist spots to avert overcrowding in the wake of the Covid-19 pandemic.

The decision to impose section 144 at these spots at the hill station was announced on Friday. “We carried out nakabandi operations in at least 8-9 spots. Tourists coming in on vehicles from Pune and Mumbai were not allowed to disembark, asked to take a U-turn and return to where they came from,” said Dilip Pawar, senior police inspector, Lonavala police station.

TS Mujawar, senior inspector, Lonavala rural police, said, “We had stopped entry of tourists at least two-three km away from the popular spots, at 10-11 entry points. Tourists coming in vehicles from Mumbai, Pune city, Pimpri-Chinchwad and Mulshi were not allowed to get down.”

Pawar, though, said the city police did not fine the violators. “There was a long line of vehicles entering the city area; we hardly had any time to fine them. Many of the tourists refused to listen and we had to force them to go back,” he said. Officials in both the city and rural police said compared to the previous weekends, the rush of tourists was less this Saturday. “There was a 30 per cent drop in tourists, but still the rush was there,” Mujawar said.

Festive offer

On Friday, noting continued overcrowding at tourist spots during the weekends, the Lonavala Municipal Council (LMC) decided to strictly implement weekend lockdown in the hill station area. The District Collectorate also ordered imposition of Section 144 of the Criminal Procedure Code (CrPC), banning assembly of five or more people in a one-km radius of various dams and tourists points.

“To control the spread of Covid-19 in Lonavala, we have decided to implement strict lockdown on weekends from today (Saturday),” LMC chief executive officer (CEO) Somnath Jadhav told The Indian Express . Besides Jadhav, LMC president Surekha Jadhav, deputy CEO Bhagwan Khade, inspector Pawar, and corporators Shridhar Pujari, Bharat Harpude and Balasaheb Jadhav, along with Dilip Gupta, president of Lonavala Traders’ Association, were present at the Friday meeting.

“If Lonavala has to avoid becoming a Covid hotspot, we will have to strictly implement the weekend lockdown,” said Jadhav, adding that except essential shops, all other shops will remain shut on weekends. “Even on weekdays, shops will remain open only till 4 pm. Anyone found violating the orders will face action,” he said.

The order to impose Section 144 only within a one-km radius of tourist spots has, meanwhile, drawn flak from local activists. “If people are prevented only within one kilometre, they will still visit Lonavala and surrounding areas. The entire city should have been declared out of bounds for tourists,” said Suresh Pujari, a social activist.

District Collector Rajesh Deshmukh said, “This week, we will observe the situation and if tourists are still found in big numbers, we will go for a review.” Jadhav said, “Not all people coming to Lonavala can be stopped. The government has not given any such orders. Already since this (Saturday) morning, there has been hardly any presence of tourists in Lonavala. We are sure that the one-km radius rule will serve the purpose.”

Dams such as Bhushi Dam and Pavana Dam along with various other spots in Lonavala are popular among tourists, especially during the monsoon.

In the wake of heavy precipitation and fatalities, District Collector Dr. Rajesh Deshmukh has implemented section 144 at forts and tourist attractions in Pune district. Assembling of five or more people has been limited in one kilometer radius of forts, waterfalls and tourist spots.

As per the order, stringent action will be taken on anyone disobeying the specified rules and restrictions.

1) It is not approved to step into speeding water due to rain, sliding or swimming into deep water. 2) Visiting a waterfall or sitting under a torrent of water. 3) Taking selfies or filming at dangerous places is prohibited. 4) Drinking in the vicinity of natural waterfalls is not allowed. 5) Stopping vehicles on unsafe roads and risky places. 6) Reckless driving while carrying vehicles, overtaking vehicles in hazardous conditions. 7) Littering food, garbage, glass and plastic bottles in public places openly. 8) Harassing women in public places, flirting or treating women rudely, and making wrong gestures. Insults or any deed causing embarrassment etc. is forbidden. 9) Playing noisy music in public places, playing DJ system and creating noise pollution. 10) To do any act which will give rise to noise, air and water pollution. 11) All two-wheelers, three-wheelers, four-wheelers and six-wheelers would not be permitted to go into within 1 km of the falls. Exception would only be for important service vehicles.

Red alert in Pune due to heavy rains: Sec 144 at tourist places; schools closed

A red alert warning of heavy rainfall has been issued in Pune by the Indian Meteorological Department (IMD) till Thursday (July 14) due to Pune’s weather. The city on Tuesday received the heaviest rainfall.

With the weather watchdog predicting extremely heavy rainfall in isolated places, especially ghats and low-lying areas (more than 204 mm in 24 hours), private companies have been urged by Pune Municipal Communication (PMC) to allow employees to work from home.

Also, Section 144 of CrPC has been imposed in tourist spots and forts to prevent public gatherings. Schools and colleges in the district will also remain closed on Thursday as per the latest orders.

According to reports, the Pune forest division had written to the district collector seeking a temporary ban on trekking activity in view of the heavy rainfall which might result in tourist casualties. Aatkarwadi to Sinhagad fort, Tamhini ghat in Mulshi, and Rajmachi in Lonavala are among popular trekking routes.

Shivajinagar and Lohegaon areas recorded 98.3 mm and 78 mm of rainfall respectively, from 8:30 pm on Tuesday to 8:30 pm on Wednesday. From Monday to Tuesday, the city witnessed an overnight spell with the Shivajinagar observatory recording 46 mm of rainfall. While Pune recorded the season’s heaviest spell on Tuesday, Lonavala topped the chart with 189 mm of rainfall, reports stated.

“As ghat areas will receive intense and heavy spells, it is advised to avoid visiting ghat areas. Intense rainfall will continue over Madhya Maharashtra, including the ghat areas, till Thursday,” an IMD official said.

As per reports, River Mutha, which flows through Pune swelled on Tuesday following the release of water from the Khadakwasla dam that had reached its maximum capacity of 1.97 thousand million cubic feet amid heavy rainfall in the area.

Following the increasing water level in the river, the Pune Municipal Corporation (PMC) issued an alert for low-lying areas that could face a flood-like situation.

The Khadakwasla dam was 95% full on Tuesday, an official from the Water Resource Department informed.

A 25-year-old man was reportedly swept away by the gushing waters of the river off Sinhagad road on Wednesday.

According to weather experts, rainfall intensity over central Maharashtra would reduce marginally by July 14. The city is predicted to witness a significant reduction in the rainfall from July 15 following the weakening of the westerly winds and shifting of the monsoon trough over the area.

However, Pune is likely to experience light to moderate rainfall from July 15 onwards.

Are you planning to travel to Pune, Nagpur, and Nashik? Well, travelling inter-state may not be that hassle-free as a few places within Maharashtra still require an e-pass to travel. If you are driving to a level-4 city. You will need an e-pass. While rules are changing every week, here are the latest rules in place right now. 

With the dipping positivity rate, Maharashtra has relaxed eased travel guidelines for at least 25 such districts. These districts can now have extended business hours for shops and malls among other relaxations. About 25 of the 36 districts are now in Level 3 and have a good recovery rate. On the other hand, the recovery rate at 11 other districts is very low. Restrictions will continue in Kolhapur, Sangli, Satara, Pune, Ratnagiri, Singhudurg, Solapur, Ahmednagar, Beed, Raigad, and Palghar districts.

Meanwhile, Meanwhile, even as weekend restrictions have been eased in Pune and Pimpri-Chinchwad, Pune rural police have imposed Section 144 at the tourist spots in the Pune district. Police personnel would be deployed at the tourist spots to avoid crowding. Also, nakabandi has been done by the police on the road to popular tourist destinations in Lonavla.

Level 1 District

If you are travelling to level 1 cities you will not need an e-pass. Inter-district travel is allowed. However, if you are moving through or passing a level 5 district, an e-pass is required. Local trains and buses are also regularly functioning in level 1 cities.

Level 2 District

Level 3 District

Inter-district movement is allowed. However in the case of a vehicle moving through or passing a level 5 district, an e-pass is required.

Kolhapur, Pune (district), Raigad, Ratnagiri, Satara and Sindhudurg fall under level 4 districts. Inter-district movement is allowed. However, in the case of a vehicle moving through or passing a level 5 district, an e-pass is required. Cargo movement will operate normally. There are currently no districts that fall under level-5 which means you can pretty much travel anywhere within Maharashtra without an e-pass.
