PM Modi to address rally in Punjab, his first visit to poll-bound state since security breach
During his last visit to Punjab on January 5, the Prime Minister's convoy was stuck on a flyover in Bathinda for nearly 20 minutes after protesting farmers blocked the road.
New Delhi: Prime Minister Narendra Modi is set to visit Punjab on Monday to address a public rally in Jalandhar, his first visit in the state since the security breach of his convoy in January.
Prime Minister Modi subsequently cancelled his programme in Ferozepur and returned to Delhi. The PM was scheduled to lay foundation stones for several development projects in Ferozepur and address the people on the occasion.
The incident triggered a political slugfest between the BJP and ruling Congress government in Punjab with the saffron party accusing Chief Minister Charanjit Singh Channi refusing to answer phone calls to address the matter.
Union Home Minister Amit Shah had said that such dereliction of security procedures in the Prime Minister's visit is “totally unacceptable” and accountability will be fixed.
The Congress, however, said that the Prime Minister's travel plans were changed at the last moment. The party also alleged that PM Modi cancelled his rally on the ground of “security lapse”, owing to thin crowds.
Channi had expressed regret over the security breach while saying that there was no danger to the Prime Minister.
The Supreme Court also intervened in the matter after a petition was filed. The top court has appointed a five-member committee to investigate the issue.
Elections in Punjab are set to be held on February 20 in single phase to elect 117 members of the state Assembly. The counting of votes will be done on March 10.

Pm modi to visit punjab in may end for campaigning.
Prime Minister Narendra Modi is scheduled to visit Punjab the next month, adding a palpable buzz to the state's political arena, signaling a pivotal moment as preparations for the upcoming Lok Sabha elections gather steam. With the elections slated for June 1 in Punjab, the Bharatiya Janata Party (BJP) is revving up its campaign machinery, with the Prime Minister's presence, sometime in May end, set to inject renewed vigour into their electoral strategy in the State where the saffron brigade is struggling amidst the farmersтАЩ protest. Also, it is for the first time, after 1966, that the saffron party is entering the poll arena without any alliance.
Preparing for the same, Punjab Government has also issued letters to all department heads, Deputy Commissioners, and police officers regarding security arrangements instructing the officials concerned to ensure compliance with regulations regarding the PMтАЩs security arrangements and to ensure that preparations are completed on time.
The, issued by the General Administration DepartmentтАЩs protocol branch, emphasized the importance of stringent security measures. The directives also underscored the need for meticulous adherence to security protocols to ensure the Prime Minister's safety during his engagements in the State.
Security arrangements are expected to encompass a range of logistical considerations, including the deployment of barricades, provision of adequate parking facilities, and the establishment of designated helipads. With the elections drawing near, officials concerned have been instructed to expedite their preparations to meet the stringent security requirements outlined by the authorities.
The Prime Minister's visit holds particular significance against the backdrop of the electoral landscape in Punjab, where political parties are intensifying their campaigning efforts. Elections in Punjab will be held in the last and final phase.
In parallel, the Congress partyтАЩs national leaders are poised to commence their campaign visits to Punjab from the next month, adding to the fervour of political activity in the region. With both parties having announced their candidates for a significant number of seats, the stage is set for a spirited electoral contest in Punjab.
Amidst the preparations, the BJP had earlier appealed to the Election Commission regarding security arrangements for the Prime MinisterтАЩs visit. The appeal underscored the complexities involved in coordinating with multiple security agencies and emphasized the need for seamless coordination between political party managers and security personnel.
Reflecting on past incidents, concerns regarding security lapses during high-profile visits have come to the fore. Notably, during Prime Minister ModiтАЩs previous visit to Hussainiwala in January 2022, demonstrators obstructed his route, resulting in a delay in his convoyтАЩs progression.
In response to the BJP's appeal, the Election Commission has also issued directives to the Punjab government, emphasizing the need for enhanced security measures to safeguard the Prime Minister during his upcoming visit. The directives underscored the shared responsibility of state and district authorities in ensuring comprehensive security arrangements for the Prime Minister's engagements, including meetings, roadshows, and rallies.
As preparations intensify and political activity gains momentum, all eyes are on Punjab as it braces for the upcoming Lok Sabha elections. The Prime MinisterтАЩs visit is poised to inject further dynamism into the electoral landscape, setting the stage for a spirited contest as political parties vie for electoral supremacy in the State.

Prime Minister Shri Narendra Modi will visit Ferozepur, Punjab on 5th January, 2022 and at around 1 PM, will lay the foundation stone of multiple development projects worth more than Rs 42,750 crore. These projects include Delhi-Amritsar-Katra Expressway; four laning of Amritsar – Una section; Mukerian - Talwara New Broad Gauge railway line; PGI Satellite Centre at Ferozepur and two medical colleges at Kapurthala and Hoshiarpur.
The consistent endeavour of the Prime Minister to improve connectivity all across the country has led to multiple national highway development initiatives being taken up in the state of Punjab. It has resulted in more than doubling the total length of National highways in the state from about 1700 kilometre in 2014 to more than 4100 kilometres in 2021. In continuation of such efforts the foundation stone of two major road corridors will be laid in Punjab. This will also be a step towards fulfilling the Prime Minister’s vision to enhance accessibility to major religious centres.
The 669 kilometre long Delhi-Amritsar-Katra Expressway will be developed at a total cost of about Rs 39,500 crore. It will halve travel time from Delhi to Amritsar and Delhi to Katra. The Greenfield Expressway will connect key Sikh religious sites at Sultanpur Lodhi, Goindwal Sahib, Khadoor Sahib, Tarn Taran and the holy Hindu shrine of Vaishno Devi in Katra. The expressway will also connect key economic centres like Ambala Chandigarh, Mohali,Sangrur, Patiala, Ludhiana, Jalandhar, Kapurthala, Kathua and Samba in the states/UTs of Haryana, Chandigarh, Punjab and Jammu and Kashmir.
The four-laning of Amritsar – Una section will be done at the cost of around 1700 crore. The 77 kilometre long section is part of the larger Amritsar to Bhota corridor spanning across the longitudinal expanse of Northern Punjab and Himachal Pradesh, connecting four major national highways, namely Amritsar-Bhatinda-Jamnagar Economic Corridor, Delhi–Amritsar–Katra Expressway, North-South Corridor and Kangra-Hamirpur-Bilaspur-Shimla Corridor. It will help in improving the connectivity of religious sites at Ghoman, Shri Hargobindpur and Pulpukta Town (home to the famous Gurudwara Pulpukta Sahib).
Prime Minister will lay the foundation stone of a new Broad Gauge railway line between Mukerian and Talwara of around 27 Km in length, to be built at a cost of over Rs 410 crore. The railway line will be an extension of Nangal Dam-Daulatpur Chowk railway section. It will provide an all - weathered means of transportation in the area. This project also holds strategic importance as it will serve as an alternative route to Jammu and Kashmir, joining the existing Jalandhar-Jammu Railway line at Mukerian. The project will prove especially beneficial for the people of Hoshiarpur in Punjab and Una in Himachal Pradesh. It will give a boost to tourism in the region, and provide ease of connectivity to hill stations as well as to places of religious importance.
In line with the Prime Minister’s endeavour to provide world class medical facilities in all parts of the country, foundation stone of new medical infrastructure in three towns of Punjab will be laid. The 100 Bedded PGI Satellite Centre at Ferozepur, will be built at a cost of more than Rs 490 crore. It will provide services in 10 specialities including Internal Medicine, General Surgery, Orthopedics, Plastic Surgery, Neurosurgery, Obstetrics & Gynaecology, Paediatrics, Ophthalmology, ENT and Psychiatry-Drug De-addiction. The satellite centre will provide world class medical facilities at Ferozepur and the nearby areas.
Two Medical colleges at Kapurthala and Hoshiarpur will be developed at a cost of around Rs 325 crore each and with a capacity of about 100 seats. These colleges have been approved in Phase-III of the Centrally Sponsored Scheme ‘Establishment of new medical colleges attached with district/ referral hospitals’. A total of three Medical Colleges have been approved for Punjab under this Scheme. The college approved at SAS Nagar in Phase-I is already functional.

During his address, Minister Vaishnaw highlighted the government's transformative initiatives in the railways and telecommunications sectors, emphasizing the significant progress made in enhancing connectivity, infrastructure, and technological advancements.
Union Minister for Railways, Communications, and IT Ashwini Vaishnaw provided a comprehensive overview of Indian Railways' transformative journey under Prime Minister Narendra Modi. He highlighted ongoing efforts to enhance infrastructure, refurbish railway stations, and introduce Vande Bharat trains to revolutionize transportation nationwide.
Vaishnaw emphasized the significant changes implemented in Indian Railways, noting that past administrations had treated it as a "personal fiefdom," exploiting it for political gain. He credited Prime Minister Modi's tenure with initiating drastic improvements, including enhancements to train toilets and a focus on cleanliness and hygiene at stations, a shift that was previously unimaginable.
Highlighting the immense scale of Indian Railways, Vaishnaw pointed out that approximately 2.5 crore people travel by train daily, equivalent to Australia's population, with around 700 crore people utilizing the railways annually. He contrasted this with the neglect and stagnation witnessed during Congress-led regimes, citing the substantial increase in rail track construction under the current government, including 5,300 kilometres developed in the past financial year alone.
Minister Vaishnaw outlined ambitious goals for the future, including eliminating train waiting lists within the next 5-6 years and the ongoing makeover of 300 railway stations, with a particular focus on Maharashtra. He highlighted the redevelopment of Shivaji terminal as a world-class station while preserving its heritage, a project requiring a significant investment of Rs 2,700 crore.
Engaging with the Viksit Bharat audience, Minister Vaishnaw sought feedback on the design and convenience of Vande Bharat trains, showcasing a video of Vande Metro and explaining its potential to enhance travel comfort and connectivity between cities. He underscored the transformative impact of Vande Metro in revolutionizing public transport.
Additionally, Vaishnaw announced plans to add three more corridors of bullet trains, laying the groundwork for future prosperity and economic growth. The Union Minister's address reflected the government's commitment to modernizing Indian Railways and fostering efficient, convenient, and sustainable transportation infrastructure for the nation.

UP Chief Minister Yogi Adityanath might be visiting Punjab in the upcoming days for Lok Sabha Elections 2024. UP CM Yodi Adityanath who has already held road shows in multiple states is yet to arrive in Punjab to boost BJP's Lok Sabha Campaign 2024. On Friday, it was revealed that BJP State Unit Chief Sunil Jakhar has written a letter to UP CM and has requested him to visit the state for Lok Sabha Elections 2024 campaign in Punjab. Jalhar in his letter stated that people of Punjab highly regards his work done in the state of Uttar Pradesh, hence his visit to Punjab will boost the morale of BJP candidates in Punjab.
Jakhar has proposed election campaigns in three cities which include- Jalandhar, Ludhiana, and Batala. He has mentioned that some time should be given to Punjab as well so that the election campaign can be intensified. Jakhar wrote in the letter that arrangements for his stay will be made in Ludhiana.
Notably, PM Modi has also not visited Punjab for Lok Sabha Elections 2024 campaigm. Now, it will be worth seeing whether PM Modi visits Punjab with Yogi Adityanth or not.

New Delhi: Prime Minister Narendra Modi’s scheduled visit to Punjab’s Ferozepur was cancelled Wednesday, after protesting farmers blocked the road leading to city. In a major security breach, the PM was left stuck on a flyover “for 15-20 minutes”, the Ministry of Home Affairs has said, adding that the road had been blocked by some protesters.
Modi was scheduled to visit Ferozepur to lay the foundation stones for several development projects in the area and address the public.
The MHA has sought a report from the Punjab government on the тАЬmajor lapse in the security of the Prime MinisterтАЭ. According to the MHA, the schedule for the PM’s visit had been communicated to the Punjab government well in advance, but additional security to ensure his smooth movement by road тАЬwere clearly not deployedтАЭ.
Reacting to the incident, however, Punjab Chief Minister Charanjit Singh Channi claimed in an interview to a Punjab TV channel there had been no security breach.
“I was talking to them (farmer bodies) till 3 am yesterday. I had assured them that I would arrange for their meeting with the prime minister. All protests had been lifted by today morning and the roads were clear,” he said.
The CM also said that all arrangements were in place for the PM’s visit Wednesday, but the changed plans were “too sudden” for his government to make alternative arrangements.
‘Road was blocked by protesters’
According a statement issued by the MHA, PM Modi landed at Bathinda Wednesday┬а morning, from where he was to go to the National Martyrs Memorial at Hussainiwala (in Ferozepur district) by helicopter. However, the plan had to be changed due to rain and poor visibility.
The statement added that the PM waited for about 20 minutes for the weather to clear, but when there was no improvement in conditions, it was decided that he would visit the National Martyrs Memorial by road тАФ a journey of more than two hours.
тАЬHe proceeded to travel by road after necessary confirmation of necessary security arrangements by the DGP Punjab Police,тАЭ the statement said.
Around 30 km away from the National Martyrs Memorial in Hussainiwala, when the Prime MinisterтАЩs convoy reached a flyover, it was found that the road had been blocked by some protesters, added the statement.
тАЬThe Prime Minister was stuck on a flyover for 15-20 minutes. This was a major lapse in the security of the Prime Minister,тАЭ the statement said.
According to the MHA statement, the prime ministerтАЩs schedule and travel plan had been communicated to the Punjab government well in advance.
тАЬAs per procedure, they have to make necessary arrangements for logistics, security as well as keep a contingency plan ready,тАЭ the statement said.
It added: тАЬAlso in view of the contingency plan the Punjab Government has to deploy additional security to secure any movement by road , which were clearly not deployed.”
“After this security lapse, it was decided to head back to Bathinda Airport,тАЭ the statement said.
The statement further read that тАЬthe Ministry of Home Affairs taking cognisance of this serious security lapse has sought a detailed report from the state government. The State Government has also been asked to fix responsibility for this lapse and take strict action”.
The buzz in Punjab
Sources in the Punjab government told ThePrint that most of the journey had been completed and the Prime Minister was only 30 km away from the venue, when his convoy had to stop because of a group of farmers sitting on dharna on the Ferozepur-Bathinda Road.
“We have learnt that a handful of protesters started running along the Prime Minister’s vehicle on a bridge shouting slogans due to which the cavalcade had to be first slowed down and later come to a complete halt,” said a source.
“The situation became especially tense because there was also a possibility that another dharna would be put up by farmers on the other end of the bridge and the convoy would be trapped on the bridge itself, and not be able to turn back,” the source added.
Roadblocks by farmers were also reported from Zira road, Fazilka road, Moga road, Muktsar road and Kotkapura in the state. Many of these roadblocks were to stop BJP members and supporters from attending the PM’s event at Ferozepur.
At least nine farmers unions had reportedly said Tuesday that they would be disrupting PM Modi’s Ferozepur visit. Led by the Kisan Mazdoor Sangharsh Committee (KSMC), these unions are demanding an ex-gratia payment of Rs 1 crore to families of farmers who died during the agitation against the Modi government’s now-repealed farm laws. Other demands include withdrawal of cases against the protesting farmers, release of arrested farmers and the removal of Union Minister of State for Home Ajay Mishra ‘Teni’ for his alleged role in the Lakhimpur Kheri incident .
Talking to mediapersons after the PM’s return, Sarwan Singh Pandher, general secretary of the KSMC, claimed the BJP had decided that the Prime Minister should not come to the event because there were not enough people gathered at the venue. “This could be because of heavy rain in the morning and also following our appeals to the people of Punjab to not attend the rally,” said Pandher.

Today in Politics: Amit Shah likely to visit Kashmir; Kejriwal to kick off Punjab campaign with roadshow
Pm modi is set to address four rallies across up; congress chief kharge will hold meetings in odisha.
Union Home Minister Amit Shah may be headed to Srinagar Thursday for a two-day visit to Kashmir, during which he will meet the BJP leaders and delegations from the Pahari community, trade bodies and civil society.
Shah is also likely to chair a security review meeting during his overnight stay in the Valley.
Voting has been wrapped up in three of Jammu and Kashmir(J&K)тАЩs five Lok Sabha seats. The BJP has not fielded its candidates for the three seats in Kashmir but has unofficially extended support to some of the new political parties formed there after the abrogation of Article 370.
Two Valley constituencies тАФ Baramulla and Anantnag-Rajouri тАФ are going to polls in the fifth phase and sixth phase on May 20 and May 25, respectively. LadakhтАЩs lone Lok Sabha seat will vote on May 20.
National Conference leader and ex-chief minister Omar Abdullah and PeopleтАЩs Conference president Sajad Gani Lone are in the fray in Baramulla. PDP chief and ex-CM Mehbooba Mufti is contesting from the Anantnag-Rajouri seat.
Earlier on Thursday, Shah will address rallies in BiharтАЩs Sitamarhi and Madhubani seats, which are going to polls on May 20.
ShahтАЩs Kashmir visit comes a day after he made comments on the ongoing protests in Pakistan-occupied Kashmir (PoK) at a BJP rally in West Bengal тАЩs Hooghly district. While alleging that the Congress leaders were not in support of taking over PoK, he said, тАЬPakistan-occupied Kashmir is a part of India and we will take it back.тАЭ

After his release from Tihar Jail on May 10 on an interim bail granted by the Supreme Court, Delhi CM and Aam Aadmi Party (AAP) supremo Arvind Kejriwal has led a renewed campaign for the Lok Sabha polls with a fresh strategy for the party. Kejriwal had been in the prison for nearly 50 days in connection with the Delhi excise policy case.
Following poll rallies and roadshows in Delhi and Haryana, Kejriwal is set to visit Punjab Thursday, for the first time since his release from Tihar Jail. The CM will first visit the Golden Temple in Amritsar before leading a roadshow in the city to campaign for the partyтАЩs Amritsar Lok Sabha candidate Kuldeep Singh Dhaliwal. Kejriwal is expected to address several rallies in the state along with Punjab CM Bhagwant Mann .
With Punjab set to vote in the seventh and last phase on June 1, the stateтАЩs ruling AAP faces challenges from the Shiromani Akali Dal (SAD), BJP тАФ and the Congress with which it was unable to arrive at a seat-sharing arrangement despite being members of the Opposition INDIA bloc and allies in Delhi, Haryana and Gujarat in the current Lok Sabha elections. With the SAD and the BJP also failing to revive their 25-year-long past association with an alliance for the ongoing polls, the state is set up for a four-cornered contest.
Kejriwal heads to Punjab just a day after campaigning for the Congress candidates in Delhi, where the AAP is contesting four seats and the Congress three. The results of the past Lok Sabha polls in Punjab show that an AAP-Congress alliance would have been a formidable force against the SAD and BJP. For instance, projecting the 2022 Assembly results onto the Lok Sabha seats shows that the two parties could have swept all the 13 Lok Sabha seats in the state based on their combined vote shares.
Earlier on Thursday, Kejriwal is also set to hold a press conference with Samajwadi Party (SP) chief Akhilesh Yadav in Lucknow . It will be KejriwalтАЩs first press conference with a leader of the INDIA bloc since his release from jail. Akhilesh, notably, had attended the Opposition rally protesting KejriwalтАЩs arrest and the CentreтАЩs alleged тАЬmisuseтАЭ of investigative agencies against the Opposition leaders.
PM Modi in UP
Prime Minister Narendra Modi , meanwhile, with a handful of states still to vote, has turned his focus on a state with a large chunk of seats voting in the remaining phases: Uttar Pradesh . On Thursday, Modi will campaign in Jaunpur, Bhadohi, Pratapgarh and Lalganj, all of which are bound for polls on May 25.
Kharge in Odisha
While Congress MP Rahul Gandhi has no events scheduled for Thursday, his sister and party general secretary Priyanka Gandhi will remain camped in their familyтАЩs traditional seats of Amethi and Rae Bareli in UP.
Congress president Mallikarjun Kharge will be leading the partyтАЩs charge with campaign events in Odisha тАЩs Bhubaneswar and Kandhamal, which vote on May 20 and May 25, respectively.
EC summons Andhra officials
Taking cognisance of post-poll violence in Andhra Pradesh , the Election Commission (EC) has summoned the stateтАЩs chief secretary and the director general of police Thursday to тАЬpersonally explainтАЭ the administrationтАЩs failure to contain the incidents, sources said.
Post-poll violence was reported in parts of the state on Tuesday, where the Lok Sabha and Assembly polls were held simultaneously Monday. The leaders of the incumbent YSR Congress Party (YSRCP) and the principal Opposition Telugu Desam Party (TDP) have levelled allegations against each other over such incidents.

PM ModiтАЩs Punjab visit: Officers to be charged over security breach
After drawing flak from the Centre over the delay in action on the breach of Prime Minister Narendra ModiтАЩs security during his Punjab visit in January last year, the stateтАЩs chief secretary Vijay Kumar Janjua said on Monday that all the indicted officers will be charged.
After a missive from the Centre last week in which Union home secretary Ajay Bhalla asked the Punjab chief secretary to submit an action-taken report, Janjua said that the state home secretary has already moved the file to the chief minister (Bhagwant Mann) seeking approval for issuing charge sheets against the nine erring IPS officers, including former DGP S Chattopadhyaya.
Regarding the former chief secretary Anirudh Tewari, Janjua said he has already been issued a show-cause notice.
тАЬI have moved a file to the chief minister regarding approval for a charge sheet against Tewari, and hopefully, the file will be cleared soon. The chief ministerтАЩs office (CMO) has raised a few queries, and I am replying to them,тАЭ he said.
Janjua said that the file for issuing charge sheets against the erring IPS officers is also with the CM.
тАЬThe home department has sent the file to the chief minister, who also holds the portfolio of home, narrating all the lapses of all officers concerned during the PMтАЩs visit. Once we get clearance from the CM, the charge sheets will be issued,тАЭ Janjua said.
Janjua said Punjab will submit the action-taken report to the Centre soon.
Irked by the delay, the Centre could consider options to act against the officers under the Special Protection Group (SPG) Act, said Punjab government officials in the know of the developments.
Under Section 14 of the SPG Act, the state government is responsible for providing all assistance to the SPG during the PMтАЩs movement.
The provision titled тАШAssistance to GroupтАЩ states: тАЬIt shall be the duty of every Ministry and Department of the Central Government or the State Government or the Union Territory Administration, every Indian Mission, every local or other authority or every civil or military authority to act in aid of the Director or any member of the Group whenever called upon to do so in furtherance of the duties and responsibilities assigned to such Director or member.тАЭ
тАЬThe SPG Act was violated by the Punjab officials, and the Centre can act against any erring officers. The Union home minister is waiting for the stateтАЩs reply and if unsatisfied, the Centre is likely to intervene. They want to set an example so that no such breach could take place in future,тАЭ said one of the officials privy to the developments.
The report of the Supreme Court-appointed inquiry committee looking into the breach submitted six months ago indicts the then state chief secretary Anirudh Tewari and the police chief S Chattopadhyaya for lapses.
On March 7, HT was the first to report the findings submitted by the five-member committee led by retired Supreme Court justice Indu Malhotra. Till then, the only finding of the report in the public domain was that it held senior superintendent of police Harmandeep Singh Hans responsible for the lapse. HT has reviewed a copy of the report.
Besides Hans, Tewari and Chattopadhyaya, the committee has indicted additional directors general of police G Nageswara Rao and Naresh Arora, inspectors general Rakesh Aggarwal and Inderbir Singh, then deputy inspector general Surjeet Singh (now retired), and senior superintendent of police Charanjit Singh.
Earlier this week, Union home secretary Ajay Bhalla asked Punjab chief secretary Vijay Kumar Janjua to submit an action taken report, highlighting the delay by the state government in acting against the erring officers. The HT report also mentioned this delay.
The report was submitted to the apex court and the Union government on August 25 last year. In September, the latter forwarded it to the Aam Aadmi Party-led state government, which is yet to act on it. The security breach happened during the tenure of the previous Congress government in the state.
The Supreme Court ordered the inquiry after the convoy of PM Modi was stranded for half an hour on a flyover when he was travelling by road from Bathinda airport to Ferozepur on January 5, 2022. A belligerent crowd of about 300 protesters gathered at the end of the flyover, prompting the Special Protection Group, which protects the Prime Minister, to halt the convoy and head back to the airport.
The report indicted the Punjab police brass for their casual and negligent attitude, and referred to the incident as тАЬa colossal failure in planning and coordinationтАЭ.
