It has come to the notice of this Post that many fake websites are charging online payments for taking printout/filling up the visa application form for Indian Visa. Foreigners applying for Indian visa are therefore advised that they should not visit the fake websites and not to make any online payments. The original website address for applying for Indian visa is    www.indianvisaonline.gov.in . There is no requirement of making any online payment while applying for online visa for India.

3.  Note: (applicable to all categories) :

i)    Presence of applicant is mandatory at the time of submission of application. ii)   The Consulate/ Consular officer is not liable to explain reasons, if visa application is rejected. iii)  Type and duration of visa is sole discretion of Consular Officer/the Consulate. iv)  There is no Visa on Arrival (VoA) in India except for nationals of Japan, South Korea and UAE. Applicants are advised to apply for a regular visa at Consulate General of India, Bali or apply for e-Visa before visiting India. v)   The types of Visas are further divided into sub-categories, which will be dealt   with by Consular Officials. After the submission of visa application, at Consulate General of India, Bali, applicants may be called for personal interview, if required.

5.  Processing Time:

i)    For Indonesian passports: Applications received are normally processed the same day. ii)   Non-Indonesia passports: Processing time for non-Indonesian passports are 4-5 working days.

6.  Non-Indonesian citizens: additional requirements: - (i)  Applicants who are not citizens of Indonesia should submit a copy of their KITAS/   KITAP. (ii) Applicants who are not citizens/ residents of the Indonesia and hold a tourist or   other short-term visa for Indonesia should normally apply for Indian visas in the countries of their permanent residence. In case of emergency or special    circumstance, an application could be made at this Consulate. The processing time in such cases is usually 4-5 working days. The decision on acceptance of such cases will   be on a case-to-case basis.

7.  Process:

  • Visa application: Visa Applications are to be filled on line at   www.indianvisaonline.gov.in . select  Regular visa  and choose Mission:  Indonesia – Bali  as the Mission.
  • After filling up of details/other details in the application, take the print of the application and submit it personally at the Consulate Counter along with supporting documents (please see Type of Visas).
  • Applicants may be asked to provide additional documents, if needed, by the Consular Officer.
  • Passport:  It should have a minimum validity of six months from the contemplated date of journey.
  • Type/duration of visa  depends on the purpose of visit and can be changed by the Consular Officer.
  • Photographs:  2 recent color matte (not glossy) passport size photographs depicting front pose against white background are required. One of them should be pasted in the specified place and the other may be stapled with the application form.
  • Signature:  Applicants should sign in the signature box below photograph box. Both of the parents have to sign if applicant is minor.
  • Please see Type of Visas for additional documents for each type of visa .
  • Biometrics of the applicant will be taken while submitting the application.
  • Fees :  All fees payable in cash (IDR only) - please see Visa Fees. 

Applications for minors:

Presence of both the parents is compulsory while submitting visa application for minors. Copy of passports of parents along with original, and sponsor letter needs to be attached with application along with other documents mentioned in Type of Visas.

Emergency issue of Visa:

In case visa is applied on weekends and holidays, an emergency charge is levied for issue of visa on the same day. Emergency services are granted on Saturdays and national holidays in case of a genuine emergency like death or illness of a blood relation, subject to production of proof and confirmed air ticket. The applicants may wish to enquire from the Concerned Officer about arrangements for such emergency service. The decision of the Consular Officer in this matter shall be final.

JAKARTA: Taking a leaf out of India’s playbook in luring back overseas talent of local origin, the Indonesian government is drafting a regulation to entice its own diaspora to return home while holding on to their foreign citizenship. 

The move - which grants those returning the same privileges as citizens aside from political rights and receiving government subsidies - is aimed at stemming Indonesia’s brain drain issue, though an expert warns that it remains “very difficult” for the authorities to implement it. 

Earlier, Indonesia’s Minister of Law and Human Rights Yasonna Laoly said that the government is drafting a regulation that is modelled after India’s Overseas Citizenship of India (OCI) scheme.      

Under the OCI scheme , individuals of Indian origin and their spouses can become permanent residents of India, with rights to live and work indefinitely. 

While the scheme grants the returning Indian diaspora the same rights as citizens, they are not given political rights nor eligibility for government subsidies. 

OCI holders are also ineligible for government-related jobs. They must pay taxes on income earned in India and fork out the same public service fees as foreigners.

“Indonesia aims to follow India’s example. Indian diaspora receive a lifelong visa, allowing them to work and invest but without political rights,” Mr Laoly said in an interview with VOA Indonesia on May 30.

He added that the plan has been discussed multiple times in meetings with President Joko Widodo. The policy initiative has been coordinated by the Ministry of Political, Legal, and Security Affairs, with officials having visited India for comparative studies.  

Mr Laoly told VOA Indonesia that the planned new regulation will not violate the 2006 Citizenship Law, which mandates single citizenship for Indonesian nationals.       

“The most important thing is to make it easier for our diaspora to come to Indonesia, live and work here, and enjoy their homeland for a lifetime.” 

WORKING TIMELINE FOR NEW REGULATION TO BE IMPLEMENTED 

Mr Laoly said the scheme is expected to be introduced within the next two months, with the government aiming to enact the policy before President Joko Widodo’s term ends on Oct 20.

President-elect Prabowo Subianto - the current defence minister - is set to succeed Mr Widodo at the helm of Southeast Asia’s largest economy. 

“ (Mr Widodo) has requested this regulation. We hope it will be drafted within a month or, at the latest, two months,” said Mr Laoly, adding that the scheme could be a solution for the Indonesian diaspora who have been advocating for dual citizenship. 

“Changing the Citizenship Law would take much longer. Is a government regulation sufficient? Yes, it is, as it does not interfere with single citizenship. The important thing is making it easier for the diaspora to return.”

Changing the law in Indonesia requires parliamentary approval.

Indonesia does not currently recogni s e dual citizenship for adults. The 2006 Citizenship Law only allows children of mixed marriages to hold dual nationality until they are 18 years old or married, at which point they must choose one. 

Mr Widodo previously announced in 2016 that the government was considering amending the Citizenship Law to allow adults to hold dual citizenship, but this faced opposition from lawmakers citing security concerns.    

POSITIVE RECEPTION FROM INDONESIAN DIASPORA

The planned government regulation has been positively received by the Indonesian diaspora in the United States.   

Mr Michael Dompas - who has lived and worked in the US for over 50 years - was quoted by VOA Indonesia as saying that having dual citizenship is more about having a sense of belonging. 

“This is a realistic step without the complexities of parliamentary processes. It's a win-win. For me, the benefit is more emotional. I've been here for 50 years, always Indonesian. Why can’t I go home? Indonesia will always be my country.”

Meanwhile, Mr Edward Wanandi - a prominent Indonesian businessman in the US - believes the OCI-like scheme will significantly benefit Indonesia. 

“The progress in discussions on dual citizenship in the last ten years has been significant. We need to support and make the best use of this (OCI). The benefits for Indonesia are huge,” said Mr Wanandi, as quoted by VOA Indonesia.

Mr Bilal Dewansyah, an immigration law expert and PhD candidate at the Van Vollenhoven Institute (VVI), Leiden Law School, Netherlands, however, told CNA that for now, the most feasible OCI -like policy implementation might be the introduction of a visa-free policy for the Indonesian diaspora. 

According to Mr Bilal, granting working rights to the Indonesian diaspora remains a distant goal. 

He further noted that even in the case of countries like China, special measures were necessary.

Indonesia has been facing a brain drain issue. In July 2023, immigration chief Silmy Karim said 3,912 Indonesians have renounced their citizenship to become Singaporeans from 2019 to 2022. 

He added that there is an average of 1,000 Indonesians who become Singaporeans every year, with the average age being from 25 to 35, often driven by better quality of life and career opportunities.

Mr Karim said Indonesia should be concerned about this brain drain phenomenon as skilled talents have shifted their citizenship. 

The Ministry of Foreign Affairs does not have official data on the number of Indonesian diaspora overseas, including ex-Indonesians. 

However, based on their latest prediction in mid-2022, there are approximately nine million Indonesians who still hold Indonesian passports overseas, with the largest number in Asia.

Mr Bilal told CNA that it is important for those returning back to Indonesia to feel a sense of belonging. 

“The paramount concern for the Indonesian diaspora in my opinion is the recognition of their Indonesian identity upon their return to Indonesia. It is crucial that they are not merely perceived as ‘foreigners’.”
