Definition: International inbound tourists (overnight visitors) are the number of tourists who travel to a country other than that in which they have their usual residence, but outside their usual environment, for a period not exceeding 12 months and whose main purpose in visiting is other than an activity remunerated from within the country visited. When data on number of tourists are not available, the number of visitors, which includes tourists, same-day visitors, cruise passengers, and crew members, is shown instead. Sources and collection methods for arrivals differ across countries. In some cases data are from border statistics (police, immigration, and the like) and supplemented by border surveys. In other cases data are from tourism accommodation establishments. For some countries number of arrivals is limited to arrivals by air and for others to arrivals staying in hotels. Some countries include arrivals of nationals residing abroad while others do not. Caution should thus be used in comparing arrivals across countries. The data on inbound tourists refer to the number of arrivals, not to the number of people traveling. Thus a person who makes several trips to a country during a given period is counted each time as a new arrival.

Development Relevance: Tourism is officially recognized as a directly measurable activity, enabling more accurate analysis and more effective policy. Whereas previously the sector relied mostly on approximations from related areas of measurement (e.g. Balance of Payments statistics), tourism today possesses a range of instruments to track its productive activities and the activities of the consumers that drive them: visitors (both tourists and excursionists). An increasing number of countries have opened up and invested in tourism development, making tourism a key driver of socio-economic progress through export revenues, the creation of jobs and enterprises, and infrastructure development. As an internationally traded service, inbound tourism has become one of the world's major trade categories. For many developing countries it is one of the main sources of foreign exchange income and a major component of exports, creating much needed employment and development opportunities.
Limitations and Exceptions: Tourism can be either domestic or international. The data refers to international tourism, where the traveler's country of residence differs from the visiting country. International tourism consists of inbound (arrival) and outbound (departures) tourism. The data are from the World Tourism Organization (WTO), a United Nations agency. The data on inbound and outbound tourists refer to the number of arrivals and departures, not to the number of people traveling. Thus a person who makes several trips to a country during a given period is counted each time as a new arrival. The data on inbound tourism show the arrivals of nonresident tourists (overnight visitors) at national borders. When data on international tourists are unavailable or incomplete, the data show the arrivals of international visitors, which include tourists, same-day visitors, cruise passengers, and crew members. Sources and collection methods for arrivals differ across countries. In some cases data are from border statistics (police, immigration, and the like) and supplemented by border surveys. In other cases data are from tourism accommodation establishments. For some countries number of arrivals is limited to arrivals by air and for others to arrivals staying in hotels. Some countries include arrivals of nationals residing abroad while others do not. Caution should thus be used in comparing arrivals across countries.
Statistical Concept and Methodology: Statistical information on tourism is based mainly on data on arrivals and overnight stays along with balance of payments information. These data do not completely capture the economic phenomenon of tourism or provide the information needed for effective public policies and efficient business operations. Data are needed on the scale and significance of tourism. Information on the role of tourism in national economies is particularly deficient. Although the World Tourism Organization reports progress in harmonizing definitions and measurement, differences in national practices still prevent full comparability. Arrivals data measure the flows of international visitors to the country of reference: each arrival corresponds to one in inbound tourism trip. If a person visits several countries during the course of a single trip, his/her arrival in each country is recorded separately. In an accounting period, arrivals are not necessarily equal to the number of persons travelling (when a person visits the same country several times a year, each trip by the same person is counted as a separate arrival). Arrivals data should correspond to inbound visitors by including both tourists and same-day non-resident visitors. All other types of travelers (such as border, seasonal and other short-term workers, long-term students and others) should be excluded as they do not qualify as visitors. Data are obtained from different sources: administrative records (immigration, traffic counts, and other possible types of controls), border surveys or a mix of them. If data are obtained from accommodation surveys, the number of guests is used as estimate of arrival figures; consequently, in this case, breakdowns by regions, main purpose of the trip, modes of transport used or forms of organization of the trip are based on complementary visitor surveys.

Egypt tourist arrivals surge as industry shakes off pandemic fall

Egypt has welcomed seven million tourists in the first half of this year, putting the country on track for its projected 15 million visitors in 2023.
After reaching a record 13 million tourists and earning 13 billion U.S. dollars in 2019, Egypt's tourism industry was hit hard by the COVID-19 pandemic.
This week the country's statistical arm, the Central Agency for Public Mobilization and Statistics, released figures from the 2021-2022 fiscal year, showing outstanding year-on- year growth. Egypt received 11.7 million tourists, up from eight million in the 2020-2021 fiscal year.
While the number of tourists increased by more than 46 percent, revenues spiked 121 percent to amass 10.7 billion U.S. dollars for the North African state.
"The sharp drop in the Egyptian pound exchange rates to foreign currencies in addition to the economic recovery in developed countries following the Russia-Ukraine crisis and COVID-19 have helped to give tourism that push," said Samar Adel, an economic researcher at Al Ahram Academy.
Europeans made up more than 62 percent of Egypt's tourists to lead the 2022 charts, while Arabs came second at 26 percent. The outstanding figures reported were supported by an additional 35 percent increase in the number of visitors to reach seven million tourists in the first half of 2023, to project a boom in the industry.
"We are on track for our national tourism target to reach 15 million tourists this year. We're expecting 18 million tourists next year. Our strategy focuses on increasing the number of flights that come to Egypt, to enhance the touristic experience for our visitors and increase the number of hotel rooms," Egyptian Minister for Tourism and Antiquities Ahmed Eissa said.
"This year I believe we've shifted from the phase of recovery to growth. Winter is our peak tourism season. What is astonishing this year is that business is strong during summer all over Egypt. Europe this year witnessed extreme heat waves and wildfires while in Egypt the weather has been great and that made it attractive," said Atef Abdel Latif, chairman of Musaferoun for Travel and Tourism.
Tourism is vital for the Egyptian economy. It makes up about 12 percent of the nation's GDP and is among the top sources of foreign currency for the Arab world's most populous nation.
Egypt envisions attracting some 30 million tourists by 2028. The ambitious strategy intends to attract 20 billion dollars of investments. Authorities are planning to increase the hotel capacity in the country from the current 215,000 rooms to 500,000.

Egypt sets aim of 30% increase in tourist arrivals in 2024 despite war headwinds

Egypt is aiming for an increase of up to 30 per cent in international tourist arrivals this year, despite escalating geopolitical tensions in the Middle East, according to a senior government official.
The North African country expects a 25 per cent to 30 per cent growth in inbound tourists this year, compared with the 27 per cent increase it recorded last year, Ghada Shalaby, Egypt's vice minister for tourism said on the sidelines of the Arabian Travel Market on Tuesday.
The country hosted 14.9 million international visitors last year, surpassing a previous record of 14.7 million visitors in 2010.
“Egypt had seen demand despite the geopolitical issues, which shows that safety is important but also how the travel professionals and the tourists are quite educated about the role of Egypt during this issue that is happening,” Ms Shalaby said.
“There is demand coming into Egypt even to all its destinations, so the numbers speak for themselves.”
The official's remarks come against the backdrop of escalating geopolitical tensions in the Middle East threatening to derail the economies of Egypt, Lebanon, and Jordan, which are all heavily dependent on tourism.
However, since the beginning of the Israel-Gaza war in October, Egypt has attracted 8 million foreign visitors, which underscores the country's safety and stability, Ms Shalaby said.
In the first quarter of this year, Egypt recorded a 3.3 per cent increase in foreign visitors compared to the previous year, according to ministry data. On a year-to-date basis, tourist numbers increased by 2.2 per cent.
Egypt's tourism sector, which makes up about 12 per cent of the country's gross domestic product, was heavily affected by the coronavirus pandemic and the Russia-Ukraine war, which decreased the number of tourists visiting the region and drove up food prices significantly.
Last year, the country announced that it was aiming to double the number of foreign visitors to 30 million by 2028 while encouraging more private investment in the tourism sector.

Investment opportunities
Egypt has been seeking investments to grow development in both its North Coast and South Sinai regions and to finish incomplete projects, Ms Shalaby said, adding that the country was looking to promote cultural tourism in cities such as Luxor, Aswan, and Cairo.
In February, Egypt announced a $35 billion deal with the UAE's sovereign wealth fund ADQ for the development of the Ras El Hekma peninsula.
A total of $150 billion will be invested to develop Ras Al Hekma into a “fully functional urban community and not just a beach resort”, Egyptian Prime Minister Mostafa Madbouly said at the time.
“[It]is a really ambitious project and we're all standing behind it. It's going to provide a mix between hotel rooms, touristic accommodations and long rentals,” Ms Shalaby said.
“The project has been drawn and is on the way for inauguration,” she said without revealing further details.
Ms Shalaby expects growing traffic at Egypt's main north coast centre, El Alamein International Airport, to aid the development of the Mediterranean town.
Egypt, which aims to develop 250,000 hotel rooms as part of a plan to reach a revenue of at least $30 billion per year from its tourism sector, plans to add 25,000 hotel rooms this year, with a higher number of foreign tourists expected from the GCC, India and China.
Tourist arrivals from the six-nation economic bloc of Gulf countries are forecast to surge by 45 per cent this year compared with last year, supported by good airline connectivity, Ms Shalaby said.
“We're also about three hours and a half away from major inbound destinations from Europe, from GCC countries and from near and far east destinations, with direct flights either by … Egypt Air, Cairo Air [and] even the other GCC airlines.”

Albania, Tanzania, Indonesia, Egypt, and El Salvador have been named the most-improved emerging economies for enabling travel and tourism development since 2019. Here are some insights.

The world’s most developed countries continue to dominate tourism but we’ve just gotten a good snapshot of which emerging markets are enjoying gains.
Every two years the World Economic Forum analyzes the travel and tourism competitiveness of economies worldwide, and it just released its 2024 report .
What caught Skift’s eye was how a handful of emerging-market countries had upped their tourism game. The World Economic Forum ranked Albania, Tanzania, Indonesia, Egypt, and El Salvador as being among the most improved developing nations for enabling travel and tourism development since 2019.
Here are some quick takeaways on each standout tourism performer for 2023.
- WEF’s take : Albania rose 12 spots to 66th place in the organization’s Travel and Tourism Development Index. For context, that means its tourism development is nearly on par with the average of all countries now that it is better marketing its white-sand beaches and dramatic mountains.
- The top line : The country had 10 million visitors last year, 56% more than in 2019 . Looking ahead, Albania’s capital, Tirana, was the third-most trending destination for bookings through August — following Munich and Tokyo — according to a Mastercard travel trends report .
- Leadership : The country’s leaders have worked with airlines and airports to increase airlift. Albania has had a 141% increase in daily flight traffic since 2019. Mirela Kumbaro, minister of tourism and environment since 2021, has also aimed to boost the Balkan nation’s appeal.
- Signature move : About a third of Albania is rural mountains, rivers, and forests. Last year, Kumbaro led the effort to spotlight these gems more effectively by granting the Vjosa River a national park designation and making it Europe’s first protected wild river . Visits by musician Dua Lipa , Italian Prime Minister Giorgia Meloni , and Jared Kushner (who’s building a resort there) added to the country’s social media cred.
2. Indonesia
- WEF’s take : Indonesia leaped 14 notches to 22nd place in the organization’s Travel and Tourism Development Index.
- The top line : By September 2023, international visitor arrivals had reached 11.7 million , roughly 20% higher than 2019’s level. It aims to hit a record 14 million visitors this year . The island of Bali has become a hotspot for international tourists .
- Leadership : Government officials boosted domestic tourism last year by creating the Karisma Event Nusantara program , which gave financial support to more than 170 festivals, sports, music, and cultural events nationwide involving approximately 143,200 artists and event organizers. Officials have also sought outside investment to help build hotels, golf courses, and especially hospitals to support medical tourism. It wants to make Lombok Island an eco-tourism magnet .
- Signature move : In November, Hilton debuted Umana Bali, LXR Hotels & Resorts , marking the brand’s first resort in Indonesia.
- WEF’s take : Egypt rose 5 places to 61st in the organization’s Travel and Tourism Development Index.
- The top line : Last year, Egypt hit a tourism record of 14.9 million visitors . The country’s tourism ministry intends to double that figure by 2028.
- Leadership : In 2023, Egypt added 14,000 hotel rooms to reach a capacity of 220,000. In 2024, the country is going to another 25,000 rooms.
- Signature move s: Egypt has $35 billion development project with UAE to transform Ras El Hekma into an international tourist destination . The Grand Egyptian Museum will open later this year just outside of Cairo. The $1.1 billion project will draw many visitors to see Tutankhamun’s treasures in a modern presentation.
4. Tanzania
- WEF’s take : Tanzania jumped 7 spots to 81st in its rankings.
- The top line : Last year, Tanzania’s travel sector set a new record, with tourism arrivals reaching 1.8 million .
- Leadership : Travel and tourism revenue is a major funding source for conserving the country’s landscapes and wildlife, reaching $3.37 billion last year . Tanzania’s President Samia Suluhu Hassan participated in “The Royal Tour” documentary to promote the country for tourism investment by outside companies. She guided viewers around Zanzibar, Dar es Salaam, Mt. Kilimanjaro, and through the Serengeti.
- Signature move : This year investment firm Albwardy said it would create Four Seasons Resort Zanzibar, with 60 villas on the white sand beaches and turquoise waters of Pongwe.
5. El Salvador
- WEF’s take: El Salvador was the fastest-growing performer in the Americas in the organization’s Travel and Tourism Development Index. El Salvador rose four rungs on the global rankings to 97th place.
- The top line : Last year, this Latin American country was buoyed by a robust tourism industry that saw a 43% increase in foreign visitors, contributing $3.79 billion in foreign exchange, according to Fitch Ratings.
- Leadership : Ecuador has also benefited from an effective crackdown on crime by Salvadoran President Nayib Bukele, named the “ world’s coolest dictator ” by some. A safer reputation has bolstered the country’s tourism profile.
- Signature move: Earlier this year, the capital city of San Salvador opened its first Hyatt Centric. The move signaled the confidence of a major hotel group in the country’s future as it opened an upscale hotel there.
Need for tourism strategy
To keep these gains going, the World Economic Forum warns that tourism leaders need to get strategic.
It recommends big-picture thinking and collaboration as today’s hottest destinations deal with shortages of skilled labor, extreme weather caused by climate change, and other headwinds.
“Far more investment will need to be made in areas such as developing favorable business, health and labor conditions, international openness, information and communications tech, transport and tourist infrastructure, and the promotion and development of natural and cultural resources if these economies wish to increase their share of the travel and tourism market and improve their readiness for future risks and opportunities,” say the report’s authors.

Record year for Egypt's tourism amidst economic turmoil
T his year will be a record-breaking year for Egypt's tourism sector in every respect. There is increasing interest from tourists in this country, which translates into significant financial inflows and new investments in the tourism industry. However, the government is grappling with a deepening economic crisis.
According to the Hurghada24.pl portal, 4.6 million tourists visited Egypt for a holiday in the first four months of this year. This is the second-highest number of visitors since 2010 when 4.7 million people came to Egypt for vacation .
Even more impressive are the tourism revenues . In the first four months of 2024, tourists left 5.9 billion Canadian dollars in Egypt. For comparison, from January to April last year, it was 5.4 billion Canadian dollars, and in 2010, "only" 4.9 billion Canadian dollars.
During the African Tourism Forum, held in Sharm el-Sheikh, the Minister of Tourism and Antiquities Ahmed Issa confirmed that Egypt's goal this year is to handle 18 million foreign guests.
Mohamed Amer from the Committee for Licensing Hotel and Tourist Facilities in Egypt said that if the trend from the first quarter continues, the planned number of visitors is realistic.
Egyptians' crazy plan: 30 million tourists
Last year, 14.9 million tourists visited Egypt and spent over 18.6 billion Canadian dollars on vacation. The Egyptian Ministry of Tourism has ambitious plans for the future. According to their assumptions, in 2028, Egypt will welcome 30 million tourists. Currently, the country has 223,716 hotel rooms and 6,667 hotel and tourist facilities.
In mid-May, this number increased by 1,000 due to the opening of two modern tourist resorts in Marsa Alam, belonging to one of the wealthiest Egyptians, Kamel Abou-Ali - "Pic Albatros Portofino Vita" and "Pic Albatros Portofino Villaggio."
The country's Prime Minister, Mustafa Madbuli, announced that by the end of this year, Egypt will open 25,000 new hotel rooms.
Gigantic debt and economic crisis
Egypt, inhabited by 106 million people, is sinking into an increasingly more profound economic crisis. The authorities are struggling with the collapse of the currency value, rampant inflation, and soaring interest rates. The situation has been worsened by the Hamas-Israel war, but the natural sources of problems lie in years of mismanagement of state finances. Hence, the aid announced by the EU seems to respond to real issues.
Egypt's public debt has already reached 270 billion Canadian dollars, and investors are increasingly concerned about the country's solvency. It may not even cope with the repayment of current loan obligations. Meanwhile, the volatile situation in the Middle East affects one of the most essential branches of the economy—tourism.
Egypt is affected by the situation in the Suez Canal. Its capacity is drastically decreasing due to increasingly brutal attacks by Houthi rebels on the Red Sea. Meanwhile, Cairo is the formal owner of the crossing. Revenues from this source also fall as many ships prefer not to risk an attack and sail around Africa.

STORY HIGHLIGHTS
- The Gambia’s economic activity increased in 2023 amid continued global challenges. Following its democratic transition, The Gambia recorded resilient growth amid a sequence of global shocks, suggesting that the country can grow faster.
- Pressure from imports led to persistent deteriorations in the external sector accounts, although the current account deficit (CAD) is stabilized.
- Poverty is mainly a rural phenomenon, with 7 out of 10 people being poor in rural areas compared to 3 out of 10 people in urban areas. Underemployment is high at 41.5% in 2022, while 63% of employment are informal.
The Gambia’s economic activity increased in 2023 amid continued global challenges. Real GDP increased by 5.3% in 2023 (2.7% in per capita terms), from 4.9% (2.4% in per capita terms) in 2022. On the supply side, growth was mainly supported by improved agricultural and industrial production. The increase in agricultural growth was primarily attributed to a good rainy season and improved agricultural practices with the use of improved seeds and increased fertilizer subsidies, alongside an increase in investment in projects by international partners.
The fiscal deficit decreased while remaining high in 2023 as increased tax collection and higher levels of grants failed to fully offset the rising expenditure. Supported by continued economic recovery and the implementation of revenue boosting measures, total revenue increased from 17.7% of GDP in 2022 to 20.6% of GDP in 2023. Tax revenue rose by 0.5 ppts of GDP in 2023 thanks to new administrative measures and strengthened collection efforts.
Economic outlook
The macroeconomic outlook foresees consolidation of the recovery in the medium term supported by the implementation of the Recovery-Focused National Development Plan (RF-NDP) 2023–2027 but it hinges on a continuous commitment to macro-fiscal stability. Real GDP growth is projected to strengthen to around 5.6% in 2024–26 (3.2 in% per capita terms), driven by increased activity across the economy. Agriculture is expected to continue to grow, assuming favorable rainfall alongside with an efficient use of fertilizers, continued seeds improvements and support from development partners. Industry growth will be boosted by ongoing large infrastructure projects, sustained public and private construction, and improvements in the business environment. Services are expected to continue to grow assuming higher tourist arrivals as global economic recovery and trade resume while regional and global geopolitical tensions tame.
Jumpstarting inclusive and sustained growth
From the long-term perspective, the pace of economic growth has been declining and volatile since independence. From an average of 5.7% over 1968–1978, the average Real GDP growth gradually fell to 3.0% over 1979–2016 (Figure 1), due to the occurrence of climate events such as droughts, limited accumulation of capital (human and physic), reliance on low value-added tourism, weak governance and weak economic mismanagement and investment climate combined with poor infrastructure, which resulted in declining enterprises’ (SOEs) contingent liabilities, continued rise in the government’s credit cost, weaker than expected grants, end-of-debt service deferrals in 2024, and other external price shocks.
To promote sustained and inclusive growth, the authorities will need to transform the growth model from reliance on low value-added tourism to a dynamic private sector that offers more economic opportunities to all Gambians, especially the youths . To this end, they will need to implement policies that aim to strengthen macroeconomic stabilization and fast-tracking structural reforms needed to support productivity and initiate transformative structural change.

JOHANNESBURG, May 23 (Xinhua) -- South Africa's upcoming elections will not affect the arrival of international tourists and the country will continue to boost the tourism market to attract international visitors, said Deputy Minister of Tourism Fish Mahlalela on Thursday.
"The elections will have no impact on tourism. We still remain on forums like some international trade shows, and we will continue to showcase our products and services at various forums to attract more tourists to visit the country," Mahlalela said while briefing the media in Nelspruit, capital of Mpumalanga Province.
If re-elected, the government will continue with its policies and focus on using tourism to create jobs and grow the economy, he said, adding that South Africa will maintain good relations with African countries, which are the major sources of tourist arrivals.
Mahlalela called on the media to assist the country in its quest to increase international tourism, adding that some local media portray the country "in a bad light," thereby discouraging tourists from visiting South Africa.
South Africa is scheduled to hold the national and local government elections on May 29.
