Consolidated guidelines on deputation/foreign service for Central Government employees

The Office Memorandum dated March 28, 2024, issued by the Department of Personnel and Training, Government of India, presents consolidated guidelines on deputation/foreign service for Central Government employees. These guidelines, initially outlined in OM No. AB-14017/2/07-Estt(RR) dated February 29, 2008, define foreign service for Central Government employees and cover appointments under categories such as the Central Staffing Scheme (CSS).

OFFICE MEMORANDUM

Subject:- Consolidated guidelines on deputation/foreign service for Central Government employees

D/o Personnel & Training (DoPT) had vide OM No. AB-14017/2/07-Estt(RR) dated 29.02.2008 issued consolidated guidelines governing appointments of the Central Government employees to the posts filled on deputation / foreign service.

2. In so far as Central Government employees are concerned, foreign service has been defined as service in which a Government servant received his pay with the sanction of Government from any source other than the Consolidated Fund of India { FR 9(7)}.

3. Instructions contained in the OM referred above cover cases involving appointments under following categories:

(a) Central Staffing Scheme (CSS)

Central Staffing Scheme (CSS) provides a systematic arrangement for selection and appointment of officers to senior administrative posts at Centre, excluding posts which are specifically encadred within the Organised Group ‘A’ Services or filled by recruitment through the Union Public Service Commission. Instructions governing various aspects of the Central Staffing Scheme issued from time to time have been consolidated and placed on the official website of DoPT. Matters relating to appointment under Central Staffing Scheme and other related issues are handled in the Office of the Establishment Officer (O/o the EO), DoPT.

(b) Non-Central Staffing Scheme (Non-CSS)

Appointments to following categories of posts are covered under Non-Central Staffing Scheme:

i. Posts of Chief Vigilance Officer (CVOs). Guidelines/procedure for appointment of CVOs in CPSEs and other organizations under Central Government and their service conditions have been consolidated and placed on DoPT’s official website. Matters relating to appointment of CVOs and other related issues are handled in O/o the EO, DoPT.

Prior Permission by Government Employees for Private Visits Abroad

Office Memorandum

Subject: Requirement of taking prior permission for leaving station/ headquarters for going abroad while on leave.

Undersigned is directed to refer to the Office Memorandum mentioned in the margin and to say that as per the existing instructions, when Government servant applies for leave for going abroad on a private visit, separately prior permission of the Competent authority for such visit is also required. While granting such permission, many factors are required to be kept in view. For example, permission may be denied in the interest of security. Individuals facing investigation/inquiry on serious charges, who may try to evade apprehension by police authorities, or facing the inquiry, may also not be permitted to leave the country. On the other hand, it is also desirable that requests of Government servants for such permission are dealt with expeditiously.

2. Keeping the above in view, it has been decided that requests for permission for private visits abroad may be processed in the attached formats. As clarified vide the OM dated 1st September, 2008, the competent authority for granting permission will be as per instructions issued by the Cadre Authority/administrative Ministry/Department.

In the absence of any such instructions, it is the leave sanctioning authority. In case due to specific nature of work in a Department, administrative exigencies, or some adverse factors against the Government servant etc., it is not expedient to grant permission to the Government servant, such decision for refusal should not be taken below the level of Head of Department.

It may be ensured that the decisions are conveyed to the Government servants within 21 days of receipt of complete application to the competent authority. Any lacunae in the application should be brought to the notice of the Government servant within one week of the receipt of the application.

In the event of failure on the part of the competent authority to communicate its decision to the Government employee concerned with 21 days of receipt of the application, the employee concerned shall be free to assume that permission has been granted to him.

3. If in case some modifications are considered necessary due to specialised nature of work handled by any organisation, changes may be made with the approval of this Department.

3.  This issues with the approval of Joint Secretary (F)

2. References are being received regarding the competent authority whose permission is to be taken by the leave sanctioning authority before sanctioning leave to a Government servant to go abroad. It is clarified that the competent authority as per the aforesaid Office  Memorandum  dated the 7th November, 2000 is to the competent authority in terms of the instructions, if any, issued by the Cadre Authority or the administrative Ministries/Departments themselves. Department of Personnel and Training has not issued any instructions in this regard in respect of the Central Government servants. In the absence of any such instructions, the approval of the leave sanctioning authority would imply approval to the visit abroad also. It may be ensured that the leave applications in such cases invariably mention the purpose of going abroad.

hello, I have a question. I have joined ccs this year and I am planning to travel nepal (in conducted tour) in the month of april next year. Do i need to ask for any permission from my office or simple intimation of station leave will be sufficient? Do i need to take any NOC for that purpose? I have a valid passport.

Sir/Madam, I will be retiring on 31st March, 201 5 and thereafter I want to visit Europe tour in the month of May, 2015. Office is rejecting my request for visa to be applied well in advance saying that during the month of May u will not be in service hence no no need of noc from office, but visa authorities requires noc rightnow in the month of march, 2015. Pls. guide me.

Biden driving China, Russia into 'shocking' partnership, expert warns: 'Blunder of the highest order'

President Biden has made his "biggest blunder" yet by driving China and Russia into a closer strategic partnership through his faulty foreign policy, one expert warned, as Xi and Putin met in Beijing to strengthen bilateral ties. 

Heritage Foundation senior fellow Michael Pillsbury argued the "shocking" relationship the two nuclear world powers have fostered never would have happened under the Trump administration during "Fox & Friends."

"Basically…we're seeing what Trump was trying to do with China when he called himself Tariff Man to get leverage over China to help us in various ways," Pillsbury told co-host Brian Kilmeade on Thursday.

"That's simply not happening with Biden and to draw, to push together two nuclear powers, Russia and China, it's really a blunder of the highest order. … The Russians had a million army troops built up on the Chinese border for a while, so to see them come together like this to me is just shocking. It's one of the biggest blunders we'll see in my lifetime."

Pillsbury's comments come as Russian President Vladimir Putin visited Xi Jinping in Beijing to strengthen bilateral relations and garner additional support for the war in Ukraine.

Putin began his two-day state visit on Thursday, where both countries claimed to want an end to the war in Ukraine. 

"This would never happen under Trump," Pillsbury said. "This is a big blunder, I think, by the Biden people to drive Russia and China together. This was one of Trump's goals never to allow this to happen."

Meanwhile, China has vowed "resolute measures" against the United States in retaliation for Biden's newly announced tariffs on $18 billion worth of Chinese imports .

The new measures include an increase in the tariff rate on electric vehicles from 25% to 100% this year along with hikes on tariffs in "strategic sectors" including steel, aluminum, semiconductors, batteries and solar cells, the White House said. 

"China heavily subsidized all these products, pushing Chinese companies to produce far more than the rest of the world can absorb. And then dumping the excess products onto the market and unfairly low prices, driving other manufacturers around the world out of business," Biden said Tuesday in a speech at the White House. 

Former Trump national security aide John Ullyot argued the summit between Putin and Xi was clearly a "show of force" against the United States as both countries face deepening tensions with the West. 

"It's a show of force in the sense that it is… a rebuke to the West, that has … put in these sanctions," Ullyot said during "Fox & Friends First" on Thursday. "But it also is a sign that there's increasing access here between Russia and China, where… Russia has been shut off from exporting oil and natural gas to the Western Europe, and so now they're having to look at other markets, and of course, the biggest market… that's a border state of theirs, and in the region in Asia it is obviously China, so they want to strengthen that."

"There's a pipeline that is out now on hold that they want to get approval for the pipeline that goes through Mongolia from North Russia," he continued. "But more than anything else … this is a show that there's an axis that… Russia can exploit to work with China to go against the sanctions that are put on Russia, so also get financial and currency stability as well."

The hikes come after former President Donald Trump imposed tariffs on thousands of Chinese goods in 2018 and 2019 in response to an investigation that found China was violating U.S. intellectual property laws and coercing American companies into transferring sensitive technology to Chinese firms as a condition of gaining access to China's market.

BEIJING (AP) — Russian President Vladimir Putin will make a two-day state visit to China this week, the Chinese Foreign Ministry said Tuesday, in the latest show of unity between the two authoritarian allies against the U.S.-led Western liberal global order.

Putin will meet Chinese leader Xi Jinping during his visit starting on Thurday, the ministry said, saying the two leaders would discuss “cooperation in various fields of bilateral relations ... as well as international and regional issues of common concern.” No details were mentioned.

The Kremlin in a statement confirmed the trip and said Putin was going on Xi’s invitation. It said that this will be Putin’s first foreign trip since he was sworn in as president and began his fifth term in office.

China has backed Russia politically in the conflict in Ukraine and has continued to export machine tools, electronics and other items seen as contributing to the Russian war effort, without actually exporting weaponry.

China is also a major export market for energy supplies that keep the Kremlin’s coffers full.

China has sought to project itself as a neutral party in the conflict, but has declared a “no limits” relationship with Russia in opposition to the West. The sides have also held a series of joint military drills and China has consistently opposed economic sanctions against Russia in response to its now two-year-old campaign of conquest against Ukraine.

The two continent-sized authoritarian states are increasingly in dispute with democracies and NATO while seeking to gain influence in Africa, the Middle East and South America.

Putin’s visit comes just days ahead of Monday’s inauguration of William Lai Ching-te as the next president of Taiwan, the self-governing island democracy that China claims as its own territory and threatens to annex by force if necessary.

Xi returned last week from a five-day visit to Europe, including stops in Hungary and Serbia, countries viewed as close to Russia. The trip, Xi’s first to the continent in five years, was seen as an attempt to increase China’s influence and drive a wedge between the EU and NATO on one side, and a yet-to-be-defined bloc of authoritarian nations on the other underpinned by Chinese economic influence that has been wavering amid a housing crisis and dramatically slower domestic economic growth.
