After more than two decades in the industry, Keith Dunkerley still loves nothing more than working on a set. The 47-year-old director of photography and camera operator, who’s had consistent work since he moved to Los Angeles 23 years ago, said his is “the best job in the world.”

Since the writers’ and actors’ strikes last year and the slow restart of production, though, Dunkerley said his work opportunities look quite different than in past years: He has worked only 18 days during the first five months of 2024.

“People outside the business don’t understand this is not a factory,” Dunkerley said. “It’s not like, ‘OK, the strike’s over, go back to the factory, turn the lights on and get the machines going.’ A lot of us knew it’s going to take some time to ramp things up.”

While Dunkerley supported his family through savings and odd jobs as a handyman on TaskRabbit during the strikes, the sluggish rebound has been difficult for him. He’s recently made more than 60 calls to friends and industry contacts to look for prospects.

What Dunkerley is experiencing is a part of the massive ripple effect of the WGA and SAG-AFTRA strikes that is still affecting tens of thousands of people working in entertainment and adjacent industries. Crew members, especially, have been hit hard.

“I am currently in the worst place I’ve ever been in my entire life financially,” said Heather Fink, a boom operator and director. “The industry is in a crisis. It is not back to normal. We are in debt.”

Heather Fink, in a white tank top and headphones, holds a boom mic on set.

FilmLA, a nonprofit that tracks on-location permitting in the city, released a report in April that revealed a slow bounceback in production after the dual strikes. Local on-location filming in the first quarter of the year was down 8.7% from the first quarter of 2023. Television production was especially impacted, with production falling 16.2% from last year.

Paul Audley, the president of FilmLA, said these findings are startling when considering that film and television production saw a “retraction” at the start of 2023 in anticipation of the looming writers’ strike.

“What we’re facing is a combination of effects of the studios, as well as the streamers, cutting back not only the number of series they produced but in some cases the number of episodes they’re producing for shows,” Audley said.

With scarce work opportunities, many crew members are concerned about how they will maintain their health insurance, which is often directly tied to the number of hours they work. Those who have coverage with the Motion Picture Industry Pension and Health Plans must work 400 hours in a six-month period to maintain their insurance. Many veteran crew members, like hairstylist and department head Jason Orion, who’s worked on shows including “Grey’s Anatomy,” said he has never been close to losing his coverage until now.

We checked in with Hollywood writers a year after the strike. They’re not OK

Film and TV writers of varying experience levels are struggling to find work after the Hollywood strikes amid an ongoing industry contraction.

May 13, 2024

Orion was able to keep his health insurance thanks to a job on “9-1-1.” He said because he worked down to the wire before the 2007-08 writers’ strike, he thought he’d be busy until the strikes officially began. In reality, he had “an almost nonexistent beginning of 2023.” Even the shows and films shooting in L.A. now have slashed many departments, he added, noting sets that historically employed 20 hairstylists now have just two or three.

Orion said “9-1-1” was a “very hard show,” noting that crew member Rico Priem recently died in a car accident after pulling a 14-hour overnight shift. “We were all tired, it was a very terrible thing,” Orion said after noting that hours on sets are generally “brutal and relentless.”

These tough conditions are one of the top concerns in ongoing negotiations between the International Alliance of Theatrical Stage Employees (IATSE), which advocates for film and TV crew members, and the Alliance of Motion Picture and Television Producers (AMPTP), which represents Hollywood studios. Much like the WGA and SAG-AFTRA negotiations, wage increases, residuals and the use of artificial intelligence also are issues on the table.

Hollywood’s crew union negotiations have gone well so far. Now the hard part begins

The International Alliance of Theatrical Stage Employees (IATSE) is scheduled to enter general contract negotiations with the Hollywood studios this week.

April 29, 2024

Some crew members said they’re cautiously optimistic that negotiations will proceed smoothly and that work opportunities will ramp up once an agreement is reached, which members seem to believe will happen before their current contract expires on July 31.

For others, optimism does not come easily after a year of struggle. Fink said working in sound for 14 years was “honestly one of the biggest mistakes I’ve ever made in my life,” and that she feels uneasy about the future. One of her primary concerns is the increasing number of productions moving away from L.A. and California to states or countries that offer better tax incentives for production — a phenomenon dubbed runaway production.

“I’m so afraid that there isn’t going to be a job to even be concerned [about] what the conditions are,” Fink said.

California offers $330 million annually in film tax credits, but other states looking to build up their status as production hubs, like New York and Georgia, provide more attractive incentives and programs with higher or unlimited funding. New York’s cap is $700 million and Georgia currently does not have a limit.

New York’s studio building boom poses threat to L.A.’s Hollywood production

New York is doubling down on film and TV to compete with its main rival, L.A., for a bigger slice of the Hollywood pie — even as the industry is struggling to rebound.

May 15, 2024

“California remains noncompetitive with the rest of the world that is offering incentives and tax credits,” Audley said. “Everybody’s aware that California is not an inexpensive place to do business and we have, in the past, been able to overcome that … but it’s just noncompetitive and we don’t have anywhere near enough money in those funds from the state to draw and keep production in L.A.”

Outside of the U.S., several countries, including the United Kingdom, New Zealand and Australia, are offering cushy tax incentives for studios, where they can bypass unions and pay crews lower wages than in the States.

Ian Barbella, in a blue collared shirt and green pants, holds a camera on set.

“For so long, American culture was the thing that we exported. It is very strange to watch everyone be OK that it’s getting imported,” said Ian Barbella, a camera assistant who’s worked on series and films including “Lessons in Chemistry” and “Wine Country.” “There’s no context of [how] that’s an American company not using American workers.”

These compounding sources of stress — the fear of their jobs moving out of state or abroad, the strenuous conditions they face on set and the lack of employment opportunities — are affecting the mental health of many crew members.

Almost everyone in Hollywood wants to get back to work. What’s taking so long?

Studios and workers alike were eager to restart film and TV production after the Hollywood strikes concluded. What’s taking so long in California?

March 21, 2024

Diego Mariscal, a dolly grip with 25-plus years of experience and credits including “Spider-Man: No Way Home” and “The Mandalorian,” has been running a popular Facebook group called Crew Stories for the last five years. The online community of 90,000 shares on-set experiences — both the good and the bad — and offers support through posts and fundraising for colleagues in need. Mariscal said he has seen the toll this “weird limbo” has had on his peers.

“Everyone’s just in panic mode and they don’t know what to do,” Mariscal said. Through his social media accounts, he said he has recently fielded multiple messages from crew members experiencing suicidal thoughts and severe mental distress.

Communities like Crew Stories and the friendships crew members have developed with co-workers have been a refuge for many. Jennifer Rose Clasen, a still photographer for “The Flight Attendant” and “Big Little Lies,” said her “film family” has been leaning on one another and sharing their mental health struggles as they muscle through the dry spell of work and the uncertainty that lies ahead.

Jennifer Rose Clasen holds a camera and smiles during a shoot.

“I constantly have to remind my friends this isn’t their fault because there’s a little trickle of work out there so there’s just enough for people to feel like they’re failing,” Clasen said. “That, compounded over 10, 12, 14 months, truly takes a toll on people’s well-being.”

Amid the mental and financial challenges they’re facing, some said those outside of the industry expect them to seek out adjacent careers. Dunkerley said it’s not that simple.

“I love what I do,” he said. “You definitely question what you do, you wake up [and] it’s kind of like, ‘What am I doing? What am I supposed to do now? What’s going to happen?’ And you just hope that something will pop up. I’m really hopeful. Fingers crossed.”

Manhattan District Attorney Alvin Bragg — the first prosecutor to put an American president on trial — gloated Thursday over his historic conviction of Donald Trump , saying, “I did my job.”

“Donald J Trump has been convicted of 34 counts of falsifying business records,” the progressive prosecutor boasted as he was flanked by his team that tried the hush money case just after Trump was found guilty.

Bragg refused to answer whether he would seek jail time for Trump, who faces up to four years behind bars for each of the charges. At a minimum, the ex-president would be put on probation.

Manhattan District Attorney Alvin Bragg speaks after the guilty verdict in former U.S. President Donald Trump's criminal trial over charges that he falsified business records to conceal money paid to silence porn star Stormy Daniels in 2016

“This type of white-collar prosecution is core to what we do at the Manhattan District Attorney’s office,” Bragg continued, thanking each of the “12 everyday New Yorkers” who served on the jury for being “careful and “attentive” throughout the process.

“I did my job. Our job is to follow the facts and the law without fear or favor and that’s exactly what we did here. There are many voices out there, the only voice that matters is the voice of the jury and the jury has spoken,” he said.

Asked if he had a response to Trump singling him out for criticism — which included accusations that the case was an attempt to stop him from winning the 2024 presidential election — Bragg answered: “I do not.”

“While this defendant may be unlike any other in American history, we arrived at this trial and ultimately this verdict in the same manner as every other case that comes through the courtroom doors — by following the facts, and the law, and doing so without fear or favor.”

Trump was convicted of fudging company documents tied to claims he had his then-fixer Michael Cohen — the prosecution’s star witness — made a hush money payment to Stormy Daniels in the lead-up to the 2016 election to silence her story about having an affair with Trump.

Former President Donald Trump speaks to press as the jury ends its first day of deliberations in the hush money trial filed against him by DA Bragg, in New York, U.S., May 29 2024

Bragg brought forth the unprecedented criminal case in April 2023, greatly expanding the investigations into Trump and his businesses that began under his predecessor Cyrus Vance Jr.

In 2022, Bragg’s office convicted the Trump Organization on charges of orchestrating a 15-year tax fraud, which came after Manhattan’s top prosecutor successfully pressured the company’s longtime chief financial officer into admitting to evading taxes on company perks like a luxury car and rent-free apartment.

Trump was not personally charged in that case.

Bragg also inherited Vance’s probe into whether Trump had misrepresented the values of his real estate properties, but declined to bring charges in the case, prompting uproar within the district attorney’s office.

The DA also had experience suing Trump while serving as the state’s chief deputy attorney general from 2017 to 2018, leading to the shutdown of the Donald J. Trump Foundation and payment of $2 million in court-ordered damages.

In April of 2022, Bragg shockingly convened a grand jury to secure the indictment accusing Trump of falsely recording payments to lawyer Michael Cohen as legal expenses to make hush money payments to porn star Stormy Daniels and former Playboy model Karen McDougal.

The pair were bribed in the months leading up to the 2016 election to keep quiet about their previous extramarital affairs with Trump.

Cohen — a convicted perjurer who testified that he lied under oath in the past to “protect” Trump — was Bragg’s star witness in the hush money trial.

Cohen testified that he altered financial records to create shell companies that he used for the payoff to Daniels and others.

Trump’s guilty verdict makes him the first US president in history to become a convicted felon.

“I want to thank this fine prosecution team, embodying the finest traditions of this office — professionalism, integrity, dedication and service. They are model public servants and I am proud and humbled to serve side by side with them,” Bragg celebrated Thursday.

Trump has already doubled down on his claims of innocence, telling reporters outside the courthouse that he was subjected to a “rigged, disgraceful trial.”

“The real verdict will be Nov. 5 by the people … I’m a very innocent man,” the glum ex-president told reporters, blaming the ordeal on President Biden, Manhattan District Attorney Alvin Bragg and the judge who oversaw the trial.

After ‘whites only’ job posting, tech staffing firm settles with DOJ, Labor

Bill Chappell

The U.S. Department of Labor and the Justice Department have reached an agreement with a Virginia-based IT staffing firm after finding a job posting discriminatory. Here, the Labor Department building is seen in Washington, D.C.

A job posting that included race and citizenship requirements — and the stipulation, “Don’t share with candidates” — has resulted in settlement agreements between Virginia-based IT staffing firm Arthur Grand Technologies Inc. and the U.S. government.

Under the arrangement, Arthur Grand will pay a civil penalty of $7,500, along with a total of $31,000 to 31 people who complained about the posting. The company — which is minority-owned and a federal contractor designated a disadvantaged business — will also be monitored to ensure compliance with anti-discrimination laws.

“It is shameful that in the 21st century, we continue to see employers using ‘whites only’ and ‘only US born’ job postings to lock out otherwise eligible job candidates of color,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division, which announced the agreements .

Arthur Grand “neither admits nor denies any violation,” the Department of Labor’s agreement states . But in a message to NPR, Arthur Grand CEO Sheik Rahmathullah said his company "vehemently denies any guilt or wrongdoing." The job posting was made by a rogue employee, he said.

What did the job posting say?

The job posting sparked outrage and accusations of discrimination when it circulated online last year , reading, “Only Born US Citizens [White] who are local within 60 miles from Dallas, TX [Don’t share with candidates].” The words in brackets are not paraphrases; they appeared in brackets in the posting, the Justice Department noted.

Arthur Grand Technologies was seeking someone to work in a “Salesforce Business Analyst and Insurance Claims position,” the Labor Department said. The job was to be based in Dallas.

The business analyst position "would serve two clients, HTC Global an information technology company based in Troy, Michigan, and Berkshire Hathaway, the multinational holding company based in Omaha, Nebraska," the DOJ stated, citing the job listing.

What did the federal agencies find?

The DOJ said Arthur Grand’s listing in March of 2023 violated the Immigration and Nationality Act. The Labor Department said the company also violated a long-standing executive order barring federal contractors from discriminating based on race, national origin and other protected characteristics.

In its separate agreement with Arthur Grand , the Labor Department says it also found other violations, saying the company didn’t have records tracking demographic characteristics of job applicants, such as their gender, race or ethnicity; and that the company didn’t post a notice of workers’ equal employment opportunity rights in conspicuous places.   “We are committed to holding federal contractors accountable for outrageous discriminatory practices like this advertisement,” said Acting Director Michele Hodge of the Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP). “Companies like Arthur Grand, that accept federal contracts, cannot have a ‘whites only’ hiring process.”

The Labor Department's agreement with the company includes a form letter to be sent to people who complained about Arthur Grand. They're told that if they want to take part in the agreement, they must sign a document reading in part, “I understand that AGT denies that it treated me unlawfully or unfairly in any way.”

By signing the document and receiving payment, the letter states, the complainants also agree not to file a lawsuit against the company.

What does Arthur Grand say?

Rahmathullah emphasized that Arthur Grand did not admit any guilt or wrongdoing, telling NPR that the staffing firm agreed to the DOJ and Labor deals "solely to avoid the significant financial toll and prolonged disruption that litigation would impose on our company."

"Arthur Grand Technologies vehemently denies any guilt or wrongdoing in relation to the discriminatory job posting," Rahmathullah said. The job notice was an "unauthorized posting," he added.

When the company became aware of what had happened, Rahmathullah said, "we took immediate and decisive action to ensure that this type of incident will never happen again, including the immediate termination of the responsible employee."

The CEO added, "we sincerely apologize for any harm caused by this incident and are committed to making meaningful changes to maintain the trust and confidence of our community and stakeholders."

The Justice Department acknowledged in its settlement agreement that the company had denied approving the job posting, with Arthur Grand asserting “that the posted advertisement was generated by a disgruntled recruiter in India and was intended to embarrass the company,” according to the DOJ.

What is Arthur Grand Technologies?

It’s an IT staffing firm, based in Ashburn, Va., a suburb of Washington, D.C. The company's listed address corresponds to a two-story office complex about 10 miles north of Dulles International Airport. Its neighbors include dental and orthodontics offices, and an insurance company.

"We take pride in the fact that all the senior leadership positions in our company are held by persons of color, and over 80% of our staff are also people of color," Rahmathullah told NPR.

According to U.S. government records , Arthur Grand is certified as a Small Disadvantaged Business in the roster of federal contractors.

To qualify for that status, a majority of the company must be owned by “one or more disadvantaged persons,” who must also be “socially disadvantaged and economically disadvantaged.”

“Each year, the Federal Government awards about 10% of all federal contract dollars, or roughly $50 billion in contracts, to Small Disadvantaged Businesses,” according to the Small Business Administration .
