Everything you need to know about the new travel rules coming into effect Sept. 7

The federal government is easing international travel restrictions this week, with fully vaccinated foreign nationals allowed to enter Canada for non-essential purposes, such as tourism, starting Tuesday.

International travellers who meet entry conditions will not have to quarantine for 14 days upon arrival, the latest in the government of Canada’s phased border reopening plan.

Most international travellers have been barred from entering the country since the early days of the COVID-19 pandemic.

Canada’s largest and busiest airport, Toronto Pearson International, is reminding travellers to give themselves more time when travelling and to expect delays due to increased passenger volume and COVID-19 health measures.

The Greater Toronto Airport Authority said in a statement that international travellers arriving at Pearson should prepare for the process to take up to three hours or more due to COVID-19 screening measures.

Beginning at 12:01 a.m. EDT on Sept. 7, 2021 fully vaccinated travellers will be eligible to enter Canada for non-essential reasons but they must:

• Be fully vaccinated: travellers must have received and show proof of the full series of a vaccine (or combination of vaccines) approved by the government at least 14 days prior to entering Canada

Currently, that list of accepted vaccines includes: Pfizer-BioNtech, Moderna, AstraZeneca/Covishield and Janssen (Johnson & Johnson).

• Have a negative result from a valid pre-arrival COVID-19 molecular test, taken no more than 72 hours before their scheduled flight or their arrival at the land border crossing, or a previous positive test result taken between 14 and 180 days prior to arrival.

Antigen tests, often referred to as “rapid tests” are not accepted.

• Travellers must be asymptomatic;

• Submit their mandatory information via the ArriveCAN app or website, including proof of vaccination in English or French and a quarantine plan, within 72 hours before their arrival to Canada;

• Take a test on arrival, if selected.

Any international traveller arriving before 12:01 a.m. EDT Sept. 7 will not be allowed to enter Canada, and must submit their information using ArriveCAN before they board their flight. Those who are unable to show their ArriveCAN receipt will not be able to board.

As of August 9, fully vaccinated travellers do not need to take a test upon arrival unless they are randomly selected to complete one. All travellers randomly selected for a test must complete it, but they do not need to quarantine while awaiting the result.

VACCINATED PARENTS TRAVELLING WITH UNVACCINATED CHILDREN

As of Aug. 9, unvaccinated children under 12 travelling with fully vaccinated parents or guardians are exempt from quarantine, but must follow enhanced public health measures, which includes not attending daycare or school for 14 days.

Unvaccinated children aged 12 to 17 and dependent children 18-years or older are allowed to enter Canada with a fully vaccinated parent or guardian but are subject to the 14-day quarantine measure.

All unvaccinated children (except those under five years of age) will have to take a COVID-19 test on day one and day eight of their arrival into Canada.

ELIGIBLE TRAVELLERS WHO ARE NOT FULLY VACCINATED

There are no changes to the testing and quarantine requirements for travellers who are not fully vaccinated but are eligible to enter Canada – such as Canadian citizens, permanent residents or persons registered under the Indian Act. Those travellers are still subject to quarantine, all testing requirements (pre-arrival, day one and day eight) and the mandatory submission of travel, contact and quarantine plan via ArriveCAN.

FLIGHTS FROM MOROCCO AND INDIA REMAIN SUSPENDED

Canada has suspended direct commercial and private passenger flights from India until at least Sept. 21 and from Morocco until at least Sept. 29. While the suspensions are in place, passengers who travel to Canada from India and Morocco via an indirect route will need to obtain a valid pre-departure COVID-19 molecular test result from a third country – other than India and Morocco – before continuing on their journey to Canada.

Frequently Asked Questions: Guidance for Travelers to Enter the U.S.

Since January 22, 2022, DHS has required non-U.S. individuals seeking to enter the United States via land ports of entry and ferry terminals at the U.S.-Mexico and U.S.-Canada borders to be fully vaccinated for COVID-19 and provide proof of vaccination upon request.  On April 21, 2022, DHS announced that it would extend these requirements. In determining whether and when to rescind this order, DHS anticipates that it will take account of whether the vaccination requirement for non-U.S. air travelers remains in place.

These requirements apply to non-U.S. individuals who are traveling for essential or non-essential reasons. They do not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.

Effective November 8, 2021, new air travel requirements applied to many noncitizens who are visiting the United States temporarily. These travelers are also required to show proof of COVID-19 vaccination. All air travelers, including U.S. persons, must test negative for COVID-19 prior to departure. Limited exceptions apply. Entering the U.S. Through a Land Port of Entry or Ferry Terminal

Q. what are the requirements for travelers entering the united states through land poes.

A:  Before embarking on a trip to the United States, non-U.S. travelers should be prepared for the following:

• Possess proof of an approved COVID-19 vaccination as outlined on the  CDC  website.
• During border inspection, verbally attest to their COVID-19 vaccination status. 
• Bring a  Western Hemisphere Travel Initiative  compliant border crossing document, such as a valid passport (and visa if required), Trusted Traveler Program card, a Department of State-issued Border Crossing Card, Enhanced Driver’s License or Enhanced Tribal Card when entering the country. Travelers (including U.S. citizens) should be prepared to present the WHTI-compliant document and any other documents requested by the CBP officer.

 Q. What are the requirements to enter the United States for children under the age of 18 who can't be vaccinated?

A:  Children under 18 years of age are excepted from the vaccination requirement at land and ferry POEs.

Q: Which vaccines/combination of vaccines will be accepted?

A:  Per CDC guidelines, all Food and Drug Administration (FDA) approved and authorized vaccines, as well as all vaccines that have an Emergency Use Listing (EUL) from the World Health Organization (WHO), will be accepted.

Accepted Vaccines:

• 2 weeks (14 days) after your dose of an accepted single-dose COVID-19 vaccine;
• 2 weeks (14 days) after your second dose of an accepted 2-dose series;
• 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial;
• 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart.

Q. Is the United States requiring travelers to have a booster dose to be considered fully vaccinated for border entry purposes?

A:  No. The CDC guidance for “full vaccination” can be found here.

Q: Do U.S. citizens or lawful permanent residents need proof of vaccination to return to the United States via land POEs and ferry terminals?

A:  No. Vaccination requirements do not apply to U.S. citizens, U.S. nationals, or Lawful Permanent Residents (LPRs). Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation.

Q: Is pre- or at-arrival COVID testing required to enter the United States via land POEs or ferry terminals?

A: No, there is no COVID testing requirement to enter the United States via land POE or ferry terminals. In this respect, the requirement for entering by a land POE or ferry terminal differs from arrival via air, where there is a requirement to have a negative test result before departure.

Processing Changes Announced on January 22, 2022 

Q: new changes were recently announced. what changed on january 22.

A:  Since January 22, 2022, non-citizens who are not U.S. nationals or Lawful Permanent Residents have been required to be vaccinated against COVID-19 to enter the United States at land ports of entry and ferry terminals, whether for essential or nonessential purposes. Previously, DHS required that non-U.S. persons be vaccinated against COVID-19 to enter the United States for nonessential purposes.  Effective January 22, all non-U.S. individuals, to include essential travelers, must be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request. DHS announced an extension of this policy on April 21, 2022.

Q: Who is affected by the changes announced on January 22?

A: This requirement does not apply to U.S. citizens, U.S. nationals, or U.S. Lawful Permanent Residents. It applies to other noncitizens, such as a citizen of Mexico, Canada, or any other country seeking to enter the United States through a land port of entry or ferry terminal.

Q: Do U.S. citizens need proof of vaccination to return to the United States via land port of entry or ferry terminals?

A: Vaccination requirements do not apply to U.S. Citizens, U.S. nationals or U.S. Lawful Permanent Residents. Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation. 

Q: What is essential travel?

A:  Under the prior policy, there was an exception from temporary travel restrictions for “essential travel.” Essential travel included travel to attend educational institutions, travel to work in the United States, travel for emergency response and public health purposes, and travel for lawful cross-border trade (e.g., commercial truckers). Under current policy, there is no exception for essential travel.

Q: Will there be any exemptions? 

A: While most non-U.S. individuals seeking to enter the United States will need to be vaccinated, there is a narrow list of exemptions consistent with the Centers for Disease Control and Prevention (CDC) Order in the air travel context.

• Certain categories of individuals on diplomatic or official foreign government travel as specified in the CDC Order
• Children under 18 years of age;
• Certain participants in certain COVID-19 vaccine trials as specified in the CDC Order;   
• Individuals with medical contraindications to receiving a COVID-19 vaccine as specified in the CDC Order;
• Individuals issued a humanitarian or emergency exception by the Secretary of Homeland Security;
• Individuals with valid nonimmigrant visas (excluding B-1 [business] or B-2 [tourism] visas) who are citizens of a country with limited COVID-19 vaccine availability, as specified in the CDC Order
• Members of the U.S. Armed Forces or their spouses or children (under 18 years of age) as specified in the CDC Order; and
• Individuals whose entry would be in the U.S. national interest, as determined by the Secretary of Homeland Security.

Q: What documentation will be required to show vaccination status?

A:  Non-U.S. individuals are required to be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request regardless of the purpose of travel.

The current documentation requirement remains the same and is available on the CDC website . Documentation requirements for entry at land ports of entry and ferry terminals mirror those for entry by air.

Q: What happens if someone doesn’t have proof of vaccine status?

A: If non-U.S. individuals cannot present proof of vaccination upon request, they will not be admitted into the United States and will either be subject to removal or be allowed to withdraw their application for entry.

Q: Will incoming travelers be required to present COVID-19 test results?

A: There is no COVID-19 testing requirement for travelers at land border ports of entry, including ferry terminals.

Q: What does this mean for those who can't be vaccinated, either due to age or other health considerations? 

A: See CDC guidance for additional information on this topic. Note that the vaccine requirement does not apply to children under 18 years of age.

Q: Does this requirement apply to amateur and professional athletes?

A: Yes, unless they qualify for one of the narrow CDC exemptions.

Q: Are commercial truckers required to be vaccinated?

A: Yes, unless they qualify for one of the narrow CDC exemptions. These requirements also apply to bus drivers as well as rail and ferry operators.

Q. Do you expect border wait times to increase?

A:  As travelers navigate these new travel requirements, wait times may increase. Travelers should account for the possibility of longer than normal wait times and lines at U.S. land border crossings when planning their trip and are kindly encouraged to exercise patience.

To help reduce wait times and long lines, travelers can take advantage of innovative technology, such as facial biometrics and the CBP OneTM mobile application, which serves as a single portal for individuals to access CBP mobile applications and services.

Q: How is Customs and Border Protection staffing the ports of entry? 

A: CBP’s current staffing levels at ports of entry throughout the United States are commensurate with pre-pandemic levels. CBP has continued to hire and train new employees throughout the pandemic. CBP expects some travelers to be non-compliant with the proof of vaccination requirements, which may at times lead to an increase in border wait times. Although trade and travel facilitation remain a priority, we cannot compromise national security, which is our primary mission. CBP Office of Field Operations will continue to dedicate its finite resources to the processing of arriving traffic with emphasis on trade facilitation to ensure economic recovery.

Q: What happens if a vaccinated individual is traveling with an unvaccinated individual?  

A:  The unvaccinated individual (if 18 or over) would not be eligible for admission.

Q: If I am traveling for an essential reason but am not vaccinated can I still enter?

A:  No, if you are a non-U.S. individual. The policy announced on January 22, 2022 applies to both essential and non-essential travel by non-U.S. individual travelers. Since January 22, DHS has required that all inbound non-U.S. individuals crossing U.S. land or ferry POEs – whether for essential or non-essential reasons – be fully vaccinated for COVID-19 and provide related proof of vaccination upon request.

Q: Are sea crew members on vessels required to have a COVID vaccine to disembark?

A:  Sea crew members traveling pursuant to a C-1 or D nonimmigrant visa are not excepted from COVID-19 vaccine requirements at the land border. This is a difference from the international air transportation context.

Entering the U.S. via Air Travel

Coronavirus disease 2019 (COVID-19) is a respiratory illness caused by the virus SARS-CoV-2. The virus spreads mainly from person to person through respiratory droplets and small particles produced when an infected person coughs, sneezes, or talks. The virus spreads easily in crowded or poorly ventilated indoor settings.

People with COVID-19 have reported a wide range of symptoms   – ranging from no or mild symptoms to severe illness. Symptoms may appear 2–14 days after exposure to the virus. Possible symptoms include fever, chills, cough, shortness of breath, fatigue, muscle aches, headache, new loss of taste and smell, sore throat, runny nose, nausea, vomiting, or diarrhea.

Anyone can get COVID-19. However, some people are more likely than others to get very sick if they get COVID-19. These include people who are older, are  immunocompromised , or have certain  disabilities , or have  underlying health conditions .  Vaccination, past infection, and timely access to testing and treatment can help protect you from getting very sick from COVID-19.

Yes, you can travel once you have ended isolation . Check CDC guidance for additional precautions, including testing and wearing a mask around others. If you recently had COVID-19 and are recommended to wear a mask, do not travel on public transportation such as airplanes, buses, and trains if you are unable to wear a mask whenever around others.

Get  up to date  with your COVID-19 vaccines before you travel and take steps to protect yourself and others . Consider wearing a mask in crowded or poorly ventilated indoor areas, including on public transportation and in transportation hubs. Take additional precautions if you were recently exposed to a person with COVID-19. Don’t travel while sick.

If you have a  weakened immune system  or  are at increased risk for severe disease talk to a healthcare professional before you decide to travel.  If you travel, take multiple prevention steps to provide additional layers of protection from COVID-19, even if you are up to date with your COVID-19 vaccines. These include improving ventilation and spending more time outdoors, avoiding sick people, getting tested for COVID-19 if you develop symptoms, staying home if you have or think you have COVID-19, and seeking treatment if you have COVID-19.

Consider getting travel insurance in case you need medical care abroad .

Consider getting a COVID-19 test if you:

• Develop COVID-19 symptoms before, during, or after travel.
• Will be traveling to visit someone who is at higher risk of getting very sick from COVID-19.
• Were in a situation with a greater risk of exposure during travel (e.g., in an indoor, crowded space like an airport terminal while not wearing a mask).

Travellers flying into Toronto Pearson International Airport will soon no longer need to show proof of vaccination or wear a face mask.

The federal government announced Monday that it is dropping all COVID-19 border restrictions under the Quarantine Act for anyone entering Canada at the end of the month.

As of Oct. 1, foreign nationals will not be required to show proof of vaccination in order to enter the country and unvaccinated Canadians will no longer have to isolate when they return home.

There will no longer be random mandatory COVID-19 testing for travellers arriving at the international airport. Submitting public health information through the ArriveCan app will be optional and it will no longer be mandatory to wear a face mask either in the airport or on a flight.

The Greater Toronto Airport Authority (GTAA), which governs operations at Toronto Pearson airport, said it was pleased with the announcement and hopes it will “ensure that Canada will retake its globally competitive ranking as a travel and tourism hub.”

“Our industry faced unprecedented challenges during the pandemic due to strict health measures and regulations that impacted operations,” spokesperson Michelle Silva said.

“Toronto Pearson and its industry partners continue to focus on improving the passenger experience at airports, and we look forward to working with our government partners to address the systemic challenges in the air sector, including labour shortages, modernization of border processes, and the immediate reopening of the Nexus enrollment centre.”

Silva added that while it is too soon to know how these changes will impact the overall experience at Pearson airport, she believes the biggest change will come from the removal of the ArriveCAN app. This could lead to a faster customs process, she said.

Throughout the summer, customers flying through Toronto Pearson Airport complained of long lines, lost baggage and flight delays.

In J.D. Power’s annual customer satisfaction survey, which was released last week, Pearson is among the five worst largest airports in North America. This was cased on factors such as terminal facilities, airport arrival and departure, baggage claim, and security checks.

Both the GTAA and the Mississauga Board of Trade have long called for an end to COVID-19 border measures, arguing the added precautions were slowing down operations amid staffing challenges and businesses in the area were being negatively impacted.

Trevor McPherson, President and CEO of the Mississauga Board of Trade, said he welcomes the lifting of Canada’s COVID -19 travel requirements.

“The international community has recognized that we are now in a different phase of the pandemic, and we are therefore pleased that Canada’s travel health policies will now be in-line with those of the international community,” he said in a statement.

“As we move forward, it is critical that any new pandemic-related measures are informed by the latest available science and that ineffective mandates that present significant challenges for individuals, businesses, and international visitors are avoided at all costs.”

Canada Lifts Vaccine Requirements for Travel

Since October 30, 2021, Canada has required anyone boarding a flight, train, or cruise vessel within the country to present proof of vaccination.

This requirement will be lifted for planes and trains as of June 20, 2022, meaning that Canadians will soon be allowed to travel within and beyond the country without any COVID-19 vaccine or testing checks.

Domestic Travel Returns to Normal

The Government of Canada has announced that as of June 20, 2022, travellers will no longer be required to show proof of vaccination prior to their flight, train, or cruise.

Currently, all travellers within Canada must provide proof of vaccination to the airline or travel operator before departure, with the only exclusions being private and medical evacuation flights.

Furthermore, this requirement is also currently in place for international flights that originate in Canada, effectively meaning that you must be fully vaccinated to leave the country.

The imminent lifting of the vaccine requirement means that unvaccinated travellers can now board flights and other modes of transport as normal once again, while those of us who have been vaccinated all along will also enjoy a smoother journey with fewer document checks along the way. 

The only exception is cruise ships – given the close-contact nature and extended duration of cruises, proof of vaccination will still be required to board a cruise departing from a Canadian port of call. 

The lifting of the vaccine requirement for planes and trains is described as a “suspension” of the policy, with the government cautioning that they may be brought back if the COVID-19 situation changes for the worse.

What’s Left of Canada’s Travel Restrictions?

With Canada’s once-draconian travel restrictions having mostly been lifted, there are only a handful of entry policies at the border left to consider:

• Foreigners must be fully vaccinated in order to enter the country
• Returning Canadian citizens must be fully vaccinated in order to bypass pre-arrival testing, Day 1 and Day 8 testing, and a mandatory 14-day quarantine

In terms of domestic travel within Canada, things are virtually back to how they were pre-pandemic, with the only exception that masks continue to be required onboard planes and trains for the time being. 

It’s tempting to think that the heavy-handed travel restrictions of the pandemic era may have truly come to an end, and I sincerely hope that the status quo sticks around through the fall and winter of 2022, which is when we’ve seen new variants popping up in previous years.

Random Airport Testing Temporarily Suspended

While on the topic of COVID-19 policies, it’s also worth mentioning that random testing for fully vaccinated travellers upon arrival at Canadian airports will be suspended until June 30, 2022, after which it will move off-site away from the airport grounds.

Of course, it’s no secret that the congestion levels at Canadian airports (as well as airports across the world, to be fair) have risen to record levels, so suspending random testing upon arrival should ease the crowds if at least a little bit.

After June 30, random testing upon arrival and mandatory testing for unvaccinated travellers will continue at an off-site location.

There are some unanswered questions about where the testing will be conducted and whether the traveller will be burdened with the cost of getting there, but regardless, it promises to be a less chaotic solution than the makeshift testing booths at Canadian airports that have been taking up space and delaying the arrivals process.

As of June 20, 2022,  proof of vaccination will no longer be mandatory for all domestic air and rail travel within the country, as well as for outbound flights departing from Canada.

This latest shift marks the end of COVID-19 travel restrictions for domestic travel, bringing Canada in line with much of the world in terms of the ease of travelling within our own borders.

With fewer document checks required along our journeys and on-arrival random testing also temporarily suspended, here’s hoping that the congestion at Canadian airports will ease up a little ahead of the much-anticipated summer travel season.

More people are now eligible to travel. While the aforementioned measures will enable a smoother experience in theory, let’s wait and see if the staffing situation at airlines and airports increases to match the increased demand.

The United States is making it mandatory next week for Canadians and other foreign visitors who arrive by air to get a COVID-19 test no more than one day before their departure, regardless of their vaccination status, as part of a pandemic battle plan for the winter months.

U.S. President Joe Biden announced his administration's plan on Thursday during a visit to the National Institutes of Health in Bethesda, Md.

The new travel rule on  obtaining a negative COVID-19 test will take effect on Monday at 12:01 a.m. ET, sources briefed on the matter said. 

An antigen test would qualify and returns results faster than a molecular PCR test.

Currently, international air travellers are required to get a test within three days of leaving for the U.S.   A senior White House official who spoke on condition of anonymity told CBC News that the new protocol will not apply to those crossing the Canada-U.S. land border.

"We're pulling out all the stops to get people maximum protection from this pandemic," White House press secretary Jen Psaki told a briefing on Thursday in advance of Biden's afternoon announcement.

"Our view and belief, and the belief of our medical team, is that we have the tools to keep people safe. We're executing on a robust plan that builds off of all the actions we've taken to date — we are not starting from scratch here."

Fully vaccinated travellers entering the U.S. by land from Canada currently do not need to present a negative COVID-19 test, as long as they show proof of vaccination or attest to their vaccination status upon request by a border agent. That rule has been in place since the land border reopened to non-essential travel on Nov. 8.

In Canada, all those entering the country must provide proof of a negative COVID-19 molecular PCR test result, taken within three days of arrival by land or air.

However, since Nov. 30, the rule has been adjusted for Canadians who depart and re-enter Canada within three days, meaning those taking trips of that duration or shorter no longer need proof of a negative COVID-19 test to return home.

Travel Insurance, trip planning and the omicron variant

Under the U.S. plan to combat the spread of COVID-19 over the winter months, the Transportation Security Administration is extending its mask mandates on transit through March 18. Passengers on domestic flights, trains and public transportation will be required to continue wearing face masks.

Other components of the 10-point U.S. strategy  include:

• A plan to expand access to booster shots, with a comprehensive outreach effort to convince nearly 100 million eligible Americans to get one.
• New family vaccination clinics to provide a one-stop vaccination stop for entire households.
• Accelerating the effort to safely vaccinate children under the age of five.
• Expanding the availability of at-home test kits.
• Rapid response teams to help with widespread omicron outbreaks.
• Another 200 million COVID-19 vaccine doses donated internationally within the next 100 days.
• Ottawa confirms it will nix COVID-19 test for Canadians taking short trips, starting Nov. 30

Biden's speech outlining the plan comes a day after the U.S. confirmed its first case of the omicron variant of the coronavirus in a traveller who arrived in San Francisco from South Africa on Nov. 22.

The new variant is "cause for concern but not panic," Biden said.

More omicron cases reported

U.S. health officials confirmed a second case of the variant on Thursday in Minnesota. It involved a vaccinated man who had attended an anime convention just before Thanksgiving in New York City that drew an estimated 50,000 people. That would suggest the variant has begun to spread within the U.S.

In addition to the convention attendee, health officials in New York said tests showed five other people in the city recently infected with COVID-19 had the variant.

New York City Mayor Bill de Blasio said the geographic spread of the positive tests suggested the variant was undergoing "community spread" in the city and wasn't linked to any one event.

Another U.S. case of the variant was reported Thursday in a Colorado woman who had recently travelled to southern Africa.

COVID-19 cases and deaths in the U.S. have dropped by about half since the delta variant peak in August and September, but at about 86,000 new infections per day, the numbers are still worrisomely high — especially heading into the holidays, when people travel and gather with family.

Higgins asks Canada to consider dropping COVID testing requirement for travelers crossing border

Higgins says testing for vaccinated is redundant & impedes binational economic recovery

As the U.S. prepares to welcome Canadian neighbors back across the border on Nov. 8, Congressman Brian Higgins is urging the government of Canada to drop its COVID-19 testing requirements for fully vaccinated travelers crossing the northern border.

In a letter to Canada’s ambassador to the U.S. Kirsten Hillman , Higgins wrote, “While both the United States and Canada will understandably require proof of vaccination from each other’s citizens to gain entry, only Canada will require a negative COVID-19 test in addition to the aforementioned proof of vaccination at all points of entry. This policy will have adverse side effects that will harm our respective economic recoveries.”

U.S. Customs and Border Protection has confirmed the U.S. will not require testing at land ports of entry when it reopens its border to vaccinated Canadians next Monday.

Canada, which began welcoming Americans back across its border on Aug. 9, does require proof of a negative coronavirus test for both U.S. residents crossing into Canada and Canadian citizens returning after a visit to the U.S.

Higgins, who spent months pushing for the U.S. to relax pandemic border restrictions, applauded Canada for leading the way in reopening the border, but he expressed concern the cost and hassle of testing will ultimately keep many already vaccinated people from making the trip across the border: “The cost to being tested varies depending on location and federal, state, provincial, and local policies – in some cases, the tests required to gain entry to Canada can cost over $300 CAD with no guarantee of appointment availability. In border communities such as Western New York and Southern Ontario, the local economies depend on the free flow of goods and people across the border, often multiple times per day. The expectation that fully vaccinated Canadians and Americans will be able to afford multiple tests per week for the indefinite future to go about their business ignores the economic reality and is financially unsustainable for working families. We can no longer continue subordinating the financial and economic health of our communities and citizens, especially when they have done the right thing, gotten vaccinated, and continue to follow all public health rules and regulations.”

Canada is the largest international inbound market to the U.S., with nearly 21 million visitors spending $20.8 billion in 2019. That same year, over 10.5 million people crossed from Canada into the U.S. through border crossings in the Buffalo-Niagara Falls region specifically. Canadian visitors represent 30% of Buffalo Niagara International Airport customers, 80% of Niagara Falls International Airport customers and approximately 20% of Buffalo Bills season-ticketholders.

How Biden’s New Immigration Policy Works

President Biden’s new immigration policy protects some 500,000 people who are married to U.S. citizens from deportation and gives them a pathway to citizenship.

The election-year move comes just two weeks after Mr. Biden imposed a major crackdown at the U.S.-Mexico border, cutting off access to asylum for people who crossed into the United States illegally.

The policy announced on Tuesday is aimed at people who have been living in the United States for more than a decade and have built their lives and families here.

Here is how it works:

Why do the spouses of American citizens need protection?

Marrying an American citizen generally provides a pathway to U.S. citizenship. But people who crossed the southern border illegally — rather than arriving in the country with a visa — must return to their home countries to complete the process for a green card, something that can take years. The new program allows families to remain in the country while they pursue legal status.

Who is eligible?

There are roughly 1.1 million undocumented immigrants married to U.S. citizens in the United States, according to Fwd.us , an immigration advocacy group, but not all of them are eligible for the program.

The spouses must have lived in the United States for 10 years and have been married to an American citizen as of June 17. They cannot have a criminal record. Officials estimate that the policy will provide legal status and protections for about 500,000 people. The benefits would also extend to the roughly 50,000 children of undocumented spouses who became stepchildren to American citizens.

When will the program take effect?

Biden administration officials said they expected the program to start by the end of the summer. Those eligible will then be able to apply for the benefits.

Why is President Biden doing this now?

Mr. Biden is trying to strike a tricky balance on immigration, which is a serious political vulnerability for him. Polls show Americans want tougher policies. Just two weeks ago, Mr. Biden announced a crackdown on asylum at the southern border.

His new policy, giving hundreds of thousands of immigrants new legal protections, is a way for him to answer the calls from the progressive base of the Democratic Party, which has accused the White House of betraying campaign promises to enact a more humane approach to immigrants.
