Is it safe to go there? The U.S. travel advisory system, explained

If you’re planning an international trip, here’s how to use the State Department’s country-by-country guide to minimize your risk of encountering crime, violence, or civil unrest.

On October 19, the U.S. Department of State issued a rare advisory that Americans overseas “exercise increased caution” due to heightened tensions and chances of terrorism around the world, spurred by the Israel-Hamas war. It’s part of a system of travel warnings that’s been around in some form since 1978, designed to help citizens assess how safe a destination might be at a given time.

The current version of the system, which launched in 2018, gives fluid rankings from Level 1 (exercise normal precautions) to Level 4 (do not travel), indicating how risky countries (and in some cases, regions) are for Americans to visit. Rankings are based on factors such as crime rates, civil unrest, and the threat of terrorism. They are meant to give “clear, timely, and reliable information about every country in the world so they can make informed travel decisions,” says a State Department spokesperson.  

Not surprisingly, on October 14, the State Department moved Israel and the West Bank to Level 3 (reconsider travel) and Gaza to Level 4.  

Here’s how the advisories work and how to use them.

What is a travel advisory?

The U.S. State Department inaugurated the travel advisory system in 1978, initially aiming warnings at airlines and travel companies. The system was scrutinized after the 1988 bombing of a Pan Am flight from London to New York , which exploded over Lockerbie, Scotland , killing all 259 passengers and crew plus 11 people on the ground.  

Investigations found U.S. authorities had been aware of a credible threat to a Pan Am flight but hadn’t informed the public. In response, the media and consular offices began issuing travel warnings. In 2018 the U.S. introduced its current four-tier advisory system. There are near-identical versions in Canada , Australia , and New Zealand .

To determine rankings, the State Department considers a nation’s political volatility, crime trends, medical care standards, and the threat of kidnappings or terrorism. (Politics also ends up playing an unspoken role.) Some countries, such as Russia , receive a Level 4 ranking partly because the U.S. government may have limited ability to assist citizens there. Others rise to Level 4 due to a crisis, such as the military coup that recently rocked Niger .  

When the travel advisory system relaunched in 2018, it also included state-by-state evaluations for Mexico , which draws more than 11 million American travelers a year. “Some Mexican states are quite safe for U.S. tourists, while others are riskier due to narco-trafficking violence,” says Ryan Larsen , executive director of the Institute for Global Engagement at Western Washington University. Yucatán and Campeche states are currently at Level 1, while six other Mexican states are at Level 4, including Sinaloa.

Epidemics and natural disasters also can prompt a travel advisory number to rise. Americans may be prompted to reconsider visiting a country recovering from a tsunami or major wildfires, since their presence could hinder rehabilitation efforts. This occurred after the February 2023 earthquakes in Turkey . Such advisories can remain in place for weeks or months.

The strictest-ever advisories came in April 2021, amid the COVID-19 pandemic , says Larsen, who did a thesis   on U.S. travel warnings. At that time, about 80 percent of the world’s countries were at Level 4.

At press time, about 70 percent of the world’s countries were rated Level 1 or Level 2 by the State Department, indicating they’re relatively safe. There are currently 21 countries at Level 3 and 21 at Level 4.

How to use travel advisories

Before booking an international trip, consult the State Department website to see where your destination ranks. While Level 1 and 2 countries are considered relatively safe, you should still register with the U.S. Smart Traveler Enrollment Program (STEP) . This lets Americans overseas use their smartphone to receive travel advisory updates and alerts about emerging dangers in their destination (protests, extreme weather).

Level 3 countries are considered more dangerous for foreign visitors, who should “reconsider travel,” according to the State Department. If you are headed to a Level 3 country, which currently includes Pakistan and Colombia , do wider research on its safety and on the places you’ll visit there, advises Jun Wen , a professor of tourism at Australia’s Edith Cowan University. For instance, while some remote areas in the Colombian Amazon still suffer from drug-related violence, cities such as Cartagena and Medellín are relatively safe. Going on a fully guided group or individual tour can also help you navigate destinations where political unrest or crime might impact your safety.

Travelers should study not only the advisories provided by their own country, but also by the U.S., United Kingdom, and Australia to broaden their understanding of the risks in Level 3 countries, Wen says. As for Level 4 countries, that “Do Not Travel” advice couldn’t be any clearer.

Other countries also issue warnings to their citizens about visiting the U.S. Canada recently informed its LGBTQ travelers they may be affected by laws in certain U.S. states. Australia, meanwhile, cautions its citizens visiting the U.S. to be wary of higher crime rates and gun violence, and even to learn safety strategies for active shooter scenarios.

People who visit countries with Level 3 or Level 4 travel advisories don’t just risk their safety. They also may have travel insurance complications, says Linchi Kwok , tourism management professor at California State Polytechnic University Pomona.

They must pay much higher premiums, and their insurance can be invalidated if the advisory for their destination is elevated. “Medical coverage can be minimal, too, particularly if the travel advisory is put up against a disease or an outbreak,” says Kwok. “I encourage Americans to think twice before they travel to Level 3 and especially Level 4 destinations.”

Warnings and their impact on tourism

Travel advisories can be biased, Larsen argues. His research found that, while the U.S. didn’t often overstate the risk of travel to countries with which it had poor relations, it did often understate the danger of visiting nations that were its close allies. Elevating a travel advisory can stoke diplomatic tensions between two countries. Once a country is raised to Level 3 or 4, many tourists will avoid visiting, and many American universities won’t let students join study abroad programs.

The economic ramifications of a level change impact individual businesses such as hotels, restaurants, and travel agencies. For instance, J 2   adventures , a Jewish-focused tour company, saw most of its fall group trips to Israel canceled after the start of the Israel-Hamas war (and the higher advisory level), says cofounder Guy Millo. “This is not just because of the violence on the ground, but because of practical considerations like accessibility of commercial airline flights,” he says. “Most tourists from North America and places around the globe simply couldn’t get here even if they wanted to.”

Here are the interstate road conditions listed by state. In addition to winter weather travel reports and road closures, you’ll also be able to see construction delays, lane closures, chain law status, and possible detours.

5-1-1 is a great resource!

Don’t forget that most states have a 5-1-1 system. Just call 5-1-1 from your cell phone and you’ll automatically be directed to an automated roadway travel information system. These recorded messages are specific to the state you’re in and may also give information for surrounding states. 

They will always have updated information about interstate road conditions as well as info for many smaller roads.

NOTE: The 5-1-1 traveler alert system is currently being implemented nationwide, but not all states use this system yet.

Alaska Road Conditions

There are several ways to obtain Alaska Road Conditions. You may use both online road condition reports as well as phone recordings:

Since Alaska uses the 5-1-1 telephone information service, you may dial 5-1-1 anywhere within the state boundaries to receive recorded messages of roadway condition reports.

For Alaska weather-related roadway conditions only (no construction reports) you may dial 800-478-7675. This only works within state boundaries.

If you’re calling from out of state, you may obtain Alaska roadway conditions at 886-282-7577.

Arizona Road Conditions

There are a few different ways to obtain Arizona road conditions.

Arizona is a state which uses the 5-1-1 traveler information phone system. If you’re anywhere in the state, you may dial 5-1-1 to receive current Arizona road conditions via a recorded message including interstate road conditions.

If you need to obtain Arizona road conditions but are outside of the state, you may dial 888-411-7623 for the latest Arizona roadway reports.

Arkansas Road Conditions

Arkansas road conditions can be obtained by several different methods.

Arkansas does NOT use the 5-1-1 traveler phone system for interstate road conditions.

For Arkansas weather roadway information only, motorists should call 800-245-1672. No construction reports will be available at this number.

For full Arkansas road conditions including construction and weather-related reports, motorists should call 501-569-2000. This number only works within state boundaries.

If you are out of state but still wish to obtain Arkansas road conditions, please dial 501-569-2227.

California Road Conditions

California road conditions are available from a variety of sources.

Since California uses the 5-1-1 phone system, you may dial 5-1-1 within state boundaries for updated roadway conditions including California road closures, construction reports, interstate road conditions, and weather conditions.

If you’re only interested in hearing California weather-related road conditions and closures, you may dial 800-427-7623.

For California road construction reports only dial 916-445-7623

Colorado Road Conditions

Colorado road conditions can be found in a few different places.

Since Colorado is a 5-1-1 equipped state, you may dial 5-1-1 anywhere within state boundaries to obtain updated recorded messages about the latest Colorado road conditions and interstate road conditions.

Alternatively, motorists may dial 877-315-7623 for Colorado travel information. However, this number only works within state boundaries.

For those seeking Colorado interstate road conditions outside of the state, dial 916-639-1111.

Connecticut Road Conditions

Connecticut road conditions can be obtained from a few different sources.

Within state boundaries, motorists can dial 800-443-6817 for the latest Connecticut road conditions. Please note that this number only works within state boundaries.

For weather-related road closures and delays only (no construction information), dial 860-594-2000.

Delaware Road Conditions

Delaware road conditions can be obtained either over telephone via recorded messages or on the web.

For those dialing within state boundaries, dial 800-652-5600.

For interstate road conditions from outside state lines, dial 302-760-2080.

Florida Road Conditions

Florida road conditions can be obtained via telephone or through the web.

Since the state of Florida uses the 5-1-1 telephone road conditions system, motorists can dial 5-1-1 anywhere within state boundaries for updated recorded messages on roadway conditions.

Georgia Road Conditions

Georgia road conditions can be obtained from multiple sources.

Georgia is equipped with a 5-1-1 traveler alert phone system. Motorists can dial 5-1-1 anywhere within Georgia state boundaries for updated messages on current road conditions.

Georgia interstate road conditions can also be obtained by dialing 877-694-2511 or 404-635-8000.

Hawaii Road Conditions

The state of Hawaii doesn’t have a specific system in place. However, in 2013, the state Department of Transportation (DOT) launched the new 511 GoAkamai by Phone system, an interactive voice response system that provides real-time traffic information and updates for the island of Oahu.

Idaho road conditions can be obtained through a few different sources.

Since Idaho uses the 5-1-1 phone system, motorists can call 5-1-1 within state boundaries for updated recorded traffic information including Idaho road closures, interstate road conditions, and weather alerts.

If calling from out of state, Idaho roadway and Interstate road conditions can be obtained by dialing 888-432-7623.

Illinois Road Conditions

While the state of Illinois currently doesn’t offer a 5-1-1 traveler information system for interstate road conditions, there are still few ways to receive updated information about weather delays, construction delays, Illinois road conditions, and road closures.

For recorded messages, motorists should call 800-452-4368.

Indiana Road Conditions

Indiana has two phone numbers to obtain Indiana road conditions as well as a website to obtain official and updated highway weather-related conditions. Please note that the below number only gives weather-related travel info and does not include other delays and closures such as construction projects. For information not related to weather, please visit their website listed below.

Motorists may call toll-free 800-261-7623 for recorded messages with updated weather-related closures and delays.

An alternative number with the same recorded message is 317-232-5533.

Iowa Road Conditions

Iowa uses the 5-1-1 traveler advisory system which allows drivers to dial 5-1-1 anywhere within state boundaries (including from cell phones) to obtain updated recorded messages on specific Iowa road conditions.

If calling from out of state, you may dial toll-free 800-288-1047. to obtain updated information on Iowa road conditions, Iowa road closures, and more.

Motorists may visit this website for updated interactive maps showing construction zones, weather alerts, roadway closures, etc You can also download the Iowa 511 mobile app from Google Play or Apple Store .

Kansas Road Conditions

Kansas road conditions can now be obtained through the 5-1-1 traveler information system. Motorists can dial 5-1-1 anywhere within the state boundaries of Kansas, including from cell phones, to receive updated messages about roadway delays including major interstate closures, weather delays, construction delays, and more.

Kentucky is now part of the 5-1-1 system which provides travel alerts including interstate road conditions, roadway closures, and more. Simply dial 5-1-1 anywhere within state boundaries (including cell phones) for updated recorded messages.

If calling from out of state, travelers should dial 866-737-3767.

This website is for the Kentucky 5-1-1 system with interactive roadway maps showing all travel hazards and roadway closures .

Louisiana Road Conditions

While Louisiana does have a partial 5-1-1 system in place, there is currently no 5-1-1 phone system in operation. However, there are still a couple of different ways to obtain Louisiana road conditions.

Those wishing to obtain Louisiana road conditions via a toll-free phone number may do so by dialing 888-762-3511.

This webpage will give you detailed traveler information for Louisiana including roadway closures, travel alerts, weather alerts, construction projects, and more.

You can also get up-to-the-minute, real-time traffic conditions and incident information for the State of Louisiana with Louisiana 511. You can download the app for free on Apple Store and Google Play or subscribe/follow their social media pages here .

Maine Road Conditions

Obtaining Maine road conditions has become much simpler with the implementation of the statewide 5-1-1 traveler advisory system. Motorists may dial 5-1-1, anywhere within state boundaries (including cell phones) for updated recorded messages. This includes interstate road conditions, road closures, weather alerts, construction projects, and unforeseen travel delays.

For travelers seeking information by telephone outside the state limits of Maine, there are two different phone numbers available. First, you can call toll-free at 866-282-5650. Alternatively, you may dial the local number which is 207-624-3595.

Maryland Road Conditions

Maryland road conditions may be obtained using two telephone numbers. But it’s important to note that Maryland is currently not a part of the 5-1-1 phone system.

Motorists should dial toll-free 800-543-2515 or dial their local number which is 410-582-5650. These numbers will give updated Maryland roadway information reports and interstate road conditions.

Massachusetts Road Conditions

Massachusetts road conditions may be obtained from the statewide 5-1-1 telephone traveler information system. Anywhere within state limits, motorists may dial 5-1-1, including from cell phones, to receive updated recorded traveler and motorist alerts including Massachusetts road closures, interstate road conditions, highway alerts, and more.

If calling from out-of-state boundaries, Massachusetts road conditions may be obtained by calling 617-374-1234.

Alternatively, you may obtain Massachusetts regional road conditions via the following phone numbers:

Michigan Road Conditions

While Michigan doesn’t have very good traveler information and alert system, there are still a few ways to obtain Michigan road conditions.

Be advised that Michigan is currently not a part of the 5-1-1 phone system.

For all roadway and travel hazards, motorists should call 800-381-8477. This number will give information about road closures in Michigan, weather alerts, interstate road conditions, etc.

If you only want to obtain Detroit area construction updates and information, you can call 800-641-6368. Please note this number will not give information related to weather or closures other than planned construction projects.

Minnesota Road Conditions

Minnesota road conditions may be obtained through several different sources.

The 5-1-1 traveler advisory system is currently active in the state of Minnesota. This means travelers can obtain information about Minnesota road closures, highway advisories, construction projects, and other delays by dialing 5-1-1 from any phone within state boundaries, including cell phones.

For motorists calling out of state needing Minnesota road conditions, dial 800-657-3774.

Alternatively, interstate road conditions may be obtained by calling 651-296-3000.

Mississippi Road Conditions

Mississippi road conditions are available via telephone or via the internet. Currently, Mississippi is not a part of the 5-1-1 traveler information system, but they do have plans in place to implement it.

For now, travelers should call 601-359-7017. This number will give updated information for Mississippi road closures, weather-related info, and hurricane evacuation info when evacuations are in effect.

Missouri Road Conditions

Missouri road conditions can be obtained from many different sources, including 5-1-1. Since Missouri has a 5-1-1 motorist information system, you can dial 5-1-1 from any phone within state boundaries including from your cell phone. The 5-1-1 system will give recorded messages that will notify you of Missouri road closures, weather conditions, delays, and construction information.

If calling from out of state, the 5-1-1 system can be reached by calling toll-free, 877-478-5511. Two alternate phone numbers are 888-275-6636 or 573-751-2551.

Finally, for individuals who are only looking for construction-related issues including road closures and delays, you may dial 800-222-6400.

Montana Road Conditions

Montana road conditions can be obtained using the states 5-1-1 telephone system. Anywhere within state limits, motorists may dial 5-1-1 (including cell phones) to obtain Montana roadway weather information which includes the status of tire chain laws and interstate road conditions. Other delays such as Montana construction delays and road closures can also be obtained by using 5-1-1.

Nebraska Road Conditions

Nebraska road conditions can be obtained via telephone using their statewide 5-1-1 traveler information system. You may dial 5-1-1 anywhere within state boundaries, including cell phones, for the latest Nebraska road closures, weather alerts, and other delays including construction projects.

If calling from out of state, two numbers may be used to obtain Nebraska travel information; 800-906-9069 or 402-471-4533.

New Mexico Road Conditions

New Mexico interstate road conditions can be obtained by calling their roadway advisory phone number at 800-432-4269. This number will give information about weather alerts, New Mexico road closures, highway information, construction alerts, and any other urgent travel information.

New Mexico does not currently operate a 5-1-1 system, but plans are in place for implementation.

New York Road Conditions

New York road conditions can now be obtained using their newly established 5-1-1 traveler information line. Simply dial 5-1-1 anywhere within state boundaries from any phone (including cell phones) and you’ll be connected to a recorded message which is updated with New York road closure information, weather alerts, interstate road conditions, and other urgent traveler information.

If calling from out of state, the New York traveler information line can be reached by dialing 518-457-6195.

Ohio Road Conditions

Ohio road conditions are available from several different resources.

First, Ohio has a traveler advisory phone system which is accessible by dialing 5-1-1 anywhere within state lines. Sometimes this number will give info about statewide conditions, but normally it will only cover major cities.

Alternatively, info can be obtained by calling 614-466-7170. Please note, this number only provides weather-related travel information.

Several websites are also available to obtain Ohio road conditions and roadway closure information:

While Oklahoma currently does not operate a statewide 5-1-1 travel advisory phone system, there are still a couple of ways to obtain Oklahoma road conditions both by phone and via the internet.

Travelers may dial toll-free 888-425-2385 or 405-425-2385. Please note these numbers will only give weather-related traffic information for the state of Oklahoma but do include road closures and information for all major interstates and highways in Oklahoma.

Oregon Road Conditions

Oregon road conditions are accessible using the statewide 5-1-1 traveler alert system. Simply dial 5-1-1 anywhere within the Oregon state boundaries for Oregon road closure information, tire chain law status, construction delays, and urgent travel alerts.

Border with Mexico

Criminal incidents associated with drug trafficking are more frequent at the border with Mexico, in the following states:

If crossing the U.S.– Mexico border by car:

  • remain extremely vigilant
  • only use officially recognized border crossings
  • avoid travelling at night

Petty crime

Petty crime, such as pickpocketing and purse snatching, occurs, particularly in urban centres and tourist locations.

  • Don’t leave bags or valuables unattended in parked cars, especially rental vehicles, even in trunks
  • Ensure that your belongings, including passports and other travel documents, are secure at all times

Violent crime

Within large urban areas, violent crime more commonly occurs in poor neighbourhoods, particularly from dusk to dawn. It often involves intoxication.  Incidents of violent crime are mainly carried out by gangs or members of organized crime groups but may also be perpetrated by lone individuals. Although violent crime rarely affects tourists:

  • be mindful of your surroundings at all time
  • verify official neighbourhood crime statistics before planning an outing
  • if threatened by robbers, stay calm and don’t resist

Gun violence

The rate of firearm possession in the US is high. It’s legal in many states for US citizens to openly carry firearms in public.

Incidences of mass shootings occur, resulting most often in casualties. Although tourists are rarely involved, there is a risk of being in the wrong place at the wrong time.

Home break-ins

Canadians living in holiday homes have been the victims of break-ins and burglary.

Make sure you lock windows and doors securely at night and when you are away.

Common criminal strategies

Be on alert for robbery ploys targeting visitors.

Some criminals on highways target travellers leaving airports or other tourist destinations. They signal tourists to stop due to an issue with their vehicle. They then wait for the driver to pull over or exit the car before grabbing exposed valuables. Criminals may also throw items at the windshield, obscuring the view of the road and forcing the driver to pull over. 

If you’re the victim of such a ploy:

  • avoid pulling over on the side of the road
  • put on your hazard lights and slowly drive to a gas station, police station or other safe and populated area

Demonstrations

Demonstrations may occur. Even peaceful demonstrations can turn violent at any time. They can also lead to disruptions to traffic and public transportation.

  • Avoid areas where demonstrations and large gatherings are taking place
  • Follow the instructions of local authorities
  • Monitor local media for information on ongoing demonstrations

Mass gatherings (large-scale events)

Credit card and ATM fraud occurs, including debit card cloning. Be cautious when using debit or credit cards:

  • pay careful attention when your cards are being handled by others
  • use ATMs located in well-lit public areas or inside a bank or business
  • avoid using card readers with an irregular or unusual feature
  • cover the keypad with one hand when entering your PIN
  • check for any unauthorized transactions on your account statements

Overseas fraud

There is a threat of terrorism. Terrorist attacks could occur at any time.

Targets could include:

  • government buildings, including schools
  • places of worship
  • airports and other transportation hubs and networks
  • public areas such as tourist attractions, restaurants, bars, coffee shops, shopping centres, markets, and hotels 

Always be aware of your surroundings when in public places.

The U.S. Department of Homeland Security (DHS) maintains a public alert system on terrorism to communicate information about terrorist threats.

Hiking and mountaineering

If you intend on hiking, backpacking or skiing:

  • never practise these activities alone and always hire an experienced guide from a reputable company
  • buy travel insurance that includes helicopter rescue and medical evacuation
  • obtain detailed information on hiking routes or ski slopes before setting out and do not venture off marked trails or slopes
  • ensure that your physical condition is good enough to meet the challenges of your activity
  • ensure that you are properly equipped and well informed about weather and other conditions that may pose a hazard
  • inform a family member or friend of your itinerary, including when you expect to be back to camp
  • know the symptoms of acute altitude sickness, which can be fatal

Information about foreign domestic airlines

Every country or territory decides who can enter or exit through its borders. The Government of Canada cannot intervene on your behalf if you do not meet your destination’s entry or exit requirements.

We have obtained the information on this page from the US authorities. It can, however, change at any time.

You must provide proof of your Canadian citizenship upon entry to the U.S. There are several documents that can satisfy this requirement.

Travel by air

Canadian citizens travelling by air to the United States must present one of the following documents:

  • a passport, which must be valid for the duration of their stay
  • a valid NEXUS card, used at self-serve kiosks at designated airports

This requirement applies to all Canadian citizens, including children, travelling by air to or even just transiting through the United States.

Travel by land or water

As per the Western Hemisphere Travel Initiative (WHTI), Canadian citizens aged 16 years and older must present one of the following documents when entering the United States by land or water:

  • a valid passport
  • a Trusted Traveler Program card
  • an enhanced driver’s licence (EDL) or enhanced identification card (EIC) from a province or territory where a U.S. approved EDL/EIC program has been implemented
  • a Secure Certificate of Indian Status

The WHTI-compliant document you choose to use must be valid for the duration of your stay.

Canadian citizens aged 15 years and under entering the United States by land or water require one of the following documents:

  • an original or a copy of a birth certificate
  • an original Canadian citizenship certificate
  • Western Hemisphere Travel Initiative (WHTI ) – U.S. Customs and Border Protection
  • Trusted Traveler Programs  – U.S. Customs and Border Protection
  • Enhanced Driver’s Licenses: What Are They?  – U.S. Department of Homeland Security
  • Apply for a Secure Certificate of Indian Status  – Indigenous Services Canada

Other travel documents

Different entry rules may apply when travelling with a temporary passport or an emergency travel document. Before you leave, check with the closest diplomatic mission for your destination.

Additional information at borders

Customs officials may ask you to provide your address while in the United States (including Puerto Rico). Customs Border Protection (CBP) officers may also ask for:

  • evidence of residential, employment or educational ties to Canada
  • proof that the trip is for a legitimate purpose and is of a reasonable length
  • proof of sufficient funds to cover your stay     

Dual citizens

Although U.S. authorities don’t formally require dual nationals to carry both a U.S. and a Canadian passport, carrying both documents as proof of citizenship may facilitate your entry into the United States and your return to Canada.

Canadian visitors can usually stay in the United States for 6 months without a visa. You must declare your intended duration of stay upon entry into the United States.

In most circumstances, Canadian citizens don’t require visitor, business, transit or other visas to enter the United States from Canada but there are some exceptions.

Canadian permanent residents

Canadian permanent residents may need a non-immigrant visa to enter the United States.

You must obtain this visa from the U.S. authorities before entering the country. You must also have a valid passport from your country of citizenship.

Cross U.S. Borders – U.S. Customs and Border Protection

Visa Waiver Program

If you are a citizen of a country that is part of the visa waiver program (VWP), you don’t need a visa to enter the U.S. for stays up to 90 days. Instead, you must obtain pre-travel authorization via the Electronic System for Travel Authorization (ESTA) prior your departure.

You must also carry proof of Permanent Resident Status in Canada upon re-entry into Canada.

Canadians who are permanent residents of the United States must present a valid U.S. permanent resident card upon entry.

International travel as a U.S. Permanent Resident  – U.S. Citizenship and Immigration Services

First Nations and Native Americans born in Canada

Members of Canada’s First Nations and Native Americans born in Canada may freely enter the United States for the purposes of employment, study, retirement, investing, or immigration.

Working in the United States

Most Canadian business travellers may apply for admission at a U.S. port of entry without first obtaining a non-immigrant visa. However, travellers entering the United States in certain business-related categories are required to present specific documents to establish eligibility for admission.

If you plan to work in the United States, contact the nearest U.S. embassy or consulate for specific requirements.

Studying in the United States

Canadian citizens don’t need visas to study or participate in a student exchange program in the United States. However, they need to be registered with SEVIS, a U.S. student tracking system. Students must present their registration form to CBP officers each time they enter the United States.

Length of stay

If you wish to stay longer than 6 months, you must apply for an extension at the nearest U.S. Citizenship and Immigration Services (USCIS) office once you are in the United States and before the expiry of your initial authorized stay. Immigration officers may ask you to demonstrate that you are a temporary visitor in the United States.

The U.S. government strictly enforces immigration regulations. Remaining in the United States beyond your authorized period of stay can result in serious consequences such as detention or deportation.

There is no set period that you must wait to re-enter the United States after the end of your authorized stay. However, if a CBP officer suspects you are spending more time in the United States than in Canada, it will be up to you to prove to the officer that you are a temporary visitor, not a U.S. resident.

Extend your stay  –  U.S. Citizenship and Immigration Services

Upon entry into the United States, non-U.S. citizens must provide biometrics, such as digital fingerprints and a photograph.

Most Canadian citizens are exempt from this requirement. However, it will apply to Canadian citizens who:

  • need a visa or a waiver of ineligibility
  • must obtain an I-94 Arrival/Departure Record form to document dates of entry and exit from the country

Random screenings of exempt Canadians have occurred at border crossings and airports. If you feel that your information has been wrongfully collected, you can address the issue directly with the U.S. Department of Homeland Security.

Electronic devices

U.S. border agents are entitled to search your electronic devices, such as your phones, computers or tablets, when you are entering the United States. They don’t need to provide a reason when requesting a password to open your device.

If you refuse, they may seize your device. The border agent could also delay your travel or deny entry if you are not a U.S. citizen.

Before crossing the border, put your device in airplane mode to ensure remote files don’t get downloaded accidentally.

Preclearance

The preclearance service provides clearance for entry into the United States for persons and their luggage at a Canadian preclearance airport before departure instead of on arrival in the United States.

When using U.S. preclearance facilities at a Canadian airport, you must meet U.S. entry requirements. You will be interviewed by a U.S. preclearance officer. They are authorized to inspect your luggage and can refuse you entry into the United States.

It’s an offence under Canada’s Preclearance Act to knowingly make a false or deceptive statement to a preclearance officer.  While you are in a preclearance area, you are subject to Canadian law, including:

  • the Canadian Charter of Rights and Freedoms
  • the Canadian Bill of Rights
  • the Canadian Human Rights Act
  • Canada’s Preclearance Act
  • Canadian criminal law

You may withdraw your request to enter the United States and leave the preclearance area at any time unless a U.S. preclearance officer suspects on reasonable grounds that you have made a false or deceptive statement or obstructed an officer. The officer may then detain you for violations of Canadian law.

Criminal Record

If you have a criminal record, no matter the severity or the date of the offence, you may be refused entry to the United States. You may also experience problems when travelling through U.S. airport facilities. A pardon for an offence issued by Canadian authorities is not recognized under U.S. law to enter the United States.

If you are ineligible to enter the United States, you may apply directly to U.S. Customs and Border Protection for a temporary waiver of inadmissibility via the nearest U.S. embassy or consulate. Canadian citizens may also apply at land borders.

U.S. ports of entry are computerized and connected to a centralized database. Information is readily available on criminal convictions in both Canada and the United States. Even though you may have entered the United States without hindrance in the past, you could run into difficulty if your record shows a criminal conviction or a previous denial of entry. Attempting to gain entry without a waiver could result in several weeks of detention and a permanent ban from entering the United States.

Previous use of cannabis, or any substance prohibited by U.S. federal laws, could mean that you are denied entry to the U.S. If you attempt to enter the U.S. for reasons related to the cannabis industry, you may be deemed inadmissible.

Boating in U.S. waters

Operators of small pleasure vessels arriving in the United States from a foreign port must report their arrival to U.S. Customs and Border Protection immediately for face-to-face inspection at a designated reporting location.

Some exceptions apply, including under Nexus Marine.

You must have a valid Canadian passport to take a cruise from the United States. Some of the countries you visit will not permit entry without a passport. A passport is also important to re-enter the United States at the end of the cruise.

Ship authorities might retain your passport during the cruise, in accordance with their own administrative regulations and to facilitate clearance with U.S. Immigration.

If your passport is kept:

  • obtain a receipt
  • ensure you recuperate your passport at the end of the cruise
  • always keep a photocopy of your passport with you

When examined at a port of entry, cats and dogs must show no signs of diseases communicable to humans. If there is evidence of poor animal health, you may need to get your pet examined by a licensed veterinarian, at your own expense. U.S. authorities may also require a health certificate.

Dogs must be vaccinated against rabies at least 30 days before entry, except for puppies under 3 months of age. Vaccination against rabies is not required for cats.

Other animals are also subject to controls or quarantine requirements.

Consult a health care professional or visit a travel health clinic preferably 6 weeks before you travel to get personalized health advice and recommendations.

Routine vaccines

Be sure that your  routine vaccinations , as per your province or territory , are up-to-date before travelling, regardless of your destination.

Some of these vaccinations include measles-mumps-rubella (MMR), diphtheria, tetanus, pertussis, polio, varicella (chickenpox), influenza and others.

Pre-travel vaccines and medications

You may be at risk for preventable diseases while travelling in this destination. Talk to a travel health professional about which medications or vaccines may be right for you, based on your destination and itinerary. 

Yellow fever is a disease caused by a flavivirus from the bite of an infected mosquito.

Travellers get vaccinated either because it is required to enter a country or because it is recommended for their protection.

About Yellow Fever

Yellow Fever Vaccination Centres in Canada

Measles is a highly contagious viral disease. It can spread quickly from person to person by direct contact and through droplets in the air.

Anyone who is not protected against measles is at risk of being infected with it when travelling internationally.

Regardless of where you are going, talk to a health care professional before travelling to make sure you are fully protected against measles.

  Hepatitis B is a risk in every destination. It is a viral liver disease that is easily transmitted from one person to another through exposure to blood and body fluids containing the hepatitis B virus.  Travellers who may be exposed to blood or other bodily fluids (e.g., through sexual contact, medical treatment, sharing needles, tattooing, acupuncture or occupational exposure) are at higher risk of getting hepatitis B.

Hepatitis B vaccination is recommended for all travellers. Prevent hepatitis B infection by practicing safe sex, only using new and sterile drug equipment, and only getting tattoos and piercings in settings that follow public health regulations and standards.

 The best way to protect yourself from seasonal influenza (flu) is to get vaccinated every year. Get the flu shot at least 2 weeks before travelling.  

 The flu occurs worldwide. 

  •  In the Northern Hemisphere, the flu season usually runs from November to   April.
  •  In the Southern Hemisphere, the flu season usually runs between April and   October.
  •  In the tropics, there is flu activity year round. 

The flu vaccine available in one hemisphere may only offer partial protection against the flu in the other hemisphere.

The flu virus spreads from person to person when they cough or sneeze or by touching objects and surfaces that have been contaminated with the virus. Clean your hands often and wear a mask if you have a fever or respiratory symptoms.

Coronavirus disease (COVID-19) is an infectious viral disease. It can spread from person to person by direct contact and through droplets in the air.

It is recommended that all eligible travellers complete a COVID-19 vaccine series along with any additional recommended doses in Canada before travelling. Evidence shows that vaccines are very effective at preventing severe illness, hospitalization and death from COVID-19. While vaccination provides better protection against serious illness, you may still be at risk of infection from the virus that causes COVID-19. Anyone who has not completed a vaccine series is at increased risk of being infected with the virus that causes COVID-19 and is at greater risk for severe disease when travelling internationally.

Before travelling, verify your destination’s COVID-19 vaccination entry/exit requirements. Regardless of where you are going, talk to a health care professional before travelling to make sure you are adequately protected against COVID-19.

In this destination, rabies  may be present in some wildlife species, including bats. Rabies is a deadly disease that spreads to humans primarily through bites or scratches from an infected animal. 

If you are bitten or scratched by an animal while travelling, immediately wash the wound with soap and clean water and see a health care professional. 

Before travel, discuss rabies vaccination with a health care professional. It may be recommended for travellers who will be working directly with wildlife. 

Polio (poliomyelitis) is an infectious disease that can be prevented by vaccination. It is caused by poliovirus type 1, 2 or 3. Circulating vaccine-derived poliovirus 2 (cVDPV2) is present in this country. Polio is spread from person to person and through contaminated food and water. Infection with the polio virus can cause paralysis and death in individuals of any age who are not immune.

Recommendations:

  • Be sure that your polio vaccinations are up to date before travelling. Polio is part of the routine vaccine schedule for children in Canada.
  • One booster dose of the polio vaccine is recommended as an adult .

Safe food and water precautions

Many illnesses can be caused by eating food or drinking beverages contaminated by bacteria, parasites, toxins, or viruses, or by swimming or bathing in contaminated water.

  • Avoid getting water into your eyes, mouth or nose when swimming or participating in activities in freshwater (streams, canals, lakes), particularly after flooding or heavy rain. Water may look clean but could still be polluted or contaminated.
  • Avoid inhaling or swallowing water while bathing, showering, or swimming in pools or hot tubs. 

Insect bite prevention

Many diseases are spread by the bites of infected insects such as mosquitoes, ticks, fleas or flies. When travelling to areas where infected insects may be present:

  • Use insect repellent (bug spray) on exposed skin
  • Cover up with light-coloured, loose clothes made of tightly woven materials such as nylon or polyester
  • Minimize exposure to insects
  • Use mosquito netting when sleeping outdoors or in buildings that are not fully enclosed

Zika virus may be a risk in some areas of the United States. 

Zika virus is primarily spread through the bite of an infected mosquito. It can also be sexually transmitted. Zika virus can cause serious birth defects.

Visit the Centers for Disease Control and Prevention’s webpage Areas at Risk for Zika  for the most up-to-date information on Zika risk in the United States.

During your trip to a Zika risk area:

  • Prevent mosquito bites at all times.
  • Use condoms correctly or avoid sexual contact, particularly if you are pregnant.

If you are pregnant or planning a pregnancy, you should discuss the potential risks of travelling to areas where Zika is a risk with your health care provider. You may choose to avoid or postpone travel to these areas.

  • In this country, risk of  dengue  is sporadic. It is a viral disease spread to humans by mosquito bites.
  • Dengue can cause flu-like symptoms. In some cases, it can lead to severe dengue, which can be fatal.
  • Visit the Centers for Disease Control and Preventions webpage on Dengue in the U.S. States and Territories for the most up-to-date information on dengue outbreaks in the United States
  • Mosquitoes carrying dengue typically bite during the daytime, particularly around sunrise and sunset.
  • Protect yourself from mosquito bites . There is no vaccine or medication that protects against dengue fever.

Animal precautions

Some infections, such as rabies and influenza, can be shared between humans and animals. Certain types of activities may increase your chance of contact with animals, such as travelling in rural or forested areas, camping, hiking, and visiting wet markets (places where live animals are slaughtered and sold) or caves.

Travellers are cautioned to avoid contact with animals, including dogs, livestock (pigs, cows), monkeys, snakes, rodents, birds, and bats, and to avoid eating undercooked wild game.

Closely supervise children, as they are more likely to come in contact with animals.

Human cases of avian influenza have been reported in this destination. Avian influenza   is a viral infection that can spread quickly and easily among birds and in rare cases it can infect mammals, including people. The risk is low for most travellers.

Avoid contact with birds, including wild, farm, and backyard birds (alive or dead) and surfaces that may have bird droppings on them. Ensure all poultry dishes, including eggs and wild game, are properly cooked.

Travellers with a higher risk of exposure include those: 

  • visiting live bird/animal markets or poultry farms
  • working with poultry (such as chickens, turkeys, domestic ducks)
  • hunting, de-feathering, field dressing and butchering wild birds and wild mammals
  • working with wild birds for activities such as research, conservation, or rehabilitation
  • working with wild mammals, especially those that eat wild birds (e.g., foxes)

All eligible people are encouraged to get the seasonal influenza shot, which will protect them against human influenza viruses. While the seasonal influenza shot does not prevent infection with avian influenza, it can reduce the chance of getting sick with human and avian influenza viruses at the same time.

Person-to-person infections

Stay home if you’re sick and practise proper cough and sneeze etiquette , which includes coughing or sneezing into a tissue or the bend of your arm, not your hand. Reduce your risk of colds, the flu and other illnesses by:

  •   washing your hands often
  • avoiding or limiting the amount of time spent in closed spaces, crowded places, or at large-scale events (concerts, sporting events, rallies)
  • avoiding close physical contact with people who may be showing symptoms of illness 

Sexually transmitted infections (STIs) , HIV , and mpox are spread through blood and bodily fluids; use condoms, practise safe sex, and limit your number of sexual partners. Check with your local public health authority pre-travel to determine your eligibility for mpox vaccine.  

Medical services and facilities

Health care is excellent. Service is available throughout the country. However, treatment costs are expensive.

All hospitals must accept and treat emergencies, regardless of the person’s ability to pay. Clients will, however, be charged for all services rendered. Foreign visitors without travel health insurance will have to pay out of pocket for their medical treatment.

Make sure you get travel insurance that includes coverage for medical evacuation and hospital stays.

Travel health and safety

There are restrictions and prohibitions on the import of certain prescription drugs into the United States.

Some medication that can be purchased over-the-counter in Canada is restricted to prescription-only status in the United States.

  • Bring sufficient quantities of your medication
  • Ensure to have a physician’s note explaining your medical condition, if applicable

Keep in Mind...

The decision to travel is the sole responsibility of the traveller. The traveller is also responsible for his or her own personal safety.

Be prepared. Do not expect medical services to be the same as in Canada. Pack a   travel health kit , especially if you will be travelling away from major city centres.

Penalties and transfer of offenders

A serious violation of the law may lead to a jail sentence or, in some states, a death sentence. Canadian citizenship confers no immunity, special protection or rights to preferential treatment.

If a jail sentence is imposed, it will be served in a U.S. prison, unless a request for a transfer to a Canadian prison is approved by the United States and Canada. Both countries have signed a treaty that permits a Canadian imprisoned in the United States to request a transfer to complete the sentence in a Canadian prison.

Penalties for possession, use or trafficking of illegal drugs are severe. Convicted offenders can expect lengthy jail sentences and heavy fines.

Drugs, alcohol and travel

Although the possession of cannabis is legal in some U.S. states, it remains illegal under U.S. federal laws in any form and quantity, making it illegal to bring across the Canada-U.S. border.

Don’t attempt to cross the Canada-U.S. border with any amount of cannabis in any form, even if you are traveling to a U.S. state that has legalized possession of cannabis. If you do so, you can expect legal prosecution and fines, and possibly jail time.

Prescription medication

Personal medication may be subject to U.S. drug importation laws and regulations.

In general, personal importation of a 90-day supply of medication is allowed. U.S. Customs and Border Protection has absolute discretion to allow or not your Canadian-purchased medication into the United States.

When taking any prescription medication to the United States, it’s important to:

  • take only the quantity that you would normally take for the number of days you will be in the United States, plus an additional week’s worth
  • pack medicines in their original packaging with the dispensary label intact that shows your name and other pertinent information such as the drug’s name, dosage and DIN (drug identification number)
  • keep a duplicate of your original prescription, listing both the generic and trade names of the drug
  • have a physician’s note explaining your condition and the reason for you to be legitimately carrying syringes, if applicable

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. The convention applies between Canada and the United States.

If your child was wrongfully taken to, or is being held in the United States, and if the applicable conditions are met, you may apply for the return of your child to the American court.

If you are in this situation:

  • act as quickly as you can
  • contact the Central Authority for your province or territory of residence for information on starting an application under The Hague Convention
  • consult a lawyer in Canada and in the United States to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children’s Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies.

Be aware that Canadian consular officials cannot interfere in private legal matters or in another country’s judicial affairs.

Expedited removal

U.S. Customs and Border Protection can bar non-citizens from the United States for five years if, in their judgment, the individuals presented false documentation or misrepresented themselves. Lying to a customs official is a serious offence.

There is no formal appeal process under expedited removal. However, if you believe the law has been misapplied in your case, you can request a supervisory review by writing to the U.S. Citizenship and Immigration Services district director responsible for the port of entry where the decision was made.

Travel to Cuba from the United States

Existing U.S. sanctions restrict travel between the United States and Cuba. Tourists may not travel between the two countries. However, you may go to Cuba from the United States on other types of travel, if you meet certain requirements.

You can drive in the United States if you have a valid Canadian driver’s license.

Automobile insurance

Many states have mandatory automobile insurance requirements, and many require motorists to carry appropriate proof of insurance. Each state’s motor vehicles department can give you more specific information.

If you are in the United States and wish to drive to Mexico in your personal vehicle, you may need to purchase liability insurance and additional auto insurance.

Hitchhiking

Never cross the border with a hitchhiker or as a hitchhiker. Though you may not be carrying anything illegal, the hitchhiker or driver might be, and you could be implicated.

Be equally careful about who and what you carry in your vehicle. As the driver, you could be held responsible for the misdeeds and belongings of your passengers, even if you were unaware of the problem.

The currency in the United States is the U.S. dollar (USD).

Canadian currency and personal cheques from Canadian banks are not widely accepted. Most banking transactions require a U.S. bank account.

There’s no limit to the amount of money that you may legally take into or out of the United States. However, you must declare to U.S. Customs and Border Protection:

  • if you carry more than US$10,000 (in cash, cheque, money order,      travellers’ cheque or any other convertible asset) into or out of the      United States
  • if you will receive more than US$10,000 while in the United States

Failure to comply can result in civil and criminal penalties, including seizure of the currency or monetary instruments.

Hurricanes usually occur from:

  • May to November in the eastern Pacific Ocean, including Hawaii and Guam
  • June to November in the Atlantic Ocean, the Caribbean Sea and the Gulf of Mexico

These severe storms can put you at risk and hamper the provision of essential services.

If you decide to travel to these regions during the hurricane season:

  • know that you expose yourself to serious safety risks
  • be prepared to change your travel plans on short notice, including cutting short or cancelling your trip
  • stay informed of the latest regional weather forecasts
  • carry emergency contact information for your airline or tour operator
  • follow the advice and instructions of local authorities

Bush and forest fires are common and a risk across much of the United States, particularly during the summer months. 

Wildfires can occur year-round but they are most common during periods of low rainfall and high temperatures.

The air quality in areas near active fires may deteriorate due to heavy smoke. In case of a major fire:

  • stay away from the affected area, particularly if you suffer from respiratory ailments
  • always follow the instructions of local emergency services personnel, including any evacuation order

State Department Issues Travel Advisory

T he U.S. Department of State issued a worldwide travel advisory on Friday due to a “potential for terrorist attacks, demonstrations, or violent actions against U.S. citizens and interests,” the agency announced . 

The State Department specifically pointed to increased violence against LGBTQ+ people and pride-related events as a reason for the advisory. The Federal Bureau of Investigation’s 2022 crime report showed that anti-LGBTQ+ hate crimes in the U.S. had steadily risen from the year prior, with a near 33% increase in reported hate crimes based on gender identity. 

LGBTQ+ protections largely vary worldwide, with regions like Latin America seeing greater gains in marriage equality , while in Europe, countries like Russia have gone so far as to target the queer community as an extremist organization .  

It is not the first time the State Department has issued such an alert. In October 2023, the agency also put out a worldwide caution advisory, asking Americans overseas to be careful due to “the potential for violence and increased tensions” worldwide. A similar alert was also issued in August 2022 after the death of al-Qaeda leader Ayman al-Zawahiri. 

Citizens should stay alert during pride celebrations and LGBTQ+ venues abroad, the Department suggested. It also asked people to enroll in the Smart Traveler Enrollment Program (STEP) program, which shares information regarding safety conditions in the country people are traveling to. The STEP program notifies travelers of any pertinent alerts while they are then out of the country.

The U.S. State Department reissued an “increased caution” travel advisory to Tunisia due to terrorism.

The State Department reissued the Level 2: Increased Caution advisory as an update to inform the public about “high-risk areas” in Tunisia prone to terrorism, including:

  • Within 10 miles of the Algerian border except for Tabarka and Ain Draham.
  • Within 10 miles of the border with Libya.
  • The Mount Chaambi National Park, Mount Salloum, Mount Sammamma, and Mount Mghila in Kasserine governorate.
  • The Mount Orbata area in the Gafsa governorate.

Despite the warnings, Tunisia remains in the second-lowest category of travel advisories, and it is on par with countries such as the United Kingdom, France, Germany and more.

Tunisia is a popular destination among travelers in North America, with its capital city Tunis ranking as one of the most popular destinations for Canadians for the summer due to its history and vast stretches of Mediterranean beaches.

Tunisia is expecting 8.5 million tourists throughout the year , and to meet that demand, hotels such as Marriott and Club Med are opening resorts.

Roads are shared by cars, buses, trucks, motorcycles, mopeds, pedestrians, animals, taxis, and other travelers throughout the world. Travel made possible by motor vehicles supports economic and social development in many countries. Yet in 2021 these vehicles were involved in crashes responsible for 1.19 million deaths. 1 Fatal and nonfatal crash injuries are estimated to cost the world economy approximately $1.8 trillion (in 2010 USD) from 2015–2030. 2

Road traffic crashes are the world's leading cause of death for children and young adults 5–29 years of age. 1

Know the risks and take steps to protect your health and safety whether you are on the road at home or abroad.

Tips for road safety at home and abroad

  • Always use a seat belt on every trip , no matter how short and no matter if you are in the front or back seat of a vehicle.
  • Make sure children are always properly buckled in the back seat in a car seat, booster seat, or seat belt that is appropriate for their age, height, and weight.
  • Always wear a helmet when driving or riding on motorcycles , motorbikes, bicycles , e-bikes, or e-scooters.
  • Do not drive while impaired by alcohol and/or any other substance that can impair your ability to drive - including marijuana, other illicit drugs, prescription medications, or over-the-counter medications. Also, do not ride with a driver who is impaired by alcohol and/or any substances.
  • Obey speed limits. Speeding is a leading risk factor for crashes, and high speeds increase the likelihood of severe injury or death when a crash occurs.
  • Drive without distractions . For example, don't use a cell phone or text while driving.
  • Be alert when crossing streets, especially in countries where motorists drive on the left side of the road. Cross streets at crosswalks or intersections.
  • Ride only in marked/official taxis or ride share vehicles. Try to ride in taxis or ride share vehicles that have seat belts available in all seating positions.
  • Avoid riding in overcrowded, overweight, or top-heavy buses or minivans.

Current global road safety efforts

United Nations Global Road Safety Week occurs every other year in May. The May 2023 Global Road Safety Week was dedicated to rethinking mobility. It also served to increase dissemination of the Decade of Action for Road Safety (2021–2030) .

The World Day of Remembrance for Road Traffic Victims occurs every year on the third Sunday in November. It honors the millions of people who are killed and injured in crashes every year, as well as emergency responders who treat road traffic victims.

The 3 rd Global Ministerial Conference on Road Safety , held in Sweden in February 2020, produced the Stockholm Declaration . This statement acknowledges that substantial progress was made to improve road safety during the first Decade of Action for Road Safety (2011-2020) . It mentions some key achievements, such as enhanced global coordination on road safety, greater engagement with non-governmental entities, production and dissemination of road traffic injury prevention resources, and increased global commitment to focusing on and providing resources for road safety.

However, the statement also recognizes that all countries still face formidable road safety challenges. It describes lessons learned from the first Decade of Action, including the need to promote an integrated approach to road safety, the importance of identifying and implementing long-term and sustainable road safety solutions, and the need for continued emphasis on collaboration across sectors.

The statement also reaffirms commitment to the Sustainable Development Goals (SDGs)—especially road safety-related targets 3.6 and 11.2.

  • SDG Target 3.6 called for a 50% reduction in road traffic crash deaths and injuries by 2020.
  • SDG Target 11.2 calls for safe, sustainable, and accessible transportation systems for everyone, with an emphasis on people in vulnerable situations, women, children, older adults, and people with disabilities.

In addition, the Stockholm Declaration emphasizes the protection of vulnerable road users (such as pedestrians, cyclists, and motorcyclists), the importance of adopting and enforcing evidence-based policies to reduce transportation risk behaviors, the critical role of advanced vehicle safety technologies, the importance of shifting to cleaner and healthier modes of transportation, and our shared responsibility to reduce road traffic deaths and injuries.

The United Nations General Assembly held a high-level meeting on global road safety from June 30 - July 1, 2022 , to unite stakeholders, assess road safety progress, address gaps and challenges, and plan for future action to reduce road traffic deaths and injuries worldwide.

The safe system approach

The Safe System Approach is a holistic approach to road safety that works to protect all road users, acknowledges that humans make mistakes, and accounts for human vulnerability. It emphasizes that road systems should be built in a way to reduce human error and protect humans from death and severe injury when they make mistakes 3 . The Safe System approach 4 also reiterates that road safety is a shared responsibility among all stakeholders and that proactive approaches can be taken to improve road safety.

Safe System Approach core elements include safe road users, safe vehicles, safe speeds, safe roads, and post-crash care. A few examples of implementing Safe System principles include creating separate spaces for cars and pedestrians, reducing speeds, engineering roads to facilitate safe driving, and safer vehicles that incorporate technology to reduce the occurrence and severity of crashes.

Some countries such as Australia, the Netherlands, New Zealand, Spain, and Sweden have embraced and implemented the Safe System approach for many years and have had success in reducing road traffic deaths and injuries 5 .

What CDC is doing

CDC recognizes the new United Nations (UN) Decade of Action for Road Safety (2021–2030) and its priorities. This second Decade of Action was established by the UN General Assembly resolution 74/299 "Improving global road safety" and adopted in August 2020. The new Decade of Action re-establishes the goal of reducing road traffic deaths and injuries across the world by 50% from 2021–2030.

It also reiterates a set of 12 voluntary global road safety performance targets developed and finalized by World Health Organization (WHO) Member States in 2016–2017 in response to World Health Assembly resolution 69.7 . The targets are intended to help countries accelerate road traffic injury reduction and road safety improvements, as well as assess their road safety progress.

A new Global Plan of Action aligning with the Stockholm Declaration , UN General Assembly resolution 74/299 "Improving global road safety," and the new Decade of Action was released in 2021. The Global Plan of Action provides actionable steps based on effective interventions to work towards a 50% reduction of road traffic deaths and injuries by 2030. The continued use of the 12 voluntary global road safety performance targets to monitor and report on road safety progress is encouraged.

CDC has also provided technical and funding support for WHO reports, manuals, documents, and technical packages. For example, S ave LIVES : A Road Safety Technical Package (2017) is an evidence-based inventory of priority interventions that can help road safety professionals, governments, and other decision-makers reduce road traffic injuries and achieve the road safety-related Sustainable Development Goal targets ( 3.6 and 11.2 ). It focuses on:

  • I nfrastructure design and improvement
  • V ehicle safety standards
  • E nforcement of traffic laws
  • Post-crash S urvival

Traffic Conflict Techniques for Evaluating Road Safety Interventions

The Traffic Conflict Technique (TCT) Toolkit is a comprehensive guide that describes five different methods to evaluate the impact of a road safety intervention by collecting and analyzing traffic conflict data. A traffic conflict occurs when two or more road users are at risk of colliding if their movements do not change. The TCT Toolkit focuses on pedestrian-vehicle traffic conflicts in and around school zones in low- and middle-income countries. The toolkit was then piloted in three school zones in low- and middle-income countries (Ghana, Vietnam, and Mexico) to collect data and analyze pedestrian-vehicle traffic conflicts. Results showed there was a decrease in road traffic conflicts from before implementation to after implementation in each of the three countries, providing evidence that the road safety interventions were effective. TCTs are relatively low cost, simple, and can help decisionmakers evaluate and prioritize strategies for improving road safety with real-world data. Ina Daly has spent most of her life on the road.

“My dad was a truck driver and that led me to becoming a truck driver,” she said. “What we do in a day, on a daily job would be like a long road trip to most people.”

With nearly 40 years of driving for freight transportation services provider XPO and numerous industry accolades under her belt, including grand champion at this year’s Arizona Truck Driving Championship , Daly is a pro. She’s also a mom and a grandmother who’s happy to share her experiences to make everyone’s road trips better.

“Some of the things I'm telling you are what we truckers tell our family members,” she said. “I've had a lot of accomplishments in my career and going to the National Truck Driving Championships (this month) is a reward, but the bigger reward is being able to share some things … that have the potential to save lives.”

What to do before a long drive

“Make sure that your vehicle’s road trip ready,” Daly said. ”Really pay close attention to your tires, your coolant, your fan belt.”

She notes tire dealers often offer free inspections to ensure tires are properly inflated and undamaged.

AAA spokesperson Aixa Diaz advises getting the whole car serviced before hitting the road.

“If you're a car person and you can, do that yourself at home, by all means,” she said. Otherwise, she recommends getting the oil changed and battery and tires checked professionally. 

To save time and avoid stress, Diaz also suggests filling up on gas the night before leaving and making hotel reservations well in advance, noting that many hotels allow cancellations without penalty up until the day beforehand. 

What do you need before a road trip?

It’s always good to keep an emergency kit with supplies like first aid, a flashlight and extra batteries, and basic tools in the vehicle.

“You want to make sure that if you do have a tire issue, you have the proper tools and jacks in your vehicle to be able to change it,” Daly said. She said warning signals like reflective triangles can also warn other drivers to steer clear in the event of a breakdown.

For road trips, both she and Diaz recommend shelf-stable snacks like protein bars that won’t melt and plenty of water. “Don't think that a bottle or two for everybody is enough,” Daly said. “You've got to have, you know, five or six bottles for everyone.” 

Diaz also recommends wet wipes, blankets during the winter, and any time-sensitive medication or pet food that might be needed in the event of an extended delay.

“These things ideally wouldn't take up too much room in your trunk but they're just good to have in case of an emergency,” Diaz said. “Just think, ‘If I were stuck for a long time, what would keep me comfortable until I was able to (get) help?’”

What I should know before a road trip?

“Everything can be a distraction in the car – the radio, the kids, etc. But the phone is a big one,” Daly advised. “When you’re driving, that thing should not ever be in your hand.”

More than 3,500 people were killed on U.S. roads in 2021 because of distracted driving, according to the National Highway Traffic Safety Administration . 

Daly also recommends watching out for distracted drivers.

“You can tell a distracted driver by their fluctuating speed,” she warned. “They're drifting in their lane. Their head is looking down instead of focusing on the road. You want to give those people a wide berth.”

How long will a road trip take?

Road trips always take longer than expected because of traffic, construction and other things that arise en route.

Diaz says to expect at least an hour longer than whatever the GPS predicts. Daly recommends leaving at least two hours early.

“You don't want that stressful drive,” Daly said. “You’re hurrying. That lends to bad driving behaviors like tailgating and speeding, which leads to accidents. Don’t put yourself in that situation.”

How many hours a day should you drive on a road trip?

“It just varies so much from person to person, how long they’re comfortable driving,” Diaz said. “We want to err on the side of safety. We want people to be safe on the roads and drive the speed limit and not rush it, but everybody's different.”

Switching out drivers can lighten the load, but no matter who is driving, Daly said, “If you're starting to feel a little, less attentive, maybe a little fatigued, it’s time to take a break.”

What time is best to drive?

“We always recommend, especially during the holidays, leave early in the morning,” Diaz said. “The later you leave in the day, the worse it's going to be because a lot of times during the week … you're going to mix with those commuters on the road.”

“Some people enjoy night driving,” she added. “Once you get to like 8 p.m., 9 p.m. traffic comes down a lot.” 

However, she noted drivers who leave in the evening should watch out for fatigue and plan to drive less than if they started fresh in the morning.

How do you take a good road trip with kids? 

When possible, Daly recommends having a designated passenger to help with kids so the driver can focus on the road.  

Another important thing is to keep seatbelts on the whole way.

“Kids have a tendency to take those off,” Daly said. “Make sure they stay buckled up. I've seen some horrible things out there.”

What do kids need on a road trip?

Entertainment helps pass the time, but it doesn’t have to be digital. There are all sorts of screen-free road trip games . 

Diaz recommends printing a map or list of sites or cities for kids to watch for along the way.

“You know, yell it out or mark it on your sheet,” she said. “Have some crayons in the car with them so they're following along on the trip, and they feel like they're part of it.”

“Point out historical landmarks and scenery; enjoy nature,” Daly echoed. “That's one of the things that we truck drivers love about our jobs is we get to see the country and nature.”

Stop at points of interest every few hours or simply for everyone to stretch their legs.

And for those times when kids are on screens, make sure to pack car chargers.

What is the best way to save gas?

Don’t speed. 

“Fuel economy peaks at around 50 miles per hour on most cars, and then it drops off as the speeds increase,” Diaz said. “You think, ‘OK, if I just go 70, I'm going to get there faster, and it'll be better,’ but essentially, you're just wasting gas at that point." Fuel economy can be increased by as much as 15% by reducing highway speeds by 5 to 10 miles per hour, she said.

Don’t idle unnecessarily either, like at rest stops.

“Your car engine consumes about a quarter to a half a gallon of fuel per hour while it's idling,” she said. “But a warm engine only takes about 10 seconds’ worth of fuel to restart, so if it's safe to do so, just shut off your engine.”

What happens if my tire blows out?

“When you blow a tire, kaboom, it freaks you out. Do not panic,” Daly said. “Don't slow down abruptly or brake hard or jerk the wheel because that will cause you to lose control and have an accident.”

“Just focus on steering,” she added. “Slow very gradually, off to the side of the road in a safe area, and you won’t have any issue from your blown tire.”

How do you drive around semitrucks?

“Be aware of our needs and limitations,” Daly said. “You know we’re big. We need a lot of space around us. We have big blind spots. … If you can’t see the truck driver’s face in the mirrors of the truck, the truck driver can’t see you.”

She advised against passing on the right. 

“If you have to pass quickly, don’t linger over there. We see people driving over there for the shade (and it) puts us in a very dangerous situation,” she said. “And don’t cut in front of us and then hit your breaks. People don’t like to follow a truck because they can’t see around us, so they pass us and then cut in front of us.”

“It takes away that safety cushion we leave in front of us,” she added. “When you see all that space in front of a truck, that's not for your convenience so that you can pass us and cut into it. That’s for our safety and yours.”

By the same token, she advised fellow drivers to leave plenty of space in front of their own vehicles, so they have enough room to stop quickly in an emergency. If another driver cuts into that space, she suggested, “Take a break. Slow down again. Recreate that space. Bite your tongue and think pure thoughts.”

That last tip may not be so easy.

4 dead as severe storms hit Houston area; hundreds of thousands lose power in Texas

Emergency crews in southeast Texas were clearing debris and assessing flooding on Friday after powerful storms tore through the state , killing at least four people and knocking out power to nearly 800,000 customers.

The winds — which reached 100 mph — were reminiscent of 2008's Hurricane Ike , one of the costliest natural disasters in American history, Houston Mayor John Whitmire said in a briefing Thursday. A widespread 3 to 6 inches of rain fell north of Houston, with one of the highest totals reaching around 6.9 inches in 24 hours near Romayor.

The storm also battered New Orleans overnight, with severe thunderstorms and flooding possible again through Saturday morning, according to the local branch of the National Weather Service .

In Texas, the destruction was evident even before sunrise, with high winds tearing out windows of high-rise buildings in downtown Houston and inundating the region with flooding. Streets were littered with glass, electrical lines and other detritus.

“I know that many people lived through, and are still living through, scary situations with the terrible strong winds that blew across our county tonight," Harris County Judge Lina Hidalgo said in a statement Friday morning.

"Damage assessments are ongoing, and we cannot know how long it will take to clear debris without those assessments completed, but from initial reports the debris looks very significant," Hidalgo said.

Classes were canceled for the 400,000 students in the Houston Independent School District.

Officials urged all but essential employees to work from home if possible, and the Houston Police Department told residents to avoid traveling downtown.

Two of the four people who died in Texas were killed by falling trees, while a third died when a crane blew over, Houston Fire Chief Samuel Peña said at a news briefing. No information was given about the fourth. Whitmire said a possible fifth death is being investigated, but it’s not yet clear if it was related to the weather.

Texas Gov. Greg Abbott thanked emergency personnel in a statement, saying work is ongoing to assist communities affected by the storms.

At one point, more than 900,000 customers were without power statewide; that remained true for around 670,000 as of 3 p.m. CT,  according to poweroutage.us . Nearly all of those were in Houston’s Harris County.

Heat and humidity in the city will ramp up into the weekend, which could lead to health concerns if power is not restored quickly. Temperatures could be as high as 91 degrees with a heat index of 97.

Across Houston, photos and videos on social media showed intense flooding and downed trees, as well as toppled electrical towers and power lines .

In a video posted to Facebook , rain was seen leaking into Minute Maid Park, where the Houston Astros play. Another video showed baseball fans leaving the stadium amid the bad weather.

Strong winds appeared to have blown off roof panels at a Hyatt Regency Hotel in Houston, a video posted to X showed. Other footage shared on the platform showed blown out windows in a building in the city's Wells Fargo Plaza.

Severe Weather in Houston Texas

Whitmire described downtown Houston as a “mess” and warned that “many roads are impassible due to downed power lines, debris, and fallen trees.” 

Firefighters were removing live wires from Route 290 and most city traffic lights were down, he added. 

In Louisiana, the severe weather knocked out electricity for some 215,000 customers, many in and around New Orleans. Around 115,000 remained without power as of Friday morning.

A swath of the southeast coast, stretching from Louisiana, through Mississippi, Alabama and into the Florida Panhandle, was under a flood watch early Friday.

The National Weather Service said in an afternoon update that unsettled weather, including the possibility of excessive rainfall and severe thunderstorms, will persist across the Southeast through Saturday.

Around 7 million people along the central Gulf Coast remain under flood watches.

“A few tornadoes, scattered damaging winds, and hail all appear possible over the central/eastern Gulf Coast area,” according to the National Weather Service.

The agency also noted a risk of severe thunderstorms in portions of the northern Plains through Friday evening.

Do Not Travel to:

  • Arauca, Cauca (excluding Popayán), and Norte de Santander departments due to crime and terrorism.
  • The Colombia-Venezuela border region due to crime, kidnapping, and risk of detention when crossing into Venezuela from Colombia.  

Country Summary: Violent crime, such as homicide, assault, and armed robbery, is widespread. Organized criminal activities, such as extortion, robbery, and kidnapping, are common in some areas.

Terrorist groups and criminal organizations continue operating and carrying out attacks in Colombia. They may attack with little or no warning, targeting transportation hubs, markets/shopping malls, local government facilities, police stations, military facilities, hotels, clubs, restaurants, airports, other public areas, and U.S. government facilities.

Demonstrations occur regularly throughout the country and can be about a variety of political or economic issues. They can shutdown roads and highways, often without prior notice or estimated reopening timelines. Demonstrations and road closures may significantly reduce access to public transportation and may disrupt travel within and between cities. Protests can become violent and can result in fatalities and injuries.

U.S. direct-hire government employees must adhere to the noted restrictions:

  • They are not permitted to travel by road between most cities.
  • Colombia’s land border areas are off-limits to U.S. government personnel unless specifically authorized.
  • They may not use motorcycles.
  • They may not hail street taxis or use public buses.

The Colombia-Venezuela border is not clearly marked, and U.S. citizens should not go near the border due to the risk of crossing into Venezuela accidentally.

LONDON – King Charles III plans to travel to France next month for British ceremonies marking the 80th anniversary of the D-Day landings, while skipping the larger international event a few miles away as he continues to be treated for cancer.

Charles and Queen Camilla are expected to attend a ceremony at the British Normandy Memorial at Ver-sur-Mer on June 6, Buckingham Palace said Friday. The Prince of Wales will stand in for the king at the international ceremony at Omaha Beach near Saint-Laurent-sur-Mer, joining heads of state and veterans from around the world in marking the anniversary.

William will also attend the Canadian event at the Juno Beach Centre in Courseulles-sur-Mer. The Princess of Wales, who is also being treated for cancer, is not expected to attend.

Charles has begun a carefully managed return to public facing duties after being sidelined for three months following his cancer diagnosis .

The king signaled his comeback when he visited a cancer treatment center in London on May 1. It was his first formal public engagement since Feb. 6, when Buckingham Palace announced that Charles would take a break from public duties to focus on his treatment for an undisclosed type of cancer.

While doctors are “very encouraged” by the king’s progress, he continues to undergo treatment and his schedule will be adjusted as needed to protect his recovery, the palace has said.

Witness at Sen. Bob Menendez's bribery trial says meat-export monopoly made costs soar

NEW YORK – A witness at Sen. Bob Menendez's bribery trial testified Friday that the cost of certifying that meat sent to Egypt followed Islamic dietary requirements skyrocketed after a single U.S. company was given a monopoly in a cozy deal prosecutors say the Democrat arranged in return for bribes.

James Bret Tate, a U.S. diplomat who was based in Cairo for several years and promoted U.S. agricultural interests, told a Manhattan federal court jury how Halal meat certification ended up in the hands of a single company run by Menendez's codefendant, Wael “Will” Hana, rather than several companies that had done it in the past.

Prosecutors say Menendez, 70, of Englewood Cliffs, New Jersey, was behind the creation of the monopoly as a partial payback for bribes he received from Hana, a friend of Menendez's wife. Among charges lodged against Menendez were bribery, extortion, fraud and obstruction of justice and acting as a foreign agent of Egypt. He and Hana have pleaded not guilty to all charges, along with a third businessman and codefendant, real estate developer Fred Daibes.

Tate said the cost of certifying a container the size of an 18-wheel truck carrying 23 tons of meat rose dramatically from between $200 and $400 a container to more than $5,000 for the same service after Hana's company gained its monopoly.

“The fee increased drastically,” Tate testified, saying he was trying to expand the number of companies that could export meat to Egypt in 2019 from the four that were already doing so when he was abruptly informed that Egypt wanted a single company to handle it and had specified that it be Hana's company.

Tate said he was surprised because Hana had no experience in the field and seemed so clueless that he had asked him at a meeting how certification worked.

Tate was the second witness to testify at a trial that began Monday with jury selection that stretched into three days. The senator's wife, Nadine Menendez, was also arrested when charges were unveiled last fall, but her trial hast been delayed after she was diagnosed with breast cancer, her husband revealed Thursday. She has pleaded not guilty.

Prosecutors said they will prove during a trial projected to last up to two months that Menendez and his wife accepted gold and hundreds of thousands of dollars in cash to help three New Jersey businessmen in various ways.

In an opening statement Wednesday, Assistant U.S. Attorney Lara Pomerantz said the Egyptian government had “dropped a lucrative monopoly into Hana's lap.”

“Hana didn’t actually have any experience in this business. Zero. But you’ll learn that what he did have were connections in the Egyptian government and a U.S. senator in his pocket promising military aid,” she said.

On Thursday, Hana's attorney, Lawrence Lustberg, said in an opening statement that his client did nothing wrong in building his business.

“The decision was Egypt’s, it was not an American decision,” he said. And he said nothing had been asked of Menendez related to the business since Hana had relations with Egyptian officials.

“No crime at all,” Lustberg said. “We are a country of immigrants, among them the tight-knit Egyptian community of which Will Hana is a part.”

Lustberg said Hana's company in March 2021 signed a five-year contract to certify all U.S. meats sent to Egypt after Egypt concluded that U.S. companies which had been doing it were doing a poor job.

“Mr. Hana continues to keep these halal contracts, not because of connections with Mr. Menendez, but based on the merits,” the lawyer said.

At the time of the events at stake in the trial, Menendez held the powerful post of chairman of the Senate Foreign Relations Committee, a position he was forced to relinquish after his arrest.
