15 BEST Tarlac Tourist Spots (Places to See & Things to Do)

Tarlac is one of the lesser talked-about provinces in the county. In case you’re wondering what are the places to see and things to do here, we’re here to guide you!

Tarlac derived its name from a Hispanized derivation of the Pangasinan word “malatarlak,” which pertains to the talahib weed. Today, the province celebrates the Malatarlak Festival every year in honor of its roots and the Aetas, an indigenous group who first built civilization in these lands.

This province is mostly known for its historical sites, rice and sugar plantations, and various nature attractions such as mountains. It is a landlocked province, which means it has no beaches — but it has river banks and waterfalls where you can cool off during the summer. Tarlac is also dubbed as the Melting Pot of Central Luzon since it is home to different ethno-linguistic groups including the Tagalog, Kapampangan, Ilocano, and Pangasinense. As such, you can expect to find different regional cuisines here!

Pinatubo crater lake

Mount Pinatubo is one of the most popular nature hikes in the Philippines. This active volcano laid dormant for 600 years until its violent eruption in 1991. It produced million tons of gas cloud into the stratosphere, which even temporarily lowered the global temperature by 1°F.

This active stratovolcano is located on the tripoint boundary of Zambales, Tarlac, and Pampanga. Via Tarlac, the jump-off point to Mount Pinatubo can be found at Barangay Sta. Juliana in Capas. From here, you need to ride a 4×4 vehicle, passing by barren landscapes and Aeta communities along the way. Then you need to trek the rest of the way to the crater lake of Mount Pinatubo.

Monasterio de Tarlac is one of the most popular tourist attractions in Tarlac. It is not only frequented by residents who attend the mass but also by tourists who are interested in its surrounding view.

Built in 2001, this monastery stands atop the Mount Resurrection Eco Park, which is part of the Zambales mountain range. Here you can appreciate the surrounding plains and mountains and take photos in the 30-feet statue of Jesus Christ, which is similar to the statue of Christ the Redeemer in Brazil.

Aside from these, Monasterio de Tarlac also holds a relic of the True Cross , which is purportedly the wooden cross on which Jesus Crist was crucified. Brought from Germany to the Philippines, the relic is now enshrined in the monastery chapel where it is touched by the faithful after every mass. Twice a year, the relic is taken out for open veneration to commemorate its enshrinement and to celebrate the anniversary of the Servants of the Risen Christ Monastic Community.

The twin falls is tucked behind the ANZAP (ASEAN-New Zealand Afforestation Program) in Mayantoc, Tarlac. Getting here is challenging, as the roads are not yet developed. From Mayantok, it will take you about 5 hours of trekking. Alternatively, if you’re coming from San Jose, you can drive across rough roads and then trek for 30 min to 1 hour to reach the waterfall.

Ubod Falls is said to be one of the most beautiful waterfalls in Tarlac. Located within the wilderness in San Clemente, it stands about 160 feet high with a basin good for swimming and a cliff that is a potentially good site for rappelling.

It’s recommended to visit here only if you are physically fit, as the route is challenging. First, you need to trek following a river upstream and then climb up the rope segments of Si-el Falls, one of the two small waterfalls in the area. From there, trek for another 15 minutes to get to Ubod Falls.

Mount Damas is a popular hiking destination in Tarlac due to its scenic views. Its peak is situated 685 meters above sea level, offering panoramic 360-degree views of the plains and mountain ranges of Tarlac and Pangasinan .

It’s located within the borders of the towns of Mayantoc, Camiling, and San Clemente. The jump-off point is located at Dueg Settlement in San Clemente (or alternatively at Barangay Papaac in Camiling), and the trek from the jump-off point to the summit takes about 7 hours. Some mountaineers do this as a day climb, while some opt for an overnight hike to witness the sunrise and sea of clouds (similar to Mount Pulag ) and to do a side trip to Ubod Falls.

Although the mountain is relatively small, the activity is still considered a major hike due to difficult trails. You need to trek, do river crossings, rock rappelling, and 45- to 60-degree ascent and descent via bamboo ridges. The trail is even more challenging when it is wet and muddy.

Mount Telakawa is another favorite hiking destination in Tarlac. It is located at the foot of Mount Pinatubo with a summit elevation of 645 meters above sea level, which offers breathtaking views of the volcanic mountain, lahar fields, and woodlands.

The mountain derived its word from “telakawa,” which means a pot placed upside down due to its shape. Its trail is mostly similar to that going to Mount Pinatubo, except that it is preferred by those who are up to a more challenging hike.

To get here, you need to pass through a river and the lahar fields in Crow Valley, with the option to meet with the Aeta community in Sitio Daig. Then you need to follow a gradually ascending trek amidst tall grasses to reach the summit. Most hikers camp at the summit for an overnight hike, so they can witness an amazing sunrise.

Maps of The Philippines

Physical map of the Philippines. It shows the physical features of Philippines including its mountain ranges, major rivers and lakes.

The Philippines, an archipelago in Southeast Asia, situates itself in the western Pacific Ocean . It shares maritime borders with Vietnam to the west, Taiwan to the north, Palau to the east, and Malaysia and Indonesia to the south. The archipelago encompasses a total area of approximately 300,000 km 2 (about 115,830 mi 2 ). The geographical profile of the Philippines is broadly divisible into three regions: Luzon, Visayas, and Mindanao.

Luzon , the largest and most populous island in the Philippines, rests in the northern part of the country. The northern part of Luzon features a rugged topography dominated by the Cordillera Central mountain range, including Mount Pulag, the second highest peak in the country. The Sierra Madre mountain range stretches along Luzon's eastern coast, providing a natural barrier against typhoons from the Pacific Ocean. Luzon's central area, known as the Central Plains, contains fertile agricultural land and numerous rivers, including the country's longest, the Cagayan River. The Bicol Peninsula to the southeast exhibits a mixture of flatlands and mountainous regions, notably hosting Mayon Volcano , one of the most active in the country.

Visayas , the central region of the Philippines, consists of several islands surrounded by the Philippine Sea to the east, the Sulu Sea to the west, and the Visayan Sea in the middle. The region comprises three main island groups: Western Visayas, Central Visayas, and Eastern Visayas. It exhibits a combination of mountainous terrain, coastal lowlands, and rolling hills. Panay Island in Western Visayas is notable for its central mountain range and fertile plains. Central Visayas includes Cebu, the country’s most densely populated island, and Bohol, known for its Chocolate Hills—a geological formation of over a thousand hills. Eastern Visayas, home to Samar and Leyte, presents a landscape dominated by extensive mountain ranges, narrow coastal plains, and low, rolling hills.

Mindanao , the second-largest island in the Philippines, anchors the southern region of the country. It features a broad range of landscapes from mountainous regions, such as the Diwata Range in the east and the Kitanglad Range in the north, to fertile valleys, such as the Bukidnon-Lanao Plateau and Cotabato Valley. The region also includes the country’s highest peak, Mount Apo . The island is almost equally divided into coastal lowlands and interior highlands, with the former being conducive to agricultural activities.

Bodies of Water : The Philippine Sea, a marginal sea of the Western Pacific Ocean, lies to the east and north of the archipelago. On the western side, the South China Sea provides a natural maritime boundary. Internally, the country contains Laguna de Bay , the largest lake, located in Luzon, and Lake Lanao in Mindanao, the second-largest. Both lakes serve vital roles in providing hydroelectric power, irrigation, and drinking water.

The archipelago possesses an extensive river system. The Cagayan River in Luzon, the country's longest, starts from the Caraballo Mountains and drains into the Babuyan Channel. The Pasig River, which flows through the capital city of Manila , connects Laguna de Bay to Manila Bay. In Mindanao, the Rio Grande de Mindanao and the Agusan River are major river systems, vital for agriculture, fishing, and transportation.

Islands : Comprising over 7,600 islands , the Philippines' two largest islands are Luzon and Mindanao. In the Visayas, notable islands include Cebu, Bohol, and Negros. The country also has several significant smaller islands, such as Palawan to the west of Visayas, known for its biodiversity, and Boracay, internationally recognized for its white-sand beaches. The Spratly Islands, a group of islets and reefs in the South China Sea, form part of the Philippines’ territorial disputes with several neighboring countries.

In anti-gambling Tarlac, how did a POGO rise in small town Bamban?

Tarlac Governor Susan Yap delivers her message during the celebration of the 151st Araw ng Tarlac at the Provincial Capitol on Tuesday, May 28.

Joann Manabat

TARLAC, Philippines – Add this to the reasons having Philippine offshore gaming operations (POGOs) in Mayor Alice Guo’s Bamban is odd: the small town is part of the province of Tarlac, which has adopted an anti-gambling policy.

In fact, the governor, who has authority over a municipal mayor, claimed she didn’t know that these POGOs existed in her province. Guo is her party mate.

Tarlac Governor Susan Yap told reporters on Tuesday, May 28, that the March raid at the Baofu compound owned by the Bamban mayor came as surprise to the provincial government. Licensing agencies, such as the Philippine Amusement and Gaming Corporation (PAGCOR), excluded the provincial government in the consultation on POGOs, she said.

“The licensing agencies have excluded us in the process. In our peace and order council, there was never a POGO operation [discussed]. I don’t know how long they have been operating,” the governor said in a chance interview during the Araw ng Tarlac celebration on Tuesday.

Based on PAGCOR’s application process for locally-based POGO operations , a letter of no objection (LONO) from the city of municipality where the gaming operations will be conducted is the only document required from the local government unit.

Other documentary requirements are:

  • A letter of intent
  • Offshore gaming license for a local-based operator application form
  • Company registration, company profile
  • Full disclosure of business plan
  • Personal disclosure sheet of all officers
  • IP blocking certification
  • Proof of payment

The Sangguniang Panlalawigan (SP or provincial board) in January 2021 passed a resolution denouncing illegal online and offshore gambling and cybercrime operations in Barangay Anupul. The resolution also declared the anti-illegal gambling policy of the province.

The resolution stemmed from a joint blotter entry operation on December 2, 2020, with the National Bureau of Investigation (NBI) together with the Bureau of Immigration at the then-Baofu Real Estate Company Limited.

A total of 332 foreign nationals, mostly of Chinese origin, were arrested and turned over to the NBI over alleged online illegal gambling, internet fraud, and other cybercrime operations in the December 2020 joint operation.

According to the Tarlac public information office, the resolution was issued by the SP as there were already unconfirmed reports about the operations as early as 2020.

“Everything was only confirmed when the first raid in February 2023 happened. That was the only time that all Tarlaqueños, except those who are in the POGO operation, learned about its existence,” Tarlac PIO told Rappler on Wednesday, May 29.

“Anya mebigla ya kasi despite a resolution from SP, atin pa mu rin mitalakad a POGO. Anya bayu raid last year, ing sablang balu ning governor at SP, ala talagang POGO. But then again, ing PAGCOR dininan nala pala lisensya at itang dating mayor meg lual ya no opposition,” Tarlac PIO explained.

“Eya mireport yan keng peace and order council mi Tarlac kasi misalikut ya. Only the operators, pagcor and the then mayor and sb knew about it. Another thing, detang building mangaragul malls at commercial establishments la nyang telakad dala.”

(That’s why she was surprised because despite a resolution from SP, a POGO was still established. That’s why before the raid last year, the governor and the SP knew no POGO. But then again, PAGCOR gave them a license and the former mayor issued no opposition.

It wasn’t reported in the peace and order council in Tarlac because it was concealed. Only the operators, PAGCOR, the mayor and Sangguniang Bayan knew about it. Another thing, the tall buildings were supposed to be malls and commercial establishments when they were constructed.)

Based on records of the SP, no resolution was issued to authorize any entity to engage in or operate an online and offshore gambling within the province.

“We have done so much to make our province known. That (Bamban’s POGOs) is an isolated one. There’s no POGO here so far. So that’s my directive. I am active in our peace and order [council]. That never came out [in the meetings],” said Yap.

Yap emphasized that the situation in Bamban, including that of Alice Guo, is an “isolated case.” It was the first time the governor addressed the issue “in detail,” according to its provincial information office.

Yap’s remarks came as the Department of the Interior and Local Government (DILG) initiated proceedings to revoke Guo’s authority over the local police and recommended her suspension to the Ombudsman.

“This is an isolated case. And the national government, the Senate, is already doing the investigation. We have been very cooperative with DILG as to all the investigations they are doing,” Yap said.

Party mates in NPC

According to Yap, the Nationalist People’s Coalition (NPC) where she belongs is also waiting for the outcome of the investigations involving Guo.

The NPC is also looking into Guo, who joined the party after winning the 2022 elections.

“No case has been filed against her. So we (NPC) wait for that also and find out. Until something substantial comes out of all these investigations and cases where she can prove herself, then we’ll take action.,” she said.

Yap said she only met Guo a few months after she became the mayor of Bamban. Most of their engagements were work-related, the governor said. – Rappler.com

According to Tarlac Governor Susan Yap, licensing agencies such as the Philippine Amusement and Gaming Corporation (PAGCOR) did not involve the provincial government in the consultation on POGOs. There are also allegations that only the operators, PAGCOR, the mayor, and Sangguniang Bayan were aware of it. Governor Yap and Mayor Guo are party mates, and most of their engagements are work-related, but not all. This may be related to a significant amount of money.
