The travel declaration system in the Philippines has undergone several transformations to streamline the entry process for travelers amidst and post the COVID-19 pandemic.

his article aims to clarify this overhaul. Specifically, the transition from the One Health Pass registration to its successors, the eArrival card for the Philippines and the eTravel.

The One Health Pass as originally named is no longer in use, but you still need to make a travel declaration before visiting the Philippines.

Below, we provide all the information you need to navigate the changes of the Philippine Arrival Card system , ensuring a hassle-free journey.

What Was the One Health Pass for the Philippines?

Initially introduced as a COVID-19 measure, the One Health Pass served as a crucial document for travelers entering the Philippines.

The Philippines One Health Pass registration form facilitated health and safety protocols by requiring travelers to submit their health information before arrival.

Has the One Health Pass for the Philippines changed?

The Philippines Arrival Card/ travel declaration was first introduced as a COVID-19 measure and has changed names several times since.

The document was originally named the One Health Pass for the Philippines. It was then renamed the eArrival Card in October 2022 .

This changed again in December 2023. It is now called the One-Stop Electronic Travel Declaration System or eTravel .

What replaced the one health pass for the philippines.

The One-sTop eTravel Declaration has replaced the One Health Pass as the official travel declaration document for entering the Philippines.

Whenever you see one of these names — One Health Pass, eTravel, One-Stop Electronic Travel Declaration System, or eArrival Card for the Philippines — they are referring to the same online declaration .

Registration is now a permanent entry requirement for Japanese citizens and all other international visitors entering the country. You must apply before entering the Philippines. You can register right here with EasyPhPass .

What Is the Philippines One Health Pass Now?

The document formerly known as the One Health Pass has evolved into the eTravel Arrival Card for the Philippines. This change is part of the country’s efforts to enhance travel safety and efficiency.

The eTravel, like with its predecessors the One Health Pass and eArrival Card, is a mandatory requirement for entry . However, It is faster to use and more simplified than previous Arrival Card for the Philippines forms.

Do I Complete the eTravel Form the Same Way as the One Health Pass?

The Philippines One Health Pass registration form was discontinued in October 2022 and the eArrival Card registration in December 2022. You now have to complete an eTravel registration form. However, it is very similar to the previous iterations.

To complete your eTravel registration, visit the official EasyPhPass website . The process involves filling out a simple form with your personal and travel information.

Make sure you do this within 72 hours of your arrival in the Philippines to meet the entry requirements. Please note that each Philippine Arrival Card is only valid for a single entry to the country .

If you plan to visit the Philippines multiple times, you’ll need to register with eTravel for each entry .

Information Requirements for the One Health Pass (now eTravel) for the Philippines

To successfully complete the eTravel form online, you need to supply the following :

  • Personal Information: Including full name, date of birth, and citizenship
  • Passport data. Including document number, passport issuing country, and dates of issue and expiry
  • Contact Information: Including email address and mobile/cell phone number
  • Travel details: You need to indicate the date of arrival in the Philippines

After completing the processing payment for the Philippine Arrival Card, you’ll be asked to supply some additional information . This includes:

  • The purpose of the trip
  • Your occupation
  • The type of transport you’ll be using 
  • The flight/vessel number
  • Your port of arrival
  • Your home address
  • Your address/contact in the Philippines

You also need to provide information about your current health status . This includes if you have had contact with any disease or have been sick in the past 30 days.

Please note this additional information does not need to be submitted at the time of the initial application . You can do it later by clicking a link on the confirmation email we send. However, you need to supply it before your arrival.

How do I know if my OHP (eTravel) to enter the Philippines is approved?

Similar to the previous One Health Pass download, you receive a QR code upon completing the eTravel registration . Once we receive all your information, we send it by email.

This code is essential for entry to the Philippines and must be presented upon arrival . If you encounter any issues or do not receive your QR code, contact the EasyPhPass support team immediately for assistance.

One Health Pass replaced with PHL’s ‘simpler’ eARRIVAL CARD system

The Department of Tourism (DOT) on Friday (Oct. 21) welcomed the national government’s introduction of the eARRIVAL CARD as a means to provide a more convenient and stress-free experience for Filipino and foreign travelers arriving in the Philippines.

According to Tourism Secretary Christina Garcia Frasco, the inception of the eARRIVAL CARD as a replacement of the existing One Health Pass (OHP) entry requirement for travelers fulfills part of the Marcos administration’s objective to ease the country’s remaining stringent entry protocols in order to attract more travelers and boost the country’s tourism recovery.

The eARRIVAL CARD stemmed from the DOT’s proposal to remove the OHP especially amidst numerous complaints from inbound travelers to the Philippines and, to improve the same, benchmarking more convenient arrival protocols in the ASEAN such as Singapore. Following the DOT’s coordination and discussions with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), Department of Health (DOH), Bureau of Quarantine (BoQ), and other member agencies of the IATF, the OHP requirement has now been lifted.

Prior to the adoption of the new eARRIVAL CARD, travelers were required to register for the OHP a few days before their travel and accomplish the electronic Health Declaration Checklist (eHDC) on the day of departure.

Compared to the previous OHP system, the eARRIVAL CARD also removes unnecessary information fields, allowing the easier and faster completion of the traveler registration process. For instance, tourism-related fields were significantly cut by half, from 20 items under the OHP to now less than 10 items in the eARRIVAL CARD. Fields such as traveler occupation and educational attainment were also removed.

Upon providing their travel details, personal information, health declaration, and vaccination details on the eARRIVAL CARD website: www.onehealthpass.com.ph , travelers will be issued with a unique QR code.

Travelers must then capture a screenshot of the QR code on his/her mobile or computer device and present this to the BoQ officers at their destination airport in the Philippines.

Further, there is no need for travelers to download and install a mobile app to register, as the eARRIVAL CARD is a browser-based system.

In the event that a traveler is unable to complete their eARRIVAL CARD, the BoQ has staff stationed at the airport to assist in the travelers’ registration. Serving as an important step in the national government’s shift towards a paperless system, the eARRIVAL CARD will eventually remove the need for travelers to fill up the physical arrival cards done upon their arrival in the Philippines.

Aside from the shorter and easier registration process for inbound travelers, the DOT also lobbied to make the eARRIVAL CARD aesthetically appealing by incorporating Philippine sceneries and neutral colors in the design. To promote accessibility and ease of use among travelers, the eARRIVAL CARD registration page also utilizes sectioned fields instead of a single long web page.

According to Secretary Frasco, the eARRIVAL CARD will continuously be improved by the DOT and the DICT, as the agencies work towards making travel into the country more convenient by streamlining the information requirements of agencies including the DOH, BI, and the BoQ into one unified database.

“We at the DOT look forward to continuing this synergistic approach to the improvement of the overall tourist experience through close collaboration with our partner national government agencies under the guidance of President Marcos. Our shared aspiration is to provide travelers with better and stress-free services through continuous improvement of tourism enabling mechanisms in the country, digitalization, and liberalized entry protocols that provide the least inconvenience to travelers and convey that the Philippines is open and ready to receive travelers,” Secretary Frasco said.

CEBU CITY, Philippines – Starting November 1, the Philippine government will require travelers arriving from other countries to fill up its new eArrival Card.

This replaces the existing One Health Pass, done via app or website, which is the current health data form requirement for arriving international passengers.

According to a statement on the Department of Tourism’s (DOT) website published on Friday, October 21, the new eArrival Card is “simpler” and removes unnecessary questions from the health declaration form.

“Compared to the previous OHP system, the eArrival Card also removes unnecessary information fields, allowing the easier and faster completion of the traveler registration process. For instance, tourism-related fields were significantly cut by half, from 20 items under the OHP to now less than 10 items in the eArrival Card,” the DOT said.

The DOT said questions such as the traveler’s occupation and educational attainment were removed.

It also said those who were unable to complete the forms prior to departure or were unaware of the requirement can accomplish it upon arrival with assistance from Bureau of Quarantine staff.

Filipino and foreign travelers arriving in the Philippines will have to use an electronic arrival card from now on, according to the Department of Health (DOH).

The DOH said eArrival cards will replace its online contact tracing platform One Health Pass, following complaints from travelers who find the system "tedious" and "inconvenient."

eArrival card pre-registration becomes mandatory starting Nov. 1. Here's what you need to know about the new platform.

How do I register for my eArrival card?

One may go to onehealthpass.com.ph to temporarily access their eArrival card while the new platform has yet to be launched.

What are the details I have to provide?

The website will ask for the following travel details:

  • the date of departure and arrival;
  • airport or seaport of arrival;
  • whether they're a passenger or crew, an overseas Filipino worker or not, vaccinated against COVID-19 or not;
  • country of origin;
  • airline name; and
  • flight number.

One must then provide their basic information like full name, sex, date of birth, civil status, nationality, email, contact number, and address.

There's also a health declaration tab asking what countries the person visited in the last 30 days; whether they've been exposed to a potential COVID-19 case; and if they've been sick in the past 30 days.

How much is the eArrival card?

eArrival cards are free of charge , and there won't be payment in any way. Beware of fraudulent websites or entities asking for payment upon registration.

How long does it take to register?

Travelers may fill out the eArrival card within 72 hours or three days prior to flight boarding.

Do I have to download an app to use the eArrival card?

No apps are required to use the eArrival card. One, however, must have a stable internet connection to access it on the browser using a smartphone, tablet, laptop, or personal computer.

What's the next step after registration?

Take a screenshot of your QR code or barcode before leaving the eArrival card page. You may also print it if you like.

Travelers who were issued QR codes are pre-qualified for the express lane upon arrival. They no longer need to show other documents to a BOQ officer, though the bureau will still review and verify the information they provided before their actual arrival.

Those with barcodes, meanwhile, will be interviewed by a BOQ officer to manually verify and determine whether they'll undergo a five-day facility-based quarantine and RT-PCR testing.

But a quarantine or a test isn't necessarily the outcome. Once the BOQ officer verifies the information and finds the traveler compliant with the rules, they'll be advised to proceed to immigration promptly.

May I edit the wrong information I mistakenly provided?

As long as your data has not been processed, verified, and tagged as "arrived" by the BOQ just yet, you may edit your information via the website's “Open My Profile” tab.

Editing your information is no longer possible once you've arrived.

In any case, ensure that you double check the information you provided beforehand to avoid concerns.

What if I lost my QR code or barcode?

You may still retrieve your QR code or barcode on the website's “My Profile” tab, if you registered within 72 hours prior to your arrival. Just enter your family name and transaction number then press the login button.

What if I lost my transaction number?

Who needs to register for One Health Pass?

  • International travelers arriving in the Philippines, particularly to Manila, Laoag or Davao.
  • OFW, Non-OFW’s, Balikbayans, & Foreigners.
  • All ages: Each child must have his or her own Form.

How to register at One Health Pass for Returning Filipinos?

The Philippine Bureau of Quarantine (BOQ) now requires all arriving travelers from international flights to present their ONE HEALTH PASS QR CODE prior to boarding their flights to the Philippines.

To get the QR code, you will have to fill out the One Health Pass Declaration Form (e-HDC). The details which will be collected from you include your personal information, health status, and travel history. All information shared in the One Health Pass is collected and processed solely by the Bureau of Quarantine

Each child must have his/her own form. The forms should be filled out individually. Here are the steps you need to do to register at One Health Pass Platform.

Step 1- to be accomplished before your departure date

Visit the website of OHP a few days before your travel and fill out the One Health Pass (OHP) by clicking this link  https://www.onehealthpass.com.ph/e-HDC. (For Non-OFW and Foreign Nationals-Have a pre-booked DOT accredited Quarantine Hotel for 10 days).

Note: For Foreigners and Non-OFWS, RT-PCR Test may be booked and paid in advance through Philippine Airport Diagnostic Laboratory (PADLAB) or may be arranged upon arrival at the PH airport. Book RT-PCR Test in advance through PADLAB at https://www.padlab.ph/DLS/eCIF

A warning will pop up on your screen upon clicking the link. Just read it and click “Okay”. Afterward, a question will be shown which asks if you already register for the One Health pass.

Just answer “No”. And another question will pop up which is “If you are currently in the Airport or are you departing today in the Philippines?

Click NO if your departure will still be days from now. Then, you will need to fill out the One Health pass registration form.

Answer the questions and accomplish the required fields. Click Submit after you accomplish the form. You will then be given your transaction number.

Save your transaction number for your reference because you will need it when you accomplish your electronic- Health Declaration Checklist (e-HDC) at the airport of Departure before arriving in the Philippines.

Step 2- to be accomplished at the airport before your flight

On the day of your flight, before boarding, you need to answer the e-HDC at  https://www.onehealthpass.com.ph/e-HDC .

Important: Only QR codes generated on the date of flight will be considered valid.

A question will pop up if you already registered for One Health Pass, and this time you need to answer “Yes”.

Enter your Transaction Number and your Last name to retrieve your record. After completing the needed details, you will then be given your unique QR code. The QR code is presented before boarding and upon your arrival.

How to get your One Health Pass QR Code

Starting September 1, 2021, the Philippine Bureau of Quarantine (BOQ) will strictly require all arriving international travellers to present their ONE HEALTH PASS Quick Response (QR) Code prior to boarding their flights to the Philippines, particularly to Manila, Laoag, and Davao.

The  Philippine News Agency  reported that all information would be passed on to concerned government agencies such as the Overseas Workers Welfare Administration, Department of Tourism, Maritime Industry Authority, Philippine Coast Guard, and Overseas Shipping Service.

Who needs to get the One Health Pass QR Code?

  • All international passengers arriving in Manila, Laoag, and Davao
  • Returning overseas Filipinos, Non-OFWs, Balikbayans, and foreigners
  • All ages, noting that each child must have his/her own form.

Inbound passengers must first register to the Electronic Health Declaration Checklist (E-HDC) at least five (5) days before the flight to the Philippines to get the One Health Pass QR Code. Continue reading below for the E-HDC registration.

The following steps below will be intended for non-OFWs travellers. If you haven’t registered with One Health Pass or Balikpinas.ph, click ‘ No ‘

STEP 2: Fill out the One Health Pass registration form, including your personal information, residence details, travel details, and vaccine information. All the fields in red and with an asterisk (*) must be filled out or answered. Make sure to provide the correct information as “incorrect information may lead to delays in your release from quarantine.”

STEP 3: Tick the box after reading the ‘ Data Privacy and Affidavit of Undertaking ‘ before clicking ‘ Submit ‘

IMPORTANT! Screenshot or take note of your Transaction number . This will serve as your reference number when you fill out your e-HDC again at the departure airport. However, in case you lost your copy, travellers may recover it via email.

Meanwhile, for those who haven’t done their swabbed test yet, click ‘ Proceed To E-CIF Registration ‘ to pre-register for the RT-PCR test in Manila.

Generate your One Health Pass QR Code

You may only generate your One Health pass QR Code on the day of your flight.

STEP 1: Go to onehealthpass.com.ph/e-HDC and click ‘ Yes ‘ to the question ‘ Have you already registered with One Health Pass / Balikpinas.ph? ‘

STEP 2: Enter your Transaction Number and Last Name and click ‘Search’

STEP 3: Once you access your E-HDC information, scroll down and check for unfilled or answered boxes. Some of these might be:

  • Seat/Bed No.
  • Countries worked / visited / transited for the last 30 days
  • COVID-19 Exposure history
  • Clinical information
  • Comorbidities

STEP 4: Don’t forget to read and tick ‘ Agree ‘ before submitting

STEP 5: Once done, your QR Code will now be generated. You may opt to screenshot the QR Code or print it for easy access. In case you lost it, you will have a copy via email. This QR Code will be required upon arrival in the Philippines.

One Health Pass (OHP): Travelers’ guide to Philippines’ travel pass

As the pandemic ebbs and flows, countries around the world have taken a variety of precautions to ensure safe travel. While most travel restrictions in the Philippines have been eased, passengers must still submit necessary documents, including details of their stay and medical conditions.

The One Health Pass is currently a “must” travel requirement in the Philippines. Here’s all you need to know about the Philippines’ One Health Pass.

What is One Health Pass?

One Health Pass (OHP) is an online platform aimed at making international travel to and from the Philippines more convenient and seamless for those arriving at Philippine airports, including Ninoy Aquino International Airport, Mactan-Cebu International Airport (MCIA) and Clark International Airport. The website for the OHP is https://www.onehealthpass.com.ph

After electronically submitting the OHP or the electronic Health Declaration Card (eHDC), you will be given an OHP personal QR code.

Before boarding your flight and traveling to the Philippines, you will require this QR code. You must show this QR code when you arrive in the Philippines to have your submission and data verified.

The One Health Pass is currently only accessible online. It is a mobile-responsive information system and a web-based online platform. All you need to utilize the OHP is a smartphone, tablet, laptop, or personal computer. The OHP can be accessed through a mobile or computer browser.

W ho is required to sign up for One Health Pass?

The One Health Pass registration system is required for all international visitors to the Philippines. This applies to the following:

  • Overseas Filipino Workers (OFWs)
  • Foreign nationals

All international passengers, regardless of nationality or profession, must register for the One Health Pass and submit a QR code to authorities.

What documents are needed?

The online system is primarily used for data collection. You must supply correct and vital information about your health and personal background, as your information will be transmitted to the local government, from which you will return.

You must go online to https://www.onehealthpass.com.ph/e-HDC/ to complete this activity. Your passport, plane ticket, and immunization card must all be presented at the airport. So bring these items with you on your trip and when you arrive at the airport.

You can fill out the health pass information the day before or on the day of your journey, then print it out to present at the airport and when you arrive in the Philippines. The procedure is outlined in detail below.

Prior arrival time

Step 1: Visit https://www.onehealthpass.com.ph/e-HDC/ to register for the One Health Pass (OHP) and keep track of your transaction number.

Non-OFWs and foreign nationals must plan a 10-day stay at an authorized Quarantine Hotel in advance. This is in accordance with IATF Resolution No. 159.

International arriving travelers may be exempt from mandatory facility-based quarantine as of 2022 if they:

  • are able to provide a negative Reverse Transcription – Polymerase Chain Reaction (RT-PCR) test done within 48 hours of leaving their home country.
  • are fully vaccinated against COVID-19 and have the following proofs of immunization approved by the IATF:
  • Certificates of vaccination and prophylaxis issued by the World Health Organization; or Unless otherwise approved by the IATF,
  • a foreign government’s national/state digital certificate that has accepted
  • VaxCertPH under a reciprocal agreement.

The obligatory RT-PCR Test on arrival can be scheduled and paid for ahead of time through the Philippine Airport Diagnostic Laboratory (PADLAB), or it can be done on the spot.

Step 2: On the day of departure, access the website mentioned above and enter your transaction number to get your One Health Pass (OHP) QR Code, which you must produce at the airport while checking in.

Please keep in mind that only QR codes created on the day of the flight will be accepted.

Receive QR code for One Health Pass

Only after successfully submitting your eHDC will you receive your OHP personal QR code. When your eHDC is successfully submitted, you will see a notification. To be sure you have a copy of this QR code, snap a screenshot or print it.

Your Arrival  Step 3: At the arrival gate, show your QR code from your One Health Pass (OHP).

Step 4: Present your OHP QR Code at the appropriate briefing location listed below:

  • DOT Help Desk for Foreigners and Non-OFWs
  • OWWA Help Desk for Land-based OFWs
  • Maritime Industry Authority (MARINA) Help Desk for OFWs who work at sea

Step 5: Prior to baggage claim and customs inspection, visit the Bureau of Immigration for clearance.

Step 6: Follow the steps below to get to your transportation service:

  • Non-OFWs and foreigners: take a taxi from the airport
  • OWWA Bus for land-based OFWs
  • Local Manning Agency (LMA) Transportation for OFWs stationed at sea

On the OHP portal, you will receive your COVID-19 test result as well as your quarantine certificate after you have completed your quarantine period. The One Health Pass System will then notify your local government unit that your quarantine period has ended and that you are now free to travel.

Validity of One Health Pass

Only three days prior to your departure date can you register. If your registration date is not within three days of your actual arrival date, your information will be considered invalid.

Verification of One Health Pass swab test results

You will be able to schedule your swab test after successfully registering with the One Health Pass system. By going to the ‘My Profile’ section of the OHP website, you may see your swab schedule.

You can check if your swab test result has been validated once you’ve been swabbed. To do so, visit the ‘Track Swab Test’ portal and enter your QR code number as well as your last name.

Is it possible to make changes to my One Health Pass account?

You can still modify your data if you made a mistake during your eHDC submission or want to change your arrival date, address, or other personal information if it hasn’t been confirmed by OSS-TGMROF. This can be done by going to ‘My Profile’.

You will not be able to alter your data after it has been verified by BOQ. If this is the case, your request should be directed to the OSS Monitoring and Action Center (OSS MAC). You can reach them at [email protected], Globe: 0906-236-9425, Smart or Viber: 0968-681-2217

Your modifications may take some time to take effect because proper validation of your request is required.

One BOQ certificate (Health Pass)

Your Unified BOQ Quarantine Certificate has generated automatically via the One Health Pass site once your RT-PCR test is deemed negative. By simply inputting your QR code number and last name on the OHP website, you will be able to download and print your certificate.

Benefits and features

Travelers would no longer need to complete a lot of paperwork if the One Health Pass system was implemented, reducing their stay and waiting time at the airport’s holding area. This reduces their exposure to others in the area, preventing them from catching the virus, which is especially important for individuals who will be returning home to their families. Philippine One-Stop Electronic Travel Declaration System

All passengers traveling to the Philippines must complete an electronic travel declaration both ahead of their journey and before departing the country.

The Philippine One-Stop Electronic Travel Declaration (previously called eTravel) replaces the eArrival Card ( originally the One Health Pass ) and the paper-based departure card.

The one-stop declaration requires less information and simplifies the process of authorizing your arrival in and departure from the Philippines and providing your health declaration.

Note that the eTravel declaration is not a visa or eTA . Passengers who require a visa or Philippines eTA must have both a visa/eTA and one-stop authorization. Visa-exempt travelers will still need to complete the One-Stop Electronic Travel Declaration .

What Is the One-Stop Electronic Travel Declaration for the Philippines?

Electronic travel registration includes providing a health declaration and information about the trip.

The data collected from eTravel enables Filipino authorities to perform contact tracing in the event that a traveler is found to have an infectious disease. In this way, it is an important measure to protect public health for both residents and visitors.

You must register with eTravel online before any trip to the Philippines , as well as before departure from the country . Once completed, you will receive a QR code or barcode to present on arrival or departure.

The declaration is the latest iteration of the Philippines’ digital health form. It has replaced the eArrival Card, which, in turn, replaced the One Health Pass. The original name for the form was the e-CIF. It also replaces the paper-based departure card.

The one-stop registration is now the only required health form . The eArrival Card, One Health Pass, and e-CIF are no longer in use.

How to Complete eTravel Declaration for the Philippines

Passengers register the Philippines eTravel declaration online. This is done through a web-based portal rather than a mobile app.

The registration involves completing a short online form with the requested information.

This can be done using a personal computer, laptop, smartphone, tablet, or other device connected to the internet.

The one-stop declaration form

The form asks for the following details:

  • Basic personal details
  • Travel plans
  • Accommodation
  • Vaccination status

There are fewer questions than on previous Filipino online health forms. The new form is more streamlined and quicker to complete .

Once the details are submitted, a QR code is generated .

Who Needs the Philippines eTravel Declaration?

All passengers entering or departing the Philippines must present a QR code or barcode from the one-stop declaration.

This includes:

  • Foreign residents of the Philippines
  • Filipino nationals

Travelers of all nationalities are required to complete a declaration for the Philippines. It is required for all purposes of travel, including transit through the country, and is also needed for departure.

Each traveler must complete a separate form . It is not possible to include multiple individuals on one form.

Do children need the one-stop declaration for the Philippines?

Yes, all travelers, including minors and infants , must have their own eTravel QR code/barcode on arrival/departure.

Parents or guardians may complete the online form on behalf of their dependents.

When Can I Complete the Philippines Electronic Travel Declaration?

Passengers should complete the registration process in the days leading up to their trip.

The information will be submitted for processing a maximum of 72 hours before traveling to the Philippines or departing from the country.

Can I Use the Same One-Stop eTravel Declaration More than Once?

No, the eTravel declaration is valid for a single use only .

The QR code can only be used to board a flight to/from the Philippines within 72 hours of completing the online form. Once it is scanned by a border officer on arrival/departure, it cannot be reused .

Each time you travel to or from the Philippines, you will need to register with the Philippine One-Stop Electronic Travel Declaration System..

Traveling to the Philippines With the One-Stop Declaration

After completing the online form, print or take a screenshot of the QR code or barcode . This is required to board a flight to or from the Philippines and must be shown to a Bureau of Quarantine (BOQ) officer on arrival or departure.

Passengers may present their QR or barcode in one of the following ways:

  • Printed copy
  • Digital copy on a smartphone or device

eTravel QR code or barcode?

The passenger will be issued with a QR code as long as the information provided:

  • Is complete
  • Meets the entry protocols

Travelers with a QR code will be able to use the "Express Lane" on arrival or when departing. This means that all they need to do is scan the code on arrival/departure. There is usually no further interview or checking of health-related documents.

The individual will be issued with a barcode in the following circumstances:

  • The information provided during one-stop registration is incomplete
  • The individual’s details or health documents require further checks

Upon arrival in the Philippines, they will be interviewed by a BOQ officer . Here, the information and documents will be checked. It may be determined that the individual will need to quarantine or undergo other measures.

One Health Pass is an online system that streamlines all processes and gathering of data required for those travelling to and from the Philippines. It has been on pilot testing since mid-August and is fully implemented nationwide that started in September.

Requirements

The online system is mainly used for data gathering purposes, so you would need to provide accurate and critical information related to your health and personal background, as your data would then be transmitted to the local government, where you would be going back.

Guide to One Health Pass Registration Process Online (7 Steps)

Please note that this One Health Pass is a requirement to ALL passengers arriving in the Philippines. Whether you are an OFW, a non-OFW, a foreign national, you MUST register in this system. Below is a guide on how to apply for the One Health Pass and get your QR code:

Before Departure

Step 1: Travelers arriving in the country may log in to the One Health Pass portal ( https://www.onehealthpass.com.ph/e-HDC/ ) , and get a transaction number at least three (3) days before their trip to the Philippines.

Important : Non-OFWs and foreign nationals must have a pre-booked accredited Quarantine Hotel for ten days. To know which ones you can book at, you may visit www.onehealthpass.com.ph/quarantinehotels/ to get the list of accredited hotels. OFWs will be sponsored by OWWA.  

Step 2: Once your record has been accepted in the system, take a screenshot of your QR code. You need to present this at the airport upon your arrival in the Philippines. Thus, it’s best to register before you arrive in the country to ensure seamless processing.

Step 3: Within 24 hours or before you board your flight, you will need to fill out a health declaration checklist.

At the Airport

Step 4: Upon arrival, present your OHP personal QR code for arrival and hotel assignment. You will then be instructed to attend an orientation facilitated by an immigration officer before you will be given an immigration clearance and head over to the quarantine hotel.

Step 5: Proceed to the Bureau of Immigration for arrival clearance then to the baggage claims and customs inspection.

* The One Health Pass System will then notify your local government unit that you have completed your quarantine period and you have been cleared for travel abroad.

Step 6: Take the accredited or arranged transport service.

Step 7: After you finish your quarantine period, you will be given your COVID-19 test result as well as your quarantine certificate.

1. Do I need to pay for anything to register in the OneHealthPass system?

Yes, the form in the system must be accomplished by all travellers who are entering or leaving the Philippines, whether for work or other purposes. OFWs must be careful to indicate this in the form because the OWWA will designate a quarantine facility/hotel for them to stay in.

All other travellers must indicate in their form that they are traveling to the Philippines on their own accord and will shoulder the expenses this might entail as per local government requirements.

You will get the QR code once you have successfully registered in the One Health Pass. You can use the QR code easily when presenting it to authorities upon arrival in the Philippines.

  • The Philippines introduced a new electronic traveler registration entry system on 5 December 2022

The government of the Philippines launched a new platform on 5 December 2022 that will replace arrival cards and the One Health Pass. As a result, travelers entering the country will be required to register through the eTravel platform no more than 72 hours prior to departure for the Philippines. Travelers will be required to provide the following information when registering:

  • Biographical information
  • Travel details
  • Health declarations, including information on vaccination history.

Travelers will then receive a green QR code that can be used for express entry into the country. If the traveler receives a red code, the traveler will be required to undergo an interview upon arrival and may be required to undergo a quarantine period.
