These 10 cruise ships, voted as the best in the industry by our readers, cater to young passengers in many ways, including family-friendly at-sea experiences (bumper cars, bowling and water parks, to name a few), family cabins and kid-approved dining options. 

Disney Fantasy

No. 10: Disney Fantasy - Disney Cruise Line

On the Disney Fantasy, children's programs are Disney-crafted and predictably high-quality, with something for every age group. The older set loves bulleting down 4-deck-drop AquaDuck water coaster, and Bibbidi Bobbidi Boutique delights kids with princess or pirate makeovers. Meanwhile, parents can refresh at Quiet Cove Pool.

Carnival Panorama

No. 9: Carnival Panorama - Carnival Cruise Line

Carnival Panorama sails from Long Beach, California with tons of things to do for every member of the family. The first-ever Sky Zone at sea comprises an indoor trampoline park for all ages, while the water park features two huge waterslides. Play soccer, basketball, volleyball or pingpong in SportSquare. Parents can unwind at the Serenity Adult-Only Retreat.

Disney Dream

No. 8: Disney Dream - Disney Cruise Line

Aboard the Disney Dream, Donald gets his due with AquaDuck, a 4-deck-drop water coaster that zips riders through a transparent tube. Costumed characters – Mickey, Minnie and friends – keep the preschool set happy, whlie youth clubs offer something for every age group, from infants to teens. Character greetings and Broadway-style productions (with a Disney twist) make this 4,000-passenger vessel a hit with the young and the young at heart.

Disney Magic

No. 7: Disney Magic - Disney Cruise Line

On the Disney Magic, AquaLab’s splashy play park plus two waterslides boost Magic’s fun quotient. Even more cool: kids can celebrate Marvel Day at Sea on select itineraries. Magic also includes the adults-only Cove Cafe, making Magic sweeter for everyday heroes: the parents.

Carnival Vista

No. 6: Carnival Vista - Carnival Cruise Line

Carnival elevated its already very family-friendly offerings with the debut of Carnival Vista. Kids can ride a bike through the sky, go mini bowling or play pingpong at SportSquare, as well as splash around at the onboard water park. Kids love the Cherry On Top candy store and ice cream counter, and parents will appreciate the Family Harbor staterooms equipped with board games, family movies and video games.

Navigator of the Seas

No. 5: Navigator of the Seas - Royal Caribbean International

Royal Caribbean’s Navigator of the Seas promises the entire family “a maxed out adventure in just a few short days.” This weekend cruise offers an educational and engaging Babies and Tots program, mini golf, the FlowRider surf simulator, Riptide (the first headfirst mat racer waterside at sea), The Blaster aqua coaster, the longest waterslide at sea, and many more fun-filled activities. Adults can enjoy unique classes such as jewelry making, culinary instruction and scuba certification for some time away from the children.

Mardi Gras

No. 4: Mardi Gras - Carnival Cruise Line

Providing fun for all family members, young and old, Carnival Cruises’ Mardi Gras ship offers “Zones” – six areas of this ship, each with a different theme for eating, drinking and just having fun. Experience BOLT – the first and fastest roller coaster at sea, which offers terrific 360-degree ocean views; enjoy WaterWorks, with its spiraling slides, racing slides, dumping bucket and more; or play a game of Family Feud Live on an authentic set. Parents can enjoy a break from the kids at the Serenity Adult-Only Retreat, where they’ll find peaceful sea breezes, comfortable lounging and a nearby bar.

MSC Seashore

No. 3: MSC Seashore - MSC Cruises

The MSC Seashore offers “an unmatched experience for young cruisers,” with five different clubs for ages 1-17. In their 7,500 square feet of dedicated space, the futuristic-inspired area is devoted to outer space and planetary exploration activities. Younger children can enjoy building with blocks and science experiments, while older children participate in foosball competitions and video games. For outdoor fun, the Pirates Cove Aquapark offers a waterslide, splash area, adventure trail, and more, and the Jungle Pool offers the entire family the chance to swim and relax together.

Carnival Horizon

No. 2: Carnival Horizon - Carnival Cruise Line

Carnival Horizon sails from Miami to the Caribbean with plenty of family fun onboard. Kid-approved amenities include two movie theaters (including an IMAX screen), Dr. Seuss WaterWorks water park, nighttime babysitting and reduced prices for kids at some specialty restaurants.

Regal Princess

No. 1: Regal Princess - Princess Cruises

A favorite feature among kids aboard the Regal Princess is the SeaWalk, a glass-bottomed walkway extending 28 feet over the ship’s edge. There are also three excellent dedicated kids' spaces for three different age ranges. Connecting staterooms and Family Suites make it easy to keep an eye on the kids while enjoying some privacy.

These young guests are welcome in Camp Discovery when accompanied by a parent. Mini-Suites and Full Suites offer full-sized bath tubs, and wash bins for showers are available. Please note:  During voyages with a high number of families onboard, we will make all efforts to accommodate interested parties. However, participation in our program cannot be guaranteed. Hours of operation may change to better serve our guests.

Hours of Operation:  Sea days 9:00am to 12:00 pm | 1:00pm - 5:00pm | 6:00pm - 10:00pm. Port Days 8:00am - 5:00pm | 6:00pm - 10:00pm. Depending on the itinerary, port hours may be expanded. Check the schedule once onboard. The program is complimentary during port days and advanced bookings are not required.

Parents Night Out

Where kids can play while you're away.

Rest assured, whether you've planned a day of exploring or a romantic night out, the group kidsitting at our Youth Centers offers your children between the ages of 3 and 12 plenty to look forward to. It's the perfect place for them to relax or play games with their friends. And the charge is just $5.00 USD per hour per child.

Dinner events exclusively for kids

Children and adults alike get the chance to enjoy dinner on their own with a variety of opportunities for kids to eat with their friends and Princess Youth Staff. They'll find kids-only dinners on select evenings, a teens-only dinner on a formal night in an exclusively reserved section of the dining room, as well as ice cream and pizza parties held throughout the voyage. Please be sure the Youth Staff members know about any food allergies your child may have.

Cruise Activities for Young Adults — Ages 18-20

Imagine a secret society. Only those invited can join. Guests ages 18-20 will learn the secret handshake and be granted a special code word to unlock an exclusive list of Club1820 events made just for them. No parents, no little siblings, no official hosts.

Royal Caribbean | Wonder of the Seas 7-day Eastern Caribbean

Currently, the largest cruise ship in the world, Royal Caribbean's Wonder of the Sea holds over 5,700 passengers. Sailing out of Cape Canaveral, Florida, Wonder of the Seas offers 21 dining venues, an AquaTheater, ice skating shows, a comedy club, and an onboard carousel. It has so much to do it's impossible to get bored. 

Kids Will Love: All of the water activities on board! From the whirlpool waterslide Supercell to the clear twisting waterslides where you can race another rider and the 40-foot-long surf simulator, it'll be a chore getting kids out of the water every day.

Parents Will Love: Get some alone time in the indoor-outdoor solarium exclusive for guests 16 and over. With swimming pools and a lounge area that overlooks the front of the ship, it's the perfect place to relax without the kids.

Princess Cruises | Sky Princess 7-day Western Caribbean with Mexico

One of the newest ships in the Princess fleet, the Sky Princess heads to the western Caribbean from Fort Lauderdale, Florida. Multiple pools, live shows and a sports court are on board to help families relax before hitting ports of call. Also, look for shore excursions and onboard presentations recommended by Discovery Channel and Animal Planet to learn a little more about the ship’s destinations. 

Kids Will Love: There are three separate areas for children ages 3-7, 8-12, and 13-17 with age-appropriate activities, including movie nights, art projects, stargazing, and video game tournaments.

Parents Will Love: Four specialty dining opportunities allow foodies to enjoy unique dining experiences of flavors from around the world. Adults hoping for some alone time can experience the Chef’s Table Lumiere, a multi-course dinner with champagne hosted by the ship’s executive chef.

Hapag-Lloyd Cruises | HANSEATIC Inspiration 13-day Panama Canal South America

A cruise on the Hapag-Lloyd HANSEATIC Inspiration is an alternative for the family that loves to explore and learn while on vacation. Leaving Costa Rica and arriving in Panama, there are port calls in Columbia and Ecuador and a daytime passage through the Panama Canal. With no more than 230 guests per trip, it never feels crowded. Tours on small Zodiac boats allow guests to get up close and personal with nature. Onboard, traditional cruise options such as swimming pools, a spa, and sports club are also available, along with several restaurants and bars. 

Kids Will Love: Inquisitive children will love the Ocean Academy. Offering microscope stations and an interactive media wall, the center has experienced experts to answer questions about the area where the cruise is.

Royal Caribbean | Serenade of the Seas 5-day Canada Cruise

One of the line's smaller ships carrying 2,100 passengers, the Serenade of the Seas Canada cruise departs from Boston, Massachusetts, and heads to Canada and Maine at the height of fall foliage. But smaller doesn't mean less. With lots of glass exteriors, the ship allows for views from many vantage points. A pool with a retractable glass roof enables guests to swim even if the weather isn't perfect. And onboard activities such as dance lessons, scrapbooking, and outdoor movies keep everyone occupied day or night. 

Kids Will Love: Little sports lovers will enjoy the rock climbing wall, sports court, and miniature golf course available. Not into sports? Head to the arcade to play video and skills games to get bragging rights over the siblings or parents. 

Parents Will Love: Take time to enjoy the ship's spa. With a Tahitian theme, all traditional treatments are available. Two whirlpools are open 24 hours a day to help unwind after a long excursion. The spa also offers thermal suites and scented steam rooms and saunas.

MSC | Divina 6-day Mediterranean

Sailing out of Portofino and arriving in Rome, this summer cruise gives families a relaxing way to explore Italy along with Marseille, France. Inspired by movie legend Sophia Loren, the Divina greets guests with a two-story Swarovski staircase in the central atrium. Families can enjoy trivia games, dance lessons, and a variety of other family-appropriate challenges. There are also twice daily theater shows at night, along with plenty of evening programming and live bands.

Kids Will Love: Take the Formula One racing simulator for a spin and enjoy a rollercoaster ride in the 4D Cinema. There are also two arcades on board, along with a teen disco.

Parents Will Love: Children under 18 travel free when sharing a room with their parents. There’s also the Hippy Dinners program for children between 3 and 11. Kids eat their meals in the dining room while their parents eat appetizers. When done, staff take the children to the kids’ clubs while the parents enjoy the rest of the meal.

Carnival | Mardi Gras 8-day Eastern Caribbean

Named after Carnival’s first ship, the Mardi Gras sails out of Port Canaveral, Florida, and has six themed areas for food, drinking, and all-around fun times. The French Quarter area features a restaurant by famed chef Emeril Lagasse while the top deck features a playground for all ages, including the first rollercoaster at sea. Be sure to catch the live version of Family Feud, where guests challenge each other in front of a live studio audience.

Kids Will Love: The WaterWorks section of the ship features three spiral slides, a water dump bucket, racing slides, and other water activities. There’s also a miniature golf course for those feeling a little water-logged. 

Parents Will Love: The different bar areas to relax. Feel like you’re in The Big Easy at The Brass Magnolia bar, which serves traditional New Orleans drinks and features live music. The Patio at Summer Landing is outdoors and has a BBQ theme and a game area, while the Fortune Teller Bar creates drinks as mysterious as its name implies.

Disney Cruise Line | Disney Wonder 3-day Baja Cruise

Sailing out of San Diego, California, the Disney Wonder isn’t just for those who love Mickey Mouse. While there are plenty of character interactions on board, there is also a Dixieland restaurant, an onboard spa, and adult-only areas to enjoy. 

Kids Will Love : Teenagers can get away from their families in the Vibe club. Open until 2 a.m., the club lets them enjoy karaoke and dance parties without interruption from little brothers and sisters. No one is left out, though. Those under 3 have their own pool area, and kids ages 3 to 12 can interact with Disney and Marvel characters in the Oceaneer Club.

We love hearing from guests about their time in Russia and one comment often hear is how surprised people are by the Russian capital. We can’t say for certain what people expected but we do know that it’s always far removed from what they imagined! It’s been called a modern metropolis, a cosmopolitan city, an historic gem, an architectural treasure and a cultural powerhouse, among other descriptions. Majestic Moscow has always surprised our guests and left them with lasting and fond memories.

Russia’s famous Golden Ring is an archipelago of historic towns surrounding Moscow. Uglich is one of the oldest and was founded under Igor, the last Varangian prince. It once resisted the Mongol invasion and its ancient walls saw the grisly murder of young Dmitri, son of Ivan the Terrible. The impressive Church of St. Dmitri on the Blood, with its classic onion domes and blood red walls, is a fine example of classic Russian architecture. The tour ends with an enchanting choral concert.

This, the oldest city on the Volga River, and now a UNESCO World Heritage site, boasts a wealth of ancient orthodox treasures. The impressive Transfiguration of the Savior, adorned with murals depicting St. John’s apocalyptic visions can be seen in the Spassky Monastery. The Church of St. Elijah the Prophet is decorated with an awe-inspiring selection of rich frescoes. For a real taste of pre-revolutionary Russia, visitors are entertained by a costumed reception at the Governor’s House.

Close to the shores of White Lake once were the ‘tsar’s fishing grounds’. It lies in a place so serene that ancient monks chose to build no fewer than three holy sites here, including the Ferapontov Monastery. Listed as a UNESCO World Heritage site, its chapels boast magnificent frescoes by Dionysius, one of Russia’s most renowned icon painters. The Kirillo-Belozersky Monastery was a refuge for many nobles during tumultuous times and later a fortress that successfully repelled invading armies.

The Karelia region is a vast and naturally beautiful wilderness that spreads all the way from St. Petersburg to the Arctic Circle. The glorious island village of Kizhi consists almost entirely of the traditionally styled wooden buildings of ‘Old Russia’. Among them is the famous Transfiguration Church built in 1714. Remarkably, and in testament to the craftsmen of the time, not a single nail was used in its construction! Kizhi is one of the favorite stops on the river cruise to St. Petersburg.

A typical rural hamlet brought to life by warm and welcoming villagers. Volga Dream guests are invited into local homes to enjoy classic Russian fare, tea with jam and ‘pirozhki’ (pies). Enthusiastic hosts share Russian traditions and the appeal of village life while proudly showing off their scrupulously kept homes and kitchen gardens. The tour continues with a brief bus ride to see a unique World War II memorial and then, for a real glimpse of Russian life, a visit to a local primary school.

Nizhny Novgorod

This was once a wealthy city thanks to its proximity to rich eastern trading routes. During the Soviet era, the city was closed to outsiders because of its military importance. It’s also where many political prisoners were sent to live out their days in exile. The 16th-century Kremlin ramparts offer spectacular views and the city is known for its elaborately decorated churches. For Volga Dream cruise guests, the highlight of the day is an evening folk concert performed by local children.

Sailing along the Volga river, the riverbank gradually ceases to be dominated by Orthodox churches. Instead, beautiful mosques appear as the river crosses into Tatarstan where the first stop is scenic Kazan, the region’s capital. Inside the white walls of the citadel, the famous Kul Sharif mosque and the old Cathedral of Peter and Paul stand side-by-side symbolizing the two faiths’ long and peaceful coexistence in the region. A concert of traditional Tatar music ends the Volga Dream tour in Kazan.

Passing the Zhigulevskie Mountains offers wonderful views from the sundeck before touring the city. One of the key attractions is the fascinating Space Museum, which offers a revealing glimpse of how the Soviet Union pursued its ambitious journey to the cosmos. The town is also noted for its beautiful esplanade, perfect for a relaxed stroll beside the Volga river. This in turn leads to the Samara State Art Museum. Founded in 1897, it is home to a collection of more than 16,000 works of art.

This city is best known for its close associations with cosmonaut, Yuri Gagarin. The Russian hero who achieved worldwide fame as the first man in space lived and studied here. Saratov used to be home to a large German community, a heritage that can still be seen in the local architecture. The Volga Dream tour visits the Radishchev State Art Museum, the first picture gallery in Russia outside Moscow and St. Petersburg.

Originally called Tsaritsyn, the city was renamed Stalingrad from 1925 to 1961 in honor of the USSR’s leader. During World War II, the city’s residents put up a heroic defense, repelling an advancing Nazi invasion. The battle for Stalingrad has gone down in history as a pivotal moment in the bloody conflict on the eastern front. The most ferocious and deadly fighting took place on Mamayev Hill, where an imposing memorial now stands close to the excellent Battle of Stalingrad Panorama Museum.

Saint Petersburg

If Moscow surprises, then St Petersburg delights. Peter the Great founded the city to showcase Russia’s newfound enlightenment. He wanted to show the modern world a cultured and advanced society. In short, he built the city to impress and in that he succeeded splendidly! The striking buildings were designed by some of the finest architects Europe had to offer and even now, the ‘Venice of the North’ never fails to enchant with its spectacular buildings and impressive canal network. It is a city of true grandeur.

Cocktails with the Captain

Commanding any ship is a complex role that calls for a long list of skills. Captains know their vessels inside out as well as well as the routes they sail and when things don’t go to plan, they have to make instant decisions. Above all though, the most important part of the job, underpinning everything they do, is to keep the ship and everyone aboard safe. The Captain’s cocktail party is a great and a wonderful opportunity for passengers and crew to get acquainted as the gets underway.

There is nothing more typically Russian than a Matryoshka. It embodies the fact that there’s always something deeper to be found in every aspect of Russian life. Learning the traditional designs and techniques used to decorate these iconic dolls offers a pleasant diversion and some cathartic creativity!

Meet the Professor

From the Mongol hordes to Soviet times, Russia’s history is, like all of Europe’s, a complex web of political intrigue, war and peace, trade and treaties, as well as heroes and villains. Academics devote whole lifetimes to studying Russia’s long past and one of them presents a series of lectures shedding light on everything from Gorbachev to Chekhov, Khrushchev to Ivan the Terrible and of course, contemporary Russia. Our Professor is on board throughout the river cruise for informal conversation.

Beginner’s Russian

The Russian language can be rather beautiful and poetic and we know that many seasoned travelers enjoy trying their hand at different languages. Our onboard teachers provide an introduction to the riches of Russian, so guests can try out a few useful words and phrases on real Russians during the exciting river tours from Moscow to St. Petersburg or from Moscow to Volgograd!

Russian tea tasting

The drink we tend to associate with Russia is vodka, but tea, in fact, is the much more universal beverage of choice throughout the country. Guests will get acquainted with the Russian tea etiquette, a fundamental component of the country's social culture, and enjoy the traditional tea ceremony while cruising from St. Petersburg to Moscow or taking a Grand Volga river tour.

Russian Dinner & Vodka Tasting

All our dining is international but for Russian Dining night, the Chef includes a selection of traditional Russian dishes: Chicken Kiev, Kulebyaka and no Russian table is complete without Borsch. To add to the ‘Taste of Russia’ optional Russian dress, or at least a touch of Russian style, is provided along with enthusiastic help from our staff!

Russian Cooking Class

A plate of pelmeni might not look like much to the untrained eye, but it forms the heart of Russian cuisine and culture. Basically, it's a type of dumpling: small portions of meat and onion wrapped in a thin sheet of unleavened dough and boiled, a little like ravioli. Guests can join a Russian cooking class onboard the MS Volga Dream to learn how to cook this delicious Russian dish.

Tchaikovsky and Rachmaninov Piano Recital

Some of the greatest classical music ever written comes from Russia. It’s hard to imagine a more fitting stage for a virtuoso solo recital by our resident concert pianist than the mighty Volga or a better backdrop than the heart of Tchaikovsky and Rachmaninov’s own serene homeland.

Standing in his dress uniform in the back of his Aurus convertible, Defense Minister Sergei Shoigu was driven around Red Square to review the troops during last week’s Victory Day parade. It was to be his last inspection in that role.

Over the weekend, President Vladimir Putin replaced Shoigu — the 68-year-old was the longest serving member of his Cabinet — in a rare Kremlin shake-up that took place even as a Russian offensive in northeastern Ukraine was making gains.

Just as stunning was the choice to replace Shoigu — Andrei Belousov, a 65-year-old economics expert who has never dealt with the military or other law enforcement agencies.

Putting Belousov in charge of the Defense Ministry was seen as a way to tighten control over military spending and put the burgeoning defense sector in sync with the rest of the economy, hit hard by Western sanctions.

The reshuffle caught more than a few pundits by surprise, and some mysteries are yet to unfold.

SHOIGU’S WOES

Shoigu’s job seemed to be in jeopardy early in the 2022 invasion as Russia suffered battlefield setbacks that drew the ire of Russia’s hawks. He and the chief of the military’s General Staff, Gen. Valery Gerasimov, were widely blamed for the failure to capture Kyiv as well as a hasty retreat by Russian troops from northeastern and southern Ukraine amid a stiff counteroffensive.

Last year, Russian mercenary chief Yevgeny Prigozhin unleashed a blistering and profane verbal attack on Shoigu and Gerasimov, accusing them of incompetence and corruption. In June, Prigozhin launched a mutiny to demand their ouster, seizing the military headquarters in the southern city of Rostov-on-Don and sending his soldiers-for-hire on a march on Moscow that he called off hours later.

Two months later, Prigozhin and his top lieutenants died in a suspicious plane crash widely seen as Kremlin payback, while Shoigu seemed to shore up his position. The Kremlin denied involvement.

Even though he has held the defense minister’s job for 11 1/2 years, Shoigu’s fortunes seemed to take a further downturn last month. His deputy, Timur Ivanov, was arrested on bribery charges and hauled into court still in his military uniform. Ivanov had been Shoigu’s top associate since before becoming defense minister, and Kremlin watchers saw it as a serious blow.

A SOFT LANDING

But Putin is known to abhor firings under pressure, and the staunchly loyal Shoigu — who has accompanied the president on vacations in the Siberian mountains over the years — was no exception. Shoigu got a soft landing, shifted to heading the presidential Security Council and replacing Nikolai Patrushev . The role is roughly similar to the U.S. national security adviser.

Patrushev, a longtime hawkish and powerful member of Putin’s inner circle, will get a new appointment to be announced soon, the Kremlin said, leaving another unanswered question.

“Shoigu is moving into a respectable and powerful position because he is loyal, and he and Putin are friends,” Dara Massicot, senior fellow at the Carnegie Endowment’s Russia and Eurasia Program, said on the social media platform X.

AN ECONOMIST AS DEFENSE MINISTER

While Shoigu gets a dignified exit from the Defense Ministry, Belousov “will probably make organizational changes,” Massicot said.

Putting an economist in charge of the Defense Ministry was seen as a way of better managing what is an increasing drain on Russia’s wealth as the war’s third year drags on.

Kremlin spokesman Dmitry Peskov emphasized the need to integrate the military sector more closely with the economy to “put it in sync with the current dynamics.”

Belousov graduated from the economics faculty of Moscow State University and held a succession of senior government jobs before serving as Putin’s economic adviser in 2013-20. Since then, he was a deputy prime minister in charge of economic strategies, advocating stronger state controls.

Deeply religious, Belousov has talked repeatedly about needing to uphold “traditional family values” putting him in line with Putin’s conservative agenda.

When Moscow illegally annexed the Crimean Peninsula from Ukraine in 2014, Belousov reportedly was the only member of Putin’s economic team who immediately supported the move.

Belousov isn’t Russia’s first civilian defense minister. Although Shoigu loved wearing the uniform, he had no military background; before becoming the minister, he had led the Emergency Situations Ministry, responsible for civil defense and addressing natural disasters. Previous defense ministers were Anatoly Serdyukov, the head of tax police, and Sergei Ivanov, the former foreign intelligence chief.

But Belousov’s predecessors all got the job in peacetime while he takes over in what many military analysts see as a decisive moment in the war — when Russia is trying to take advantage of a slowdown in the West sending weapons to Ukraine.

EASING HAWKS’ CONCERNS

The Kremlin sought to ease the widespread bewilderment over choosing Belousov as defense minister by emphasizing that Gerasimov — the chief of the General Staff — actually directs the fighting in Ukraine.

“The chief of the General Staff is in many ways the key person who reports directly to the commander-in-chief, Putin, and the minister is really just to ensure that the military have what they need,” said Mark Galeotti, head of the Mayak Intelligence consultancy.

“Having an economist, someone who has been speaking about the need to basically subordinate much of the economy to the needs of the defense sector, actually makes a certain amount of sense. It’s now essentially a financial administrator’s job,” he said in a commentary.

Galeotti said Putin could still replace Gerasimov, describing him as “unimaginative, prone to truly wasteful operations,” and “absolutely unwilling to actually tell the commander-in-chief, to tell Putin, some of the realities of war. The Ukrainians must be hoping that he stays.”

Belousov is widely expected to purge the ministry of Shoigu’s top associates -– a move that would hardly encourage stability at a key moment in the conflict.

Still, Massicot and other observers believe that some popular commanders whom Shoigu saw as rivals and tried to sideline — including Gen. Sergei Surovikin, known to have longtime links to Prigozhin and credited for building multilayered defenses that stymied Ukraine’s botched counteroffensive last summer — could again get senior positions.

Sergei Markov, a pro-Kremlin political analyst, said Putin’s key motive was to rein in graft in the top brass, embodied by figures like Ivanov, who was arrested in April and accused of taking massive bribes.

“The situation with Timur Ivanov has shown that corruption has exceeded all limits,” Markov said. Another task for Belousov will be to work more closely with industries to modernize the military quickly, he added.

GIRDING FOR A LONG WAR

Putin likely expects Belousov to better integrate the Defense Ministry’s agenda with broader economic policies, according to the Institute for the Study of War, a Washington-based think-tank.

“This effort sets conditions for a fuller economic mobilization, suggesting that the Kremlin continues to prepare for a protracted war in Ukraine,” it said.

Alexandra Prokopenko of the Carnegie Russia Eurasia Center also sees Belousov’s appointment as a sign the Kremlin envisions a long war.

“Putin’s priority is war; war of attrition is won by economics,” she wrote. “Belousov is in favor of stimulating demand from the budget, which means that military spending will at least not decrease but rather increase.”
