Since China has fully permitted visa applications, there are now several ways to enter the country.

If you still hold a valid Chinese visa (any type including a tourist visa, 10-year visa, a port visa, etc.), you can use it to enter China.

If you don't have a Chinese visa or your visa has expired, you can apply for a new one. All visas can now be applied for, including tourist visas, business visas, work visas, and so on. (International visitors can apply for a tourist visa to the Chinese Mainland in Hong Kong.)

For the documents required for a visa application, you can refer to the information given by a Chinese embassy/consulate . Please submit your application at least two months in advance.

To apply for a tourist visa (L visa), you will be asked to provide an invitation letter issued by a Chinese travel agency or individual or round-trip air tickets and hotel bookings.

Second, make an appointment on this website to submit your visa materials on Appointment for Visa Application Submission website ;
Third, take the required documents to the embassy to submit;
Finally, you will get a return receipt if your documents are qualified.

Usually, you will get your visa after 7 working days. The application fee is about USD185 for US citizens.

Q: What if my passport expires but my visa doesn't?

A: You can travel to China on the expired passport containing valid Chinese visa in combination with the new passport, provided that the identity information (name, date of birth, gender, nationality) on both passport identical.

If there is a change to any of the above details, you must apply for a new visa.

2. 144-Hour Visa-Free Transit Policy

If you do not apply for a Chinese visa, you may still have the opportunity to visit these areas of China visa free: the Shanghai area (including Suzhou, Hangzhou, etc.), the Beijing area (with Tianjin and Hebei), the Guangzhou area (Shenzhen, Zhuhai, etc.), and more. Reason you don't qualify:

Your passport must be valid for more than 3 months at the time of entry into China.
Your passport nationality is not eligible for the 72/144-hour visa exemption program.

3. Port Visas (Landing Visas)

If you don't have time to get a visa, or if you find it cumbersome to apply for a tourist visa, you could consider traveling to China through a port visa.

Port visas can be applied for a group at least including 2 people. You need to enter the country within 15 days after you get your entry permit. The port visa allows a stay period of 1 to 2 months.

Applicable ports include Beijing, Shanghai, Hangzhou, Guangzhou, Xiamen, Guilin, Xi'an, Chengdu, etc.

Note: Tourists from America are not granted a port visa in Shanghai.

4. Visa Exemption for ASEAN Tour Groups to Guilin

In addition, tour groups from ASEAN member countries, including Malaysia, Thailand, Indonesia, Vietnam, Cambodia, Laos, Singapore, Myanmar, Brunei, and the Philippines, can visit Guilin for 144 hours without visas as long as they meet the visa-free transit policy requirements.

5. Shanghai Visa-Free Policy for Cruise Groups

Shanghai has a 15-day visa-free policy for foreign tourist groups entering China via a cruise. You must arrive and depart on the same cruise and be received by a Chinese travel agent at the Shanghai Cruise Terminal (or Wusong Passenger Center).

6. Hainan Visa-Free Access

No visa is required for staying on Hainan Island for up to 30 days for ordinary passport holders from 59 countries. Groups and individual tourists must book a tour through an accredited travel agency.

7. Visa Exemption for the Pearl River Delta Area

International travelers from Hong Kong or Macau are able to visit the Pearl River Delta area (Guangzhou, Shenzhen, Zhuhai, etc.) visa-free as long as they go with a registered tour provider, such as us.

8. APEC Cards

If you hold a valid APEC business travel card, you can simply enter China with the card without applying for a visa.

Travelers who hold a valid APEC business travel card can stay in China for up to 60 days.

Do I Still Need a PCR Test or Antigen Self-Test to Enter China

No. Starting from August 30, all travelers entering China will no longer need to undergo any COVID-19 testing. You do not need to submit any test results for COVID-19 before departure.

Hong Kong / Macau Travel Restriction

Hong kong entry requirements.

Travelers from any region bound for Hong Kong will no longer need to take pre-flight COVID-19 tests (no PCR test, no RAT test) from April 1.

Direct high-speed trains from Guangzhou and Shenzhen to Hong Kong are available now. In preparation for the Canton Fair, it is expected that direct high-speed ferries will be launched from Guangzhou Pazhou Port to Hong Kong's airport in mid-April.

Macau Entry Requirement

From August 30, travelers from any region bound for Macau will no longer need to take pre-flight COVID-19 tests (no PCR test, no RAT test).

There is also no need for any tests when traveling from Macau to the Chinese Mainland.

Inbound and outbound international flights in the week beginning March 6th rose by more than 350% compared with a year earlier, to nearly 2,500 flights, according to Chinese flight tracking data from APP Flight Master.

At present, there are one or two direct flights a week from New York to Shanghai, Los Angeles to Beijing, Seattle to Shanghai, London to Guangzhou, etc.

There are also many flight options with stopovers that are more frequent and affordable. Testing at transit airports is now not required!

The Coronavirus outbreak in China has subsided. China looks like it did in 2019 again. No special measures (like PCR tests or health codes) are required when traveling around China. All attractions are open as normal.

Wearing a mask is not mandatory when traveling. In hotels, masks are off for the most part. But in some crowded places, such as airports or subway stations, many people still wear masks.

Weather-wise, the best times to visit China are spring (April–May) and autumn (September–October), when most of the popular places have their most tourism-friendly weather, except for the "golden weeks" — the first week of May and of October — when most attractions are flooded with Chinese tourists.

If you are looking for smaller crowds, favorable prices, and still good weather, you should consider March and April or September.

Tourism in cultural and historical destinations like Beijing, Shanghai, and Xi'an is hardly affected by weather conditions. They are suitable to be visited all year round.

China’s Visa-Free Policies: Latest Updates

China has fully reopened its borders, promising recovery of international tourism and travel. Many of the visa-free travel policies that were in place prior to the pandemic have therefore come back into effect, enabling people from a wide range of countries to visit China on a short-term basis. In this article, we provide an overview of all of the China visa-free travel policies currently available and explain who is eligible to enjoy them.

UPDATES (May 15, 2024) : China’s National Immigration Administration announced that it will grant a visa-free policy for foreign tourist groups to enter China by cruise at all cruise ports along the coast of China, starting from May 15, 2024. The tourist group must remain with the same cruise ship until its next port of call and stay within permitted areas for no more than 15 days.

UPDATES (March 7, 2024) : According to official news, China will expand its unilateral visa-free travel policy to six additional European countries including Switzerland, Ireland, Hungary, Austria, Belgium, and Luxembourg, during the period from March 14 to November 30, 2024. Ordinary passport holders from the above countries may enter China visa-free for business, tourism, visiting relatives and friends, and transit for no more than 15 days.

UPDATE (February 18, 2024): On February 9, 2024, China’s National Immigration Administration announced the expansion of the 30-day visa-free travel policy to the province of Hainan – to include more allowed purposes of entry. The expanded entry purposes for the Hainan visa-free policy include for business, visiting, family reunions, medical treatment, exhibitions, and sports competitions. However, work and study purposes are excluded from this arrangement.

UPDATE (January 25, 2024): China and Singapore have officially agreed to implement a visa-free entry policy for their citizens, allowing stays of up to 30 days. Starting from February 9, individuals holding ordinary passports and traveling for tourism, family visits, or business purposes will benefit from this new agreement. The agreement, signed in Beijing, marks a significant step in creating closer ties between the two nations and facilitating smoother travel for their citizens.

UPDATE (January 8, 2024): China and Thailand have agreed to a permanent visa-free policy starting March 2024, fostering diplomatic relations and stimulating economic activity in their respective tourism sectors. UPDATE (December 8, 2023): On December 8, 2023, the Ministry of Foreign Affairs released the Notice on Temporary Reduction of Fees for Applying Visa to China . According to this notice, during the period from December 11, 2023, to December 31, 2024, China shall cut visa fees by 25 percent across the board for foreign travelers. For more details, please consult with your local Chinese embassy or consulate.

UPDATE (December 7, 2023): China and Singapore are seeking to establish a mutual 30-day visa-free travel arrangement to boost people exchanges between the two countries, according to Reuters . At the time of writing, no further details have been released regarding the timeline or the eligibility, requirement, and application procedures of this new arrangement. UPDATES (November 24, 2023) : According to the official announcement on the website of China’s Ministry of Foreign Affairs, China will grant unilateral visa-free travel for holders of ordinary passports from France, Germany, Italy, the Netherlands, Spain, and Malaysia, during the period from December 1, 2023, to November 30, 2024. Holders of ordinary passports from the above countries may enter China visa-free for business, tourism, visiting relatives and friends, and transit for no more than 15 days. UPDATES (November 17, 2023) : According to an official announcement from the China National Immigration Administration (NIA), China has added Norway to the list of applicable countries that qualify for the 72/144-hour visa-free transit on arrival. Starting from November 17, 2023, Norwegian citizens will be able to enjoy the 72/144-hour visa-free transit policy offered in 23 Chinese cities, covering 20 cities and 29 entry and exit ports. After almost three years, China has finally reopened its borders to international travelers and tourists, and in March 2023, it resumed issuing all types of visas to foreigners . This means China has begun permitting people with valid travel documents that allow visa-free entry back into the country and has once again started issuing its short-stay entry permits that are available on arrival for citizens of certain countries.

Below we provide an overview of all the visa-free options that are currently available for people traveling to China, and who is eligible to enjoy these policies.

Countries with mutual visa exemption agreements with China

China has also signed agreements on mutual visa exemption with over 150 countries, which enables certain citizens to travel to China without a visa. However, for the majority of countries, visa-free arrangements apply only to diplomatic or official passports.

A few countries do enable visa-free travel to China for citizens holding ordinary passports. Citizens from these countries are allowed to travel to China without a visa for up to 30 days for the purposes of tourism, travel, business, and visiting family or friends.

These countries are:

The Bahamas
Bosnia and Herzegovina
The Maldives
Mauritius
San Marino
Seychelles
The United Arab Emirates

Citizens from the above countries will still need to apply for a corresponding visa to China if they intend to work, study, or settle in China, or intend to stay for longer than 30 days.

Countries with 30-day visa-free travel to China

China and Singapore have officially agreed to implement a visa-free entry policy for their citizens, allowing stays of up to 30 days.

Starting from February 9, 2024, individuals holding ordinary passports and traveling for tourism, family visits, or business purposes will benefit from this new agreement. The agreement, signed in Beijing, marks a significant step in creating closer ties between the two nations and facilitating smoother travel for their citizens.

Countries with 15-day visa-free travel to China

In the past, citizens with a valid ordinary passport from Japan, Brunei, and Singapore have been permitted to travel to China for a period of up to 15 days without applying for a visa for the purposes of tourism, business, visiting relatives and friends, or transiting to a third country. However, this policy was suspended since the end of COVID-19 restrictions in China.

On July 26, 2023, the 15-day visa-free travel to China policy was resumed for citizens of Brunei and Singapore, the latter of which has been upgraded to a 30-day visa-free travel since February 2024, as introduced earlier.

On November 24, 2023, China announced that its 15-day visa-free travel policy was expanded to five European countries and Malaysia. During the period from December 1, 2023, to November 30, 2024, Holders of ordinary passports from France, Germany, Italy, the Netherlands, Spain, and Malaysia may enter China visa-free for business, tourism, visiting relatives and friends, and transit for no more than 15 days.

Then on March 7, 2024, China announced that it had decided to expand its 15-day visa-free entry policy to another six European countries, including Switzerland, Ireland, Hungary, Austria, Belgium, and Luxembourg. During the period from March 14 to November 30, 2024, holders of ordinary passports from the above countries can enter China visa-free for business, tourism, visiting relatives and friends, and transit for no more than 15 days.

To note, citizens from these countries would previously also have had to apply for a visa in advance if they:

Expect to stay in China for more than 15 days; or
Intend to study, work, settle down, or attend an interview in China.

At the time of writing, it’s still not clear when this policy will be resumed for citizens of Japan. This means citizens from Japan still need to apply for a Chinese tourist, business, or another type of visa to enter China at this time.

24/72/144-hour China visa-free transit

China allows eligible travelers from certain countries to enter and stay in certain areas of China for 24, 72, and 144-hour periods without prior application for a visa when transiting to a third country.

Note that people are excluded from this policy if they are:

Not permitted to enter the country as stipulated by laws and administrative regulations (such as people who have been subject to sanctions or travel bans);
Hold a passport or other international travel document that is valid for less than three months upon the time of arrival, or which has a refusal stamp from a Chinese visa issuing agency;
Have records of illegal entry and exit, illegal residence, and illegal employment in China in the last five years; and/or
Have violated accommodation registration regulations in the last two years and the circumstances are deemed serious.

144-hour visa-free transit

Under the 144-hour visa-free transit policy , foreign travelers can apply for a six-day entry permit to certain Chinese cities upon arrival at the port of entry, provided they hold a passport from one of the 54 eligible countries. They also must show that they are traveling to a third country after leaving China, which means they must show a connecting ticket to a third country when arriving in China. This is a great option for people who want to make a short stop-over to explore various areas of the country.

The 54 countries are:

25 countries in the Europe Schengen area: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland.
15 other countries in Europe: Russia, United Kingdom, Ireland, Cyprus, Bulgaria, Romania, Ukraine, Serbia, Croatia, Bosnia and Herzegovina, Montenegro, Macedonia, Albania, Monaco, and Belarus.
Six countries in the Americas: the United States, Canada, Brazil, Mexico, Argentina, and Chile.
Two countries in Oceania: Australia and New Zealand.
Six countries in Asia: South Korea, Japan, Singapore, Brunei, the United Arab Emirates, and Qatar.

Eligible travelers can only apply for the 144-hour visa-free transit if they enter through one of the 29 designated ports of entry in 20 mainland Chinese cities. In addition, travelers are only allowed to travel within a certain area on the entry permit and exit the country through designated ports as well. People who travel outside the permitted area and exit the country through a non-designated port may face certain penalties.

72-hour visa-free transit

Travelers from the 54 countries that are eligible for the 144-hour entry permit are also eligible for the 72-hour visa-free policy . However, there are currently only three entry ports in China that offer 72-hour visa-free entry, as the majority of ports that previously offered it now offer the 144-hour permit instead. The ports are Guilin Liangjiang International Airport, Harbin Taiping International Airport, and Changsha Huanghua International Airport.

Travelers who enter through Guiling and Harbin are only allowed to travel within the scope of the cities themselves, whereas travelers who enter through Changsha are permitted to travel within the whole of Hunan Province.

All the same requirements and restrictions for the 144-hour entry permit apply to the 72-hour entry permit.

24-hour visa-free transit

All international travelers (except those exempted due to special circumstances ) that are transiting through China are permitted to apply for a 24-hour visa-free entry permit upon arrival. As with the other two visa-free transit policies, travelers must provide a connecting ticket to a third country. They are not permitted to leave the city in which they arrived during their 24-hour stay and must leave the country within 24 hours.

China visa-free policies for individual travelers and tour groups

Pearl river delta .

People from countries that have established diplomatic relations with China and are traveling in a tourist group organized by a travel agency registered in Hong Kong or Macao can travel to the nine mainland Chinese cities of the Pearl River Delta (PRD) region (Guangzhou, Shenzhen, Zhuhai, Foshan, Dongguan, Zhongshan, Jiangmen, Zhaoqing, and Huizhou) for up to six days without a visa. The same policy also applies to tour groups visiting Shantou in Guangdong Province, as long as their activities do not extend beyond the administrative area of Shantou.

To be eligible for this policy, the tour group must depart from Hong Kong or Macao.

International tour groups of two and above who arrive on a cruise ship at Shanghai Cruise Port can get 15 days of visa-free travel to Shanghai and other coastal provinces, regions, and municipalities in which the cruise ship berths. These are Liaoning, Hebei, Tianjin, Shandong, Jiangsu, Zhejiang, Fujian, Guangdong, Guangxi, and Hainan.

The tourists are allowed to travel around the cities in which the cruise has berthed, as well as neighboring cities. This includes Beijing but otherwise does not include any cities or regions outside the above-mentioned provinces and regions.

The tour groups must be organized by travel agencies that have registered with the Shanghai Tourism Administration and Shanghai Customs.

Citizens of 59 countries are now eligible for 30 days of visa-free travel to the province of Hainan for purposes s uch as business, visiting, family reunions, medical treatment, exhibitions, sports competitions, and other needs (excluding long-term working and studying). Eligible travelers are free to travel around the whole province of Hainan and can travel from Hong Kong or any other place outside Mainland China with a direct flight to the island. This visa-free access will count its 30-day duration from 00:00 the day following the entry date.

This policy was previously only applicable to tour groups but was expanded to individual travel as well on March 15, 2023. On February 9, 2024, the 30-day visa-free travel to the province of Hainan was expanded again to include more allowed purposes of entry.

The eligible countries are Russia, the UK, France, Germany, Norway, Ukraine, Italy, Austria, Finland, the Netherlands, Denmark, Switzerland, Sweden, Spain, Belgium, Czech Republic, Estonia, Greece, Hungary, Iceland, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Slovakia, Slovenia, Ireland, Cyprus, Bulgaria, Romania, Serbia, Croatia, Bosnia and Herzegovina, Montenegro, Macedonia, Albania, the US, Canada, Brazil, Mexico, Argentina, Chile, Australia, New Zealand, South Korea, Japan, Singapore, Malaysia, Thailand, Kazakhstan, Philippines, Indonesia, Brunei, UAE, Qatar, Monaco, and Belarus.

Tour groups consisting of a minimum of two people from the 10 ASEAN countries (Malaysia, Thailand, Indonesia, Vietnam, Cambodia, Laos, Myanmar, Singapore, Brunei, and the Philippines) that are organized and hosted by a travel agency registered and approved by the tourism authority of Guilin, Guangxi Province, can enter and exit through Guilin airport port and stay in Guilin for up to six days without a visa.

Visa-free travel for tour groups from six countries

Some of the agreements on mutual visa exemption also enable visa-free travel for tour groups. These countries are Azerbaijan, Belarus , Russia , Georgia, Moldova, and Turkmenistan.

The requirements for the tour groups differ slightly between the different countries’ agreements and may include having a minimum of five people in the tour group, and in general, the trip can last up to 30 days. There are no limits placed on where the tour group can travel, but the tours must be organized by certain designated agencies.

Visa-free travel for tour groups on cruise ships

Effective May 15, 2024, the National Immigration Administration (NIA) has officially implemented a visa-free policy for foreign tourist groups entering China via cruise ships . This progressive move aims to enhance personnel exchanges and foster cooperation between China and other nations, furthering the country’s commitment to high-level openness.

Under this policy, foreign tourist groups , comprising two or more individuals , who travel by cruise ship and are organized by Chinese domestic travel agencies, can now enjoy visa-free entry as a cohesive group at cruise ports in 13 cities along the Chinese coast.

These cities include:

Dalian (Liaoning)
Lianyungang (Jiangsu)
Wenzhou (Zhejiang)
Zhoushan (Zhejiang)
Xiamen (Fujian)
Qingdao (Shandong)
Guangzhou(Guangdong)
Shenzhen (Guangdong)
Beihai (Guangxi)
Haikou (Hainan)
Sanya (Hainan)

The tourist group must remain with the same cruise ship until its next port of call and stay within China for no more than 15 days. The eligible areas for this policy are coastal provinces (autonomous regions and municipalities) and Beijing.

Special cards enabling China visa-free entry

Apec business travel card holders .

Holders of a valid Asia Pacific Economic Cooperation (APEC) Business Travel Card (ABTC) can enter China multiple times within the card’s validity period for business purposes for periods of up to 60 days at a time. The ABTC is valid for five years and thus functions as a five-year multi-entry visa.

Only citizens of the 21 APEC member economies are eligible for the ABTC (Australia, Brunei Darussalam, Canada, Chile, China, Hong Kong, China, Indonesia Japan, South Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia; Singapore; Taiwan, Thailand, the US, and Vietnam).

Note that although Canada and the US do offer ABTCs, they only provide fast-track immigration processing and do not offer reciprocal entry arrangements, meaning that ABTC holders from the US and Canada are not eligible to enter China directly without a visa, and vice versa.

In addition, candidates must engage in regular business travel through the APEC member economies and not hold a criminal record.

Entry to China with the ABTC was suspended during the COVID-19 pandemic but resumed on August 24, 2022.

Permanent residence card holders

It goes without saying that holders of a Chinese permanent residence card do not need to apply for a visa to travel to China, and can freely leave and enter the country through all passenger ports for work, business, family visits, and travel.

Residence permit holders

Foreigners with residence permi ts issued by Chinese public security organs who are in China for work or study are permitted to leave and enter the country as many times as they wish without applying for a visa each time, provided it is during the vali dity period of the residence permit.

Foreigners and foreign journalists who come to China for work or study are required to apply for a residence permit after first entering the country.

Note that the residence permit will be provided as a sticker in the passport with the word “residence” on it, rather than as a separate residen c e card .

Q: According to media reports, a Chinese citizen is under arrest by the Philippine police following a raid on April 14 during which guns and other contraband are seized. Preliminary investigation shows that the case is linked with POGO, according to the Philippine police. What is the Embassy’s comment on this?

China Entry and Exit Requirements and Procedures 2024

Until December 31, 2025 , ordinary passport holders of France, Germany, Italy, Netherlands, Spain, Switzerland, Ireland, Hungary, Austria, Belgium, Luxembourg, and Malaysia can enjoy a 15-day visa-free entry to China .

China opened its borders to tourists on March 15, 2023. If you are planning to visit China, it's important to understand the entry and exit requirements and procedures that apply to international travelers.

Now, inbound and outbound travelers no longer need to complete the China Health Declaration Form or provide a negative COVID-19 test result, either.

China Entry Requirements

To enter China, you must have a valid passport and a China visa unless you are eligible for a visa-free entry or a visa-on-arrival.

Note: Though you are not required to complete the China Health Declaration Card and provide the COVID-19 test result before entering China Mainland, you still need to inform the customs and cooperate for health checks if you have symptoms like fever, cough, difficulty breathing, vomiting, diarrhea, rash, or if you've been diagnosed with a contagious disease.

Customs Procedures

China's custom channels are divided into two types: the red channel (also called the tax channel) and the green channel (also called a free channel).

Red Channel

Foreign travelers usually enter China through the red channel. They must declare first to customs after filling in the passenger baggage declaration form and can enter after the registration at customs.

The completed customs declaration form must be presented again when leaving China. The form must be filled in truthfully and accurately, and those who provide false information or fail to declare items will be subject to legal action by customs once identified.

The items exceeding the maximum limit listed in the document table should be processed according to other relevant provisions.

Green Channel

Foreign personnel who have been granted a diplomatic visa-passport or courtesy visa-passport by the Chinese authorities or granted free-of-examination courtesy can choose the green channel. But they have to show their credentials to the customs and the declaration document table filled according to the requirements.

Hygiene Quarantine Requirements for Entering China

Foreigners entering China must truthfully fill in health declaration forms as requested by border quarantine departments. Failure to report infectious diseases may result in punishment for evading quarantine and prevention from entering China upon identification. Those who have entered China without reporting an infectious disease may be ordered to leave in advance.

Infectious patients from affected areas must present a valid certificate of immunization-related diseases (commonly known as the "yellow book"). If they do not have a valid certificate, the Frontier Health and Quarantine infected organs will run a test for six days from the day they leave the infected environment.

Commodities from areas that may have been contaminated by infectious diseases or become media articles of epidemic diseases are subject to health and sanitation inspection and quarantine treatment.

People Forbidden from entering China

The following individuals are not allowed to enter China:

A. Those who have been deported from China are under the regulated age.

B. Those who are considered possible terrorists or may undertake violence and subversive activities after entering.

C. Those who are suspected of possible smuggling, drug trafficking, and prostitution activities.

D. Those who have mental illnesses or have leprosy, AIDS, venereal diseases, open tuberculosis, and other infectious diseases.

E. Those who cannot afford what is needed in China.

F. Those who are considered to possibly engage in activities that endanger the security and interests of China after entering.

The frontier checkpoint has the right to prevent the following individuals from entering:

A. Those who have no valid passports, certificates, or visas.

B. Those who have forged, defaced, or other people's passports or certificates.

C. Those who refuse to be inspected.

D. Those who are forbidden to enter by the Ministry of Public Security and the National Security Ministry.

Exiting China

Foreign tourists must leave China within the allowed time limit of their visa from the allocated port. They must present effective passports or other effective certificates to the port border checkpoint.

People Forbidden to Leave China

A. Defendants in a criminal case or criminal suspects identified by the people's procuratorates, public security organs, or court.

B. Individuals are not allowed to leave the country due to unsettled civil cases according to the People's Court notice.

C. Others whose behaviors have violated China's laws and have been identified by competent authorities as needing pursuit.

The border authorities have the right to prevent the following individuals from leaving China:

A. Those who hold invalid certificates.

B. Those who have forged, defaced, or other people's passports or certificates.

C. Those who refuse to be inspected.

Good news! For travelers hoping to visit China in 2023.

After three years, China reopened its borders on January 8, 2023 . China canceled inbound quarantine for international arrivals.

To enter China, you do not need to be quarantined or apply for a health code to enter China anymore. All you need is a negative PCR result within 48 hours before departure.

Some new policy updates detail the easing of China travel restrictions. Asia Odyssey Travel is closely tracking the travel policy and will update the information again quickly in response to policy changes. Please check back frequently for any changes.

1. China's Current Entry Policy

Who can enter china now.

According to the government notices, it plans to prioritize visa applications for foreigners traveling to the country for business, employment, study, family visits, and reunions. The Tourist Visa is still suspended. But Chinese authorities hinted that they are planning to ease tourism-related restrictions soon and didn't yet have an official date.

Now there are four ways for foreigners to enter China:

● Foreigners who hold one of the three categories of valid Chinese residence permits for work, reunion, and personal matters.

● Foreigners holding Chinese diplomatic, service, courtesy, or C visa.

● Foreigners holding valid APEC business cards.

● Foreigners holding a new China visa (issued after March 28, 2020).

How to Enter China?

Travelers arriving in China will not be subjected to post-arrival PCR COVID-19 tests and mandatory quarantine after authorities scrapped the mandated five days of hotel quarantine and three days of home quarantine upon arrival.

Travelers would only be required to present a negative nucleic acid test 48 hours before departure and fill in the test results in their customs health declaration forms .

Travelers would also no longer have to apply for a green health code at the Chinese embassies and consulates abroad before they can enter China.

● Make sure you have permission to enter China (valid permit, visa, or ID card).

● Do one PCR test within 48 hours before departure and only board the flight when your nucleic acid result is negative. And fill in Customs health declaration forms.

● Book a flight to China and board the plane. Bring your ID card or passport with a permit/visa.

2. What's the COVID Situation & Traveling in China Now?

With the recovery of China's domestic travel, almost major attractions in China, such as Great Wall, Forbidden City, Terracotta Warriors, Giant Panda Base, Potala Palace, and museums, theme parks, national parks, are now open to visitors. China no longer requires tourists to present digital health QR codes to enter public spaces or scenic spots. There are no government mandates in place concerning face masks/social distancing. However, individuals visiting indoor establishments or riding on public transport would likely be advised to wear masks.

3. Hong Kong/Macau Travel Restrictions

Hong kong entry requirements.

Inbound travelers to Hong Kong still have to present negative results from PCR tests conducted within 48 hours before departure and sign a health declaration.No longer require mandatory hotel quarantine or home quarantine.

Yes. Foreigners can apply for a visa to enter the Mainland.

Macau Entry Requirements

Inbound travelers to Macau still have to present negative results from PCR tests conducted within 48 hours or rapid antigen tests (RAT) within 24 hours before their flights to Macau.

Foreigners in Macau can enter Chinese Mainland by applying for a visa for business, work, travel, a family visit, etc. Quarantine is not required.

4. International Flights to China

China adjusted the restrictions on international flights to China. China is increasing the number of flights in phases and optimizing route distribution. Passengers can make their own choices according to their situation and flight situation. All airlines still require that passengers must wear masks when boarding.

5. China Visa Restrictions

You can travel to China if you qualify for a visa-free transit policy.

Which countries can apply for Visa-Free Entry

The following 53 countries are eligible for the 144-hour visa-free transit visa:

● European countries: Russia, the United Kingdom, Ireland, Cyprus, Bulgaria, Romania, Ukraine, Serbia, Croatia, Bosnia-Herzegovina, Montenegro, Macedonia (FYROM), Albania, Belarus, Monaco.

● American countries: United States, Canada, Brazil, Mexico, Argentina, Chile.

● Asian countries: Korea, Japan, Singapore, Brunei, United Arab Emirates, Qatar.

● Schengen Agreement countries: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland.

● Oceania countries: New Zealand and Australia.

You must be in transit to a third country or region (Hong Kong, Macau, and Taiwan are included).

For example,

× UK – Guangzhou – Shanghai - Hong Kong

× US – Beijing – Shanghai - France

√ US – Dalian - South Korea

√ Singapore – Shanghai – Hangzhou - Malaysia

You need a visa for the third country/region (if needed).

You must stay within the permitted region and not travel out of it at all.

Issued to those who intend to go to China to visit the foreigners working or studying in China to whom they are spouses, parents, sons or daughters under the age of 18 or parents-in-law, or to those who intend to go to China for other private affairs. The intended duration of stay in China exceeds 180 days.
1. Invitation Letter 2. Photocopy of the personal information page of the inviting individual's passport and Residence Permit (or photocopy of Z visa / X1 visa application documents) 3. The original proof of kinship between the applicant and the inviting individual (e.g. Marriage Certificate, Birth Certificate etc.) *In case of private affairs, relevant supporting documents shall be provided upon request.
Issued to those who intend to visit their family members who are foreigners working or studying in China, or to those who intend to go to China for other private affairs. The intended duration of stay in China is no more than 180 days. "family members" refers to spouses, parents, sons, daughters, spouses of sons or daughters, brothers, sisters, grandparents, grandsons, granddaughters and parents-in-law.
1. Invitation Letter 2. Photocopy of the personal information page of the inviting individual's passport and Stay or Residence Permit or visa 3. The proof of kinship between the applicant and the inviting individual (e.g. Marriage Certificate, Birth Certificate etc.) *In case of private affairs, relevant supporting documents shall be provided upon request.
Issued to those who are family members of Chinese citizens or of foreigners with Chinese permanent residence and intend to go to China for family reunion, or to those who intend to go to China for foster care. The intended duration of stay in China exceeds 180 days. "Family members" refers to spouses, parents, sons, daughters, spouses of sons or daughters, brothers,sisters,grandparents,grandsons, granddaughters and parents-in-law.
Issued to those who intend to visit their relatives who are Chinese citizens residing in China or foreigners with permanent residence in China. The intended duration of stay in China is no more than 180 days.
1. Invitation letter (which proves the relationship between the inviting individual and the applicant) 2. Photocopy of the inviting individual's Chinese ID card or the personal information page of the foreigner's passport and photocopy of the Chinese Permanent Residence Permit

The following foreigners do not need to obtain a visa to China:

a) Foreigners applicable to various mutual visa exemption agreements

b) Foreigners holding valid Permanent Residence Certificates in China

c) Foreigners holding various types of valid Residence Permits

d) Foreigners applicable to the 24-hour visa-free transit arrangement

e) Foreigners holding valid APEC business travel cards

The return of Chinese tourists restores hope in the Philippines’ tourism industry

When the Chinese government made the decision to relax its pandemic restrictions and allow for travel abroad again, tourism professionals in the Philippines welcomed the news, but concerns linger about the expected increase in mass tourism.

When the Chinese government earlier this month made the decision to relax its pandemic restrictions and allow for travel abroad again, countries that are heavily dependent on Chinese tourism dollars were immediately buoyed.

In the Philippines, where 12% of the economy is tourism-dependent and Chinese tourists were the second-largest market pre-pandemic , the news came as a relief.

The arrival of Chinese tourists “will greatly help us in our effort to transform and recover the tourism industry,” Philippine Tourism Secretary Christina Garcia Frasco told reporters last week when the first plane of Chinese visitors arrived at the Manila airport.

“Our intention is not only to regain our pre-pandemic numbers, but to exceed it,” she said.

‘We are hoping the Chinese will come’

Tourism workers on Boracay Island, the Philippines’ most popular vacation destination, are working hard to prepare for the influx of travelers this year.

Known for its glistening white sand beach, gorgeous sunsets and incredible diving, Boracay saw more than 2 million visitors in 2019, according to the government.

But once the pandemic hit, virtually no one made any money for about two years.

“Maybe we lost, like 80% [of revenue],” Ga Arboleda, manager of DiveGuru’s boutique hotel, restaurant and dive shop said.

She added that once the pandemic took hold, many of her approximately 30 employees wanted to go back to the mainland. So for nearly two years, only she, her husband, their daughter and a couple of other employees ran the business, which barely survived, thanks to the few tourists stranded on Boracay, a special permit they received from the government to stay open and some one-off contracts to teach diving lessons.

“In 2020, we are already happy to get like 500 tourists in Boracay every month,” she said. “It just started to pick up again in the last part of 2021.”

That’s when Filipinos started traveling domestically again. The Philippine tourism industry is primarily fueled by domestic travelers, so once the country started loosening its harsh pandemic restrictions, experts say people launched into revenge travel mode after being cooped up for nearly two years.

In 2022, the Philippine government allowed foreign visitors back into the country and things improved further for the badly battered sector. The provincial government reports that tourism in the Philippines in Aklan Province jumped over 400% between 2021 and 2022.

Arboleda has high hopes for this year. “[From] the tourism point of view, we are hoping the Chinese will come.”

Chinese mass tourism

Phoebe Areno, a tourism official with Aklan Province, said tourism in the region is projected to grow more than 100% in 2023. Between Jan. 1 to Jan. 22 of this year alone, she said, over 125,000 tourists have arrived with a little more than 28% from abroad.

“We are assuming that in the first quarter we are going to receive flights coming in from mainland China,” she said.

The Philippines is banking on Chinese visitors so much that a tourism deal to boost relations with China was signed when the Philippines President Bongbong Marcos visited Beijing earlier this month.

The pandemic paralyzed the Philippines’ burgeoning tourism industry, John Paolo Rivera, the associate director of the Andrew Tan Center for Tourism at the Asian Institute of Management, said. “Because of it, revenues were almost zero.”

So, the potential of Chinese tourists to the Philippines cannot be undermined, he said — and this has specifically to do with the way Chinese tourists travel.

“They go by mass tourism. A huge, huge amount of tourists, and they come by buses, in ships, in planes,” Rivera said.

“But then they’re also characterized as tourists who absolutely spend [a lot] whenever they go to a country, because they spend so much on entertainment and luxury items.”

Pre-pandemic, Chinese tourists racked up some $255 billion in spending and accounted for almost 20% of tourists globally, according to the United Nations’ World Tourism Organization. For Southeast Asia, especially, data for 2019 shows that before the pandemic, Chinese tourists were the leading source of foreign travelers for the region — making up about a quarter of all tourists.

“So, the arrival of the Chinese, yes, it gives hope,” he said.

COVID concerns

Still, Rivera and other experts say the Philippines should be cautious of the impact an increase in foreign tourists will inevitably have — particularly when it comes to the environment and the ongoing pandemic.

Dive shop manager Ga Arboleda laughed nervously when asked if she had any concerns about the expected increase in travelers.

“Well, because we don’t know [if] that virus, again, will arrive if we open the border already to all the people,” she said.

“I’m also thinking about what will happen if we get a new variant and then the vaccine we have will not shield us from that kind of variant.”

Since the start of the pandemic, the Philippines has logged more than 4 million cases of COVID-19 and nearly 66,000 people have died. In preparation for more travelers from China this year, the Department of Health has called for “heightened surveillance” of visitors from there.

Still, only proof of vaccination is required upon arrival in the Philippines for foreign travelers, or a negative COVID-19 test if the traveler is unvaccinated. And even though almost 94% of Filipinos are vaccinated, health experts say, with new variants of the coronavirus on the horizon, more booster shots are still needed.

Trying to make a living and keep her beloved employees safe and healthy is a difficult balance act, said Arboleda, who arranged last week for all of her employees to get their second booster shots.

“Most of our employees are two years or up to 21 years with us, so we really treat each other as a family,” she said.

Philippine Tourism Secretary Christina Frasco hopes Chinese tourists will feel the warmth of the Filipino people and enjoy award-winning beach destinations in the Philippines.

MANILA, Jan. 25 (Xinhua) -- "The Philippines is open and ready to welcome our friends from China," said Philippine Tourism Secretary Christina Frasco while receiving hundreds of Chinese tourists who arrived in Manila Tuesday afternoon.

Frasco said the arrival of these people aboard a commercial flight "signals a very auspicious start" to the Chinese New Year, adding her country, famous for world-renowned pristine beaches, is anticipating more tourists from China.

She invited Chinese tourists to "feel the warmth of the Filipino people and to enjoy our award-winning beach destinations and all other nature-based offerings" across the country.

Hotels in Singapore have prepared packages for Chinese visitors who will be there to celebrate the Lunar New Year. Meanwhile, a Japanese tour bus firm has similarly readied the revival of its Chinese-language tour.

The Philippines has big plans, too. The Department of Tourism (DOT) warmed up to the Chinese market during the three-day state visit of President Ferdinand Marcos Jr. to China. The DOT and its counterpart China’s Ministry of Culture and Tourism signed an implementation program on tourism cooperation between China and the Philippines. The deal promotes “bilateral tourism cooperation” between the two countries in an effort to revive an industry waylaid by the pandemic.

Even before the deal, Philippine tourism was already picking up. However, the number of arrivals in Asia and the Pacific has lagged, according to UNWTO. This is where the crucial role of China comes in. China, among the biggest tourist markets for countries in the region, kept its borders mostly shuttered.

But that was all set to change when in late 2022, China made a surprise U-turn on its strict zero-COVID policy. Already, Asian countries are preparing for an influx of Chinese tourists. Among them is the Philippines, which has consistently counted China among its top 3 tourist markets. (READ: Asia’s tourist hotspots prepare for boom as China relaxes COVID-19 rules )

Before understanding why international arrivals from China are so integral to our tourism industry, we first need to take a deeper look at the people who came to the country in 2022.

Philippine tourism in 2022

Since the Philippines reopened its borders to travelers on February 15, 2022, it welcomed visitors from nearly every country. Here’s a map visualizing all Philippine-bound international arrivals in 2022, with data coming from the DOT’s monitoring of arrivals from February to December 2022.

In the map below, international arrivals are grouped by nationality, with their respective origin region shaded to represent the number of visitors coming from their area. Hover over the map to see specific numbers.

Returning overseas Filipinos comprised the majority of international arrivals in 2022, with 628,445 making the journey home. The rest of the 2.02 million arrivals consisted of foreign tourists, with American and South Korean visitors accounting for almost half of all tourist arrivals.

Here’s the breakdown of the country’s top 10 tourist markets:

Comparing the top 10 tourist markets in 2022 to pre-pandemic years, what immediately sticks out is the massive drop in international arrivals from China. China, along with the US and South Korea, has traditionally been among the top three foreign tourist markets in the Philippines.

And while tourists from the US and South Korea have already started trickling back into the country, the number of international arrivals from China has been limited, dropping to 10th place.

So what happened to Chinese tourists?

Take a look at how the country's top tourist markets have changed from 2010 to 2022, and keep an eye on how international arrivals from China have steadily grown – only to crash following the pandemic.

Recovery has been slow in large part due to President Xi Jinping's strict zero-COVID policy, which has restricted the movement of people and production in factories. For instance, in the first half of 2022, China began hard lockdowns in Shanghai.

Bankers and traders in the bustling city's financial districts slept in offices and lived off instant noodles to keep the country's financial markets turning. Snap lockdowns of buildings, routine mass PCR testing, and mandatory quarantines kept Chinese citizens on their toes for most of the year.

This extended to travel restrictions outside the country as well. China required returning travelers to have seven days of centralized quarantine along with three days of self-isolation. Travelers also had to go through a combination of PCR and antigen tests, on top of also securing a "health code" from the local embassy. This has all worked to discourage Chinese citizens from traveling at all, except for the most pressing of business – never mind for mere sightseeing.

Recently, this has begun to change as President Xi committed to a full reopening of his country’s borders. Quarantine requirements for returning travelers were removed while China also resumed issuing passports and travel visas for mainland residents. What can we expect?

The Philippines is banking on cash-rich Chinese visitors to bolster its tourism industry. And it seems that in the case of Boracay – with its glittering sand – China is eager to oblige. The Chinese ambassador to the Philippines Huang Xillian already met with Aklan officials and business groups on January 9, just as Boracay prepares to welcome back its biggest tourist market.

“We talked about the possibility of the return of Chinese tourists soon. We are happy about his visit,” Malay Mayor Floribar Bautista said in a phone interview with Rappler.

Pre-pandemic, Chinese tourists had dominated arrivals in Boracay. Nearly 150,000 Chinese visitors came to the island in 2018, with the number of tourists growing by only 46% the following year.

“There used to be 20-plus direct flights from China per week and almost 400,000 tourists yearly to Boracay before the pandemic. China is opening up again for international travel, and anticipates more Chinese outbound tourists later this year,” said the ambassador.

Chinese ambassador’s Boracay visit hints at return of biggest tourist market

The DOT has also laid the groundwork for a wider revival of warm tourism ties with the Implementation Program signed during the President's recent state visit.

“This implementation program with China will generate massive employment opportunities and investments across all sectors of tourism throughout the Philippines," Tourism Secretary Christina Garcia Frasco said in a statement.

The deal broadly gives assurances that the two countries will mutually support development of their hotels, resorts, cruise, port, tourism products, and competency standards. Joint workshops and training sessions for cruise and port development, lake development, tourism security measures, tourism market and industry research are also in the works.

"Our governments will work together on increasing tourist arrivals, resuming and adding direct flights to key and emerging destinations, joint promotional activities, and inviting tourism investments in infrastructure, among others,” Frasco emphasized.

Both countries are also expected to support the other's travel fairs and tourism expeditions, with a renewed awareness about environmental protection and sustainable development.

“Among the salient points of this Implementation Program is to advocate the best practices and knowledge in sustainable tourism which includes the promotion of eco-friendly products and services," the tourism chief said, adding that both governments would also encourage investments in tourism infrastructure.

What about COVID-19?

However, China's recent COVID-19 surge threatens to hurt tourism before it even begins its recovery. Japan, South Korea, the US, and Canada have all increased restrictions on arrivals from China, such as requiring pre-departure or arrival COVID-19 tests and limiting flights.

For many tourist hot spots, the choice has become a delicate balancing act between economic recovery and pandemic safety. Chinese tourists represented the world’s largest outbound travel market in 2019. In the same year, Chinese tourists contributed $2.33 billion of the $9.31 billion in Philippine tourism revenue. Setting stricter quarantine measures could mean losing out on billions in revenue, should tourists be dismayed.

That in mind, countries have made varied adjustments to their health protocols. For instance, Thailand has been quick to remove vaccination requirements for inbound travelers ahead of an expected rush of Chinese tourists. Australia and Germany have also said they would not impose additional requirements for Chinese travel. The US, on the other hand, has required COVID-19 tests on travelers from China.

Currently, travelers arriving in the Philippines are only required to present a negative COVID-19 test if they are partially vaccinated or unvaccinated. Despite reporting on January 4 that eight unvaccinated Filipinos from China tested positive for COVID-19, the Department of Health does not yet see the need to tighten travel restrictions on arrivals from China.

Why PH not keen on tightening borders for China travelers

Nevertheless, Frasco was optimistic that the reopening of the country and the easing of COVID-19 restrictions would allow the tourism industry to further recover in 2023. She added that the DOT is aiming for 4.8 million international arrivals as its baseline target for 2023.

“In the recent past, we have overcome a global pandemic, survived various calamities, and thrived throughout a host of many other challenges, yet, the Philippine tourism industry has managed to exceed expectations and our tourism partners and frontliners continue to offer the best of Filipino grace and hospitality to the world,” said the tourism chief in a New Year’s Eve message. – Rappler.com

In accordance with the current situation of COVID-19 pandemic and to facilitate people-to-people exchanges, starting from 15 March, 2023, Antigen Rapid Test (ART, including ART home testing kit) result will be accepted for air passengers flying directly from Nepal to China instead of nucleic acid test. The Chinese Embassy in Nepal has updated its Guide on Epidemic Prevention and Control Measures for China-bound Travelers. In order to avoid any travel delays and disruptions, we recommend that all travelers read and follow the instructions on the guidance carefully.

Guide on Epidemic Prevention and Control Measures For China-bound Travelers

（Starting from March 15, 2023）

I.Pre-boarding Nucleic Acid Test

All China-bound travelers will need to take nucleic acid test or Antigen Rapid Test (ART, including ART home testing kit) for COVID-19 within 48 hours before boarding, and can only travel to China when your test result is negative. If you received a positive test result, you should only travel to China when you tested negative for COVID-19.

ll.Health Declaration to China Customs

You are required to declare your negative test result to China Customs by filling the Health Declaration Form on the WeChat mini-program of China Customs (scan the QR code below), or at https://htdecl.chinaport.gov.cn, or via the China Customs APP.

Ill. Airline companies will no longer check the negative test results.

IV. Self-protection on the Aircraft

You are suggested to wear a mask throughout the flight and take good personal protection to reduce the risk of infection

V. Inspection upon Entry

You can go through customs with your health declaration result, and China Customs may conduct random sampling inspection according to a certain proportion. lf there are anomalies in your health declaration or you are showing symptoms such as fever, you are required to take a test by China Customs. Those whose results are positive will need to self-quarantine or seek medical treatment as notified by the authority. Those whose results are negative will go through routine quarantine inspection by China Customs in accordance with the Frontier Health and Quarantine Law and other laws and regulations.

VI. After-entry Epidemic Prevention and Control

After entry into China, you will have to strictly abide by the epidemic prevention and control requirements of the place where you stay.

"The Philippines is open and ready to welcome our friends from China," said Philippine Tourism Secretary Christina Frasco while receiving hundreds of Chinese tourists who arrived in Manila Tuesday afternoon.

She invited Chinese tourists to "feel the warmth of the Filipino people and to enjoy our award-winning beach destinations and all other nature-based offerings" across the country.

As a key economic driver, the tourism industry's contribution to the Philippines' gross domestic product stood at 12.7 percent in 2019.

However, the COVID-19 pandemic dealt a severe blow to the tourism sector, slashing foreign arrivals and displacing almost 1.1 million service workers across the country.

Earlier this month, an agreement to promote tourism cooperation between China and the Philippines was signed during a visit to China by Philippine President Ferdinand Romualdez Marcos.

China has recently identified the Philippines as one of the first batches of countries where Chinese group tours are allowed to resume.

Chinese Ambassador to the Philippines Huang Xilian predicted more Chinese tourists will put the Philippines on their voyage list after the two countries agreed to deepen people-to-people exchanges.

Shi Huating, aboard the flight arriving from China's eastern coastal city of Xiamen, is expected to have a reunion with her Filipino friends in Binondo, a five-century-old Chinatown in Manila.

"I feel excited. It's been a long time because of the pandemic," the Chinese teenager told Xinhua, saying she missed her Filipino friends.
