Buncombe County Tourism Development Authority

The Buncombe County Tourism Development Authority is a public authority created by state law and subject to North Carolina state statute. Its members also serve as directors of a non-profit entity that employs the staff of Explore Asheville. Members of the Authority administer the proceeds of the occupancy tax within the legislative mandate of the legislation that established the tax. The BCTDA’s purpose is to further the development of travel, tourism, meetings and events in the county through marketing, advertising, sales and promotion. The authority also administers the Tourism Product Development Fund (TPDF) and Legacy Investment from Tourism Fund (LIFT).

The Authority consists of 11 members:

  • Six (6) owners or operators of hotels, motels, bed and breakfasts, or vacation rental management companies, four of which own or operate hotels, motels, or bed and breakfasts, with more than 100 rental units, two of whom shall be appointed by the Asheville City Council and two by the Buncombe County Board of Commissioners; and one of which owns or operates hotels, motels, bed and breakfasts, or vacation rental management companies, with 100 or fewer rental units, who shall be appointed by the Asheville City Council; and one of which owns or operates hotels, motels, or bed and breakfasts with 100 or fewer rental units, who shall be appointed by the Buncombe County Board of Commissioners.
  • One (1) vacation rental owner or vacation rental management company owner appointed by the Buncombe County Board of Commissioners;
  • One (1) executive from a ticketed tourist attraction appointed by the Asheville Area Chamber of Commerce; and
  • One (1) restaurant owner, owner of a brewery, distillery, or winery open for tours or tastings, or executive director of a ticketed arts organization appointed by the Asheville City Council.
  • One (1) member of City Council (who is an ex-officio non-voting member); and one (1) member of the Buncombe County Commissioners (who is an ex-officio non-voting member).

Brief Description of the organization

Sri Lanka Tourism Development Authority (SLTDA) is the official institution tasked with establishing, positioning, and developing Sri Lanka as a leading destination for international visitors and it is responsible for tapping into Sri Lanka’s natural potential to expand and enhance its tourism offering while benefitting investors and supporting communities, in a sustainable manner.

Prior to SLTDA being established in 2007, these functions primarily resided with the organization known as Ceylon Tourist Board / Sri Lanka Tourist Board / Sri Lanka Tourism Board which was set up in 1966 by the government of Sri Lanka an one instructional framework created under Ceylon Tourist board Act No. 10 of 1966.

Then The Tourism Development Act of 1968 provided the Ceylon Tourist Board with the statutory authority to develop tourism in a planned and controlled basis and allowed to obtain lands for development process. The Act also conferred powers for the Protection of Highways and Places of Scenic Beauty and vested authority in the Ceylon Tourist Board for the Registration and Classification of Tourist Hotels and all other tourist services.

The Tourism Act No 2005 came into effect in October 2007. With the circulation of the new Tourism act, the Sri Lanka Tourist Board Act No 10 of 1966, which was in effect for the past 41 years, was replaced. In terms of the provisions contained in the new act, the Tourism Development Fund was legally constituted, with 2 main sources remitting finances to the fund. By way of 1/3 of the Airport Tax collections and 1% of the Turnover of all Sri Lanka Tourist Board registered establishments. The Act provided for the setting up of the Sri Lanka Tourism Development Authority (SLTDA), thereby replacing the Sri Lanka Tourist Board. The new Tourism Boards set up under the new Tourism Act are:

  • Sri Lanka Tourism Promotion Bureau
  • Sri Lanka Institute of Tourism and Hotel Management
  • Sri Lanka Convention Bureau

Tourism was one of the fastest growing sectors in Asia and is the third largest foreign exchange earner in Sri Lanka. When the Covid-19 pandemic surfaced in 2020, tourism was the one to face the immediate impact and one of the industries to be strained the most. Sri Lanka first went into lockdown including the airport closure in March 2020 to control the spread of the virus. The tourist arrivals globally fell abruptly for the first time in the history of tourism and came to a complete halt for a period of 10 months till 21st January 2021.

Sri Lanka Tourism attracts over $950 Million in tourism investments despite Pandemic

Foreign investment is a key driver of economic growth, as is the revenue generated via tourism. As one of its primary exports, tourism remains Sri Lanka’s calling card to the world. Tourism is a key source of export revenues and employment for the Island and Sri Lanka Tourism recognising the potential for the sector, is focused on developing new products, exploring new markets, and positioning Sri Lanka as the ultimate experiential destination. The Authorities further understand that whilst there are emerging opportunities for growth, it is important to recognize the vulnerability of the sector and strategise on mechanisms to champion resilience and sustainability, with the assistance of Global partners such as the World Bank. Sri Lanka’s tourism product is based largely on natural resources, and it would be detrimental to the industry if proper practices and controls are not followed to ensure the sustenance of the sector.

Sri Lanka Tourism to request debt and interest waivers from the Central Bank to extend urgently-needed relief for industry stakeholders

With the tourism sector being one of the most severely impacted industries in Sri Lanka, Sri Lanka Tourism has continued to support the industry stakeholders through a host of measures to help tide over the crisis. In its latest initiative, the tourism authorities have extended the validity period of licenses of all tourism establishments registered with the SLTDA until the 31 st December 2021 with the hope that it will decrease the burden facing tourism establishments presently. The validity of Tourist Guides licenses has also been extended until later on this year.

Sri Lanka is now open to fully vaccinated travellers with the quarantine-free entry

As Sri Lanka paves the way to restart tourism, fully vaccinated international travellers who have received the second dose of the vaccine 14 days prior to arrival will now be allowed to enter the country without undergoing quarantine.

We note the wide publicity given to such false posts. There is no such request nor approval given. The ability to visit a ‘Tourist Site’ requires the approval of the respective Line Agency. In this case the Wildlife Department. In the event the Line Agency approves only, can Sri Lanka Tourism Development Authority grant approval to visit a site. In this regard we have not received any such request to seek approval to visit Yala National Park.

Sri Lanka Tourism will be one of the key sectors highlighted at the upcoming Sri Lanka Investment Forum (SLIF) 2021, the first and largest virtual investor forum in the region scheduled to be held from 7th to 9th June 2021. Opportunities for investments in the tourism sector will be one of the key areas of the forum among 50+ sessions scheduled to reach across two time zones. Bolagala Floating Agro Tourism Resort in Katana located close to the Negombo tourism hub will be the newest addition to the inventory of unique experiences for tourists visiting Sri Lanka. This is the first-ever floating resort in Sri Lanka created adopting an agro-tourism theme consists of 50 floating cabanas, including 10 GPS tracker equipped cabanas that could freely move around the picturesque lake giving visitors an exceptional experience: floating swimming pool, floating restaurant, main restaurant, pub & karaoke lounge, underwater spa, gym are the main components of the project.

The Chairperson of Sri Lanka Tourism Development Authority, Mrs. Kimarli Fernando, has put forward a proposal to provide vaccinations for the tourism industry with the hopes of resuming all Sri Lanka tourism activities as normal. The Minister of Tourism Hon. Prasanna Ranathunga has approved this proposition and together with the Ministry of Health a special vaccination program will commence in the coming weeks.

Intangible culture is the principal motivation for travel, with Tourists seeking to engage with new cultures and to experience the global variety of performing arts, handicrafts, rituals, and cuisines, a niche high-end market of Tourists would prefer to stay in heritage enrich accommodation facilities during their travel.

As defined, A Heritage Tourist Hotel shall be located in a building declared under the Antiquities Ordinance No. 09 of 1940 or shall be in an ancient construction with Historical and Archaeological value which has been constructed prior to 1920 (not less than 100 years of age) which can be declared under the Antiquities  (Amendment)  Act No. 24 of 1988. The exterior of the building shall not be interfered with or modified from the original appearance. Any additions carried out shall be done in such a manner that the external appearance is maintaining the original architectural features as far as practically possible. After expansion and alterations the newly built-up area shall not be more than 50% of the combined total built-up area (excluding swimming pools) of the new and old. The services provided to the guests shall reflect the type of service which prevailed during the era of the building.

An establishment with a minimum of 8 covers and a maximum of 39 covers where prepares and/or serves food, drink, and dessert to customers on the commercial operation.

The “eating places” which are taken into consideration here are the places that do not comply with gazetted registration guidelines for restaurants by SLTDA but similar places that cater to the domestic and foreign travelers mainly in touristic areas.

Certification Process

  • Step 01  – Identifying Eating Places who has the capacity to be improved as per the Guidelines by random visits by the Inspection team members to such places within Tourism zones in the country (later the owners of such Eating Places will be able to submit an application to SLTDA to obtain the “Tourism Friendly Eating Places” Certification)
  • Step 02  – Informing Short-comings to the owners of the Eating Places
  • Step 03  – Re-Inspect the places once the short-comings are rectified and fill-up the Mark sheet by the Inspection Team
  • Step 04  – Awarding of Certification – “Grade A” or “Grade B”

Tourist luxury camping/ caravanning sites/ mobile camping.

Camping is an outdoor activity involving overnight stays in temporary or semi-permanent shelters, with or without essential services. Organized camping primarily occurs at pre-selected camp sites, defined as designated areas of land offering sleeping accommodations in tents or caravans, along with common amenities, near outstanding natural or cultural attractions. These sites may be situated in restricted areas like wildlife reserves or unrestricted ones.

Camping options include:

1. Tourist Luxury Camping/Glamping: Providing premium and deluxe facilities, Glamping offers a more luxurious camping experience than traditional camping. 2. Caravan Camping/RVs: RV camping allows travelers to stay in recreational vehicles with amenities like sleeping quarters, kitchens, and bathrooms, combining the comforts of home with the freedom of camping. 3. Mobile Camping: Also known as expedition or mobile tented camping, it involves setting up and relocating camps frequently, allowing participants to explore diverse landscapes. A vehicle safari tour operation refers to a business or service that organizes and conducts guided tours operated by professional safari operators, stationed outside those national parks and reserves. in specially designed vehicles to explore natural habitats, wildlife reserves, or scenic landscapes authorized by the Department of Wildlife conservation or the Department of Forest Conservation or relevant government institutions. These tours typically focus on providing participants with an immersive and close-up experience of observing wild animals, birds, and other natural attractions in their native environment with degree of risk.

Caving enthusiasts may explore caves for their geological, biological, archaeological, or simply adventurous aspects, and it can range from easy, guided tours to more technically demanding and advanced expeditions. Tourism Minister visits Tourism Development Area

The visit, officials said, was meant to avail the minister and delegations the opportunity to have a physical view of the situation in some of the tourism industrial areas.

It could be recalled that the Ministry of Tourism recently held a dialogue with tourism stakeholders’ in the country with the aim of having a public conversation. The forum was also meant to highlight some of the developments that are on-going in the sector and as well as the challenges affecting the tourism sector.

The Minister and delegations visited the TSU Commander, the demolished Teranga Beach Club, Palma Rima Beaches and environments, Kotu Bendula and Fajara Craft Markets, Horse stable and horse riders, Fajara Water-Front Beach and surrounds, Tourist Car Parks with bicycle parks, TSU houses in strategic areas within the TDA, Denton Bridge Boat Station among other places.

During his visit, the tourism Minister, Abdoullahi Jobe, used the opportunity to not only visit the mentioned places, but to equally sensitise the tourism stakeholders on the need for them to always operate within laid down rules and regulations.

Minister Jobe also urged the horse riders to regulate themselves, saying: “It’s important that you also have uniforms and certificates. This will help your clients to know that you are qualified horse riders and your clients will easily recognize you.”

The tourism minister added: “All those that are having below standard structures within the tourism development area, should try and uplift them and as well remove some of the eyesores in the beaches and their surroundings.”

He called for greater collaboration with the desire of making the country a destination of choice, adding: “There are still some areas that need some improvement. I will therefore still encourage the GTBoard, as well as other players within the tourism in order for them to work in tandem with the objective of making the necessary improvements,” he advised.

The ministry and the GTBoard alone, he went on, can’t improve the destination, saying: “Every Gambian has a role to play in order to make the destination a destination of choice as the significance of the tourism industry in our country can’t be over emphasised.”

In concluding, he said: “I must say I am very much encouraged with what I have seen so far. Therefore, I will work closely with all stakeholders in improving the country’s tourism sector.”
